771 Challenges to Technological Advancement in Economically Weak Countries: An Assessment of the Nigerian Educational Situation

Abstract:
Nigeria is considered as one of the many countries in sub-Saharan Africa with a weak economy and gross deficiencies in technology and engineering. Available data from international monitoring and regulatory organizations show that technology is pivotal to determining the economic strengths of nations all over the world. Education is critical to technology acquisition, development, dissemination and adaptation. Thus, this paper seeks to critically assess and discuss issues and challenges facing technological advancement in Nigeria, particularly in the education sector, and also proffers solutions to resuscitate the Nigerian education system towards achieving national technological and economic sustainability such that Nigeria can compete favourably with other technologicallydriven economies of the world in the not-too-distant future.Keywords: Economically weak countries, education, globalization and competition, technological advancement.

Abstract:
Climate change and poverty are global issues which cannot be waved aside in welfare of the ever increasing population. The causes / consequences are far more elaborate in developing countries, including Nigeria, which poses threats to the existence of man and his environment. The dominant role of agriculture makes it obvious that even minor climate deteriorations can cause devastating socio-economic consequences. Policies to curb the climate change by reducing the consumption of fossil fuels like oil, gas or carbon compounds have significant economical impacts on the producers/suppliers of these fuels. Thus a unified political narrative that advances both agendas is needed, because their components of an environmental coin that needs to be addressed. The developed world should maintain a low-carbon growth & real commitment of 0.7% of gross national income, as aid to developing countries & renewable energy approach should be emphasized, hence global poverty combated.

Academia-industry relationship is not like that of technology donator-acceptor, but is of interactive and collaborative nature, acknowledging and ensuring mutual respect for each other-s role and contributions with an eye to attaining the true purpose of such relationships, namely, bringing about research-outcome synergy. Indeed, academia-industry interactions are a system that requires active and collaborative participations of all the stakeholders. This paper examines various issues associated with academic institutions and industry collaboration with special attention to the nature of resources and potentialities of stakeholders in the context of knowledge management. This paper also explores the barriers of academia-industry interaction. It identifies potential areas where industry-s participation with academia would be most effective for synergism. Abstract:
E-tourism is among the issues that have recently been entered into the field of tourism. In order to achieve this type of tourism, Information and Communications Technology or ICT infrastructures as well as Co-governmental organizations and tourism resources are important. In this study, the opinions of managers and tourism officials about the e-tourism in Lenjan city were measured; it also surveyed the impact of level of digital literacy of managers and tourism officials on attracting tourists in Lenjan city. This study was conducted in Lenjan, one of the environs of the Esfahan province. This study is a documentary – survey and the sources include library resources and also questionnaires. The results obtained indicate that if managers use ICT, it may help E-tourism to be developed in the region, and increasing managers’ beliefs on e-tourism and upgrading their level of digital literacy may affect e-tourism development.

Some issues of the Chinese Indonesian are the definitions of Indonesian citizens and native Indonesian people or “warga negara Indonesia (WNI) asli" and their obligation to show Indonesian Citizenship Certificate (SBKRI) in processing civil documents. Legal awareness of Surakarta local government officer can be categorized as “legal knowledge" only. They know the laws but they do not implement it yet. There are numerous nutritional supplements, such as multivitamins and nutrition drinks, in the market today. Many of these supplements are expensive and tend to be driven commercially by business decisions and big marketing budgets. Many of the costs are ultimately borne by the end user in the quest for keeping to a healthy lifestyle. This paper proposes a system with a list of ten determinants to gauge how to decide the value of various supplements. It suggests variables such as composition, safety, efficacy and bioavailability, as well as several other considerations. These guidelines can help to tackle many of the issues that people of all ages face in the way that they receive essential nutrients. The system also aims to promote and improve the safety and choice of foods and supplements. This trend is to continue until the entire power grids are fully connected so they can be monitored and controlled in real-time. Much achievement has been made in the synchrophasor technology development and deployment, and there are still much more to be achieved. For instance, real-time power grid control and protection potentials of synchrophasor are yet to be explored. It is of necessity that researchers keep in view the various challenges that still need to be overcome in expanding the frontiers of synchrophasor technology. Workers (especially, competent personnel) have been recognized as a core contributor to overall organizational effectiveness. Hence, verifying the determinants of turnover intention is one of the most important research issues. This study tested the influence of perceived organizational support and abusive supervision on employee’s turnover intention. In addition, mediating roles of psychological contract and emotional exhaustion were examined. Data from 255 Korean employees supported all hypotheses Implications for research and directions for future research are discussed.

The traditional software product and process metrics are neither suitable nor sufficient in measuring the complexity of software components, which ultimately is necessary for quality and productivity improvement within organizations adopting CBSE. Researchers have proposed a wide range of complexity metrics for software systems. However, these metrics are not sufficient for components and component-based system and are restricted to the module-oriented systems and object-oriented systems. In this proposed study it is proposed to find the complexity of the JavaBean Software Components as a reflection of its quality and the component can be adopted accordingly to make it more reusable. The proposed metric involves only the design issues of the component and does not consider the packaging and the deployment complexity. It is a feasible tool to provide routine as well as specialized health service as it has the potential to improve both the access to and the standard of care. eHealth is no more an optional choice. It has already made quite a way but it still remains a fantastic challenge for the future requiring cooperation and coordination at all possible levels. The strategic objectives of this paper are: 1. To start with an attempt to clarify the mass of terms used nowadays; 2. To answer the question “Who needs eHealth"; 3. To focus on the necessity of bridging telemedicine and medical (health) informatics as well as on the dual relationship between them; as well as 4. Abstract:
The research on two-wheeled inverted pendulum (TWIP) mobile robots or commonly known as balancing robots have gained momentum over the last decade in a number of robotic laboratories around the world. This paper describes the hardware design of such a robot. The objective of the design is to develop a TWIP mobile robot as well as MATLAB interfacing configuration to be used as flexible platform comprises of embedded unstable linear plant intended for research and teaching purposes. Issues such as selection of actuators and sensors, signal processing units, MATLAB Real Time Workshop coding, modeling and control scheme will be addressed and discussed. The system is then tested using a wellknown state feedback controller to verify its functionality.

This paper deals with dynamic load balancing using PVM. In distributed environment Load Balancing and Heterogeneity are very critical issues and needed to drill down in order to achieve the optimal results and efficiency. Various techniques are being used in order to distribute the load dynamically among different nodes and to deal with heterogeneity. These techniques are using different approaches where Process Migration is basic concept with different optimal flavors. But Process Migration is not an easy job, it impose lot of burden and processing effort in order to track each process in nodes. We will propose a dynamic load balancing technique in which application will intelligently balance the load among different nodes, resulting in efficient use of system and have no overheads of process migration. It would also provide a simple solution to problem of load balancing in heterogeneous environment.

Due to the rapid growth in modern communication systems, fault tolerance and data security are two important issues in a secure transaction. During the transmission of data between the sender and receiver, errors may occur frequently. Therefore, the sender must re-transmit the data to the receiver in order to correct these errors, which makes the system very feeble. To improve the scalability of the scheme, we present a secure proxy signature scheme with fault tolerance over an efficient and secure authenticated key agreement protocol based on RSA system. Authenticated key agreement protocols have an important role in building a secure communications network between the two parties.

Abstract:
Nitrogen saturation has become one of the serious issues in the field of forest environment. The watershed protection forests located in the downwind hinterland of Tokyo Metropolitan Area are believed to be facing nitrogen saturation. In this study, we carefully focus on the balance of nitrogen between load and runoff. Annual nitrogen load via atmospheric deposition was estimated to 461.1 t-N/year in the upper reaches of the Kanna River. Annual nitrogen runoff to the forested headwater stream of the Kanna River was determined to 184.9 t-N/year, corresponding to 40.1% of the total nitrogen load. Clear seasonal change in NO3-N concentration was still observed. Therefore, watershed protection forest of the Kanna River is most likely to be in Stage-1 on the status of nitrogen saturation.

Abstract:
This paper presents the results of analysis of 100 full-scale scaffolding structures in terms of compliance with legal acts and safety of use. In 2016 and 2017, authors examined scaffolds in Poland located at buildings which were at construction or renovation stage. The basic elements affecting the safety of scaffolding use such as anchors, supports, platforms, guardrails and toe-boards have been taken into account. All of these elements were checked in each of considered scaffolding. Based on the analyzed scaffoldings, the most common errors concerning assembly process and use of scaffolding were collected. Legal acts on the scaffoldings are not always clear, and this causes many issues. In practice, people realize how dangerous the use of incomplete scaffolds is only when the accident occurs. Despite the fact that the scaffolding should ensure the safety of its users, most accidents on construction sites are caused by fall from a height.

Abstract:
The purpose of this paper is to investigate the effect of fine grain content in soil and its plastic properties on soil liquefaction potential. For this purpose, the conditions for considering the fine grains effect and percentage of plastic fine on the liquefaction resistance of saturated sand presented by researchers has been investigated. Then, some comprehensive results of all the issues raised by some researchers are stated. From these investigations it was observed that by increasing the percentage of cohesive fine grains in the sandy soil (up to 20%), the maximum shear strength decreases and by adding more fine- grained percentage, the maximum shear strength of the resulting soil increases but never reaches the amount of clean sand.Keywords: Fine-grained, liquefaction, plasticity, shear strength, sand.

Abstract:
This research examined and outlined some of the challenges facing Islam and Muslims in the 21st century, considering global Islamic representation and knowledge acquisition as key objectives. It was observed that the Western media misrepresentation of Islam and the Western ethos embodied by the acquisition of western civilisation are major challenges faced by Islam and Muslims today. The problem of sectarianism, decline in the socio-economic power of Muslim communities and the archaic nature of the Islamic creed were recorded as major actors to the evolving global Islamic issues. It was therefore concluded that Islam is not the reason for these challenges, rather the action of some Muslims and non-Muslims were the contributing factors to the pandemics faced by Islam and Muslims. Some relevant recommendations were made to the Islamic world that could serve as effectual solutions to these lingering problems.

Abstract:
One of the issues that arises with microscale lab-on-a-chip technology is that the laminar flow within the microchannels limits the mixing of fluids. To combat this, micromixers have been introduced as a means to try and incorporate turbulence into the flow to better aid the mixing process. This study presents an electroosmotic micromixer that balances vortex generation and degeneration with the inlet flow velocity to greatly increase the mixing efficiency. A comprehensive parametric study was performed to evaluate the role of the relevant parameters on the mixing efficiency. It was observed that the suggested micromixer is perfectly suited for biological applications due to its low pressure drop (below 10 Pa) and low shear rate. The proposed micromixer with optimized working parameters is able to attain a mixing efficiency of 95% in a span of 0.5 seconds using a frequency of 10 Hz, a voltage of 0.7 V, and an inlet velocity of 0.366 mm/s.

This paper addresses integration issues in supply chain, and tries to investigate how different aspects of integration are linked with some product features. Integration in this study is interpreted as "internal", "upstream" (supply), and "downstream" (demand). Two features of product innovative and quality are considered. To examine the relationships between supply chain integrations – as mentioned above, and product features, this research follows the survey method in automotive industry.The results imply that supply chain upstream integration has a higher impact on product quality, comparing to internal and supply chain downstream integrations. It is also found that the influence of supply chain downstream integration on product innovation is greater than other variables. Hence, One of the most important issues that needs to be enhanced in order to improve the life span of the network is energy efficiency. to overcome this demerit many research have been done. The clustering is the one of the representative approaches. in the clustering, the cluster heads gather data from nodes and sending them to the base station. In this paper, we introduce a dynamic clustering algorithm using genetic algorithm. This algorithm takes different parameters into consideration to increase the network lifetime. Abstract:
As more people from non-technical backgrounds are becoming directly involved with large-scale ontology development, the focal point of ontology research has shifted from the more theoretical ontology issues to problems associated with the actual use of ontologies in real-world, large-scale collaborative applications. Recently the National Science Foundation funded a large collaborative ontology development project for which a new formal ontology model, the Ontology Abstract Machine (OAM), was developed to satisfy some unique functional and data representation requirements. This paper introduces the OAM model and the related algorithms that enable maintenance of an ontology that supports node-based user access. This article discusses issues related to the System of Innovation: Comparing economies of Brazil and South Africa. Having as this study aimed at comparing the Innovation System of the countries mentioned. Then briefly describe the process of Venture Capital and present the industry innovation in Brazil and South Africa. The methodological approach described in this article is descriptive and the approach is qualitative, taking as a basis secondary data relating to research articles. The main results are related to the different forms of financing of Venture Capital used by countries compared, in addition to the training and economic policy. And finally, it was highlighted the importance of implementation of policy reforms for the Brazil and Africa in the innovation process.

Abstract:
Article presents a short overview of the architects’ profession over time with outlined work of the architectural theoreticians. In the continuation is described a former affiliation of Slovenia as well as the spatial planning documents that were in use until the Slovenia joint Yugoslavia (last part in 1919). This legislation from former Austro-Hungarian monarchy was valid almost until 1950 in some parts of Yugoslavia even longer. Upon that will be mentioned some valid Slovenian spatial documents which will be compared with the German legislation. Analyzed will be the number of architect and spatial planners in Slovenia and also their number upon certain region in Slovenia. Based on that will be given also the number from statistical office of Slovenia of the number of buildings between years 2007 and 2012, and described also the collapse of the major construction companies in Slovenia and consequences of that. At the end will be outlined the morality and ethics by spatial interventions and lack of the architectural law in Slovenia as well as the problematic of minimal collaboration between the Ministry of infrastructure and spatial planning with the profession.Keywords: Architect, history, legislation, Slovenia.

Abstract:
The argument that self-disclosure will change the psychoanalytic process into a socio-cultural niche distorting the therapeutic alliance and compromise therapeutic effectiveness is still the widely held belief amongst many psychotherapists. This paper considers the issues surrounding culture, disclosure and concealment since they remain largely untheorized and clinically problematic. The first part of the paper will critically examine the theory and practice of psychoanalysis across cultures, and explore the reasons for culturally diverse patients to conceal rather than disclose their feelings and thoughts in the transference. This is followed by a discussion on how immigrant analysts- anonymity is difficult to maintain since diverse nationalities, language and accents provide clues to the therapist-s and patient-s origins. Abstract:
Historical monuments as architectural heritage are, economically and culturally, considered one of the key aspects for modern communities. Cultural heritage represents a country-s national identity and pride and maintains and enriches that country-s culture. Therefore, conservation of the monuments remained from our ancestors requires everybody-s serious and unremitting effort. Conservation, renewal, restoration, and technical study of cultural and historical matters are issues which have a special status among various forms of art and science in the present century and this is due to two reasons: firstly, progress of humankind in this century has created a factor called environmental pollution which not only has caused new destructive processes of cultural/historical monuments but also has accelerated the previous destructive processes by several times, and secondly, the rapid advance of various sciences, especially chemistry, has lead to the contribution of new methods and materials to this significant issue.Keywords: Air Pollution, Climatic, Historical Monuments

Abstract:
Stair climbing is one of critical issues for field robots to widen applicable areas. This paper presents optimal design on kinematic parameters of a new robotic platform for stair climbing. The robotic platform climbs various stairs by body flip locomotion with caterpillar type main platform. Kinematic parameters such as platform length, platform height, and caterpillar rotation speed are optimized to maximize stair climbing stability. Three types of stairs are used to simulate typical user conditions. The optimal design process is conducted based on Taguchi methodology, and resulting parameters with optimized objective function are presented. Abstract:
This paper represents an investigation on how exploiting multiple transmit antennas by OFDM based wireless LAN subscribers can mitigate physical layer error rate. Then by comparing the Wireless LANs that utilize spatial diversity techniques with the conventional ones it will reveal how PHY and TCP throughputs behaviors are ameliorated. In the next step it will assess the same issues based on a cellular context operation which is mainly introduced as an innovated solution that beside a multi cell operation scenario benefits spatio-temporal signaling schemes as well. Presented simulations will shed light on the improved performance of the wide range and high quality wireless LAN services provided by the proposed approach.

Abstract:
Various mechanisms providing mutual exclusion and thread synchronization can be used to support parallel processing within a single computer. Instead of using locks, semaphores, barriers or other traditional approaches in this paper we focus on alternative ways for making better use of modern multithreaded architectures and preparing hash tables for concurrent accesses. Hash structures will be used to demonstrate and compare two entirely different approaches (rule based cooperation and hardware synchronization support) to an efficient parallel implementation using traditional locks. Comparison includes implementation details, performance ranking and scalability issues. We aim at understanding the effects the parallelization schemes have on the execution environment with special focus on the memory system and memory access characteristics.Keywords: Lock-free synchronization, mutual exclusion, parallel hash tables, parallel performance

Abstract:
Heat sinks are being considered in many advanced heat transfer applications including automotive and stationary fuel cells as well as cooling of electronic devices. However, there are innumerable fundamental issues in the fields of heat transfer and fluid mechanics perspectives which remains unresolved. The present review emphasizes on the progress of research in the field of pin fin heat sinks, while understanding the fluid dynamics and heat transfer characteristics with a detailed and sophisticated prediction of the temperature distribution, high heat flux removal and by minimizing thermal resistance. Lot of research work carried out across the globe to address this challenge and trying to come up with an economically viable and user friendly solution. The high activities for future pin fin heat sinks research and development to meet the current issue is recorded in this article.
