2832 Simple Infrastructure in Measuring Countries e-Government
Authors: Sukhbaatar Dorj, Erdenebaatar Altangerel
Abstract:
As alternative to existing e-government measuring models, here proposed a new customer centric, service oriented, simple approach for measuring countries e-Governments. If successfully implemented, built infrastructure will provide a single egovernment index number for countries. Main schema is as follows. Country CIO or equal position government official, at the beginning of each year will provide to United Nations dedicated web site 4 numbers on behalf of own country: 1) Ratio of available online public services, to total number of public services, 2) Ratio of interagency inter ministry online public services to total number of available online public services, 3) Ratio of total number of citizen and business entities served online annually to total number of citizen and business entities served annually online and physically on those services, 4) Simple index for geographical spread of online served citizen and business entities. 4 numbers then combined into one index number by mathematical Average function. In addition to 4 numbers 5th number can be introduced as service quality indicator of online public services. If in ordering of countries index number is equal, 5th criteria will be used. Notice: This approach is for country’s current e-government achievement assessment, not for e-government readiness assessment.

Authors: Batin Latif Aylak, Bernd Noche
Abstract:
Overhead conveyor systems are in use in many installations around the world, meeting the widest range of applications possible. Overhead conveyor systems are particularly preferred in automotive industry but also at post offices. Overhead conveyor systems must always be integrated with a logistical process by finding the best way for a cheaper material flow in order to guarantee precise and fast workflows. With their help, any transport can take place without wasting ground and space, without excessive company capacity, lost or damaged products, erroneous delivery, endless travels and without wasting time. Ultra-light overhead conveyor systems are rope-based conveying systems with individually driven vehicles. The vehicles can move automatically on the rope and this can be realized by energy and signals. Crossings are realized by switches. Ultra-light overhead conveyor systems provide optimal material flow, which produces profit and saves time. This article introduces two new ultra-light overhead conveyor designs in logistics and explains their components. According to the explanation of the components, scenarios are created by means of their technical characteristics. The scenarios are visualized with the help of CAD software. After that, assumptions are made for application area. According to these assumptions scenarios are visualized. These scenarios help logistics companies achieve lower development costs as well as quicker market maturity.

Authors: A. Shahsavari, M. Nili-Ahmadabadi
Abstract:
This paper presents an innovative one-dimensional optimization of a transonic compressor based on the radial equilibrium theory by means of increasing blade loading. Firstly, the rotor blade of the transonic compressor is redesigned based on the constant span-wise deHaller number and diffusion. The code is applied to extract compressor meridional plane and blade to blade geometry containing rotor and stator in order to design blade three-dimensional view. A structured grid is generated for the numerical domain of fluid. Finer grids are used for regions near walls to capture boundary layer effects and behavior. RANS equations are solved by finite volume method for rotating zones (rotor) and stationary zones (stator). The experimental data, available for the performance map of NASA Rotor67, is used to validate the results of simulations. Then, the capability of the design method is validated by CFD that is capable of predicting the performance map. The numerical results of new geometry show about 19% increase in pressure ratio and 11% improvement in overall efficiency of the transonic stage; however, the design point mass flow rate of the new compressor is 5.7% less than that of the original compressor.

Authors: Insaf Mehani, N. Settou
Abstract:
Natural ventilation is an important means to improve indoor thermal comfort and reduce the energy consumption. A solar chimney system is an enhancing natural draft device, which uses solar radiation to heat the air inside the chimney, thereby converting the thermal energy into kinetic energy. The present study considered some parameters such as chimney width and solar intensity, which were believed to have a significant effect on space ventilation. Fluent CFD software was used to predict buoyant air flow and flow rates in the cavities. The results were compared with available published experimental and theoretical data from the literature. There was an acceptable trend match between the present results and the published data for the room air change per hour, ACH. Further, it was noticed that the solar intensity has a more significant effect on ACH.

Abstract:
The aim of this paper is to develop a new two dimensional time accurate Euler solver for shock tube applications. The solver was developed to study the performance of a newly built short-duration hypersonic test facility at Universiti Tenaga Nasional “UNITEN" in Malaysia. The facility has been designed, built, and commissioned for different values of diaphragm pressure ratios in order to get wide range of Mach number. The developed solver uses second order accurate cell-vertex finite volume spatial discretization and forth order accurate Runge-Kutta temporal integration and it is designed to simulate the flow process for similar driver/driven gases (e.g. air-air as working fluids). The solver is validated against analytical solution and experimental measurements in the high speed flow test facility. Further investigations were made on the flow process inside the shock tube by using the solver. The shock wave motion, reflection and interaction were investigated and their influence on the performance of the shock tube was determined. The results provide very good estimates for both shock speed and shock pressure obtained after diaphragm rupture. Also detailed information on the gasdynamic processes over the full length of the facility is available. The agreements obtained have been reasonable.

Authors: Dong Ming, Su Caihong
Abstract:
The scenario of bypass transition is generally described as follows: the low-frequency disturbances in the free-stream may generate long stream-wise streaks in the boundary layer, which later may trigger secondary instability, leading to rapid increase of high-frequency disturbances. Then possibly turbulent spots emerge, and through their merging, lead to fully developed turbulence. This description, however, is insufficient in the sense that it does not provide the inherent mechanism of transition that during the transition, a large number of waves with different frequencies and wave numbers appear almost simultaneously, producing sufficiently large Reynolds stress, so the mean flow profile can change rapidly from laminar to turbulent. In this paper, such a mechanism will be figured out from analyzing DNS data of transition. Keywords: boundary layer, breakdown, bypass transition, stability, streak.

Authors: Stoyan Nedeltchev, Markus Schubert
Abstract:
The gas holdup fluctuations in a bubble column (0.15 m in ID) have been recorded by means of a conductivity wire-mesh sensor in order to extract information about the main transition velocities. These parameters are very important for bubble column design, operation and scale-up. For this purpose, the classical definition of the Shannon entropy was modified and used to identify both the onset (at UG=0.034 m/s) of the transition flow regime and the beginning (at UG=0.089 m/s) of the churn-turbulent flow regime. The results were compared with the Kolmogorov entropy (KE) results. A slight discrepancy was found, namely the transition velocities identified by means of the KE were shifted to somewhat higher (0.045 and 0.101 m/s) superficial gas velocities UG.Keywords: Bubble column, gas holdup fluctuations, Modified Shannon entropy, Kolmogorov entropy.

Abstract:
In this research, the effects of the engine parameters like compression ratios and steam injection on igniting timing and emission characteristics have been investigated numerically. The in-cylinder temperature and pressure at four different compression ratios have been compared with numerical results, and they show a good agreement with the published data. Two different fuels have been used in this study: Isooctane (IC8H18), and ethanol (C2H5OH). The increasing of the compression ratio (CR) advances the ignition timing, decreases the burn duration and increases the temperature and the pressure. The injection of water vapor lower than 40% decreased the peak temperature and slowed the combustion rate which leads to a lower NOx emission.

Abstract:
Flow movement in unsaturated soil can be expressed by a partial differential equation, named Richards equation. The objective of this study is the finding of an appropriate implicit numerical solution for head based Richards equation. Some of the well known finite difference schemes (fully implicit, Crank Nicolson and Runge-Kutta) have been utilized in this study. In addition, the effects of different approximations of moisture capacity function, convergence criteria and time stepping methods were evaluated. Two different infiltration problems were solved to investigate the performance of different schemes. These problems include of vertical water flow in a wet and very dry soils. The numerical solutions of two problems were compared using four evaluation criteria and the results of comparisons showed that fully implicit scheme is better than the other schemes. In addition, utilizing of standard chord slope method for approximation of moisture capacity function, automatic time stepping method and difference between two successive iterations as convergence criterion in the fully implicit scheme can lead to better and more reliable results for simulation of fluid movement in different unsaturated soils. Keywords: Finite Difference methods, Richards equation, fullyimplicit, Crank-Nicolson, Runge-Kutta.

Abstract:
The triple diffusive boundary layer flow of nanofluid under the action of constant magnetic field over a non-linear stretching sheet has been investigated numerically. The model includes the effect of Brownian motion, thermophoresis, and cross-diffusion; slip mechanisms which are primarily responsible for the enhancement of the convective features of nanofluid. The governing partial differential equations are transformed into a system of ordinary differential equations (by using group theory transformations) and solved numerically by using variational finite element method. The effects of various controlling parameters, such as the magnetic influence number, thermophoresis parameter, Brownian motion parameter, modified Dufour parameter, and Dufour solutal Lewis number, on the fluid flow as well as on heat and mass transfer coefficients (both of solute and nanofluid) are presented graphically and discussed quantitatively. The genetic algorithm is based on extended pattern run-length coding. The test set contains a large number of X value that can be effectively exploited to improve the test data compression. In this coding method, a reference pattern is set and its compatibility is checked. For this process, a genetic algorithm is proposed to reduce the computation time of encoding algorithm. This coding technique encodes the 2n compatible pattern or the inversely compatible pattern into a single test data segment or multiple test data segment. Authors: Talam K. E, Kainkwa R. M.
Abstract:
In this study, a field testing has been carried out to assess the power characteristics of some small scale wind turbines fabricated by one native technician from Tanzania. Two Horizontal Axis Wind Turbines (HAWTs), one with five and other with sixteen blades were installed at a height of 2.4m above the ground. The rotation speed of the rotor blade and wind speed approaching the turbines were measured simultaneously. The data obtained were used to determine how the power coefficient varies as a function of tip speed ratio and also the way in which the output power compares with available power in the wind for each turbine. For the sixteen-bladed wind turbine the maximum value of power coefficient of about 0.14 was found to occur at a tip speed ratio of around 0.65 while for the five bladed, these extreme values were respectively attained at approximately 0.2 and 1.7. The five bladed-wind turbine was found to have a higher power efficiency of about 37.5% which is higher compared to the sixteen bladed wind turbine whose corresponding value was 14.37%. This is what would be expected, as the smaller the number of blades of a wind turbine, the higher the electric power efficiency and vice versa. Some of the main reasons for the low efficiency of these machines may be due to the low aerodynamic efficiency of the turbine or low efficiency of the transmission mechanisms such as gearbox and generator which were not examined in this study. It is recommended that some other researches be done to investigate the power efficiency of such machines from different manufacturers in the country. The manufacturers should also be encouraged to use fewer blades in their designs so as to improve the efficiency and at the same time reduce materials used to fabricate the blades. The power efficiency of the electric generators used in the locally fabricated wind turbines should also be examined.

The studied parameters include foundation depth and pre-stress ratio for the cases of one and two pre-stressed reinforcement layers. The study reflected that pre-stressing of soil reinforcement resulted in a marked enhancement in reinforced bed soil stiffness compared to the reinforced soil without pre-stress. The best benefit of pre-stressing reinforcement was obtained as the overburden pressure and pre-straining ratio increase. Pre-stressing of double reinforcement topmost layers results in further enhancement of stress strain relation of bed soil. Keywords: Geogrid reinforcement, strip footing, pre-stress, bearing capacity.

Performance of combination of conventional and fuzzy logic based controllers also studied by comparing overshoot on the active power deviation response for a small disturbance and damping ratio of the critical mode. Fuzzy logic based controllers can not be modeled in the state space form to get the eigenvalues and corresponding damping ratios of various modes of generators and controllers. Hence, a new method based on tracing envelop of time domain waveform is also presented and used in the paper for comparing performance of controllers. The paper also shows that if the fuzzy based controllers designed separately combining them could not lead to a better performance. Keywords: Automatic voltage regulator, damping ratio, fuzzylogic controller, power system stabilizer.

To detect the tongue area from face image, we use ASM as one of the active shape models. Detected tongue area is divided into six areas widely used in the Korean traditional medicine and the distribution of tongue coating of the six areas is examined by SVM(Support Vector Machine). For SVM, we use a 3-dimensional vector calculated by PCA(Principal Component Analysis) from a 12-dimentional vector consisting of RGB, HIS, Lab, and Luv. Abstract:
This paper presents a Euler-Lagrange model of the water-particles multiphase flows in a Vorsyl separator where particles with different densities are separated. A series of particles with their densities ranging from 760 kg/m3 to 1380 kg/m3 were fed into the Vorsyl separator with water by means of tangential inlet. The simulation showed that the feed materials acquired centrifugal force which allows most portion of the particles with a density less than water to move to the center of the separator, enter the vortex finder and leave the separator through the bottom outlet. While the particles heavier than water move to the wall, reach the throat area and leave the separator through the side outlet. The particles were thus separated and particles collected at the bottom outlet are pure and clean. The influence of particle density on separation efficiency was investigated which demonstrated a positive correlation of the separation efficiency with increasing density difference between medium liquid and the particle. In addition, the influence of the split ratio on the performance was studied which showed that the separation efficiency of the Vorsyl separator can be improved by the increase of split ratio. The simulation also suggested that the Vorsyl separator may not function when the feeding velocity is smaller than a certain critical feeding in velocity. In addition, an increasing feeding velocity gives rise to increased pressure drop, however does not necessarily increase the separation efficiency. Keywords: Vorsyl separator, separation efficiency, CFD, split ratio.

The durian rind underwent the boiling process with NaOH [7], [8] and then the fiber from durian rind was formed into fiberboard through heat press. This means that durian rind could be used as replacement for plywood in plywood industry by using durian fiber as composite material with adhesive substance. This research would study the probability about the production of fiberboard made of durian rind through latex with phenolic resin as binding agent. At first, durian rind was split, exposed to light, boiled and steamed in order to gain durian fiber. Then, fiberboard was tested with the density of 600 Kg/m3 and 800 Kg/m3. in order to find a suitable ratio of durian fiber and latex. Afterwards, mechanical properties were tested according to the standards of ASTM and JIS A5905-1994. After the suitable ratio was known, the test results would be compared with medium density fiberboard (MDF) and other related research studies. After a 7-days adaptation period, the diet of the “Safflower cake" group were supplemented with 20% of safflower cake. The kids were slaughtered at 96 days of age. Dietary safflower cake did not affect the growth traits of kids. In addition, kids fed experimental diet showed a lower feed intake and consequently a better feed conversion ratio in comparison to the “Control" group. The use of safflower decreased the level of SFA and increased the level of MUFA in kid meat. The level of PUFA was higher in lipid extracted from animals feeding “Control“ diet even if the UFA level was lower. Furthermore, lipid extracted from animals feeding control diet contained more ω6 fatty acids in comparison to kids feeding experimental diet while the opposite trend was observed for the level of ω3 fatty acids. The ω6 to ω3 ratio was significantly affected by diet and in particular this ratio decreased in meat of kids fed experimental diet. Our results indicate that intramuscular fatty acid composition of kid meat can be improved from a human health perspective by inclusion of safflower cake in the diet.
