5908 Infrastructure Planning in Scania a Discourse Analytical Approach to the Concepts of Regional Development and Sustainability in the Planning Process

Abstract:
The paper applies a discourse analytical approach to investigate important concepts influencing the infrastructure planning process in the region of Scania in southern Sweden. Two discourses, one concerning regional development and one concerning sustainability are identified, discussed and contrasted. It is argued that the perceptions of problems and their suggested solutions related to transportation are based on specific ideas, in turn dependent on the importance given to certain concepts, such as regional enlargement, Scania as a transit region, the national environmental quality goals and regional attractiveness. These concepts, their underlying meaning structures and their relevance for the infrastructure planning process are analyzed. The handling of conflicting interests in the planning process, and the possible implications this may have is also discussed. The results indicate that the regional development discourse is dominant and although the solutions to the problems caused by transport are framed in similar ways in the two discourses a harmonization between conflicting goals is proving difficult to achieve.

Abstract:
This paper introduces our first efforts of developing a new team for RoboCup Middle Size Competition. In our robots we have applied omni directional based mobile system with omnidirectional vision system and fuzzy control algorithm to navigate robots. The control architecture of MRL middle-size robots is a three layered architecture, Planning, Sequencing, and Executing. It also uses Blackboard system to achieve coordination among agents. Moreover, the architecture should have minimum dependency on low level structure and have a uniform protocol to interact with real robot.Keywords: Robocup, Soccer robots, Fuzzy controller, Multi agent.

Abstract:
Field experiments were conducted at Annamalai University Experimental Farm, Department of Agronomy; to device suitable weed control measures for direct seeded puddled rice and to study the effect of the weed control measures on the soil microbial population. The treatments comprised of incorporation of pressmud @ 6.25 t ha-1 and application of herbicide butachlor @1.5 kg a. i. ha- 1 with and without safener 4 days after sowing (DAS), 8 DAS alone and also in conjunction with hand weeding at 30 DAS. Hand weeding twice and a weedy check were also maintained. At maximum tillering stage, the population of bacteria was significantly reduced by butachlor application. The injury to microbes caused by herbicide disappeared with the advancement of crop's age and at flowering stage of crop, there was no significant difference among the treatments. The fungal and actinomycetes population remained unaltered by weed control treatments at both the stages of observation.

Abstract:
Unlike general-purpose processors, digital signal processors (DSP processors) are strongly application-dependent. To meet the needs for diverse applications, a wide variety of DSP processors based on different architectures ranging from the traditional to VLIW have been introduced to the market over the years. The functionality, performance, and cost of these processors vary over a wide range. In order to select a processor that meets the design criteria for an application, processor performance is usually the major concern for digital signal processing (DSP) application developers. Performance data are also essential for the designers of DSP processors to improve their design. Consequently, several DSP performance benchmarks have been proposed over the past decade or so. However, none of these benchmarks seem to have included recent new DSP applications. In this paper, we use a new benchmark that we recently developed to compare the performance of popular DSP processors from Texas Instruments and StarCore. The new benchmark is based on the Selectable Mode Vocoder (SMV), a speech-coding program from the recent third generation (3G) wireless voice applications. All benchmark kernels are compiled by the compilers of the respective DSP processors and run on their simulators. Weighted arithmetic mean of clock cycles and arithmetic mean of code size are used to compare the performance of five DSP processors. In addition, we studied how the performance of a processor is affected by code structure, features of processor architecture and optimization of compiler. The extensive experimental data gathered, analyzed, and presented in this paper should be helpful for DSP processor and compiler designers to meet their specific design goals.Keywords: digital signal processors, DSP benchmark, instruction level parallelism, modified cyclomatic complexity, performance analysis.

Abstract:
By employing BS (Base Station) cooperation we can increase substantially the spectral efficiency and capacity of cellular systems. The signals received at each BS are sent to a central unit that performs the separation of the different MT (Mobile Terminal) using the same physical channel. However, we need accurate sampling and quantization of those signals so as to reduce the backhaul communication requirements. In this paper we consider the optimization of the quantizers for BS cooperation systems. Four different quantizer types are analyzed and optimized to allow better SQNR (Signal-to-Quantization Noise Ratio) and BER (Bit Error Rate) performance.

This paper demonstrates an effort of a serviceoriented engineering department in improving the sharing and transfer of knowledge. Although the department consist of only six employees, but it provides services in various chemical application in an oil and gas business. The services provided span across Asia Pacific region mainly Indonesia, Myanmar, Vietnam, Brunei, Thailand and Singapore. Currently there are no effective tools or integrated systems that support the sharing or transfer and maintenance of knowledge so the department has considered preserving this valuable knowledge by developing a Knowledge Management System (KMS). This paper presents the development of a KMS to support the sharing of knowledge in a service-oriented engineering department of an oil and gas company. The embedded features in the KMS like blog and forum will encourage iterative process of knowledge sharing among the employees in the department. The information and knowledge being shared, discussed and communicated will be then achieved for future re-use. The re-use of the knowledge allows the department to reduce redundant efforts in providing consistent, up-to-date and cost effective of the best solution to the its clients.Keywords: Knowledge management, knowledge managementsystem, knowledge barrier, knowledge sharing.

Abstract:
We have defined two suites of metrics, which cover static and dynamic aspects of component assembly. The static metrics measure complexity and criticality of component assembly, wherein complexity is measured using Component Packing Density and Component Interaction Density metrics. Further, four criticality conditions namely, Link, Bridge, Inheritance and Size criticalities have been identified and quantified. The complexity and criticality metrics are combined to form a Triangular Metric, which can be used to classify the type and nature of applications. Dynamic metrics are collected during the runtime of a complete application. Dynamic metrics are useful to identify super-component and to evaluate the degree of utilisation of various components. In this paper both static and dynamic metrics are evaluated using Weyuker-s set of properties. The result shows that the metrics provide a valid means to measure issues in component assembly. Abstract:
Paddy being cultivated since about 10,000 years B.C in Ganga Valley in India, its production reached up to 99 million tons in the year 2012. BGA are of much ecological importance for maintaining the soil fertility and reclaiming the alkalinity. In present investigation attempts were made to identify the local cyanobacterial genera from the paddy fields, BGA application for green farming enabling the paddy to utilize more amount of nitrogen released and to examine its impact along with Urea upon growth and yield responses of the Paddy crop. It was observed that combined treatment of BGA with Urea proved better response in almost all growth parameters and yield attributes except number of tillers/ Plant and grains/ panicle as compared to application of either Urea or BGA alone. The Paddy growers should be encouraged to adopt BGA along with Urea as source of Nitrogen for Paddy cultivation.

Abstract:
Although the importance of small and medium-size enterprises (SMEs) to local development is globally recognized, less attention is given to their design, development and promotion particularly in developing countries. The main focus of this paper is to examine the process of designing, developing and promoting SMEs in developing countries. Results of a study conducted in a SMEs’ enclave in Kumasi (Ghana) are presented and discussed. Results show that although SMEs in developing countries remain a major source of livelihood for many individuals, their potential contribution to local development can be enhanced and sustained through the creation of common geographical enclaves for related SMEs. Findings indicated that the concentration of SMEs involved in wood processing in one location in Kumasi has reduced the cost of production (e.g., transportation), and resulted in marginal increase in sales for many SMEs, despite the widespread challenges of lack of access to credit and low promotion of products.

Abstract:
Optical 1x12 fused-taper-twisted polymer optical fiber (POF) couplers has been fabricated by a perform technique. Characterization of the coupler which proposed to be used in passive night vision application to tracking a blind sport area was reported. During the development process of fused-taper-twisted POF couplers was carried out, red LED fully utilized to be injected into the couplers to test the quality of fabricated couplers. Some characterization parameters, such as optical output power, POFs attenuation characteristics and power losses on the network were observed. The maximum output power efficiency of the coupler is about 40%, but it can be improved gradually through experience and practice.

Abstract:
The article presents the development trends of farms, estimates on the optimal scope of farming, as well as the experience of local and foreign countries in this area. As well, the advantages of small and large farms are discussed; herewith, the scales of farms are compared to the local reality. The study analyzes the results of farm operations and the possibilities of diversification of farms. The indicators of an effective use of land resources and land fragmentation are measured; also, a comparative analysis with other countries is presented, in particular, the measurements of agricultural lands for farming, as well as the indicators of population ensuring. The conducted research shows that most of the farms in Georgia are small and their development is at the initial stage, which outlines that the country has a high resource potential to increase the scale of the farming industry and its full integration into market relations. On the basis of the obtained results, according to the research on the scale of farming in Georgia and the identification of hampering factors of farming development, the conclusions are presented and the relevant recommendations are suggested.

In this paper, we first consider the quality of service problems in heterogeneous wireless networks for sending the video data, which their problem of being real-time is pronounced. At last, we present a method for ensuring the end-to-end quality of service at application layer level for adaptable sending of the video data at heterogeneous wireless networks. To do this, mechanism in different layers has been used. We have used the stop mechanism, the adaptation mechanism and the graceful degrade at the application layer, the multi-level congestion feedback mechanism in the network layer and connection cutting off decision mechanism in the link layer. Abstract:
In this paper, a benchmarking framework is presented for the performance assessment of irrigations systems. Firstly, a data envelopment analysis (DEA) is applied to measure the technical efficiency of irrigation systems. This method, based on linear programming, aims to determine a consistent efficiency ranking of irrigation systems in which known inputs, such as water volume supplied and total irrigated area, and a given output corresponding to the total value of irrigation production are taken into account simultaneously. Secondly, in order to examine the irrigation efficiency in more detail, a cross – system comparison is elaborated using a performance indicators set selected by IWMI. The above methodologies were applied in Thessaloniki plain, located in Northern Greece while the results of the application are presented and discussed. Adaptive control involves modifying the control law used by the controller to cope with the fact that the parameters of the system being controlled change drastically due to change in environmental conditions or in system itself. This technique is based on the fundamental characteristic of adaptation of living organism. The adaptive control process is one that continuously and automatically measures the dynamic behavior of plant, compares it with the desired output and uses the difference to vary adjustable system parameters or to generate an actuating signal in such a way so that optimal performance can be maintained regardless of system changes. This paper deals with application of model reference adaptive control scheme in first order system. The rule which is used for this application is MIT rule. This paper also shows the effect of adaptation gain on the system performance. So, the aim of this article is to introduce how we extend the Computional Object (Com-Object) in KBCO model, kinds of fact, problems model, and inference algorithms to develop a program for solving problems in inorganic chemistry. Our purpose is to develop the application that can help students in their study inorganic chemistry at schools. This application was built successful by using Maple, C# and WPF technology. Abstract:
RF performance of SOI CMOS device has attracted significant amount of interest recently. In order to improve RF parameters, Strained Si/Relaxed Si0.8Ge0.2 investigated as a replacement for Si technology .Enhancement of carrier mobility associated with strain engineering makes Strained Si a promising candidate for improving RF performance of CMOS technology. From the simulation, the cut-off frequency is estimated to be 224 GHZ, whereas in SOI at similar bias is about 188 GHZ. Therefore, Strained Si exhibits 19% improvement in cut-off frequency over similar Si counterpart. In this paper, Ion/Ioff ratio is studied as one of the key parameters in logic and digital application. Strained Si/SiGe demonstrates better Ion/Ioff characteristic than SOI, in similar channel length of 100 nm.Another important key analog figures of merit such as Early Voltage (VEA) ,transconductance vs drain current (gm /Ids) are studied. Abstract:
The objective of this study is to propose an observer design for nonlinear systems by using an augmented linear system derived by application of a formal linearization method. A given nonlinear differential equation is linearized by the formal linearization method which is based on Taylor expansion considering up to the higher order terms, and a measurement equation is transformed into an augmented linear one. To this augmented dimensional linear system, a linear estimation theory is applied and a nonlinear observer is derived. As an application of this method, an estimation problem of transient state of electric power systems is studied, and its numerical experiments indicate that this observer design shows remarkable performances for nonlinear systems.

This research is aimed at studying the nature of problems and demands of the training for community leaders in the upper northeastern region of Thailand. Population and group samplings are based on 360 community leaders in the region who have experienced prior training from the Udonthani Rajabhat University. Stratified random samplings have been drawn upon 186 participants. The research tools is questionnaires. The frequency, percentage and standard deviation are employed in data analysis. The findings indicate that most of community leaders are males and senior adults. The problems in training are associated with the inconveniences of long-distance travelling to training locations, inadequacy of learning centers and training sites and high training costs. The demand of training is basically motivated by a desire for self-development in modern knowledge in keeping up-to-date with the changing world and the need for technological application and facilitation in shortening the distance to training locations and in limiting expensive training costs.Keywords: Community leaders, Distance Training, Management, Technology.

Abstract:
In this paper, we focus on the fusion of images from different sources using multiresolution wavelet transforms. Based on reviews of popular image fusion techniques used in data analysis, different pixel and energy based methods are experimented. A novel architecture with a hybrid algorithm is proposed which applies pixel based maximum selection rule to low frequency approximations and filter mask based fusion to high frequency details of wavelet decomposition. The key feature of hybrid architecture is the combination of advantages of pixel and region based fusion in a single image which can help the development of sophisticated algorithms enhancing the edges and structural details. A Graphical User Interface is developed for image fusion to make the research outcomes available to the end user. Forecasting the values of the indicators, which characterize the effectiveness of performance of organizations is of great importance for their successful development. Such forecasting is necessary in order to assess the current state and to foresee future developments, so that measures to improve the organization-s activity could be undertaken in time. The article presents an overview of the applied mathematical and statistical methods for developing forecasts. Special attention is paid to artificial neural networks as a forecasting tool. Their strengths and weaknesses are analyzed and a synopsis is made of the application of artificial neural networks in the field of forecasting of the values of different education efficiency indicators. A method of evaluation of the activity of universities using the Balanced Scorecard is proposed and Key Performance Indicators for assessment of e-learning are selected. Resulting indicators for the evaluation of efficiency of the activity are proposed. Another very important point is that clients, as architects, will no longer have many limits in design concerning ideas and creativity. The prices for real estate are constantly increasing and the lack of availability of construction materials as well as the speculation that has been created around it in 2021 is bringing prices to such a level that in the future it will be difficult for developers to find customers for these ultra-expensive homes. Hence, this paper starts with the introduction of 3D printing, which now has the potential to gain an important position in the market, becoming a valid alternative to the classic construction process. This technology is not only beneficial from an economic point of view but it is also a great opportunity to have an impact on the environment by reducing CO2 emissions. Further on in the article we will also understand if, after the COP 26 (2021 United Nations Climate Change Conference), world governments could also push towards building technologies that reduce the waste materials that are needed to be disposed of and at the same time reduce emissions with the contribution of governmental funds. This paper will give us insight on the multiple benefits of 3D printing and emphasize the importance of finding new solutions for materials that can be used by the printer. Therefore, based on the type of material, it will be possible to understand the compatibility with current regulations and how the authorities will be inclined to support this technology. This will help to enable the rise and development of this technology in Europe and in the rest of the world on actual housing projects and not only on prototypes.

Abstract:
The purpose of this study is to evaluate the English version and a Malay translation of the 21-item Learner Awareness Questionnaire for its application to assess student learning in higher education. The Learner Awareness Questionnaire, originally written in English, is a quantitative measure of how and why students learn. The questionnaire gives an indication of the process and motives to learn using four scales: survival, establishing stability, approval and loving to learn. Data in the present study came from 680 university students enrolled in various programmes in Malaysia. The Malay version of the questionnaire supported a similar four factor structure and internal consistency to the English version. The four factors of the Malay version also showed moderate to strong correlations with those of the English versions. The results suggest that the Malay version of the questionnaire is similar to the English version. However, further refinement to the questions is needed to strengthen the correlations between the two questionnaires.Keywords: Student learning, learner awareness, instrument validation.

Abstract:
In this research, the capability of neural networks in modeling and learning complicated and nonlinear relations has been used to develop a model for the prediction of changes in the diameter of bubbles in pool boiling distilled water. The input parameters used in the development of this network include element temperature, heat flux, and retention time of bubbles. The test data obtained from the experiment of the pool boiling of distilled water, and the measurement of the bubbles form on the cylindrical element. The model was developed based on training algorithm, which is typologically of back-propagation type. Considering the correlation coefficient obtained from this model is 0.9633. This shows that this model can be trusted for the simulation and modeling of the size of bubble and thermal transfer of boiling.

Abstract:
The application of biochar to soils is becoming more and more common. Its application which is generally reported to improve the physical, chemical, and biological properties of soils, has an indirect effect on soil health and increased crop yields. However, many of the previous results are highly variable and dependent mainly on the initial soil properties, biochar characteristics, and production conditions. In this study, two biochars which are biochar II (BC II) derived from a blend of paper sludge and wheat husks and biochar 005 (BC 005) derived from sewage sludge with a KCl additive, are used, and the physical and chemical properties of BC II are characterized. To determine the potential impact of salt stress and toxic and volatile substances, the second part of this study focused on the effect biochars have on germination of salad (Lactuca sativa L.), barley (Hordeum vulgare), and cress (Lepidium sativum) respectively. Our results indicate that Biochar II showed some unique properties compared to the soil, such as high EC, high content of K, Na, Mg, and low content of heavy metals. Concerning salad and barley germination test, no negative effect of BC II and BC 005 was observed. However, a negative effect of BC 005 at 8% level was revealed. The test of the effect of volatile substances on germination of cress revealed a positive effect of BC II, while a negative effect was observed for BC 005. Moreover, the water holding capacities of biochar-sand mixtures increased with increasing biochar application. Collectively, BC II could be safely used for agriculture and could provide the potential for a better plant growth.Keywords: Biochar, phytotoxic tests, seedlings growth, water holding capacity.

Abstract:
In order to serve the society in an electronic manner, many developing countries have launched tremendous e-government projects. The strategies of development and implementation e-government system have reached different levels, and to ensure consistency of development, the governments need to evaluate e-government performance. The United nation has design e-government development ranking index (EGDI) that rely on three indexes, Online service index (OSI), Telecommunication Infrastructure index (TII), and human capital index( HCI) which are not reflecting the interaction between a government and their citizens. Based on data envelopment analyses (DEA) technique, we are using E-participating index (EPI) as an output of government effort to evaluate the performance of e-government system. Therefore, the ranking index can be achieved in efficiency manner.

Abstract:
This study attempts to consider the linkage between management and computer sciences in order to develop the software named “IntelSymb” as a demo application to prove data analysis of non-energy* fields’ diversification, which will positively influence on energy dependency mitigation of countries. Afterward, we analyzed 18 years of economic fields of development (5 sectors) of 13 countries by identifying which patterns mostly prevailed and which can be dominant in the near future. To make our analysis solid and plausible, as a future work, we suggest developing a gateway or interface, which will be connected to all available on-line data bases (WB, UN, OECD, U.S. EIA) for countries’ analysis by fields. Sample data consists of energy (TPES and energy import indicators) and non-energy industries’ (Main Science and Technology Indicator, Internet user index, and Sales and Production indicators) statistics from 13 OECD countries over 18 years (1995-2012). Our results show that the diversification of non-energy industries can have a positive effect on energy sector dependency (energy consumption and import dependence on crude oil) deceleration. These results can provide empirical and practical support for energy and non-energy industries diversification’ policies, such as the promoting of Information and Communication Technologies (ICTs), services and innovative technologies efficiency and management, in other OECD and non-OECD member states with similar energy utilization patterns and policies. Industries, including the ICT sector, generate around 4 percent of total GHG, but this is much higher — around 14 percent — if indirect energy use is included. The ICT sector itself (excluding the broadcasting sector) contributes approximately 2 percent of global GHG emissions, at just under 1 gigatonne of carbon dioxide equivalent (GtCO2eq). Ergo, this can be a good example and lesson for countries which are dependent and independent on energy, and mainly emerging oil-based economies, as well as to motivate non-energy industries diversification in order to be ready to energy crisis and to be able to face any economic crisis as well.Keywords: Energy policy, energy diversification, “IntelSymb” software, renewable energy.

Abstract:
Within the collaborative research center 666 a new product development approach and the innovative manufacturing method of linear flow splitting are being developed. So far the design process is supported by 3D-CAD models utilizing User Defined Features in standard CAD-Systems. This paper now presents new functions for generating 3D-models of integral sheet metal products with bifurcations using Siemens PLM NX 6. The emphasis is placed on design and semi-automated insertion of User Defined Features. Therefore User Defined Features for both, linear flow splitting and its derivative linear bend splitting, were developed. In order to facilitate the modeling process, an application was developed that guides through the insertion process. Its usability and dialog layout adapt known standard features. The work presented here has significant implications on the quality, accurateness and efficiency of the product generation process of sheet metal products with higher order bifurcations.Keywords: Linear Flow Splitting, CRC 666, User Defined Features.
