697 Possibilities, Challenges and the State of the Art of Automatic Speech Recognition in Air Traffic Control

Abstract:
Over the past few years, a lot of research has been conducted to bring Automatic Speech Recognition (ASR) into various areas of Air Traffic Control (ATC), such as air traffic control simulation and training, monitoring live operators for with the aim of safety improvements, air traffic controller workload measurement and conducting analysis on large quantities controller-pilot speech. Due to the high accuracy requirements of the ATC context and its unique challenges, automatic speech recognition has not been widely adopted in this field. With the aim of providing a good starting point for researchers who are interested bringing automatic speech recognition into ATC, this paper gives an overview of possibilities and challenges of applying automatic speech recognition in air traffic control. To provide this overview, we present an updated literature review of speech recognition technologies in general, as well as specific approaches relevant to the ATC context. Based on this literature review, criteria for selecting speech recognition approaches for the ATC domain are presented, and remaining challenges and possible solutions are discussed.Keywords: Automatic Speech Recognition, ASR, Air Traffic Control, ATC.

Abstract:
Since the pioneering work of Zadeh, fuzzy set theory has been applied to a myriad of areas. Song and Chissom introduced the concept of fuzzy time series and applied some methods to the enrollments of the University of Alabama. In recent years, a number of techniques have been proposed for forecasting based on fuzzy set theory methods. These methods have either used enrollment numbers or differences of enrollments as the universe of discourse. We propose using the year to year percentage change as the universe of discourse. In this communication, the approach of Jilani, Burney, and Ardil is modified by using the year to year percentage change as the universe of discourse. We use enrollment figures for the University of Alabama to illustrate our proposed method. The proposed method results in better forecasting accuracy than existing models.

Abstract:
The fundamental issues in ICT Governance (ICTG) implementation for Malaysian Public Sector (MPS) is how ICT be applied to support improvements in productivity, management effectiveness and the quality of services offered to its citizens. Our main concern is to develop and adopt a common definition and framework to illustrate how ICTG can be used to better align ICT with government’s operations and strategic focus. In particular, we want to identify and categorize factors that drive a successful ICTG process. This paper presents the results of an exploratory study to identify, validate and refine such Critical Success Factors (CSFs) and confirmed seven CSFs and nineteen sub-factors as influential factors that fit MPS after further validated and refined. The Delphi method applied in validation and refining process before being endorsed as appropriate for MPS. The identified CSFs reflect the focus areas that need to be considered strategically to strengthen ICT Governance implementation and ensure business success.

Abstract:
Fugitive particulate matter (PM) is a major source of airborne pollution in the Middle East countries. The meteorological conditions and topography of the area makes it highly susceptible to wind-blown particles which raise many air quality concerns. Air quality tools such as field monitoring, emission factors and dispersion modeling have been used in previous research studies to analyze the release and impacts of fugitive PM in the region. However, these tools have been originally developed based on experiments made for European and North American regions. In this work, an experimental campaign was conducted on April-May 2014 in a construction site in Doha city, Qatar. The ultimate goal is to evaluate the applicability of the existing emission factors for construction sites in dry and arid areas like the Middle East.

Abstract:
Investigation of sandy clay behavior is important since urban development demands mean that sandy clay areas are increasingly encountered, especially for transportation infrastructures. This paper presents the results of the finite element analysis of the direct shear test (under three vertical loading 44, 96 and 192 kPa) and discusses the effects of different parameters such as cohesion, friction angle and Young's modulus on the shear strength of sandy clay. The numerical model was calibrated against the experimental results of large-scale direct shear tests. The results have shown that the shear strength was increased with increase in friction angle and cohesion. However, the shear strength was not influenced by raising the friction angle at normal stress of 44 kPa. Abstract:
Pedagogical approaches in Asia nowadays are imported from the West. In Confucian Heritage Culture (CHC), however, there is a dichotomy between the perceived benefits of Western pedagogies and the real classroom practices in Chinese societies. The success of Hong Kong students in large-scale international assessments has proved that both the strengths of both Western pedagogies and CHC educational approaches should be integrated for the sake of the students. University students aim to equip themselves with employability skills upon graduation. Formative assessments allow students to receive detailed, positive, and timely feedback and they can identify their strengths and weaknesses before they start working. However, there remains a question of whether university year 1 students who come from an examination-driven secondary education background are ready to respond to more formative assessments. The findings show that year 1 students are less concerned about competition in the university and more open to new teaching approaches that will allow them to improve as professionals in their major study areas.

Abstract:
This paper examines the relationships between and among the various drivers of climate change that have both climatic and ecological consequences for vegetation and land cover change in arctic areas, particularly in arctic Alaska. It discusses the various processes that have created spatial and climatic structures that have facilitated observable vegetation and land cover changes in the Arctic. Also, it indicates that the drivers of both climatic and ecological changes in the Arctic are multi-faceted and operate in a system with both positive and negative feedbacks that largely results in further increases or decreases of the initial drivers of climatic and vegetation change mainly at the local and regional scales. It demonstrates that the impact of arctic warming on land cover change and the Arctic ecosystems is not unidirectional and one dimensional in nature but it represents a multi-directional and multi-dimensional forces operating in a feedback system.Keywords: Arctic Vegetation Change, Climate Change, Feedback System, Spatial Process and Structure.

In developing countries located in monsoon areas like Thailand where rainwater is currently of no value for urban dwellers due to easily access to piped water supply at each household, studies in rainwater harvesting for domestic use are of low interest. However it is needed to undertake research to find out appropriate rainwater harvesting systems particularly for small urban communities that are recently developed from a full rural structure to urban context. As a matter of fact, in such transitional period, relying on only common water resources is risky. With some specific economic settings, land use patterns, and historical and cultural context that dominate perceptions of water users in the study area, the level of service in this study may certainly be different from megacities or cities located in industrial zone. The overviews of some available technologies and background of rainwater harvesting including alternate resource are included in this paper. Abstract:
In the present work, a numerical method for the estimation of the appropriate gradient magnetic fields for optimum driving of the particles into the desired area inside the human body is presented. The proposed method combines Computational Fluid Dynamics (CFD), Discrete Element Method (DEM) and Covariance Matrix Adaptation (CMA) evolution strategy for the magnetic navigation of nanoparticles. It is based on an iteration procedure that intents to eliminate the deviation of the nanoparticles from a desired path. Hence, the gradient magnetic field is constantly adjusted in a suitable way so that the particles’ follow as close as possible to a desired trajectory. Using the proposed method, it is obvious that the diameter of particles is crucial parameter for an efficient navigation. In addition, increase of particles' diameter decreases their deviation from the desired path. Moreover, the navigation method can navigate nanoparticles into the desired areas with efficiency approximately 99%.

The business strategy of any company wanting to be competitive on the market should be designed around the concept of intangibles, with an increasingly decisive role in knowledge transfer of the biggest corporations. Advancing the research in these areas, this study integrates the two approaches, emphasizing the relationships between the components of intellectual capital and corporate social responsibility. The three dimensions of intellectual capital in terms of sustainability requirements are debated. The paper introduces the concept of sustainable intellectual capital and debates it within an assessment model designed on the base of key performance indicators. The results refer to the assessment of possible ways for including the information on intellectual capital and corporate responsibility within the corporate strategy. Aluminum alloy sheets have several advantages such as the lightweight, high-specific strength and recycling efficiency. Therefore, aluminum alloy sheets in sheet forming have been used in various areas as automotive components and so forth. During the process of sheet forming, wrinkling which is caused by compression stress might occur and the formability of sheets was affected by occurrence of wrinkling. A few studies of uniaxial compressive test by using square tubes, pipes and sheets were carried out to clarify the each wrinkling behavior. However, on uniaxial compressive test, deformation behavior of the sheets hasn-t be cleared. Then, it is necessary to clarify the relationship between the buckling behavior and the forming conditions. In this study, the effect of dimension of the sheet in the buckling behavior on compression test of aluminum alloy sheet was cleared by experiment and FEA. Abstract:
Based on a long-term vegetation index dataset of NDVI and meteorological data from 68 meteorological stations in the Qinghai-Tibet plateau and their relations with major climate factors were analyzed. The results show the following: 1) The linear trends of temperature in the Qinghai-Tibet plateau indicate that the temperature in the plateau generally increased, but it rose faster in the last 20 years. 2) The most significant NDVI increase occurred in the eastern and southern plateau. However, the western and northern plateau demonstrate a decreasing trend. 3) There is a significant positive linear correlation between NDVI and temperature and a negative correlation between NDVI and mean wind speed. However, no significant statistical relationship was found between NDVI and relative humidity, precipitation or sunshine duration.4) The changes in NDVI for the plateau are driven by temperature-precipitation, but for the desert and forest areas, the relation changes to precipitation-temperature-wind velocity and wind velocity-temperature-precipitation.

Abstract:
This study examines the current state of football in Nigeria to identify the country's practices, which could be useful internationally, and to determine areas for improvement. Over 200 sources of literature on sport delivery systems in successful sports nations were analyzed to construct a globally applicable model of elite football integrated with mass participation, comprising of the following three levels: macro (socio-economic, cultural, legislative, and organizational), meso (infrastructures, personnel, and services enabling sports programs) and micro level (operations, processes, and methodologies for the development of individual athletes). The model has received scholarly validation and has shown to be a framework for program analysis that is not culturally bound. It has recently been utilized for further understanding such sports systems as US rugby, tennis, soccer, swimming, and volleyball, as well as Dutch and Russian swimming. A questionnaire was developed using the above-mentioned model. Survey questions were validated by 12 experts including academicians, executives from sports governing bodies, football coaches, and administrators. To identify best practices and determine areas for improvement of football in Nigeria, 116 coaches completed the questionnaire. Useful exemplars and possible improvements were further identified through semi-structured discussions with 10 Nigerian football administrators and experts. Finally, a content analysis of the Nigeria Football Federation's website and organizational documentation was conducted. This paper focuses on the micro level of Nigerian football delivery, particularly talent search and development as well as advanced athlete preparation and support. Results suggested that Nigeria could share such progressive practices as the provision of football programs in all schools and full-time coaches paid by governments based on the level of coach education. Nigerian football administrators and coaches could provide better football services affordable for all, where success in mass and elite sports is guided by science focused on athletes' needs. Better implemented could be international best practices such as lifelong guidelines for health and excellence of everyone and integration of fitness tests into player development and ranking as done in best Dutch, English, French, Russian, Spanish, and other European clubs; integration of educational and competitive events for elite and developing athletes as well as fans as done at the 2018 World Cup Russia; and academies with multi-stage athlete nurturing as done by Ajax in Africa as well as Barcelona FC and other top clubs expanding across the world. The methodical integration of these practices into the balanced development of mass and elite football will help contribute to international sports success as well as national health, education, crime control, and social harmony in Nigeria.

Organizations are living in a very competitive and dynamic environment which is constantly changing. In order to achieve a high level of service, the products and processes of these organizations need to be flexible and evolvable. If the supply chains are not modular and well designed, changes can bring combinatorial effects to most areas of a company from its management, financial, documentation, logistics and its information structure. Applying the normalized system’s concept to segments of the supply chain may help in reducing those ripple effects, but it may also increase lead times. Lead times are important and can become a decisive element in gaining customers. Industries are always under the pressure in providing good quality products, at competitive prices, when and how the customer wants them. Most of the time, the customers want their orders now, if not yesterday. The above concept will be proven by examining lead times in a manufacturing example before and after applying normalized systems concept to that segment of the chain. We will then show that although we can minimize the combinatorial effects when changes occur, the lead times will be increased.Keywords: Supply chain, lead time, normalization, modular.

Abstract:
This article examines cloudburst-triggered natural hazards mainly flashfloods and landslides in the Uttarakhand Himalaya. It further describes mechanism and implications of natural hazards and illustrates the preventive and mitigation measures. We conducted this study through collection of archival data, case study of cloudburst hit areas, and rapid field visit of the affected regions. In the second week of August 2017, about 50 people died and huge losses to property were noticed due to cloudburst-triggered flashfloods. Our study shows that although cloudburst triggered hazards in the Uttarakhand Himalaya are natural phenomena and unavoidable yet, disasters can be minimized if preventive measures are taken up appropriately. We suggested that construction of human settlements, institutions and infrastructural facilities along the seasonal streams and the perennial rivers should be avoided to prevent disasters. Further, large-scale tree plantation on the degraded land will reduce the magnitude of hazards.

The purpose of Grid computing is to utilize computational power of idle resources which are distributed in different areas. Given the grid dynamism and its decentralize resources, there is a need for an efficient scheduler for scheduling applications. Since task scheduling includes in the NP-hard problems various researches have focused on invented algorithms especially the genetic ones. But since genetic is an inherent algorithm which searches the problem space globally and does not have the efficiency required for local searching, therefore, its combination with local searching algorithms can compensate for this shortcomings. The aim of this paper is to combine the genetic algorithm and GELS (GAGELS) as a method to solve scheduling problem by which simultaneously pay attention to two factors of time and number of missed tasks. In the recent past, discussing about sex among children and youths was frowned at by traditional norms and as such sexual discussions and behavior were approached with great respect. Things are actually falling apart with the increasing number of young people that engage in premarital sex. Due to lack of experience and sex education, many young people are becoming increasingly exposed to the risk of HIV infection. In the light of the above, this study discussed premarital sex, HIV, and use of condom among youths in Nigeria. Data for this study came from 2013 Nigeria Demographic and Health Survey and other secondary data. The survey revealed that only 18.5 percent of young women that had sex in the 12 months preceding the survey used condom. Out of 3306 never-married sexually active men and women, 1728 representing 52 percent live in urban areas and 43 percent of them did not use condom during sexual intercourse in the 12 months preceding the survey. This study concludes that for there to be reduction in prevalence of HIV/AIDS among Nigerian youths, there is need for concerted effort to be made towards educating youths on the expedient of the use of condom during sexual intercourse.Keywords: Condom, HIV, Nigeria, Premarital sex, Youths.

Today, the working areas put forward the administration of change. In order to provide this; it is required from the organizations to be creative. Professional creativity in offices depends on an environment that enables the development of the organization only after the individual or collective exertions within the organization. By providing this environment, the organization will gain efficiency, productivity, and work pleasure. In order to bring up the workforce appropriate to the related expectations, the professional creativity of the office management and secretarial profession candidates should be evaluated, education programs appropriate to this and related directly with the service quality should be prepared and the future of this profession should be directed. The aim of this study is to ensure the attention to improve the prepared education program as well as the creative thoughts and their applications, when carrying out an office management and secretarial training. 144 students took place in this research and a questionnaire of 48 questions was carried out.

Abstract:
The study investigated the spatial analysis of trees composition, diversity and richness in the built up area of University of Port Harcourt, Nigeria. Four quadrats of 25m x 25m size were laid randomly in each of the three parks and inventories of trees ≥10cm girth at breast height were taken and used to calculate the species composition, diversity and richness. Results showed that species composition and diversity in Abuja Park was the highest with 134 species and 0.866 respectively while the species richness was highest in Choba Park with a value of 2.496. The correlation between the size of park (spatial coverage) and species composition was 0.99 while the correlation between the size of the park and species diversity was 0.78. There was direct relationship between species composition and diversity while the relationship between species composition and species richness was inversely proportional. Rational use of these resources is encouraged.

Abstract:
Ethnicity identification of face images is of interest in many areas of application, but existing methods are few and limited. This paper presents a fusion scheme that uses block-based uniform local binary patterns and Haar wavelet transform to combine local and global features. In particular, the LL subband coefficients of the whole face are fused with the histograms of uniform local binary patterns from block partitions of the face. We applied the principal component analysis on the fused features and managed to reduce the dimensionality of the feature space from 536 down to around 15 without sacrificing too much accuracy. We have conducted a number of preliminary experiments using a collection of 746 subject face images. The test results show good accuracy and demonstrate the potential of fusing global and local features. The fusion approach is robust, making it easy to further improve the identification at both feature and score levels.

Abstract:
This paper aims at offering a futures study for higher education in the Middle East. Paying special attention to the negative impacts of neoliberalism, the paper will demonstrate how higher education is now commodified, corporatized and how arts and humanities are eschewed in favor of science and technology. This conceptual paper argues against the neoliberal agenda and aims at providing an alternative exemplified in the Capabilities Approach with special reference to Martha Nussbaum’s theory. The paper is divided into four main parts: the current state of higher education under neoliberal values, a prediction of the conditions of higher education in the near future, the future of higher education using the theoretical framework of the Capabilities Approach, and finally, some areas of concern regarding the approach. The implications of the study demonstrate that Nussbaum’s Capabilities Approach will ensure that the values of education are preserved while avoiding the pitfalls of neoliberalism.

In this increasingly complex context, a strong need to introduce paths aimed at acquiring not only professional knowledge and skills but also reflective, critical and problem-solving skills emerges. Through a peer observation intertwined with an analysis of discursive practices, researchers and the teacher worked together through a process of participatory and transformative accompaniment whose objective was to promote the active participation and engagement of students in learning processes, an element indispensable to work in the more specific direction of strengthening key competences. This reflective faculty development path led the teacher to activate metacognitive processes, becoming thus aware of the strengths and areas of improvement of his teaching innovation.

Abstract:
Weblog is an Internet tool that is believed to possess great potential to facilitate learning in education. This study wants to know if weblog can be used to promote students- critical thinking. It used a group of secondary two students from a Singapore school to write weblogs as a means of substitution for their traditional handwritten assignments. The topics for the weblogging are taken from History syllabus but modified to suit the purpose of this study. Weblogs from the students were collected and analysed using a known coding system for measuring critical thinking. Results show that the topic for blogging is crucial in determining the types of critical thinking employed by the students. Students are seen to display critical thinking traits in the areas of information sourcing, linking information to arguments and viewpoints justification. Students- criticalness is more profound when the information for writing a topic is readily available. Otherwise, they tend to be less critical and subjective. The study also found that students lack the ability to source for external information suggesting that students may need to be taught information literacy in order to widen their use of critical thinking skills.Keywords: Affordance, blog, critical thinking, perception, weblog.

Abstract:
There is a complex situation on the transport environment in the cities of the world. For the analysis and prevention of environmental problems an accurate calculation hazardous substances concentrations at each point of the investigated area is required. In the turbulent atmosphere of the city the wellknown methods of mathematical statistics for these tasks cannot be applied with a satisfactory level of accuracy. Therefore, to solve this class of problems apparatus of mathematical physics is more appropriate. In such models, because of the difficulty as a rule the influence of uneven land surface on streams of air masses in the turbulent atmosphere of the city are not taken into account. In this paper the influence of the surface roughness, which can be quite large, is mathematically shown. The analysis of this problem under certain conditions identified the possibility of areas appearing in the atmosphere with pressure tending to infinity, i.e. so-called "wall effect".

With the rapid changes occurring in the last twenty five years, mobile phone technology has influenced every aspect of life. Technological developments within the Internet and mobile phone areas have not only changed communication practices; it has also changed the everyday life practices of individuals. This article has focused on understanding how people’s communication practices and everyday life practices have changed with the smartphone usage. The study was conducted by using in-depth interview method and the research was conducted on twenty Turkish Cypriots who live in Northern Cyprus. According to the research results, communicating via Internet has rapidly replaced face to face communication in recent years. However, results have changed according to generations. Younger generations can easily adapt themselves to technological changes because they are already gaining everyday life practices right now. However, the older generations practices are already present in their everyday life.

Abstract:
Short message integrated distributed monitoring systems (SM-DMS) are growing rapidly in wireless communication applications in various areas, such as electromagnetic field (EMF) management, wastewater monitoring, and air pollution supervision, etc. However, delay in short messages often makes the data embedded in SM-DMS transmit unreliably. Moreover, there are few regulations dealing with this problem in SMS transmission protocols. In this study, based on the analysis of the command and data requirements in the SM-DMS, we developed a processing model for the control center to solve the delay problem in data transmission. Three components of the model: the data transmission protocol, the receiving buffer pool method, and the timer mechanism were described in detail. Discussions on adjusting the threshold parameter in the timer mechanism were presented for the adaptive performance during the runtime of the SM-DMS. This model optimized the data transmission reliability in SM-DMS, and provided a supplement to the data transmission reliability protocols at the application level.

Abstract:
This study of the ‘happiness’ and ‘sustainability’ in the community of Donkeaw, Amphoe Mae Rim, Chiang Mai Province during the non-election period in Thailand, noted that their happiness levels are in the middle-average range. This was found using a mixed approach of qualitative and quantitative methods (N = 386, α = 0.05). The study explores indicators for six aspects of well-being and happiness, including, good local governance, administrative support for the health system that maintains people’s mental and physical health, environment and weather, job security and a regular income aids them in managing a sustainable lifestyle. The impact of economic security and community relationships on social and cultural capital, and the way these aspects impact on the life style of the community, affects the sustainable well-being of people. This paper analysed the food security situation among Nigerian rural farmers. Data collected on 202 rural farmers from Benue State were analysed using descriptive and inferential statistics. The study revealed that majority of the respondents (60.83%) had medium dietary diversity. Furthermore, household daily calorie requirement for the food secure households was 10,723 and the household daily calorie consumption was 12,598, with a surplus index of 0.04. The food security index was 1.16. The Household daily per capita calorie consumption was 3,221.2. For the food insecure households, the household daily calorie requirement was 20,213 and the household daily calorie consumption was 17,393. The shortfall index was 0.14. The food security index was 0.88. The Household daily per capita calorie consumption was 2,432.8. The most commonly used coping strategies during food stress included intercropping (99.2%), reliance on less preferred food (98.1%), limiting portion size at meal times (85.8%) and crop diversification (70.8%).Keywords: Analysis, food security, rural areas, farmers, Nigeria.

Abstract:
Most accidents occur in urban areas, and the most related casualties are vulnerable road users (pedestrians and cyclists). The traffic calming measures (TCMs) are widely used and considered to be successful in reducing speed and traffic volume. However, TCMs create unwanted effects include: noise, emissions, energy consumption, vehicle delays and emergency response time (ERT). Different vertical and horizontal TCMs have been already applied nationally (Sweden) and internationally with different impacts. It is a big challenge among traffic engineers, planners, and policy-makers to choose and priorities the best TCMs to be implemented. This study will assess the existing guidelines for TCMs in relation to safety and ERT with focus on data from Norrkoping city in Sweden. The expected results will save lives, time, and money on particularly Swedish Roads. The study will also review newly technologies and how they can improve safety and reduce ERT.

Abstract:
Bus Rapid Transit (BRT) has emerged as a cost-effective transport system for urban mobility. However its ability to stimulate land development remains largely unexplored. The study makes use of qualitative (interview method) and quantitative analysis (questionnaire survey and longitudinal analysis of property data) to investigate land development impact resulting from BRT in Beijing, China. The empirical analysis suggests that BRT has a positive impact on the residential and commercial property attractiveness along the busway corridor. The statistical analysis suggests that accessibility advantage conferred by BRT is capitalized into higher property price. The average price of apartments adjacent to a BRT station has gained a relatively faster increase than those not served by the BRT system. The capitalization effect mostly occurs after the full operation of BRT, and is more evident over time and particularly observed in areas which previously lack alternative mobility opportunity.
