Abstract:
A trustworthy voting process in democratic is important that each vote is recorded with accuracy and impartiality. The accuracy and impartiality are tallied in high rate with biometric system. One of the sign is a fingerprint. Fingerprint recognition is still a challenging problem, because of the distortions among the different impression of the same finger. Because of the trustworthy of biometric voting technologies, it may give a great effect on numbers of voter-s participation and outcomes of the democratic process. Hence in this study, the authors are interested in designing and analyzing the Electronic Voting System and the participation of the users. The system is based on the fingerprint minutiae with the addition of person ID number. This is in order to enhance the accuracy and speed of the voting process. The new design is analyzed by conducting pilot election among a class of students for selecting their representative. Keywords: Biometric, FAR and FRR, democratic, voting

Abstract:
Routing in MANET is extremely challenging because of MANETs dynamic features, its limited bandwidth, frequent topology changes caused by node mobility and power energy consumption. In order to efficiently transmit data to destinations, the applicable routing algorithms must be implemented in mobile ad-hoc networks. Thus we can increase the efficiency of the routing by satisfying the Quality of Service (QoS) parameters by developing routing algorithms for MANETs. The algorithms that are inspired by the principles of natural biological evolution and distributed collective behavior of social colonies have shown excellence in dealing with complex optimization problems and are becoming more popular. This paper presents a survey on few meta-heuristic algorithms and naturally-inspired algorithms.

Authors: S. Mahdi Sadatmansouri, Maryam Khalili
Abstract:
World, nowadays, encounters serious water scarcity problem. During the past few years, by advent of Smart Energy and Water Meter (SEWM) and its installation at the electro-pumps of the water wells, one had believed that it could be the golden key to address the groundwater resources over-pumping issue. In fact, implementation of these Smart Meters managed to control the water table drawdown for short; but it was not a sustainable approach. SEWM has been considered as law enforcement facility at first; however, for solving a complex socioeconomic problem like shared groundwater resources management, more than just enforcement is required: participation to conserve common resources. The well owners or farmers, as water consumers, are the main and direct stakeholders of this system and other stakeholders could be government sectors, investors, technology providers, privet sectors or ordinary people. Designing a socio-technical system not only defines the role of each stakeholder but also can lubricate the communication to reach the system goals while benefits of each are considered and provided. Farmers, as the key participators for solving groundwater problem, do not trust governments but they would trust a fair system in which responsibilities, privileges and benefits are clear. Technology could help this system remained impartial and productive. Social aspects provide rules, regulations, social objects and etc. for the system and help it to be more human-centered. As the design methodology, Design Thinking provides probable solutions for the challenging problems and ongoing conflicts; it could enlighten the way in which the final system could be designed. Using Human Centered Design approach of IDEO helps to keep farmers in the center of the solution and provides a vision by which stakeholders’ requirements and needs are addressed effectively. Farmers would be considered to trust the system and participate in their groundwater resources management if they find the rules and tools of the system fair and effective. Besides, implementation of the socio-technical system could change farmers’ behavior in order that they concern more about their valuable shared water resources as well as their farm profit. This socio-technical system contains nine main subsystems: 1) Measurement and Monitoring system, 2) Legislation and Governmental system, 3) Information Sharing system, 4) Knowledge based NGOs, 5) Integrated Farm Management system (using IoT), 6) Water Market and Water Banking system, 7) Gamification, 8) Agribusiness ecosystem, 9) Investment system.

Abstract:
The development of solutions to improve the resistance of buildings to short-term dynamic loads, particularly impact load, is driven by the urgent demand worldwide on securing human life and critical infrastructures. The research training group GRK 2250/1 aims to develop mineral-bonded composites that allow the fabrication of thin-layered strengthening layers providing available concrete members with enhanced impact resistance. This paper presents the development of 3D woven wire cellular structures that can be used as innovative reinforcement for targeted composites. 3D woven wire cellular structures are truss-like architectures that can be fabricated in an automatized process with a great customization possibility. The specific architecture allows this kind of structures to have good load bearing capability and forming behavior, which is of great potential to give strength against impact loading. An appropriate combination of topology and material enables an optimal use of thin-layered reinforcement in concrete constructions. Keywords: 3D woven cellular structures, ductile behavior, energy absorption, fiber-based reinforced concrete, impact resistant.

Authors: Piyush Pal, Rahul Dev
Abstract:
Water is essential for life and fresh water is a finite resource that is becoming scarce day by day even though it is recycled by hydrological cycle. The fresh water reserves are being polluted due to expanding irrigation, industries, urban population and its development. Contaminated water leads to several health problems. With the increasing demand of fresh water, solar distillation is an alternate solution which uses solar energy to evaporate water and then to condense it, thereby collecting distilled water within or outside the same system to use it as potable water. The structure that houses the process is known as a 'solar still'. In this paper, ‘Modified double slope solar still (MDSSS)’ & 'Modified double slope basin type multiwick solar still (MDSBMSS)' have been designed to convert saline, brackish water into drinking water. In this work two different modified solar stills are fabricated to study the performance of these solar stills. For modification of solar stills, Fibre Reinforced Plastic (FRP) and Acrylic sheets are used. The experiments in MDSBMSS and MDSSS was carried on 10 September 2015 & 5 November 2015 respectively. Performances of the stills were investigated. The amount of distillate has been found 3624 Ml/day in MDSBMSS on 10 September 2015 and 2400 Ml/day in MDSSS on 5 November 2015.Keywords: Contaminated water, Conventional solar still, Modified solar still, Wick.

Authors: Saska Alexandria Hayes
Abstract:
Multiple Convention Refugees in New Zealand are stuck in a state of immigration limbo due to a lack of defined immigration policies. The Refugee Convention of 1951 does not give the right to be issued a permanent right to live and work in the country of asylum. A gap in New Zealand's immigration law and policy has left Convention Refugees without the right to obtain a resident or temporary entry visa. The significant lack of literature on this topic suggests that the lack of visa options for Convention Refugees in New Zealand is a widely unknown or unacknowledged issue. Refugees in New Zealand enjoy the right of non-refoulement contained in Article 33 of the Refugee Convention 1951, whether lawful or unlawful. However, a number of rights contained in the Refugee Convention 1951, such as the right to gainful employment and social security, are limited to refugees who maintain lawful immigration status. If a Convention Refugee is denied a resident visa, the only temporary entry visa a Convention Refugee can apply for in New Zealand is discretionary. The appeal cases heard at the Immigration Protection Tribunal establish that Immigration New Zealand has declined resident and discretionary temporary entry visa applications by Convention Refugees for failing to meet the health or character immigration instructions. The inability of a Convention Refugee to gain residency in New Zealand creates a dependence on the issue of discretionary temporary entry visas to maintain lawful status. The appeal cases record that this reliance has led to Convention Refugees' lawful immigration status being in question, temporarily depriving them of the rights contained in the Refugee Convention 1951 of lawful refugees. In one case, the process of applying for a discretionary temporary entry visa led to a lawful Convention Refugee being temporarily deprived of the right to social security, breaching Article 24 of the Refugee Convention 1951. The judiciary has stated a constant reliance on the issue of discretionary temporary entry visas for Convention Refugees can lead to a breach of New Zealand's international obligations under Article 7 of the International Covenant on Civil and Political Rights. The appeal cases suggest that, despite successful judicial proceedings, at least three persons have been made to rely on the issue of discretionary temporary entry visas potentially indefinitely. The appeal cases establish that a Convention Refugee can be denied a discretionary temporary entry visa and become unlawful. Unlawful status could ultimately breach New Zealand's obligations under Article 33 of the Refugee Convention 1951 as it would procedurally deny Convention Refugees asylum. It would force them to choose between the right of non-refoulement or leaving New Zealand to seek the ability to access all the human rights contained in the Universal Declaration of Human Rights elsewhere. This paper discusses how the current system has given rise to these breaches and emphasizes a need to create a designated temporary entry visa category for Convention Refugees.

Authors: Yassamina Berkane, Leïla Kloul, Yoann Demoli
Abstract:
Quality of life, environmental impact, congestion of mobility means, and infrastructures remain significant challenges for urban mobility. Solutions like car sharing, spatial redesign, eCommerce, and autonomous vehicles will likely increase the unit veh-km and the density of cars in urban traffic, thus reducing congestion. However, the impact of such solutions is not clear for researchers. Congestion arises from growing populations that must travel greater distances to arrive at similar locations (e.g., workplaces, schools) during the same time frame (e.g., rush hours). This paper first reviews the research and application cases of urban congestion methods through recent years. Rethinking the question of time, it then investigates people’s willingness and flexibility to adapt their arrival and departure times from workplaces. We use neural networks and methods of supervised learning to apply a methodology for predicting peoples’ intentions from their responses in a questionnaire. We created and distributed a questionnaire to more than 50 companies in the Paris suburb. Obtained results illustrate that our methodology can predict peoples’ intentions to reschedule their activities (work, study, commerce, etc.).

Authors: Ramon Santana
Abstract:
The use of biometric identifiers in the field of information security, access control to resources, authentication in ATMs and banking among others, are of great concern because of the safety of biometric data. In the general architecture of a biometric system have been detected eight vulnerabilities, six of them allow obtaining minutiae template in plain text. The main consequence of obtaining minutia templates is the loss of biometric identifier for life. To mitigate these vulnerabilities several models to protect minutiae templates have been proposed. Several vulnerabilities in the cryptographic security of these models allow to obtain biometric data in plain text. In order to increase the cryptographic security and ease of reversibility, a minutiae templates protection model is proposed. The model aims to make the cryptographic protection and facilitate the reversibility of data using two levels of security. The first level of security is the data transformation level. In this level generates invariant data to rotation and translation, further transformation is irreversible. The second level of security is the evaluation level, where the encryption key is generated and data is evaluated using a defined evaluation function. The model is aimed at mitigating known vulnerabilities of the proposed models, basing its security on the impossibility of the polynomial reconstruction. Keywords: Fingerprint, template protection, bio-cryptography, minutiae protection.

Abstract:
Fluid transient analysis is one of the more challenging and complicated flow problems in the design and the operation of water pipeline systems (wps). When transient conditions "water hammer" exists, the life expectancy of the wps can be adversely impacted, resulting in pump and valve failures and catastrophic pipe ruptures. Transient control has become an essential requirement for ensuring safe operation of wps. An accurate analysis and suitable protection devices should be used to protect wps. This paper presents the problem of modeling and simulation of transient phenomena in wps based on the characteristics method. Also, it provides the influence of using the protection devices to control the adverse effects due to excessive and low pressure occur in the transient. The developed model applied for main wps: pump combined with closed surge tank connected to a reservoir. The results obtained provide that the model is an efficient tool for water hammer analysis. Moreover; using the closed surge tank reduces the unfavorable effects of transients.

Abstract:
The GERmanium Detector Array (GERDA) experiment, located at the Laboratori Nazionali del Gran Sasso (LNGS) of INFN, searches for 0νββ of 76Ge. Germanium diodes enriched to ∼ 86 % in the double beta emitter 76Ge(enrGe) are exposed being both source and detectors of 0νββ decay. Neutrinoless double beta decay is considered a powerful probe to address still open issues in the neutrino sector of the (beyond) Standard Model of particle Physics. Since 2013, just after the completion of the first part of its experimental program (Phase I), the GERDA setup has been upgraded to perform its next step in the 0νββ searches (Phase II). Phase II aims to reach a sensitivity to the 0νββ decay half-life larger than 1026 yr in about 3 years of physics data taking. This exposing a detector mass of about 35 kg of enrGe and with a background index of about 10^−3 cts/(keV·kg·yr). One of the main new implementations is the liquid argon scintillation light read-out, to veto those events that only partially deposit their energy both in Ge and in the surrounding LAr. Abstract:
Recently PM-10 has become a social and global issue. It is one of major air pollutants which affect human health. Therefore, it needs to be forecasted rapidly and precisely. However, PM-10 comes from various emission sources, and its level of concentration is largely dependent on meteorological and geographical factors of local and global region, so the forecasting of PM-10 concentration is very difficult. Neural network model can be used in the case. But, there are few cases of high concentration PM-10. It makes the learning of the neural network model difficult. In this paper, we suggest a simple input balancing method when the data distribution is uneven. It is based on the probability of appearance of the data. Experimental results show that the input balancing makes the neural networks’ learning easy and improves the forecasting rates.

Abstract:
System development life cycle (SDLC) is a process uses during the development of any system. SDLC consists of four main phases: analysis, design, implement and testing. During analysis phase, context diagram and data flow diagrams are used to produce the process model of a system. A consistency of the context diagram to lower-level data flow diagrams is very important in smoothing up developing process of a system. However, manual consistency check from context diagram to lower-level data flow diagrams by using a checklist is time-consuming process. At the same time, the limitation of human ability to validate the errors is one of the factors that influence the correctness and balancing of the diagrams. This paper presents a tool that automates the consistency check between Data Flow Diagrams (DFDs) based on the rules of DFDs. The tool serves two purposes: as an editor to draw the diagrams and as a checker to check the correctness of the diagrams drawn. The consistency check from context diagram to lower-level data flow diagrams is embedded inside the tool to overcome the manual checking problem. Keywords: Data Flow Diagram, Context Diagram, ConsistencyCheck, Syntax and Semantic Rules

Authors: Martin Doran, Roy Sterritt, George Wilkie
Abstract:
The majority of today’s mobile robots are very dependent on battery power. Mobile robots can operate untethered for a number of hours but eventually they will need to recharge their batteries in-order to continue to function. While computer processing and sensors have become cheaper and more powerful each year, battery development has progress very little. They are slow to re-charge, inefficient and lagging behind in the general progression of robotic development we see today. However, batteries are relatively cheap and when fully charged, can supply high power output necessary for operating heavy mobile robots. As there are no cheap alternatives to batteries, we need to find efficient ways to manage the power that batteries provide during their operational lifetime. This paper proposes the use of autonomic principles of self-adaption to address the behavioral changes a battery experiences as it gets older. In life, as we get older, we cannot perform tasks in the same way as we did in our youth; these tasks generally take longer to perform and require more of our energy to complete. Batteries also suffer from a form of degradation. As a battery gets older, it loses the ability to retain the same charge capacity it would have when brand new. This paper investigates how we can adapt the current state of a battery charge and cycle count, to the requirements of a mobile robot to perform its tasks.

Over the early years of the 21st century, cities throughout the Middle East, particularly in the Gulf region have expanded more rapidly than ever before. Given the presence of a large volume of high-rise buildings allover the region, the local authority aims to set a new standard for sustainable development; with an integrated approach to maintain a balance between economy, quality, environmental protection and safety of life. In the very near future, as mandatory requirements, sustainability will be the criteria that should be included in all building projects. It is well known in the building sustainability topics that structural design engineers do not have a key role in this matter. In addition, the LEED (Leadership in Energy and Environmental Design) has looked almost exclusively on the environmental components and materials specifications. The objective of this paper is to focus and establish groundwork for sustainability techniques and applications related to the RC high-rise buildings design, from the structural point of view. Abstract:
Speeding represents one of the main concerns for road safety and it still is a subject for research. The need to address this problem and to understand why drivers over speed increases especially in Romania, where in 2011, speed was the main cause of car accidents. This article addresses this problem by using the theory of planned behaviour. A questionnaire was administered to a sample of young Romanian drivers (18 to 25 years) and several path analyses were made in order to verify if the model proposed by the theory of planned behaviour fits the data. One interesting result is that perceived behavioural control does not predict the intention to speed or self-reported driving speed, but subjective norms do. This implies that peers and social environment have a greater impact on young Romanian drivers than we thought.

Abstract:
Urban disaster risks and vulnerabilities are great problems for Turkey. The annual loss of life and property through disaster in the world-s major metropolitan areas is increasing. Urban concentrations of the poor and less-informed in environmentally fragile locations suffer the impact of disaster disproportionately. Gecekondu (squatter) developments will compound the inherent risks associated with high-density environments, in appropriate technologies, and inadequate infrastructure. On the other hand, there are many geological disadvantages such as sitting on top of active tectonic plate boundaries, and why having avalanche, flood, and landslide and drought prone areas in Turkey. However, this natural formation is inevitable; the only way to survive in such a harsh geography is to be aware of importance of these natural events and to take political and physical measures. The main aim of this research is to bring up the magnitude of natural hazard risks in Izmir built-up zone, not being taken into consideration adequately. Because the dimensions of the peril are not taken seriously enough, the natural hazard risks, which are commonly well known, are not considered important or they are being forgotten after some time passes. Within this research, the magnitude of natural hazard risks for Izmir is being presented in the scope of concrete and local researches over Izmir risky areas.

Abstract:
In this paper, we examine the relationship between human capital, personal wealth and social capital to explain the differences in start-up rates between female and male entrepreneurs. Since our dependent variable is dichotomous, we examine the determinants of these using a maximum likelihood logit estimator. We used the Global Entrepreneurship Monitor database covering the period 2006 to 2009 with 421 usable cases drawn from the Lower Layer Super Output Areas in East Midlands in the United Kingdom. We found evidence indicating that a female positively moderates the positive relationships between indicators of human capital and personal wealth with start-up activity. The findings have implications for programs, policies, and practices to encourage more females to engage in start-up activity.

Abstract:
The financial crises caused a collapse in prices of most asset classes, raising the attention on alternative investments such as sukuk, a smaller, fast growing but often misunderstood market. We study diversification benefits of sukuk, their correlation with other asset classes and the effects of their inclusion in investment portfolios of institutional and retail investors, through a comprehensive comparison of their risk/return profiles during and after the financial crisis. We find a beneficial performance adjusted for the specific volatility together with a lower correlation especially during the financial crisis. The distribution of sukuk returns is positively skewed and leptokurtic, with a risk/return profile similarly to high yield bonds. Overall, our results suggest that sukuk present diversification opportunities, a significant volatility-adjusted performance and lower correlations especially during the financial crisis. Our findings are relevant for a number of institutional investors. Long term investors, such as life insurers would benefit from sukuk’s protective features during financial crisis yet keeping return and growth opportunities, whereas banks would gain due to their role of placers, advisors, market makers or underwriters.

On the other hand, sustainable urban development has received tremendous public attention in the last few years. This trend in addition to other factors such as energy cost, environmental concerns, traffic congestion and the feeling of lack of belonging have contributed to the development of pedestrian areas. The purpose of this paper is to study the role of walkable streets in sustainable development of cities. Accordingly, a documentary research through valid sources has been utilized to substantiate this study. The findings demonstrate that walking can lead to sustainable urban development from physical, social, environmental, cultural, economic and political aspects. Also, pedestrian areas –which are the main context of walking- act as focal points of development in cities and have a great effect on modifying and stimulating of their adjacent urban spaces. Keywords: Pedestrian area, Sustainable urban development, Walking, Woonerf

Authors: Stefania Arguelles Reyes, Octavio José Salcedo Parra, Alberto Acosta López
Abstract:
This paper presents a web application for the improvement of images through recognition. The web application is based on the analysis of picture-based recognition methods that allow an improvement on the physical appearance of people posting in social networks. The basis relies on the study of tools that can correct or improve some features of the face, with the help of a wide collection of user images taken as reference to build a facial profile. Automatic facial profiling can be achieved with a deeper study of the Object Detection Library. It was possible to improve the initial images with the help of MATLAB and its filtering functions. The user can have a direct interaction with the program and manually adjust his preferences.

Authors: José L. Jiménez
Abstract:
The use of technology in the classroom is an issue that is constantly evolving. Digital age students learn differently than their teachers did, so now the teacher should be constantly evolving their methods and teaching techniques to be more in touch with the student. In this paper a case study presents how were used some of these technologies by accompanying a classroom course, this in order to provide students with a different and innovative experience as their teacher usually presented the activities to develop. As students worked in the various activities, they increased their digital skills by employing unknown tools that helped them in their professional training. The twenty-first century teacher should consider the use of Information and Communication Technologies in the classroom thinking in skills that students of the digital age should possess. It also takes a brief look at the history of distance education and it is also highlighted the importance of integrating technology as part of the student's training.

Authors: Lenka Hurtalová, Eva Tillová, Mária Chalupová, Juraj Belan, Milan Uhríčik
Abstract:
The secondary alloy A226 is used for many automotive casting produced by mould casting and high pressure die casting. This alloy has excellent castability, good mechanical properties and cost-effectiveness. Production of primary aluminium alloys belong to heavy source fouling of life environs. The European Union calls for the emission reduction and reduction in energy consumption therefore increase production of recycled (secondary) aluminium cast alloys. The contribution is deal with influence of recycling on the quality of the casting made from A226 in automotive industry. The properties of the casting made from secondary aluminium alloys were compared with the required properties of primary aluminium alloys. The effect of recycling on microstructure was observed using combination different analytical techniques (light microscopy upon black-white etching, scanning electron microscopy - SEM upon deep etching and energy dispersive X-ray analysis - EDX). These techniques were used for the identification of the various structure parameters, which was used to compare secondary alloy microstructure with primary alloy microstructure. Keywords: A226 secondary aluminium alloy, deep etching, mechanical properties, recycling foundry aluminium alloy.

Authors: Bekim Avdiaj
Abstract:
The transition period of Kosovo society brought fundamental changes in all the spheres of organizing life. This was the period when also in the cultural tradition the biggest movement and an emerging from ‘isolation’ or from the ‘shell’ occurred. Transformation of the traditional and embracing of the modern began here. The same was experienced and is currently being experienced also by Gjakova and its surrounding which is historically renowned for its great tradition and culture. The population of this region is actually facing a transition from the traditional system into the modern one and quite often with huge leaps. These ‘movements’ or ‘evolutions’ of the society of this region, besides the numerous positive things it ‘harvested’, also brought things that do not at all correspond with their tradition as well as new criminal occurrences which in the past were not present in this area. Furthermore, some of the ‘new’ behaviors that are embraced from other ‘cultures’ and ‘civilizations’, and which are often exceeded, are quite perturbing. The security situation is also worrying, particularly following the appearance of some new criminal occurrences. Therefore, with this research paper we will strive to analyze the new cultural “intersections” as well as the nature of the origin of some new very worrying criminal occurrences. We will present there also some factors inciting into these occurrences, which were confessed by the persons involved in these criminal occurrences and who come from this very region.
