Abstract:
Color categorization is shared among members in a society. This allows communication of color, especially when using natural language such as English. Hence sociable robot, to live coexist with human in human society, must also have the shared color categorization. To achieve this, many works have been done relying on modeling of human color perception and mathematical complexities. Abstract:
This study aims to discuss the effect of illumination and the color temperature of the lighting source under the office lighting environment on human psychological and physiological responses. In this study, 21 healthy participants were selected, and the Ryodoraku measurement system was utilized to measure their skin resistance change.The findings indicated that the effect of the color temperature of the lighting source on human physiological responses is significant within 90 min after turning the lights on; while after 90 min the effect of illumination on human physiological responses is higher than that of the color temperature. Moreover, the cardiovascular, digestive and endocrine systems are prone to be affected by the indoor lighting environment. During the long-term exposure to high intensity of illumination and high color temperature (2000Lux -6500K), the effect on the psychological responses turned moderate after the human visual system adopted to the lighting environment. However, the effect of the Ryodoraku value on human physiological responses was more significant with the increase of perceptive time. The effect of long time exposure to a lighting environment on the physiological responses is greater than its effect on the psychological responses. This conclusion is different from the traditional public viewpoint that the effect on the psychological responses is greater.

Abstract:
According to recent tendencies, progress on resource efficiency is possible and it will lead to economic, environmental, and social benefits. The passage to a circular economy system, in which all the materials and energy will maintain their value for as long as possible, waste is reduced and only a few resources are used, is one of the most relevant parts of the European Union's environmental policy to develop a sustainable, competitive and low-carbon economy. The concept of circular economy is to be found in Decision 1386/2013/EU of the European Parliament and of the Council on a General Union Environment Action Programme to 2020 named “Living well, within the limits of our planet”. To modernise waste management systems in the Union and to consolidate the European model as one of the most effective in the world, a revised waste legislative framework entered into force in July 2018. Regarding the Italian legislation, the laws to be modified are the Legislative Decree 3 April 2006, n. 152 and the laws ruling waste management, end-of-waste, by-products and, the regulatory principles regarding circular economy. European rules on end-of-waste are not fully harmonised and so there are legal challenges. The target to be achieved is full consistency between the laws implementing waste and chemicals policies. Only in this way, materials will be safe, fit-for-purpose and designed for durability; additionally, they will have a low environmental impact.

Abstract:
Knowledge of food resource of the houbara which an endangered species would be a important step toward the preservation of this bird. Adequate study has not been done in this field and therefore the food sources of the houbara during the brooding season was studied in the central steppe of Iran. In order to determine the density of insect in plant communities the pitfall trap was used , positioned in five linear transects divided between plant communities and in two repetitions. The results showed that the among communities there was a significant difference in term of the number beetles and ants ( p= 0.01, F2, 29= 4.66) collectively. Also bush steppe habitat had a higher arthropoda density in comparison with the shrub steppe habitat. Considering that most houbara nests were found in the bush steppe habitat .It seems this habitat provides the most available food supply for the houbara chicks.Keywords: Asiatic houbara bustard, Brooding season, Food resource

Recent communications environment significantly expands the mobile environment. The popularization of smartphones with various mobile services has emerged, and smartphone users are rapidly increasing. Because of these symptoms, existing wired environment in a variety of mobile traffic entering to mobile network has threatened the stability of the mobile network. Unlike traditional wired infrastructure, mobile networks has limited radio resources and signaling procedures for complex radio resource management. So these traffic is not a problem in wired networks but mobile networks, it can be a threat. Since the late 1970s, quality management has become an important tool for achieving a high quality of public e-administration services in many countries. Very important part of quality management in e-administration is measurement of quality indicators related to this sector. Therefore, this paper gives a description of e-administration, including statistics about it and other examples from many countries worldwide, as well as the explanation of quality management in public e-administration. The paper also gives a list and description of quality indicators relevant to e-administration, as part of quality management within the e-administration. Through a literature review and best practices, the paper aims to analyze quality indicators measurement and other parts of good quality management when it comes to the public e-administration and consequently to show the usefulness of quality management in public e-administration in order to provide services of high quality.

This paper presents a case study that uses processoriented simulation to identify bottlenecks in the service delivery system in an emergency department of a hospital in the United Arab Emirates. Using results of the simulation, response surface models were developed to explain patient waiting time and the total time patients spend in the hospital system. Abstract:
Based on experimental data using accelerometry technology there was developed an analytical model that approximates human induced ground reaction forces in vertical, longitudinal and lateral directions ascending and descending the stairs. Proposed dynamic loading factors and corresponding phase shifts for the first five harmonics of continuous walking force history in case of stair ascend and descend. Into account is taken imperfectness of individual footfall forcing functions, differences between continuous walking force histories among individuals. There is proposed mean synthetic continuous walking force history that can be used in numerical simulations of human movement on the stairs.

Abstract:
Recognizing human action from videos is an active field of research in computer vision and pattern recognition. Human activity recognition has many potential applications such as video surveillance, human machine interaction, sport videos retrieval and robot navigation. Actually, local descriptors and bag of visuals words models achieve state-of-the-art performance for human action recognition. The main challenge in features description is how to represent efficiently the local motion information. Most of the previous works focus on the extension of 2D local descriptors on 3D ones to describe local information around every interest point. In this paper, we propose a new spatio-temporal descriptor based on a spacetime description of moving points. Our description is focused on an Accordion representation of video which is well-suited to recognize human action from 2D local descriptors without the need to 3D extensions. We use the bag of words approach to represent videos. We quantify 2D local descriptor describing both temporal and spatial features with a good compromise between computational complexity and action recognition rates. In India, the quarrel between the budding human populace and the planet-s unchanging supply of freshwater and falling water tables has strained attention the reuse of gray water as an alternative water resource in rural development. This paper present the finest design of laboratory scale gray water treatment plant, which is a combination of natural and physical operations such as primary settling with cascaded water flow, aeration, agitation and filtration, hence called as hybrid treatment process. The economical performance of the plant for treatment of bathrooms, basins and laundries gray water showed in terms of deduction competency of water pollutants such as COD (83%), TDS (70%), TSS (83%), total hardness (50%), oil and grease (97%), anions (46%) and cations (49%). Abstract:
Wireless sensor networks are resource constrained networks, where energy is the major resource in such networks. Therefore, energy conservation is major aspect in the deployment of Wireless Sensor Network. This work makes use of an extended Greedy Perimeter Stateless Routing (eGPSR) protocol that mainly focuses on energy efficient data transmission. This data transmission is based on the fact that the message that is sent to a distant node consumes more energy than the message that is sent to a short range transmission. Every cluster contains a head set that consists of many virtual cluster heads. Routing is decided by head set members. The energy level of the received signal is the major constraint to choose head set from its members. The experimental result shows that the use of eGPSR in routing has improved throughput with comparatively less delay.

Spectrum is a scarce commodity, and considering the spectrum scarcity faced by the wireless-based service providers led to high congestion levels. Technical inefficiencies from pooled, since all networks share a common pool of channels, exhausting the available channels will force networks to block the services. Researchers found that cognitive radio (CR) technology may resolve the spectrum scarcity. A CR is a self-configuring entity in a wireless networking that senses its environment, tracks changes, and frequently exchanges information with their networks. However, CRN facing challenges and condition become worst while tracks changes i.e. reallocation of another under-utilized channels while primary network user arrives. In this paper, channels or resource reallocation technique based on DNA-inspired computing algorithm for CRN has been proposed.

In today-s competitive market, most companies develop manufacturing systems that can help in cost reduction and maximum quality. Human issues are an important part of manufacturing systems, yet most companies ignore their effects on production performance. This paper aims to developing an integrated workforce planning system that incorporates the human being. Therefore, a multi-objective mixed integer nonlinear programming model is developed to determine the amount of hiring, firing, training, overtime for each worker type. This paper considers a workforce planning model including human aspects such as skills, training, workers- personalities, capacity, motivation, and learning rates. This model helps to minimize the hiring, firing, training and overtime costs, and maximize the workers- performance. The results indicate that the workers- differences should be considered in workforce scheduling to generate realistic plans with minimum costs. Abstract:
The following paper describes the activity of national and international parliamentary assemblies of the European region in protection and promotion of human rights. It may be said that parliamentarians have a “double mandate” — as members of the international assembly and of their respective national parliaments. In other words, parliamentarization at both international and national level provides a situation for parliamentarians, where they link people, national governments and international organizations. The paper is aimed towards demonstrating that the activity of the main international parliamentary assemblies of the European region have a real positive impact on the human rights situation in the European region. In addition, the paper describes the assemblies that include protection of human rights in their Agenda as one of the main subjects: the EP, the PACE, the OSCE PA and the IPA CIS. Abstract:
Hazard assessment and risks quantification are key components for estimating the impact of existing regulations. But since regulatory compliance cannot cover all risks in aviation, the authors point out that by studying causal factors and eliminating uncertainty, an accurate analysis can be outlined. The research debuts by making delimitations on notions, as confusion on the terms over time has reflected in less rigorous analysis. Throughout this paper, it will be emphasized the fact that the variation in human performance and organizational factors represent the biggest threat from an operational perspective. Therefore, advanced risk assessment methods analyzed by the authors aim to understand vulnerabilities of the system given by a nonlinear behavior. Ultimately, the mathematical modeling of existing hazards and risks by eliminating uncertainty implies establishing an optimal solution (i.e. risk minimization).

This paper examined leadership failure consequent on endemic corruption as being the bane of good governance in Nigeria since independence in 1960 and the way forward. Nigeria is lavishly gifted by nature of abundance in human and material resources to be harnessed a strategic, resolute, ingenious, and inventive leadership. For leadership to drive sustainable growth in society, it must be rooted in the cultural values of the people. This, however, is contrary in Nigeria owing to unscrupulous leadership miscarriage, corruption, and bad governance. Using the eclectic approach, the paper scrutinizes the issues of leadership, corruption, and governance to clearly show how bad leadership and governance have destroyed the national fabric and the way out of Nigeria's development quack mire. Furthermore, this paper examined the perplexing nature of corruption in Nigeria that has made it the only lucrative endeavor for politicians and their cronies, leading Nigeria to be regarded as the world's poverty capital. This paper advocates that Nigerians and the international community must endeavor to enshrine effective leadership and good governance through strong institutions, laws, and individuals who have zero tolerance for corruption and mediocrity in the polity. It is only when this is done that Nigeria will be a better place for present and future generations.

The growing problem of youth unemployment in Egypt after the 25th January Revolution has directed the attention of some human resource experts towards considering remote employment as a partial remedy for the unemployed youth instead of the unavailable traditional jobs, a trend which will also help with the congested offices and unsolved traffic problem in Cairo and spread a flexible work culture, but despite of that, the main issue remains unresolved for these organizations to deal with the system challenges. In the past few years, in developed countries, there has been a growing trend for many companies to shift to remote employment instead of the traditional office employment for many reasons: due to the growing technological advances that helped some employees do their work from home on a part time basis, the need for achieving an employee-s work balance in the middle of unbalanced complicated life, top management focus on employee-s productivity rather their time spent at work. The objective of this paper is to study and analyze the advantages and challenges that Egypt-s labor force will be facing in their implementation of remote or virtual employment in both government and private organizations after the 25th January revolution. Therefore, the research question will be: What are the advantages and different challenges that Egyptian organizations might face in their implementation for remote employment system and how can they manage these challenges for the system to work effectively? Recently, wireless sensor networks have been paid more interest, are widely used in a lot of commercial and military applications, and may be deployed in critical scenarios (e.g. when a malfunctioning network results in danger to human life or great financial loss). Such networks must be protected against human intrusion by using the secret keys to encrypt the exchange messages between communicating nodes. Both the symmetric and asymmetric methods have their own drawbacks for use in key management. Thus, we avoid the weakness of these two cryptosystems and make use of their advantages to establish a secure environment by developing the new method for encryption depending on the idea of code conversion. The code conversion-s equations are used as the key for designing the proposed system based on the basics of logic gate-s principals. Electricity plays an indispensable role in human life and the economy. It is a unique product or service that must be balanced instantaneously, as electricity is not stored, generation and consumption should be proportional. Effective and efficient use of electricity is very important not only for society, but also for the environment. A competitive electricity market is one of the best ways to provide a suitable platform for effective and efficient use of electricity. On the other hand, it carries some risks that should be carefully managed by the market players. Risk management is an essential part in market players’ decision making. In this paper, risk management through diversification is applied with the help of Markowitz’s Mean-variance, Down-side and Semi-variance methods for a case study. Performance of optimal electricity sale solutions are measured and evaluated via Sharpe-Ratio, and the optimal portfolio solutions are improved. Two years of historical weekdays’ price data of the Turkish Day Ahead Market are used to demonstrate the approach.

The assessment variables of the accessibility and the sustainability of access infrastructure for remote regions may vary significant by location and a wide range of factors may affect the decision process. In this paper, the environmental disturbance implications of transportation system to key demand and supply variables impact the economic system in remote destination are descripted. According to a systemic approach, the key sustainability variables deals with decision making process that have to be included in strategic plan for the critical transport infrastructure development and their relationship to regional socioeconomic system are presented. The application deals with the development of railway in remote destinations, where the traditional CBA not include the external cost generated by the environmental impacts that may have a range of diverse impacts on transport infrastructure and services. The analysis output provides key messages to decision and policy makers towards sustainable development of transport infrastructure, especially for remote destinations where accessibility is a key factor of regional economic development and social stability. The key conclusion could be essential useful for relevant applications in remote regions in the same latitude.

We report a novel fusion tag for expressing recombinant proteins in E. coli. The fusion tag is the C-terminus part of the human GMCSF gene comprising 45 amino acids, which aid in over expression of otherwise non expressible genes. Expression of hIFN a2b with this fusion tag also escapes the requirement of rare codons for expression. Abstract:
Business Process Reengineering (BPR) is an essential tool before an information system project implementation. Enterprise Resource Planning (ERP) projects definitely require the standardization and fixation of business processes from customer order to shipment. Therefore, ERP implementations are well proven to be coupled with BPR, although the extend and timing of BPR with respect to ERP implementation differ. This study aims at analyzing the effects of BPR on ERP implementation success. Basing on two Turkish ERP implementations in pharmaceutical sector, a comparative study is performed. One of the ERP implementations took place after a BPR implementation, whereas the other implementation was without a prior BPR application. Both implementations have been realized with the same consultant team, the case with prior BPR implementation going live first. The results of the case study reveal that if business processes are not optimized and improved before an ERP implementation, ERP live system would face with disharmony problems of processes and processes automated by ERP. This suggests a definite precedence relationship between BPR and ERP applications

Abstract:
Human Computer Interaction (HCI) has been an emerging field that draws in the experts from various fields to enhance the application of computer programs and the ease of computer users. HCI has much to do with learning and cognition and an emerging approach to learning and problem-solving is problembased learning (PBL). The processes of PBL involve important cognitive functions in the various stages. This paper will illustrate how closely related fields to HCI, PBL and cognitive psychology can benefit from informing each other through analysing various cognitive functions. Several cognitive functions from cognitive function disc (CFD) would be presented and discussed in relation to human-computer interface. Abstract:
Over the past few years, companies in developing countries have implemented enterprise resource planning (ERP) systems. Regardless of the various benefits of the ERP system, its adoption and implementation have not been without problems. Many companies have assigned considerable organizational resources to their ERP projects, but have encountered unexpected challenges. Neglecting a number of important factors in ERP projects might lead to failure instead of success. User satisfaction is among those factors that has a major influence on ERP implementation success. So, this paper intends to investigate the key factors that create ERP users- satisfaction and to discover whether ERP users- satisfaction varies among different users- profiles. The study was conducted using a survey questionnaire which was distributed to ERP users in Iranian organizations. A total of 384 responses were collected and analyzed. The findings indicated that younger ERP users tend to be more satisfied with ERP systems. Furthermore, ERP users with more experiences in IT and also more educated users have more satisfaction with ERP softwares. Abstract:
Today, the developing features of technological tools with limited energy resources have made it necessary to use energy efficiently. Energy management techniques have emerged for this purpose. As with every field, energy management is vital for robots that are being used in many areas from industry to daily life and that are thought to take up more spaces in the future. Particularly, effective power management in autonomous and multi robots, which are getting more complicated and increasing day by day, will improve the performance and success. In this study, robot management algorithms, usage of renewable and hybrid energy sources, robot motion patterns, robot designs, sharing strategies of workloads in multiple robots, road and mission planning algorithms are discussed for efficient use of energy resources by mobile robots. These techniques have been evaluated in terms of efficient use of existing energy resources and energy management in robots.

Abstract:
Well-being at work has many positive aspects. Our general hypothesis is that employees who feel well-being at work will be positively valued by their superiors, and that this positive value, which evokes the concept of social norms, allows us to assign to well-being at work a normative status. Three populations (line managers, students destined to become human resource managers, and employees) responded to a well-being questionnaire. Managers had to indicate, for each item, if they appreciated (or not) an employee feeling the well-being presented in the item; students had to indicate which items an employee should check if s/he wants to be positively (versus negatively) appreciated by his/her superior; and employees had to indicate to what degree each item corresponded to the well-being they used to feel. Three hypotheses are developed and confirmed: Managers positively value employees feeling some sense of well-being; students are aware of this positivity; spontaneously employees show a state of well-being, which means, knowing that spontaneous self-presentation is often produced by social desirability, that employees are aware of the well-being positivity. These data are discussed under a conceptual and applied angle.

Abstract:
The article deals with the personality of military professionals (commanders) and their way of leading and commanding today and in historical context. The first part focuses on the leadership skills of Alexander the Great, who introduced strategic innovations and even from today's perspective; he excelled in efficient work with people. This paper focuses on the way which he achieved his goals. Further attention is paid to approaches to commander´s personality by other great generals. The paper is also focused on personality traits of military professionals necessary for successful management and leadership in today's variable and challenging environment. Finally, attention is paid to the effective and ineffective ways of behavior of commanders and determining what styles of leadership is appropriate for a given situation, whether in peacetime or on deployment.Keywords: Authority, commander, leader, leadership, military professional, personality.
