554 The Political Economy of Police Corruption in Nigeria

Abstract:
The Nigeria Police Force bears the constitutional mandate as the primary policing agency for the protection of life and property within Nigeria; however, the police have an historical ill-reputation for corruption, ineptitude and impunity. Using the institutional theory of police as the framework of analysis, the paper argues that the performance of the police in Nigeria mirrors the dominant political, social and economic institutions and the structural environment of the Nigerian state. The article puts in perspective the deliberate political decision to underfund the police, leaving officers of the force the extra task of foraging for funds to undertake the duty that the Nigeria state primarily exists for; the article further explores the nexus between corruption in the police in Nigeria and the issue of funding. The article finds that the Nigerian state, by deliberately under-funding the police, while expecting the agency to perform its duties, has indirectly sanctioned the corruption of the force and approved the cooption of the institution of police and policing for private use in Nigeria.

Abstract:
Measurement of the quality of image compression is important for image processing application. In this paper, we propose an objective image quality assessment to measure the quality of gray scale compressed image, which is correlation well with subjective quality measurement (MOS) and least time taken. The new objective image quality measurement is developed from a few fundamental of objective measurements to evaluate the compressed image quality based on JPEG and JPEG2000. The reliability between each fundamental objective measurement and subjective measurement (MOS) is found. From the experimental results, we found that the Maximum Difference measurement (MD) and a new proposed measurement, Structural Content Laplacian Mean Square Error (SCLMSE), are the suitable measurements that can be used to evaluate the quality of JPEG200 and JPEG compressed image, respectively. In addition, MD and SCLMSE measurements are scaled to make them equivalent to MOS, given the rate of compressed image quality from 1 to 5 (unacceptable to excellent quality).

Abstract:
Though nonlinear dynamic analysis using a specialized hydro-code such as AUTODYN is accurate and useful tool for progressive collapse assessment of a multi-story building subjected to blast load, it takes too much time to be applied to a practical simulation of progressive collapse of a tall building. In this paper, blast analysis of a RC frame structure using a simplified model with Reinforcement Contact technique provided in Ansys Workbench was introduced and investigated on its accuracy. Even though the simplified model has a fraction of elements of the detailed model, the simplified model with this modeling technique shows similar structural behavior under the blast load to the detailed model. The proposed modeling method can be effectively applied to blast loading progressive collapse analysis of a RC frame structure.Keywords: Autodyn, Blast Load, Progressive Collapse, Reinforcement Contact.

Abstract:
A bearing is a very common and useful component of mechanical systems in order to transfer power from one end to another. Therefore, to ensure the accountability and robustness of the rotating mechanical systems, the bearing part's health condition must be checked at regular intervals, also known as preventive maintenance. This condition may lead to unnecessary higher maintenance costs and later result in higher production costs. These costs can be minimized by diagnosing the faulty bearing in its incipient stage. This paper describes an approach to detect rolling bearing defects based on Empirical Mode Decomposition. The novelty of the proposed methodology is validated experimentally using Case Western Reserve University bearing's data sets. The selected data sets comprise the two vibration signals, i.e., inner race and outer, for healthy and faulty conditions.

Abstract:
In this study, control performance of a smart base isolation system consisting of a friction pendulum system (FPS) and a magnetorheological (MR) damper has been investigated. A fuzzy logic controller (FLC) is used to modulate the MR damper so as to minimize structural acceleration while maintaining acceptable base displacement levels. To this end, a multi-objective optimization scheme is used to optimize parameters of membership functions and find appropriate fuzzy rules. To demonstrate effectiveness of the proposed multi-objective genetic algorithm for FLC, a numerical study of a smart base isolation system is conducted using several historical earthquakes. It is shown that the proposed method can find optimal fuzzy rules and that the optimized FLC outperforms not only a passive control strategy but also a human-designed FLC and a conventional semi-active control algorithm.Keywords: Fuzzy logic controller, genetic algorithm, MR damper, smart base isolation system

Abstract:
Aging infrastructures became a serious social problem. This brought out the increased need for the legislation of a new strict guideline for infrastructure management. Although existing guidelines provided basics of how to evaluate and manage the condition of infrastructures, they needed improvements for their evaluation procedures. Most guidelines mainly focused on the structural condition of infrastructures and did not properly reflect service aspects of infrastructures such as performance, public demand, capacity, etc., which were significantly valuable to public. Regardless of the importance, these factors were often neglected in infrastructure evaluations, because they were quite subjective and difficult to quantify in rational manner. Thus, this study proposed a framework to properly identify and evaluate the service indicators. This study showed that service indicators could be grouped into two categories and properly evaluated using AHP and Fuzzy. Overall, proposed framework is expected to assist governmental agency in establishing effective investment strategies for infrastructure improvements.Keywords: Infrastructure, evaluation, serviceability, fuzzy.

Production fluids are transported from the platform to tankers or process facilities through transfer pipelines. Water being one of the heavier phases tends to settle at the bottom of pipelines especially at low flow velocities and this has adverse consequences for pipeline integrity. On restart after a shutdown, this could result in corrosion and issues for process equipment, thus the need to have the heavier liquid dispersed into the flowing lighter fluid. This study looked at the flow regime of low water cut and low flow velocity oil and water flow using conductive film thickness probes in a large diameter 4-inch pipe to obtain oil and water interface height and the interface structural velocity. A wide range of 0.1–1.0 m/s oil and water mixture velocities was investigated for 0.5–5% water cut. With a continuously increasing speed of information exchange on the World Wide Web, retailers in the E-Commerce sector are faced with immense possibilities regarding different online purchase processes like dynamic price settings. By use of Dynamic Pricing, retailers are able to set short time price changes in order to optimize producer surplus. The empirical research illustrates the basics of Dynamic Pricing and identifies six influencing factors of Dynamic Pricing. The results of a structural equation modeling approach show five main drivers increasing the potential of dynamic price settings in the E-Commerce. Abstract:
This paper presents the flexural response of Reinforced Geopolymer Concrete (RGPC) beams. A commercial finite element (FE) software ABAQUS has been used to perform a structural behavior of RGPC beams. Using parameters such: stress, strain, Young’s modulus, and Poisson’s ratio obtained from experimental results, a beam model has been simulated in ABAQUS. The results from experimental tests and ABAQUS simulation were compared. Due to friction forces at the supports and loading rollers; slip occurring, the actual deflection of RGPC beam from experimental test results were slightly different from the results of ABAQUS. And there is good agreement between the crack patterns of fly ash-based geopolymer concrete generated by FE analysis using ABAQUS, and those in experimental data.

Abstract:
A minimal complexity version of component mode synthesis is presented that requires simplified computer programming, but still provides adequate accuracy for modeling lower eigenproperties of large structures and their transient responses. The novelty is that a structural separation into components is done along a plane/surface that exhibits rigid-like behavior, thus only normal modes of each component is sufficient to use, without computing any constraint, attachment, or residual-attachment modes. The approach requires only such input information as a few (lower) natural frequencies and corresponding undamped normal modes of each component. A novel technique is shown for formulation of equations of motion, where a double transformation to generalized coordinates is employed and formulation of nonproportional damping matrix in generalized coordinates is shown.Keywords: component mode synthesis, finite element models, transient response, nonproportional damping

Dielectric ceramic samples in the BaO-Re2O3-TiO2 ternary system were synthesized with structural formula Ba2- xRe4+2x/3Ti8O24 where Re= rare earth metal and Re= Sm and La where x varies from 0.0 to 0.6 with step size 0.1. Polycrystalline samples were prepared by the conventional solid state reaction technique. The dielectric, electrical and impedance analysis of all the samples in the frequency range 1KHz- 1MHz at room temperature (25°C) have been done to get the understanding of electrical conduction and dielectric relaxation and their correlation. Dielectric response of the samples at lower frequencies shows dielectric dispersion while at higher frequencies it shows dielectric relaxation. The ac conductivity is well fitted by the Jonscher law. The spectroscopic data in the impedance plane confirms the existence of grain contribution to the relaxation. Abstract:
This paper presents a deep-learning mechanism for classifying computer generated images and photographic images. The proposed method accounts for a convolutional layer capable of automatically learning correlation between neighbouring pixels. In the current form, Convolutional Neural Network (CNN) will learn features based on an image's content instead of the structural features of the image. The layer is particularly designed to subdue an image's content and robustly learn the sensor pattern noise features (usually inherited from image processing in a camera) as well as the statistical properties of images. The paper was assessed on latest natural and computer generated images, and it was concluded that it performs better than the current state of the art methods.Keywords: Image forensics, computer graphics, classification, deep learning, convolutional neural networks.

Music segmentation is a key issue in music information retrieval (MIR) as it provides an insight into the internal structure of a composition. Structural information about a composition can improve several tasks related to MIR such as searching and browsing large music collections, visualizing musical structure, lyric alignment, and music summarization. The authors of this paper present the MTSSM framework, a twolayer framework for the multi-track segmentation of symbolic music. The strength of this framework lies in the combination of existing methods for local track segmentation and the application of global structure information spanning via multiple tracks. The first layer of the MTSSM uses various string matching techniques to detect the best candidate segmentations for each track of a multi-track composition independently. Academics and researchers are interested in the effects of social media on college students, with a specific focus on the most popular social media website; Facebook. Previous studied have found contradictory result on the relationship between Facebook usage and the student engagement with positive, detrimental and no significant relationships. However, these studies were limited to western higher education system. This paper fills a gap in the literature by using a sample (300) of Sri Lankan management undergraduates to examine the relationship between Facebook usage and student engagement. Student engagement was measured 35 item scale based on the National Survey of Student Engagement and Facebook usage by Facebook intensity scale. Descriptive statistics, path analysis and structural equation modeling were applied as statistical tools and techniques. Results indicate that student engagement scale was significantly negatively related with the Facebook usage with the influence from student engagement on Facebook usage.

The detailed analysis of core issues affecting software architecture in software development phases is given. We focus on three main areas in each development phase: people, process, and management related issues, structural (product) issues, and technology related issues. After we point out core issues and problems in these main areas, we give recommendations for designing good architecture. Abstract:
In this study, a new procedure for inspecting damages on LNG storage tanks was proposed with the use of structural diagnostic techniques: i.e., nondestructive inspection techniques such as macrography, the hammer sounding test, the Schmidt hammer test, and the ultrasonic pulse velocity test, and destructive inspection techniques such as the compressive strength test, the chloride penetration test, and the carbonation test. From the analysis of all the test results, it was concluded that the LNG storage tank cover was in good condition. Such results were also compared with the Korean concrete standard specifications and design values. In addition, the remaining life of the LNG storage tank was estimated by using existing models. Based on the results, an LNG storage tank cover performance evaluation procedure was suggested.

Abstract:
Metal thin-walled members have been widely used in building industry. Usually they are utilized as purlins, girts or ceiling beams. Due to slenderness of thin-walled cross-sections these structural members are prone to stability problems (e.g. flexural buckling, lateral torsional buckling). If buckling is not constructionally prevented their resistance is limited by buckling strength. In practice planar members of roof or wall cladding can be attached to thin-walled members. These elements reduce displacement of thin-walled members and therefore increase their buckling strength. If this effect is taken into static assessment more economical sections of thin-walled members might be utilized and certain savings of material might be achieved. This paper focuses on problem of determination of critical load of steel thin-walled beams with lateral continuous restraint which is crucial for lateral torsional buckling assessment.Keywords: Beam, buckling, numerical analysis, stability, steel.

Abstract:
Two types of glass fibers having different lengths (1/16" and 1/32") were added into rigid PVC foams to enhance the dimensional stability of extruded rigid Polyvinyl Chloride (PVC) foam at different concentrations (0-20 phr) using a single screw profile extruder. PVC foam-glass fiber composites (PVC-GF) were characterized for their dimensional stability, structural, thermal, and mechanical properties. Experimental results show that the dimensional stability, heat resistance, and storage modulus were enhanced without compromising the tensile and flexural strengths of the composites. Overall, foam composites which were prepared with longer glass fibers exhibit better mechanical and thermal properties than those prepared with shorter glass fibers due to higher interlocking between the fibers and the foam cells, which result in better load distribution in the matrix.

Abstract:
Polysulfone (PSU) is a specialty engineering polymer having various industrial applications. PSU is especially used in waste water treatment membranes due to its good mechanical properties, structural and chemical stability. But it is a hydrophobic material and therefore its surface aim to pollute easily. In order to resolve this problem and extend the properties of membrane, PSU surface is rendered hydrophilic by addition of the sepiolite nanofibers. Sepiolite is one of the natural clays, which is a hydrate magnesium silicate fiber, also one of the well known layered clays of the montmorillonites where has several unique channels and pores within. It has also moisture durability, strength and low price. Sepiolite channels give great capacity of absorption and good surface properties. In this study, nanocomposites of commercial PSU and Sepiolite were prepared by solvent mixing method. Different organic solvents and their mixtures were used. Rheological characteristics of PSU-Sepiolite solvent mixtures were analyzed, the solubility of nanocomposite content in those mixtures were studied.

Hardness of the widely used structural steel is of vital importance since it may help in the determination of many mechanical properties of a material under loading situations. In order to obtain reliable information for design, properties homogeneity should be validated. In the current study the hardness variation over the different diameters of the same AISI 4140 bar is investigated. Measurements were taken on the two faces of the stock at equally spaced eight sectors and fifteen layers. Statistical and graphical analysis are performed to asses the distribution of hardness measurements over the specified area. Hardness measurements showed some degree of dispersion with about ± 10% of its nominal value provided by manufacturer. Hardness value is found to have a slight decrease trend as the diameter is reduced. However, an opposite behavior is noticed regarding the sequence of the sector indicating a nonuniform distribution over the same area either on the same face or considering the corresponding sector on the other face (cross section) of the same material bar.Keywords: Hardness; Hardness variation; AISI 4140 steel; Bardiameter; Statistical Analysis.

To understand the factors which affect impact damage on composite structures, particularly the effects of impact position and ribs. In this paper, a finite element model (FEM) of low-velocity impact damage on the composite structure was established via the nonlinear finite element method, combined with the user-defined materials subroutine (VUMAT) of the ABAQUS software. The structural elements chosen for the investigation comprised a series of stiffened composite panels, representative of real aircraft structure. By impacting the panels at different positions relative to the ribs, the effect of relative position of ribs was found out. Then the simulation results and the experiments data were compared. Finally, the factors which affect impact damage on the structures were discussed. The paper was helpful for the design of stiffened composite structures.

The porous silicon (PS), formed from the anodization of a p+ type substrate silicon, consists of a network organized in a pseudo-column as structure of multiple side ramifications. Structural micro-topology can be interpreted as the fraction of the interconnected solid phase contributing to thermal transport. The reduction of dimensions of silicon of each nanocristallite during the oxidation induced a reduction in thermal conductivity. Integration of thermal sensors in the Microsystems silicon requires an effective insulation of the sensor element. Indeed, the low thermal conductivity of PS consists in a very promising way in the fabrication of integrated thermal Microsystems.In this work we are interesting in the measurements of thermal conductivity (on the surface and in depth) of PS by the micro-Raman spectroscopy. The thermal conductivity is studied according to the parameters of anodization (initial doping and current density. In this paper, a procedure for the evaluation of seismic behavior of slender masonry structures (towers, bell towers, chimneys, minarets, etc.) is presented. The presented procedure is based on a full three-dimensional modal analyses and frequency measurements. As well-known, masonry is a composite material formed by bricks, or stone blocks, and mortar arranged more or less regularly and adopted for many centuries as structural material. Dynamic actions may represent the major risk of collapse of brickworks, and despite the progress achieved so far in science and mechanics; the assessment of their seismic performance remains a challenging task. Then, reliable physical and numerical models are worthy of recommendation. The configuration of shear walls in plan of building will affect the seismic design of structure. The position of these walls will change the stiffness of each floor in the structure, the diaphragm center of mass displacement, and the drift of floor. Structural engineers preferred to distribute the walls in buildings to make the center of mass almost close enough to the center of rigidity, but to make this condition satisfied, they have many choices: construct the walls on the perimeter, or use intermediate walls, or use walls as core. In this paper and by using ETABS, each case is studied and compared to other cases according to three parameters: lateral stiffness, diaphragm displacement, and drift. It is found that the core walls are the best choice for the position of the walls in the buildings to resist earthquake loads.

Abstract:
This paper empirically investigates whether information technology (IT) strategies, business strategies, and divisions are aligned to meet overall business goals for Korean Small and medium-sized enterprises (SMEs), based on structure based Strategic Alignment Model, and make comparison with those of Japanese SMEs. Using 2,869 valid responses of Korean Human Capital Corporate Panel survey, a result of this study suggests that Korean human resources (HR) departments have a major influence over IT strategy, which is the same as Japanese SMEs, even though their management styles are quite different. As for IT strategy, it is not related to other departments at all for Korean SMEs. The Korean management seems to possess a great power over each division, such as Sales/Service, Research and Development/Technical Experts, HR, and Production.

Abstract:
The using of finite element programs in analyzing and designing buildings are becoming very popular, but there are many engineers still using the tributary area method (TAM) in designing the structural members such as columns. This study is an attempt to investigate the accuracy of the TAM results with different load condition (gravity and lateral load), different floors numbers, and different columns stiffness's. To conduct this study, linear elastic analysis in ETABS program is used. The results from finite element method are compared to those obtained from TAM. According to the analysis of the data obtained, it can be seen that there is significance difference between the real load carried by columns and the load which is calculated by using the TAM. Thus, using 3-D models are the best choice to calculate the real load effected on columns and design these columns according to this load.Keywords: Tributary area method, finite element method, ETABS, lateral load, axial loads, reinforced concrete, stiffness, multi-floor buildings.

Abstract:
Adapting quickly to environmental dynamism is essential for an organization to develop outsourcing strategic and management in order to sustain competitive advantage. This research used the Partial Least Squares Structural Equation Modeling (PLSSEM) tool to investigate the factors of environmental dynamism impact on the strategic outsourcing success among electrical and electronic manufacturing industries in outsourcing management. Statistical results confirm that the inclusion of customer demand, technological change, and competition level as a new combination concept of environmental dynamism, has positive effects on outsourcing success. Additionally, this research demonstrates the acceptability of PLS-SEM as a statistical analysis to furnish a better understanding of environmental dynamism in outsourcing management in Malaysia. A practical finding contributes to academics and practitioners in the field of outsourcing management.

Abstract:
Land use has generally been considered a local environmental issue, but it is becoming a force of global importance. Extensive changes to forests and pastures are being driven by the need to provide food, fiber, and shelter for people in recent decades. Land use is an important factor affecting soil organic carbon accumulation and storage in soils which influence directly on other physicochemical soil properties, soil productivity and soil’s susceptibility to water erosion. The change of pastures to the agricultural lands has been increasing rapidly in most semi-arid regions in Iran. Information on the effect of the land use change in these areas on the deterioration of soil physicochemical properties is limited. Therefore, this study was conducted to investigate the physical deterioration of soil as affected by land use change in semi-arid pastures in north west of Iran. Toward this, seven areas covering both pasture and rainfed lands with different soil textures (clay loam, silty clay loam, sandy clay loam, silt loam, loam, sandy loam and sandy loam) were selected in a semi-arid region in Zanjan, NW Iran. Pasture in the area is covered with poor vegetation and mostly grazed in wet seasons (end of winter and early spring and autumn). Rainfed lands resulting land use change are mostly planted for winter wheat production. In each area, soil samples (0-30 cm depth) were collected from the two land uses (pasture and rainfed land) at three replications. A total of 42 soil samples were taken from the study area. Various soil physical properties consisting of bulk density, total porosity, coarse pores volume, aggregate size, aggregate stability, water-holding capacity and saturated hydraulic conductivity were determined in the soil samples using the laboratory conventional methods. The results showed that the change of pastures to rainfeds is severely deteriorated soil physical properties. However, the variation rate of the physical soil properties is different. The loss of soil physical properties as a result of the land use change was in the following order: 61% water-stable aggregates, 60% aggregate size > 41% macroporosity > 28% bulk density > 22% total porosity > 11% water holding capacity > 5% saturated point. This result reveals that the structural characteristics of soils in this area are the most important soil physical characteristics that are affected by land use change. The deterioration of these soil properties influences negatively the pore size distribution and volume percentage of macroporosity. Effects of land use change on deterioration of soil physical properties were different in various soil textures. The highest mean loss of soil physical properties was found in loam (42%), whereas the lowest value was in silty clay loam (23%). As a consequence, loam is the most vulnerable soil to physical degradation caused by land use change in the pastures. This physical loss of soil is associated with its higher percentage of larger aggregates as well as water-stable aggregates.

Abstract:
The objective of this study is to analyze the evolution of some social and economic indicators of Mercosur´s economies from 1980 to 2012, based on the statistics of the Latin American Integration Association (LAIA). The objective is to observe if after the accession of these economies to Mercosur (the first accessions occurred in 1994) these indicators showed better performance, in order to demonstrate if economic integration contributed to improved trade, macroeconomic performance, and level of social and economic development of member countries. To this end, the methodologies used will be a literature review and descriptive statistics. The theoretical framework that guides the work are the theories of Integration: Classical Liberal, Marxist and structural-proactive. The results reveal that most social and economic indicators showed better performance in those economies that joined Mercosur after 1994. Abstract:
Tailor Welded Blanks (TWB) are utilized in automotive industries widely because of their advantage of weight and cost reduction and maintaining required strength and structural integrity. TWB consist of two or more sheet having dissimilar or similar material and thickness; welded together to form a single sheet before forming it to desired shape. Forming of the tailor welded blank is affected by ratio of thickness of blanks, ratio of their strength, etc. mainly due to in-homogeneity of material. In the present work the relative effect of these parameters on weld line movement is studied during deep drawing of TWB using FE simulation using HYPERWORKS. The simulation is validated with results from the literature. Simulations were than performed based on Taguchi orthogonal array followed by the ANOVA analysis to determine the significance of these parameters on forming of TWB.
