3487 Urban Waste Water Governance in South Africa: A Case Study of Stellenbosch
Authors: R. Malisa, E. Schwella, K. I. Theletsane
Abstract:
Due to climate change, population growth and rapid urbanization, the demand for water in South Africa is inevitably surpassing supply. To address similar challenges globally, there has been a paradigm shift from conventional urban waste water management “government” to a “governance” paradigm. From the governance paradigm, Integrated Urban Water Management (IUWM) principle emerged. This principle emphasizes efficient urban waste water treatment and production of high-quality recyclable effluent. In so doing mimicking natural water systems, in their processes of recycling water efficiently, and averting depletion of natural water resources. The objective of this study was to investigate drivers of shifting the current urban waste water management approach from a “government” paradigm towards “governance”. The study was conducted through Interactive Management soft systems research methodology which follows a qualitative research design. A case study methodology was employed, guided by realism research philosophy. Qualitative data gathered were analyzed through interpretative structural modelling using Concept Star for Professionals Decision-Making tools (CSPDM) version 3.64. The constructed model deduced that the main drivers in shifting the Stellenbosch municipal urban waste water management towards IUWM “governance” principles are mainly social elements characterized by overambitious expectations of the public on municipal water service delivery, mis-interpretation of the constitution on access to adequate clean water and sanitation as a human right and perceptions on recycling water by different communities. Inadequate public participation also emerged as a strong driver. However, disruptive events such as draught may play a positive role in raising an awareness on the value of water, resulting in a shift on the perceptions on recycled water. Once the social elements are addressed, the alignment of governance and administration elements towards IUWM are achievable. Hence, the point of departure for the desired paradigm shift is the change of water service authorities and serviced communities’ perceptions and behaviors towards shifting urban waste water management approaches from “government” to “governance” paradigm. Keywords: Integrated urban water management, urban water system, waste water governance, waste water treatment works.

Authors: A. R. Malekpour, A.R. Seifi
Abstract:
This paper discusses a genetic algorithm (GA) based optimal load shedding that can apply for electrical distribution networks with and without dispersed generators (DG). Also, the proposed method has the ability for considering constant and variable capacity deficiency caused by unscheduled outages in the bulked generation and transmission system of bulked power supply. The genetic algorithm (GA) is employed to search for the optimal load shedding strategy in distribution networks considering DGs in two cases of constant and variable modelling of bulked power supply of distribution networks. Electrical power distribution systems have a radial network and unidirectional power flows. With the advent of dispersed generations, the electrical distribution system has a locally looped network and bidirectional power flows. Therefore, installed DG in the electrical distribution systems can cause operational problems and impact on existing operational schemes. Introduction of DGs in electrical distribution systems has introduced many new issues in operational and planning level. Load shedding as one of operational issue has no exempt. The objective is to minimize the sum of curtailed load and also system losses within the frame-work of system operational and security constraints. The proposed method is tested on a radial distribution system with 33 load points for more practical applications.

Authors: Yeşim Tosun, Remzi Şahin
Abstract:
This paper presents results of compressive strength, capillary water absorption, and density tests conducted on concrete containing recycled aggregate (RCA) which is obtained from structural waste generated by the construction industry in Turkey. In the experiments, 0%, 15%, 30%, 45% and 60% of the normal (natural) coarse aggregate was replaced by the recycled aggregate. Maximum aggregate particle sizes were selected as 16 mm, 22,4 mm and 31,5 mm; and 0,06%, 0,13% and 0,20% of air-entraining agent (AEA) were used in mixtures. Fly ash and superplasticizer were used as a mineral and chemical admixture, respectively. The same type (CEM I 42.5) and constant dosage of cement were used in the study. Water/cement ratio was kept constant as 0.53 for all mixture. It was concluded that capillary water absorption, compressive strength, and density of concrete decreased with increasing RCA ratio. Increasing in maximum aggregate particle size and amount of AEA also affect the properties of concrete significantly. Keywords: Capillary water absorption, compressive strength, density, recycled concrete aggregates.

Abstract:
Reconfigurable optical add/drop multiplexers (ROADMs) can be classified into three categories based on their underlying switching technologies. Category I consists of a single large optical switch; category II is composed of a number of small optical switches aligned in parallel; and category III has a single optical switch and only one wavelength being added/dropped. In this paper, to evaluate the wavelength-routing capability of ROADMs of category-II in dynamic optical networks, the dynamic traffic models are designed based on Bernoulli, Poisson distributions for smooth and regular types of traffic. Abstract:
Environmental micro-organisms include a large number of taxa and some species that are generally considered nonpathogenic, but can represent a risk in certain conditions, especially for elderly people and immunocompromised individuals. Chemotaxonomic identification techniques are powerful tools for environmental micro-organisms, and cellular fatty acid methyl esters (FAME) content is a powerful fingerprinting identification technique. A system based on an unsupervised artificial neural network (ANN) was set up using the fatty acid profiles of standard bacterial strains, obtained by gas-chromatography, used as learning data. We analysed 45 certified strains belonging to Acinetobacter, Aeromonas, Alcaligenes, Aquaspirillum, Arthrobacter, Bacillus, Brevundimonas, Enterobacter, Flavobacterium, Micrococcus, Pseudomonas, Serratia, Shewanella and Vibrio genera. A set of 79 bacteria isolated from a drinking water line (AMGA, the major water supply system in Genoa) were used as an example for identification compared to standard MIDI method. The resulting ANN output map was found to be a very powerful tool to identify these fresh isolates.

Authors: Hazem M. El-Bakry
Abstract:
In this paper a new fast simplification method is presented. Such method realizes Karnough map with large number of variables. In order to accelerate the operation of the proposed method, a new approach for fast detection of group of ones is presented. Such approach implemented in the frequency domain. The search operation relies on performing cross correlation in the frequency domain rather than time one. It is proved mathematically and practically that the number of computation steps required for the presented method is less than that needed by conventional cross correlation. Simulation results using MATLAB confirm the theoretical computations. Furthermore, a powerful solution for realization of complex functions is given. The simplified functions are implemented by using a new desigen for neural networks. Neural networks are used because they are fault tolerance and as a result they can recognize signals even with noise or distortion. This is very useful for logic functions used in data and computer communications. Moreover, the implemented functions are realized with minimum amount of components. This is done by using modular neural nets (MNNs) that divide the input space into several homogenous regions. Such approach is applied to implement XOR function, 16 logic functions on one bit level, and 2-bit digital multiplier. Compared to previous non- modular designs, a clear reduction in the order of computations and hardware requirements is achieved.

Abstract:
The development of Artificial Neural Networks (ANNs) is usually a slow process in which the human expert has to test several architectures until he finds the one that achieves best results to solve a certain problem. This work presents a new technique that uses Genetic Programming (GP) for automatically generating ANNs. To do this, the GP algorithm had to be changed in order to work with graph structures, so ANNs can be developed. This technique also allows the obtaining of simplified networks that solve the problem with a small group of neurons. In order to measure the performance of the system and to compare the results with other ANN development methods by means of Evolutionary Computation (EC) techniques, several tests were performed with problems based on some of the most used test databases. The results of those comparisons show that the system achieves good results comparable with the already existing techniques and, in most of the cases, they worked better than those techniques. Keywords: Artificial Neural Networks, Evolutionary Computation, Genetic Programming.

Authors: Brian A. Smith, Ronald W. McClendon, Gerrit Hoogenboom
Abstract:
The mitigation of crop loss due to damaging freezes requires accurate air temperature prediction models. Previous work established that the Ward-style artificial neural network (ANN) is a suitable tool for developing such models. The current research focused on developing ANN models with reduced average prediction error by increasing the number of distinct observations used in training, adding additional input terms that describe the date of an observation, increasing the duration of prior weather data included in each observation, and reexamining the number of hidden nodes used in the network. Models were created to predict air temperature at hourly intervals from one to 12 hours ahead. Each ANN model, consisting of a network architecture and set of associated parameters, was evaluated by instantiating and training 30 networks and calculating the mean absolute error (MAE) of the resulting networks for some set of input patterns. The inclusion of seasonal input terms, up to 24 hours of prior weather information, and a larger number of processing nodes were some of the improvements that reduced average prediction error compared to previous research across all horizons. For example, the four-hour MAE of 1.40°C was 0.20°C, or 12.5%, less than the previous model. Prediction MAEs eight and 12 hours ahead improved by 0.17°C and 0.16°C, respectively, improvements of 7.4% and 5.9% over the existing model at these horizons. Networks instantiating the same model but with different initial random weights often led to different prediction errors. These results strongly suggest that ANN model developers should consider instantiating and training multiple networks with different initial weights to establish preferred model parameters. Keywords: Decision support systems, frost protection, fruit, time-series prediction, weather modeling

Abstract:
The capacity of conventional cellular networks has reached its upper bound and it can be well handled by introducing femtocells with low-cost and easy-to-deploy. Spectrum interference issue becomes more critical in peace with the value-added multimedia services growing up increasingly in two-tier cellular networks. Spectrum allocation is one of effective methods in interference mitigation technology. This paper proposes a game-theory-based on OFDMA downlink spectrum allocation aiming at reducing co-channel interference in two-tier femtocell networks. The framework is formulated as a non-cooperative game, wherein the femto base stations are players and frequency channels available are strategies. The scheme takes full account of competitive behavior and fairness among stations. In addition, the utility function reflects the interference from the standpoint of channels essentially. This work focuses on co-channel interference and puts forward a negative logarithm interference function on distance weight ratio aiming at suppressing co-channel interference in the same layer network. This scenario is more suitable for actual network deployment and the system possesses high robustness. According to the proposed mechanism, interference exists only when players employ the same channel for data communication. This paper focuses on implementing spectrum allocation in a distributed fashion. Numerical results show that signal to interference and noise ratio can be obviously improved through the spectrum allocation scheme and the users quality of service in downlink can be satisfied. Besides, the average spectrum efficiency in cellular network can be significantly promoted as simulations results shown. Keywords: Femtocell networks, game theory, interference mitigation, spectrum allocation.

Authors: H. Ferfera-Harrar, N. Aiouaz, N. Dairi
Abstract:
Superabsorbent polymers received much attention and are used in many fields because of their superior characters to traditional absorbents, e.g., sponge and cotton. So, it is very important but challenging to prepare highly and fast-swelling superabsorbents. A reliable, efficient and low-cost technique for removing heavy metal ions from wastewater is the adsorption using bio-adsorbents obtained from biological materials, such as polysaccharides-based hydrogels superabsorbents. In this study, novel multi-functional superabsorbent composites type semi-interpenetrating polymer networks (Semi-IPNs) were prepared via graft polymerization of acrylamide onto chitosan backbone in presence of gelatin, CTS-g-PAAm/Ge, using potassium persulfate and N,N’-methylene bisacrylamide as initiator and crosslinker, respectively. These hydrogels were also partially hydrolyzed to achieve superabsorbents with ampholytic properties and uppermost swelling capacity. The formation of the grafted network was evidenced by Fourier Transform Infrared Spectroscopy (ATR-FTIR) and Thermogravimetric Analysis (TGA). The porous structures were observed by Scanning Electron Microscope (SEM). From TGA analysis, it was concluded that the incorporation of the Ge in the CTS-g-PAAm network has marginally affected its thermal stability. The effect of gelatin content on the swelling capacities of these superabsorbent composites was examined in various media (distilled water, saline and pH-solutions). The water absorbency was enhanced by adding Ge in the network, where the optimum value was reached at 2 wt. % of Ge. Their hydrolysis has not only greatly optimized their absorption capacity but also improved the swelling kinetic. These materials have also showed reswelling ability. We believe that these super-absorbing materials would be very effective for the adsorption of harmful metal ions from wastewater. Keywords: Chitosan, gelatin, superabsorbent, water absorbency.

Abstract:
In hydrocyclones, the particle separation efficiency is limited by the suspended fine particles, which are discharged with the coarse product in the underflow. It is well known that injecting water in the conical part of the cyclone reduces the fine particle fraction in the underflow. This paper presents a mathematical model that simulates the water injection in the conical component. The model accounts for the fluid flow and the particle motion. Particle interaction, due to hindered settling caused by increased density and viscosity of the suspension, and fine particle entrainment by settling coarse particles are included in the model. Water injection in the conical part of the hydrocyclone is performed to reduce fine particle discharge in the underflow. The model demonstrates the impact of the injection rate, injection velocity, and injection location on the shape of the partition curve. The simulations are compared with experimental data of a 50-mm cyclone. Keywords: Classification, fine particle processing, hydrocyclone, water injection.

Abstract:
Today-s manufacturing companies are facing multiple and dynamic customer-supplier-relationships embedded in nonhierarchical production networks. This complex environment leads to problems with delivery reliability and wasteful turbulences throughout the entire network. This paper describes an operational model based on a theoretical framework which improves delivery reliability of each individual customer-supplier-relationship within non-hierarchical production networks of the European machinery and equipment industry. By developing a non-centralized coordination mechanism based on determining the value of delivery reliability and derivation of an incentive system for suppliers the number of in time deliveries can be increased and thus the turbulences in the production network smoothened. Comparable to an electronic stock exchange the coordination mechanism will transform the manual and nontransparent process of determining penalties for delivery delays into an automated and transparent market mechanism creating delivery reliability.

Abstract:
Mobile IP has been developed to provide the continuous information network access to mobile users. In IP-based mobile networks, location management is an important component of mobility management. This management enables the system to track the location of mobile node between consecutive communications. It includes two important tasks- location update and call delivery. Location update is associated with signaling load. Frequent updates lead to degradation in the overall performance of the network and the underutilization of the resources. It is, therefore, required to devise the mechanism to minimize the update rate. Mobile IPv6 (MIPv6) and Hierarchical MIPv6 (HMIPv6) have been the potential candidates for deployments in mobile IP networks for mobility management. HMIPv6 through studies has been shown with better performance as compared to MIPv6. It reduces the signaling overhead traffic by making registration process local. In this paper, we present performance analysis of MIPv6 and HMIPv6 using an analytical model. Location update cost function is formulated based on fluid flow mobility model. The impact of cell residence time, cell residence probability and user-s mobility is investigated. Numerical results are obtained and presented in graphical form. It is shown that HMIPv6 outperforms MIPv6 for high mobility users only and for low mobility users; performance of both the schemes is almost equivalent to each other. Keywords: Wireless networks, Mobile IP networks, Mobility management, performance analysis, Handover.

Abstract:
This paper presents the use of a newly created network structure known as a Self-Delaying Dynamic Network (SDN) to create a high resolution image from a set of time stepped input frames. These SDNs are non-recurrent temporal neural networks which can process time sampled data. SDNs can store input data for a lifecycle and feature dynamic logic based connections between layers. Several low resolution images and one high resolution image of a scene were presented to the SDN during training by a Genetic Algorithm. The SDN was trained to process the input frames in order to recreate the high resolution image. The trained SDN was then used to enhance a number of unseen noisy image sets. The quality of high resolution images produced by the SDN is compared to that of high resolution images generated using Bi-Cubic interpolation. The SDN produced images are superior in several ways to the images produced using Bi-Cubic interpolation. Keywords: Image Enhancement, Neural Networks, Multi-Frame.

Abstract:
Coagulation of water involves the use of coagulating agents to bring the suspended matter in the raw water together for settling and the filtration stage. Present study is aimed to examine the effects of aluminum sulfate as coagulant in conjunction with Moringa Oleifera Coagulant Protein as coagulant aid on turbidity, hardness, and bacteria in turbid water. A conventional jar test apparatus was employed for the tests. The best removal was observed at a pH of 7 to 7.5 for all turbidities. Turbidity removal efficiency was resulted between % 80 to % 99 by Moringa Oleifera Coagulant Protein as coagulant aid. Dosage of coagulant and coagulant aid decreased with increasing turbidity. In addition, Moringa Oleifera Coagulant Protein significantly has reduced the required dosage of primary coagulant. Residual Al+3 in treated water were less than 0.2 mg/l and meets the environmental protection agency guidelines. The results showed that turbidity reduction of % 85.9- % 98 paralleled by a primary Escherichia coli reduction of 1-3 log units (99.2 – 99.97%) was obtained within the first 1 to 2 h of treatment. In conclusions, Moringa Oleifera Coagulant Protein as coagulant aid can be used for drinking water treatment without the risk of organic or nutrient release. We demonstrated that optimal design method is an efficient approach for optimization of coagulation-flocculation process and appropriate for raw water treatment. Keywords: MOCP, Coagulant aid, turbidity removal, E.coliremoval, water, treatment

Authors: Nelson K. Lujara
Abstract:
The performance characteristics of a photovoltaic induction motor drive water pumping system with and without maximum power tracker is analyzed and presented. The analysis is done through determination and assessment of critical loss components in the system using computer aided design (CAD) tools for optimal operation of the system. The results can be used to formulate a well-calibrated computer aided design package of photovoltaic water pumping systems based on the induction motor drive. The results allow the design engineer to pre-determine the flow rate and efficiency of the system to suit particular application.

Authors: Z. Pavlík, J. Žumár, M. Pavlíková, J. Kočí, R. Černý
Abstract:
Water vapour transport properties of gypsum block are studied in dependence on relative humidity using inverse analysis based on genetic algorithm. The computational inverse analysis is performed for the relative humidity profiles measured along the longitudinal axis of a rod sample. Within the performed transient experiment, the studied sample is exposed to two environments with different relative humidity, whereas the temperature is kept constant. For the basic gypsum characterisation and for the assessment of input material parameters necessary for computational application of genetic algorithm, the basic material properties of gypsum are measured as well as its thermal and water vapour storage parameters. On the basis of application of genetic algorithm, the relative humidity dependent water vapour diffusion coefficient and water vapour diffusion resistance factor are calculated. Keywords: Water vapour transport, gypsum block, transient experiment, genetic algorithm.

Authors: Pil Woo Heo, Hyunse Kim
Abstract:
Fish can breathe freely under water using dissolved oxygen and survive for a long time without going out of the water. A human can also survive under water using dissolved oxygens, if properly used. He needs more dissolved oxygens than the fish, so efficient separation device is required. Since the amount of oxygen contained in water is weak, a person needs a lot of surface area to breathe in water, which leads to a large-sized device. It can be applied to various fields if it is developed as a device which is advantageous to carry in small size. In this paper, we have carried out a study on the effective use of exhalations and proposed the separation characteristics of the gas containing dissolved oxygen in the state of mixed gas considering the components of exhalation. The system was configured to have a fine bubble when the gas mixture injected into the front end of the separator. While the fluid containing the fine bubbles was supplied to the separator, the dissolved gas contained in water was separated using a vacuum pump. The gas separation amount of the separating apparatus with respect to the supplied mixed gas was measured. The amounts of separation of dissolved gas were increased as the amounts of mixed gas supplied were increased.
