1731 Key Frames Extraction for Sign Language Video Analysis and Recognition

Abstract:
In this paper we proposed a method for finding video frames representing one sign in the finger alphabet. The method is based on determining hands location, segmentation and the use of standard video quality evaluation metrics. Metric calculation is performed only in regions of interest. Sliding mechanism for finding local extrema and adaptive threshold based on local averaging is used for key frames selection. The success rate is evaluated by recall, precision and F1 measure. The method effectiveness is compared with metrics applied to all frames. Proposed method is fast, effective and relatively easy to realize by simple input video preprocessing and subsequent use of tools designed for video quality measuring.Keywords: Key frame, video, quality, metric, MSE, MSAD, SSIM, VQM, sign language, finger alphabet.

Abstract:
Recent advances in virtual reality (VR) technologies have made it possible for students to experience a virtual on-the-scene or virtual in-person observation of an educational event. In an experimental class, the author uses VR, particularly 360° videos, to virtually engage students in an event, through a wide spectrum of educational resources, such s a virtual “bystander.” Students were able to observe the event as if they were physically on site, although they could not intervene with the scene. The author will describe the adopted equipment, specification, and cost of building them as well as the quality of VR. The author will discuss (a) feasibility, effectiveness, and efficiency of using VR as a supplemental technology to teach college students and criteria and methodologies used by the authors to evaluate them; (b) barriers and issues of technological implementation; and (c) pedagogical practices learned through this experiment. The author also attempts to explore (a) how VR could provide an interactive virtual in-person learning experience; (b) how VR can possibly change traditional college education and online education; (c) how educators and balance six critical factors: cost, time, technology, quality, result, and content.

Abstract:
This paper deals with the problem of two-dimensional (2-D) recursive doubly complementary (DC) digital filter design. We present a structure of 2-D recursive DC filters by using 2-D symmetric half-plane (SHP) recursive digital all-pass lattice filters (DALFs). The novelty of using 2-D SHP recursive DALFs to construct a 2-D recursive DC digital lattice filter is that the resulting 2-D SHP recursive DC digital lattice filter provides better performance than the existing 2-D SHP recursive DC digital filter. Moreover, the proposed structure possesses a favorable 2-D DC half-band (DC-HB) property that allows about half of the 2-D SHP recursive DALF’s coefficients to be zero. This leads to considerable savings in computational burden for implementation. To ensure the stability of a designed 2-D SHP recursive DC digital lattice filter, some necessary constraints on the phase of the 2-D SHP recursive DALF during the design process are presented. Design of a 2-D diamond-shape decimation/interpolation filter is presented for illustration and comparison.

Abstract:
Image Multi-label Classification (IMC) assigns a label or a set of labels to an image. The big demand for image annotation and archiving in the web attracts the researchers to develop many algorithms for this application domain. The existing techniques for IMC have two drawbacks: The description of the elementary characteristics from the image and the correlation between labels are not taken into account. In this paper, we present an algorithm (MIML-HOGLPP), which simultaneously handles these limitations. The algorithm uses the histogram of gradients as feature descriptor. It applies the Label Priority Power-set as multi-label transformation to solve the problem of label correlation. The experiment shows that the results of MIML-HOGLPP are better in terms of some of the evaluation metrics comparing with the two existing techniques.Keywords: Data mining, information retrieval system, multi-label, problem transformation, histogram of gradients.

Recent technological advance has prompted significant interest in developing the control theory of quantum systems. Following the increasing interest in the control of quantum dynamics, this paper examines the control problem of Schrödinger equation because quantum dynamics is basically governed by Schrödinger equation. From the practical point of view, stochastic disturbances cannot be avoided in the implementation of control method for quantum systems. Thus, we consider here the robust stabilization problem of Schrödinger equation against stochastic disturbances. In this paper, we adopt model predictive control method in which control performance over a finite future is optimized with a performance index that has a moving initial and terminal time. Abstract:
This paper investigates experimental studies on vibration suppression for a cantilever beam using an Electro-Rheological (ER) sandwich shock absorber. ER fluid (ERF) is a class of smart materials that can undergo significant reversible changes immediately in its rheological and mechanical properties under the influence of an applied electric field. Firstly, an ER sandwich beam is fabricated by inserting a starch-based ERF into a hollow composite beam. At the same time, experimental investigations are focused on the frequency response of the ERF sandwich beam. Second, the ERF sandwich beam is attached to a cantilever beam to become as a shock absorber. Finally, a fuzzy semi-active vibration control is designed to suppress the vibration of the cantilever beam via the ERF sandwich shock absorber. To check the consistency of the proposed fuzzy controller, the real-time implementation validated the performance of the controller.

The fact that traditional food safety system in the absence of food safety culture is inadequate has recently become a cause of concern for food safety professionals and other stakeholders. Focusing on implementation of traditional food safety system i.e HACCP prerequisite program and HACCP without the presence of food safety culture in the food industry has led to the processing, marketing and distribution of contaminated foods. The results of this are regular out breaks of food borne illnesses and recalls of foods from retail outlets with serious consequences to the consumers and manufacturers alike. This article will consider the importance of food safety culture, the cases of outbreaks and recalls that occurred when companies did not make food safety culture a priority. Most importantly, the food safety cultures of some food industries in South Africa were assessed from responses to questionnaires from food safety/food industry professionals in Durban South Africa. This paper proposes a novel approach that combines statistical models and support vector machines. A hybrid scheme which appropriately incorporates the advantages of both the generative and discriminant model paradigms is described and evaluated. Support vector machines (SVMs) are trained to divide the whole speakers' space into small subsets of speakers within a hierarchical tree structure. During testing a speech token is assigned to its corresponding group and evaluation using gaussian mixture models (GMMs) is then processed. Experimental results show that the proposed method can significantly improve the performance of text independent speaker identification task. Abstract:
Learning outcomes of a course (CLOs) and the abilities at the time of graduation referred to as Student Outcomes (SOs) are required to be assessed for ABET accreditation. A question in an assessment must target a CLO as well as an SO and must represent a required level of competence. This paper presents the idea of an Expert System (ES) to select a proper question to satisfy ABET accreditation requirements. For ES implementation, seven attributes of a question are considered including the learning outcomes and Bloom’s Taxonomy level. A database contains all the data about a course including course content topics, course learning outcomes and the CLO-SO relationship matrix. The knowledge base of the presented ES contains a pool of questions each with tags of the specified attributes. Questions and the attributes represent expert opinions. With implicit rule base the inference engine finds the best possible question satisfying the required attributes. It is shown that the novel idea of such an ES can be implemented and applied to a course with success. An application example is presented to demonstrate the working of the proposed ES.

Intelligent technologies are increasingly facilitating sustainable water management strategies in Australia. While this innovation can present clear cost benefits to utilities through immediate leak detection and deference of capital costs, the impact of this technology on households is less distinct. By offering real-time engagement and detailed end-use consumption breakdowns, there is significant potential for demand reduction as a behavioural response to increased information. Despite this potential, passive implementation without well-planned residential engagement strategies is likely to result in a lost opportunity. This paper begins this research process by exploring the effect of smart water meters through the lens of three behaviour change theories. The Theory of Planned Behaviour (TPB), Belief Revision theory (BR) and Practice Theory emphasise different variables that can potentially influence and predict household water engagements. In acknowledging the strengths of each theory, the nuances and complexity of household water engagement can be recognised which can contribute to effective planning for residential smart meter engagement strategies.

The picture of a perfect road construction site is the one that utilizes conventional vertical road signs and a flagman to optimize the traffic flow with minimum hazel to the public. Former research has been carried out by Department of Occupational Safety and Health (DOSH) and Ministry of Works to further enhance smoothness in traffic operations and particularly in safety issues within work zones. This paper highlights on hazardous zones in a certain road construction or road maintenance site. Most cases show that the flagman falls into high risk of fatal accidents within work zone. Various measures have been taken by both the authorities and contractors to overcome such miseries, yet it-s impossible to eliminate the usage of a flagman since it is considered the best practice. With the implementation of new technologies in automating the traffic flow in road construction site, it is possible to eliminate the usage of a flagman. The intelligent traffic light system is designed to solve problems which contribute hazardous at road construction site and to be inline with the road safety regulation which is taken into granted.

Nowadays, access to sustainable development in cities is assumed as one of the most important goals of urban managers. In the meanwhile, neighborhood as the smallest unit of urban spatial organization has a substantial effect on urban sustainability. Hence, attention to and focus on this subject is highly important in urban development plans. The objective of this study is evaluation of the status of Jahanshahr Neighborhood in Karaj city based on sustainable neighborhood development indicators. This research has been applied based on documentary method and field surveys. Also, evaluating of Jahanshahr Neighborhood of Karaj shows that it has a high level in sustainability in physical and economical dimension while a low level in cultural and social dimension. For this purpose, this neighborhood as a semi-sustainable neighborhood must take measures for development of collective spaces and efficiency of utilizing the public neighborhood spaces via collaboration of citizens and officials.

Lightweight design represents an important key to successful implementation of energy-saving, fuel-efficient and environmentally friendly means of transport in the aerospace and automotive industry. In this context the use of carbon fibre reinforced plastics (CFRP) which are distinguished by their outstanding mechanical properties at relatively low weight, promise significant improvements. Due to the reduction of the total mass, with the resulting lowered fuel or energy consumption and CO2 emissions during the operational phase, commercial aircraft will increasingly be made of CFRP. An auspicious technology for the efficient and economic production of high performance thermoset composites and hybrid structures for future lightweight applications is the combination of carbon fibre sheet moulding compound, tailored continuous carbon fibre reinforcements and metallic components in a one-shot pressing and curing process. This paper deals with a hybrid composite technology for aerospace industries, which was developed with the help of a special innovation and development system.

The principle of the seismic performance evaluation methods is to provide a measure of capability for a building or set of buildings to be damaged by an earthquake. The common objective of many of these methods is to supply classification criteria. The purpose of this study is to present a method for assessing the seismic performance of structures, based on Pushover method; we are particularly interested in reinforced concrete frame structures, which represent a significant percentage of damaged structures after a seismic event. The work is based on the characterization of seismic movement of the various earthquake zones in terms of PGA and PGD that is obtained by means of SIMQK_GR and PRISM software and the correlation between the points of performance and the scalar characterizing the earthquakes will developed.

Abstract:
We decribe a formal specification and verification of the Rabin public-key scheme in the formal proof system Is-abelle/HOL. The idea is to use the two views of cryptographic verification: the computational approach relying on the vocabulary of probability theory and complexity theory and the formal approach based on ideas and techniques from logic and programming languages. The analysis presented uses a given database to prove formal properties of our implemented functions with computer support. Thema in task in designing a practical formalization of correctness as well as security properties is to cope with the complexity of cryptographic proving. We reduce this complexity by exploring a light-weight formalization that enables both appropriate formal definitions as well as eficient formal proofs. This yields the first computer-proved implementation of the Rabin public-key scheme in Isabelle/HOL. Consequently, we get reliable proofs with a minimal error rate augmenting the used database. Concerning the measurement of friction properties of textiles and fabrics using Kawabata Evaluation System (KES), whose output is constrained to the surface friction factor of fabric, and no other data would be generated; this research has been conducted to gain information about surface roughness regarding its surface friction factor. To assess roughness properties of light nonwovens, a 3-dimensional model of a surface has been simulated with regular sinuous waves through it as an ideal surface. A new factor was defined, namely Surface Roughness Factor, through comparing roughness properties of simulated surface and real specimens. The relation between the proposed factor and friction factor of specimens has been analyzed by regression, and results showed a meaningful correlation between them. It can be inferred that the new presented factor can be used as an acceptable criterion for evaluating the roughness properties of light nonwoven fabrics.Keywords: Surface roughness, Nonwoven, Machine vision, Image processing.

This research was planned in order to study the effect of drought stress and different levels of Superabsorbent and their effect on grain yield, biologic yield and harvest index. In this study, 3 different depths of irrigation were considered as the main treatment I1, I2, I3 as 100, 75 and 50 percent of water requirement of plants respectively and different levels of Superabsorbent were used as secondary treatment (S0, S1, S2 and S3, equal to 0 (control), 15, 30 and 45 gr/m2 respectively). According to the results, independent effects of irrigation and Superabsorbent treatments at 1% level on biologic and grain yield of corn were significant. In addition, independent effect of irrigation treatments at 5% level on harvest index was significant. The implementation phase of rail systems costs much more than other public transport systems. However, social and economic returns in the long term made these systems the most popular investment tool for planned and developing cities. In our country, the purpose, goals and policies of transportation plans are away from integrity, and the problems are not clearly detected. Also, not defined and incomplete assessment of transportation systems and insufficient financial analysis are the most important cause of failure. Abstract:
The aim of this paper is to explore the economic circumstances in which the selective credit policy, the least used instrument of four types of instruments on disposal to central banks, should be used. The most significant example includes the use of selective credit policies in response to the emergence of the global financial crisis by the FED. Specifics of the potential use of selective credit policies as the instigator of economic growth in Croatia, a small open economy, are determined by high euroization of financial system, fixed exchange rate and long-term trend growth of external debt that is related to the need to maintain high levels of foreign reserves. In such conditions, the classic forms of selective credit policies are unsuitable for the introduction. Several alternative approaches to implement selective credit policies are examined in this paper. Also, thorough analysis of distribution of selective monetary policy loans among economic sectors in Croatia is conducted in order to minimize the risk of investing funds and maximize the return, in order to influence the GDP growth.

Using activity theory, organisational theory and didactics as theoretical foundations, a comprehensive model of the organisational dimensions relevant for learning and knowledge transfer will be developed. In a second step, a Learning Assessment Guideline will be elaborated. This guideline will be designed to permit a targeted analysis of organisations to identify the status quo in those areas crucial to the implementation of learning and knowledge transfer. In addition, this self-analysis tool will enable learning managers to select adequate didactic models for e- and blended learning. As part of the European Integrated Project "Process-oriented Learning and Information Exchange" (PROLIX), this model of organisational prerequisites for learning and knowledge transfer will be empirically tested in four profit and non-profit organisations in Great Britain, Germany and France (to be finalized in autumn 2006). Nutrients are required for any soil with which plants thrive to improve efficient growth and productivity. Amongst these nutrients required for proper plant productivity are nitrogen, phosphorus and potassium (NPK). Due to factors like leaching, nutrient uptake by plants, soil erosion and evaporation, these elements tend to be in low quantity and the need to replenish them arises. However, this replenishment of soil nutrients cannot be done without a timely soil test to enable farmers to know the amount of each element in short quantity and evaluate the amount required to be added. Though wet soil analysis is good, it comes with a lot of challenges ranging from soil test gargets availability to the technical knowledge of how to conduct such soil tests by the common farmer. The Internet of Things test kit was developed to fill in the gaps created by wet soil analysis, as it can test for NPK, soil temperature and soil moisture in a given soil at the time of test. In this implementation, a sample test was carried out within 0.2 hectares of land divided into smaller plots. The kits performed adequately well, as the range of values obtained across the segments was within a very close range.

The next generation of mobile telephones had also become more powerful and innovative in a way that new services related to the user-s location will arise. Other than the 911 requirements for emergency location initiated by the Federal Communication Commission (FCC) of the United States, GSM positioning can be highly integrated in cellular communication technology for commercial use. However, GSM positioning is facing many challenges. Issues like accuracy, availability, reliability and suitable cost render the development and implementation of GSM positioning a challenging task. In this paper, we investigate the optimal mobile position tracking means. We employ an innovative scheme by integrating the Kalman filter in the localization process especially that it has great tracking characteristics. When tracking in two dimensions, Kalman filter is very powerful due to its reliable performance as it supports estimation of past, present, and future states, even when performing in unknown environments. We show that enhanced position tracking results is achieved when implementing the Kalman filter for GSM tracking.Keywords: Cellular communication, estimation, GSM, Kalman filter, positioning

Abstract:
The importance of ensuring safe meat handling and processing practices has been demonstrated in global reports on food safety scares and related illness and deaths. This necessitated stricter meat safety control strategies. Today, many countries have regulated towards preventative and systematic control over safe meat processing at abattoirs utilizing the Hazard Analysis Critical Control Point (HACCP) principles. HACCP systems have been reported as effective in managing food safety risks, if correctly implemented. South Africa has regulated the Hygiene Management System (HMS) based on HACCP principles applicable to abattoirs. Regulators utilise the Hygiene Assessment System (HAS) to audit compliance at abattoirs. These systems were benchmarked from the United Kingdom (UK). Little research has been done them since inception as of 2004. This paper presents a review of the two systems, its implementation and comparison with HACCP. Recommendations are made for future research to demonstrate the utility of the HMS and HAS in assuring safe meat to consumers.Keywords: Abattoir, co-regulation, food safety, HACCP, meat hygiene.

Abstract:
In this paper problem of edge detection in digital images is considered. Edge detection based on morphological operators was applied on two sets (brain & chest) ct images. Three methods of edge detection by applying line morphological filters with multi structures in different directions have been used. 3x3 filter for first method, 5x5 filter for second method, and 7x7 filter for third method. We had applied this algorithm on (13 images) under MATLAB program environment. In order to evaluate the performance of the above mentioned edge detection algorithms, standard deviation (SD) and peak signal to noise ratio (PSNR) were used for justification for all different ct images. The objective method and the comparison of different methods of edge detection, shows that high values of both standard deviation and PSNR values of edge detection images were obtained.

Web-based systems have become increasingly important due to the fact that the Internet and the World Wide Web have become ubiquitous, surpassing all other technological developments in our history. The Internet and especially companies websites has rapidly evolved in their scope and extent of use, from being a little more than fixed advertising material, i.e. a "web presences", which had no particular influence for the company's business, to being one of the most essential parts of the company's core business. Traditional software engineering approaches with process models such as, for example, CMM and Waterfall models, do not work very well since web system development differs from traditional development. The development differs in several ways, for example, there is a large gap between traditional software engineering designs and concepts and the low-level implementation model, many of the web based system development activities are business oriented (for example web application are sales-oriented, web application and intranets are content-oriented) and not engineering-oriented. This paper aims to introduce Increment Iterative extreme Programming (IIXP) methodology for developing web based systems. In difference to the other existence methodologies, this methodology is combination of different traditional and modern software engineering and web engineering principles.Keywords: Web based systems, Web engineering.

Abstract:
At present, public efficiency is a concept that intends to maximize return on public investment focus on minimizing the use of resources and maximizing the outputs. The concept takes into account statistical criteria drawn up according to techniques such as DEA (Data Envelopment Analysis). The purpose of the current work is to consider, more precisely, the theoretical application of CBR (Case-Based Reasoning) from economics and computer science, as a preliminary step to improving the efficiency of law enforcement agencies (public sector). With the aim of increasing the efficiency of the public sector, we have entered into a phase whose main objective is the implementation of new technologies. Our main conclusion is that the application of computer techniques, such as CBR, has become key to the efficiency of the public sector, which continues to require economic valuation based on methodologies such as DEA. As a theoretical result and conclusion, the incorporation of CBR systems will reduce the number of inputs and increase, theoretically, the number of outputs generated based on previous computer knowledge.Keywords: Case-based reasoning, knowledge, police, public efficiency.

Abstract:
Web usage mining has become a popular research area, as a huge amount of data is available online. These data can be used for several purposes, such as web personalization, web structure enhancement, web navigation prediction etc. However, the raw log files are not directly usable; they have to be preprocessed in order to transform them into a suitable format for different data mining tasks. One of the key issues in the preprocessing phase is to identify web users. Identifying users based on web log files is not a straightforward problem, thus various methods have been developed. There are several difficulties that have to be overcome, such as client side caching, changing and shared IP addresses and so on. This paper presents three different methods for identifying web users. Two of them are the most commonly used methods in web log mining systems, whereas the third on is our novel approach that uses a complex cookie-based method to identify web users. Furthermore we also take steps towards identifying the individuals behind the impersonal web users. To demonstrate the efficiency of the new method we developed an implementation called Web Activity Tracking (WAT) system that aims at a more precise distinction of web users based on log data. The rapid generation of high volume and a broad variety of data from the application of new technologies pose challenges for the generation of business-intelligence. Most organizations and business owners need to extract data from multiple sources and apply analytical methods for the purposes of developing their business. Therefore, the recently decentralized data management environment is relying on a distributed computing paradigm. While data are stored in highly distributed systems, the implementation of distributed data-mining techniques is a challenge. The aim of this technique is to gather knowledge from every domain and all the datasets stemming from distributed resources. As agent technologies offer significant contributions for managing the complexity of distributed systems, we consider this for next-generation data-mining processes. To demonstrate agent-based business intelligence operations, we use agent-oriented modeling techniques to develop a new artifact for mining massive datasets.

Abstract:
Pumping systems are an integral part of water desalination plants, their effective functioning is vital for the operation of a plant. In this research work, the reliability and availability of pressurized pumps in a reverse osmosis desalination plant are studied with the objective of finding configurations that provides optimal performance. Six configurations of a series system with different number of warm and cold standby components were examined. Closed form expressions for the mean time to failure (MTTF) and the long run availability are derived and compared under the assumption that the time between failures and repair times of the primary and standby components are exponentially distributed. Moreover, a cost/ benefit analysis is conducted in order to identify a configuration with the best performance and least cost. It is concluded that configurations with cold standby components are preferable especially when the pumps are of the size.
