3972 On the Development of a Homogenized Earthquake Catalogue for Northern Algeria

Abstract:
Regions with a significant percentage of non-seismically designed buildings and reduced urban planning are particularly vulnerable to natural hazards. In this context, the project ‘Improved Tools for Disaster Risk Mitigation in Algeria’ (ITERATE) aims at seismic risk mitigation in Algeria. Past earthquakes in North Algeria caused extensive damages, e.g. the El Asnam 1980 moment magnitude (Mw) 7.1 and Boumerdes 2003 Mw 6.8 earthquakes. This paper will address a number of proposed developments and considerations made towards a further improvement of the component of seismic hazard. In specific, an updated earthquake catalog (until year 2018) is compiled, and new conversion equations to moment magnitude are introduced. Furthermore, a network-based method for the estimation of the spatial and temporal distribution of the minimum magnitude of completeness is applied. We found relatively large values for Mc, due to the sparse network, and a nonlinear trend between Mw and body wave (mb) or local magnitude (ML), which are the most common scales reported in the region. Lastly, the resulting b-value of the Gutenberg-Richter distribution is sensitive to the declustering method.

With the deepening of the research on the connotation of cultural heritage and human geography, cultural landscape takes landscape as a cultural product, integrates and blends cultural and natural heritage to explore the cultural value behind its material landscape. Qikou ancient town is a typical traditional settlement with homomorphism of mountain and water veins. Its cultural accumulation and natural landscape play an important role in its development. Therefore, this paper will combine the material and cultural elements of Qikou ancient town to analyze the composition of the cultural landscape of the ancient town, and explore the protection and utilization of the cultural landscape of Qikou ancient town from the four aspects of ecology, form, cultural form and business form, so as to provide effective strategies for the development of the ancient town.

Abstract:
Current land use and land cover (LULC) dynamics in Ghana have revealed considerable changes in settlement spaces. As a result, this study is intended to merge the cellular automata and Markov chain models using remotely sensed data and Geographical Information System (GIS) approaches to monitor, map, and detect the spatio-temporal LULC change in state lands within Cape Coast Metropolis. Multi-temporal satellite images from 1986-2020 were pre-processed, geo-referenced, and then mapped using supervised maximum likelihood classification to investigate the state’s land cover history (1986-2020) with an overall mapping accuracy of approximately 85%. The study further observed the rate of change for the area to have favored the built-up area 9.8 (12.58 km2) to the detriment of vegetation 5.14 (12.68 km2), but on average, 0.37 km2 (91.43 acres, or 37.00 ha.) of the landscape was transformed yearly. Subsequently, the CA-Markov model was used to anticipate the potential LULC for the study area for 2030. According to the anticipated 2030 LULC map, the patterns of vegetation transitioning into built-up regions will continue over the following ten years as a result of urban growth.

Abstract:
This article focuses on the skills development and path planning of students studying computer science at EPITECH: French private institute of higher education. We examine students’ points of view and experience in a blended learning model based on a skills development curriculum. The study is based on the collection of four main categories of data: semi-participant observation, distribution of questionnaires, interviews, and analysis of internal school databases. The findings seem to indicate that a skills-based program on active learning enables students to develop their learning strategies as well as their personal skills and to actively engage in the creation of their career path and contribute to providing additional information to curricula planners and decision-makers about learning design in higher education.

Abstract:
This paper provides new ways to explore the old problem of failure of information systems development in an organisation. Based on the theory of cognitive dissonance, information systems (IS) failure is defined as a gap between what the users expect from an information system and how well these expectations are met by the perceived performance of the delivered system. Bridging the expectation-perception gap requires that IS professionals make a radical change from being the proprietor of information systems and products to being service providers. In order to deliver systems and services that IS users perceive as valuable, IS people must become expert in determining and assessing users- expectations and perceptions. It is also suggested that the IS community, in general, has given relatively little attention to the front-end process of requirements specification for IS development. There is a simplistic belief that requirements are obtainable from users, they are then translatable into a formal specification. Abstract:
With the accelerating process of urbanization, the problem of urban road congestion is becoming more and more serious. Intelligent transportation system combining distributed and artificial intelligence has become a research hotspot. As the core development direction of the intelligent transportation system, Cooperative Intelligent Transportation System (C-ITS) integrates advanced information technology and communication methods and realizes the integration of human, vehicle, roadside infrastructure and other elements through the multi-agent distributed system. By analyzing the system architecture and technical characteristics of C-ITS, the paper proposes a distributed multi-agent C-ITS. The system consists of Roadside Subsystem, Vehicle Subsystem and Personal Subsystem. At the same time, we explore the scalability of the C-ITS and put forward incorporating local rewards in the centralized training decentralized execution paradigm, hoping to add a scalable value decomposition method. In addition, we also suggest introducing blockchain to improve the safety of the traffic information transmission process. The system is expected to improve vehicle capacity and traffic safety.

Abstract:
The purposes of this research were to develop and to monitor the antecedent factors which directly affected the success rate of new product development. This was a case study of the leather industry in Bangkok, Thailand. A total of 350 leather factories were used as a sample group. The findings revealed that the new product development model was harmonized with the empirical data at the acceptable level, the statistic values are: χ2=6.45, df= 7, p-value = .48856; RMSEA = .000; RMR = .0029; AGFI = .98; GFI = 1.00. The independent variable that directly influenced the dependent variable at the highest level was marketing outcome which had a influence coefficient at 0.32 and the independent variables that indirectly influenced the dependent variables at the highest level was a clear organization policy which had a influence coefficient at 0.17, whereas, all independent variables can predict the model at 48 percent.

Abstract:
Small scale hydropower used to play a very important role in the provision of energy to urban and rural areas of South Africa. The national electricity grid, however, expanded and offered cheap, coal generated electricity and a large number of hydropower systems were decommissioned. Unfortunately, large numbers of households and communities will not be connected to the national electricity grid for the foreseeable future due to high cost of transmission and distribution systems to remote communities due to the relatively low electricity demand within rural communities and the allocation of current expenditure on upgrading and constructing of new coal fired power stations. This necessitates the development of feasible alternative power generation technologies. A feasibility and implementation model was developed to assist in designing and financially evaluating small-scale hydropower (SSHP) plants. Several sites were identified using the model. The SSHP plants were designed for the selected sites and the designs for the different selected sites were priced using pricing models (civil, mechanical and electrical aspects). Following feasibility studies done on the designed and priced SSHP plants, a feasibility analysis was done and a design chart developed for future similar potential SSHP plant projects. The methodology followed in conducting the feasibility analysis for other potential sites consisted of developing cost and income/saving formulae, developing net present value (NPV) formulae, Capital Cost Comparison Ratio (CCCR) and levelised cost formulae for SSHP projects for the different types of plant installations. It included setting up a model for the development of a design chart for a SSHP, calculating the NPV, CCCR and levelised cost for the different scenarios within the model by varying different parameters within the developed formulae, setting up the design chart for the different scenarios within the model and analyzing and interpreting results. From the interpretation of the develop design charts for feasible SSHP in can be seen that turbine and distribution line cost are the major influences on the cost and feasibility of SSHP. High head, short transmission line and islanded mini-grid SSHP installations are the most feasible and that the levelised cost of SSHP is high for low power generation sites. The main conclusion from the study is that the levelised cost of SSHP projects indicate that the cost of SSHP for low energy generation is high compared to the levelised cost of grid connected electricity supply; however, the remoteness of SSHP for rural electrification and the cost of infrastructure to connect remote rural communities to the local or national electricity grid provides a low CCCR and renders SSHP for rural electrification feasible on this basis.Keywords: Feasibility, cost, rural electrification, small-scale hydropower.

Abstract:
Development of a groundwater management model is an important step in the exploitation and management of any groundwater aquifer as it assists in the long-term sustainable planning of the resource. The current study was conducted in Central Limpopo province of South Africa with the overall objective of determining how much water can be withdrawn from the aquifer without producing nonreversible impacts on the groundwater quantity, hence developing a model which can sustainably protect the aquifer. The development was done through the computation of Groundwater Sustainability Index (GSI). Values of GSI close to unity and above indicated overexploitation. In this study, an index of 0.8 was considered as overexploitation. The results indicated that there is potential for higher abstraction rates compared to the current abstraction rates. GSI approach can be used in the management of groundwater aquifer to sustainably develop the resource and also provides water managers and policy makers with fundamental information on where future water developments can be carried out.

Abstract:
In the context of the development process of two assistive navigation mobile apps for blind and visually impaired people (BVI) an extensive qualitative analysis of the requirements of potential users has been conducted. The analysis was based on interviews with BVIs and aimed to elicit not only their needs with respect to autonomous navigation but also their preferences on specific features of the apps under development. The elicited requirements were structured into four main categories, namely, requirements concerning the capabilities, functionality and usability of the apps, as well as compatibility requirements with respect to other apps and services. The main categories were then further divided into nine sub-categories. This classification, along with its content, aims to become a useful tool for the researcher or the developer who is involved in the development of digital services for BVI.

Recently electric vehicles are becoming popular as an alternative of conventional fossil fuel vehicles. Conventional Internal Combustion Engine (ICE) vehicle uses fossil fuel which contributing a major part of overall carbon emission in the environment. Carbon and other green house gas emission are responsible for global warming and resulting climate change. It becomes vital to evaluate performance of vehicle based on emission. In this paper an effort has been made to depict the picture of emission caused by vehicle and scenario of Australia has taken into account. Effort has been made to compare the fossil based vehicle with electric vehicle in phases. The study also evaluates advancement in electric vehicle technology, required infrastructure for sustainability and future scope of developments. This paper also includes the evaluation of electric vehicle concept for pollution control and sustainable transport systems in future. Museums play a significant role in their communities with respect to culture, history, environment, and social development. They are considered as important sites for families, tourists, school groups, cultural visitors and individuals, looking to enjoy, learn and expand their horizons. Aim of audience development programs is to support individuals and organizations to work together to deliver messages that will raise museums' profile for both existing and potential visitors. They recognize the particular role that museums play for communities, the audiences they seek to reach, the experience they seek to offer and the extent and nature of their collections. This study aims at using both the qualitative and quantitative approach to explore the important role that audience development programs in museums can play in raising awareness in their communities concerning cultural heritage preservation and tourism. The Alexandria National Museum is considered as a valuable case study. In depth interviews with museum managers and staff was conducted as well as an online questionnaire. European Union candidate status provides a strong motivation for decision-making in the candidate countries in shaping the regional development policy where there is an envisioned transfer of power from center to the periphery. The process of Europeanization anticipates the candidate countries configure their regional institutional templates in the context of the requirements of the European Union policies and introduces new instruments of incentive framework of enlargement to be employed in regional development schemes. It is observed that the contribution of the local actors to the decision making in the design of the allocation architectures enhances the efficiency of the funds and increases the positive effects of the projects funded under the regional development objectives. This study aims at exploring the performances of the three regional development grant schemes in Turkey, established and allocated under the pre-accession process with a special emphasis given to the roles of the national and local actors in decision-making for regional development. Efficiency analyses have been conducted using the DEA methodology which has proved to be a superior method in comparative efficiency and benchmarking measurements. Abstract:
Testing accounts for the major percentage of technical contribution in the software development process. Typically, it consumes more than 50 percent of the total cost of developing a piece of software. The selection of software tests is a very important activity within this process to ensure the software reliability requirements are met. Generally tests are run to achieve maximum coverage of the software code and very little attention is given to the achieved reliability of the software. Using an existing methodology, this paper describes how to use Bayesian Belief Networks (BBNs) to select unit tests based on their contribution to the reliability of the module under consideration. In particular the work examines how the approach can enhance test-first development by assessing the quality of test suites resulting from this development methodology and providing insight into additional tests that can significantly reduce the achieved reliability. In this way the method can produce an optimal selection of inputs and the order in which the tests are executed to maximize the software reliability. To illustrate this approach, a belief network is constructed for a modern software system incorporating the expert opinion, expressed through probabilities of the relative quality of the elements of the software, and the potential effectiveness of the software tests. The steps involved in constructing the Bayesian Network are explained as is a method to allow for the test suite resulting from test-driven development.Keywords: Software testing, Test Driven Development, Bayesian Belief Networks.

Abstract:
This work aims to analyze the locative structure used by the locative games of the company Niantic. To fulfill this objective, a literature review on the representation and simulation of cities was developed; interviews with Ingress players and playing Ingress. Relating these data, it was possible to deepen the relationship between the virtual and the real to create the simulation of cities and their cultural objects in locative games. Cities representation associates geo-location provided by the Global Positioning System (GPS), with augmented reality and digital image, and provides a new paradigm in the city interaction with its parts and real and virtual world elements, homeomorphic to real world. Bibliographic review of papers related to the representation and simulation study and their application in locative games was carried out and is presented in the present paper. The cities representation and simulation concepts in locative games, and how this setting enables the flow and immersion in urban space, are analyzed. Some examples of games are discussed for this new setting development, which is a mix of real and virtual world. Finally, it was proposed a Locative Structure for electronic games using the concepts of heterotrophic representations and isotropic representations conjoined with immediacy and hypermediacy.

Abstract:
Environmental conflicts produced by economic development and natural resources exploitation, are discussed. Main causes of conflicts in developing countries were shown to arise from geographically external investments, inefficiency of the Environmental Impact Assessment (EIA), and the lack of communication between government and Non-Government Organizations (NGOs). Citizen participation can only intervene during late stages of the EIA, which is considered as one of the main shortcomings in satisfying demands of local people.

This paper gives an overview of the mapping mechanism of SEAM-a methodology for the automatic generation of knowledge models and its mapping onto Java codes. It discusses the rules that will be used to map the different components in the knowledge model automatically onto Java classes, properties and methods. The aim of developing this mechanism is to help in the creation of a prototype which will be used to validate the knowledge model which has been generated automatically. It will also help to link the modeling phase with the implementation phase as existing knowledge engineering methodologies do not provide for proper guidelines for the transition from the knowledge modeling phase to development phase. Most standard software development methodologies are often not applied to software projects in many developing countries of the world. The approach generally practice is close to what eXtreme Programming (XP) is likely promoting, just keep coding and testing as the requirement evolves. XP is an agile software process development methodology that has inherent capability for improving efficiency of Business Software Development (BSD). XP can facilitate Business-to-Development (B2D) relationship due to its customer-oriented advocate. From practitioner point of view, we applied XP to BSD and result shows that customer involvement has positive impact on productivity, but can as well frustrate the success of the project. The rapid development of cities implies significant material inflows and outflows. The construction sector is one of the main consumers of raw materials and producers of waste. The waste from the building sector, for its quantity and potential for recovery, constitutes significant deposits requiring major efforts, by combining different actors, to achieve the circular economy's objectives. It is necessary to understand and know the current construction actors' knowledge of stocks, urban metabolism, deposits, and recovery practices in this context. This article aims to explore the role of local governments in planning strategies by facilitating a circular economy. In particular, the principal opportunities and challenges of communities for applying the principles of the circular economy in the building sector will be identified. The approach used for the study was to conduct semi-structured interviews with those responsible for circular economy projects within local administrations of some communities in France. The results show territories' involvement in the inclusion and application of the principles of the circular economy in the building sector. The main challenges encountered are numerous, hence the importance of having identified and described them so that the different actors can work to meet them.

In this article we present a methodology which enables preschool and primary school unlanguaged children to remember words, phrases and texts with the help of graphic signs - letters, syllables and words. Reading for a child becomes a support for speech development. Teaching is based on the principle "from simple to complex", "a letter - a syllable - a word - a proposal - a text." Abstract:
The paper presents the analysis of the current situation of agricultural development in Georgia. The investment environment that supports development of the agricultural sector is evaluated and the key priorities are identified. The analysis of the projects already implemented with state and EU support, as well as those that are being currently implemented is presented. The policy and the programs supporting development of agricultural sector are analyzed. Based on an analysis of the evaluations of experts and the primary accounting documents, the outcomes of investment programs, their advantages and disadvantages, are studied. Through identifying investment programs in the agricultural sector of Georgia, corresponding conclusions are made, based on which some recommendations are developed.

Abstract:
The role of the pollen grain, with to the reproductive process of higher plants, is to deliver the spermatic cells to the embryo sac for egg fertilization. The aim of this project was study the effect of electromagnetic fields on structure and pollen grains development in Chenopodium album. Anthers of Chenopodium album L. were collected at different stages of development from control (without electromagnetic field) and plants grown at 10m from the field sources. Structure and development of pollen grains were studied and compared. The studying pollen structure by Light and Scanning electron microscopy showed that electromagnetic fields reduction of pollen grains number and male sterility, thus , in some anthers, pollen grains were attached together and deformed compared to control ones. The data presented suggest that prolonged exposures of plants to magnetic field may cause different biological effects at the cellular tissue and organ levels.Keywords: Electromagnetic fields, pollen, Chenopodium albumL.

Abstract:
Museums are enclosed buildings encompassing and displaying creative artworks, artefacts and discoveries for people’s knowledge and observation. In the context of Nepal, museums and exhibition areas are either adaptive to small gallery spaces in residences or ‘neo-classical palatial complexes’ that evolved during the 19th century. This study accepts the sparse occurrence of a diverse range of artworks and expressions in the country's complex cultural manifestations within vivid ethnic groups. This study explores the immense potential of one such prevalence beyond the delimitation of physical boundaries. Taking Bhaktapur World Heritage Site as a case, the study perpetuates its investigation into real-time life activities that this city and its cultural landscapes ensemble. Seeking the ‘musealization’ as an urban process to induce museums into the city precinct, this study anticipates art-space into urban spaces to offer a limitless experience for this contemporary world. Unveiling art as an experiential component, this study aims in conceptualizing a living heritage as an infinite resource for museum interpretation beyond just educational institute purposes.

Abstract:
The inherent iterative nature of product design and development poses significant challenge to reduce the product design and development time (PD). In order to shorten the time to market, organizations have adopted concurrent development where multiple specialized tasks and design activities are carried out in parallel. Iterative nature of work coupled with the overlap of activities can result in unpredictable time to completion and significant rework. Many of the products have missed the time to market window due to unanticipated or rather unplanned iteration and rework. The iterative and often overlapped processes introduce greater amounts of ambiguity in design and development, where the traditional methods and tools of project management provide less value. In this context, identifying critical metrics to understand the iteration probability is an open research area where significant contribution can be made given that iteration has been the key driver of cost and schedule risk in PD projects. Two important questions that the proposed study attempts to address are: Can we predict and identify the number of iterations in a product development flow? Can we provide managerial insights for a better control over iteration? The proposal introduces the concept of decision points and using this concept intends to develop metrics that can provide managerial insights into iteration predictability. By characterizing the product development flow as a network of decision points, the proposed research intends to delve further into iteration probability and attempts to provide more clarity.

Abstract:
Mentoring is provided by professionals with a higher level of experience and competence as part of the professional development of a university faculty. This paper explores the characteristics of the mentoring provided by those teachers participating in the development of an active methodology program run at the University of the Basque Country: to examine and to analyze mentors’ performance with the aim of providing empirical evidence regarding its value as a lifelong learning strategy for teaching staff. A total of 183 teachers were trained during the first three programs. The analysis method uses a coding technique and is based on flexible, systematic guidelines for gathering and analyzing qualitative data. The results have confirmed the conception of mentoring as a methodological innovation in higher education. In short, university teachers in general assessed the mentoring they received positively, considering it to be a valid, useful strategy in their professional development. They highlighted the methodological expertise of their mentor and underscored how they monitored the learning process of the active method and provided guidance and advice when necessary. Finally, they also drew attention to traits such as availability, personal commitment and flexibility in. However, a minority critique is pointed to some aspects of the performance of some mentors.

Producing IT products/services required carefully designed. IT development process is intangible and labour intensive. Making optimal use of available resources, both soft (knowledge, skill-set etc.) and hard (computer system, ancillary equipment etc.), is vital if IT development is to achieve sensible economical advantages. Apart from the norm of Project Life Cycle and System Development Life Cycle (SDLC), there is an urgent need to establish a general yet widely acceptable guideline on the most effective and efficient way to precede an IT project in the broader view of Product Life Cycle. Thisresearch paper is dedicated to an actual issue in Latvia and in the whole European Union – development of the secondary materials management. The goal of this paper is to research the development of the secondary materials management in Latvia as a result to point out its main positive aspects and problems. In this research paper the author regards following issues: significance of the secondary materials management, current situation of the waste generation and utilization in Latvia comparing with other EU Member States, main problems and positive aspects of the secondary materials management in Latvia. The research author concludes that in last ten years a great work is done to develop the secondary materials market. Nevertheless following improvements are necessary: implementation of the packaging deposit system, development of the separate waste collection, increasing of the recycling capacity.

Abstract:
The long-term strategy of the economic development of Russia up to 2030 is based on the concept of sustainable growth. The determining factor of such development is complex changes in the economic system which may be achieved by making progressive changes in its structure. The structural changes determine the character and the direction of economic development, as well as they include all elements of this system without exception, and their regulated character ensures the most rapid aim achievement. This article has discussed the industrial structure of the agriculture in Russia. With the use of the system of indexes, the article has determined the directions, intensity, and speed of structural shifts. The influence of structural changes on agricultural production development has been found out. It is noticed that the changes in the industrial structure are synchronized with the changes in the organisation and economic structure. Efficiency assessment of structural changes allowed to trace the efficiency of structural changes and elaborate the main directions for agricultural policy improvement.

Abstract:
The understanding of geotechnical characteristics of near-surface material and the effects of the groundwater is very important problem in such as site studies. For showing the relations between seismic data and groundwater, we selected about 25 km2 as the study area. It has been presented which is a detailed work of seismic data and groundwater depths of Gokpinar Damp area. Seismic waves velocity (Vp and Vs) are very important parameters showing the soil properties. The seismic records were used the method of the multichannel analysis of surface waves near area of Gokpinar Damp area. Sixty sites in this area have been investigated with survey lines about 60 m in length. MASW (Multichannel analysis of surface wave) method has been used to generate onedimensional shear wave velocity profile at locations. These shear wave velocities are used to estimate equivalent shear wave velocity in the study area at every 2 and 5 m intervals up to a depth of 45 m. Levels of equivalent shear wave velocity of soil are used the classified of the study area. After the results of the study, it must be considered as components of urban planning and building design of Gokpinar Damp area, Denizli and the application and use of these results should be required and enforced by municipal authorities.
