Abstract:
Abovepresented work deals with the new scope of application of information and communication technologies for the improvement of the election process in the biased environment. We are introducing a new concept of construction of the information-communication system for the election participant. It consists of four main components: Software, Physical Infrastructure, Structured Information and the Trained Stuff. The Structured Information is the bases of the whole system and is the collection of all possible events (irregularities among them) at the polling stations, which are structured in special templates, forms and integrated in mobile devices.The software represents a package of analytic modules, which operates with the dynamic database. The application of modern communication technologies facilities the immediate exchange of information and of relevant documents between the polling stations and the Server of the participant. No less important is the training of the staff for the proper functioning of the system. The e-training system with various modules should be applied in this respect. The presented methodology is primarily focused on the election processes in the countries of emerging democracies.It can be regarded as the tool for the monitoring of elections process by the political organization(s) and as one of the instruments to foster the spread of democracy in these countries.

Abstract:
In this paper, we consider a discrete Gompertz model with time delay. Firstly, the stability of the equilibrium of the system is investigated by analyzing the characteristic equation. By choosing the time delay as a bifurcation parameter, we prove that Neimark- Sacker bifurcations occur when the delay passes a sequence of critical values. The direction and stability of the Neimark-Sacker are determined by using normal forms and centre manifold theory. Finally, some numerical simulations are given to verify the theoretical analysis.

Abstract:
The use of artificial neural network (ANN) modeling for prediction and forecasting variables in water resources engineering are being increasing rapidly. Infrastructural applications of ANN in terms of selection of inputs, architecture of networks, training algorithms, and selection of training parameters in different types of neural networks used in water resources engineering have been reported. ANN modeling conducted for water resources engineering variables (river sediment and discharge) published in high impact journals since 2002 to 2011 have been examined and presented in this review. ANN is a vigorous technique to develop immense relationship between the input and output variables, and able to extract complex behavior between the water resources variables such as river sediment and discharge. It can produce robust prediction results for many of the water resources engineering problems by appropriate learning from a set of examples. It is important to have a good understanding of the input and output variables from a statistical analysis of the data before network modeling, which can facilitate to design an efficient network. This paper is aiming to draw on the experiences of two leading Swedish universities, addressing their transformation approach to create entrepreneurial universities and fulfilling their objectives in the era of knowledge economy. The objectives of the paper include: 1) Introducing the Swedish higher education and its characteristics. 2) Examining the infrastructure elements for innovation and Entrepreneurship at two of the Swedish entrepreneurial universities. 3) Addressing the key aspects of support systems in the initiatives of both Chalmers and Gothenburg universities to support innovation and advance entrepreneurial practices. In order to verify the performance of lunar lander structure, landing-impact test is urgently needed. And the test equipment is necessary for the test. The functions and the key points of the equipment are presented to satisfy the requirements of the test, and the design scheme is proposed. The composition, the major function and the critical parts’ design of the equipment are introduced. By the load test of releasing device and single-beam hoist, and the compatibility test of landing-impact testing system, the rationality and reliability of the equipment is proved.

Abstract:
Today, developed and industrial cities have all kinds of sewage and water transfer canals, subway tunnels, infrastructure facilities, etc., which have caused underground cavities to be created under the buildings. The presence of these cavities causes behavioral changes in the structural behavior that must be fully evaluated. In the present study, using Abaqus finite element software, the effect of cavities with 0.5 and 1.5 meters in diameter at a depth of 2.5 meters from the earth's surface (with a circular cross-section) on the performance of the foundation and the ground (soil) has been evaluated. For this purpose, the Kobe earthquake was applied to the models for 10 seconds. Also, pore water pressure and weight were considered on the models to get complete results. The results showed that by creating and increasing the diameter of circular cavities in the soil, three indicators; 1) von Mises stress, 2) displacement and 3) plastic strain have had oscillating, ascending and ascending processes, respectively, which shows the relationship between increasing the diameter index of underground cavities and structural indicators of structure-foundation-soil.

This paper presents the elastic buckling of homogeneous beams with a pair of piezoelectric layers surface bonded on both sides of the beams. The displacement field of beam is assumed based on the Engesser-Timoshenko beam theory. Applying the Hamilton's principle, the equilibrium equation is established. The influences of applied voltage, dimensionless geometrical parameter and piezoelectric thickness on the critical buckling load of beam are presented. Abstract:
It is a major challenge to build a bridge superstructure that has long-term durability and low maintenance requirements. A solution to this challenge may be to use new materials or to implement new structural systems. Fiber Reinforced Polymer (FRP) composites have continued to play an important role in solving some of persistent problems in infrastructure applications because of its high specific strength, light weight, and durability. In this study, the concept of the hybrid FRP-concrete structural systems is applied to a bridge superstructure. The hybrid FRP-concrete bridge superstructure is intended to have durable, structurally sound, and cost effective hybrid system that will take full advantage of the inherent properties of both FRP materials and concrete. In this study, two hybrid FRP-concrete bridge systems were investigated. The first system consists of trapezoidal cell units forming a bridge superstructure. The second one is formed by arch cells. The two systems rely on using cellular components to form the core of the bridge superstructure, and an outer shell to warp around those cells to form the integral unit of the bridge. Both systems were investigated analytically by using finite element (FE) analysis. This work aims to describe the process of developing services and applications of seamless communication within a Telecom Italia long-term research project, which takes as central aim the design of a wearable communication device. In particular, the objective was to design a wrist phone integrated into everyday life of people in full transparency. The methodology used to design the wristwatch was developed through several subsequent steps also involving the Personas Layering Framework. Abstract:
This paper presents a formalisation of the different existing code mutation techniques (polymorphism and metamorphism) by means of formal grammars. While very few theoretical results are known about the detection complexity of viral mutation techniques, we exhaustively address this critical issue by considering the Chomsky classification of formal grammars. This enables us to determine which family of code mutation techniques are likely to be detected or on the contrary are bound to remain undetected. As an illustration we then present, on a formal basis, a proof-of-concept metamorphic mutation engine denoted PB MOT, whose detection has been proven to be undecidable.

Reliable secure multicast communication in mobile adhoc networks is challenging due to its inherent characteristics of infrastructure-less architecture with lack of central authority, high packet loss rates and limited resources such as bandwidth, time and power. Many emerging commercial and military applications require secure multicast communication in adhoc environments. Hence key management is the fundamental challenge in achieving reliable secure communication using multicast key distribution for mobile adhoc networks. Thus in designing a reliable multicast key distribution scheme, reliability and congestion control over throughput are essential components. This paper proposes and evaluates the performance of an enhanced optimized multicast cluster tree algorithm with destination sequenced distance vector routing protocol to provide reliable multicast key distribution. Simulation results in NS2 accurately predict the performance of proposed scheme in terms of key delivery ratio and packet loss rate under varying network conditions. This proposed scheme achieves reliability, while exhibiting low packet loss rate with high key delivery ratio compared with the existing scheme.Keywords: Key Distribution, Mobile Adhoc Network, Multicast and Reliability.

Abstract:
Automated vehicles (AVs) have the potential to enhance road capacity, improving road safety and traffic efficiency. Research and development on AVs have been going on for many years. However, when the complicated traffic rules and real situations interacted, AVs fail to make decisions on contradicting situations, and are not able to have control in all conditions due to highly dynamic driving scenarios. This limits AVs’ usage and restricts the full potential benefits that they can bring. Furthermore, regulations, infrastructure development, and public acceptance cannot keep up at the same pace as technology breakthroughs. Facing these challenges, this paper proposes automated vehicle traffic control tower (AVTCT) acting as a safe, efficient and integrated solution for AV control. It introduces a concept of AVTCT for control, management, decision-making, communication and interaction with various aspects in transportation. With the prototype demonstrations and simulations, AVTCT has the potential to overcome the control challenges with AVs and can facilitate AV reaching their full potential. Possible functionalities, benefits as well as challenges of AVTCT are discussed, which set the foundation for the conceptual model, simulation and real application of AVTCT.

The Niger Delta Region of Nigeria is home to about 20 million people and 40 different ethnic groups. The region has an area of seventy thousand square kilometers (70,000 KM2) of wetlands, formed primarily by sediments deposition and makes up 7.5 percent of Nigeria's total landmass. The notable ecological zones in this region includes: coastal barrier islands; mangrove swamp forests; fresh water swamps; and lowland rainforests. This incredibly naturally-endowed ecosystem region, which contains one of the highest concentrations of biodiversity on the planet, in addition to supporting abundant flora and fauna, is threatened by the inhuman act known as gas flaring. Gas flaring is the combustion of natural gas that is associated with crude oil when it is pumped up from the ground. In petroleum-producing areas such as the Niger Delta region of Nigeria where insufficient investment was made in infrastructure to utilize natural gas, flaring is employed to dispose of this associated gas. This practice has impoverished the communities where it is practiced, with attendant environmental, economic and health challenges. This paper discusses the adverse environmental and health implication associated with the practice, the role of Government, Policy makers, Oil companies and the Local communities aimed at bring this inhuman practice to a prompt end.

Abstract:
Encryption and decryption in RSA are done by modular exponentiation which is achieved by repeated modular multiplication. Hence efficiency of modular multiplication directly determines the efficiency of RSA cryptosystem. This paper designs a Modified Montgomery Modular Multiplication in which addition of operands is computed by 4:2 compressor. The basic logic operations in addition are partitioned over two iterations such that parallel computations are performed. This reduces the critical path delay of proposed Montgomery design. The proposed design and RSA are implemented on Virtex 2 and Virtex 5 FPGAs. The two factors partitioning and parallelism have improved the frequency and throughput of proposed design.

The expectation of network performance from the early days of ARPANET until now has been changed significantly. Every day, new advancement in technological infrastructure opens the doors for better quality of service and accordingly level of perceived quality of network services have been increased over the time. Nowadays for many applications, late information has no value or even may result in financial or catastrophic loss, on the other hand, demands for some level of guarantee in providing and maintaining quality of service are ever increasing. Based on this history, having a QoS aware routing system which is able to provide today's required level of quality of service in the networks and effectively adapt to the future needs, seems as a key requirement for future Internet. In this work we have extended the traditional AntNet routing system to support QoS with multiple metrics such as bandwidth and delay which is named Q-Net. This novel scalable QoS routing system aims to provide different types of services in the network simultaneously. Each type of service can be provided for a period of time in the network and network nodes do not need to have any previous knowledge about it. When a type of quality of service is requested, Q-Net will allocate required resources for the service and will guarantee QoS requirement of the service, based on target objectives.Keywords: Quality of Service, Routing, Ant Colony Optimization, Ant-based algorithms.

Current trends in manufacturing are characterized by production broadening, innovation cycle shortening, and the products having a new shape, material and functions. The production strategy focused on time needed change from the traditional functional production structure to flexible manufacturing cells and lines. Production by automated manufacturing system (AMS) is one of the most important manufacturing philosophies in the last years. The main goals of the project we are involved in lies on building a laboratory in which will be located a flexible manufacturing system consisting of at least two production machines with NC control (milling machines, lathe). These machines will be linked to a transport system and they will be served by industrial robots. Within this flexible manufacturing system a station for the quality control consisting of a camera system and rack warehouse will be also located. The design, analysis and improvement of this manufacturing system, specially with a special focus on the communication among devices constitute the main aims of this paper. The practice of freeing monuments from subsequent additions crosses the entire history of conservation and it is traditionally connected to the aim of valorisation, both for cultural and educational purpose and recently even for touristic exploitation. Defence heritage has been widely interested by these cultural and technical moods from philological restoration to critic innovations. A renovated critical analysis of Italian episodes and in particular the Sardinian case of the area of San Pancrazio in Cagliari, constitute an important lesson about the limits of this practice and the uncertainty in terms of results, towards the definition of a sustainable good practice in the restoration of military architectures.

Abstract:
This study offers a new simple method for assessing an axial part-through crack in a pipe wall. The method utilizes simple approximate expressions for determining the fracture parameters K, J, and employs these parameters to determine critical dimensions of a crack on the basis of equality between the J-integral and the J-based fracture toughness of the pipe steel. The crack tip constraint is taken into account by the so-called plastic constraint factor C, by which the uniaxial yield stress in the J-integral equation is multiplied. Abstract:
Special Relativity Theory (SRT) includes only one characteristic of light, the speed is equal to all observers, and by excluding other relevant characteristics of light, the common interpretation of SRT should be regarded as merely an approximative theory. By rethinking the iconic double light cones, a revised version of SRT can be developed. The revised concept of light cones acknowledges an asymmetry of past and future light cones and introduced a concept of the extended past to explain the predictions as something other than the future. Combining this with the concept of photon-paired events, led to the inference that SRT can support the existence of Now. The paper takes a critical approach to the mathematical assumption behind current interpretation of SRT.

Efforts to secure supervisory control and data acquisition (SCADA) systems must be supported under the guidance of sound security policies and mechanisms to enforce them. Critical elements of the policy must be systematically translated into a format that can be used by policy enforcement components. Ideally, the goal is to ensure that the enforced policy is a close reflection of the specified policy. However, security controls commonly used to enforce policies in the IT environment were not designed to satisfy the specific needs of the SCADA environment. Abstract:
The majority of today's IR systems base the IR task on two main processes: indexing and searching. There exists a special group of dynamic IR systems where both processes (indexing and searching) happen simultaneously; such a system discards obsolete information, simultaneously dealing with the insertion of new in¬formation, while still answering user queries. In these dynamic, time critical text document databases, it is often important to modify index structures quickly, as documents arrive. This paper presents a method for dynamization which may be used for this task. Experimental results show that the dynamization process is possible and that it guarantees the response time for the query operation and index actualization.

According to the survey results, most college teachers will use information technology in teaching practice, but the information technology teaching tools used by teachers are relatively simple, and most of them use only slides. In addition, backward informatization infrastructure and less informatization training are the main challenges facing the current teaching informatization construction. If colleges and universities can make good use of information technology and multimedia technology and combine it with traditional teaching, it will definitely promote the development of college education and further promote the modernization and informatization of higher education.

Abstract:
Phishing scheme is a new emerged security issue of E-Commerce Crime in globalization. In this paper, the legal scaffold of Malaysia, United States and United Kingdom are analyzed and followed by discussion on critical issues that rose due to phishing activities. The result revealed that inadequacy of current legal framework is the main challenge to govern this epidemic. However, lack of awareness among consumers, crisis on merchant-s responsibility and lack of intrusion reports and incentive arrangement contributes to phishing proliferating. Prevention is always better than curb. Abstract:
Urban disaster risks and vulnerabilities are great problems for Turkey. The annual loss of life and property through disaster in the world-s major metropolitan areas is increasing. Urban concentrations of the poor and less-informed in environmentally fragile locations suffer the impact of disaster disproportionately. Gecekondu (squatter) developments will compound the inherent risks associated with high-density environments, in appropriate technologies, and inadequate infrastructure. On the other hand, there are many geological disadvantages such as sitting on top of active tectonic plate boundaries, and why having avalanche, flood, and landslide and drought prone areas in Turkey. However, this natural formation is inevitable; the only way to survive in such a harsh geography is to be aware of importance of these natural events and to take political and physical measures. The main aim of this research is to bring up the magnitude of natural hazard risks in Izmir built-up zone, not being taken into consideration adequately. Because the dimensions of the peril are not taken seriously enough, the natural hazard risks, which are commonly well known, are not considered important or they are being forgotten after some time passes. Within this research, the magnitude of natural hazard risks for Izmir is being presented in the scope of concrete and local researches over Izmir risky areas.

I/O workload is a critical and important factor to analyze I/O pattern and to maximize file system performance. However to measure I/O workload on running distributed parallel file system is non-trivial due to collection overhead and large volume of data. In this paper, we measured and analyzed file system activities on two large-scale cluster systems which had TFlops level high performance computation resources. Abstract:
Sewage sludge is a biomass resource that can create a solid fuel and electricity. Utilizing sewage sludge as a renewable energy can contribute to the reduction of greenhouse gases. In Japan, the "National Plan for the Promotion of Biomass Utilization" and the “Priority Plan for Social Infrastructure Development" were approved at cabinet meetings in December 2010 and August 2012, respectively, to promote the energy utilization of sewage sludge. This study investigated costs and greenhouse gas emission in different sewage sludge treatments with technologies for energy from sewage sludge. Expenses were estimated based on capital costs and O&M costs including energy consumption of solid fuel plants and biogas power generation plants for sewage sludge. Results showed that the cost of sludge digestion treatment with solid fuel technologies was 8% lower than landfill disposal. The greenhouse gas emission of sludge digestion treatment with solid fuel technologies was also 6,390t as CO2 smaller than landfill disposal. Biogas power generation reduced the electricity of a wastewater treatment plant by 30% and the cost by 5%.Keywords: Global warming counter measure, energy technology, solid fuel production, biogas.

Abstract:
This research work is concerned with the life cycle assessment (LCA) of an expressway, as well as its infrastructure, in Thailand. The life cycle of an expressway encompasses the raw material acquisition phase, the construction phase, the use or service phase, the rehabilitation phase, and finally the demolition and disposal phase. The LCA in this research was carried out using CML baseline 2000 and in accordance with the ISO 14040 standard. A functional unit refers to transportation of one person over one kilometer of a 3-lane expressway with a 50-year lifetime. This research has revealed that the construction phase produced the largest proportion of the environmental impact (81.46%), followed by the service, rehabilitation, demolition and disposal phases and transportation at 11.97%, 3.72% 0.33% and 2.52%, respectively. For the expressway under study, the total carbon footprint over its lifetime is equivalent to 245,639 tons CO2-eq per 1 kilometer functional unit, with the phases of construction, service, rehabilitation, demolition and disposal and transportation contributing 153,690; 73,773; 3693, 755 and 13,728 tons CO2-eq, respectively. The findings could be adopted as a benchmark against which the environmental impacts of future similar projects can be measured.
