3040 Institutional Efficiency of Commonhold Industrial Parks Using a Polynomial Regression Model
Authors: Jeng-Wen Lin, Simon Chien-Yuan Chen
Abstract:
Based on assumptions of neo-classical economics and rational choice / public choice theory, this paper investigates the regulation of industrial land use in Taiwan by homeowners associations (HOAs) as opposed to traditional government administration. The comparison, which applies the transaction cost theory and a polynomial regression analysis, manifested that HOAs are superior to conventional government administration in terms of transaction costs and overall efficiency. A case study that compares Taiwan-s commonhold industrial park, NangKang Software Park, to traditional government counterparts using limited data on the costs and returns was analyzed. This empirical study on the relative efficiency of governmental and private institutions justified the important theoretical proposition. Numerical results prove the efficiency of the established model. Keywords: Homeowners Associations, Institutional Efficiency, Polynomial Regression, Transaction Cost.

Abstract:
Solar energy has become currently the subject of attention around the world and is undergoing many researches and studies. Using solar energy, which is a renewable energy, is aligned with the Saudi Vision 2030. People are more aware of it and are starting to use it more for environmental and economical reasons. A questionnaire was conducted in this paper to measure the awareness of people in Saudi Arabia regarding solar energy and their attitude towards it. Then, two kinds of air conditioners (one powered by electricity only and one powered by solar panels and electricity) are compared in terms of their cost over a period of 20 years. This will help the users to decide which kind of device to use depending on its cost. The result shows that as the electricity tariffs in Saudi Arabia increases, depending on the sector, the solar air conditioner is cheaper. In fact, if the tariff in the future increases to reach 50 Halalah/kWh, the solar air conditioner is more economical. This will influence users to buy more solar powered devices, and it will decrease the consumption of electricity. Therefore, the dependence on oil will decrease. Keywords: Air conditioner, solar energy, photovoltaic cells, present value.

Authors: Gabriele Cecchetti, Anna Lina Ruscelli, Filippo Cugini, Piero Castoldi
Abstract:
European Rail Traffic Management System (ERTMS) is the European reference for interoperable and safer signaling systems to efficiently manage trains running. If implemented, it allows trains cross seamlessly intra-European national borders. ERTMS has defined a secure communication protocol, EURORADIO, based on open communication networks. Its RadioInfill function can improve the reaction of the signaling system to changes in line conditions, avoiding unnecessary braking: its advantages in terms of power saving and travel time has been analyzed. In this paper a software implementation of the EURORADIO protocol with RadioInfill for ERTMS Level 1 using GSM-R is illustrated as part of the SR-Secure Italian project. In this building-blocks architecture the EURORADIO layers communicates together through modular Application Programm Interfaces. Security coding rules and railway industry requirements specified by EN 50128 standard have been respected. The proposed implementation has successfully passed conformity tests and has been tested on a computer-based simulator.

Abstract:
This paper presents a new problem solving approach that is able to generate optimal policy solution for finite-state stochastic sequential decision-making problems with high data efficiency. The proposed algorithm iteratively builds and improves an approximate Markov Decision Process (MDP) model along with cost-to-go value approximates by generating finite length trajectories through the state-space. The approach creates a synergy between an approximate evolving model and approximate cost-to-go values to produce a sequence of improving policies finally converging to the optimal policy through an intelligent and structured search of the policy space. The approach modifies the policy update step of the policy iteration so as to result in a speedy and stable convergence to the optimal policy. Authors: Ekrem Erdem, Can Tansel Tugcu
Abstract:
Improved resource efficiency of production is a key requirement for sustainable growth, worldwide. In this regards, by considering the energy and tourism as the extra inputs to the classical Coub-Douglas production function, this study aims at investigating the efficiency changes in the North African countries. To this end, the study uses panel data for the period 1995-2010 and adopts the Malmquist index based on the data envelopment analysis. Results show that tourism increases technical and scale efficiencies, while it decreases technological and total factor productivity changes. On the other hand, when the production function is augmented by the energy input; technical efficiency change decreases, while the technological change, scale efficiency change and total factor productivity change increase. Thus, in order to satisfy the needs for sustainable growth, North African governments should take some measures for increasing the contribution that the tourism makes to economic growth and some others for efficient use of resources in the energy sector.

Authors: Angela Unna Chukwu, Samuel Oluwafemi Oyamakin
Abstract:
We proposed a Hyperbolic Gompertz Growth Model (HGGM), which was developed by introducing a shape parameter (allometric). This was achieved by convoluting hyperbolic sine function on the intrinsic rate of growth in the classical gompertz growth equation. The resulting integral solution obtained deterministically was reprogrammed into a statistical model and used in modeling the height and diameter of Pines (Pinus caribaea). Its ability in model prediction was compared with the classical gompertz growth model, an approach which mimicked the natural variability of height/diameter increment with respect to age and therefore provides a more realistic height/diameter predictions using goodness of fit tests and model selection criteria. The Kolmogorov Smirnov test and Shapiro-Wilk test was also used to test the compliance of the error term to normality assumptions while the independence of the error term was confirmed using the runs test. The mean function of top height/Dbh over age using the two models under study predicted closely the observed values of top height/Dbh in the hyperbolic gompertz growth models better than the source model (classical gompertz growth model) while the results of R2, Adj. R2, MSE and AIC confirmed the predictive power of the Hyperbolic Gompertz growth models over its source model. Keywords: Height, Dbh, forest, Pinus caribaea, hyperbolic, gompertz.

Authors: Samee Ullah Khan, Ishfaq Ahmad
Abstract:
This paper proposes a novel game theoretical technique to address the problem of data object replication in largescale distributed computing systems. The proposed technique draws inspiration from computational economic theory and employs the extended Vickrey auction. Specifically, players in a non-cooperative environment compete for server-side scarce memory space to replicate data objects so as to minimize the total network object transfer cost, while maintaining object concurrency. Optimization of such a cost in turn leads to load balancing, fault-tolerance and reduced user access time. The method is experimentally evaluated against four well-known techniques from the literature: branch and bound, greedy, bin-packing and genetic algorithms. The experimental results reveal that the proposed approach outperforms the four techniques in both the execution time and solution quality. Keywords: Auctions, data replication, pricing, static allocation.

Abstract:
There is a necessity among rail transportation authorities for a superior understanding of the rail track degradation overtime and the factors influencing rail degradation. They need an accurate technique to identify the time when rail tracks fail or need maintenance. In turn, this will help to increase the level of safety and comfort of the passengers and the vehicles as well as improve the cost effectiveness of maintenance activities. An accurate model can play a key role in prediction of the long-term behaviour of railroad tracks. An accurate model can decrease the cost of maintenance. In this research, the rail track degradation is predicted using an autoregressive moving average with exogenous input (ARMAX). An ARMAX has been implemented on Melbourne tram data to estimate the values for the tram track degradation. Gauge values and rail usage in Million Gross Tone (MGT) are the main parameters used in the model. The developed model can accurately predict the future status of the tram tracks.

Abstract:
The degrading effect due to bacterial growth on the structural integrity of concrete floor surfaces is predictable; this consequently cause development of surface micro cracks in which organisms penetrate through resulting in surface spalling. Hence, the need to develop mix design meeting the requirement of floor surfaces exposed to aggressive agent to improve certain material properties with good workability, extended lifespan and low cost is essential. In this work, tests were performed to examine the microbial activity on kitchen floor surfaces and the effect of adding admixtures. The biochemical test shows the existence of microorganisms (E.coli, Streptococcus) on newly casted structure. Of up to 6% porosity was reduced and improvement on structural integrity was observed upon adding mineral admixtures from the concrete mortar. The SEM result after 84 days of curing specimens, shows that chemical admixtures have significant role to enable retard bacterial penetration and good quality structure is achieved.

Abstract:
There is a call to ensure that the issues of safety and efficient throughput are considered during design; the solutions to these issues can also be retrofitted at locations where they were not captured during design, but have become problems to road users over time. This paper adopts several methods to analyze the performance of an intersection which was formerly a ‘priority-controlled’ intersection, but has now been converted to a ‘signal-controlled’ intersection. Extensive review of literature helped form the basis for result analysis and discussion. The Ikot-Ekpene/Anagha-Ezikpe intersection, located at the heart of Umuahia was adopted as case study; considering the high traffic volume on the route. Anecdotal evidence revealed that traffic signals imposed enormous delays at the intersection, especially for traffic on the major road. The major road has arrival flow which surpasses the saturation flow obtained from modelling of the isolated signalized intersection. Similarly, there were several geometric elements that did not agree with the specific function of the road. A roundabout, particularly flower roundabout was recommended as a better traffic control measure. Keywords: Highway function, level of service, roundabout, traffic delays, Umuahia.

Abstract:
Overcurrent (OC) relays are the major protection devices in a distribution system. The operating time of the OC relays are to be coordinated properly to avoid the mal-operation of the backup relays. The OC relay time coordination in ring fed distribution networks is a highly constrained optimization problem which can be stated as a linear programming problem (LPP). The purpose is to find an optimum relay setting to minimize the time of operation of relays and at the same time, to keep the relays properly coordinated to avoid the mal-operation of relays. This paper presents two phase simplex method for optimum time coordination of OC relays. The method is based on the simplex algorithm which is used to find optimum solution of LPP. The method introduces artificial variables to get an initial basic feasible solution (IBFS). Artificial variables are removed using iterative process of first phase which minimizes the auxiliary objective function. The second phase minimizes the original objective function and gives the optimum time coordination of OC relays. Keywords: Constrained optimization, LPP, Overcurrent relaycoordination, Two-phase simplex method.

This paper presents a new method of fault detection and isolation (FDI) for polymer electrolyte membrane (PEM) fuel cell (FC) dynamic systems under an open-loop scheme. This method uses a radial basis function (RBF) neural network to perform fault identification, classification and isolation. The novelty is that the RBF model of independent mode is used to predict the future outputs of the FC stack. One actuator fault, one component fault and three sensor faults have been introduced to the PEMFC systems experience faults between -7% to +10% of fault size in real-time operation. To validate the results, a benchmark model developed by Michigan University is used in the simulation to investigate the effect of these five faults. The developed independent RBF model is tested on MATLAB R2009a/Simulink environment. The simulation results confirm the effectiveness of the proposed method for FDI under an open-loop condition. Authors: Miguel A. Orellana, Sonia E. Ruiz, Juan Bojórquez
Abstract:
Optimal load factors (dead, live and seismic) used for the design of buildings may be different, depending of the seismic ground motion characteristics to which they are subjected, which are closely related to the type of soil conditions where the structures are located. The influence of the type of soil on those load factors, is analyzed in the present study. A methodology that is useful for establishing optimal load factors that minimize the cost over the life cycle of the structure is employed; and as a restriction, it is established that the probability of structural failure must be less than or equal to a prescribed value. The life-cycle cost model used here includes different types of costs. The optimization methodology is applied to two groups of reinforced concrete buildings. One set (consisting on 4-, 7-, and 10-story buildings) is located on firm ground (with a dominant period Ts=0.5 s) and the other (consisting on 6-, 12-, and 16-story buildings) on soft soil (Ts=1.5 s) of Mexico City. Each group of buildings is designed using different combinations of load factors. The statistics of the maximums inter-story drifts (associated with the structural capacity) are found by means of incremental dynamic analyses. The buildings located on firm zone are analyzed under the action of 10 strong seismic records, and those on soft zone, under 13 strong ground motions. All the motions correspond to seismic subduction events with magnitudes M=6.9. Then, the structural damage and the expected total costs, corresponding to each group of buildings, are estimated. It is concluded that the optimal load factors combination is different for the design of buildings located on firm ground than that for buildings located on soft soil.

Abstract:
The commercial sandcrete block makers in Nigeria use the same cement-sand mix ratio for sandcrete blocks production irrespective of the cement grade. Investigation revealed that the compressive strengths of hollow sandcrete blocks produced with Portland-limestone cement grade 42.5 are higher than the sandcrete blocks produced with cement grade 32.5. The use of stronger sandcrete blocks produced with cement grade 42.5 will ensure the construction of stronger buildings and other sandcrete blocks-based infrastructures and reduce the incessant failure of building and other sandcrete blocks-based infrastructures in Nigeria at no additional cost as both cement grades cost the same amount in Nigeria. Authors: Mahkameh S. Mostafavi
Abstract:
In this paper an algorithm is used to detect the color defects of ceramic tiles. First the image of a normal tile is clustered using GCMA; Genetic C-means Clustering Algorithm; those results in best cluster centers. C-means is a common clustering algorithm which optimizes an objective function, based on a measure between data points and the cluster centers in the data space. Here the objective function describes the mean square error. After finding the best centers, each pixel of the image is assigned to the cluster with closest cluster center. Then, the maximum errors of clusters are computed. For each cluster, max error is the maximum distance between its center and all the pixels which belong to it. After computing errors all the pixels of defected tile image are clustered based on the centers obtained from normal tile image in previous stage. Pixels which their distance from their cluster center is more than the maximum error of that cluster are considered as defected pixels.

Authors: A. Alzeyadi, E. Loffill, R. Alkhaddar
Abstract:
Continuous upflow filters can combine the nutrient (nitrogen and phosphate) and suspended solid removal in one unit process. The contaminant removal could be achieved chemically or biologically; in both processes the filter removal efficiency depends on the interaction between the packed filter media and the influent. In this paper a residence time distribution (RTD) study was carried out to understand and compare the transfer behaviour of contaminants through a selected filter media packed in a laboratory-scale continuous up flow filter; the selected filter media are limestone and white dolomite. The experimental work was conducted by injecting a tracer (red drain dye tracer –RDD) into the filtration system and then measuring the tracer concentration at the outflow as a function of time; the tracer injection was applied at hydraulic loading rates (HLRs) (3.8 to 15.2 m h-1). The results were analysed according to the cumulative distribution function F(t) to estimate the residence time of the tracer molecules inside the filter media. The mean residence time (MRT) and variance σ2 are two moments of RTD that were calculated to compare the RTD characteristics of limestone with white dolomite. The results showed that the exit-age distribution of the tracer looks better at HLRs (3.8 to 7.6 m h-1) and (3.8 m h-1) for limestone and white dolomite respectively. At these HLRs the cumulative distribution function F(t) revealed that the residence time of the tracer inside the limestone was longer than in the white dolomite; whereas all the tracer took 8 minutes to leave the white dolomite at 3.8 m h-1. On the other hand, the same amount of the tracer took 10 minutes to leave the limestone at the same HLR. In conclusion, the determination of the optimal level of hydraulic loading rate, which achieved the better influent distribution over the filtration system, helps to identify the applicability of the material as filter media. Further work will be applied to examine the efficiency of the limestone and white dolomite for phosphate removal by pumping a phosphate solution into the filter at HLRs (3.8 to 7.6 m h-1).Keywords: Filter media, hydraulic loading rate, residence time distribution, tracer.

This study shows a rapid fall in the RF efficiency as the quality (conductivity) of copper degrades. Starting with an RF efficiency near 40% at the conductivity of ideal copper (5.8 x 107 S/m), the RF efficiency decreases (upto 8%) as the copper quality degrades. Assuming conductivity half that of ideal copper the RF efficiency as a function of diffractive quality factor, Qdiff, has been studied. Here the RF efficiency decreases rapidly with increasing diffractive Q. Ohmic wall losses as a function of frequency for 460 GHz gyrotron cavity excited in TE0,6 mode has also been analyzed. For 460 GHz cavity, the extracted power is reduced to 32% of the generated power due to ohmic losses in the walls of the cavity. Keywords: Diffractive quality factor, Gyrotron, Ohmic wall losses, Open cavity resonator, RF Efficiency.

Authors: Sunita Dhingra, Satinder Bal Gupta, Ranjit Biswas
Abstract:
Multiprocessor task scheduling is a NP-hard problem and Genetic Algorithm (GA) has been revealed as an excellent technique for finding an optimal solution. In the past, several methods have been considered for the solution of this problem based on GAs. But, all these methods consider single criteria and in the present work, minimization of the bi-criteria multiprocessor task scheduling problem has been considered which includes weighted sum of makespan & total completion time. Efficiency and effectiveness of genetic algorithm can be achieved by optimization of its different parameters such as crossover, mutation, crossover probability, selection function etc. The effects of GA parameters on minimization of bi-criteria fitness function and subsequent setting of parameters have been accomplished by central composite design (CCD) approach of response surface methodology (RSM) of Design of Experiments. The experiments have been performed with different levels of GA parameters and analysis of variance has been performed for significant parameters for minimisation of makespan and total completion time simultaneously.

Authors: B. Geethanjali, K. Adalarasu, R. Rajsekaran
Abstract:
Music has a great effect on human body and mind; it can have a positive effect on hormone system. Objective of this study is to analysis the effect of music (carnatic, hard rock and jazz) on brain activity during mental work load using electroencephalography (EEG). Eight healthy subjects without special musical education participated in the study. EEG signals were acquired at frontal (Fz), parietal (Pz) and central (Cz) lobes of brain while listening to music at three experimental condition (rest, music without mental task and music with mental task). Spectral powers features were extracted at alpha, theta and beta brain rhythms. While listening to jazz music, the alpha and theta powers were significantly (p < 0.05) high for rest as compared to music with and without mental task in Cz. While listening to Carnatic music, the beta power was significantly (p < 0.05) high for with mental task as compared to rest and music without mental task at Cz and Fz location. This finding corroborates that attention based activities are enhanced while listening to jazz and carnatic as compare to Hard rock during mental task. Keywords: Music, Brain Function, Electroencephalography (EEG), Mental Task, Features extraction parameters
