276 The Underestimation of Cultural Risk in the Execution of Megaprojects

Abstract:
There is a real danger that both practitioners and researchers considering risks associated with megaprojects ignore or underestimate the impacts of cultural risk. The paper investigates the potential impacts of a failure to achieve cultural unity between the principal actors executing a megaproject. The principle relationships include the relationships between the principle Contractors and the project stakeholders or the project stakeholders and their principle advisors, Western Consultants. This study confirms that cultural dissonance between these parties can delay or disrupt the megaproject execution and examines why cultural issues should be prioritized as a significant risk factor in megaproject delivery. This paper addresses the practical impacts and potential mitigation measures, which may reduce cultural dissonance for a megaproject's delivery. This information is retrieved from on-going case studies in live infrastructure megaprojects in Europe and the Middle East's GCC states, from Western Consultants' perspective. The collaborating researchers each have at least 30 years of construction experience and are engaged in architecture, project management and contracts management, dealing with megaprojects in Europe or the GCC. After examining the cultural interfaces they have observed during the execution of megaprojects, they conclude that globally, culture significantly influences their efficient delivery. The study finds that cultural risk is ever-present, where different nationalities co-manage megaprojects and that cultural conflict poses a real threat to the timely delivery of megaprojects. The study indicates that the higher the cultural distance between the principal actors, the more pronounced the risk, with the risk of cultural dissonance more prominent in GCC megaprojects. The findings support a more culturally aware and cohesive team approach and recommend cross-cultural training to mitigate the effects of cultural disparity.

Abstract:
Differences in commercial, professional and personal cultural traditions between western consultants and project sponsors in the Gulf Cooperation Council (GCC) region are potentially significant in the workplace, and this can impact on project outcomes. These cultural differences can, for example, result in conflict amongst senior managers, which can negatively impact the megaproject. New entrants to the GCC often experience ‘culture shock’ as they attempt to integrate into their unfamiliar environments. Megaprojects are unique ventures with individual project characteristics, which need to be considered when managing their associated risks. Megaproject research to date has mostly ignored the significance of the absence of cultural congruence in the GCC, which is surprising considering that there are large volumes of megaprojects in various stages of construction in the GCC. An initial step to dealing with cultural issues is to acknowledge culture as a significant risk factor (SRF). This paper seeks to understand the criticality for western consultants to address these risks. It considers the cultural barriers that exist between GCC sponsors and western consultants and examines the cultural distance between the key actors. Initial findings suggest the presence to a certain extent of ethnocentricity. Other cultural clashes arise out of a lack of appreciation of the customs, practices and traditions of ‘the Other’, such as the need for avoiding public humiliation and the hierarchal significance rankings. The concept and significance of cultural shock as part of the integration process for new arrivals are considered. Culture shock describes the state of anxiety and frustration resulting from the immersion in a culture distinctly different from one's own. There are potentially substantial project risks associated with underestimating the process of cultural integration. This paper examines two distinct but intertwined issues: the societal and professional culture differences associated with expatriate assignments. A case study examines the cultural congruences between GCC sponsors and American, British and German consultants, over a ten-year cycle. This provides indicators as to which nationalities encountered the most profound cultural issues and the nature of these. GCC megaprojects are typically intensive fast track demanding ventures, where consultant turnover is high. The study finds that building trust-filled relationships is key to successful project team integration and therefore, to successful megaproject execution. Findings indicate that both professional and social inclusion processes have steep learning curves. Traditional risk management practice is to approach any uncertainty in a structured way to mitigate the potential impact on project outcomes. This research highlights cultural risk as a significant factor in the management of GCC megaprojects. These risks arising from high staff turnover typically include loss of project knowledge, delays to the project, cost and disruption in replacing staff. This paper calls for cultural risk to be recognised as an SRF, as the first step to developing risk management strategies, and to reduce staff turnover for western consultants in GCC megaprojects.

Abstract:
Cost overruns are a persistent problem in oil and gas megaprojects. Whilst the extant literature is filled with studies on incidents and causes of cost overruns, underlying theories to explain their emergence in oil and gas megaprojects are few. Yet, a way to contain the syndrome of cost overruns is to understand the bases of ‘how and why’ they occur. Such knowledge will also help to develop pragmatic techniques for better overall management of oil and gas megaprojects. The aim of this paper is to explain the development of cost overruns in hydrocarbon megaprojects through the perspective of chaos theory. The underlying principles of chaos theory and its implications for cost overruns are examined and practical recommendations proposed. There has been gradual progress of late in construction projects, particularly in big-scale megaprojects. Due to the long-term construction period, however, with large-scale budget investment, lack of construction management technologies, and increase in the incomplete elements of project schedule management, a plan to conduct efficient operations and to ensure business safety is required. In particular, as the project management information system (PMIS) is meant for managing a single project centering on the construction phase, there is a limitation in the management of program-scale businesses like megaprojects. Thus, a program management information system (PgMIS) that includes program-level management technologies is needed to manage multiple projects. In this study, a support tool was developed for managing the cost and schedule information occurring in the construction phase, at the program level. In addition, a case study on the developed support tool was conducted to verify the usability of the system. With the use of the developed support tool program, construction managers can monitor the progress of the entire project and of the individual subprojects in real time.

Abstract:
Meeting project deadlines is a major challenge for most construction projects. In this study, perceptions of contractors, clients, and consultants are compared relative to a list of factors derived from the review of the extant literature on project delay. 59 causes (categorized into 8 groups) of project delays were identified from the literature. A survey was devised to get insights and ranking of these factors from clients, consultants & contractors in the Australian construction industry. Findings showed that project delays in the Australian construction industry are mainly the result of skill shortages, interference in execution, and poor coordination and communication between the project stakeholders.

This paper studies the cultural creative industry's characteristics between the eastern and western of Zhejiang Province. Through the Comparative analysis, this paper works out that the cultural creative industry in western Zhejiang Province is mainly promoted by the inside force, and its level of development is obviously much lower than the eastern Zhejiang Province whose cultural creative industry is mainly pulled by outside forces. So this paper worked out some strategies for the development of cultural creative industry in western Zhejiang Province, which are based on the economic foundation and the cultural resource endowments. Finally these strategies will help to improve the whole development level of western Zhejiang Province, and contribute to the balance development between the west and east of Zhejiang Province.

Abstract:
Varying methodologies are considered for pile design for both Russian and Western approaches. Although both approaches rely on toe and side frictional resistances, different calculation methods are proposed to estimate pile capacity. The Western approach relies on compactness (internal friction angle) of soil for cohesionless soils and undrained shear strength for cohesive soils. The Russian approach relies on grain size for cohesionless soils and liquidity index for cohesive soils. Though most recommended methods in the Western approaches are relatively simple methods to predict pile settlement, the Russian approach provides a detailed method to estimate single pile and pile group settlement. Details to calculate pile axial capacity and settlement using the Russian and Western approaches are discussed and compared against field test results.

This paper provides an analysis of corporate income tax (CIT) incentives in the Western Balkan countries: Slovenia, Croatia, Serbia, Montenegro, Macedonia and Albania. Western Balkan countries, as other transition and developing countries, use large number of the corporate income tax incentives (CIT) to attract foreign investments and to stimulate economic activity. The main goal of this paper is to investigate how often these countries use CIT incentives and provide review of existing tax incentives in Western Balkan countries. Abstract:
The emerging markets of post-USSR countries have attracted Western multinational companies; however, weak institutions and unstable host country environments have hindered the implementation of successful management practices. The Ukrainian market, in light of recent events, is particularly interesting to study for its compatibility with Western businesses. This paper focuses on factors that can facilitate or inhibit the transfer of human resource management practices from Western headquarters to Ukrainian subsidiaries. To explain the national context’s effects better, a business systems approach has been applied to a qualitative study of 16 wholly owned Western subsidiaries, dissecting the reasons for a weak integration of Western practices in Ukraine. Results show that underdeveloped institutions have forced companies to develop additional practices that compensate for national weaknesses, as well as to adjust to a constantly changing environment. Abstract:
The world has witnessed the collapse of many corporate giants as a result of unethical behavior in recent decades. This has induced a series of questions by the global community on why such occurrences could happen, even with corporate governance in place. This paper attempts to propose a philosophical approach from an Islamic perspective to be consolidated with current corporate governance in order to confront contemporary dilemmas. In this paper, ethical theories are presented as a discussion followed by their applications to modern cases of financial collapses. Virtue ethics by Aristotle, justice and fairness by John Rawls, deontology by Immanuel Kant, and utilitarianism by John Stuart Mill, are the four theories which can then be contrasted with the paradigm of Muslim scholars. Despite the differences between the fundamental principles of Islamic and Western worldviews, their ethical theories are aimed at making right decisions and solving ethical dilemmas based on what is good for society. Therefore, Islamic principles should be synthesized with Western philosophy to form a more coherent framework. The integration of Islamic and western ethical theories into business is important for sound corporate governance.

Abstract:
The present investigation was directed to study the diversity of short-horned grasshoppers from a forested area of Kolhapur district, Maharashtra, India, which is spread along the hilly terrain of the Northern Western Ghats. The collection was made during 2013 to 2015, and identified with the help of a reference collection of ZSI, Kolkata, and recent literature and dry preserved. The study resulted in the enumeration of 40 species of short-horned grasshoppers belonging to four families of suborder: Caelifera. The family Acrididae was dominant (27 species) followed by Tetrigidae (eight species), Pyrgomorphidae (four species) and Chorotypidae (one species). The report of 40 species from the forest habitat of the study region highlights the significance of the Western Ghats. Ecologically, short-horned grasshoppers are integral to food chains, being consumed by a wide variety of animals. Indian traditional neighbourhoods are socially active and sometimes intrusive communities, which are losing their qualities due to Western influences, undermining the traditional Indian values by blind adaption of neighbourhood concepts since the western scale is not suitable to the Indian context. The main aim is to understand the qualities of Indian traditional neighbourhoods by evaluating a traditional neighbourhood of Jaipur, and comparing it with the modern planned neighbourhood of Chandigarh, (designed by a foreign planner, in the neighbourhood concept of the Western world), to find out the special qualities of traditional Indian neighbourhoods as compared to Western concepts based on social spaces, using methods such as physical observation of selected neighbourhoods and residents structured perception survey. A combined analysis found that social spaces are abundantly available in traditional neighbourhoods which are missing in modern neighbourhoods. The quality of traditional neighbourhoods is interactions that aim toward the formation of social capital. The qualities of traditional neighbourhoods have to be considered while designing new neighbourhoods in India.

Abstract:
This research examined and outlined some of the challenges facing Islam and Muslims in the 21st century, considering global Islamic representation and knowledge acquisition as key objectives. It was observed that the Western media misrepresentation of Islam and the Western ethos embodied by the acquisition of western civilisation are major challenges faced by Islam and Muslims today. The problem of sectarianism, decline in the socio-economic power of Muslim communities and the archaic nature of the Islamic creed were recorded as major actors to the evolving global Islamic issues. It was therefore concluded that Islam is not the reason for these challenges, rather the action of some Muslims and non-Muslims were the contributing factors to the pandemics faced by Islam and Muslims. Some relevant recommendations were made to the Islamic world that could serve as effectual solutions to these lingering problems.

Abstract:
The phenomenon of significant Arab support for Russia's invasion of Ukraine, despite widespread condemnation from Arab leaders, poses a puzzling scenario. This paper delves into the paradox by employing multiple regression analysis on the online reactions of Arab audiences to the conflict as reported by seven major news networks: CNN Arabic, BBC Arabic, Sky News Arabic, France24 Arabic, DW, Aljazeera, and Al-Arabiya. It hypothesizes that this support stems from prevalent anti-Western sentiment within the Arab world. The empirical findings corroborate the hypothesis, providing insight into the underlying motivations for Arab backing of Russia against Ukraine, despite their historical familiarity with the harsh realities of war.

Abstract:
15 strains of oil-destructing microorganisms were isolated from oil polluted soil of Western Kazakhstan. Strains 2-A and 41-3 with the highest oil-destructing activities were chosen from them. It was shown that these strains oxidized n-alkanes very well, but isoalkanes, isoparaffin, cycloparaffin and heavy aromatic compounds were destructed very slowly. These both strains were tested as preparations for bioremediation of oil-polluted soil in model and field experiments. Sediment loads transfer in hydraulic installations and their consequences for the O&M of modern canal systems is emerging as one of the most important considerations in hydraulic engineering projects apriticularly those which are inteded to feed the irrigation and draiange schemes of large command areas such as the Dez and Mogahn in Iran.. The aim of this paper is to investigate the applicability of the vortex tube as a viable means of extracting sediment loads entering the canal systems in general and the water inatke structures in particulars. The Western conveyance canal of the Dez Diversion weir which feeds the Karkheh Flood Plain in Sothwestern Dezful has been used as the case study using the data from the Dastmashan Hydrometric Station. The SHARC software has been used as an analytical framework to interprete the data. Results show that given the grain size D50 and the canal turbulence the adaption length from the beginning of the canal and after the diversion dam is estimated at 477 m, a point which is suitable for laying the vortex tube.

Historical narration is an act that necessarily develops and deforms history. This “translation” is examined within the historical and political context of the 1930 Berlin film premiere of “All Quiet on the Western Front,” a film based on Erich Maria Remarque’s 1928 best-selling novel. Both the film and the novel appeared during an era in which life was conceived of as innately artistic. In this paper, we examined the volatilities of some agricultural commodities such as maize (white), cowpeas (brown) and sorghum (white) in Mubi and Dawanau markets in the Northern part of the country and compared its volatilities with the same agricultural commodities from Lagos and Ibadan markets in the Western part of Nigeria.

Abstract:
The coordinated and integrated development of regions is an inevitable requirement for China to move towards high-quality sustainable development. As one of the regions with the best economic foundation and the strongest economic strength in the western China, it is a typical area with national importance and strong network connection characteristics in terms of the comprehensive effect of linking the inland hinterland and connecting the western and national urban networks. The integrated development of the Chengdu-Chongqing economic circle is of great strategic significance for the rapid and high-quality development of the western region. In the context of new urbanization, this paper takes 16 urban units within the economic circle as the research object, based on the 5-year panel data of population, regional economy and spatial construction and development from 2016 to 2020, using the entropy method and Theil index to analyze the three target layers, and cause analysis. The research shows that there are temporal and spatial differences in the Chengdu-Chongqing economic circle, and there are significant differences between the core city and the surrounding cities. Therefore, by reforming and innovating the regional coordinated development mechanism, breaking administrative barriers, and strengthening the "polar nucleus" radiation function to release the driving force for economic development, especially in the gully areas of economic development belts, will not only promote the coordinated development of internal regions, but also promote the coordinated and sustainable development of the western region and toward a high-quality development path.

Abstract:
This research explores the environmental justice of host communities in south-eastern Nigeria whose source of livelihood has been destroyed due to oil exploitation. Environmental justice scholarship in the area often adopts Western liberal ideology from a more macro level synthesis (Niger Delta). This study, therefore, explored the sufficiency or otherwise of the adoption of Western liberal ideology in the framing of Environmental Justice (EJ) in the area which neglects the impact of colonialism and cultural domination. Archival research supplemented by secondary analysis of literature guided this study. Drawing from data analysis, the paper first argues that micro-level studies are required to either validate or invalidate the studies done at the macro-level (Niger Delta) which has often been used to generalise around environmental injustice done within the host communities even though the communities (South-eastern) differ significantly from (South-south) in terms of language, culture, the socio-political and economic formation which indicate that the drivers of EJ may differ among them. Secondly, the paper argues that EJ framing from the Western worldview adopted in the study area is insufficient to understand environmental injustice suffered in the study area and there is the need for EJ framing that will consider the impact of colonialism and nonrecognition of the cultural identities of the host communities which breed EJ. The study, therefore, concludes by drawing from decolonial theory to consider how the framing of EJ would move beyond the western liberal EJ to Indigenous EJ.

Abstract:
The more homogenized population taken over by the Republic immediately after the Ottoman was being canalized towards the goal of national identity and the historical and cultural structure of the nation was being readdressed and redefined. Modernization and Westernization history of the new Turkey, which started with Ottoman reforms and took its final form with the Kemalist nation-state, politically resulted in transformation from a multinational empire to a “nation-state” and adopted reaching to the level of Western civilizations as a sociology ideal. This objective of change will be achieved, on the one hand, by finding the Turkish culture which was preserved only by the society and by instilling Western civilization to national culture, on the other hand. In line with this, it is seen that in musical considerations while Turkish folk music was accepted and adopted as an indispensible part of Turkish identity, Turkish classical music was refused on the ground that it was not a part of Turkish identity. Again in this period, it is seen that with the notion of cultural reform, which is a part of “nation building”, the desire to create a national music to be performed with Western techniques brought along deliberate interventions to folk music.

Abstract:
Since the late 1980s, the new phenomena of 'employment subcentres' or 'polycentricity' has appeared in the metropolises of North American and Western Europe and it has been an interesting topic for academics and researchers. This paper specifically uses one case study-Guangzhou to explore the development and the mechanism of employment subcentres and polycentricity in Chinese metropolises by spatial analysis method on the basis of the first economic census data. In conclusion, the paper regards that the employment subcentres and polycentricity has existed in Chinese metropolises. And that, the mechanism of them is mainly from the secondary industry instead of the tertiary industry in North American and Western Europe

Abstract:
This paper discusses micrometeorological aspects of the urban climate in three cities in Western São Paulo State: Presidente Prudente, Assis and Iepê. Particular attention is paid to the method used to estimate the components of the energy balance at the surface. Estimates of convective fluxes showed that the Bowen ratio was an indicator of the local climate and that its magnitude varied between 0.3 and 0.7. Maximum values for the Bowen ratio occurred earlier in Iepê (11:00 am) than in Presidente Prudente (4:00 pm). The results indicate that the Bowen ratio is modulated by the radiation balance at the surface and by different clusters of vegetation.

Abstract:
The tombolo of Giens is located in the town of Hyères (France). We recall the history of coastal erosion, and prominent factors affecting the evolution of the western tombolo. We then discuss the possibility of stabilizing the western tombolo. Our argumentation relies on a coupled model integrating swells, currents, water levels and sediment transport. We present the conclusions of the simulations of various scenarios, including pre-existing propositions from coastal engineering offices. We conclude that beach replenishment seems to be necessary but not sufficient for the stabilization of the beach. Breakwaters reveal effective particularly in the most exposed northern area. Some solutions fulfill conditions so as to be elected as satisfactory. We give a comparative analysis of the efficiency of 14 alternatives for the protection of the tombolo.

Abstract:
Seaweed is a type of macro algae which are good source of iodine and have been widely used as food and nutrition supplement. One of iodine species that found in ocean plant is iodate. Analysis of iodate in seaweed (Eucheuma cottonii) from coastal area of Maluku has been done. The determination is done by using spectrophotometric method. Iodate in sample is reduced in excess of potassium iodide in the presence of acid solution, and then is reacted with starch to form blue complex. The study found out that the highest wavelength on determination of iodate species using spectrophotometer analysis method is 570 nm. Optimum value to yield maximum absorption is used in this research. Contents of iodate in seawater from coastal area of Ambon Island, Western Seram and Southeast Maluku are 0.2655, 0.2719 and 0.1760 mg/L, respectively. While in seaweeds from Ambon Island, Western Seram, Southeast Maluku-Taar, Ohoidertawun and Wab are 6.3122, 6.3293, 6.2333, 3.7406 and 4.4207 mg/kg in dry weight. Bioconcentration (enrichment) factor of iodate in seaweed (Eucheuma cottonii) from the three samples (cluster) is different; in Coastal area of Ambon Island, Western Seram and Southeast Maluku respectively are 23.78, 23.28 and 27.26.

The issue of scientific – technological parks has been proposed in several countries of the world especially in western countries since a few decades ago and its efficiency is under examination. In our county Iran, some scientific – technological parks have been established or are being established. This design would evaluate the urban role and method of architecture of these parks in order to criticize its efficiency and offer some suggestions, as much as possible to improve its building methods in Iran. The main problem of this design is that how much these parks in Iran do meet the international measurements. Abstract:
Pipa is one of the most important Chinese traditional plucked instruments, but its directivity has never been measured systematically. In western, directivity of loudness for western instruments is deeply researched through analysis of sound pressure level, whereas the directivity of timbre is seldom studied. In this paper, a new method for directivity of timbre was proposed, and horizontal directivity patterns of loudness and timbre of Pipa were measured. Directivity of Pipa radiation was measured in an anechoic room. The sound of Pipa played by a musician was recorded simultaneously by 32 microphones with Pipa in the center. The measuring results were examined through listening test. According to the measurement of Pipa directivity radiation, we put forward the best localization of Pipa in the Chinese traditional orchestra and the optimal recording region.Keywords: Directivity, Pipa, Roughness, Listening test.
