3278 Influence of Organizational Culture on Frequency of Disputes in Commercial Projects in Egypt: A Contractor’s Perspective
Authors: Omneya N. Mekhaimer, Elkhayam M. Dorra, A. Samer Ezeldin
Abstract:
Over the recent decades, studies on organizational culture have gained global attention in the business management literature, where it has been established that the cultural factors embedded in the organization have an implicit yet significant influence on the organization’s success. Unlike other industries, the construction industry is widely known to be operating in a dynamic and adversarial nature; considering the unique characteristics it denotes, thereby the level of disputes has propagated in the construction industry throughout the years. To that end, this paper aims to study the influence of organizational culture in the contractor’s organization on the frequency of disputes caused between the owner and the contractor in commercial projects based in Egypt. This objective is achieved by using a quantitative approach through a survey questionnaire to explore the dominant cultural attributes that exist in the contractor’s organization based on the Competing Value Framework (CVF) theory, which classifies organizational culture into four main cultural types: (1) clan, (2) adhocracy, (3) market, and (4) hierarchy. Accordingly, the collected data are statistically analyzed using Statistical Package for Social Sciences (SPSS 28) software, whereby a correlation analysis using Pearson Correlation is carried out to assess the relationship between these variables and their statistical significance using the p-value. The results show that there is an influence of organizational culture attributes on the frequency of disputes whereby market culture is identified to be the most dominant organizational culture that is currently practiced in contractor’s organization, which consequently contributes to increasing the frequency of disputes in commercial projects. These findings suggest that alternative management practices should be adopted rather than the existing ones with an aim to minimize dispute occurrence.

Abstract:
Ontology is widely being used as a tool for organizing information, creating the relation between the subjects within the defined knowledge domain area. Various fields such as Civil, Biology, and Management have successful integrated ontology in decision support systems for managing domain knowledge and to assist their decision makers. Gross pollutant traps (GPT) are devices used in trapping and preventing large items or hazardous particles in polluting and entering our waterways. However choosing and determining GPT is a challenge in Malaysia as there are inadequate GPT data repositories being captured and shared. Hence ontology is needed to capture, organize and represent this knowledge into meaningful information which can be contributed to the efficiency of GPT selection in Malaysia urbanization. A GPT Ontology framework is therefore built as the first step to capture GPT knowledge which will then be integrated into the decision support system. This paper will provide several examples of the GPT ontology, and explain how it is constructed by using the Protégé tool. Keywords: Gross pollutant Trap, Ontology, Protégé.

Authors: A. Chowdhury, P. Egodawatta, J. M. McGree, A. Goonetilleke
Abstract:
Hydrologic models are increasingly used as tools to predict stormwater quantity and quality from urban catchments. However, due to a range of practical issues, most models produce gross errors in simulating complex hydraulic and hydrologic systems. Difficulty in finding a robust approach for model calibration is one of the main issues. Though automatic calibration techniques are available, they are rarely used in common commercial hydraulic and hydrologic modelling software e.g. MIKE URBAN. This is partly due to the need for a large number of parameters and large datasets in the calibration process. To overcome this practical issue, a framework for automatic calibration of a hydrologic model was developed in R platform and presented in this paper. The model was developed based on the time-area conceptualization. Four calibration parameters, including initial loss, reduction factor, time of concentration and time-lag were considered as the primary set of parameters. Using these parameters, automatic calibration was performed using Approximate Bayesian Computation (ABC). ABC is a simulation-based technique for performing Bayesian inference when the likelihood is intractable or computationally expensive to compute. To test the performance and usefulness, the technique was used to simulate three small catchments in Gold Coast. For comparison, simulation outcomes from the same three catchments using commercial modelling software, MIKE URBAN were used. The graphical comparison shows strong agreement of MIKE URBAN result within the upper and lower 95% credible intervals of posterior predictions as obtained via ABC. Statistical validation for posterior predictions of runoff result using coefficient of determination (CD), root mean square error (RMSE) and maximum error (ME) was found reasonable for three study catchments. The main benefit of using ABC over MIKE URBAN is that ABC provides a posterior distribution for runoff flow prediction, and therefore associated uncertainty in predictions can be obtained. In contrast, MIKE URBAN just provides a point estimate. Based on the results of the analysis, it appears as though ABC the developed framework performs well for automatic calibration. Keywords: Automatic calibration framework, approximate Bayesian computation, hydrologic and hydraulic modelling, MIKE URBAN software, R platform.

Authors: Janaína F. Guidolini, Jean P. H. B. Ometto, Angélica Giarolla, Peter M. Toledo, Carlos A. Valera
Abstract:
The water crisis, a major problem of the 21st century, occurs mainly due to poor management. The central issue that should govern the management is the integration of the various aspects that interfere with the use of water resources and their protection, supported by legal basis. A watershed is a unit of water interacting with the physical, biotic, social, economic and cultural variables. The Brazilian law recognized river basin as the territorial management unit. Based on the diagnosis of the current situation of the water resources of the Rio Grande Basin, a discussion informed in the Brazilian legal basis was made to propose measures to fight or mitigate damages and environmental degradation in the Basin. To manage water resources more efficiently, conserve water and optimize their multiple uses, the integration of acquired scientific knowledge and management is essential. Moreover, it is necessary to monitor compliance with environmental legislation.

Abstract:
A multimedia presentation system refers to the integration of a multimedia database with a presentation manager which has the functionality of content selection, organization and playout of multimedia presentations. It requires high performance of involved system components. Starting from multimedia information capture until the presentation delivery, high performance tools are required for accessing, manipulating, storing and retrieving these segments, for transferring and delivering them in a presentation terminal according to a playout order. The organization of presentations is a complex task in that the display order of presentation contents (in time and space) must be specified. A multimedia presentation contains audio, video, images and text media types. The critical decisions for presentation construction include what the contents are, how the contents are organized, and once the decision is made on the organization of the contents of the presentation, it must be conveyed to the end user in the correct organizational order and in a timely fashion. This paper introduces a framework for specification of multimedia presentations and describes the design of sample presentations using this framework from a multimedia database.

To achieve this purpose, Dey et al. have already proposed an account management method for a federated login system using a blind signature scheme. In order to ensure account anonymity for the authentication provider, referred to as an IDP (identity provider), a blind signature scheme is utilized to generate an authentication token on an authentication service and the token is sent to an IDP. However, there is a problem with the proposed system. Malicious users can establish multiple accounts on an IDP by requesting such accounts. As a measure to solve this problem, in this paper, the authors propose an account checking method that is performed before account generation. Keywords: identity management, blind signature, privacy protection

However, there seems to be a growing concern about its negative impact on students when introduced early in schools for teaching and learning. This study aims to design a model of child development factors affecting the early introduction of ICTs in schools in an attempt to improve the understanding of child development and introduction of ICTs in schools. The proposed model is based on a sound theoretical framework. It was designed following a literature review of child development theories and child development factors. The child development theoretical framework that fitted to the best of all child development factors was then chosen as the basis for the proposed model. This study hence found that the Jean Piaget cognitive developmental theory is the most adequate theoretical frameworks for modeling child development factors for ICT introduction in schools. Keywords: Child development factors, child development theories, ICTs, theory.

Abstract:
In this paper, a benchmarking framework is presented for the performance assessment of irrigations systems. Firstly, a data envelopment analysis (DEA) is applied to measure the technical efficiency of irrigation systems. This method, based on linear programming, aims to determine a consistent efficiency ranking of irrigation systems in which known inputs, such as water volume supplied and total irrigated area, and a given output corresponding to the total value of irrigation production are taken into account simultaneously. Secondly, in order to examine the irrigation efficiency in more detail, a cross – system comparison is elaborated using a performance indicators set selected by IWMI. The above methodologies were applied in Thessaloniki plain, located in Northern Greece while the results of the application are presented and discussed. The conjunctive use of DEA and performance indicators seems to be a very useful tool for efficiency assessment and identification of best practices in irrigation systems management. Keywords: Benchmarking, D.E.A, Performance Indicators, Irrigation systems.

Authors: Franklin Nantui Mabe, Samuel A. Donkoh, Seidu Al-Hassan
Abstract:
Rice yields among agro-ecological zones are heterogeneous. Farmers, researchers and policy makers are making frantic efforts to bridge rice yield gaps between agro-ecological zones through the promotion of improved agricultural technologies (IATs). Farmers are also modifying these IATs and blending them with indigenous farming practices (IFPs) to form farmer innovation systems (FISs). Also, different metafrontier models have been used in estimating productivity performances and their drivers. This study used the two-step stochastic metafrontier model to estimate the productivity performances of rice farmers and their determining factors in GSZ, FSTZ and CSZ. The study used both primary and secondary data. Farmers in CSZ are the most technically efficient. Technical inefficiencies of farmers are negatively influenced by age, sex, household size, education years, extension visits, contract farming, access to improved seeds, access to irrigation, high rainfall amount, less lodging of rice, and well-coordinated and synergized adoption of technologies. Albeit farmers in CSZ are doing well in terms of rice yield, they still have the highest potential of increasing rice yield since they had the lowest TGR. It is recommended that government through the ministry of food and agriculture, development partners and individual private companies promote the adoption of IATs as well as educate farmers on how to coordinate and synergize the adoption of the whole package. Contract farming concept and agricultural extension intensification should be vigorously pursued to the latter.

While utilizing existing knowledge relates to input and control and can lead to a reduction in costs; creating new knowledge relates to output and growth and can lead to an increase in revenue. Therefore managers must ensure that they can successfully optimize the knowledge and talent in their organizations. To do this they and must try to develop an environment that promotes the generation, acquisition, transfer and use of valuable knowledge in creative ways. However knowledge management is complex and diverse. Research suggests that organizations in general and SMEs in particular are finding it difficult to implement successful knowledge management initiatives. Our research attempts to understand whether organizations are adopting best practice initiatives in their organizations. This paper presents findings from an exploratory study of 139 SMEs operating in the tourism sector across Europe. The goals of the survey is to assess the level of awareness of knowledge and talent management strategies and methodologies and to determine whether the responding companies implement best practice knowledge management initiatives in their organizations Analysis of the findings from the study are presented and discussed. Keywords: service sector, small enterprise, success factors, survey

Abstract:
Scarcity of water resources and huge costs of establishing new hydraulic installations necessitate optimal exploitation from existing reservoirs. Sustainable management and efficient exploitation from existing finite water resources are important factors in water resource management, particularly in the periods of water insufficiency and in dry regions, and on account of competitive allocations in the view of exploitation management. This study aims to minimize reservoir water release from a determined rate of demand. A numerical model for water optimal exploitation has been developed using GAMS introduced by the World Bank and applied to the case of Meijaran dam, northern Iran. The results indicate that this model can optimize the function of reservoir exploitation while required water for lower parts of the region will be supplied. Further, allocating optimal water from reservoir, the optimal rate of water allocated to any group of the users were specified to increase benefits in curve dam exploitation. Keywords: Water resource management, water reservoirs, water allocation, GAMS, Meijaran dam
