1201 Climate Change and Food Security: The Legal Aspects with Special Focus on the European Union

Abstract:
Dangerous of climate change is now global problem and as such has a strategic priority also for the European Union. Europe and European citizens try to do their best to cut greenhouse gas emissions, moreover they substantially encourage other nations and regions to follow the same way. The European Commission and a number of Member States have developed adaptation strategies in order to help strengthen EU's resilience to the inevitable impacts of climate change. The EU has long been a driving force in international negotiations on climate change and was instrumental in the development of the UN Framework Convention on Climate Change. As the world's leading donor of development aid, the EU also provides substantial funding to help developing countries tackle climate change problem. Global warming influences human health, biodiversity, ecosystems but also many social and economic sectors. The aim of this paper is to focus on impact of claimant change on for food security. Food security challenges are directly related to globalization, climate change. It means that current and future food policy is exposed to all cross-cutting and that must be linked with environmental and climate targets, which supposed to be achieved. In the 7th EAP —The new general Union Environment Action Program to 2020, called “Living well, within the limits of our planet” EU has agreed to step up its efforts to protect natural capital, stimulate resource efficient, low carbon growth and innovation, and safeguard people’s health and wellbeing– while respecting the Earth’s natural limits.

Abstract:
The objective of this work is to present a expertise on flooding hazard analysis and how to reduce the risk. The analysis concerns the disaster induced by the flood on November 10/11, 2001 in the Bab El Oued district of the city of Algiers.The study begins by an expertise of damages in related with the urban environment and the history of the urban growth of the site. After this phase, the work is focalized on the identification of the existing correlations between the development of the town and its vulnerability. The final step consists to elaborate the interpretations on the interactions between the urban growth, the sewerage network and the vulnerability of the urban system.In conclusion, several recommendations are formulated permitting the mitigation of the risk in the future. Abstract:
Bio-demographic diversity which refers to age and gender of members in a team, has been frequently identified to influence team innovation directly. As the theories expanded, biodemographic diversity was suggested to influence team innovation via psychosocial trait and interaction process. This study examines those suggestions, in which psychosocial trait and interaction process were operationalized as 'participation safety climate' and 'team reflexivity' respectively. The role of team reflexivity as a mediator to participation safety climate and team innovation was also assessed. Due to a small number of teams involved in the study, data were analyzed by using a PLS-graph. While the results show only gender is significantly related to the participation safety climate, which in turn influences team reflexivity and team innovation, there is no statistical evidence that team reflexivity mediates the impact of participation safety climate on team innovation.

Abstract:
Under the Paris Agreement 2015, the countries committed to address and combat the climate change and its negative impacts and agree to the target of reducing the global greenhouse gas (GHG) emission substantially by limiting the global temperature to 2 0C above the pre-industrial level in this century. An international submit named “26th United Nations Climate Conference” (COP26) was held in Glasgow in 2021 with all committed countries agreed to finalize the outstanding element in Paris Agreement and Glasgow Climate Pact to keep 1.5 0C. In this paper, we will focus on the basic approach of waste strategy, recycling policy, circular economy strategy, net-zero strategy and sustainability strategy and the importance of the elements which affect the carbon emission, waste generation and energy conservation will be further reviewed with recommendation for future study.

Taking both horizontal and vertical dimension into consideration, this paper provides a perspective to explore the fascinating process of growing and space folding in the urban form of high-density city, also as a research reference for related high-density urban design.

Abstract:
Since the industrial revolution, technological developments and increased population have caused environmental damages. To protect the nature and architectural environment, firstly, green architecture, ecological architecture and then sustainability occurred. This term has been proposed not to be a new term but a response to environmental disturbances caused by human activities and it is re-conceptualization of architecture. Sustainable architecture or sustainability is lot more extensive than ecological and green architecture. It contains the imbalance between environmental problems that is natural environment and consumption that occurred all around the world. An important part of sustainability debate focused on urban planning and design for more sustainable forms and patterns. In particular, it is discussed that planning and design of urban areas have a major effect on transport and therefore can help reduce car usage, emissions, global warming and climate change. There are many planning and design approaches and movement that introduce certain criteria and strategies to prevent car dependency and encourage people to use public transportation and walking. However, when review the literature, it is seen that planning movements, such as New Urbanism and Transit Oriented Development originated and were implemented mostly in West European and North American Cities. The purpose of this study is to find out whether all those criteria, principles and strategies are also relevant planning approaches for more non-western cities like Baku, which has a very different planning background and therefore possibly different urban form and transport issues. In order to answer the abovementioned question, planning and design approaches in the literature and these recent planning movements were studied and a check list was formed which indicate planning and design approaches that can help attain a more sustainable transport outcome. In this realm, the paper aims at activating the role of branded urban spaces as an approach for the development of visual image of cities, especially in Egypt. The approach proposed here is oriented in the direction of fuzzy system for the analysis and the synthesis of intelligent climate controllers, the simulation of the internal climate of the greenhouse is achieved by a linear model whose coefficients are obtained by identification. The use of fuzzy logic controllers for the regulation of climate variables represents a powerful way to minimize the energy cost. Strategies of reduction and optimization are adopted to facilitate the tuning and to reduce the complexity of the controller.

With massive population expansion and fast economic development in last decade, urban land has increasingly expanded and formed high informal development territory in Kabul city. This paper investigates integrated urbanization trends in Kabul city since the formation of the basic structure of the present city using GIS and remote sensing. This study explores the spatial and temporal difference of urban land expansion and land use categories among different time intervals, 1964-1978 and 1978-2008 from 1964 to 2008 in Kabul city. Furthermore, the goal of this paper is to understand the extent of urban land expansion and the factors driving urban land expansion in Kabul city. Many factors like population expansion, the return of refugees from neighboring countries and significant economic growth of the city affected urban land expansion. Across all the study area urban land expansion rate, population expansion rate and economic growth rate have been compared to analyze the relationship of driving forces with urban land expansion. Based on urban land change data detected by interpreting land use maps, it was found that in the entire study area the urban territory has been expanded by 14 times between 1964 and 2008.Keywords: GIS, Kabul city, land use, urban land expansion, urbanization.

Abstract:
Population growth, urban development and urban buildup have disturbed the balance between the nature and the city, and so leading to the loss of quality of sustainability of proximity to rivers. While in the past, the sides of urban rivers were considered as urban green space. Urban rivers and their sides that have environmental, social and economic values are important to achieve sustainable development. So far, efforts have been made at various scales in various cities around the world to revitalize these areas. On the other hand, biophilic design is an innovative design approach in which attention to natural details and relation to nature is a fundamental concept. The purpose of this study is to provide an integrated framework of urban design using the potential of urban rivers (in order to increase sustainability) with a biophilic design approach to be used in cities in developing countries. The methodology of the research is based on the collection of data and information from research and projects including a study on biophilic design, investigations and projects related to the urban rivers, and a review of the literature on sustainable urban development. Then studying the boundary of urban rivers is completed by examining case samples. Eventually, integrated framework of urban design, to design the boundaries of urban rivers in the cities of developing countries is presented regarding the factors affecting the design of these areas. The result shows that according to this framework, the potential of the river banks is utilized to increase not only the environmental sustainability but also social, economic and physical stability with regard to water, light, and the usage of indigenous materials, etc.

Today, systems of management and urban planning, attempt to reach more sustainable development through monitoring developments, urban development and development plans. Monitoring of changes in the urban places and sustainable urban development accounted a base for the realization of worthy goals urban sustainable development. The importance of women in environmental protection programs is high enough that in 21 agenda has been requested from all countries to allocate more shares to women in their policies. On the other hand, urban waste landfill has become one of the environmental concerns in modern cities. This research assumes that the impact of women on recycling, reduction and proper waste landfill is much more than men. For this reason, three districts; Yousef Abad, Heshmatieh & Nezam Abad are gauged through questionnaire and using the analytical research hypothesis model. This research will be categorized as functional research. The results have shown that noticing the power of women, their participation towards realization of the development objectives and programs can be used in solving their problems.

The critical and most immediate problems faced by cities of developing countries are the health impacts of urban pollution that derive from inadequate water, sanitation, drainage and solid waste services, poor urban and industrial waste management, and air pollution. As globalization continues, earth's natural processes transform local problems into international issues. The aim of this study is to provide a broad overview of the pollution from urban wastes and emissions in Turkey which is a developing country. The increasing popularity of wireless technologies and mobile computing devices has enabled new application areas and research. One of these new areas is pervasive systems in urban environments, because urban environments are characterized by high concentration of these technologies and devices. In this paper we will show the process of pervasive system design in urban environments, using as use case a local zoo in Cali, Colombia. Based on an ethnographic studio, we present the design of a pervasive system for urban computing based on service oriented architecture to controlled environment of Cali Zoo. Climate change causes severe effects on natural habitats, especially wetlands. These challenges require the adaptation of their management to probable effects of climate change. A compilation of necessary changes in land management was collected in a Hungarian area being both national park and Natura 2000 SAC and SCI site in favor of increasing the resilience and reducing vulnerability. Several factors, such as ecological aspects, nature conservation and climatic adaptation should be combined with social and economic factors during the process of developing climate change adapted management on vulnerable wetlands. Planning adaptive management should be determined by a priority order of conservation aims and evaluation of factors at the determined planning unit. Mowing techniques, frequency and exact date should be observed as well as grazing species and their breed, due to different grazing, group forming and trampling habits. Abstract:
It has become an increasing evident that large development influences the climate. There are concerns that rising temperature over developed areas could have negative impact and increase living discomfort within city boundaries. Temperature trends in Ibadan city have received little attention, yet the area has experienced heavy urban expansion between 1972 and 2014. This research aims at examining the impact of landuse change on surface temperature knowing that the built-up environment absorb and store solar energy, resulting into the Urban Heat Island (UHI) effect. The Landsat imagery was used to examine the landuse change for a period of 42 years (1972-2014). Land Surface Temperature (LST) was obtained by converting the thermal band to a surface temperature map and zonal statistic analyses was used to examine the relationship between landuse and temperature emission. The results showed that the settlement area increased to a large extent while the area covered by vegetation reduced during the study period. The spatial and temporal trends of surface temperature are related to the gradual change in urban landuse/landcover and the settlement area has the highest emission. This research provides useful insight into the temporal behavior of the Ibadan city.

Climate change is a phenomenon has been based on the available evidence from a very long time ago and now its existence is very probable. The speed and nature of climate parameters changes at the middle of twentieth century has been different and its quickness more than the before and its trend changed to some extent comparing to the past. Climate change issue now regarded as not only one of the most common scientific topic but also a social political one, is not a new issue. Climate change is a complicated atmospheric oceanic phenomenon on a global scale and long-term. Precipitation pattern change, fast decrease of snowcovered resources and its rapid melting, increased evaporation, the occurrence of destroying floods, water shortage crisis, severe reduction at the rate of harvesting agricultural products and, so on are all the significant of climate change. To cope with this phenomenon, its consequences and events in which public instruction is the most important but it may be climate that no significant cant and effective action has been done so far. The present article is included a part of one surrey about climate change in Fars. The study area having annually mean temperature 14 and precipitation 320 mm .23 stations inside the basin with a common 37 year statistical period have been applied to the meteorology data (1974-2010). Man-kendal and change factor methods are two statistical methods, applying them, the trend of changes and the annual mean average temperature and the annual minimum mean temperature were studied by using them. Based on time series for each parameter, the annual mean average temperature and the mean of annual maximum temperature have a rising trend so that this trend is clearer to the mean of annual maximum temperature.Keywords: Climate change, Coefficient Variation, Fars province, Man-Kendal method.

Abstract:
This study involves a legal analysis of the case Earthlife Africa Johannesburg v Minister of Environmental Affairs and Others. The case considered the impact of the Thabametsi Power Project if it operated to the expected year 2060 on the global climate and ever-changing climate, in South Africa. This judgment highlights the significance, place and principles of climate change and where climate change impacts the South African environmental law which has its founding principles in the Constitution of the Republic of South Africa, 1996. This paper seeks to examine the advances for climate change regulation and application in terms of international law, in South Africa, through a qualitative study involving comparative national and international case law. A literature review study was conducted to compare and contrast the various aspects of law in order to support the argument undertaken. The paper presents a detailed discussion of the current legislation and the position as it currently stands with reference to international law and interpretation. The relevant protections as outlined in the National Environmental Management Act will be discussed. It then proceeds to outline the potential liability of the Minister in the interpretation and application of international law.

Majority of researches conducted on Iranian urban development plans indicate that they have been almost unsuccessful in terms of draft, execution and goal achievement. Lack or shortage of essential statistics and information can be listed as an important reason of the failure of these plans. Lack of figures and information has turned into an obvious part of the country-s statistics officials. This problem has made urban planner themselves to embark on physical surveys including real estate and land pricing, population and economic census of the city. Apart from the problems facing urban developers, the possibility of errors is high in such surveys. In the present article, applying the interview technique, it has been mentioned that utilizing multipurpose cadastre system as a land information system is essential for urban development plans in Iran. The purpose of this study is to identify ideal urban design elements of waterfronts and to analyze the differences in users- cognition among these elements. This study follows three steps as following: first is identifying the urban design elements of waterfronts from literature review and second is evaluating intended users- cognition of urban design elements in urban waterfronts. Lastly, third is analyzing the users- cognition differences. As the result, evaluations of waterfront areas by users show similar features that non-waterfront urban design elements contain the highest degree of importance. This indicates the difference of users- cognition has dimensions of frequency and distance, and demonstrates differences in the aspect of importance than of satisfaction. Multi-Dimensional Scaling Method verifies differences among their cognition. This study provides elements to increase satisfaction of users from differences of their cognition on design elements for waterfronts. Chinese overall urban design faces a large number of problems such as the neglect of urban characteristics, generalization of content, and difficulty in implementation. Focusing on these issues, this paper proposes the main points of shaping urban characteristics in overall urban design: focuses on core problems in city function and scale, landscape pattern, historical culture, social resources and modern city style and digs the urban characteristic genes. Then, we put forward “core problem location and characteristic gene enhancement” as a kind of overall urban design technical method. Firstly, based on the main problems in urban space as a whole, for the operability goal, the method extracts the key genes and integrates into the multi-dimension system in a targeted manner. Secondly, hierarchical management and guidance system is established which may be in line with administrative management. Finally, by converting the results, action plan is drawn up that can be dynamically implemented. Abstract:
In recent years, the problems of global climate change and natural disasters have induced the concerns and attentions of environmental sustainability issues for the public. Aside from the environmental planning efforts done for human environment, Transit-Oriented Development (TOD) has been widely used as one of the future solutions for the sustainable city development. In order to be more consistent with the urban sustainable development, the development of the built environment planning based on the concept of Green TOD which combines both TOD and Green Urbanism is adapted here. The connotation of the urban development under the green TOD including the design toward environment protect, the maximum enhancement resources and the efficiency of energy use, use technology to construct green buildings and protected areas, natural ecosystems and communities linked, etc. Green TOD is not only to provide the solution to urban traffic problems, but to direct more sustainable and greener consideration for future urban development planning and design. In this study, we use both the TOD and Green Urbanism concepts to proceed to the study of the built environment planning and design. Fuzzy Delphi Technique (FDT) is utilized to screen suitable criteria of the green TOD. Furthermore, Fuzzy Analytic Network Process (FANP) and Quality Function Deployment (QFD) were then developed to evaluate the criteria and prioritize the alternatives. The study results can be regarded as the future guidelines of the built environment planning and designing under green TOD development in Taiwan.

Radiant chilled ceiling (RCC) has been perceived to save more energy and provide better thermal comfort than the traditional air conditioning system. However, its application has been rather limited by some reasons e.g., the scarce information about the thermal characteristic in the radiant room and the local climate influence on the system performance, etc. To bridge such gap, an office-like experiment room with a RCC was constructed in the hot and humid climate of Thailand. This paper presents exemplarily results from the RCC experiments to give an insight into the thermal environment in a radiant room and the cooling load associated to maintain the room's comfort condition. It gave a demonstration of the RCC system operation for its application to achieve thermal comfort in offices in a hot humid climate, as well.

Abstract:
The climate change is a main parameter which affects the element of hydrological cycle especially runoff. Then, the purpose of this study is to determine the impact of the climate change on surface runoff using land use map on 2008 and daily weather data during January 1, 1979 to September 30, 2010 for SWAT model. SWAT continuously simulate time model and operates on a daily time step at basin scale. The results present that the effect of temperature change cannot be clearly presented on the change of runoff while the rainfall, relative humidity and evaporation are the parameters for the considering of runoff change. If there are the increasing of rainfall and relative humidity, there is also the increasing of runoff. On the other hand, if there is the increasing of evaporation, there is the decreasing of runoff.

Abstract:
Climate change will affect the hydrological cycle in many different ways such as increase in evaporation and rainfalls. There have been growing interests among researchers to identify the nature of trends in historical rainfall data in many different parts of the world. This paper examines the trends in annual maximum rainfall data from 30 stations in New South Wales, Australia by using two non-parametric tests, Mann-Kendall (MK) and Spearman’s Rho (SR). Rainfall data were analyzed for fifteen different durations ranging from 6 min to 3 days. It is found that the sub-hourly durations (6, 12, 18, 24, 30 and 48 minutes) show statistically significant positive (upward) trends whereas longer duration (subdaily and daily) events generally show a statistically significant negative (downward) trend. It is also found that the MK test and SR test provide notably different results for some rainfall event durations considered in this study. Since shorter duration sub-hourly rainfall events show positive trends at many stations, the design rainfall data based on stationary frequency analysis for these durations need to be adjusted to account for the impact of climate change. These shorter durations are more relevant to many urban development projects based on smaller catchments having a much shorter response time.

Abstract:
Urban areas, as they have been developed and operate today, are areas of accumulation of a significant amount of people and a large number of activities that generate desires and reasons for traveling. The territorial expansion of the cities as well as the need to preserve the importance of the central city areas lead to the continuous increase of transportation needs which in the limited urban space results in creating serious traffic and operational problems. The modern perception of urban planning is directed towards more holistic approaches and integrated policies that make it economically competitive, socially just and more environmentally friendly. Over the last 25 years, the goal of sustainable transport development has been central to the agenda of any plan or policy for the city. The modern planning of urban space takes into account the economic and social aspects of the city and the importance of the environment to sustainable urban development. In this context, the European Union promotes direct or indirect related interventions according to the cohesion and environmental policies; many countries even had the chance to actually test them. This paper explores the methods and processes that have been developed towards this direction and presents a review and systematic presentation of this work. The ultimate purpose of this research is to effectively use this review to create a decision making methodological framework which can be the basis of a useful operational tool for sustainable urban planning.Keywords: Sustainable urban development, urban mobility, urban regeneration methods.

Abstract:
In the framework of the modernization of the city of Constantine and in order to restore its status as a regional metropolis introducing it into the network of cities international metropolises, has major urban project was launched: project of modernization and of metropolitanization of the city of Constantine. Our research project focuses on the management of the project for the modernization of the city of Constantine (PMMC) focusing on the management of some aspects of the urban project whose participation, with the objective assessment of the managerial approach business. In this contribution, we focus on two cases revealing taken into account in our research work on the question of participation of actors and their organizations. It is "the urban project of modernization of Constantine" and the operation relating to "the urban improvement in the city of the Brothers FERRAD in the district of Zouaghi". This project and this operation with the objective of improving the living conditions of citizens have faced several challenges and obstacles that have been in major part the factors of its failures. Through this study, we examined the management process and the mode of organization of the actors of the project as well as the level of participation of the citizen to finally proposed managerial solutions toconflict situations observed.

Abstract:
Vacant City of Cape Town-owned land lying unutilized and -productive could be developed for land uses such as urban agriculture that may improve the livelihoods of low income families. The new City of Cape Town zoning scheme includes an Urban Agriculture zoning for the first time. Unstructured qualitative interviews among town planners revealed their optimism about this inclusion as it will provide low-income residents with opportunities to generate an income. An existing farming community at Philippi, located within the municipal boundary of the city, was approached and empirical data obtained through questionnaires provided proof that urban agriculture could be viable in a coastal metropolitan city such as Cape Town even if farmers only produce for their own households. The lease method proposed for urban agriculture is a usufruct agreement conferring the right to another party, other than the legal owner, to enjoy the use and advantages of the property.

Abstract:
The development of sustainable utilization water resources is crucial. The ecological environment and water resources systems form the foundation of the existence and development of the social economy. The urban ecological support system depends on these resources as well. This research studies the vulnerability, criticality, and risk of climate change on water supply and demand in the main administrative district of the Taijiang Area (Tainan City). Based on the two situations set in this paper and various factors (indexes), this research adopts two kinds of weights (equal and AHP) to conduct the calculation and establish the water supply and demand risk map for the target year 2039. According to the risk analysis result, which is based on equal weight, only one district belongs to a high-grade district (Grade 4). Based on the AHP weight, 16 districts belong to a high-grade or higher-grade district (Grades 4 and 5), and from among them, two districts belong to the highest grade (Grade 5). These results show that the risk level of water supply and demand in cities is higher than that in towns. The government generally gives more attention to the adjustment strategy in the “cities." However, it should also provide proper adjustment strategies for the “towns" to be able to cope with the risks of water supply and demand.

Abstract:
The Greater Zab and Lesser Zab are the major tributaries of Tigris River contributing the largest flow volumes into the river. The impacts of climate change on water resources in these basins have not been well addressed. To gain a better understanding of the effects of climate change on water resources of the study area in near future (2049-2069) as well as in distant future (2080-2099), Soil and Water Assessment Tool (SWAT) was applied. The model was first calibrated for the period from 1979 to 2004 to test its suitability in describing the hydrological processes in the basins. The SWAT model showed a good performance in simulating streamflow. The calibrated model was then used to evaluate the impacts of climate change on water resources. Six general circulation models (GCMs) from phase five of the Coupled Model Intercomparison Project (CMIP5) under three Representative Concentration Pathways (RCPs) RCP 2.6, RCP 4.5, and RCP 8.5 for periods of 2049-2069 and 2080-2099 were used to project the climate change impacts on these basins. The results demonstrated a significant decline in water resources availability in the future.Keywords: Tigris River, climate change, water resources, SWAT.

Abstract:
The springs located in urban areas are the outpouring of surface water, which can serve as water supply, effluent receptors and important local macro-drainage elements. With unplanned occupation, non-compliance with environmental legislation and the importance of these water bodies, it is vital to analyze the springs within urban areas, considering the Brazilian forest code. This paper submits an analysis and discussion methodology proposal of environmental compliance functions of urban springs, by means of G.I.S. - Geographic Information System analysis - and in situ analysis. The case study included two springs which exhibit a history of occupation along its length, with different degrees of impact. The proposed method is effective and easy to apply, representing a powerful tool for analyzing the environmental conditions of springs in urban areas.Keywords: Springs, urban area, Brazilian forest code.
