9139 Stability of a Special Class of Switched Positive Systems

Abstract:

This paper is concerned with the existence of a linear copositive Lyapunov function(LCLF) for a special class of switched positive linear systems(SPLSs) composed of continuousand discrete-time subsystems. Firstly, by using system matrices, we construct a special kind of matrices in appropriate manner. Secondly, our results reveal that the Hurwitz stability of these matrices is equivalent to the existence of a common LCLF for arbitrary finite sets composed of continuous- and discrete-time positive linear timeinvariant( LTI) systems. Finally, a simple example is provided to illustrate the implication of our results.

9138 Teaching Speaking Skills to Adult English Language Learners through ALM

Abstract:

Audio-lingual Method (ALM) is a teaching approach that is claimed that ineffective for teaching second/foreign languages. Because some linguists and second/foreign language teachers believe that ALM is a rote learning style. However, this study is done on a belief that ALM will be able to solve Thais’ English speaking problem. This paper aims to report the findings on teaching English speaking to adult learners with an “adapted ALM”, one distinction of which is to use Thai as the medium language of instruction. The participants are consisted of 9 adult learners. They were allowed to speak English more freely using both the materials presented in the class and their background knowledge of English. At the end of the course, they spoke English more fluently, more confidently, to the extent that they applied what they learnt both in and outside the class.

9137 Parametric Primitives for Hand Gesture Recognition

Abstract:

Imitation learning is considered to be an effective way of teaching humanoid robots and action recognition is the key step to imitation learning. In this paper an online algorithm to recognize parametric actions with object context is presented. Objects are key instruments in understanding an action when there is uncertainty. Ambiguities arising in similar actions can be resolved with objectn context. We classify actions according to the changes they make to the object space. Actions that produce the same state change in the object movement space are classified to belong to the same class. This allow us to define several classes of actions where members of each class are connected with a semantic interpretation.

9136 The Use of Computer-Aided Design in Small Contractors in a Local Area of Korea

Abstract:

A survey of small-size contractors in Jeju was conducted to investigate college graduate's computer-aided design (CAD) competence. Most of small-size contractors use CAD software to review and update drawings submitted from an architect. This research analyzed the curriculum of the architectural engineering in several national universities. The CAD classes have 4 or 6 hours per week and use AutoCAD primarily. This paper proposes that a CAD class needs 6 hours per week, 2D drawing is the main theme in the curriculum, and exercises to make 3D models are also included in the CAD class. An improved method, for example Internet cafe and real time feedbacks using smartphones, to evaluate the reports and exercise results is necessary.

9135 An Evaluation Model for Semantic Enablement of Virtual Research Environments

Abstract:

The Tropical Data Hub (TDH) is a virtual research environment that provides researchers with an e-research infrastructure to congregate significant tropical data sets for data reuse, integration, searching, and correlation. However, researchers often require data and metadata synthesis across disciplines for crossdomain analyses and knowledge discovery. A triplestore offers a semantic layer to achieve a more intelligent method of search to support the synthesis requirements by automating latent linkages in the data and metadata. Presently, the benchmarks to aid the decision of which triplestore is best suited for use in an application environment like the TDH are limited to performance. This paper describes a new evaluation tool developed to analyze both features and performance. The tool comprises a weighted decision matrix to evaluate the interoperability, functionality, performance, and support availability of a range of integrated and native triplestores to rank them according to requirements of the TDH.

9134 Value Analysis of Islamic Banking and Conventional Banking to Measure Value Co-creation

Abstract:

This study examines the value analysis in Islamic and conventional banking services in Pakistan. Many scholars have focused on co-creation of values in services but mainly economic values not non-economic. As Islamic banking is based on Islamic principles that are more concerned with non-economic values (well-being, partnership, fairness, trust worthy, and justice) than economic values as money in terms of interest.  This study is important to know the providers point of view about the co-created values, because, it may be more sustainable and appropriate for today’s unpredictable socio-economic environment. Data were collected from 4 banks (2 Islamic and 2 conventional banks). Text mining technique is applied for data analysis, and values with 100% occurrences in Islamic banking are chosen. The results reflect that Islamic banking is more centric towards non-economic values than economic values and it promotes team work and partnership concept by applying Islamic spirit and trust worthiness concept.

9133 Face Recognition using a Kernelization of Graph Embedding

Abstract:

Linearization of graph embedding has been emerged as an effective dimensionality reduction technique in pattern recognition. However, it may not be optimal for nonlinearly distributed real world data, such as face, due to its linear nature. So, a kernelization of graph embedding is proposed as a dimensionality reduction technique in face recognition. In order to further boost the recognition capability of the proposed technique, the Fisher-s criterion is opted in the objective function for better data discrimination. The proposed technique is able to characterize the underlying intra-class structure as well as the inter-class separability. Experimental results on FRGC database validate the effectiveness of the proposed technique as a feature descriptor.

9132 Dynamic Admission Control Based on Effective Demand for Next Generation Wireless Networks

Abstract:

In next generation wireless networks (i.e., 4G and beyond), one of the main objectives is to ensure highest level of customer satisfaction in terms of data transfer speed, decrease in cost and delay, non-rejection and no drop of calls, availability of ‘always-on’ connectivity and services, continuity of connected services, hastle-free roaming in addition to the convenience of use of network services from anywhere and anytime. To take care of these requirements effectively, internet service providers (ISPs) and network planners have to go for major capacity enhancement of network resources and at the same time these resources are to be used effectively and efficiently to reduce cost and to increase revenue. In this work, the effective bandwidth available in a Mobile Switching Center (MSC) of a wireless network providing multi-class multimedia services is analyzed. Bandwidth requirement of the users for a customized Quality of Service (QoS) is estimated. The findings of the QoS estimation are applied for the capacity planning and admission control of the multi-class traffic flows coming into the MSC.

9131 Aerodynamic Analysis of a Frontal Deflector for Vehicles

Abstract:

This work was one of the tasks of the Manufacturing2Client project, whose objective was to develop a frontal deflector to be commercialized in the automotive industry, using new project and manufacturing methods. In this task, in particular, it was proposed to develop the ability to predict computationally the aerodynamic influence of flow in vehicles, in an effort to reduce fuel consumption in vehicles from class 3 to 8. With this aim, two deflector models were developed and their aerodynamic performance analyzed. The aerodynamic study was done using the Computational Fluid Dynamics (CFD) software Ansys CFX and allowed the calculation of the drag coefficient caused by the vehicle motion for the different configurations considered. Moreover, the reduction of diesel consumption and carbon dioxide (CO2) emissions associated with the optimized deflector geometry could be assessed.

9130 Effects of Gamification on Lower Secondary School Students’ Motivation and Engagement

Abstract:

This paper explores the effects of gamification on lower secondary school students’ motivation and engagement in the classroom. Two-group posttest-only experimental design were employed to study the influence of gamification teaching method (GTM) when compared with conventional teaching method (CTM) on 60 lower secondary school students. The Student Engagement Instrument (SEI) and Intrinsic Motivation Inventory (IMI) were used to assess students’ intrinsic motivation and engagement level towards the respective teaching method. Finding indicates that students who completed the GTM lesson were significantly higher in intrinsic motivation to learn than those from the CTM. Although the result were insignificant and only marginal difference in the engagement mean, GTM still show better potential in raising student’s engagement in class when compared with CTM. This finding proves that the GTM is likely to solve the current issue of low motivation to learn and low engagement in class among lower secondary school students in Malaysia. On the other hand, despite being not significant, higher mean indicates that CTM positively contribute to higher peer support for learning and better teacher and student relationship when compared with GTM. As a conclusion, gamification approach is flexible and can be adapted into many learning content to enhance the intrinsic motivation to learn and to some extent, encourage better student engagement in class.

9129 Sustainability Analysis and Quality Assessment of Rainwater Harvested from Green Roofs: A Review

Abstract:

Most people today are aware that global climate change is not just a scientific theory but also a fact with worldwide consequences. Global climate change is due to rapid urbanization, industrialization, high population growth and current vulnerability of the climatic condition. Water is becoming scarce as a result of global climate change. To mitigate the problem arising due to global climate change and its drought effect, harvesting rainwater from green roofs, an environmentally-friendly and versatile technology, is becoming one of the best assessment criteria and gaining attention in Malaysia. This paper addresses the sustainability of green roofs and examines the quality of water harvested from green roofs in comparison to rainwater. The factors that affect the quality of such water, taking into account, for example, roofing materials, climatic conditions, the frequency of rainfall frequency and the first flush. A green roof was installed on the Humid Tropic Centre (HTC) is a place of the study on monitoring program for urban Stormwater Management Manual for Malaysia (MSMA), Eco-Hydrological Project in Kuala Lumpur, and the rainwater was harvested and evaluated on the basis of four parameters i.e., conductivity, dissolved oxygen (DO), pH and temperature. These parameters were found to fall between Class I and Class III of the Interim National Water Quality Standards (INWQS) and the Water Quality Index (WQI). Some preliminary treatment such as disinfection and filtration could likely to improve the value of these parameters to class I. This review paper clearly indicates that there is a need for more research to address other microbiological and chemical quality parameters to ensure that the harvested water is suitable for use potable water for domestic purposes. The change in all physical, chemical and microbiological parameters with respect to storage time will be a major focus of future studies in this field.

9128 Sloshing-Induced Overflow Assessment of the Seismically-Isolated Nuclear Tanks

Abstract:

This paper focuses on assessing sloshing-induced overflow of the seismically-isolated nuclear tanks based on Fluid-Structure Interaction (FSI) analysis. Typically, fluid motion in the seismically-isolated nuclear tank systems may be rather amplified and even overflowed under earthquake. Sloshing-induced overflow in those structures has to be reliably assessed and predicted since it can often cause critical damages to humans and environments. FSI analysis is herein performed to compute the total cumulative overflowed water volume more accurately, by coupling ANSYS with CFX for structural and fluid analyses, respectively. The approach is illustrated on a nuclear liquid storage tank, Spent Fuel Pool (SFP), forgiven conditions under consideration: different liquid levels, Peak Ground Accelerations (PGAs), and post earthquakes.

Group work, projects and discussions are important components of teacher education courses whether they are face-toface, blended or exclusively online formats. This paper examines the varieties of tasks and challenges with this learning format in a face to face class teacher education class providing specific examples of both failure and success from both the student and instructor perspective. The discussion begins with a brief history of collaborative and cooperative learning, moves to an exploration of the promised benefits and then takes a look at some of the challenges which can arise specifically from the use of new technologies. The discussion concludes with guidelines and specific suggestions.

9125 Teaching Approach and Self-Confidence Effect Model Consistency between Taiwan and Singapore Multi-Group HLM

Abstract:

This study was conducted to explore the effects of two countries model comparison program in Taiwan and Singapore in TIMSS database. The researchers used Multi-Group Hierarchical Linear Modeling techniques to compare the effects of two different country models and we tested our hypotheses on 4,046 Taiwan students and 4,599 Singapore students in 2007 at two levels: the class level and student (individual) level. Design quality is a class level variable. Student level variables are achievement and self-confidence. The results challenge the widely held view that retention has a positive impact on self-confidence. Suggestions for future research are discussed.

9124 Improving Academic Performance Prediction using Voting Technique in Data Mining

Abstract:

In this paper we compare the accuracy of data mining methods to classifying students in order to predicting student-s class grade. These predictions are more useful for identifying weak students and assisting management to take remedial measures at early stages to produce excellent graduate that will graduate at least with second class upper. Firstly we examine single classifiers accuracy on our data set and choose the best one and then ensembles it with a weak classifier to produce simple voting method. We present results show that combining different classifiers outperformed other single classifiers for predicting student performance.

9123 The use of ICT for Learning Guidance for Junior High School in Indonesia

In this paper, we will be present Guidance and Councelling (GC) class action research. The research was done because a fact that some students are still learning ways such as in elementary school. The research objective is to enhance the value of “academic performance report" grade by using ICT as GC Learning Guidance services. The research method was carried out with two cycles. First cycle is applying Learning Guidance services indirectly and not programmed. Second cycle into two implementing Learning Guidance services indirectly, programmed and using ICTs primarily mobile phones and computer media applications i.e. “m-NingBK©: Learning Guidance" and “screen saver: Learning Guidance". A research subject is a class VII student who has the lowest value of “academic performance report". The result is by using an indirect GC services with ICT there were significant changes.

9122 Identification of Promiscuous Epitopes for Cellular Immune Responses in the Major Antigenic Protein Rv3873 Encoded by Region of Difference 1 of Mycobacterium tuberculosis

Abstract:

Rv3873 is a relatively large size protein (371 amino acids in length) and its gene is located in the immunodominant genomic region of difference (RD)1 that is present in the genome of Mycobacterium tuberculosis but deleted from the genomes of all the vaccine strains of Bacillus Calmette Guerin (BCG) and most other mycobacteria. However, when tested for cellular immune responses using peripheral blood mononuclear cells from tuberculosis patients and BCG-vaccinated healthy subjects, this protein was found to be a major stimulator of cell mediated immune responses in both groups of subjects. In order to further identify the sequence of immunodominant epitopes and explore their Human Leukocyte Antigen (HLA)-restriction for epitope recognition, 24 peptides (25-mers overlapping with the neighboring peptides by 10 residues) covering the sequence of Rv3873 were synthesized chemically using fluorenylmethyloxycarbonyl chemistry and tested in cell mediated immune responses. The results of these experiments helped in the identification of an immunodominant peptide P9 that was recognized by people expressing varying HLA-DR types. Furthermore, it was also predicted to be a promiscuous binder with multiple epitopes for binding to HLA-DR, HLA-DP and HLA-DQ alleles of HLA-class II molecules that present antigens to T helper cells, and to HLA-class I molecules that present antigens to T cytotoxic cells. In addition, the evaluation of peptide P9 using an immunogenicity predictor server yielded a high score (0.94), which indicated a greater probability of this peptide to elicit a protective cellular immune response. In conclusion, P9, a peptide with multiple epitopes and ability to bind several HLA class I and class II molecules for presentation to cells of the cellular immune response, may be useful as a peptide-based vaccine against tuberculosis.

9121 The Development of a Teachers- Self-Efficacy Instrument for High School Physical Education Teacher

Abstract:

The purpose of this study was to develop a “teachers’ self-efficacy scale for high school physical education teachers (TSES-HSPET)” in Taiwan. This scale is based on the self-efficacy theory of Bandura [1], [2]. This study used exploratory and confirmatory factor analyses to test the reliability and validity. The participants were high school physical education teachers in Taiwan. Both stratified random sampling and cluster sampling were used to sample participants for the study. 350 teachers were sampled in the first stage and 234 valid scales (male 133, female 101) returned. During the second stage, 350 teachers were sampled and 257 valid scales (male 143, female 110, 4 did not indicate gender) returned. The exploratory factor analysis was used in the first stage, and it got 60.77% of total variance for construct validity. The Cronbach’s alpha coefficient of internal consistency was 0.91 for sumscale, and subscales were 0.84 and 0.90. In the second stage, confirmatory factor analysis was used to test construct validity. The result showed that the fit index could be accepted (χ2 (75) =167.94, p <.05, RMSEA =0.07, SRMR=0.05, GFI=0.92, NNFI=0.97, CFI=0.98, PNFI=0.79). Average variance extracted of latent variables were 0.43 and 0.53, which composite reliability are 0.78 and 0.90. It is concluded that the TSES-HSPET is a well-considered measurement instrument with acceptable validity and reliability. It may be used to estimate teachers’ self-efficacy for high school physical education teachers.

9120 Physicochemistry of Pozzolanic Stabilization of a Class A-2-7 Lateritic Soil

Abstract:

The paper examines the mechanism of pozzolan-soil reactions, using a recent study on the chemical stabilization of a Class A-2-7 (3) lateritic soil, with corn cob ash (CCA) as case study. The objectives are to establish a nexus between cation exchange capacity of the soil, the alkaline forming compounds in CCA and percentage CCA addition to soil beyond which no more improvement in strength properties can be achieved; and to propose feasible chemical reactions to explain the chemical stabilization of the lateritic soil with CCA alone. The lateritic soil, as well as CCA of pozzolanic quality Class C were separately analysed for their metallic oxide composition using the X-Ray Fluorescence technique. The cation exchange capacity (CEC) of the soil and the CCA were computed theoretically using the percentage composition of the base cations Ca2+, Mg2+ K+ and Na2+ as 1.48 meq/100 g and 61.67 meq/100 g respectively, thus indicating a ratio of 0.024 or 2.4%. This figure, taken as the theoretical amount required to just fill up the exchangeable sites of the clay molecules, compares well with the laboratory observation of 1.5% for the optimum level of CCA addition to lateritic soil. The paper went on to present chemical reaction equations between the alkaline earth metals in the CCA and the silica in the lateritic soil to form silicates, thereby proposing an extension of the theory of mechanism of soil stabilization to cover chemical stabilization with pozzolanic ash only. The paper concluded by recommending further research on the molecular structure of soils stabilized with pozzolanic waste ash alone, with a view to confirming the chemical equations advanced in the study.

9119 Addressing Scalability Issues of Named Entity Recognition Using Multi-Class Support Vector Machines

Abstract:

This paper explores the scalability issues associated with solving the Named Entity Recognition (NER) problem using Support Vector Machines (SVM) and high-dimensional features. The performance results of a set of experiments conducted using binary and multi-class SVM with increasing training data sizes are examined. The NER domain chosen for these experiments is the biomedical publications domain, especially selected due to its importance and inherent challenges. A simple machine learning approach is used that eliminates prior language knowledge such as part-of-speech or noun phrase tagging thereby allowing for its applicability across languages. No domain-specific knowledge is included. The accuracy measures achieved are comparable to those obtained using more complex approaches, which constitutes a motivation to investigate ways to improve the scalability of multiclass SVM in order to make the solution more practical and useable. Improving training time of multi-class SVM would make support vector machines a more viable and practical machine learning solution for real-world problems with large datasets. An initial prototype results in great improvement of the training time at the expense of memory requirements.

9118 Incessant Collapse of Buildings in Nigeria: The Possible Role of the Use of Inappropriate Cement Grade/Strength Class

Abstract:

The use of low quality concrete has been identified as one of the main causes of the incessant collapse of buildings in Nigeria. Emphasis has been on the use of poor quality aggregates, poor workmanship and the use of lean concrete mix with low cement quantity as the reasons for the low quality of concrete used for building construction in Nigeria. Surveys conducted revealed that in the construction of most privately owned buildings where concrete trial mixes and concrete compressive strength quality assurance tests are not conducted, concretes used for building constructions are produced using the 1:2:4 mix ratio irrespective of the cement grade/strength class. In this paper, the possible role of the use of inappropriate cement grade/strength class as a cause of the incessant collapse of building in Nigeria is investigated. Investigation revealed that the compressive strengths of concrete cubes produced with Portland-limestone cement grade 32.5 using 1:2:4 and 1:1.5:3 mix ratios are less than the 25MPa and 30MPa cube strengths generally recommended for building superstructures and foundations respectively. Conversely, the compressive strengths of concrete cubes produced with Portland-limestone cement grade 42.5 using 1:2:4 and 1:1.5:3 mix ratios exceed the 25MPa and 30MPa generally recommended for building superstructures and foundations respectively. Thus, it can be concluded that the use of inappropriate cement grade (Portland-limestone cement grade 32.5), particularly for the construction of building foundations is a potential cause of the incessant collapse of buildings in Nigeria. It is recommended that the Standards Organisation of Nigeria should embark on creating awareness for Nigerians, particularly, the home owners and the roadside craftsmen that Portland-limestone cement grade 32.5 should not be used for the construction of building load-carrying members, particularly, building foundations in order to reduce the incessant incidence of collapsed building.

9117 Data and Control Flow Analysis of VDMµ Specifications

Abstract:

Formal Specification languages are being widely used for system specification and testing. Highly critical systems such as real time systems, avionics, and medical systems are represented using Formal specification languages. Formal specifications based testing is mostly performed using black box testing approaches thus testing only the set of inputs and outputs of the system. The formal specification language such as VDMµ can be used for white box testing as they provide enough constructs as any other high level programming language. In this work, we perform data and control flow analysis of VDMµ class specifications. The proposed work is discussed with an example of SavingAccount.

9116 Self-Organizing Control Systems for Unstable and Deterministic Chaotic Processes

Abstract:

The paper proposes a method for constructing a self-organizing control system for unstable and deterministic chaotic processes in the class of catastrophe “hyperbolic umbilic” for objects with m-inputs and n-outputs. The self-organizing control system is investigated by the universal gradient-velocity method of Lyapunov vector-functions. The conditions for self-organization of the control system in the class of catastrophes “hyperbolic umbilic” are shown in the form of a system of algebraic inequalities that characterize the aperiodic robust stability in the stationary states of the system.

9115 Real-Time Specific Weed Recognition System Using Histogram Analysis

Abstract:

Information on weed distribution within the field is necessary to implement spatially variable herbicide application. Since hand labor is costly, an automated weed control system could be feasible. This paper deals with the development of an algorithm for real time specific weed recognition system based on Histogram Analysis of an image that is used for the weed classification. This algorithm is specifically developed to classify images into broad and narrow class for real-time selective herbicide application. The developed system has been tested on weeds in the lab, which have shown that the system to be very effectiveness in weed identification. Further the results show a very reliable performance on images of weeds taken under varying field conditions. The analysis of the results shows over 95 percent classification accuracy over 140 sample images (broad and narrow) with 70 samples from each category of weeds.

9114 Trajectory Guided Recognition of Hand Gestures having only Global Motions

Abstract:

One very interesting field of research in Pattern Recognition that has gained much attention in recent times is Gesture Recognition. In this paper, we consider a form of dynamic hand gestures that are characterized by total movement of the hand (arm) in space. For these types of gestures, the shape of the hand (palm) during gesturing does not bear any significance. In our work, we propose a model-based method for tracking hand motion in space, thereby estimating the hand motion trajectory. We employ the dynamic time warping (DTW) algorithm for time alignment and normalization of spatio-temporal variations that exist among samples belonging to the same gesture class. During training, one template trajectory and one prototype feature vector are generated for every gesture class. Features used in our work include some static and dynamic motion trajectory features. Recognition is accomplished in two stages. In the first stage, all unlikely gesture classes are eliminated by comparing the input gesture trajectory to all the template trajectories. In the next stage, feature vector extracted from the input gesture is compared to all the class prototype feature vectors using a distance classifier. Experimental results demonstrate that our proposed trajectory estimator and classifier is suitable for Human Computer Interaction (HCI) platform.

9113 Beginning Physics Experiments Class Using Multi Media in National University of Laos

Abstract:

National University of Laos (NUOL) requested Japan International Cooperation Agency (JICA) volunteers to begin a physics experiments class using multi media. However, there are issues. NUOL had no physics experiment class, no space for physics experiments, experiment materials were not used for many years and were scattered in various places, and there is no projector and laptop computer in the unit. This raised the question: How do authors begin the physics experiments class using multimedia? To solve this problem, the JICA took some steps, took stock of what was available and reviewed the syllabus. The JICA then revised the experiment materials to assess what was available and then developed textbooks for experiments using them; however, the question remained, what about the multimedia component of the course? Next, the JICA reviewed Physics teacher Pavy Souvannavong’s YouTube channel, where he and his students upload video reports of their physics classes at NUOL using their smartphones. While they use multi-media, almost all the videos recorded were of class presentations. To improve the multimedia style, authors edited the videos in the style of another YouTube channel, “Science for Lao,” which is a science education group made up of Japan Overseas Cooperation Volunteers (JOCV) in Laos. They created the channel to enhance science education in Laos, and hold regular monthly meetings in the capital, Vientiane, and at teacher training colleges in the country. They edit the video clips in three parts, which are the materials and procedures part including pictures, practice footage of the experiment part, and then the result and conclusion part. Then students perform experiments and prepare for presentation by following the videos. The revised experiment presentation reports use PowerPoint presentations, material pictures and experiment video clips. As for providing textbooks and submitting reports, the students use the e-Learning system of “Moodle” of the Information Technology Center in Dongdok campus of NUOL. The Korean International Cooperation Agency (KOICA) donated those facilities. The authors have passed the process of the revised materials, developed textbooks, the PowerPoint slides presented by students, downloaded textbooks and uploaded reports, to begin the physics experiments class using multimedia. This is the practice research report for beginning a physics experiments class using multimedia in the physics unit at the Department of Natural Science, Faculty of Education, at the NUOL.

9112 Equivalence Class Subset Algorithm

Abstract:

The equivalence class subset algorithm is a powerful tool for solving a wide variety of constraint satisfaction problems and is based on the use of a decision function which has a very high but not perfect accuracy. Perfect accuracy is not required in the decision function as even a suboptimal solution contains valuable information that can be used to help find an optimal solution. In the hardest problems, the decision function can break down leading to a suboptimal solution where there are more equivalence classes than are necessary and which can be viewed as a mixture of good decision and bad decisions. By choosing a subset of the decisions made in reaching a suboptimal solution an iterative technique can lead to an optimal solution, using series of steadily improved suboptimal solutions. The goal is to reach an optimal solution as quickly as possible. Various techniques for choosing the decision subset are evaluated.

9111 Alignment of e-Government Policy Formulation with Practical Implementation: The Case of Sub-Saharan Africa

Abstract:

The purpose of this study is to analyze how varying alignment of e-Government policies in four countries in Sub-Saharan Africa Region, namely South Africa, Seychelles, Mauritius and Cape Verde lead to the success or failure of e-Government; and what should be done to ensure positive alignment that lead to e-Government project growth. In addition, the study aims to understand how various governments’ efforts in e-Government awareness campaign strategies, international cooperation, functional literacy and anticipated organizational change can influence implementation.

This study extensively explores contemporary research undertaken in the field of e-Government and explores the actual respective national ICT policies, strategies and implemented e-Government projects for in-depth comprehension of the status core. Data is analyzed qualitatively and quantitatively to reach a conclusion.

The study found that resounding successes in strategic e-Government alignment was achieved in Seychelles, Mauritius, South Africa and Cape Verde - (Ranked number 1 to 4 respectively).

The implications of the study is that policy makers in developing countries should put mechanisms in place for constant monitoring and evaluation of project implementation in line with ICT policies to ensure that e-Government projects reach maturity levels and do not die mid-way implementation as often noticed in many countries. The study recommends that countries within the region should make consented collaborative efforts and synergies with the private sector players and international donor agencies to achieve the implementation part of the set ICT policies.

9110 Key Factors Influencing Individual Knowledge Capability in KIFs

Abstract:

Knowledge management (KM) literature has mainly focused on the antecedents of KM. The purpose of this study is to investigate the effect of specific human resource management (HRM) practices on employee knowledge sharing and its outcome as individual knowledge capability. Based on previous literature, a model is proposed for the study and hypotheses are formulated. The cross-sectional dataset comes from a sample of 19 knowledge intensive firms (KIFs). This study has run an item parceling technique followed by Confirmatory Factor Analysis (CFA) on the latent constructs of the research model. Employees’ collaboration and their interpersonal trust can help to improve their knowledge sharing behaviour and knowledge capability within organisations. This study suggests that in future, by using a larger sample, better statistical insight is possible. The findings of this study are beneficial for scholars, policy makers and practitioners. The empirical results of this study are entirely based on employees’ perceptions and make a significant research contribution, given there is a dearth of empirical research focusing on the subcontinent.
