1169 Trade Policy and Economic Growth of Turkey in Global Economy: New Empirical Evidences

Abstract:
This paper tries to answer to the questions whether or not trade openness causes economic growth and trade policy changes are good for Turkey as a developing country in global economy before and after 1980. We employ Johansen co-integration and Granger causality tests with error correction modeling based on vector autoregressive. Using WDI data from the pre-1980 and the post-1980, we find that trade openness and economic growth are cointegrated in the second term only. Also the results suggest a lack of long-run causality between our two variables. These findings may imply that trade policy of Turkey should concentrate more on extra complementary economic reforms.Keywords: Globalization, Trade Policy, Economic Growth, Openness, Co-integration, Turkey.

Abstract:
In this paper, a stochastic predator-prey system with Holling II functional response is studied. First, we show that there is a unique positive solution to the system for any given positive initial value. Then, stochastically bounded of the positive solution to the stochastic system is derived. Moreover, sufficient conditions for global asymptotic stability are also established. In the end, some simulation figures are carried out to support the analytical findings.

Abstract:
the cursive nature of the Arabic writing makes it difficult to accurately segment characters or even deal with the whole word efficiently. Therefore, in this paper, a printed Arabic sub-word recognition system is proposed. The suggested algorithm utilizes geometrical moments as descriptors for the separated sub-words. Three types of moments are investigated and applied to the printed sub-word images after dividing each image into multiple parts using windowing. Since moments are global descriptors, the windowing mechanism allows the moments to be applied to local regions of the sub-word. The local-global mixture of the proposed scheme increases the discrimination power of the moments while keeping the simplicity and ease of use of moments.Keywords: Arabic sub-word recognition, windowing, aspectratio, moments.

In this paper, by using the continuation theorem of coincidence degree theory, M-matrix theory and constructing some suitable Lyapunov functions, some sufficient conditions are obtained for the existence and global exponential stability of periodic solutions of recurrent neural networks with distributed delays and impulses on time scales. Without assuming the boundedness of the activation functions gj, hj , these results are less restrictive than those given in the earlier references.

Abstract:
Due to today’s globalization as well as outsourcing practices of the companies, the Supply Chain (SC) performances have become more dependent on the efficient movement of material among places that are geographically dispersed, where there is more chance for disruptions. One such disruption is the quality and delivery uncertainties of outsourcing. These uncertainties could lead the products to be unsafe and, as is the case in a number of recent examples, companies may have to end up in recalling their products. As a result of these problems, there is a need to develop a methodology for selecting suppliers globally in view of risks associated with low quality and late delivery. Accordingly, we developed a two-stage stochastic model that captures the risks associated with uncertainty in quality and delivery as well as a solution procedure for the model. The stochastic model developed simultaneously optimizes supplier selection and purchase quantities under price discounts over a time horizon. In particular, our target is the study of global organizations with multiple sites and multiple overseas suppliers, where the pricing is offered in suppliers’ local currencies. Our proposed methodology is applied to a case study for a US automotive company having two assembly plants and four potential global suppliers to illustrate how the proposed model works in practice.Keywords: Global supply chains, quality, stochastic programming, supplier selection.

Abstract:
The great challenge of the agricultural sector is to produce more crop from less water, which can be achieved by increasing crop water productivity. The modernization of the irrigation systems offers a number of possibilities to expand the economic productivity of water and improve the virtual water status. The objective of the present study is to assess the global water productivity (GWP) within the major irrigation command areas of I.R. Iran. For this purpose, fourteen irrigation command areas where located in different areas of Iran were selected. In order to calculate the global water productivity of irrigation command areas, all data on the delivered water to cropping pattern, cultivated area, crops water requirement, and yield production rate during 2002-2006 were gathered. In each of the command areas it seems that the cultivated crops have a higher amount of virtual water and thus can be replaced by crops with less virtual water. This is merely suggested due to crop water consumption and at the time of replacing crops, economic value as well as cultural and political factors must be considered. The results indicated that the lowest GWP belongs to Mahyar and Borkhar irrigation areas, 0.24 kg m-3, and the highest is that of the Dez irrigation area, 0.81 kg m-3. The findings demonstrated that water management in the two irrigation areas is just efficient. The difference in the GWP of irrigation areas is due to variations in the cropping pattern, amount of crop productions, in addition to the effective factors in the water use efficiency in the irrigation areas.Keywords: Iran, Irrigation command area, Water productivity, Virtual water.

This paper seeks to support business leaders with a standpoint about the COVID-19 situation and provides implications for the SMEs (Small and Medium Enterprises) and companies. The paper reflects the author's view about the impact of COVID-19 on business activities. We discussed the impact of COVID-19 upon three aspects, namely, startups, SMEs, and e-commerce. The KSA is taken as an example of the developing countries about which we present the current situation. Finally, recommendations to policy and decision-makers are given.

According to dramatic growth of internet services, an easy and prompt service deployment has been important for internet service providers to successfully maintain time-to-market. Before global service deployment, they have to pay the big cost for service evaluation to make a decision of the proper system location, system scale, service delay and so on. But, intra-Lab evaluation tends to have big gaps in the measured data compared with the realistic situation, because it is very difficult to accurately expect the local service environment, network congestion, service delay, network bandwidth and other factors. Therefore, to resolve or ease the upper problems, we propose multiple cloud based GPES Broker system and use case that helps internet service providers to alleviate the above problems in beta release phase and to make a prompt decision for their service launching. By supporting more realistic and reliable evaluation information, the proposed GPES Broker system saves the service release cost and enables internet service provider to make a prompt decision about their service launching to various remote regions.

Abstract:
An optimisation method using both global and local optimisation is implemented to determine the flapping profile which will produce the most lift for an experimental wing-actuation system. The optimisation method is tested using a numerical quasi-steady analysis. Results of an optimised flapping profile show a 20% increase in lift generated as compared to flapping profiles obtained by high speed cinematography of a Sympetrum frequens dragonfly. Initial optimisation procedures showed 3166 objective function evaluations. The global optimisation parameters - initial sample size and stage one sample size, were altered to reduce the number of function evaluations. Altering the stage one sample size had no significant effect. It was found that reducing the initial sample size to 400 would allow a reduction in computational effort to approximately 1500 function evaluations without compromising the global solvers ability to locate potential minima. To further reduce the optimisation effort required, we increase the local solver’s convergence tolerance criterion. An increase in the tolerance from 0.02N to 0.05N decreased the number of function evaluations by another 20%. However, this potentially reduces the maximum obtainable lift by up to 0.025N.

Initiating networking and coordination functionalities primarily modify medical systems' security properties. Understanding the threats is a vital first step in ultimately crafting security solutions for such systems. The key to this problem is coming up with some common types of threats or attacks with those of security and privacy, and providing this information as a roadmap. This paper analyses the security issues in interoperability of devices and presents the main types of threats that have to be considered to build a secured system.

The phenomenon of global warming or climate change has led to many environmental issues including higher atmospheric temperatures, intense precipitation, increased greenhouse gaseous emissions and increased indoor discomfort. Studies have shown that bringing nature to the roof such as constructing green roof and implementing high-reflective roof may give positive impact in mitigating the effects of global warming and in increasing thermal comfort sensation inside buildings. However, no study has been conducted to compare both types of passive roof treatments in Malaysia in order to increase thermal comfort in buildings. Therefore, this study is conducted to investigate the effect of green roof and white painted roof as passive roof treatment in improving indoor comfort of Malaysian homes. This study uses an experimental approach in which the measurements of temperatures are conducted on the case study building. The measurements of outdoor and indoor environments were conducted on the flat roof with two different types of roof treatment that are green roof and white roof. A new stochastic algorithm called Probabilistic Global Search Johor (PGSJ) has recently been established for global optimization of nonconvex real valued problems on finite dimensional Euclidean space. In this paper we present convergence guarantee for this algorithm in probabilistic sense without imposing any more condition. Then, we jointly utilize this algorithm along with control parameterization technique for the solution of constrained optimal control problem. The numerical simulations are also included to illustrate the efficiency and effectiveness of the PGSJ algorithm in the solution of control problems.

Abstract:
This paper proposes a neural network weights and topology optimization using genetic evolution and the backpropagation training algorithm. The proposed crossover and mutation operators aims to adapt the networks architectures and weights during the evolution process. Through a specific inheritance procedure, the weights are transmitted from the parents to their offsprings, which allows re-exploitation of the already trained networks and hence the acceleration of the global convergence of the algorithm. In the preprocessing phase, a new feature extraction method is proposed based on Legendre moments with the Maximum entropy principle MEP as a selection criterion. This allows a global search space reduction in the design of the networks. This paper is proposing a method that provides more options for security. This research aims to improve network security by focusing on the physical layer which is the first layer of the OSI model. The layer consists of the basic networking hardware transmission technologies of a network. With the use of observation method, the research produces a schematic design for enhancing the network security through the gray code converter.

Abstract:
Surf is an increasingly popular sport and its performance evaluation is often qualitative. This work aims at using a smartphone to collect and analyze the GPS and inertial sensors data in order to obtain quantitative metrics of the surfing performance. Two approaches are compared for detection of wave rides, computing the number of waves rode in a surfing session, the starting time of each wave and its duration. The first approach is based on computing the velocity from the Global Positioning System (GPS) signal and finding the velocity thresholds that allow identifying the start and end of each wave ride. The second approach adds information from the Inertial Measurement Unit (IMU) of the smartphone, to the velocity thresholds obtained from the GPS unit, to determine the start and end of each wave ride. The two methods were evaluated using GPS and IMU data from two surfing sessions and validated with similar metrics extracted from video data collected from the beach. The second method, combining GPS and IMU data, was found to be more accurate in determining the number of waves, start time and duration. This paper shows that it is feasible to use smartphones for quantification of performance metrics during surfing. In particular, detection of the waves rode and their duration can be accurately determined using the smartphone GPS and IMU.

Recently PM-10 has become a social and global issue. It is one of major air pollutants which affect human health. Therefore, it needs to be forecasted rapidly and precisely. However, PM-10 comes from various emission sources, and its level of concentration is largely dependent on meteorological and geographical factors of local and global region, so the forecasting of PM-10 concentration is very difficult. Neural network model can be used in the case. But, there are few cases of high concentration PM-10. It makes the learning of the neural network model difficult. In this paper, we suggest a simple input balancing method when the data distribution is uneven. It is based on the probability of appearance of the data. Experimental results show that the input balancing makes the neural networks’ learning easy and improves the forecasting rates.

The prediction of meteorological parameters at a meteorological station is an interesting and open problem. A firstorder linear dynamic model GM(1,1) is the main component of the grey system theory. The grey model requires only a few previous data points in order to make a real-time forecast. In this paper, we consider the daily average ambient temperature as a time series and the grey model GM(1,1) applied to local prediction (short-term prediction) of the temperature. In the same case study we use a fuzzy predictive model for global prediction. Abstract:
In this paper, we examine the relationship between human capital, personal wealth and social capital to explain the differences in start-up rates between female and male entrepreneurs. Since our dependent variable is dichotomous, we examine the determinants of these using a maximum likelihood logit estimator. We used the Global Entrepreneurship Monitor database covering the period 2006 to 2009 with 421 usable cases drawn from the Lower Layer Super Output Areas in East Midlands in the United Kingdom. We found evidence indicating that a female positively moderates the positive relationships between indicators of human capital and personal wealth with start-up activity. The findings have implications for programs, policies, and practices to encourage more females to engage in start-up activity.

There is limited evidence from various countries about the possible impact of various criteria to be used to determine the scope of the IFRS for SMEs issued in 2009 and, research is needed in this area. We provide evidence from Romania, an emerging economy member of the European Union. The aim of this paper is to analyze in a local setting if size is a relevant factor for deciding between local and global standards for SMEs. Our results indicate that size is a moderate indicator of the existence of possible users interested in financial statements and that there is a difference between the scopes of the standard determined on various criteria.. Also, we suggest that the international exposure is quite reduced in the case of SMEs, but is sufficient to suggest that at least some SMEs would benefit from international comparability of financial statementsKeywords: SMEs, IFRS for SMEs, accounting regulation, entity's size.

Abstract:
This paper compares the multipath mitigation performance of code correlation reference waveform receivers with variable and fixed window width, for binary offset carrier and multiplexed binary offset carrier signals typically used in global navigation satellite systems. In the variable window width method, such width is iteratively reduced until the distortion on the discriminator with multipath is eliminated. This distortion is measured as the Euclidean distance between the actual discriminator (obtained with the incoming signal), and the local discriminator (generated with a local copy of the signal). The variable window width have shown better performance compared to the fixed window width. In particular, the former yields zero error for all delays for the BOC and MBOC signals considered, while the latter gives rather large nonzero errors for small delays in all cases. This study focuses on emission of black carbon (BC) from field open burning of corn residues. Real-time BC concentration was measured by Micro Aethalometer from field burning and simulated open burning in a chamber (SOC) experiments. The average concentration of BC was 1.18±0.47 mg/m3 in the field and 0.89±0.63 mg/m3 in the SOC. The deduced emission factor from field experiments was 0.50±0.20 gBC/kgdm, and 0.56±0.33 gBC/kgdm from SOC experiment, which are in good agreement with other studies. In 2007, the total burned area of corn crop was 8,000 ha, resulting in an emission load of BC 20 ton corresponding to 44.5 million kg CO2 equivalent. Therefore, the control of open burning in corn field represents a significant global warming reduction option.Keywords: Black carbon, corn field residues, global warming, mitigation option

Abstract:
Wireless Mesh Networking is a promising proposal for broadband data transmission in a large area with low cost and acceptable QoS. These features- trade offs in WMNs is a hot research field nowadays. In this paper a mathematical optimization framework has been developed to maximize throughput according to upper bound delay constraints. IEEE 802.11 based infrastructure backhauling mode of WMNs has been considered to formulate the MINLP optimization problem. Abstract:
Basel III (or the Third Basel Accord) is a global regulatory standard on bank capital adequacy, stress testing and market liquidity risk agreed upon by the members of the Basel Committee on Banking Supervision in 2010-2011, and scheduled to be introduced from 2013 until 2018. Basel III is a comprehensive set of reform measures. These measures aim to; (1) improve the banking sector-s ability to absorb shocks arising from financial and economic stress, whatever the source, (2) improve risk management and governance, (3) strengthen banks- transparency and disclosures. Similarly the reform target; (1) bank level or micro-prudential, regulation, which will help raise the resilience of individual banking institutions to periods of stress. (2) Macro-prudential regulations, system wide risk that can build up across the banking sector as well as the pro-cyclical implication of these risks over time. These two approaches to supervision are complementary as greater resilience at the individual bank level reduces the risk system wide shocks. Macroeconomic impact of Basel III; OECD estimates that the medium-term impact of Basel III implementation on GDP growth is in the range -0,05 percent to -0,15 percent per year. On the other hand economic output is mainly affected by an increase in bank lending spreads as banks pass a rise in banking funding costs, due to higher capital requirements, to their customers. Consequently the estimated effects on GDP growth assume no active response from monetary policy. Basel III impact on economic output could be offset by a reduction (or delayed increase) in monetary policy rates by about 30 to 80 basis points. The aim of this paper is to create a framework based on the recent regulations in order to prevent financial crises. Thus the need to overcome the global financial crisis will contribute to financial crises that may occur in the future periods. In the first part of the paper, the effects of the global crisis on the banking system examine the concept of financial regulations. In the second part; especially in the financial regulations and Basel III are analyzed. Abstract:
Climate change and poverty are global issues which cannot be waved aside in welfare of the ever increasing population. The causes / consequences are far more elaborate in developing countries, including Nigeria, which poses threats to the existence of man and his environment. The dominant role of agriculture makes it obvious that even minor climate deteriorations can cause devastating socio-economic consequences. Policies to curb the climate change by reducing the consumption of fossil fuels like oil, gas or carbon compounds have significant economical impacts on the producers/suppliers of these fuels. Thus a unified political narrative that advances both agendas is needed, because their components of an environmental coin that needs to be addressed. The developed world should maintain a low-carbon growth & real commitment of 0.7% of gross national income, as aid to developing countries & renewable energy approach should be emphasized, hence global poverty combated.

Abstract:
This paper examines essential issues relating to the rise and nature of violent extremism involving non-state actors and groups in the early 21st century. The global trends in terrorism and violent extremism are examined in relation to Western governments’ counter terror operations. The paper analyses the existing legal framework for fighting violent extremism and terrorism and highlights the inherent limitations of the current International Law of War in dealing with the growing challenges posed by terrorists and violent extremist groups. The paper discusses how terrorist groups use civilians, women and children as tools and weapon of war to fuel their campaign of terror and suggests ways in which the international community could deal with the challenge of fighting terrorist groups without putting civilians, women and children in harm way. The paper emphasises the need to uphold human rights values and respect for the law of war in our response to global terrorism. The paper poses the question as to whether the current legal framework for dealing with terrorist groups is sufficient without contravening the essential provisions and ethos of the International Law of War and Human Rights. While the paper explains how terrorist groups flagrantly disregard the rule of law and disrespect human rights in their campaign of terror, it also notes instances in which the current Western strategy in fighting terrorism may be viewed or considered as conflicting with human rights and international law.Keywords: Terrorism, law of war, international law, violent extremism.
