1230 A Study of Priority Evaluation and Resource Allocation for Revitalization of Cultural Heritages in the Urban Development

Abstract:
Proper maintenance and preservation of significant cultural heritages or historic buildings is necessary. It can not only enhance environmental benefits and a sense of community, but also preserve a city's history and people’s memory. It allows the next generation to be able to get a glimpse of our past, and achieve the goal of sustainable preserved cultural assets. However, the management of maintenance work has not been appropriate for many designated heritages or historic buildings so far. The planning and implementation of the reuse has yet to have a breakthrough specification. It leads the heritages to a mere formality of being “reserved”, instead of the real meaning of “conservation”. For the restoration and preservation of cultural heritages study issues, it is very important due to the consideration of historical significance, symbolism, and economic benefits effects. However, the decision makers such as the officials from public sector they often encounter which heritage should be prioritized to be restored first under the available limited budgets. Only very few techniques are available today to determine the appropriately restoration priorities for the diverse historical heritages, perhaps because of a lack of systematized decision-making aids been proposed before. In the past, the discussions of management and maintenance towards cultural assets were limited to the selection of reuse alternatives instead of the allocation of resources. In view of this, this research will adopt some integrated research methods to solve the existing problems that decision-makers might encounter when allocating resources in the management and maintenance of heritages and historic buildings.
The purpose of this study is to develop a sustainable decision making model for local governments to resolve these problems. We propose an alternative decision support model to prioritize restoration needs within the limited budgets. The model is constructed based on fuzzy Delphi, fuzzy analysis network process (FANP) and goal programming (GP) methods. In order to avoid misallocate resources; this research proposes a precise procedure that can take multi-stakeholders views, limited costs and resources into consideration. Also, the combination of many factors and goals has been taken into account to find the highest priority and feasible solution results. To illustrate the approach we propose in this research, seven cultural heritages in Taipei city as one example has been used as an empirical study, and the results are in depth analyzed to explain the application of our proposed approach.

Abstract:
This paper presents an improved ant colony optimization (IACO) for solving the reliability redundancy allocation problem (RAP) in order to maximize system reliability. To improve the performance of ACO algorithm, two additional techniques, i.e. neighborhood search, and re-initialization process are presented. To show its efficiency and effectiveness, the proposed IACO is applied to solve three RAPs. Additionally, the results of the proposed IACO are compared with those of the conventional heuristic approaches i.e. genetic algorithm (GA), particle swarm optimization (PSO) and ant colony optimization (ACO). The experimental results show that the proposed IACO approach is comparatively capable of obtaining higher quality solution and faster computational time.

Abstract:
Voice over Internet Protocol (VoIP) is a form of voice communication that uses audio data to transmit voice signals to the end user. VoIP is one of the most important technologies in the World of communication. Around, 20 years of research on VoIP, some problems of VoIP are still remaining. During the past decade and with growing of wireless technologies, we have seen that many papers turn their concentration from Wired-LAN to Wireless-LAN. VoIP over Wireless LAN (WLAN) faces many challenges due to the loose nature of wireless network. Issues like providing Quality of Service (QoS) at a good level, dedicating capacity for calls and having secure calls is more difficult rather than wired LAN. Therefore VoIP over WLAN (VoWLAN) remains a challenging research topic. In this paper we consolidate and address major VoWLAN issues. Abstract:
In this paper, perceptions of actors on changes in crop productivity, quantity and quality of water, and determinants of their perception are analyzed using descriptive statistics and ordered logit model. Data collected from 297 Ethiopian farmers and 103 agricultural professionals from December 2009 to January 2010 are employed. Results show that the majority of the farmers and professionals recognized decline in water resources, reasoning climate changes and soil erosion as some of the causes. However, there is a variation in views on changes in productivity. The household asset, education level, age and geographical positions are found to affect farmers- perception on changes in crop productivity. But, the study underlines that there is no evidence that farmers- economic status, age, or education level affects recognition of degradation of water resources. Thus, more focus shall be given on providing them different coping mechanisms and alternative resource conserving technologies than educating about the problems.Keywords: Agricultural Sustainability, Ethiopia, Perception, Productivity, Water Resources

Abstract:
Recent advancements in sensor technologies and Wireless Body Area Networks (WBANs) have led to the development of cost-effective healthcare devices which can be used to monitor and analyse a person-s physiological parameters from remote locations. These advancements provides a unique opportunity to overcome current healthcare challenges of low quality service provisioning, lack of easy accessibility to service varieties, high costs of services and increasing population of the elderly experienced globally. This paper reports on a prototype implementation of an architecture that seamlessly integrates Wireless Body Area Network (WBAN) with Web services (WS) to proactively collect physiological data of remote patients to recommend diagnostic services. Technologies based upon WBAN and WS can provide ubiquitous accessibility to a variety of services by allowing distributed healthcare resources to be massively reused to provide cost-effective services without individuals physically moving to the locations of those resources. In addition, these technologies can reduce costs of healthcare services by allowing individuals to access services to support their healthcare. The prototype uses WBAN body sensors implemented on arduino fio platforms to be worn by the patient and an android smart phone as a personal server. The physiological data are collected and uploaded through GPRS/internet to the Medical Health Server (MHS) to be analysed. The prototype monitors the activities, location and physiological parameters such as SpO2 and Heart Rate of the elderly and patients in rehabilitation. Day by day technology increases and problems associated with this technology also increase. Several researches were carried out to investigate the deployment of such material safely in geotechnical engineering in particular and civil engineering in general. However, different types of waste material have such as cement duct, fly ash and slag been proven to be suitable in several applications. In this research cement dust mixed with different percentages of sand will be used in some civil engineering application as will be explained later in this paper throughout filed and laboratory test. The used mixer (waste material with sand) prove high performance, durability to environmental condition, low cost and high benefits. At higher cement dust ratio, small cement ratio is valuable for compressive strength and permeability. In this study, a general approach to the reliability based limit analysis of laterally loaded piles is presented. In engineering practice the uncertainties play a very important role. The aim of this study is to evaluate the lateral load capacity of free-head and fixed-head long pile when plastic limit analysis is considered. In addition to the plastic limit analysis to control the plastic behaviour of the structure, uncertain bound on the complementary strain energy of the residual forces is also applied. This bound has significant effect for the load parameter. Smart city development encompasses the development and application of IoT technology and prepares for the next generation of connectivity. The governments in the major developed cities and countries across the world already started the race to adopt the IoT technology to transform their cities into smart cities in coming few years. The development of smart city definitely can assist to tackle the problems which impede the quality of life of their citizens and the hindrance of the long-term challenges of sustainability and impacts from pollution. Abstract:
The Republic of Lithuania is known as a trusted location for global business institutions and it attracts investors with its competitive environment for financial service providers. Along with the aspiration to offer a strong results-oriented and innovations-driven environment for financial service providers, Lithuanian regulatory authorities consistently implement the European Union's high regulatory standards for financial activities including sustainability-related disclosures. Since the European Union directed its policy towards transition to a climate-neutral, green, competitive and inclusive economy, additional regulatory requirements for financial market participants are adopted: disclosure of sustainable activities, transparency, prevention of greenwashing, and other. The financial sector is one of the key factors influencing the implementation of sustainability objectives in the European Union policies and mitigating the negative effects of climate change – public funds are not enough to make a significant impact on sustainable investments, therefore directing public and private capital to green projects may help to finance the necessary changes. The topic of the study is original and has not yet been widely analyzed in Lithuanian legal discourse. There are used quantitative and qualitative methodologies, logical, systematic and critical analysis principles, hence the aim of this study is to reveal the problematic of the implementation of regulation on sustainability in the Lithuanian financial sector. Additional regulatory requirements could cause serious changes in financial business operations: additional funds, employees and time have to be dedicated in order the companies could implement these regulations. Lack of knowledge and data on how to implement new regulatory requirements towards sustainable reporting causes a lot of uncertainty for financial market participants. And for some companies it might even be an essential point in terms of business continuity. It is considered that the supervisory authorities should find a balance between financial market needs and legal regulation.

Abstract:
Background and Objectives: Colorectal carcinoma is increasing among both men and women worldwide. It has a multifactorial etiology including genetic factors, environmental factors and inflammatory conditions of the digestive tract. A clinicopathologic assessment of colorectal carcinoma in Hail region is done, considering any changing patterns in two 5-year periods from 2005-2009 (A) and from 2012 to 2017 (B). All data had been retrieved from histopathology files of King Khalid Hospital, Hail. Results: During period (A), 75 cases were diagnosed as colorectal carcinoma. Male patients comprised 56/75 (74.7%) of the study, with a mean age of 58.4 (36-97), while females were 19/75 (25.3%) with a mean age of 50.3(30-85) and the difference was significant (p = 0.05). M:F ratio was 2.9:1. Most common histological type was adenocarcioma in 68/75 (90.7%) patients mostly well differentiated in 44/68 (64.7%). Mucinous neoplasms comprised only 7/75 (9.3%) of cases and tended to have a higher stage (p = 0.04). During period (B), 115 cases were diagnosed with an increase of 53.3% in number of cases than period (A). Male to female ratio also decreased to 1.35:1, females being 44.83% more affected. Adenocarcinoma remained the prevalent type (93.9%), while mucinous type was still rare (5.2%). No distal metastases found at time of presentation. Localization of tumors was rectosigmoid in group (A) in 41.4%, which increased to 56.6% in group (B), with an increase of 15.2%. Iliocecal location also decreased from 8% to 3.5%, being 56.25% less. Other proximal areas of the colon were decreased by 25.75%, from 53.9% in group (A) to 40% in group (B). Conclusion: Colorectal carcinoma in Hail region has increased by 53.3% in the past 5 years, with more females being diagnosed. Localization has also shifted distally by 15.2%. These findings are different from Western world patterns which experienced a decrease in incidence and proximal shift of the colon cancer localization. This might be due to better diagnostic tools, population awareness of the disease, as well as changing of life style and/or food habits in the region.

With the proliferation of the mobile device technologies, mobile learning can be used to complement and improve traditional learning problems. Both students and teachers need a proper and handy system to monitor and keep track the performance of the students. This paper presents an implementation of M-learning for primary school in Malaysia by using an open source technology. It focuses on learning mathematics using handheld devices for primary schools- students aged 11 and 12 years old. Main users for this system include students, teachers and the administrator. This application suggests a new mobile learning environment with mobile graph for tracking the students- progress and performance. The purpose of this system is not to replace traditional classroom but to complement the learning process. Abstract:
Typically thermal power plants are located near to surface coal mines that produce huge amount of fly ash as a waste byproduct. Disposal of fly ash causes significant economic and environmental problems. Now-a-days, research is going on for bulk utilization of fly ash. In order to increase its percentage utilization, an investigation was carried out to evaluate its potential for haul road construction. This paper presents the laboratory California bearing ratio (CBR) tests and evaluates the effect of lime on CBR behavior of fly ash - mine overburden mixes. Tests were performed with different percentages of lime (2%, 3%, 6%, and 9%). The results show that the increase in bearing ratio of fly ash-overburden mixes was achieved by lime treatment. Scanning electron microscopy (SEM) analyses were conducted on 28 days cured specimens. Abstract:
Gaussian mixture background model is widely used in moving target detection of the image sequences. However, traditional Gaussian mixture background model usually considers the time continuity of the pixels, and establishes background through statistical distribution of pixels without taking into account the pixels- spatial similarity, which will cause noise, imperfection and other problems. This paper proposes a new Gaussian mixture modeling approach, which combines the color and gradient of the spatial information, and integrates the spatial information of the pixel sequences to establish Gaussian mixture background. The experimental results show that the movement background can be extracted accurately and efficiently, and the algorithm is more robust, and can work in real time in tracking applications.Keywords: Gaussian mixture model, real-time tracking, sequence image, gradient.

Abstract:
L-system is a tool commonly used for modeling and simulating the growth of fractal plants. The aim of this paper is to join some problems of the computational geometry with the fractal geometry by using the L-system technique to generate fractal plant in 3D. L-system constructs the fractal structure by applying rewriting rules sequentially and this technique depends on recursion process with large number of iterations to get different shapes of 3D fractal plants. Instead, it was reiterated a specific number of iterations up to three iterations. The vertices generated from the last stage of the Lsystem rewriting process are used as input to the triangulation algorithm to construct the triangulation shape of these vertices. The resulting shapes can be used as covers for the architectural objects and in different computer graphics fields. The paper presents a gallery of triangulation forms which application in architecture creates an alternative for domes and other traditional types of roofs.

Abstract:
Business Process Reengineering (BPR) is an essential tool before an information system project implementation. Enterprise Resource Planning (ERP) projects definitely require the standardization and fixation of business processes from customer order to shipment. Therefore, ERP implementations are well proven to be coupled with BPR, although the extend and timing of BPR with respect to ERP implementation differ. This study aims at analyzing the effects of BPR on ERP implementation success. Basing on two Turkish ERP implementations in pharmaceutical sector, a comparative study is performed. One of the ERP implementations took place after a BPR implementation, whereas the other implementation was without a prior BPR application. Both implementations have been realized with the same consultant team, the case with prior BPR implementation going live first. The results of the case study reveal that if business processes are not optimized and improved before an ERP implementation, ERP live system would face with disharmony problems of processes and processes automated by ERP. This suggests a definite precedence relationship between BPR and ERP applications

The dental composites are preferably used as filling materials due to their esthetic appearances. Nevertheless one of the major problems, during the application of the dental composites, is shape change named as “polymerisation shrinkage" affecting clinical success of the dental restoration while photo-polymerisation. Polymerisation shrinkage of composites arises basically from the formation of a polymer due to the monomer transformation which composes of an organic matrix phase. It was sought, throughout this study, to detect and evaluate the structural polymerisation shrinkage of prepared dental composites in order to optimize the effects of various fillers included in hydroxyapatite (HA)-reinforced dental composites and hence to find a means to modify the properties of these dental composites prepared with defined parameters. As a result, the shrinkage values of the experimental dental composites were decreased by increasing the filler content of composites and the composition of different fillers used had effect on the shrinkage of the prepared composite systems.Keywords: Dental composites, hydroxyapatite (HA), BisGMA, shrinkage.

Among the numerous economic evaluation techniques currently available, Multi-criteria Spatial Analysis lends itself to solving localization problems of property complexes and, in particular, production plants. The methodology involves the use of Geographical Information Systems (GIS) and the mapping overlay technique, which overlaps the different information layers of a territory in order to obtain an overview of the parameters that characterize it. This first phase is used to detect possible settlement surfaces of a new agglomeration, subsequently selected through Analytic Hierarchy Process (AHP), so as to choose the best alternative. The result ensures the synthesis of a multidimensional profile that expresses both the quantitative and qualitative effects. Each criterion can be given a different weight.

Abstract:
This research work is concerned with the eigenvalue problem for the integral operators which are obtained by linearization of a nonlocal evolution equation. The purpose of section II.A is to describe the nature of the problem and the objective of the project. The problem is related to the “stable solution" of the evolution equation which is the so-called “instanton" that describe the interface between two stable phases. The analysis of the instanton and its asymptotic behavior are described in section II.C by imposing the Green function and making use of a probability kernel. As a result , a classical Theorem which is important for an instanton is proved. Section III devoted to a study of the integral operators related to interface dynamics which concern the analysis of the Cauchy problem for the evolution equation with initial data close to different phases and different regions of space.

Abstract:
This paper presents an iteration method for the numerical solutions of a one-dimensional problem of generalized thermoelasticity with one relaxation time under given initial and boundary conditions. The thermoelastic material with variable properties as a power functional graded has been considered. Adomian’s decomposition techniques have been applied to the governing equations. The numerical results have been calculated by using the iterations method with a certain algorithm. The numerical results have been represented in figures, and the figures affirm that Adomian’s decomposition method is a successful method for modeling thermoelastic problems. Moreover, the empirical parameter of the functional graded, and the lattice design parameter have significant effects on the temperature increment, the strain, the stress, the displacement.

Insect pests are the major source of crop damage, yield and quality reduction in Pakistan and else where in the world. Cotton crop is the most hit crop in Pakistan followed by rice and the second most important foreign exchange earning crop. A wide variety of staple, horticultural and cash crops grown, reflect serious problems of many types of insect pests. To overcome the insect pest problem, pesticide use in Pakistan has increased substantially which has now been further intensified. Pesticides worth more than billions of rupees are imported every year. This paper reviews the over all pesticide use in Pakistan in relation to pesticide prices, support price of cotton and rice, pesticide use in different provinces of Pakistan on different crops and their impact on crop productivity. It includes the records for finance, maintenance, inventory, progress reports etc. As the time progresses, the data keep on accumulating and the challenge is to extract the information from this data bank. Knowledge discovery from these large and complex databases is the key problem of this era. Data mining and machine learning techniques are needed which can scale to the size of the problems and can be customized to the application of business. For the development of accurate and required information for particular problem, business analyst needs to develop multidimensional models which give the reliable information so that they can take right decision for particular problem. If the multidimensional model does not possess the advance features, the accuracy cannot be expected. The present work involves the development of a Multidimensional data model incorporating advance features. The criterion of computation is based on the data precision and to include slowly change time dimension. The final results are displayed in graphical form.Keywords: Multidimensional, data precision.

Abstract:
The problems of severe drainage congestion and water logging in the southwestern Bangladesh have been solved by an innovative concept, Tidal River Management (TRM). TRM involves the uniform raising of the land inside a tidal basin (beel) while simultaneously maintaining the proper drainage capacity in the river. The present practice of TRM is to link the river with the selected beel by constructing a link canal at the entrance of which most of the sedimentation takes place. This localized sedimentation also creates drainage congestion and water logging making it unattractive to landowners who participate in the program. In this paper a functional sediment management plan is presented to get rid of this problem

Abstract:
Different numerical methods are employed and developed for simulating interfacial flows. A large range of applications belong to this group, e.g. two-phase flows of air bubbles in water or water drops in air. In such problems surface tension effects often play a dominant role. In this paper, various models of surface tension force for interfacial flows, the CSF, CSS, PCIL and SGIP models have been applied to simulate the motion of small air bubbles in water and the results were compared and reviewed. It has been pointed out that by using SGIP or PCIL models, we are able to simulate bubble rise and obtain results in close agreement with the experimental data.

Abstract:
Over the past few years, companies in developing countries have implemented enterprise resource planning (ERP) systems. Regardless of the various benefits of the ERP system, its adoption and implementation have not been without problems. Many companies have assigned considerable organizational resources to their ERP projects, but have encountered unexpected challenges. Neglecting a number of important factors in ERP projects might lead to failure instead of success. User satisfaction is among those factors that has a major influence on ERP implementation success. So, this paper intends to investigate the key factors that create ERP users- satisfaction and to discover whether ERP users- satisfaction varies among different users- profiles. The study was conducted using a survey questionnaire which was distributed to ERP users in Iranian organizations. A total of 384 responses were collected and analyzed. The findings indicated that younger ERP users tend to be more satisfied with ERP systems. Furthermore, ERP users with more experiences in IT and also more educated users have more satisfaction with ERP softwares. Higher education, with its brick-and-mortar facilities and credits-based on hours of study, was developed to serve the needs of a national, industrial, analogue economy. However, the ongoing process of globalization on the one hand, and the emergence of ever-changing needs of employers on the other hand, make this type of process-based education obsolete, and exclusive to students who can afford to pay a full-time tuition and dedicate 4 years of their lives exclusively to study. The creative destruction brought about by new technologies in the 21st century will not only reconfigure the labour market, as millions of jobs will be lost to Artificial Intelligence. The purpose of this paper is to consider if the implementation of technology is the solution to the problems faced in higher education. The paper builds upon a constructivist approach, combining a literature review and research on key publications.

Abstract:
Icons are not merely decorative elements in enterprise applications but very often used because of their many advantages such as compactness, visual appeal, etc. Despite these potential advantages, icons often cause usability problems when they are designed without consideration for their many potential downsides. The aim of the current study was to examine the effect of articulatory distance – the distance between the physical appearance of an interface element and what it actually means. In other words, will the subject find the association of the function and its appearance on the interface natural or is the icon difficult for them to associate with its function. We have calculated response time and quality of identification by varying icon concreteness, the context of usage and subject experience in the enterprise context. The subjects were asked to associate icons (prepared for study purpose) with given function options in context and out of context mode. Abstract:
Color Image quantization (CQ) is an important problem in computer graphics, image and processing. The aim of quantization is to reduce colors in an image with minimum distortion. Clustering is a widely used technique for color quantization; all colors in an image are grouped to small clusters. In this paper, we proposed a new hybrid approach for color quantization using firefly algorithm (FA) and K-means algorithm. Firefly algorithm is a swarmbased algorithm that can be used for solving optimization problems. The proposed method can overcome the drawbacks of both algorithms such as the local optima converge problem in K-means and the early converge of firefly algorithm. Experiments on three commonly used images and the comparison results shows that the proposed algorithm surpasses both the base-line technique k-means clustering and original firefly algorithm.Keywords: Clustering, Color quantization, Firefly algorithm, Kmeans.

Smart cities are high on the political agenda around the globe. However, planning smart cities and deploying applications dealing with the complex problems of the urban environment is a very challenging task that is difficult to be undertaken solely by the cities. We argue that the uptake of smart city strategies is facilitated, first, through the development of smart city application repositories allowing re-use of already developed and tested software, and, second, through cloud computing which disengages city authorities from any resource constraints, technical or financial, and has a higher impact and greater effect at the city level The combination of these two solutions allows city governments and municipalities to select and deploy a large number of applications dedicated to different city functions, which collectively could create a multiplier effect with a greater impact on the urban environment.Keywords: Smart cities, applications, cloud computing, migration to the cloud, application repositories.

Abstract:
This paper presents an algorithm which combining ant colony optimization in the dynamic programming for solving a dynamic facility layout problem. The problem is separated into 2 phases, static and dynamic phase. In static phase, ant colony optimization is used to find the best ranked of layouts for each period. Then the dynamic programming (DP) procedure is performed in the dynamic phase to evaluate the layout set during multi-period planning horizon. The proposed algorithm is tested over many problems with size ranging from 9 to 49 departments, 2 and 4 periods. Abstract:
A multiple-criteria decision support system is proposed for the best aircraft selection decision. Various strategic, economic, environmental, and risk-related factors can directly or indirectly influence this choice, and they should be taken into account in the decision-making process. The paper suggests a multiple-criteria analysis to aid in the airline management's decision-making process when choosing an appropriate aircraft. In terms of the suggested approach, an integrated entropic preference optimization programming (POP) for fleet modeling risk analysis is applied. The findings of the study of multiple criteria analysis indicate that the A321(neo) aircraft type is the best alternative in this particular optimization instance. The proposed methodology can be applied to other complex engineering problems involving multiple criteria analysis.
