1527 Risk Allocation in Public-Private Partnership (PPP) Projects for Wastewater Treatment Plants

Abstract:
This paper examines the utilization of public-private partnerships for the building and operation of wastewater treatment plants. Our research focuses on risk allocation in this kind of projects. Our analysis builds on more than hundred wastewater treatment plants built and operated through PPP projects in Aragon (Spain). The paper illustrates the consequences of an inadequate management of construction risk and an unsuitable transfer of demand risk in wastewater treatment plants. It also shows that the involvement of many public bodies at local, regional and national level further increases the complexity of this kind of projects and make time delays more likely.Keywords: Wastewater, treatment plants, PPP, construction.

Abstract:
A theoretical investigation on the effects of both steady-state and dynamic deformations of the foils on the dynamic performance characteristics of a self-acting air foil journal bearing operating under small harmonic vibrations is proposed. To take into account the dynamic deformations of foils, the perturbation method is used for determining the gas-film stiffness and damping coefficients for given values of excitation frequency, compressibility number, and compliance factor of the bump foil. The nonlinear stationary Reynolds’ equation is solved by means of the Galerkins’ finite element formulation while the finite differences method are used to solve the first order complex dynamic equations resulting from the perturbation of the nonlinear transient compressible Reynolds’ equation. The stiffness of a bump is uniformly distributed throughout the bearing surface (generation I bearing). It was found that the dynamic properties of the compliant finite length journal bearing are significantly affected by the compliance of foils especially whenthe dynamic deformation of foils is considered in addition to the static one by applying the principle of superposition.

Abstract:
This study evaluated to facilitate separation of ABS plastics from other waste plastics by froth flotation after surface hydrophilization of ABS with heat treatment. The mild heat treatment at 100oC for 60s could selectively increase the hydrophilicity of the ABS plastics surface (i.e., ABS contact angle decreased from 79o to 65.8o) among other plastics mixture. The SEM and XPS results of plastic samples sufficiently supported the increase in hydrophilic functional groups and decrease contact angle on ABS surface, after heat treatment. As a result of the froth flotation (at mixing speed 150 rpm and airflow rate 0.3 L/min) after heat treatment, about 85% of ABS was selectively separated from other heavy plastics with 100% of purity. The effect of optimum treatment condition and detailed mechanism onto separation efficiency in the froth floatation was also investigated. This research is successful in giving a simple, effective, and inexpensive method for ABS separation from waste plastics.Keywords: ABS, hydrophilic, heat treatment, froth flotation, contact angle.

Abstract:
The efficient operation of any biological treatment process requires pre-treatment of incompatible pollutants such as acids, bases, oil, toxic substances, etc. which hamper the treatment of other major components which are otherwise degradable. The pre-treatment of alkaline waste-waters, generated from various industries like textile, paper & pulp, potato-processing industries, etc., having a pH of 10 or higher, is essential. The pre-treatment, i.e., neutralization of such alkaline waste-waters can be achieved by chemical as well as biological means. However, the biological pretreatment offers better package over the chemical means by being safe and economical. The biological pre-treatment can be accomplished by using a blend of microorganisms able to withstand such harsh alkaline conditions. In the present study, for the proper pre-treatment of alkaline waste-waters, a package of alkalophilic bacteria is formulated to neutralise the alkaline pH of the industrial waste-waters. Abstract:
A new and novel approach in medicine is the use of cold plasma for various applications such as sterilization blood coagulation and cancer cell treatment. In this paper a pin-to-hole plasma jet suitable for biological applications is investigated and characterized and the possibility and feasibility of cancer cell treatment is evaluated. The characterization includes power consumption via Lissajous method, thermal behavior of plasma using Infra-red camera as a novel method, Optical Emission Spectroscopy (OES) to determine the species that are generated. Treatment of leukemia cancer cells is also implemented and MTT assay is used to evaluate viability.

Abstract:
The manufacturing technology of band cotton is very delicate and depends to choice of certain parameters such as torsion of warp yarn. The fabric elasticity is achieved without the use of any elastic material, chemical expansion, artificial or synthetic and it’s capable of creating pressures useful for therapeutic treatments. Before use, the band is subjected to treatments of specific preparation for obtaining certain elasticity, however, during its treatment, there are some regression parameters. The dependence of manufacturing parameters on the quality of the chemical treatment was confirmed. The aim of this work is to improve the properties of the fabric through the development of manufacturing technology appropriately. Finally for the treatment of the strip pancake 100% cotton, a treatment method is recommended.

Abstract:
Cryogenic treatment is the process of cooling a material to extremely low temperatures to generate enhanced mechanical and physical properties. The purpose of this study is to examine the effect of cryogenic treatment on the impact behavior of En 52 and 21-4N valve steels. The valve steels are subjected to shallow (193 K) and deep cryogenic treatment (85 K), and the impact behavior is compared with the valve steel materials subjected to conventional heat treatment. The impact test is carried out in accordance with the ASTM E 23-02a standard. The results show an improvement of 23 % in the impact energy for the En 52 deep cryo-treated samples when compared to that of the conventionally heat treated samples. It is revealed that during cryogenic treatment fine platelets of martensite are formed from the retained austenite, and these platelets promote the precipitation of fine carbides by a diffusion mechanism during tempering.

The effect of chemical treatment in CdCl2 on the compositional changes and defect structures of potentially useful ZnS solar cell thin films prepared by vacuum deposition method was studied using the complementary Rutherford backscattering (RBS) and Thermoluminesence (TL) techniques. A series of electron and hole traps are found in the various as deposited samples studied. Abstract:
We present a deterministic model which describes the dynamics of tuberculosis in Algerian population where the vaccination program with BCG is in place since 1969 and where the WHO recommendations regarding the DOTS (directly-observed treatment, short course) strategy are in application. The impact of an intervention program, targeting recently infected people among all close contacts of active cases and their treatment to prevent endogenous reactivation, on the incidence of tuberculosis, is investigated. We showed that a widespread treatment of latently infected individuals for some years is recommended to shift from higher to lower equilibrium state and thereafter relaxation is recommended.

Shortening of natural resources will impose greater limitations of electric energy consumption in various fields including water treatment technologies. Small water treatment installations supplied with electric energy from solar sources are perfect example of zero-emission technology. Possibility of solar energy application, as one of the alternative energy resources for decontamination processes is strongly dependent on geographical location. Abstract:
Prolonged immobilization leads to significant weakness and atrophy of the skeletal muscle and can also impair the recovery of muscle strength following injury. Therefore, it is important to minimize the period under immobilization and accelerate the return to normal activity. This study examined the effects of heat treatment and rest-inserted exercise on the muscle activity of the lower limb during knee flexion/extension. Twelve healthy subjects were assigned to 4 groups that included: (1) heat treatment + rest-inserted exercise; (2) heat + continuous exercise; (3) no heat + rest-inserted exercise; and (4) no heat + continuous exercise. Heat treatment was applied for 15 mins prior to exercise. Continuous exercise groups performed knee flexion/extension at 0.5 Hz for 300 cycles without rest whereas rest-inserted exercise groups performed the same exercise but with 2 mins rest inserted every 60 cycles of continuous exercise. Changes in the rectus femoris and hamstring muscle activities were assessed at 0, 1, and 2 weeks of treatment by measuring the electromyography signals of isokinetic maximum voluntary contraction. Significant increases in both the rectus femoris and hamstring muscles were observed after 2 weeks of treatment only when both heat treatment and rest-inserted exercise were performed. These results suggest that combination of various treatment techniques, such as heat treatment and rest-inserted exercise, may expedite the recovery of muscle strength following immobilization.Keywords: Electromyography, Heat Treatment, Muscle, Rest-Inserted Exercise.

Biological treatment of secondary effluent wastewater by two combined denitrification/oxic filtration systems packed with Lock type(denitrification filter) and ceramic ball (oxic filter) has been studied for 5months. Two phases of operating conditions were carried out with an influent nitrate and ammonia concentrations varied from 5.8 to 11.7mg/L and 5.4 to 12.4mg/L,respectively. Denitrification/oxic filter treatment system were operated under an EBCT (Empty Bed Contact Time) of 4h at system recirculation ratio in the range from 0 to 300% (Linear Velocity increased 19.5m/d to 78m/d). The system efficiency of denitrification , nitrification over 95% respectively. Total nitrogen and COD removal range from 54.6%(recirculation 0%) to 92.3%(recirculation 300%) and 10% to 62.5%, respectively.Keywords: Advanced treatment , Biofilter, Nitrogen removal, Two combined denitrification/oxic filter

Abstract:
An aesthetic facial profile is one of the goals in Orthodontics treatment. However, this is not easily achieved, especially in patients with Class II Division 1 malocclusion who have the clinical characteristics of convex profile and significant skeletal discrepancy due to mandibular growth deficiency. Malocclusion with skeletal problems require proper treatment timing for growth stimulation, and it must be done in early age and in need of good cooperation from the patient. If this is not done and the patient has passed the growth period, the ideal treatment is orthognathic surgery which is more complicated and more painful. The growth stimulation of skeletal malocclusion requires a careful cephalometric evaluation ranging from diagnosis to determine the parts that require stimulation to post-treatment evaluation to see the success achieved through changes in the measurement of the skeletal parameters shown in the cephalometric analysis. This case report aims to describe skeletal changes cephalometrically that were achieved through orthodontic treatment in growing period. Material and method: Lateral Cephalograms, pre-treatment, and post-treatment of cases of Class II Division 1 malocclusion is selected from a collection of cephalometric radiographic in a private clinic. The Cephalogram is then traced and measured for the skeletal parameters. The result is noted as skeletal condition data of pre-treatment and post-treatment. Furthermore, superimposition is done to see the changes achieved. The results show that growth stimulation through orthodontic treatment can solve the skeletal problem of Class II Division 1 malocclusion and the skeletal changes that occur can be verified through cephalometric analysis. The skeletal changes have an impact on the improvement of patient's facial profile. To sum up, the treatment timing on a skeletal malocclusion is very important to obtain satisfactory results for the improvement of the aesthetic facial profile, and skeletal changes can be verified through cephalometric evaluation of pre- and post-treatment.

Abstract:
Fast delay estimation methods, as opposed to simulation techniques, are needed for incremental performance driven layout synthesis. On-chip inductive effects are becoming predominant in deep submicron interconnects due to increasing clock speed and circuit complexity. Inductance causes noise in signal waveforms, which can adversely affect the performance of the circuit and signal integrity. Several approaches have been put forward which consider the inductance for on-chip interconnect modelling. But for even much higher frequency, of the order of few GHz, the shunt dielectric lossy component has become comparable to that of other electrical parameters for high speed VLSI design. In order to cope up with this effect, on-chip interconnect has to be modelled as distributed RLCG line. Elmore delay based methods, although efficient, cannot accurately estimate the delay for RLCG interconnect line. In this paper, an accurate analytical delay model has been derived, based on first and second moments of RLCG interconnection lines. The proposed model considers both the effect of inductance and conductance matrices. We have performed the simulation in 0.18μm technology node and an error of as low as less as 5% has been achieved with the proposed model when compared to SPICE. The importance of the conductance matrices in interconnect modelling has also been discussed and it is shown that if G is neglected for interconnect line modelling, then it will result an delay error of as high as 6% when compared to SPICE.Keywords: Delay Modelling; On-Chip Interconnect; RLCGInterconnect; Ramp Input; Damping; VLSI

The effect of chemical treatment in CdCl2 and thermal annealing in 400°C, on the defect structures of potentially useful ZnS\CdS solar cell thin films deposited onto quartz substrate and prepared by vacuum deposition method was studied using the Thermoluminesence (TL) techniques. A series of electron and hole traps are found in the various deposited samples studied. While OCD is one of the most commonly occurring psychiatric conditions experienced by older adults, there is a paucity of research conducted into the treatment of older adults with OCD. This case study represents the first published investigation of a cognitive treatment for geriatric OCD. It describes the successful treatment of an 86-year old man with a 63-year history of OCD using Danger Ideation Reduction Therapy (DIRT). The client received 14 individual, 50-minute treatment sessions of DIRT over 13 weeks. Clinician-based Y-BOCS scores reduced 84% from 25 (severe) at pre-treatment, to 4 (subclinical) at 6-month post-treatment follow-up interview, demonstrating the efficacy of DIRT for this client. An experiment was conducted to determine the effect of the rearing system on growth performance, carcass yield, hematological parameters, and feather pecking damage of Thai indigenous chickens. Three hundred and sixty 1-d-old chicks were randomly assigned to 2 treatments: indoor treatment and outdoor access treatment. In the indoor treatment, the chickens were housed in floor pens (5 birds/m2). In the outdoor access treatment, the chickens were housed in a similar indoor house; in addition, they also had an outdoor grass paddock (1 bird/m2). All birds were provided with same diet and were raised for 16 wk of age. The results showed that growth performance and carcass yield were not different among treatment (P>0.05). Outdoor access had no effect on hematological parameters (P>0.05). However, the feather pecking damage of the chickens in the outdoor access treatment was lower than that of the chickens in the indoor treatment (P<0.05).Keywords: Hematology, performance, rearing system, Thai indigenous chickens

Abstract:
Various categories of aqueous solutions are discharged within residential, institutional, commercial, and industrial structures. To safeguard public health and preserve the environment, it is imperative to subject wastewater to treatment processes that eliminate pathogens (such as bacteria and viruses), nutrients (such as nitrogen and phosphorus), and other compounds. Failure to address untreated sewage accumulation can result in an array of adverse consequences. Israel exemplifies a special case in wastewater management. Appropriate wastewater treatment significantly benefits sectors such as agriculture, tourism, horticulture, and industry. Nevertheless, untreated sewage in settlements lacking proper sewage collection or transportation networks remains an ongoing and substantial threat. Notably, the process of wastewater treatment entails substantial energy consumption. Consequently, this study explores the integration of solar energy as a renewable power source within the wastewater treatment framework. By incorporating renewable energy sources into the process, costs can be minimized, and decentralized facilities can be established even in areas lacking adequate infrastructure for traditional treatment methods.

The aim of the performed work is to establish the 2D and 3D model of direct unsteady task of sample heat treatment by moving source employing computer model on the basis of finite element method. Complex boundary condition on heat loaded sample surface is the essential feature of the task. Computer model describes heat treatment of the sample during heat source movement over the sample surface. It is started from 2D task of sample cross section as a basic model. Possibilities of extension from 2D to 3D task are discussed. The effect of the addition of third model dimension on temperature distribution in the sample is showed. Comparison of various model parameters on the sample temperatures is observed. Influence of heat source motion on the depth of material heat treatment is shown for several velocities of the movement. In India, the quarrel between the budding human populace and the planet-s unchanging supply of freshwater and falling water tables has strained attention the reuse of gray water as an alternative water resource in rural development. This paper present the finest design of laboratory scale gray water treatment plant, which is a combination of natural and physical operations such as primary settling with cascaded water flow, aeration, agitation and filtration, hence called as hybrid treatment process. The economical performance of the plant for treatment of bathrooms, basins and laundries gray water showed in terms of deduction competency of water pollutants such as COD (83%), TDS (70%), TSS (83%), total hardness (50%), oil and grease (97%), anions (46%) and cations (49%). Bamboo is extensively used in construction industry. Low durability of bamboo due to fungus infestation and termites attack under storage puts certain constrains for it usage as modern structural material. Looking at many chemical formulations for bamboo treatment leading to severe harmful environment effects, research on eco-friendly preservatives for bamboo treatment has been initiated world-over. In the present studies, eco-friendly preservative for bamboo treatment has been developed. To validate its application for structural purposes, investigation of effect of treatment on compressive strength has been investigated. Neemoil (25%) integrated with copper naphthenate (0.3%) on dilution with kerosene oil impregnated into bamboo culm at 2 bar pressure, has shown weight loss of only 3.15% in soil block analysis method. The results from compressive strength analysis using HEICO Automatic Compression Testing Machine reveal that preservative treatment has not altered the structural properties of bamboo culms. Compressive strength of control (11.72 N/mm2) and above treated samples (11.71 N/mm2) was found to be comparable.

Abstract:
This paper describes dynamic analysis using proposed fast finite element method for a shock absorbing structure including a sponge. The structure is supported by nonlinear concentrated springs. The restoring force of the spring has cubic nonlinearity and linear hysteresis damping. To calculate damping properties for the structures including elastic body and porous body, displacement vectors as common unknown variable are solved under coupled condition. Under small amplitude, we apply asymptotic method to complex eigenvalue problem of this system to obtain modal parameters. And then expressions of modal loss factor are derived approximately. This approach was proposed by one of the authors previously. We call this method as Modal Strain and Kinetic Energy Method (MSKE method). Further, using the modal loss factors, the discretized equations in physical coordinate are transformed into the nonlinear ordinary coupled equations using normal coordinate corresponding to linear natural modes. This transformation yields computation efficiency. As a numerical example of a shock absorbing structures, we adopt double skins with a sponge. The double skins are supported by nonlinear concentrated springs. We clarify influences of amplitude of the input force on nonlinear and chaotic responses.

Abstract:
As the material used for fuselage structure must possess low density, high strength to weight ratio, the selection of appropriate materials for fuselage structure is one of the most important tasks. Aluminum metal itself is soft and low in strength. It can be made stronger by giving proper combination of suitable alloy addition, mechanical treatment and thermal treatment. The usual thermal treatment given to aluminum alloys is called age-hardening or precipitation hardening. In this paper, the studies are carried out on 7075 aluminum alloy which is how to improve strength level for fuselage structure. The marked effect of the strength on the ternary alloy is clearly demonstrated at several ageing times and temperatures. It is concluded that aluminum-zinc-magnesium alloy can get the highest strength level in natural ageing.Keywords: Aluminum alloy, ageing, heat treatment, strength.

Abstract:
Magnetic graphene has received widespread attention for their capability of water and wastewater treatment, which has been attracted many researchers in this field. A bibliometric analysis based on the Web of Science database was employed to analyze the global scientific outputs of magnetic graphene for water treatment until the present time (2012 to 2017), to improve the understanding of the research trends. The publication year, place of publication, institutes, funding agencies, journals, most cited articles, distribution outputs in thematic categories and applications were analyzed. Three major aspects analyzed including type of pollutant, treatment process and composite composition have further contributed to revealing the research trends. The most relevant research aspects of the main technologies using magnetic graphene for water treatment were summarized in this paper. The results showed that research on magnetic graphene for water treatment goes through a period of decline that might be related to a saturated field and a lack of bibliometric studies. Thus, the result of the present work will lead researchers to establish future directions in further studies using magnetic graphene for water treatment.

Abstract:
SUVA (equivalent to UV254/DOC) value in raw water is a precursor for the formation of trihalomethane during chlorination at a water treatment plant. This study collected rapidly filtered water from an advanced water treatment plant for use in experiments on raw water. The removal rate of treating the trihalomethanes formation potential (THMFP) was conducted by using a biological activated carbon. The hydraulic retention time and SUVA loading were major factors in biological degradation tests. The results showed that biological powder-activated carbon (BPAC) lowered the average concentration of UV254 and value of SUVA in raw water. A removal efficiency of THMFP was present in the treatment of the three primary organic carbon items. These results highlighted the importance of the BPAC had an excellent treatment efficiency on THMFP.

This study developed a high efficient and combined biological and chemical filter treatment process. This process used PAC (Powder Activated Carbon), Alum and attached growth treatment process. The system removals of total nitrogen and total phosphorus ratio of two were as high as 70% and 73%, moreover, the effluent water was suitable to urban and agricultural water. Also the advantages of this process are not only occupies small place but is simple, economic and easy operating. Besides, our developed process can keep stable process efficiency even in relative low load level. Therefore, this study judges that use of the high efficient and combined biological and chemical filter treatment process, it is expected that the effluent water in this system can be reused as urban and agricultural water.Keywords: biological and chemical filter treatment, wastewaterreuse, PAC, Alum

Abstract:
Water supply system consumes large amount of power load during water treatment and transportation of purified water. Many energy conserving high efficiency materials such as DC motor and LED light have recently been introduced to water supply system for energy conservation. This paper performed empirical analysis on BLDC and AC motors and comparatively analyzed the change in power according to DC power supply ratio in order to conserve energy of a next-generation water treatment system called vertical water treatment system. In addition, a DC distribution system linked with photovoltaic generation was simulated to analyze the energy conserving effect of DC load.

Abstract:
In this study, the designed dual stage membrane bioreactor (MBR) system was conceptualized for the treatment of cyanide and heavy metals in electroplating wastewater. The design consisted of a primary treatment stage to reduce the impact of fluctuations and the secondary treatment stage to remove the residual cyanide and heavy metal contaminants in the wastewater under alkaline pH conditions. The primary treatment stage contained hydrolyzed Citrus sinensis (C. sinensis) pomace and the secondary treatment stage contained active Aspergillus awamori (A. awamori) biomass, supplemented solely with C. sinensis pomace extract from the hydrolysis process. An average of 76.37%, 95.37%, 93.26 and 94.76% and 99.55%, 99.91%, 99.92% and 99.92% degradation efficiency for total cyanide (T-CN), including the sorption of nickel (Ni), zinc (Zn) and copper (Cu) were observed after the first and second treatment stages, respectively. Furthermore, cyanide conversion by-products degradation was 99.81% and 99.75 for both formate (CHOO-) and ammonium (NH4 +) after the second treatment stage. After the first, second and third regeneration cycles of the C. sinensis pomace in the first treatment stage, Ni, Zn and Cu removal achieved was 99.13%, 99.12% and 99.04% (first regeneration cycle), 98.94%, 98.92% and 98.41% (second regeneration cycle) and 98.46 %, 98.44% and 97.91% (third regeneration cycle), respectively. There was relatively insignificant standard deviation detected in all the measured parameters in the system which indicated reproducibility of the remediation efficiency in this continuous system.

Abstract:
In the present study, feasibility of the selective surface hydrophilization of polyvinyl chloride (PVC) by microwave treatment was evaluated to facilitate the separation from automotive shredder residue (ASR), by the froth flotation. The combination of 60 sec microwave treatment with PAC, a sharp and significant decrease about 16.5° contact angle of PVC was observed in ASR plastic compared with other plastics. The microwave treatment with the addition of PAC resulted in a synergetic effect for the froth flotation, which may be a result of the 90% selective separation of PVC from ASR plastics, with 82% purity. While, simple mixing with a nanometallic Ca/CaO/PO4 dispersion mixture immobilized 95-100% of heavy metals in ASR soil/residues. The quantity of heavy metals leached from thermal residues after treatment by nanometallic Ca/CaO/PO4 was lower than the Korean standard regulatory limit for hazardous waste landfills. Solar lentigines appear predominantly on chronically sun-exposed areas of skin, such as the face and the back of the hands. Among the several ways to lentigines treatment, quality-switched lasers are well-known effective treatment for removing solar lentigines. The present pilot study was therefore designed to assess the efficacy of quality-switched ruby laser treatment of such lentigines compare between pretreatment and posttreatment of skin brightness. Twenty-two adults with chronic sun-damaged skin (mean age 52.8 years, range 37–74 years) were treated at the Korean site. A 694 nm Q-switched ruby laser was used, with the energy density set from 1.4 to 12.5 J/cm2, to treat solar lentigines. Average brightness of skin color before ruby laser treatment was 137.3 and its skin color was brightened after ruby laser treatment by 150.5. Also, standard deviation of skin color was decreased from 17.8 to 16.4. Regarding the multivariate model, age and energy were identified as significant factors for skin color brightness change in lentigo depigmentation by ruby laser treatment. Their respective odds ratios were 1.082 (95% CI, 1.007–1.163), and 1.431 (95% CI, 1.051–1.946). Lentigo depigmentation treatment using ruby lasers resulted in a high performance in skin color brightness. Among the relative factors involve with ruby laser treatment, age and energy were the most effective factors which skin color change to brighter than pretreatment.Keywords: Depigmentation, lentigo, quality switched ruby laser, skin color.
