Abstract:

The article presents the results of the creative analysis and comparison of trends in the development of the theory of public administration during the period from the second half of the 20^th to the beginning of the 21^st century. The process of conceptualization of the priorities of public administration in the dynamics of reforming was held under the influence of such factors as globalization, integration, information and technological changes and human rights is examined. The priorities of the social state in the concepts of the second half of the 20^th century are studied. Peculiar approaches to determining the priorities of public administration in the countries of "Soviet dictatorship" in Central and Eastern Europe in the same period are outlined. Particular attention is paid to the priorities of public administration regarding the interaction between public power and society and the development of conceptual foundations for the modern managerial process. There is a thought that the dynamics of the formation of concepts of the European governance is characterized by the sequence of priorities: from socio-economic and moral-ethical to organizational-procedural and non-hierarchical ones. The priorities of the "welfare state" were focused on the decent level of material wellbeing of population. At the same time, the conception of "minimal state" emphasized priorities of human responsibility for their own fate under the conditions of minimal state protection. Later on, the emphasis was placed on horizontal ties and redistribution of powers and competences of "effective state" with its developed procedures and limits of responsibility at all levels of government and in close cooperation with the civil society. The priorities of the contemporary period are concentrated on human rights in the concepts of "good governance" and all the following ones, which recognize the absolute priority of public administration with compliance, provision and protection of human rights. There is a proved point of view that civilizational changes taking place under the influence of information and technological imperatives also stipulate changes in priorities, redistribution of emphases and update principles of managerial concepts on the basis of publicity, transparency, departure from traditional forms of hierarchy and control in favor of interactivity and inter-sectoral interaction, decentralization and humanization of managerial processes. The necessity to permanently carry out the reorganization, by establishing the interaction between different participants of public power and social relations, to establish a balance between political forces and social interests on the basis of mutual trust and mutual understanding determines changes of social, political, economic and humanitarian paradigms of public administration and their theoretical comprehension. The further studies of theoretical foundations of modern public administration in interdisciplinary discourse in the context of ambiguous consequences of the globalizational and integrational processes of modern European state-building would be advisable. This is especially true during the period of political transformations and economic crises which are the characteristic of the contemporary Europe, especially for democratic transition countries.

Abstract:

Accessibility analysis, examining people’s ability to access facilities and destinations, is a fundamental assessment for transport planning, policy making, and social exclusion research. Dynamic accessibility which measures accessibility in real-time traffic environment has been an advanced accessibility indicator in transport research. It is also a useful indicator to help travelers to understand travel time daily variability, assists traffic engineers to monitor traffic congestions, and finally develop effective strategies in order to mitigate traffic congestions. This research involved real-time traffic information by collecting travel time data with 15-minute interval via the TomTom^® API. A framework for measuring dynamic accessibility was then developed based on the gravity theory and accessibility dichotomy theory through space and time interpolation. Finally, the dynamic accessibility can be derived at any given time and location under dynamic accessibility spatial analysis framework.

Abstract:

Tolerance is a tool for achieving a social cohesion, particularly, among individuals and groups with different values. The aim is to study the characteristics of the ethnic tolerance, the inhabitants of Latvia. The ethnic tolerance is taught as a set of conscious and unconscious orientations of the individual in social interaction and inter-ethnic communication. It uses the tools of empirical studies of the ethnic tolerance which allows to identify the explicitly and implicitly levels of the emotional component of Latvia's residents. Explicit measurements were made using the techniques of self-report which revealed the index of the ethnic tolerance and the ethnic identity of the participants. The implicit component was studied using methods based on the effect of the emotional priming. During the processing of the results, there were calculated indicators of the positive and negative implicit attitudes towards members of their own and other ethnicity as well as the explicit parameters of the ethnic tolerance and the ethnic identity of Latvia-s residents. The implicit measurements of the ratio of neighboring ethnic groups against each other showed a mutual negative attitude whereas the explicit measurements indicate a neutral attitude. The data obtained contribute to a further study of the ethnic tolerance of Latvia's residents.

Abstract:

Early supplier involvement (ESI) benefits new product development projects several ways. Nevertheless, many castuser companies do not know the advantages of ESI and therefore do not utilize it. This paper presents reasons why to utilize ESI in casting industry and how that can be done. Further, this paper presents advantages and challenges related to ESI in casting industry, and introduces a Casting-Network Collaboration Model. The model presents practices for companies to build advantageous collaborative relationships. More detailed, the model describes three levels for company-network relationships in casting industry with different degrees of collaboration, and requirements for operating in each level. In our research, ESI was found to influence, for example, on project time, component cost, and quality. In addition, challenges related to ESI, such as, a lack of mutual trust and unawareness about the advantages were found. Our research approach was a case study including four cases.

Abstract:

In China, the changes that men experience in the perinatal period are not well researched. Men are also at risk of maladaptation to parenthood. The aim of this research is to review current studies regarding changes that Chinese men experience during transitioning to parenthood. 5 databases were employed to search relevant papers. The search found 128 articles. Based on the inclusion and exclusion criteria, 35 articles were included in this integrative review. Results showed the changes that Chinese fathers experienced during the transition to parenthood can be divided into two aspects: family relationships and mental problems. During transition to parenthood, fathers usually experienced an increase in their disappointment with marital conflict resolution and decreased sexual intimacy with their partner. Mental health declined, with fathers often feeling depressed and/or anxious during this time. Some men were diagnosed with clinical depression. The predictors of these changes included three domains: personal background (age and income), family background (gender of infant, relationship status and unplanned child) and cultural background (‘doing the month’, Confucianism, policy, social support).

In this paper, we present C@sa, a multiagent system aiming at modeling, controlling and simulating the behavior of an intelligent house. The developed system aims at providing to architects, designers and psychologists a simulation and control tool for understanding which is the impact of embedded and pervasive technology on people daily life. In this vision, the house is seen as an environment made up of independent and distributed devices, controlled by agents, interacting to support user's goals and tasks.

Abstract:

Background: There is a mutual relationship between sleep duration and obesity. We studied the relationship between sleep duration with obesity and dietary Intake. Methods: This cross-sectional study was conducted on 444 male students in Ahvaz Jundishapur University of Medical Science. Dietary intake was analyzed by food frequency questionnaire (FFQ). Anthropometric indices were analyzed. Participants were being asked about their sleep duration and they were categorized into three groups according to their responses (less than six hours, between six and eight hours, and more than eight hours). Results: Macronutrient, micronutrient, and antioxidant intake did not show significant difference between three groups. Moreover, we did not observe any significant difference between anthropometric indices (weight, body mass index, waist circumference, and percentage body fat). Conclusions: Our study results show no significant relationship between sleep duration, nutrition pattern, and obesity. Further study is recommended.

Abstract:

The Japanese integrative approach to social systems can be observed in supply chain management as well as in the relationship between public and private sectors. Both the Lean Production System and the Developmental State Model are characterized by efforts towards the achievement of mutual goals, resulting in initiatives for capacity building which emphasize the system level. In Brazil, although organizations undertake efforts to build capabilities at the individual and organizational levels, the system level is being neglected. Fieldwork data confirmed the findings of other studies in terms of the lack of integration in supply chain management in the Brazilian automobile industry. Moreover, due to the absence of an active role of the Brazilian state in its relationship with the private sector, automakers are not fully exploiting the opportunities in the domestic and regional markets. For promoting a higher level of economic growth as well as to increase the degree of spill-over of technologies and techniques, a more integrative approach is needed.

Abstract:

In this work the opportunity of construction of the qualifiers for face-recognition systems based on conjugation criteria is investigated. The linkage between the bipartite conjugation, the conjugation with a subspace and the conjugation with the null-space is shown. The unified solving rule is investigated. It makes the decision on the rating of face to a class considering the linkage between conjugation values. The described recognition method can be successfully applied to the distributed systems of video control and video observation.

Abstract:

Process capability index Cpk is the most widely used index in making managerial decisions since it provides bounds on the process yield for normally distributed processes. However, existent methods for assessing process performance which constructed by statistical inference may unfortunately lead to fine results, because uncertainties exist in most real-world applications. Thus, this study adopts fuzzy inference to deal with testing of Cpk . A brief score is obtained for assessing a supplier’s process instead of a severe evaluation.

Dust acoustic solitary waves are studied in warm dusty plasma containing negatively charged dusts, nonthermal ions and Boltzmann distributed electrons. Sagdeev pseudopotential method is used in order to investigate solitary wave solutions in the plasmas. The existence of compressive and rarefractive solitons is studied.

Abstract:

The noteworthy point in the advancement of Brain Machine Interface (BMI) research is the ability to accurately extract features of the brain signals and to classify them into targeted control action with the easiest procedures since the expected beneficiaries are of disabled. In this paper, a new feature extraction method using the combination of adaptive band pass filters and adaptive autoregressive (AAR) modelling is proposed and applied to the classification of right and left motor imagery signals extracted from the brain. The introduction of the adaptive bandpass filter improves the characterization process of the autocorrelation functions of the AAR models, as it enhances and strengthens the EEG signal, which is noisy and stochastic in nature. The experimental results on the Graz BCI data set have shown that by implementing the proposed feature extraction method, a LDA and SVM classifier outperforms other AAR approaches of the BCI 2003 competition in terms of the mutual information, the competition criterion, or misclassification rate.

This paper describes the use of the Internet as a feature to enhance the security of our software that is going to be distributed/sold to users potentially all over the world. By placing in a secure server some of the features of the secure software, we increase the security of such software. The communication between the protected software and the secure server is done by a double lock algorithm. This paper also includes an analysis of intruders and describes possible responses to detect threats.

Abstract:

Higher capacities of power plants together with increased awareness on environmental considerations have led to taller height of stacks. It is seen that strong wind can result in falling of stacks. So, aerodynamic consideration of stacks is very important in order to save the falling of stacks. One stack is not enough in industries and power sectors and two or three stacks are required for proper operation of the unit. It is very important to arrange the stacks in proper way to resist their downfall. The present experimental study concentrates on the mutual effect of three nearby stacks on each other at three different arrangements, viz. linear, side-by-side and triangular. The experiments find out the directions of resultant forces acting on the stacks in different configurations so that proper arrangement of supports can be made with respect to the wind directionality obtained from local meteorological data. One can also easily ascertain which stack is more vulnerable to wind in comparison to the others for a particular configuration. Thus, this study is important in studying the effect of wind force on three stacks in different arrangements and is very helpful in placing the supports in proper places in order to avoid failing of stack-like structures due to wind.

Abstract:

Tandem mass spectrometry (MS/MS) is the engine driving high-throughput protein identification. Protein mixtures possibly representing thousands of proteins from multiple species are treated with proteolytic enzymes, cutting the proteins into smaller peptides that are then analyzed generating MS/MS spectra. The task of determining the identity of the peptide from its spectrum is currently the weak point in the process. Current approaches to de novo sequencing are able to compute candidate peptides efficiently. The problem lies in the limitations of current scoring functions. In this paper we introduce the concept of proteome signature. By examining proteins and compiling proteome signatures (amino acid usage) it is possible to characterize likely combinations of amino acids and better distinguish between candidate peptides. Our results strongly support the hypothesis that a scoring function that considers amino acid usage patterns is better able to distinguish between candidate peptides. This in turn leads to higher accuracy in peptide prediction.

Abstract:

Recently, grid computing has been widely focused on the science, industry, and business fields, which are required a vast amount of computing. Grid computing is to provide the environment that many nodes (i.e., many computers) are connected with each other through a local/global network and it is available for many users. In the environment, to achieve data processing among nodes for any applications, each node executes mutual authentication by using certificates which published from the Certificate Authority (for short, CA). However, if a failure or fault has occurred in the CA, any new certificates cannot be published from the CA. As a result, a new node cannot participate in the gird environment. In this paper, an off-the-shelf scheme for dependable grid systems using virtualization techniques is proposed and its implementation is verified. The proposed approach using the virtualization techniques is to restart an application, e.g., the CA, if it has failed. The system can tolerate a failure or fault if it has occurred in the CA. Since the proposed scheme is implemented at the application level easily, the cost of its implementation by the system builder hardly takes compared it with other methods. Simulation results show that the CA in the system can recover from its failure or fault.

Abstract:

In this paper, we consider the problem of Popular Matching of strictly ordered preference lists. A Popular Matching is not guaranteed to exist in any network. We propose an IDbased, constant space, self-stabilizing algorithm that converges to a Maximum Popular Matching an optimum solution, if one exist. We show that the algorithm stabilizes in O(n5) moves under any scheduler (daemon).

Abstract:

Public housing is a vital factor in community development. Successful city, housing and eco system regeneration design is essential in providing positive community development. This concerns work places, nice dwellings, providing premises for child care, care of the elderly, providing qualitative premises for different kinds of commercial service, providing a nice built environment and housing areas and not the least activating tenants. The public housing companies give value to society by stimulating people, renovating socially and economically sustainable as well as being partners to local business and authorities. By their activities the housing companies contribute to sustainable local and regional growth and the identity and reputation of cities. A Social, Economic and Ecological Reputation Effect (SEERE) model for actions to promote housing and community reputation is presented. The model emphasizes regenerative actions to restore natural eco systems as part of housing renewal strategies and to strengthen municipality reputation.

Abstract:

The paper describes the design and simulation of dual-polarization antennas that use the resonance and radiating properties of the H₀₀ mode of metal open waveguides. The proposed antennas are formed by two orthogonal slots in a finite conducting ground plane. The slots are backed by metal screens connected to the ground plane forming open waveguides. It has been shown that the antenna designs can be efficiently used in mm-wave bands. The antenna single mode operational bandwidth is higher than 10%. The antenna designs are very simple and low-cost. They allow flush installation and can be efficiently used in various communication and remote sensing devices on fast moving carriers. Mutual coupling between antennas of the proposed design is very low. Thus, multiple antenna structures with proposed antennas can be efficiently employed in multi-band and in multiple-input-multiple-output (MIMO) systems.

Abstract:

This research contribution propels the idea of collaborating environment for the execution of student satellite projects in the backdrop of project management principles. The recent past has witnessed a technological shift in the aerospace industry from the big satellite projects to the small spacecrafts especially for the earth observation and communication purposes. This vibrant shift has vitalized the academia and industry to share their resources and to create a win-win paradigm of mutual success and technological development along with the human resource development in the field of aerospace. Small student satellites are the latest jargon of academia and more than 100 CUBESAT projects have been executed successfully all over the globe and many new student satellite projects are in the development phase. The small satellite project management requires the application of specific knowledge, skills, tools and techniques to achieve the defined mission requirements. The Authors have presented the detailed outline for the project management of student satellites and presented the role of industry to collaborate with the academia to get the optimized results in academic environment.

In this paper a very simple and effective user administration view of computing clusters systems is implemented in order of friendly provide the configuration and monitoring of distributed application executions. The user view, the administrator view, and an internal control module create an illusionary management environment for better system usability. The architecture, properties, performance, and the comparison with others software for cluster management are briefly commented.

Abstract:

Interoperability in distributed systems is an important feature that refers to the communication of two applications written in different programming languages. This paper presents a serializer and a de-serializer of PHP objects to and from XML, which is an independent library written in the PHP programming language. The XML generated by this serializer is independent of the programming language, and can be used by other existing Web Objects in XML (WOX) serializers and de-serializers, which allow interoperability with other object-oriented programming languages.

Abstract:

Independent spanning trees (ISTs) provide a number of advantages in data broadcasting. One can cite the use in fault tolerance network protocols for distributed computing and bandwidth. However, the problem of constructing multiple ISTs is considered hard for arbitrary graphs. In this paper we present an efficient algorithm to construct ISTs on hypercubes that requires minimum resources to be performed.

Abstract:

An optimal mean-square fusion formulas with scalar and matrix weights are presented. The relationship between them is established. The fusion formulas are compared on the continuous-time filtering problem. The basic differential equation for cross-covariance of the local errors being the key quantity for distributed fusion is derived. It is shown that the fusion filters are effective for multi-sensor systems containing different types of sensors. An example demonstrating the reasonable good accuracy of the proposed filters is given.

Abstract:

Cortisol is essential to the regulation of the immune system and yawning is a pathological symptom of multiple sclerosis (MS). Electromyography activity (EMG) in the jaw muscles typically rises when the muscles are moved and with yawning is highly correlated with cortisol levels in healthy people. Saliva samples from 59 participants were collected at the start and after yawning, or at the end of the presentation of yawning-provoking stimuli, in the absence of a yawn, together with EMG data and questionnaire data: Hospital Anxiety and Depression Scale, Yawning Susceptibility Scale, General Health Questionnaire, demographic, health details. Exclusion criteria: chronic fatigue, diabetes, fibromyalgia, heart condition, high blood pressure, hormone replacement therapy, multiple sclerosis, stroke. Significant differences were found between the saliva cortisol samples for the yawners, t (23) = -4.263, p = 0.000, as compared with the non-yawners between rest and post-stimuli, which was nonsignificant. Significant evidence was found to support the Thompson Cortisol Hypothesis suggesting that rises in cortisol levels are associated with yawning. Further research is exploring the use of cortisol as an early diagnostic tool for MS. Ethics approval granted and professional code of conduct, confidentiality, and safety issues are approved therein.
