1242 Big Data: Concepts, Technologies and Applications in the Public Sector

Abstract:
Big Data (BD) is associated with a new generation of technologies and architectures which can harness the value of extremely large volumes of very varied data through real time processing and analysis. It involves changes in (1) data types, (2) accumulation speed, and (3) data volume. This paper presents the main concepts related to the BD paradigm, and introduces architectures and technologies for BD and BD sets. The integration of BD with the Hadoop Framework is also underlined. BD has attracted a lot of attention in the public sector due to the newly emerging technologies that allow the availability of network access. The volume of different types of data has exponentially increased. Some applications of BD in the public sector in Romania are briefly presented.

Abstract:
Intercropping is one of the sustainable agricultural factors. The SPAD meter can be used to predict nitrogen index reliably, it may also be a useful tool for assessing the relative impact of weeds on crops. In order to study the effect of weeds on SPAD in corn (Zea mays L.), sweet basil (Ocimum basilicum L.) and borage (Borago officinalis L.) in intercropping system, a factorial experiment was conducted in three replications in 2011. Experimental factors were included intercropping of corn with sweet basil and borage in different ratios (100:0, 75:25, 50:50, 25:75 and 0:100 corn: borage or sweet basil) and weed infestation (weed control and weed interference). The results showed that intercropping of corn with sweet basil and borage increased the SPAD value of corn compare to monoculture in weed interference condition. Sweet basil SPAD value in weed control treatments (43.66) was more than weed interference treatments (40.17). Corn could increase the borage SPAD value compare to monoculture in weed interference treatments.Keywords: Borage, Sweet basil, SPAD, Weed Infestation

Abstract:
In This paper, the behavior of eccentric braced frame (EBF) is studied with replacing friction damper (FD) in confluence of these braces, in 5 and 10-storey steel frames. For FD system, the main step is to determine the slip load. For this reason, the performance indexes include roof displacement, base shear, dissipated energy and relative performance should be investigated. In nonlinear dynamic analysis, the response of structure to three earthquake records has been obtained and the values of roof displacement, base shear and column axial force for FD and EBF frames have been compared. The results demonstrate that use of the FD in frames, in comparison with the EBF, substantially reduces the roof displacement, column axial force and base shear. The obtained results show suitable performance of FD in higher storey structure in comparison with the EBF.Keywords: Friction Damper (FD), Slip Load, Nonlinear Dynamic Analysis, Performance Index.

Abstract:
This paper presents the techniques for voltage control in distribution system. It is integrated in the distribution management system. Voltage is an important parameter for the control of electrical power systems. The distribution network operators have the responsibility to regulate the voltage supplied to consumer within statutory limits. Traditionally, the On-Load Tap Changer (OLTC) transformer equipped with automatic voltage control (AVC) relays is the most popular and effective voltage control device. A static synchronous compensator (STATCOM) may be equipped with several controllers to perform multiple control functions. Static Var Compensation (SVC) is regulation slopes and available margins for var dispatch. The voltage control in distribution networks is established as a centralized analytical function in this paper.

Abstract:
Cooperative spectrum sensing is a crucial challenge in cognitive radio networks. Cooperative sensing can increase the reliability of spectrum hole detection, optimize sensing time and reduce delay in cooperative networks. In this paper, an efficient central capacity optimization algorithm is proposed to minimize cooperative sensing time in a homogenous sensor network using OR decision rule subject to the detection and false alarm probabilities constraints. The evaluation results reveal significant improvement in the sensing time and normalized capacity of the cognitive sensors.Keywords: Cooperative networks, normalized capacity, sensing time.

Abstract:
The aim of this study is to predict breast cancer and to construct a supportive model that will stimulate a more reliable prediction as a factor that is fundamental for public health. In this study, we utilize general regression neural networks (GRNN) to replace the normal predictions with prediction periods to achieve a reasonable percentage of confidence. The mechanism employed here utilises a machine learning system called conformal prediction (CP), in order to assign consistent confidence measures to predictions, which are combined with GRNN. We apply the resulting algorithm to the problem of breast cancer diagnosis. The results show that the prediction constructed by this method is reasonable and could be useful in practice.

Abstract:
The world is in need of efficient energy conversion technologies which are affordable, accessible, and sustainable with eco-friendly nature. Solar energy is one of the cornerstones for the world’s economic growth because of its abundancy with zero carbon pollution. Among the various solar energy conversion technologies, solar thermal technology has attracted a substantial renewed interest due to its diversity and compatibility in various applications. Solar thermal systems employ concentrators, tracking systems and heat engines for electricity generation which lead to high cost and complexity in comparison with photovoltaics; however, it is compatible with distinct thermal energy storage capability and dispatchable electricity which creates a tremendous attraction. Apart from that, employing cost-effective solar selective receiver tube in a concentrating solar thermal (CST) system improves the energy conversion efficiency and directly reduces the cost of technology. In addition, the development of solar receiver tubes by low cost methods which can offer high optical properties and corrosion resistance in an open-air atmosphere would be beneficial for low and medium temperature applications. In this regard, our work opens up an approach which has the potential to achieve cost-effective energy conversion. We have developed a highly selective tandem absorber coating through a facile wet chemical route by a combination of chemical oxidation, sol-gel, and nanoparticle coating methods. The developed tandem absorber coating has gradient refractive index nature on stainless steel (SS 304) and exhibited high optical properties (α ≤ 0.95 & ε ≤ 0.14). The first absorber layer (Cr-Mn-Fe oxides) developed by controlled oxidation of SS 304 in a chemical bath reactor. A second composite layer of ZrO2-SiO2 has been applied on the chemically oxidized substrate by So-gel dip coating method to serve as optical enhancing and corrosion resistant layer. Finally, an antireflective layer (MgF2) has been deposited on the second layer, to achieve > 95% of absorption. The developed tandem layer exhibited good thermal stability up to 250 °C in open air atmospheric condition and superior corrosion resistance (withstands for > 200h in salt spray test (ASTM B117)). After the successful development of a coating with targeted properties at a laboratory scale, a prototype of the 1 m tube has been demonstrated with excellent uniformity and reproducibility. Moreover, it has been validated under standard laboratory test condition as well as in field condition with a comparison of the commercial receiver tube. The presented strategy can be widely adapted to develop highly selective coatings for a variety of CST applications ranging from hot water, solar desalination, and industrial process heat and power generation. The high-performance, cost-effective medium temperature receiver tube technology has attracted many industries, and recently the technology has been transferred to Indian industry.

Abstract:
Geotechnical study for evaluating soil or rock permeability is a highly important parameter. Permeability values for rock formations are more difficult for determination than soil formation as it is an effect of the rock quality and its fracture values. In this research, the prediction of in situ permeability of limestone rock formations was predicted. The limestone rock permeability was evaluated using Lugeon tests (in-situ packer permeability). Different sites which spread all over the Riyadh region of Saudi Arabia were chosen to conduct our study of predicting the in-situ permeability of limestone rock. Correlations were deducted between the values of in-situ permeability of the limestone rock with the value of the rock quality designation (RQD) calculated during the execution of the boreholes of the study areas. The study was performed for different ranges of RQD values measured during drilling of the sites boreholes. The developed correlations are recommended for the onsite determination of the in-situ permeability of limestone rock only. For the other sedimentary formations of rock, more studies are needed for predicting the actual correlations related to each type.

This paper reviews the optimization available transmission capability (ATC) of power systems using a device of FACTS named SSSC equipped with energy storage devices. So that, emplacement and improvement of parameters of SSSC will be illustrated. Thus, voltage magnitude constraints of network buses, line transient stability constraints and voltage breakdown constraints are considered. To help the calculations, a comprehensive program in DELPHI is provided, which is able to simulate and trace the parameters of SSSC has been installed on a specific line. Digital Video Terrestrial Broadcasting (DVB-T) allows combining broadcasting, telephone and data services in one network. It has facilitated mobile TV broadcasting. Mobile TV broadcasting is dominated by fragmentation of standards in use in different continents. In Asia T-DMB and ISDB-T are used while Europe uses mainly DVB-H and in USA it is MediaFLO. Issues of royalty for developers of these different incompatible technologies, investments made and differing local conditions shall make it difficult to agree on a unified standard in a very near future. Despite this shortcoming, mobile TV has shown very good market potential. There are a number of challenges that still exist for regulators, investors and technology developers but the future looks bright. Training neural networks to capture an intrinsic property of a large volume of high dimensional data is a difficult task, as the training process is computationally expensive. Input attributes should be carefully selected to keep the dimensionality of input vectors relatively small. Technical indexes commonly used for stock market prediction using neural networks are investigated to determine its effectiveness as inputs. This paper proposes a vertical beamforming concept to a cellular network employing Fractional Frequency Reuse technique including with cell sectorization. Two different beams are utilized in cell-center and cell-edge, separately. The proposed concept is validated through computer simulation in term of SINR and channel capacity. Also, comparison when utilizing horizontal and vertical beam formation is in focus. Abstract:
Business process management (BPM) is a well-known holistic discipline focused on managing business processes with the intention of achieving higher level of BPM maturity and better organizational performance. In recent period, traditional BPM faced some of its limitations like model-reality divide and lost innovation. Following latest trends, as an attempt to overcome the issues of traditional BPM, there has been an introduction of applying the principles of social software in managing business processes which led to the development of social BPM. However, there are not many authors or studies dealing with this topic so this study aims to contribute to that literature gap and to examine the link between the level of BPM maturity and the usage of social BPM. To meet these objectives, a survey within the companies with more than 50 employees has been conducted. The results reveal that the usage of social BPM is higher within the companies which achieved higher level of BPM maturity. This paper provides an overview, analysis and discussion of collected data regarding BPM maturity and social BPM within the observed companies and identifies the main social BPM principles.

The second approach is base of weighted checksums using. The way for checksum components coding has been developed. Abstract:
Climate change is a cumulative change in weather patterns over a period of time. Trend analysis using non-parametric Mann-Kendall test may help to determine the existence and magnitude of any statistically significant trend in the climatic data. Another index called Sen slope may be used to quantify the magnitude of such trends. A toolbar extension to ESRI ArcGIS named Arc Trends has been developed in this study for performing the above mentioned tasks. To study the temporal trend of meteorological parameters, 32 years (1971-2002) monthly meteorological data were collected for 133 selected stations over different agro-ecological regions of India. Both the maximum and minimum temperatures were found to be rising. A significant increasing trend in the relative humidity and a consistent significant decreasing trend in the wind speed all over the country were found. Such proposal for a systemic approach of design is seen as a way to involve the stakeholders in the processes of investigation and of social innovation, which can decisively contribute for the development of traditional local communities. As a theoretical basis for the research, this paper outlines some especial features of design and social innovation, in their particular and in their complementary aspects, as well as in the way they relate with each other.

A brief description of the new GSM cellular network architecture will be provided. Limitations of cellular networks, their security issues and the different types of attacks will be discussed. The paper will go over some new security mechanisms that have been proposed by researchers. Overall, this paper clarifies the security system or services of cellular communication using GSM. Route bus system is one of fundamental transportation device for aged people and students, and has an important role in every province. However, passengers decrease year by year, therefore the authors have developed the system called "Bus-Net" as a web application to sustain the public transport. But there are two problems in Bus-Net. One is the user interface that does not consider the variety of the device, and the other is the path planning system that dose not correspond to the on-demand bus. Then, Bus-Net was improved to be able to utilize the variety of the device, and a new function corresponding to the on-demand bus was developed.

This paper seeks to compare the innovation of Mexico from an economic and human perspective, with the seven most innovative countries according to the Global Innovation Index 2013, done by the World Intellectual Property Organization (WIPO). The above analysis suggests nine dimensions: Expenditure on R & D, intellectual property, appropriate environment to conduct business, economic stability, triple helix for R & D, ICT Infrastructure, education, human resources and quality of life. Each dimension is represented by an indicator which is later used to construct a radial graph that compares the innovative capacity of the countries analyzed. As a result, it is proposed a new indicator of innovation called The Area of Innovation. Observations are made from the results, and finally as a conclusion, those items or dimensions in which Mexico suffers lag in innovation are identify.

Abstract:
This work deals with case processing problems in business. The task of strategic credit requirements management of cases portfolio is discussed. The information model of credit requirements in a binary tree diagram is considered. The algorithms to solve issues of prioritizing clusters of cases in business have been investigated. An implementation of priority queues to support case management operations has been presented. The corresponding pseudo codes for the programming application have been constructed. The tools applied in this development are based on binary tree ordering algorithms, optimization theory, and business management methods.

Abstract:
Depth estimation using stereo images is a challenging problem in computer vision. Many different studies have been carried out to solve this problem. With advancing machine learning, tackling this problem is often done with neural network-based solutions. The images used in these studies are mostly in the visible spectrum. However, the need to use the Infrared (IR) spectrum for depth estimation has emerged because it gives better results than visible spectra in some conditions. At this point, we recommend using thermal-thermal (IR) image pairs for depth estimation. In this study, we used two well-known networks (PSMNet, FADNet) with minor modifications to demonstrate the viability of this idea.

This paper proposes a mathematical model for transmission expansion employing optimization method with scenario analysis approach. Economic transmission planning, on the other hand, seeks investment opportunities so that network expansions can generate more economic benefits than the costs. This approach can be used as a decision model for building new transmission lines added to the existing transmission system minimizing costs of the entire system subject to various system’s constraints and consider of loss value of transmission system and N-1 checking. The results show that the proposed model is efficient to be applied for the larger scale of power system topology.

One of the biggest drawbacks of the wireless environment is the limited bandwidth. However, the users sharing this limited bandwidth have been increasing considerably. SDMA technique which entails using directional antennas allows to increase the capacity of a wireless network by separating users in the medium. In this paper, it has been presented how the capacity can be enhanced while the mean delay is reduced by using directional antennas in wireless networks employing TDMA/FDD MAC. Computer modeling and simulation of the wireless system studied are realized using OPNET Modeler. Abstract:
In this paper, we explore a new scheme for filtering spoofed packets (DDOS attack) which is a combination of path fingerprint and client puzzle concepts. In this each IP packet has a unique fingerprint is embedded that represents, the route a packet has traversed. The server maintains a mapping table which contains the client IP address and its corresponding fingerprint. In ingress router, client puzzle is placed. For each request, the puzzle issuer provides a puzzle which the source has to solve. Our design has the following advantages over prior approaches, 1) Reduce the network traffic, as we place a client puzzle at the ingress router. 2) Mapping table at the server is lightweight and moderate.

Then introduce a new compression and transmission plan of 3D brain structures based for the meshes simplification, adapted for time to the specific needs of the telemedicine and to the capacities restricted by wireless network communication. We present here the main stages of our system, and preliminary results which are very encouraging for clinical practice.

Abstract:
This research work takes a different approach in the discussion of urban form impacts on transport planning and auto dependency. Concentrated density represented by effective density explains auto dependency better than the conventional density and it is proved to be a realistic density representative for the urban transportation analysis. Model analysis reveals that effective density is influenced by the shopping accessibility index as well as job density factor. It is also combined with the job access variable to classify four levels of Transport Activity Centers (TACs) in Okinawa, Japan. Trip attraction capacity and levels of the newly classified TACs was found agreeable with the amount of daily trips attracted to each center. The trip attraction data set was drawn from a 2007 Okinawa personal trip survey. This research suggests a planning methodology which guides logical transport supply routes and concentrated local development schemes.Keywords: Effective density, urban form, auto-dependency, transport activity centers

Abstract:
In this paper DJess is presented, a novel distributed production system that provides an infrastructure for factual and procedural knowledge sharing. DJess is a Java package that provides programmers with a lightweight middleware by which inference systems implemented in Jess and running on different nodes of a network can communicate. Communication and coordination among inference systems (agents) is achieved through the ability of each agent to transparently and asynchronously reason on inferred knowledge (facts) that might be collected and asserted by other agents on the basis of inference code (rules) that might be either local or transmitted by any node to any other node.Keywords: Knowledge-Based Systems, Expert Systems, Distributed Inference Systems, Parallel Production Systems, Ambient Intelligence, Mobile Agents.

Abstract:
Existing methods of data mining cannot be applied on spatial data because they require spatial specificity consideration, as spatial relationships. This paper focuses on the classification with decision trees, which are one of the data mining techniques. We propose an extension of the C4.5 algorithm for spatial data, based on two different approaches Join materialization and Querying on the fly the different tables. Similar works have been done on these two main approaches, the first - Join materialization - favors the processing time in spite of memory space, whereas the second - Querying on the fly different tables- promotes memory space despite of the processing time. The modified C4.5 algorithm requires three entries tables: a target table, a neighbor table, and a spatial index join that contains the possible spatial relationship among the objects in the target table and those in the neighbor table. Thus, the proposed algorithms are applied to a spatial data pattern in the accidentology domain. A comparative study of our approach with other works of classification by spatial decision trees will be detailed.

An electric power system includes a generating, a transmission, a distribution, and consumers subsystems. An electrical power network in Tanzania keeps growing larger by the day and become more complex so that, most utilities have long wished for real-time monitoring and remote control of electrical power system elements such as substations, intelligent devices, power lines, capacitor banks, feeder switches, fault analyzers and other physical facilities. In this paper, the concept of automation of management of power systems from generation level to end user levels was determined by using Power System Simulator for Engineering (PSS/E) version 30.3.2.

Abstract:
Analytical investigation of the free vibration behavior of circular functionally graded (FG) plates integrated with two uniformly distributed actuator layers made of piezoelectric (PZT4) material on the top and bottom surfaces of the circular FG plate based on the classical plate theory (CPT) is presented in this paper. The material properties of the functionally graded substrate plate are assumed to be graded in the thickness direction according to the power-law distribution in terms of the volume fractions of the constituents and the distribution of electric potential field along the thickness direction of piezoelectric layers is simulated by a quadratic function. The differential equations of motion are solved analytically for clamped edge boundary condition of the plate. The detailed mathematical derivations are presented and Numerical investigations are performed for FG plates with two surface-bonded piezoelectric layers. Emphasis is placed on investigating the effect of varying the gradient index of FG plate on the free vibration characteristics of the structure.
