Abstract:
The copyrights system is a combination of different elements. The number, content and the correlation of these elements are different for different legal orders. The models of copyrights systems display this system in terms of the interaction of economic and author's moral rights. Monistic and dualistic models are the most popular ones. The article deals with different points of view on the monism and dualism in copyright system. A specific model of the copyright in Switzerland in the XXth century is analyzed. The evolution of a French dualistic model of copyright is shown. The author believes that one should talk not about one, but rather about a number of dualism forms of copyright system.

Abstract:
Recent advances in virtual reality (VR) technologies have made it possible for students to experience a virtual on-the-scene or virtual in-person observation of an educational event. In an experimental class, the author uses VR, particularly 360° videos, to virtually engage students in an event, through a wide spectrum of educational resources, such s a virtual “bystander.” Students were able to observe the event as if they were physically on site, although they could not intervene with the scene. The author will describe the adopted equipment, specification, and cost of building them as well as the quality of VR. The author will discuss (a) feasibility, effectiveness, and efficiency of using VR as a supplemental technology to teach college students and criteria and methodologies used by the authors to evaluate them; (b) barriers and issues of technological implementation; and (c) pedagogical practices learned through this experiment. The author also attempts to explore (a) how VR could provide an interactive virtual in-person learning experience; (b) how VR can possibly change traditional college education and online education; (c) how educators and balance six critical factors: cost, time, technology, quality, result, and content.

In 1996, the New Zealand government and the Ministry of Education announced that they were setting up a "world class system of inclusive education". As a parent of a son with high and complex needs, a teacher, school Principal and Disability studies Lecturer, this author will track the changes in the journey towards inclusive education over the last 20 years. Strategies for partnering with families to ensure educational success along with insights from one of those on the crest of the wave will be presented. Using a narrative methodology the author will illuminate how far New Zealand has come towards this world class system of inclusion promised and share from personal experience some of the highlights and risks in the system. This author has challenged the old structures and been part of the setting up of new structures particularly for providing parent voice and insight; this paper provides a unique view from an insider’s voice as well as a professional in the system.Keywords: Disability studies, inclusive education, special education, working with families with children with disability.

Abstract:
In this article the problem of distributional moments estimation is considered. The new approach of moments estimation based on usage of the characteristic function is proposed. By statistical simulation technique author shows that new approach has some robust properties. For calculation of the derivatives of characteristic function there is used numerical differentiation. Obtained results confirmed that author’s idea has a certain working efficiency and it can be recommended for any statistical applications.

Abstract:
The results of dissertation research "Preventing and combating corruption in public procurement" are presented in this publication. The study was conducted 2011 till 2013 in a Member State of the European Union– in the Republic of Latvia. Goal of the thesis is to explore corruption prevention and combating issues in public procurement sphere, to identify the prevalence rates, determinants and contributing factors and prevention opportunities in Latvia. In the first chapter the author analyzes theoretical aspects of understanding corruption in public procurement, with particular emphasis on corruption definition problem, its nature, causes and consequences. A separate section is dedicated to the public procurement concept, mechanism and legal framework. In the first part of this work the author presents cognitive methodology of corruption in public procurement field, based on which the author has carried out an analysis of corruption situation in public procurement in Republic of Latvia. In the second chapter of the thesis, the author analyzes the problem of corruption in public procurement, including its historical aspects, typology and classification of corruption subjects involved, corruption risk elements in public procurement and their identification. During the development of the second chapter author's practical experience in public procurements was widely used. The third and fourth chapter deals with issues related to the prevention and combating corruption in public procurement, namely the operation of the concept, principles, methods and techniques, subjects in Republic of Latvia, as well as an analysis of foreign experience in preventing and combating corruption. The fifth chapter is devoted to the corruption prevention and combating perspectives and their assessment. In this chapter the author has made the evaluation of corruption prevention and combating measures efficiency in Republic of Latvia, assessment of anti-corruption legislation development stage in public procurement field in Latvia.

Abstract:
Automatic keyphrase extraction is useful in efficiently locating specific documents in online databases. While several techniques have been introduced over the years, improvement on accuracy rate is minimal. This research examines attribute scores for author-supplied keyphrases to better understand how the scores affect the accuracy rate of automatic keyphrase extraction. Five attributes are chosen for examination: Term Frequency, First Occurrence, Last Occurrence, Phrase Position in Sentences, and Term Cohesion Degree. The results show that First Occurrence is the most reliable attribute. Term Frequency, Last Occurrence and Term Cohesion Degree display a wide range of variation but are still usable with suggested tweaks. Only Phrase Position in Sentences shows a totally unpredictable pattern. The results imply that the commonly used ranking approach which directly extracts top ranked potential phrases from candidate keyphrase list as the keyphrases may not be reliable.Keywords: Accuracy, Attribute Score, Author-supplied keyphrases, Automatic keyphrase extraction.

Abstract:
The author conducted post-test analysis with the RELAP5/MOD3.3 code for an experiment using the ROSA/LSTF (rig of safety assessment/large-scale test facility) that simulated a 1% cold leg small-break loss-of-coolant accident under the failure of scram in a pressurized water reactor. The LSTF test assumed total failure of high-pressure injection system of emergency core cooling system. In the LSTF test, natural circulation contributed to maintain core cooling effect for a relatively long time until core uncovery occurred. The post-test analysis result confirmed inadequate prediction of the primary coolant distribution. The author created the phenomena identification and ranking table (PIRT) for each component. The author investigated the influences of uncertain parameters determined by the PIRT on the cladding surface temperature at a certain time during core uncovery within the defined uncertain ranges.

Abstract:
The paper contains a review of the literature in terms of the critical analysis of methodologies of university ranking systems. Furthermore, the initiatives supported by the European Commission (U-Map, U-Multirank) and CHE Ranking are described. Special attention is paid to the tendencies in the development of ranking systems. According to the author, the ranking organizations should abandon the classic form of ranking, namely a hierarchical ordering of universities from “the best" to “the worse". In the empirical part of this paper, using one of the method of cluster analysis called k-means clustering, the author presents university classifications of the top universities from the Shanghai Jiao Tong University-s (SJTU) Academic Ranking of World Universities (ARWU).

Research leads to the development of science and technology and hence it leads to the betterment of humankind also. Journals and Conferences provide a platform to receive large number of research papers for publications and presentations before the expert and peer-level scientific community. In order to assure quality of such papers, they are also sent to reviewers for their comments. In order to maintain good ethical standards, the research papers are sent to reviewers in such a way authors and reviewers do not know each other’s identity. This technique is called Double-blind Review Process. It is called Single-blind Review Process, if identity of any one party, generally authors’, is disclosed to the other. This paper presents the techniques by which identity of author as well as reviewer could be found even through Double-blind Review process. It is proposed that the characteristics and techniques presented here will help journals and conferences in assuring intentional or un-intentional disclosure of identity revealing information by the either party.

Abstract:
The author previously proposed an extension of differential evolution. The proposed method extends the processes of DE to handle interval numbers as genotype values so that DE can be applied to interval-valued optimization problems. The interval DE can employ either of two interval models, the lower and upper model or the center and width model, for specifying genotype values. Ability of the interval DE in searching for solutions may depend on the model. In this paper, the author compares the two models to investigate which model contributes better for the interval DE to find better solutions. Application of the interval DE is evolutionary training of interval-valued neural networks. A result of preliminary study indicates that the CW model is better than the LU model: the interval DE with the CW model could evolve better neural networks.

Abstract:
Prior research has examined the relationship between religiosity, religious involvement, and involvement in secular, civic organizations. However, research has not examined the influence of religious involvement on secular, non-civic organizations (i.e. work organizations). This study examines the link between religiosity, religious involvement, and the three-component model of organizational commitment. More specifically, the author hypothesizes that individuals high in religiosity (and religious involvement) will have lower affective, continuance, and normative commitment than less religious (or non-religious) individuals. In addition, it is hypothesized that this relationship is moderated by a third factor: organizational spirituality. Further, the author hypothesizes that for organizations that are spiritual the negative relationship between religiosity and job commitment will be weakened or even negated.Keywords: Job Commitment, Organizational Spirituality, Religiosity.

Abstract:
In this paper a functional interpretation of quantum theory (QT) with emphasis on quantum field theory (QFT) is proposed. Besides the usual statements on relations between a functions initial state and final state, a functional interpretation also contains a description of the dynamic evolution of the function. That is, it describes how things function. The proposed functional interpretation of QT/QFT has been developed in the context of the author-s work towards a computer model of QT with the goal of supporting the largest possible scope of QT concepts. In the course of this work, the author encountered a number of problems inherent in the translation of quantum physics into a computer program. He came to the conclusion that the goal of supporting the major QT concepts can only be satisfied, if the present model of QT is supplemented by a "functional interpretation" of QT/QFT. Abstract:
The paper presents a set of guidelines for analysis of industrial embedded distributed systems and introduces a mathematical model derived from these guidelines. In this study, the author examines a set of modern communication technologies that are or possibly can be used to build communication links between the subsystems of a distributed embedded system. An investigation of these guidelines results in a algorithm for analysis of specific use cases of target technologies. A goal of the paper acts as an important base for ongoing research on comparison of communication technologies. The author describes the principles of the model and presents results of the test calculations. Practical implementation of target technologies and empirical experiment data are based on a practical experience during the design and test of specific distributed systems in Latvian market.

This paper explores the main issues related to implementing a cross-disciplinary research project (LEARNIT) based on collaboration between universities from three European countries. The paper discusses the importance of using the holistic approach to managing scientific projects with due account for the complicated nature of the educational environment of a modern university. To illustrate this approach, the author describes some actions to be taken for supporting different focus areas of LEARNIT project, in the process using integrated tangible, non-tangible, and semi-tangible resources of the partner university. The methodology of the paper is based on the academic literature and research papers analysis within management discipline. The analysis reported in the paper is also based on the author’s professional experience in the area of managing international research projects in a university.

Thisresearch paper is dedicated to an actual issue in Latvia and in the whole European Union – development of the secondary materials management. The goal of this paper is to research the development of the secondary materials management in Latvia as a result to point out its main positive aspects and problems. In this research paper the author regards following issues: significance of the secondary materials management, current situation of the waste generation and utilization in Latvia comparing with other EU Member States, main problems and positive aspects of the secondary materials management in Latvia. The research author concludes that in last ten years a great work is done to develop the secondary materials market. Nevertheless following improvements are necessary: implementation of the packaging deposit system, development of the separate waste collection, increasing of the recycling capacity.

Abstract:
This article presents a new vibration diagnostic method designed to (PM) machines with permanent magnets. Those devices are commonly used in small wind and water systems or vehicles drives. The author’s method is very innovative and unique. Specific structural properties of PM machines are used in this method - electromotive force (EMF) generated due to vibrations. There was analysed number of publications which describe vibration diagnostic methods and tests of electrical PM machines and there was no method found to determine the technical condition of such machine basing on their own signals. In this article will be discussed: the method genesis, the similarity of machines with permanent magnet to vibration sensor and simulation and laboratory tests results. The method of determination the technical condition of electrical machine with permanent magnets basing on its own signals is the subject of patent application and it is the main thesis of author’s doctoral dissertation.

Suburban area is an important area to the development of a city and a country. Russias economy is going through major transitions. These transitions are rapidly changing the relationship between cities (urban areas), countryside (rural areas) and the development, growth, and popularity of suburbia. The process of suburbanization takes place in biggest cities of Russia, including Krasnoyarsk City. The modern Krasnoyarsk with a population of about 1mln people occupies the territory of 34115 ha. This article examines the analysis of functions of suburban area and connects these functions with zoning of the suburban territory. The author uses the method of hierarchy to select the best conditions to each function in connection with nature component, transportation and distance from the city. The result of this research is the map of the functional zoning of suburban area of Krasnoyarsk City. In most of apparel creation, the designer usually uses standard pattern as a fundamental of pattern making. In the design of each kind of apparel, standard pattern is starting point of production. The importance of standard pattern is that it is able to have the apparel fits to general people. Therefore, standard pattern is standardized to be the same. Regardless which type of apparel, its standard pattern will have similar production. Anyhow, the author sees that the apparel design, regardless for which type of apparel, has to stick on the standard pattern as a fundamental of apparel design and this seems to be a limitation of apparel design without any designing alternative being developed. In the research on the creation of contemporary apparel Inspired by the sofa’s pattern structure in Vimanmek Mansion. The author has applied the pattern of the sofa and armchair to be the principle in the apparel design, instead of standard pattern, to create new form of structures and shapes making the contemporary apparel becomes more interesting and different than previous, can be used in daily life, as well as being a new alternative for apparel design. Those who are interesting in such idea can apply and develop it to be more variety further.

Abstract:
Presentism is one of the orientations of teachers’ teaching culture. However, there are few researchers to explore it in Taiwan. The objective of this study is to establish an expert-based determination of the content of teachers’ presentism in Taiwan. The author reviewed the works of Jackson, Lortie, and Hargreaves and employed Hargreaves’ three forms of teachers’ presentism as a framework to design the questionnaire of this study. The questionnaire of teachers’ presentism comprised of 42 statements. A three-round web-based Delphi survey was proposed to 14 participants (two teacher educators, two educational administrators, three school principals, and seven schoolteachers), 13 participants (92.86%) completed the three-rounds of the study. The participants were invited to indicate the importance of each statement. The Delphi study used means and standard deviation to present information concerning the collective judgments of respondents. Finally, the author obtained consensual results for 67% (28/42). However, the outcome of this study could be the result of identifying a series of general statements rather than an in-depth exposition of the topic.

Internet is largely composed of textual contents and a huge volume of digital contents gets floated over the Internet daily. The ease of information sharing and re-production has made it difficult to preserve author-s copyright. Digital watermarking came up as a solution for copyright protection of plain text problem after 1993. In this paper, we propose a zero text watermarking algorithm based on occurrence frequency of non-vowel ASCII characters and words for copyright protection of plain text. The embedding algorithm makes use of frequency non-vowel ASCII characters and words to generate a specialized author key. The extraction algorithm uses this key to extract watermark, hence identify the original copyright owner. Experimental results illustrate the effectiveness of the proposed algorithm on text encountering meaning preserving attacks performed by five independent attackers.Keywords: Copyright protection, Digital watermarking, Document authentication, Information security, Watermark.

Abstract:
In conducting a case study to analyze the status-quo of the extremists’ dominance in Egypt, the author of this paper uses qualitative research method to analyze the evolution of extreme Islamist groups in Egypt. In conducting this qualitative research, the author of this paper intends to use several lenses to understand the rise and the evolution of the hegemony of extremist groups, such as the Muslim Brotherhood and other groups in Egypt. Therefore, unless he intends to show an important nexus between the Egyptian groups and their sister-groups in other countries, he will intentionally exclude analyzing extreme Islamism of non-Egyptian origins. This case study relies on the moral disengagement theory to shed light on the ideological evolution of extremism in Egypt. The goal of this case study is to help in understanding extreme-Islamism adverse to the mainstream Islam; therefore, understanding the concept here should help in preventing similar groups from threatening the international community.

In the modern world, ice-hockey (and in a broader sense, team sports) is becoming an increasingly popular field of entertainment. Although the main element is most likely perceived as the show itself, winning is an inevitable part of the successful operation of any sports team. In this paper, the author creates a research design allowing to develop and validate an ice-hockey team-focused diagnostics scale, which enables researchers and practitioners to identify the problems associated with underperforming teams. The construction of the scale starts with personal interviews with experts of the field, carefully chosen from Hungarian ice-hockey sector. Based on the interviews, the author is shown to be in the position to create the categories and the relevant items for the scale. When constructed, the next step is the validation process on a Hungarian sample. Data for validation are acquired through reaching the licensed database of the Hungarian Ice-Hockey Federation involving Hungarian ice-hockey coaches and players. The Ice-Hockey Team Diagnostics Scale is to be created to orientate practitioners in understanding both effective and underperforming team work.

Abstract:
This paper presents a several diagnostic methods designed to electrical machinesespecially for permanent magnets (PM) machines. Those machines are commonly used in small wind and water systems and vehicles drives.Thosemethodsare preferred by the author in periodic diagnostic of electrical machines. The special attentionshould be paid to diagnostic method of turn-to-turn insulation and vibrations. Both of those methodswere createdinInstitute of Electrical Drives and MachinesKomel. The vibration diagnostic method is the main thesis of author’s doctoral dissertation. This is method of determination the technical condition of PM electrical machine basing on its own signals is the subject of patent application No P.405669. Specific structural properties of machines excited by permanent magnets are used in this method - electromotive force (EMF) generated due to vibrations. There was analysed number of publications which describe vibration diagnostic methods and tests of electrical machines with permanent magnets and there was no method found to determine the technical condition of such machine basing on their own signals.

Abstract:
The death of a sibling in childhood leads to significant impacts on both personal and family development of the surviving siblings, however, both short-term and long-term effects of sibling loss in Chinese societies such as Hong Kong have been inadequately documented in the literature. This paper explores the experience of encountering siblings’ death during childhood with the use of semi-structured interviews. Through thematic analysis, the author explores the impacts on surviving siblings’ emotions, coping styles, struggles and challenges and personal development. Furthermore, the influences on family dynamics are explored thoroughly, including the changes in family atmosphere, family roles, family relationship, family communication and parenting styles. More importantly, the author identifies (i) existing continuing bonds; (ii) crying; (iii) adequate social support; (iv) hiding own emotions as a gesture of protecting parents as the crucial elements pertinent to surviving siblings’ successful adaptation in the face of sibling loss. In addition, “child-centered” and “family-centered” service implications of families with a sibling's death in a Chinese context are discussed.

Abstract:
The paper tackles the topic of determining the cost of innovation in software development projects. Innovation can be achieved either in a planned or unplanned manner. The paper approaches the scenarios were innovation is planned for. As a starting point an innovative software development project is analyzed. The project is depicted step by step as it was implemented, from inception to delivery. Costs that are proprietary to innovation in software development are isolated based on the author’s personal experience in managing the above mentioned project. Innovation costs components identified by the author are then validated using open discussions with software development professionals and projects managers on LinkedIn groups. In order to receive relevant feedback only groups that focus on software development and innovation management are targeted. Additional innovation cost components suggested by software development professionals and projects managers are also considered. Based on the identified cost components an indicator is built. The indicator is meant to formalize the process of determining the cost of innovation in a software development project. The indicator aggregates all the innovation cost components that are identified in the research process. The process of calculating each cost component is also described. Conclusions are formulated and new related research topics are submitted for debate.

Abstract:
The aim of this paper is to present the concept of an agile enterprise model and to initiate discussion on the research assumptions of the model presented. The implementation of the research project "The agility of enterprises in the process of adapting to the environment and its changes" began in August 2014 and is planned to last three years. The article has the form of a work-inprogress paper which aims to verify and initiate a debate over the proposed research model. In the literature there are very few publications relating to research into agility; it can be concluded that the most controversial issue in this regard is the method of measuring agility. In previous studies the operationalization of agility was often fragmentary, focusing only on selected areas of agility, for example manufacturing, or analysing only selected sectors. As a result the measures created to date can only be treated as contributory to the development of precise measurement tools. This research project aims to fill a cognitive gap in the literature with regard to the conceptualization and operationalization of an agile company. Thus, the original contribution of the author of this project is the construction of a theoretical model that integrates manufacturing agility (consisting mainly in adaptation to the environment) and strategic agility (based on proactive measures). The author of this research project is primarily interested in the attributes of an agile enterprise which indicate that the company is able to rapidly adapt to changing circumstances and behave pro-actively.Keywords: Agile company, acuity, entrepreneurship, flexibility, research model, strategic leadership.
