Abstract:
This paper is a qualitative research report. A group of students form a public university in a small town in Colombia participated in this study which aimed at describing to what extend the use of social ads, published on the internet, helped to develop their critical thinking skills. Students’ productions, field notes, video recordings and direct observation were the instruments and techniques used by the researches in order to gather the data which was analyzed under the principles of grounded theory and triangulation. The implementation of social ads into the classroom evidenced a noticeable improvement in students’ ability to interpret and argue social issues, as well as, their self-improvement in oral and written production in English, as a foreign language.Keywords: Ads, critical argumentation, critical thinking, social issues.

Abstract:
In this paper we present an approach for 3D face recognition based on extracting principal components of range images by utilizing modified PCA methods namely 2DPCA and bidirectional 2DPCA also known as (2D) 2 PCA.A preprocessing stage was implemented on the images to smooth them using median and Gaussian filtering. In the normalization stage we locate the nose tip to lay it at the center of images then crop each image to a standard size of 100*100. In the face recognition stage we extract the principal component of each image using both 2DPCA and (2D) 2 PCA. Finally, we use Euclidean distance to measure the minimum distance between a given test image to the training images in the database. We also compare the result of using both methods. The best result achieved by experiments on a public face database shows that 83.3 percent is the rate of face recognition for a random facial expression.Keywords: 3D face recognition, 2DPCA, (2D) 2 PCA, Rangeimage

Abstract:
The paper presents an overview of environmental issues that may be expected with nuclear desalination. The analysis of coupling nuclear power with desalination plants indicates that adverse marine impacts can be mitigated with alternative intake designs or cooling systems. The atmospheric impact of desalination may be greatly reduced through the coupling with nuclear power, while maximizing the socio-economic benefit for both processes. The potential for tritium contamination of the desalinated water was reviewed. Experience with the systems and practices related to the radiological quality of the product water, shows no examples of cross-contamination. Furthermore, the indicators for the public acceptance of nuclear desalination, as one of the most important sustainability aspects of any such large project, show a positive trend. In this paper, we design an integration security system that provides authentication service, authorization service, and management service of security data and a unified interface for the management service. The interface is originated from XKMS protocol and is used to manage security data such as XACML policies, SAML assertions and other authentication security data including public keys. The system includes security services such as authentication, authorization and delegation of authentication by employing SAML and XACML based on security data such as authentication data, attributes information, assertions and polices managed with the interface in the system. Abstract:
This paper presents the experimental design and needs justifications for a localized intelligent parking system (L-IPS), ideal for quasi-close communities with increasing vehicular volume that depends on limited or constant parking facilities. For a constant supply in parking facilities, the demand for an increasing vehicular volume could lead to poor time conservation or extended travel time, traffic congestion or impeded mobility, and safety issues. Increased negative environmental and economic externalities are other associated and consequent downsides of disparities in demand and supply. This L-IPS is designed using a microcontroller, ultrasonic sensors, LED indicators, such that the current status, in terms of parking spots availability, can be known from the main entrance to the community or a parking zone on a LCD screen. As an advanced traffic management system (ATMS), the L-IPS is designed to resolve aspects of infrastructure-to-driver (I2D) communication and parking detection issues. Thus, this L-IPS can act as a timesaver for users by helping them know the availability of parking spots. Providing on-time, informed routing, to a next preference or seamless moving to berth on the available spot on a proximate facility as the case may be. Its use could also increase safety and increase mobility, and fuel savings and costs, therefore, reducing negative environmental and economic externalities due to transportation systems.

A Reading Comprehend (RC) Platform has been constructed and developed to facilitate children-s English reading comprehension. Like a learning bridge, the RC Platform focuses on the integration of rich media and picture-book texts. The study is to examine the effects of the project within the RC Platform for children. Two classes of fourth graders were selected from a public elementary school in an urban area of central Taiwan. The findings taken from the survey showed that the students demonstrated high interest in the RC Platform. The students benefited greatly and enjoyed reading via the technology-enhanced project within the RC Platform. Abstract:
The presented work is motivated by a French law regarding nuclear waste management. A new conceptual Accelerator Driven System (ADS) designed for the Minor Actinides (MA) transmutation has been assessed by numerical simulation. The MUltiple Spallation Target (MUST) ADS combines high thermal power (up to 1.4 GWth) and high specific power. A 30 mA and 1 GeV proton beam is divided into three secondary beams transmitted on three liquid lead-bismuth spallation targets. Neutron and thermalhydraulic simulations have been performed with the code MURE, based on the Monte-Carlo transport code MCNPX. A methodology has been developed to define characteristic of the MUST ADS concept according to a specific transmutation scenario. The reference scenario is based on a MA flux (neptunium, americium and curium) providing from European Fast Reactor (EPR) and a plutonium multireprocessing strategy is accounted for. The MUST ADS reference concept is a sodium cooled fast reactor. The MA fuel at equilibrium is mixed with MgO inert matrix to limit the core reactivity and improve the fuel thermal conductivity. The fuel is irradiated over five years. Five years of cooling and two years for the fuel fabrication are taken into account. The MUST ADS reference concept burns about 50% of the initial MA inventory during a complete cycle. In term of mass, up to 570 kg/year are transmuted in one concept. The methodology to design the MUST ADS and to calculate fuel composition at equilibrium is precisely described in the paper. A detailed fuel evolution analysis is performed and the reference scenario is compared to a scenario where only americium transmutation is performed.Keywords: Accelerator Driven System, double strata scenario, minor actinides, MUST, transmutation.

Abstract:
Operating Urban Bus Transit System is a phenomenon that has a major role in transporting passengers in cities. There are many factors involved in planning and operating an Urban Bus Transit System, one of which is selecting optimized number of stops and scheduling of bus fleet departure. In this paper, we tried to introduce desirable methodology to select number of stops and schedule properly. Selecting the right number of stops causes convenience in accessibility and reduction in travel time and finally increase in public preference of this transportation mode. The achieved results revealed that number of stops must reduce from 33 to 25. Also according to scheduling and conducted economic analysis, the number of buses must decrease from 17 to 11 to have the most appropriate status for the Bus Organization.

Data mining is the process of sifting through large volumes of data, analyzing data from different perspectives and summarizing it into useful information. One of the widely used desktop applications for data mining is the Weka tool which is nothing but a collection of machine learning algorithms implemented in Java and open sourced under the General Public License (GPL). A web service is a software system designed to support interoperable machine to machine interaction over a network using SOAP messages. Unlike a desktop application, a web service is easy to upgrade, deliver and access and does not occupy any memory on the system. In Turkey, while urban area boundaries are enlarged by making decisions on investment areas in cities, development plans are made according to government decisions, rather than scientific criteria. Even environment protection laws state that “if public interest is at stake”, areas under mandatory protection can be transformed into investment areas. This leads to destruction of valuable agricultural lands. Paper demonstrates loss of agricultural lands by superimposing plans, Suitability of the Lands for Agricultural Use and Google Earth Images in an exemplary settlement, and expresses that urban area boundaries should be included in legislation as an official boundary for all settlements.

Abstract:
Acute kidney injury (AKI) is a new worldwide public health problem. A diagnosis of this disease using creatinine is still a problem in clinical practice. Therefore, a measurement of biomarkers responsible for AKI has received much attention in the past couple years. Cytokine interleukin-18 (IL-18) was reported as one of the early biomarkers for AKI. The most commonly used method to detect this biomarker is an immunoassay. This study used a planar platform to perform an immunoassay using fluorescence for detection. In this study, anti-IL-18 antibody was immobilized onto a microscope slide using a covalent binding method. Make-up samples were diluted at the concentration between 10 to 1000 pg/ml to create a calibration curve. The precision of the system was determined using a coefficient of variability (CV), which was found to be less than 10%. The research was conducted in order to determine the organizational socialization levels of nurses working in hospitals in the form of a descriptive study. The research population was composed of nurses employed in public and private sector hospitals in the province of Konya with 0-3 years of professional experience in the hospitals (N=1200); and the sample was composed of 495 nurses that accepted to take part in the study voluntarily. Statistical evaluation of data was conducted in SPSS.16 software. The results of the study revealed that the total score taken by nurses at the organizational socialization scale was 262.95; and this was close to the maximum score. Particularly the departmental socialization sub-dimension proved to be higher in comparison to the other two dimensions (organization socialization and task socialization). Statistically meaningful differences were found in the levels of organization socialization in relation to the status of organizational orientation training, level of education and age group.Keywords: Nurses, Newcomers, Organizational Socialization.

Abstract:
Liners are made to protect the groundwater table from the infiltration of leachate which normally carries different kinds of toxic materials from landfills. Although these liners are engineered to last for long period of time; unfortunately these liners fail; therefore, toxic materials pass to groundwater. This paper focuses on the changes of the hydraulic conductivity of a sand-bentonite liner due to the infiltration of biofuel and ethanol fuel. Series of laboratory tests were conducted in 20-cm-high PVC columns. Several compositions of sand-bentonite liners were tested: 95% sand: 5% bentonite; 90% sand: 10% bentonite; and 100% sand (passed mesh #40). The columns were subjected to extreme pressures of 40 kPa, and 100 kPa to evaluate the transport of alternative fuels (biofuel and ethanol fuel). For comparative studies, similar tests were carried out using water. Results showed that hydraulic conductivity increased due to the infiltration of alternative fuels through the liners. Accordingly, the increase in the hydraulic conductivity showed significant dependency on the type of liner mixture and the characteristics of the liquid. The hydraulic conductivity of a liner (subjected to biofuel infiltration) consisting of 5% bentonite: 95% sand under pressure of 40 kPa and 100 kPa had increased by one fold. In addition, the hydraulic conductivity of a liner consisting of 10% bentonite: 90% sand under pressure of 40 kPa and 100 kPa and infiltrated by biofuel had increased by three folds. On the other hand, the results obtained by water infiltration under 40 kPa showed lower hydraulic conductivities of 1.50×10-5 and 1.37×10-9 cm/s for 5% bentonite: 95% sand, and 10% bentonite: 90% sand, respectively. Similarly, under 100 kPa, the hydraulic conductivities were 2.30×10-5 and 1.90×10-9 cm/s for 5% bentonite: 95% sand, and 10% bentonite: 90% sand, respectively.Keywords: Biofuel, Ethanol; Hydraulic conductivity Landfill, Leakage, Liner failure, Liner performance Fine-grained soils, Particle size, Sand-bentonite.

Early detection of breast cancer is considered as a major public health issue. Breast cancer screening is not generalized to the entire population due to a lack of resources, staff and appropriate tools. Systematic screening can result in a volume of data which can not be managed by present computer architecture, either in terms of storage capabilities or in terms of exploitation tools. We propose in this paper to design and develop a data warehouse system in radiology-senology (DWRS). Missing data is a persistent problem in almost all areas of empirical research. The missing data must be treated very carefully, as data plays a fundamental role in every analysis. Improper treatment can distort the analysis or generate biased results. In this paper, we compare and contrast various imputation techniques on missing data sets and make an empirical evaluation of these methods so as to construct quality software models. Our empirical study is based on NASA-s two public dataset. KC4 and KC1. The actual data sets of 125 cases and 2107 cases respectively, without any missing values were considered. The data set is used to create Missing at Random (MAR) data Listwise Deletion(LD), Mean Substitution(MS), Interpolation, Regression with an error term and Expectation-Maximization (EM) approaches were used to compare the effects of the various techniques.Keywords: Missing data, Imputation, Missing Data Techniques.

The results of discussion for the study are as follows: both economical impacts as well as reformations for nations that are affected via Kyoto Protocol, and human testifying for variables of global surroundings in the age of Kyoto Protocol.

Abstract:
Multispectral screening systems are becoming more popular because of their very interesting properties and applications. One of the most significant applications of multispectral screening systems is prevention of terrorist attacks. There are many kinds of threats and many methods of detection. Visual detection of objects hidden under clothing of a person is one of the most challenging problems of threats detection. There are various solutions of the problem; however, the most effective utilize multispectral surveillance imagers. The development of imaging devices and exploration of new spectral bands is a chance to introduce new equipment for assuring public safety. We investigate the possibility of long lasting detection of potentially dangerous objects covered with various types of clothing. In the article we present the results of comparative studies of passive imaging in three spectrums – visible, infrared and terahertz.

The birdhouses and dovecotes, which are the indicator of naturalness and human-animal relationship, are one of the traditional cultural values of Turkey. With their structures compatible with nature and respectful to humans the bird houses and dovecotes, which have an important position in local urbanization models as a representative of the civil architecture with their unique form and function are important subjects that should be evaluated in a wide frame comprising from architecture to urbanism, from ecologic agriculture to globalization. The traditional bird houses and dovecotes are disregarded due to the insensitivity affecting the city life and the change in the public sense of art. In this study, the characteristic properties of traditional dovecotes and birdhouses, started in 13th century and ended in 19th century in Anatolia, are tried to be defined for the sustainability of the tradition and for giving a new direction to the designers.Keywords: Birdhouse, conservation, human-animal relationship, traditional identity.

Statistics Canada stated that the wastewater treatment facilities in most provinces are aging and passes 63% of their useful life in 2007 the highest ratio among public infrastructure assets. Currently, there is no standard condition rating system for wastewater treatment plants that give a specific rating index that describe the physical integrity of different infrastructure elements in the treatment plant and its environmental performance. The main objective of this study is to develop a condition-rating index for wastewater treatment plants mainly activated sludge systems. The proposed WWTP CRI, is based on dividing the treatment plant into its three treatment phases; primary phase, secondary phase and the tertiary phase. With the proliferation and development of mobile devices, various mobile apps have appeared to satisfy people’s needs. Metro, with the feature of convenient, punctuality and economic, is one of the most popular modes of transportation in cities. Yet, there are still some inconveniences brought by various factors, impacting tourists’ riding experience. The aim of this study is to help tourists to shorten the time of purchasing tickets, to provide them clear metro information and direct navigation, detailed schedule as well as a way to collect metro cards as souvenir. The study collects data through three phases, including observation, survey and test. Data collected from 106 tourists totally in Wuhan metro stations are discussed in the study. The result reflects tourists’ demand when they take the metro. It also indicates the feasibility of using mobile technology to improve passenger’s experience.

This study analyzed the effect of area variables and economic variables on the length of each period of the project in order to analyze the effect of agreement rate on project implementation in housing renewal projects. In conclusion, as can be seen from these results, a low agreement rate may not translate into project promotion, and a higher agreement rate may not translate into project delay. The expectation of the policy is that the lower the agreement rate, the more projects would be promoted, but that is not the actual effect. From a policy consistency viewpoint, changing the agreement rate frequently, depending on the decision of the public, is not reasonable. Abstract:
The COVID-19 pandemic has presented an opportune time for China to deploy its health diplomacy around the world. This paper focused on China’s health diplomacy along the path of its Health Silk Road, with particular emphasis on the Southeast Asia and Europe amid COVID-19. This paper employed a retrospective literature review, analyzed China’s health diplomacy in such regions to cultivate bilateral and multilateral relationships. Findings argued that such health diplomacy is a success and China has taken the helm of international public health patronage. This research contributes to the literature in health diplomacy and suggests that amid the ever changing international order, China has exerted great effort in its health diplomacy and established itself as a responsible world power.

Abstract:
Functional imaging procedures for the non-invasive assessment of tissue microcirculation are highly requested, but require a mathematical approach describing the trans- and intercapillary passage of tracer particles. Up to now, two theoretical, for the moment different concepts have been established for tracer kinetic modeling of contrast agent transport in tissues: pharmacokinetic compartment models, which are usually written as coupled differential equations, and the indicator dilution theory, which can be generalized in accordance with the theory of lineartime- invariant (LTI) systems by using a convolution approach. Based on mathematical considerations, it can be shown that also in the case of an open two-compartment model well-known from functional imaging, the concentration-time course in tissue is given by a convolution, which allows a separation of the arterial input function from a system function being the impulse response function, summarizing the available information on tissue microcirculation. Due to this reason, it is possible to integrate the open two-compartment model into the system-theoretic concept of indicator dilution theory (IDT) and thus results known from IDT remain valid for the compartment approach. According to the long number of applications of compartmental analysis, even for a more general context similar solutions of the so-called forward problem can already be found in the extensively available appropriate literature of the seventies and early eighties. Nevertheless, to this day, within the field of biomedical imaging – not from the mathematical point of view – there seems to be a trench between both approaches, which the author would like to get over by exemplary analysis of the well-known model.

Abstract:
A digital signature is an electronic signature form used by an original signer to sign a specific document. When the original signer is not in his office or when he/she travels outside, he/she delegates his signing capability to a proxy signer and then the proxy signer generates a signing message on behalf of the original signer. The two parties must be able to authenticate one another and agree on a secret encryption key, in order to communicate securely over an unreliable public network. Authenticated key agreement protocols have an important role in building a secure communications network between the two parties. In this paper, we present a secure proxy signature scheme over an efficient and secure authenticated key agreement protocol based on factoring and discrete logarithm problem.

Nearly 25 years have passed since the landmark publication of the Human Genome Project, yet scientists have only begun to scratch the surface of its potential benefits. To bridge this gap, a personalized genomic application has been envisioned as a transformative tool accessible to people worldwide. This innovative solution proposes an integrated framework combining blockchain technology, genome-specific applications, and data compression techniques, ensuring operations to be swift, secure, transparent, and space-efficient. The software harnesses advanced Artificial Intelligence and Machine Learning methodologies, such as neural networks, evaluation matrices, fuzzy logic, and expert systems, to analyze individual genomic data. It generates personalized reports by comparing a user's genome with a reference genome, highlighting significant differences. Blockchain technology, with its inherent security, encryption, and immutability features, is leveraged for robust data transport and storage. In addition, a 'Data Abbreviation' technique ensures that genetic data and reports occupy minimal space. This integrated approach promises to be a significant leap forward, potentially transforming human health and well-being on a global scale.

Abstract:
The construction of a new airport or the extension of an existing one requires massive investments and many times public private partnerships were considered in order to make feasible such projects. One characteristic of these projects is uncertainty with respect to financial and environmental impacts on the medium to long term. Another one is the multistage nature of these types of projects. While many airport development projects have been a success, some others have turned into a nightmare for their promoters. This communication puts forward a new approach for airport investment risk assessment. The approach takes explicitly into account the degree of uncertainty in activity levels prediction and proposes milestones for the different stages of the project for minimizing risk. Uncertainty is represented through fuzzy dual theory and risk management is performed using dynamic programming. An illustration of the proposed approach is provided.

Abstract:
The purpose of this study was to find out the effectiveness of neurological impress method and repeated reading technique on reading fluency of children with learning disabilities. Thirty primary four pupils in three public primary schools participated in the study. There were two experimental groups and a control. This research employed a 3 by 2 factorial matrix and the participants were taught for one session. Two hypotheses were formulated to guide the research. T-test was used to analyse the data gathered, and data analysis revealed that pupils exposed to the two treatment strategies had improvement in their reading fluency. It was recommended that the two strategies used in the study can be used to intervene in reading fluency problems in children with learning disabilities.Keywords: Learning disabilities, neurological impress method, repeated reading, reading fluency.

Abstract:
Higher density reduces distances, private car dependency and thus reduces greenhouse gas emissions (GHGs). As a result, increased density has been given a central role among urban development targets. However, it is not just travel behavior that changes along with density. Rather, the consumption patterns, or overall lifestyles, change along with changing urban structure, particularly with changing housing types and consumption opportunities. Furthermore, elevated consumption of services, more frequent flying and less intra-household sharing have been shown to potentially outweigh the gains from reduced driving in more dense urban settlements. In this study, the geography of carbon footprints (CFs) in California is analyzed paying close attention to the household size differences and the resulting economies-of-scale advantages and disadvantages. A hybrid life cycle assessment (LCA) framework is employed together with consumer expenditure data to assess the CFs. According to the study, small urban households have the highest CFs in California. Their transport related emissions are significantly lower than those of the residents of less urbanized areas, but higher emissions from other consumption categories, together with the low degree of sharing of goods, overweigh the gains. Two functional units, per capita and per household, are used to analyze the CFs and to demonstrate the importance of household size. The lifestyle impacts visible through the consumption data are also discussed. Abstract:
Debtors' imprisonment in Jordan is a problematic issue since it impinges upon required financial guarantees that are presumably offered by debtors on the one hand, and infringes flagrantly the International Covenant on Civil and Political Rights on the other hand. Jordan lacks regulatory provisions in this respect and debtors' imprisonment is indirectly exercised in Jordan without giving a special legal attention to this concern. From this perspective, this research reviews the available regulations, standard laws and codes of conduct that might guide the implementation of the International Covenant on Civil and Political Rights in the Jordanian context. Furthermore, this article will examine the suitability of the Jordanian legal system in providing sufficient protection for debtors. The author argues that there are serious obstacles in this aspect.

Abstract:
E-government projects have potential for greater efficiency and effectiveness of government operations. For this reason, many developing countries governments have invested heavily in this agenda and an increasing number of e-government projects are being implemented. However, there is a lack of clear case material, which describes the potentialities and consequence experienced by organizations trying to manage with this change. The Ministry of State for Administrative Development (MSAD) is the organization responsible for the e-Government program in Egypt since early 2004. This paper presents a case study of the process of admission to public universities and institutions in Egypt which is led by MSAD. Underlining the key benefits resulting from the initiative, explaining the strategies and the development steps used to implement it, and highlighting the main obstacles encountered and how they were overcome will help repeat the experience in other useful e-government projects.
