672 Synergies between Physical and Electronic Developments: A Case Study of Taipei City

Abstract:

It is claimed that a new style of urban planning and policy intertwined with ICT is emerging and urban planning and ICT policy are no longer considered as separate disciplines. The interactions between electronic spaces and urban spaces are so complex and uncertain that confront urban planners and policy makers with great challenges. However, the assumption about the relationship between ICT and urban planning is mainly based on North American and European experiences. In the light of empirical evidence from Taipei City, this paper shows that this new type of urban planning and policy intertwined with ICT has existed in Asian city for a decade as well. Based on these results, this paper further reviews how the Taipei City government implements this new type of urban ICT planning and the validity and realism of its underlying assumptions. Finally, it also explores the extent to which urban ICT planning could promote positive synergies between physical and electronic developments.

671 Development of a Novel Pneumatic Hybrid Engine

Abstract:

Although electrical motors are still the main devices used in vehicular exhaust comprises more than 95 percent of the air pollution in Taiwan's largest city, Taipei. On average, all commuters in Taipei travel 13.6 km daily, while motorcycle commuters travel 12.2 km. The convenience and mobility of motorcycles makes them irreplaceable in Taiwan city traffic but they add significantly to air pollution problems. In order to improve air pollution conditions, some new types of vehicles have been proposed, such as fuel cell driven and hybrid energy vehicles. In this study, we develop a model pneumatic hybrid motorcycle system and simulate its acceleration and mileage (km/L) performance. The results show that the pneumatic hybrid motorcycle can improve efficiency.

670 A Study of the Adaptive Reuse for School Land Use Strategy: An Application of the Analytic Network Process and Big Data

Abstract:

In today's popularity and progress of information technology, the big data set and its analysis are no longer a major conundrum. Now, we could not only use the relevant big data to analysis and emulate the possible status of urban development in the near future, but also provide more comprehensive and reasonable policy implementation basis for government units or decision-makers via the analysis and emulation results as mentioned above. In this research, we set Taipei City as the research scope, and use the relevant big data variables (e.g., population, facility utilization and related social policy ratings) and Analytic Network Process (ANP) approach to implement in-depth research and discussion for the possible reduction of land use in primary and secondary schools of Taipei City. In addition to enhance the prosperous urban activities for the urban public facility utilization, the final results of this research could help improve the efficiency of urban land use in the future. Furthermore, the assessment model and research framework established in this research also provide a good reference for schools or other public facilities land use and adaptive reuse strategies in the future.

669 Analysis of Creative City Indicators in Isfahan City, Iran

Abstract:

This paper investigates the indices of a creative city in Isfahan. Its main aim is to evaluate quantitative status of the creative city indices in Isfahan city, analyze the dispersion and distribution of these indices in Isfahan city. Concerning these, this study tries to analyze the creative city indices in fifteen area of Isfahan through secondary data, questionnaire, TOPSIS model, Shannon entropy and SPSS. Based on this, the fifteen areas of Isfahan city have been ranked with 12 factors of creative city indices. The results of studies show that fifteen areas of Isfahan city are not equally benefiting from creative indices and there is much difference between the areas of Isfahan city.

668 Temperature Control & Comfort Level of Elementary School Building with Green Roof in New Taipei City, Taiwan

Abstract:

To mitigate the urban heat island effect has become a global issue when we are faced with the challenge of climate change. Through literature review, plant photosynthesis can reduce the carbon dioxide and mitigate the urban heat island effect to a degree. Because there are not enough open space and parks, green roof has become an important policy in Taiwan. We selected elementary school buildings in northern New Taipei City as research subjects since elementary schools are asked with priority to build green roof and important educational place to promote green roof concept. Testo175-H1 recording device was used to record the temperature and humidity differences between roof surface and interior space below roof with and without green roof in the long-term. We also use questionnaires to investigate the awareness of comfort level of green roof and sensation of teachers and students of the elementary schools. The results indicated that the temperature of roof without greening was higher than that with greening by about 2°C. But sometimes during noontime, the temperature of green roof was higher than that of non-green roof probably because of the character of the accumulation and dissipation of heat of greening. The temperature of the interior space below green roof was normally lower than that without green roof by about 1°C, showing that green roof could lower the temperature. The humidity of the green roof was higher than the one without greening also indicated that green roof retained water better. Teachers liked to combine green roof concept in the curriculum, and students wished all classes can take turns to maintain the green roof. Teachers and students whose school had integrated green roof concept in the curriculum were more willing to participate in the maintenance work of green roof. Teachers and students who may have access to and touch the green roof can be more aware of the green roof benefit. We suggest architects to increase the accessibility and visibility of green roof, such as use it as a part of the activity space. This idea can be a reference to the green roof curriculum design.

667 How to Win Passengers and Influence Motorists? Lessons Learned from a Comparative Study of Global Transit Systems

Abstract:

Due to the call of global warming effects, city planners aim at actions for reducing carbon emission. One of the approaches is to promote the usage of public transportation system toward the transit-oriented-development. For example, rapid transit system in Taipei city and Kaohsiung city are opening. However, until November 2008 the average daily patronage counted only 113,774 passengers at Kaohsiung MRT systems, much less than which was expected. Now the crucial questions: how the public transport competes with private transport? And more importantly, what factors would enhance the use of public transport? To give the answers to those questions, our study first applied regression to analyze the factors attracting people to use public transport around cities in the world. It is shown in our study that the number of MRT stations, city population, cost of living, transit fare, density, gasoline price, and scooter being a major mode of transport are the major factors. Subsequently, our study identified successful and unsuccessful cities in regard of the public transport usage based on the diagnosis of regression residuals. Finally, by comparing transportation strategies adopted by those successful cities, our conclusion stated that Kaohsiung City could apply strategies such as increasing parking fees, reducing parking spaces in downtown area, and reducing transfer time by providing more bus services and public bikes to promote the usage of public transport.

666 Importance of E-Participation by U-Society in the Development of the U-City

Abstract:

This paper is to reveal developments in the areas of urban technology in Malaysia. Developments occur intend to add value intelligent city development to the ubiquitous city (U-city) or smart city. The phenomenon of change is called the development of post intelligent cities. U-City development discourse is seen from the perspective of the philosophy of the virtuous city organized by al-Farabi. The prosperity and perfection of a city is mainly caused by human personality factors, as well as its relationship with material and technological aspects of the city. The question is, to what extent to which human factors are taken into account in the concept of U-City as an added value to the intelligent city concept to realize the prosperity and perfection of the city? Previously, the intelligent city concept was developed based on global change and ICT movement, while the U-city added value to the development of intelligent cities and focused more on the development of information and communications technology (ICT). Value added is defined as the use of fiber optic technology that is wired to the use of wireless technology, such as wireless broadband. In this discourse, the debate on the concept of U-City is to the symbiosis between the U-City and the importance of local human e-participation (U-Society) for prosperity. In the context of virtuous city philosophy, it supports the thought of symbiosis so the concept of U-City can achieve sustainability, prosperity and perfection of the city.

665 Stack Ventilation for an Office Building with a Multi-Story Atrium

Abstract:

This study examines the stack ventilation performance of an office building located in Taipei, Taiwan. Atriums in this building act as stacks that facilitate buoyancy-driven ventilation. Computational Fluid Dynamic (CFD) simulations are used to identify interior airflow patterns, and then used these patterns to assess the building’s heat expulsion efficiency. Ambient temperatures of 20°C were adopted as the typical seasonal spring temperature range in Taipei. Further, “zero-wind” conditions are established to ensure simulation results reflected only the buoyancy effect. After checking results against neutral pressure level (NPL) level, airflow, air velocity, and indoor temperature stratification, the lower stack is modified to reduce the NPL in order to remove heat accumulated on the top floor.

664 From Ritual City to Modern City: The City Space Transformation of Xi’an in the Early 20th Century

Abstract:

The urban layout of Xi’an city (the capital Chang’an in the Tang dynasty) was shaped by feudal etiquette, but this dominant factor was replaced by modern city planning during the period of the Republic of China. This makes Xi’an a representative case to explore the transformation process of Chinese cities in the early 20th century. By analyzing the contrast and connection between the historical texts of city planning and the realistic construction activities recorded by the maps and images, this paper reviews the transformation process of the urban space of Xi’an in the early 20th century and divides it into four phases according to important events that significantly impacted planning and construction activities. Based on this, the entire transformation of Xi’an’s city planning and practices can be characterized by three aspects: 1) the dominant force of the city plan and construction changed with the establishment of modern city administrations; 2) the layout of the city was continuously broadened to meet the demand of modern economy and city life; and, 3) the ritual space was transformed into practical space for commercial and recreational activities.

663 Comparison of the Garden City Conceptand Green Belt Concept in Major Asian and Oceanic Cities

Abstract:

The purpose of this study is to review representative cases of green space development in order to compare the Garden City concept and Green Belt concept as applied and to examine its direction in major Asian and Oceanic cities. The results of previous studies and this study show that there are two major directions in such green-oriented city planning. One direction is toward Multi-Regional Development, and the other focuses on an Environmentally Symbiotic City based on the Garden City concept. In large cities and the suburbs where extremely strong pressure to urbanize makes it impossible to keep Green Belts, it is essential to strictly control land use and adopt the Garden City concept to conserve the urban environment.

662 Possibilities of Delimitation of City Centers Using GIS

Abstract:

The article describes problems of city centers with regard to possibilities of their delimitation in a GIS environment. First the definitions and delimitations of a city centre which are in use are mentioned, furthermore a chosen case study (the historical centre of Olomouc city in the Czech Republic) is employed to describe the methods of delimitation in use. In addition to describing the current state, the article also deals with possibilities of delimitation of a city centre in GIS environment by means of several chosen approaches. The authors describe, compare and discuss the chosen methods and assess the achieved results and also applicability of the designed methods for other cities.

661 Street Network in Bandung City, Indonesia: Comparison between City Center and New Commercial Area

Abstract:

Bandung city center can be deemed as economic, social and cultural center. However the city center suffers from deterioration. The retail activities tend to shift outward the city center. Numerous idyllic residences changed into business premises in two villages situated in the north part of the city during 1990s, especially after a new highway and flyover opened. According to space syntax theory, the pattern of spatial integration in the urban grid is a prime determinant of movement patterns in the system. The syntactic analysis results show the flyover has insignificant influence on street network in the city center. However the flyover has been generating a major difference in the new commercial area since it has become relatively as strategic as the city center. Besides street network, local government policy, rapid private motorization and particular condition of each site also played important roles in encouraging the current commercial areas to flourish.

In this paper some subjects such as the history of Shovadan, its elements and effective factors in the formation of Shovadan in Dezfool city are discussed.

659 Accelerating the Uptake of Smart City Applications through Cloud Computing

Abstract:

Smart cities are high on the political agenda around the globe. However, planning smart cities and deploying applications dealing with the complex problems of the urban environment is a very challenging task that is difficult to be undertaken solely by the cities. We argue that the uptake of smart city strategies is facilitated, first, through the development of smart city application repositories allowing re-use of already developed and tested software, and, second, through cloud computing which disengages city authorities from any resource constraints, technical or financial, and has a higher impact and greater effect at the city level The combination of these two solutions allows city governments and municipalities to select and deploy a large number of applications dedicated to different city functions, which collectively could create a multiplier effect with a greater impact on the urban environment.

658 Influence Analysis of Macroeconomic Parameters on Real Estate Price Variation in Taipei, Taiwan

Abstract:

It is well known that the real estate price depends on a lot of factors. Each house current value is dependent on the location, room number, transportation, living convenience, year and surrounding environments. Although, there are different experienced models for housing agent to estimate the price, it is a case by case study without overall dynamic variation investigation. However, many economic parameters may more or less influence the real estate price variation. Here, the influences of most macroeconomic parameters on real estate price are investigated individually based on least-square scheme and grey correlation strategy. Then those parameters are classified into leading indices, simultaneous indices and laggard indices. In addition, the leading time period is evaluated based on least square method. The important leading and simultaneous indices can be used to establish an artificial intelligent neural network model for real estate price variation prediction. The real estate price variation of Taipei, Taiwan during 2005 ~ 2017 are chosen for this research data analysis and validation. The results show that the proposed method has reasonable prediction function for real estate business reference.

657 Exploring the Relationships among Shopping Motivation, Shopping Behavior, and Post- Purchasing Behavior of Mainland Tourists toward Taipei Night Markets

Abstract:

The consumption capability of people in China has been a big issue to tourism business. Due to the increasing of China tourists, Taiwan-s government rescinded the category of people in China and opened up the non-stopped airline from China to Taiwan. The “one-day traveling style between China and Taiwan" has formed, hoping to bring business to Taiwan. Night market, which shows foreigners the very local character of Taiwan, contains various merchandise for consumers to purchase. With the increasing numbers of non-stopped airline, visiting Taiwan-s night markets has also been one of major activities to China-s tourists. The purpose of the present study is to understand the consumer behavior of China tourists in tourist night markets in Taipei and analyze that if their shopping motives cause the different shopping behaviors and post-purchase satisfaction and revisiting intention. The results reveled that for the China tourists, the motives of significant influence to the shopping behaviors. Also, the shopping behaviors significant influence to the whole satisfaction and the whole satisfaction significant influence to post-purchase behavior.

656 Evaluation of Urban Land Development Direction in Kabul City, Afghanistan

Abstract:

Kabul, the capital and largest city in Afghanistan has been experiencing a massive population expansion and fast economic development in last decade, in which urban land has increasingly expanded and formed a high informal development territory in the city. This paper investigates the urban land development direction based on the integrated urbanization trends in Kabul city since the last and the fastest ever urban land growth period (1999-2008), which is parallel with the establishment of the new government in Afghanistan. Considering the existing challenges in terms of informal settlements, squatter settlements, the population expansion of the city, and fast economic development, as well as the huge influx of returning refugees from neighboring countries, and the sprawl direction of urbanization of the Kabul city urban fringes, this research focuses on the possible urban land development direction and trends for the city. The paper studies the feasible future land development direction of Kabul city in the northern part called Shamali basin, in which district 17 is the gateway for future development. The area has much developable area including eight districts of Kabul province, and the vast area of Parwan and Kapisa provinces. The northern area of the Kabul city generally has favorable conditions for further urbanization from the city. It is a large and relatively flat area of area in the northern part of Kabul city, with ample water resources available from the Panjshir basin as a base principle of land development direction in the area.

655 Functional Zoning Analysis of Suburban Area of Krasnoyarsk City

Suburban area is an important area to the development of a city and a country. Russias economy is going through major transitions. These transitions are rapidly changing the relationship between cities (urban areas), countryside (rural areas) and the development, growth, and popularity of suburbia. The process of suburbanization takes place in biggest cities of Russia, including Krasnoyarsk City. The modern Krasnoyarsk with a population of about 1mln people occupies the territory of 34115 ha. This article examines the analysis of functions of suburban area and connects these functions with zoning of the suburban territory. The author uses the method of hierarchy to select the best conditions to each function in connection with nature component, transportation and distance from the city. The result of this research is the map of the functional zoning of suburban area of Krasnoyarsk City. 654 Analysis of Impact of Land Use Regulations against Urban Spatial Structure - Centering around Shiheung City

Abstract:

In this paper, we analyzed the pattern of urban spatial structure of Siheung City that had been divided into two parts and presented alternative plans in order to get rid of these phenomena. Concerning patterns of urban spatial structure, we examined it through means of analyzing status of land use, population density and distribution of residence, status of distribution of main facilities, medical facilities, status of distribution of cultural facilities, distribution of land prices and traffic volume trends. The results of study revealed that status of facilities distribution and distribution of land prices, etc. were bisected by the surrounding area of former municipal office and the district of Sihwa, which were both regarded as one apex of the city divide, forming a duo-centric city. In order to get rid of this problem concerned with urban spatial structure that has been bisected, it is required that measures in order to expand facilities in Siheung City should be taken.

653 A Review on Development of Historical City Center and Revitalization Process in Isfahan/Iran

The need to protect our cultural heritage was stressed on revitalization of historical city centers in communities. The main aim of this research is to attract finance and activities to the historical city centers through the citizens and municipalities participation while cities expanded their boundaries toward suburban areas. Today the main problems which facing to the most historical city centers, is loss of their centrality through effect of urbanization on any point of the cities which is the most important issue on neglect and abandonment of the historical central area by decentralizing living, commerce and public areas. This article evaluate the ways in which city center revitalization can be effect on vitality and viability of the central area in case of Naghshe Jahan square which situated at the center of Isfahan city, Iran. Constructed between 1598 and 1629, it is now an important historical site, and one of UNESCO's World Heritage Sites.

652 Comparative Study of Ecological City Criteria in Traditional Iranian Cities

Abstract:

Many urban designers and planners have been involved in the design of environmentally friendly or nature adaptable urban development models due to increase in urban populations in the recent century, limitation on natural resources, climate change, and lack of enough water and food. Ecological city is one of the latest models proposed to accomplish the latter goal. In this work, the existing establishing indicators of the ecological city are used regarding energy, water, land use and transportation issues. The model is used to compare the function of traditional settlements of Iran. The result of investigation shows that the specifications and functions of the traditional settlements of Iran fit well into the ecological city model. It is found that the inhabitants of the old cities and villages in Iran had founded ecological cities based on their knowledge of the environment and its natural opportunities and limitations.

651 Using Reuse Water for Irrigation Green space of Naein City

Abstract:

Since water resources of desert Naein City are very limited, a approach which saves water resources and meanwhile meets the needs of the greenspace for water is to use city-s sewage wastewater. Proper treatment of Naein-s sewage up to the standards required for green space uses may solve some of the problems of green space development of the city. The present paper closely examines available statistics and information associated with city-s sewage system, and determines complementary stages of sewage treatment facilities of the city. In the present paper, population, per capita water use, and required discharge for various greenspace pieces including different plants are calculated. Moreover, in order to facilitate the application of water resources, a Crude water distribution network apart from drinking water distribution network is designed, and a plan for mixing municipal wells- water with sewage wastewater in proposed mixing tanks is suggested. Hence, following greenspace irrigation reform and complementary plan, per capita greenspace of the city will be increased from current amount of 13.2 square meters to 32 square meters.

Some of the problems include: an overall lack of capacity, lack of quality and choice, severe traffic congestions and insufficient fund to renew and repair vehicles. Generally, the comfort and quality of the city bus is poor, and many of the vehicles are dilapidated and dirty. Surveys were carried out in the city of Yogyakarta, by counting city bus vehicles and occupancies, interviewing the bus passengers, drivers and institutional staffs, who involve in public transport management. This paper will then analyze the possible plan to develop the public transport system to become more attractive and to improve the public transport management. The short, medium and long term plans are analyzed, to find the best solutions. Some constraints such as social impacts and financial impact are also taken into accounts.

649 The Fuel Consumption and Non Linear Model Metropolitan and Large City Transportation System

Abstract:

The national economy development affects the vehicle ownership which ultimately increases fuel consumption. The rise of the vehicle ownership is dominated by the increasing number of motorcycles. This research aims to analyze and identify the characteristics of fuel consumption, the city transportation system, and to analyze the relationship and the effect of the city transportation system on the fuel consumption. A multivariable analysis is used in this study. The data analysis techniques include: a Multivariate Multivariable Analysis by using the R software. More than 84% of fuel on Java is consumed in metropolitan and large cities. The city transportation system variables that strongly effect the fuel consumption are population, public vehicles, private vehicles and private bus. This method can be developed to control the fuel consumption by considering the urban transport system and city tipology. The effect can reducing subsidy on the fuel consumption, increasing state economic.

648 Using Data from Foursquare Web Service to Represent the Commercial Activity of a City

Abstract:

This paper aims to represent the commercial activity of a city taking as source data the social network Foursquare. The city of Murcia is selected as case study, and the location-based social network Foursquare is the main source of information. After carrying out a reorganisation of the user-generated data extracted from Foursquare, it is possible to graphically display on a map the various city spaces and venues especially those related to commercial, food and entertainment sector businesses. The obtained visualisation provides information about activity patterns in the city of Murcia according to the people‘s interests and preferences and, moreover, interesting facts about certain characteristics of the town itself.

647 Process of Revitalization of the City Centers in Poland: The Problem of Cooperation between Sectors

Abstract:

Contemporary city is a subject to rapid economic and social changes. Therefore, it requires an active policy designed to meet the diverse needs of their residents, build competitive position and capacity to compete with other cities. Competitiveness of cities depends largely on their resources but also to a large extent, on the policies and performance of local authorities. Cooperation with social sector also plays an important role, as it affects the use of resources and builds an advantage over other cities. The subject of this article is city's contemporary problems of development with particular emphasis on central areas. This issue is a starting point for reflection on the process of urban regeneration in medium size cities in Poland, as well as cooperation between various actors and their roles in the revitalization processes of Polish cities' centers.

Along with large population and great demands for urban development, Hong Kong serves as a typical high-density city with multiple altitudes, advanced three-dimensional traffic system, rich city open space, etc. This paper contributes to analyzing its complex urban form and evolution mechanism from three aspects of view, separately as time, space and buildings. Taking both horizontal and vertical dimension into consideration, this paper provides a perspective to explore the fascinating process of growing and space folding in the urban form of high-density city, also as a research reference for related high-density urban design.

645 Transformation of the Traditional Landscape of Kabul Old City: A Study for Its Conservation

Abstract:

This study investigates the transformation of the traditional landscape of Kabul Old City through an examination of five case study areas. Based on physical observation, three types of houses are found: traditional, mixed and modern. Firstly, characteristics of the houses are described according to construction materials and the number of stories. Secondly, internal and external factors are considered in order to implement a conservation plan. Finally, an adaptive conservation plan is suggested to protect the traditional landscape of Kabul Old City.

644 Urban Reforms of Tanzimat: Early Urbanization and Transportation Practices in The Formation Process of Turkish Reconstruction System(1839-1908) in Bursa The First Capital City of Ottoman Empire

Abstract:

Bursa, since the establishment of the Ottoman Empire, being on the important trade roads and having a capital accumulation as a result of silk production, was one of the first cities of modernization activities applied. Bursa maintained its importance even during the Republican Period and became one of the most important cities of the country and today is the fourth biggest and the industrialized city in Turkey. Social, political, economical and cultural changes occured with the reforms starting with the 1839 Edict of Tanzimat that aimed at modernizing the society and the government and centralizing the political power began in the Ottoman Empire. After the Tanzimat Reforms transformation of the city changed and planning processes began in Bursa according to the vision of Governors. The theresholds of the city are very important data for a sustainable planning for the city planners. Main aim of this study is to investigate the changes and transformations of the city according to the changes in the socio-economical and cultural properties for the city planners.

643 Liveability of Kuala Lumpur City Centre: An Evaluation of the Happiness Level of the Streets- Activities

Abstract:

Liveable city is referred to as the quality of life in an area that contributes towards a safe, healthy and enjoyable place. This paper discusses the role of the streets- activities in making Kuala Lumpur a liveable city and the happiness level of the residents towards the city-s street activities. The study was conducted using the residents of Kuala Lumpur. A mixed method technique is used with the quantitative data as a main data and supported by the qualitative data. Data were collected using questionnaires, observation and also an interview session with a sample of residents of Kuala Lumpur. The sampling technique is based on multistage cluster data sampling. The findings revealed that, there is still no significant relationship between the length of stay of the resident in Kuala Lumpur with the happiness level towards the street activities that occurred in the city.
