6935 Identifying the Level of Awareness on Value Management Practice amongst Construction Practitioners in Nigeria

Abstract:
Value management is widely accepted technique of eliminating unnecessary cost at different stages of project development that maximizes the functional value of a project by managing its evolution and development from concept to completion. Many construction industry practitioners are not aware of Value Management practice, and its use is less widespread in Nigeria. The aim of this research is to identify the level of awareness on value management practice amongst construction practitioners with a view to contribute to the improvement of the implementation of value management practice in the Nigerian construction industry. In this study, construction practitioners have been chosen as respondents from the 6 geopolitical zones of the federation including FCT Abuja. Through the survey, a total number of 360 semi-structured questionnaires were administered and 284 were returned and remained good for the analysis. The results indicate that most of the respondents were aware of the value management concept and issues surrounding construction industry in Nigeria, while about 32% of the respondents were not aware of its potential benefits. Therefore, organisations should review their techniques and processes from time to time for improvement on effective service delivery. Additionally, a change management strategy should also be part of every organization to ease the introduction of new techniques such as value management. There is also the need for more value management training workshops and seminars in order to enlighten the participants of the construction industry on the principles, concept, and techniques involved in the value management process.Keywords: sustainability, value management, construction practitioners, Nigeria

Abstract:
According to observational data, experimental measurements, and numerical modeling, is assessed pollution of one of the industrial centers of Georgia, Rustavi city’s atmosphere with microaerosols. Monthly, daily and hourly changes of the concentrations of PM2.5 and PM10 in the city atmosphere are analyzed. It is accepted that PM2.5 concentrations are always lower than PM10 concentrations, but their change curve is the same. In addition, it has been noted that the maximum concentrations of particles in the atmosphere of Rustavi city will be reached at any part of the day, which is determined by the total impact of the traffic flow and industrial facilities. By numerical modeling has calculated the influence of background western light air and gentle and fresh breeze on the distribution of PM particles in the atmosphere. Calculations showed that background light air and gentle breeze lead to an increase the concentrations of microaerosols in the city's atmosphere, while fresh breeze contribute to the dispersion of dusty clouds. As a result, the level of dust in the city is decreasing, but the distribution area is expanding.Keywords: pollution, modelling, PM2.5, PM10, experimental measurement

Potential contamination of rice by heavy metals such as Copper, Cobalt, Cadmium, Arsenic, Chromium, Mercury, Nickel, Lead and Magnesium in soil, water and pesticides affect the quality and nutritional properties of rice. The aim of this study was to evaluate the contamination of rice cultivated in the city of Savadkooh to Cadmium and its comparison with international standards. With the study on different areas of Savadkooh(a city in Mazanaran Province) 7 samples of rice with the soil in which they were grown was taken for sampling. Ghadames is an oasis on the edge of the Sahara Desert in southwestern Libya at the border with Algeria and Tunisia. It is the oldest oasis in the world that provides a fascinating example of traditional urban in the desert environment. The urban of the small city is considered a genuine adaptation to the harsh desert climate. The historic city of Ghadames remained unaffected by the rapid after oil changes. That makes it a good field to study sustainable, vernacular, earth architecture and urban design. The aim of this paper is to investigate the urban structure, concept, and fabric of the old oasis. The research also surveys the environmental considerations in the city that shades the sustainable features in this traditional residential area. Abstract:
This paper reports on the progress of a study on the reconstruction project after the ‘Yellow Flood’ disaster in Kelantan, Malaysia. Malaysia still does not have guidelines to build housing after a disaster especially in disaster-prone areas. At the international level, many guidelines have been prepared that is found suitable for post-disaster housing. Which guidelines can be adapted that best describes the situation in Malaysia? It was reported that the houses should be built on stilts, which can withstand certain level of impact during flooding. Unfortunately, until today no specific guideline was available to assist homeowners to rebuild their homes after disaster. In addition, there is also no clear operational procedure to monitor the progress of this construction work. This research is an effort to promoting resilient housing; safety and security; and secure tenure in a prone area. At the end of this study, key lessons will be emerged from the review process and data analysis. These inputs will then have influenced to the content that will be developed and presented as guidelines. An overall objective is to support humanitarian responses to disaster and conflicts for resilience house construction to flood prone area. Interviews with the field based staff were from recent post-disaster housing workforce (disaster management mechanism in Malaysia especially in Kelantan). The respondents were selected based on their experiences in disaster response particularly related to housing provision. Abstract:
The quality of construction projects reflects the credit and responsibilities of construction contractors for the owners and the whole society. Because the construction contractors master more relevant information about the entrusted engineering project under construction while the owners are in unfavorable position of gaining information, asymmetric information may lead the contractors act against the owners in order to pursue their own interests. Building a powerful motivation mechanism is the key to guarantee investor economic interests and the life and property of users in construction projects. Based on principal-agent theory and game theory, the authors develop relevant mathematical models to analyze and compare the contractor’s utility functions under different combinations of contracts’ explicit incentive mechanism and reputation’s implicit incentive mechanism aiming at finding out the conditions for incentive validity. The research concludes that the most rational motivation way is to combine the explicit and implicit incentive effects of both contracts and reputation mechanism, and puts forth some measures for problems on account of China’s current situation.Keywords: construction contractors, contract, reputation, incentive mechanism

Innovation in the construction industry has been characterized by new products and processes especially in slum upgrading. The need for low cost housing has motivated stakeholders to think outside the box in coming up with solutions. This paper explored innovative construction technologies that have been used in slum upgrading. The main objectives of the paper was to examine innovations in the construction housing sector and to show how incremental derived demand for decent housing has led to adoption of innovative technologies and materials. Systematic literature review was used to review studies on innovative construction technologies in slum upgrading. The review revealed slow process of innovations in the construction industry due to risk aversion by firms and the hesitance to adopt by firms and individuals. Low profit margins in low cost housing and lack of sufficient political support remain the major hurdles to innovative techniques adoption that can actualize right to decent housing. Conventional construction materials have remained unaffordable to many people and this has negated them decent housing. This has necessitated exploration of innovative materials to realize low cost housing. Stabilized soil blocks and sisal-cement roofing blocks are some of the innovative construction materials that have been utilized in slum upgrading. These innovative materials have not only lowered the cost of production of building elements but also eased costs of transport as the raw materials to produce them are readily available in or within the slum sites. Despite their shortcomings in durability and compressive strength, they have proved worthwhile in slum upgrading. Abstract:
Company’s reputation is an elusive asset. The reputation gained by companies must be preserved for sustainability of the company. However, the construction project is still suffering from declination of character due to the factors that affect their reputation. The problem led to the loss of projects, abandoning of the projects and many more. This contributed to negative impact on the contractors in the construction industry. As for today, previous studies have not investigated in this regards yet. For that reason, this paper examines the factors which could promote contractor’s reputation in the construction industry in Nigeria. To achieve this aim, 140 questionnaires were distributed to the Nigerian contractors. Based on the 67% response rate, descriptive analysis and analysis of variance (ANOVA) were the tools applied for the data obtained to be analysed. The result shows that, good communication system and improve quality of output of products are the most significant variables that can promote contractor’s reputation. The homogenous analyses indicate that there are significant different perceptions of respondents in term of the significant effects. The research concluded that contractor’s reputation in construction industry must be maintained and further research was suggested to focus on the qualitative method to have in-depth knowledge on contractor’s reputation in the construction industry.Keywords: construction industry, contractor’s reputation, effects of delay, Nigeria

Abstract:
Buildings cause a variety of loads on the environment due to activities performed at each stage of the building life cycle. Construction is the first stage that affects both the natural and built environments at different steps of the process, which can be defined as transportation of materials within the construction site, formation and preparation of materials on-site and the application of materials to realize the building subsystems. All of these steps require the use of technology, which varies based on the facilities that contractors and subcontractors have. Hence, environmental consequences of the construction process should be tackled by focusing on construction technology options used in every step of the process. This paper presents an environmental decision-making model for assessing on-site performances of subcontractors based on the construction technology options which they can supply. First, construction technologies, which constitute information, tools and methods, are classified. Then, environmental performance criteria are set forth related to resource consumption, ecosystem quality, and human health issues. Finally, the model is developed based on the relationships between the construction technology components and the environmental performance criteria. The Fuzzy Analytical Hierarchy Process (FAHP) method is used for weighting the environmental performance criteria according to environmental priorities of decision-maker(s), while the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method is used for ranking on-site environmental performances of subcontractors using quantitative data related to the construction technology components. Thus, the model aims to provide an insight to decision-maker(s) about the environmental consequences of the construction process and to provide an opportunity to improve the overall environmental performance of construction sites.Keywords: construction process, construction technology, decision making, environmental performance, subcontractor

Abstract:
Rivers as one of the most important topographic factors have played a strategic role not only on the appearance of cities but they also affect the structure and morphology of cities. In this paper author intends to find out how a city in its physical network interacts with a river flowing inside. The pilot study is Angers, a city in western France, in which it is influenced by the Maine River. To this purpose space syntax method integrating with GIS is used to extract the properties of physical form of cities in terms of global and local integration value, accessibility and choice value. Simulating the state of absence of river in this city and comparing the result to the current state of city according to the effect of river on the morphology of areas located in different banks of river is also part of interest in this paper. The results show that although a river is not comparable to the city based on size and the area occupied by, it has a significant effect on the form of the city in both global and local properties. In addition, this study endorses that tracking the effect of river-cities and their interaction to rivers in a hybrid of space syntax and GIS may lead researchers to improve their interpretation of physical form of these types of cities.Keywords: river-cities, Physical form, space syntax properties, GIS, topographic factor

Abstract:
In this study, the fuzzy logic approach (FLA) was developed for construction project management (CPM) under uncertainty and duality. The focus was on decision making in selecting the type of the glass facade for a residential-commercial building in the main design. The adoption of fuzzy sets was capable of reflecting construction managers’ reliability level over subjective judgments, and thus the robustness of the system can be achieved. An α-cuts method was utilized for discretizing the fuzzy sets in FLA. This method can communicate all uncertain information in the optimization process, taking into account the values of this information. Furthermore, FLA provides in-depth analyses of diverse policy scenarios that are related to various levels of economic aspects when it comes to the construction projects' valid decision making. The developed approach is applied to CPM to demonstrate its applicability. Analyzing the materials of glass facades, variants were defined. The development of the FLA for the CPM included relevant construction projec'ts stakeholders that were involved in the criteria definition to evaluate each variant. Using fuzzy Decision-Making Trial and Evaluation Laboratory Method (DEMATEL) comparison of the glass facade was conducted. This way, a rank, according to the priorities for inclusion into the main design, of variants is obtained. The concept was tested on a residential-commercial building in the city of Rijeka, Croatia. The newly developed methodology was then compared with the existing one. The aim of the research was to define an approach that will improve current judgments and decisions when it comes to the material selection of buildings facade as one of the most important architectural and engineering tasks in the main design. The advantage of the new methodology compared to the old one is that it includes the subjective side of the managers’ decisions, as an inevitable factor in each decision making. The proposed approach can help construction projects managers to identify the desired type of glass facade according to their preference and practical conditions, as well as facilitate in-depth analyses of tradeoffs between economic efficiency and architectural design.Keywords: construction projects management, DEMATEL, fuzzy logic approach, glass façade selection

This paper aims to expose the effects of the ideological program of Turkish Republic on city planning, through the first plan of Ankara. As the new capital, Ankara was planned to be the ‘showcase’ of modern Turkey. It was to represent all new ideologies and the country’s cultural similarities with the west. At the same time it was to underline the national identity and independence of Turkish republic. To this end, a new plan for the capital was designed by German city planner Carl Christopher Lörcher. Diametrically opposed with the existing fabric of the city, this plan was built on the basis of papers and plans, on ideological aims. Copper slag and Jarofix are waste materials, generated during the manufacture of copper and zinc respectively, which have potential for utility in embankment and road construction. Accordingly, a research project was carried out to study the characteristics of copper slag and Jarofix to utilize in the construction of road. In this study, copper slag and Jarofix were collected from Tuticorin, State of Tamil Nadu and Hindustan Zinc Ltd., Chittorgarh, Rajasthan state, India respectively. These materials were investigated for their physical, chemical, and geotechnical characteristics. The materials were collected from the disposal area and laboratory investigations were carried out to study its feasibility for use in the construction of embankment and sub grade layers of road pavement. This paper presents the results of physical, chemical and geotechnical characteristics of copper slag and Jarofix. The implementation of lean thinking in the manufacturing industry revolutionized the traditional approach to large-scale production through the process of identifying the waste in each task and putting in place mitigation measures to eliminate the waste in all its forms. The Irish construction industry, however, has been much slower to adopt the principles of lean, opting instead to stick with the traditional approach to construction project delivery which is inherently wasteful. Lean thinking holds the potential to revolutionize the construction industry in a similar manner to the adoption of lean manufacturing. Lean principles present opportunities for reduced project duration, reduced project cost, improved quality, and elimination of re-works and non-value-added activities. The following research has been designed to accumulate research data through available literature, electronic surveys, and interviews. Therefore, due to the complex characteristics of construction rehabilitation tasks and due to the intrinsic difficulty of preventing accidents in construction, a major challenge faces the responsibility for implementing adequate safety levels in this type of safety management. This paper addresses a set of proposed generic measures to face the unknown characteristics of built environment in terms of stability, materials and actual performance of buildings or other constructions. It is also addressed the necessary adaptation of preventive guidelines to this type of delicate refurbishing and renovating of existing facilities. Toll-free numbers are calling numbers that have unique three or four digit numbers and that don’t require payment from phone lines in order to be called. With the help of these numbers, callers can connect with nearby organizations and/or people without incurring far-reaching fees. Calls to assistance centers are especially popular from toll-free phones. In the past, toll-free services have offered prospective clients and other parties a simple and cost-free means of getting in touch with enterprises. Nevertheless, unless they have an ”unlimited calling” plan, wireless subscribers will be billed for the airtime minutes used during a toll-free call. In Adama, the second largest city in Ethiopia, a call center has been installed as part of smart security system and serving since January 2023 for collection of complaints from different community levels. The call center is situated at the mayor office and has 11 active workers, 4 of these working the night time and the remaining during day time. The information reported in the form of complaints from individuals and groups are illegal constructions, illegal trade, income concealment or hiding, giving and receiving bribe, informing new faces of suspected enemies and exposing individual or group conflicts. This technology has been found to bring a significant outcome in minimizing illegal acts, public safety threats and service delivery problems.Keywords: smart, safety, crime, call center, security

Hence, if a project uses fewer resources, it will be more efficient. This paper examines the recycling of concrete construction and demolition (C&D) waste to reuse it as aggregates in on-site applications for construction projects in Egypt and possibly in the Middle East. The study focuses on a stationary plant setting. The machinery set-up used in the plant is analyzed technically and financially. The findings are gathered and grouped to obtain a comprehensive cost-benefit financial model to demonstrate the feasibility of establishing and operating a concrete recycling plant. The rapid pace of changes in the construction industry, technological advancements, and rising costs present tremendous challenges for project managers. Project managers are under severe pressure to minimize the waste, improve the efficiency of the entire operations and the philosophy of ‘lean thinking’ so that ‘more could be achieved with less’ is becoming very popular. Though, lean management has strong roots in manufacturing industry and over the last decade lean philosophy has started gaining attention in the service industry as well. However, little has been known in the context of waste minimization and lean implementation in the construction industry and this paper deals with this important issue. The primary objective of this paper is to propose a conceptual framework for the exploration of appropriate lean techniques applicable to medium and large construction companies and measure their impact on the competitiveness and economic performance of construction companies of United Arab Emirates (UAE). To this end, a comprehensive literature review and interviews with eight project managers of medium and large construction companies of UAE have been conducted. It has been found that competitive, reduce waste and costs are critical to the construction industry. This is an ongoing research in lean management, giving project managers a practical framework for improving the efficiency of their project through various lean techniques. Originality/value: Research significance emphasizes increasing the effectiveness of the construction industry, influences the development of lean construction framework which improves lean construction practices using the lean techniques. This contributes to the effort of applying lean techniques in the construction industry. Limited publications were done in the construction industry mainly in United Arab Emirates (UAE) compared to the lean manufacturing. Abstract:
The happy city, as the desired effect of changes implemented by cities, involves the deliberate and purposeful evolution of material and spiritual space in which residents pursue happiness, as it is perceived collectively and individually. The quality of life (QoL) has, for many years, been researched as one of the dimensions of happiness. Both literature studies and the observation of how cities function lead to the conclusion that the happy city is the city of meetings. The importance of meeting spaces in cities for the quality of life has been confirmed also for Polish cities and, as a result, the conclusions may be drawn that public space should be planned in such a manner so as to tailor it – to the greatest possible degree – to the needs of the residents of Polish cities. The study embraced both Polish and foreign data concerning both the dimension of the quality of life in cities and the issues related to the existence of common spaces where meetings take place. Both quantitative and qualitative analytical techniques have been used to analyze and interpret the data collected. We sought the answers to the questions on the significance of the factors, identified by the respondents, which affect the QoL in a city. We identified 9 mega factors: being, work, education, recreation, health and safety, mobility, neighborhood, acceptance, agora. Nowadays, it is obviously known that the construction of different infrastructures is one measurement of the development of a country; infrastructures like buildings, bridges, roads, and railways are among them. In the capital city of Ethiopia, the so-called Addis Ababa, the Light Rail Train (LRT), was built Four years ago to satisfy the demand for transportation among the people in the city. The lane of the Train and vehicle separation Media was built with a curb and rail guard installation system to show the right-of-way and for protection of vehicles entering the Train Lane, but this Rail guard fails easily when impacted by vehicles and found that the impact load response of the Rail guard is weak and the Rail guard cannot withstand impact load. Abstract:
The increase in population and energy consumption has caused environmental crises such as the energy crisis, increased pollution, and climate change, all of which have resulted in a decline in the quality of life, especially in urban environments. Iran is one of the developing countries which faces several challenges concerning energy use and environmental sustainability such as air pollution, climate change, and energy security. On the other hand, due to its favorable geographic characteristics, Iran has diverse and accessible renewable sources, which provide appropriate substitutes to reduce dependence on fossil fuels. Sustainable development programs and post-carbon cities rely on implementing energy policies in different sectors of society, particularly, the built environment sector is one of the main ones responsible for energy consumption and carbon emissions for cities. Because of this, several advancements and programs are being implemented to promote energy efficiency for urban planning, and city experts, like others, are looking for solutions to deal with these problems. Among the solutions provided for this purpose, low-carbon design can be mentioned. Among the different scales, the neighborhood can be mentioned as a suitable scale for applying the principles and solutions of low-carbon urban design; Because the neighborhood as a "building unit of the city" includes elements and flows that all affect the number of CO2 emissions. The article aims to provide criteria for designing a low-carbon and carbon-free neighborhood through descriptive methods and secondary data analysis. Abstract:
Majority of the incidents and accidents in complex high-risk systems that exist in the construction industry and other sectors have been attributed to unsafe acts of workers. The purpose of this paper was to asses Human Factors Analysis and Classification System (HFACS) in construction accident prevention. The study was conducted through the use of secondary data from journals, books and internet to achieve the objective of the study. The review of literature looked into details of different views from different scholars about HFACS framework in accidents investigations. It further highlighted on various sections or disciplines of accident occurrences in human performance within the construction. The findings from literature review showed that unsafe acts of a worker and unsafe working conditions are the two major causes of accident in the construction industry.Most significant factor in the cause of site accident in the construction industry is unsafe acts of a worker. The findings also show how the application of HFACS framework in the investigation of accident will lead to the identification of common trends. Further findings show that provision for the prevention of accident will be made based on past accident records to identify and prioritize where intervention is needed within the construction industry.Keywords: accident, construction, HFACS, unsafe acts

However, a construction company may have difficulties adopting all these suggestions due to financial and practical constraints. Based on this recognition, this paper aims to identify the most significant defect causes and formulate their defect generation mechanism in order to help a construction company to set priorities of its defect prevention strategies. For this goal, we conducted a questionnaire survey of 106 industry professionals and identified five most significant causes including: (1) organizational culture, (2) time pressure and constraints, (3) workplace quality system, (4) financial constraints upon operational expenses and (5) inadequate employee training or learning opportunities.Keywords: defect, quality, failure, risk

The automobile incentive policy in Brazil since the 1950s creates several problems in its cities, more visible in large centers such as São Paulo or Rio de Janeiro, but also strongly present in smaller cities, resulting in an increase in social and spatial inequality, together with a drop in the quality of life. The analyzed city, Campo Mourão, reflects these policies, a city that initially planned to be compact and walkable took other directions and currently suffers from urban mobility and social inequality in this urban environment, despite being a medium-sized city in Brazil. The research aims to understand and diagnose how these policies shaped the city and what are the results in Brazilian's inland cities. Recently, it’s obvious that many hotels not only provide customized service, but offer local culture to give customers different experiences. Luxury decoration and fancy equipment are not enough anymore. Customers expect that hotels not just as an accommodation, but connecting to their trips. Therefore, culture becomes significant when developing marketing strategy for hotels. Tainan, located in south of Taiwan, is the city full of culture that some hospitality industries promote their hotels exactly base on culture. Historic Tainan (台南; táinán), is a city of ancient monuments, delicious food and, above all, temples: there are more gods worshipped and more festivals and rituals observed in Tainan than in any other place in Taiwan. The oldest and most absorbing parts of Tainan are historic Anping, on the west side of town by the sea, and the cultural zones in the heart of the old city; the latter were created specifically to make things easier for visitors, with city information, signs and maps tailored to each zone and well-marked in English. The Chihkan, Dong-an Fang, Five Canals and Confucius Temple cultural zones contain the richest concentration of sights – reckon on spending at least two days to do them justice. Modern Methods of Construction (MMC) is a significant topic in the construction industry; while reviewing (MMC) over different fields that are significant in the modern construction world, the following areas were assessed where (MMC) is developing, supply chain management, automation, digital technology, and new construction technologies. Different methods were considered as an approach to research and exploring areas highlighted within the construction industry that are making advancements using Modern Methods of Construction Methods and Technologies (MCMTs). The research was conducted using the following methodologies, literature review of academic sources, primary and secondary data sources, questionaries, and interviews. The paper is composed of two parts, firstly a literature review and secondly a questionnaire used as the basis for interviews were utilised to achieve the following key objectives: to identify (MCMTs) being implemented in the construction industry, research and compile information with regards to these methods, determine their purpose and their application in the industry, establishing what (MCMTs) are being used in the industry while also determining the success of the methods. The research considers the evolution and development of these methods in projects and within the industry itself. Major findings were as follows; automation technologies such as robotics, offsite fabrication utilising automated production lines are increasingly part of project execution, digital technologies such as AR and VR are increasingly utilised in project co-ordination, (MMCTs) are proving to be a solution to the construction industry problems such as a lack of skilled workforce, hazardous work tasks, and situations, new construction technologies are available and finding their place in mainstream construction, (SCM) and (GSCM) are evolving to new levels using new systems and technologies such as block chain technology as well as Company Size and Project size influence the use of (MMCTs) and the adoption of (MMCTS).
