3540 The Model Establishment and Analysis of TRACE/MELCOR for Kuosheng Nuclear Power Plant Spent Fuel Pool

Abstract:

Kuosheng nuclear power plant (NPP) is a BWR/6 plant in Taiwan. There is more concern for the safety of NPPs in Taiwan after Japan Fukushima NPP disaster occurred. Hence, in order to estimate the safety of Kuosheng NPP spent fuel pool (SFP), by using TRACE, MELCOR, and SNAP codes, the safety analysis of Kuosheng NPP SFP was performed. There were two main steps in this research. First, the Kuosheng NPP SFP models were established. Second, the transient analysis of Kuosheng SFP was done by TRACE and MELCOR under the cooling system failure condition (Fukushima-like condition). The results showed that the calculations of MELCOR and TRACE were very similar in this case, and the fuel uncover happened roughly at 4th day after the failure of cooling system. The above results indicated that Kuosheng NPP SFP may be unsafe in the case of long-term SBO situation. In addition, future calculations were needed to be done by the other codes like FRAPTRAN for the cladding calculations.

3539 Effect of Inlet Valve Variable Timing in the Spark Ignition Engine on Achieving Greener Transport

Abstract:

The current emission legislations and the large concern about the environment produced very numerous constraints on both governments and car manufacturers. Also the cost of energy increase means a reduction in fuel consumption must be met, without largely affecting the current engine production and performance. It is the intension to contribute towards the development and pursuing, among others on variable valve timing (VVT), for improving the engine performance. The investigation of the effect of (IVO) and (IVC) to optimize engine torque and volumetric efficiency for different engine speeds was considered. Power, BMEP and BSFC were calculated and presented to show the effect of varying inlet valve timing on them for all cases. A special program used to carry out the calculations. The analysis of the results shows that the reduction of 10% of (IVO) angle gave an improvement of around 1.3% in torque, BSFC, and volumetric efficiency, while a 10% decrease in (IVC) caused a 0.1% reduction in power, torque, and volumetric efficiency.

3538 High Perfomance Communication Protocol for Wireless Ad-Hoc Sensor Networks

Abstract:

In order to monitor for traffic traversal, sensors can be deployed to perform collaborative target detection. Such a sensor network achieves a certain level of detection performance with the associated costs of deployment and routing protocol. This paper addresses these two points of sensor deployment and routing algorithm in the situation where the absolute quantity of sensors or total energy becomes insufficient. This discussion on the best deployment system concluded that two kinds of deployments; Normal and Power law distributions, show 6 and 3 times longer than Random distribution in the duration of coverage, respectively. The other discussion on routing algorithm to achieve good performance in each deployment system was also addressed. This discussion concluded that, in place of the traditional algorithm, a new algorithm can extend the time of coverage duration by 4 times in a Normal distribution, and in the circumstance where every deployed sensor operates as a binary model.

3537 Optimal Choice and Location of Multi Type Facts Devices in Deregulated Electricity Market Using Evolutionary Programming Method

Abstract:

This paper deals with the optimal choice and allocation of multi FACTS devices in Deregulated power system using Evolutionary Programming method. The objective is to achieve the power system economic generation allocation and dispatch in deregulated electricity market. Using the proposed method, the locations of the FACTS devices, their types and ratings are optimized simultaneously. Different kinds of FACTS devices are simulated in this study such as UPFC, TCSC, TCPST, and SVC. Simulation results validate the capability of this new approach in minimizing the overall system cost function, which includes the investment costs of the FACTS devices and the bid offers of the market participants. The proposed algorithm is an effective and practical method for the choice and allocation of FACTS devices in deregulated electricity market environment. The standard data of IEEE 14 Bus systems has been taken into account and simulated with aid of MAT-lab software and results were obtained.

3536 Wavelet-Based Data Compression Technique for Wireless Sensor Networks

Abstract:

In this paper, we proposed an efficient data compression strategy exploiting the multi-resolution characteristic of the wavelet transform. We have developed a sensor node called “Smart Sensor Node; SSN". The main goals of the SSN design are lightweight, minimal power consumption, modular design and robust circuitry. The SSN is made up of four basic components which are a sensing unit, a processing unit, a transceiver unit and a power unit. FiOStd evaluation board is chosen as the main controller of the SSN for its low costs and high performance. The software coding of the implementation was done using Simulink model and MATLAB programming language. The experimental results show that the proposed data compression technique yields recover signal with good quality. This technique can be applied to compress the collected data to reduce the data communication as well as the energy consumption of the sensor and so the lifetime of sensor node can be extended.

3535 Energy Efficient Cooperative Caching in WSN

Abstract:

Wireless sensor networks (WSNs) consist of number of tiny, low cost and low power sensor nodes to monitor some physical phenomenon. The major limitation in these networks is the use of non-rechargeable battery having limited power supply. The main cause of energy consumption in such networks is communication subsystem. This paper presents an energy efficient Cluster Cooperative Caching at Sensor (C3S) based upon grid type clustering. Sensor nodes belonging to the same cluster/grid form a cooperative cache system for the node since the cost for communication with them is low both in terms of energy consumption and message exchanges. The proposed scheme uses cache admission control and utility based data replacement policy to ensure that more useful data is retained in the local cache of a node. Simulation results demonstrate that C3S scheme performs better in various performance metrics than NICoCa which is existing cooperative caching protocol for WSNs.

3534 High-Speed Particle Image Velocimetry of the Flow around a Moving Train Model with Boundary Layer Control Elements

Abstract:

Trackside induced airflow velocities, also known as slipstream velocities, are an important criterion for the design of high-speed trains. The maximum permitted values are given by the Technical Specifications for Interoperability (TSI) and have to be checked in the approval process. For train manufactures it is of great interest to know in advance, how new train geometries would perform in TSI tests. The Reynolds number in moving model experiments is lower compared to full-scale. Especially the limited model length leads to a thinner boundary layer at the rear end. The hypothesis is that the boundary layer rolls up to characteristic flow structures in the train wake, in which the maximum flow velocities can be observed. The idea is to enlarge the boundary layer using roughness elements at the train model head so that the ratio between the boundary layer thickness and the car width at the rear end is comparable to a full-scale train. This may lead to similar flow structures in the wake and better prediction accuracy for TSI tests. In this case, the design of the roughness elements is limited by the moving model rig. Small rectangular roughness shapes are used to get a sufficient effect on the boundary layer, while the elements are robust enough to withstand the high accelerating and decelerating forces during the test runs. For this investigation, High-Speed Particle Image Velocimetry (HS-PIV) measurements on an ICE3 train model have been realized in the moving model rig of the DLR in Göttingen, the so called tunnel simulation facility Göttingen (TSG). The flow velocities within the boundary layer are analysed in a plain parallel to the ground. The height of the plane corresponds to a test position in the EN standard (TSI). Three different shapes of roughness elements are tested. The boundary layer thickness and displacement thickness as well as the momentum thickness and the form factor are calculated along the train model. Conditional sampling is used to analyse the size and dynamics of the flow structures at the time of maximum velocity in the train wake behind the train. As expected, larger roughness elements increase the boundary layer thickness and lead to larger flow velocities in the boundary layer and in the wake flow structures. The boundary layer thickness, displacement thickness and momentum thickness are increased by using larger roughness especially when applied in the height close to the measuring plane. The roughness elements also cause high fluctuations in the form factors of the boundary layer. Behind the roughness elements, the form factors rapidly are approaching toward constant values. This indicates that the boundary layer, while growing slowly along the second half of the train model, has reached a state of equilibrium.

3533 Optimal Control for Coordinated Control of SVeC and PSS Damping Controllers

Abstract:

In this article, Optimal Control for Coordinated Control (COC) of Series Vectorial Compensator (SVeC) and Power System Stabilizer (PSS) in order to damp Low Frequency Oscillations (LFO) is proposed. SVeC is a series Flexible Alternating Current Transmission System (FACTS) device. The Optimal Control strategy based on state feedback control for coordination of PSS and SVeC controllers under different loading conditions has not been developed. So, the Optimal State Feedback Controller (OSFC) for incorporating of PSS and SVeC controllers in COC manner has been developed in this paper. The performance of the proposed controller is checked through eigenvalue analysis and nonlinear time domain simulation results. The proposed Optimal Controller design for the COC of SVeC and PSS results will be analyzed without controller. The comparative results show that Optimal Controller for COC of SVeC and PSSs improve greatly the system damping LFO than without controller.

3532 The Effects of NaF Concentration on the Zinc Coating Electroplated in Supercritical CO2 Mixed Zinc Chloride Bath

Abstract:

This research studies the electroplating of zinc coating in the zinc chloride bath mixed with supercritical CO2. The sodium fluoride (NaF) was used as the bath additive to change the structure and property of the coating, and therefore the roughness and corrosion resistance of the zinc coating was investigated. The surface characterization was performed using optical microscope (OM), X-ray diffractometer (XRD), and α-step profilometer. Moreover, the potentiodynamic polarization measurement in 3% NaCl solution was employed in the corrosion resistance evaluation. Because of the emulsification of the electrolyte mixed in Sc-CO2, the electroplated zinc produced the coating with smoother surface, smaller grain, better throwing power and higher corrosion resistance. The main role played by the NaF was to reduce the coating’s roughness and grain size. In other words, the CO2 mixed with the electrolyte under the supercritical condition performed the similar function as brighter and leveler in zinc electroplating to enhance the throwing power and corrosion resistance of the coating.

3531 Development of an Automatic Calibration Framework for Hydrologic Modelling Using Approximate Bayesian Computation

Abstract:

Hydrologic models are increasingly used as tools to predict stormwater quantity and quality from urban catchments. However, due to a range of practical issues, most models produce gross errors in simulating complex hydraulic and hydrologic systems. Difficulty in finding a robust approach for model calibration is one of the main issues. Though automatic calibration techniques are available, they are rarely used in common commercial hydraulic and hydrologic modelling software e.g. MIKE URBAN. This is partly due to the need for a large number of parameters and large datasets in the calibration process. To overcome this practical issue, a framework for automatic calibration of a hydrologic model was developed in R platform and presented in this paper. The model was developed based on the time-area conceptualization. Four calibration parameters, including initial loss, reduction factor, time of concentration and time-lag were considered as the primary set of parameters. Using these parameters, automatic calibration was performed using Approximate Bayesian Computation (ABC). ABC is a simulation-based technique for performing Bayesian inference when the likelihood is intractable or computationally expensive to compute. To test the performance and usefulness, the technique was used to simulate three small catchments in Gold Coast. For comparison, simulation outcomes from the same three catchments using commercial modelling software, MIKE URBAN were used. The graphical comparison shows strong agreement of MIKE URBAN result within the upper and lower 95% credible intervals of posterior predictions as obtained via ABC. Statistical validation for posterior predictions of runoff result using coefficient of determination (CD), root mean square error (RMSE) and maximum error (ME) was found reasonable for three study catchments. The main benefit of using ABC over MIKE URBAN is that ABC provides a posterior distribution for runoff flow prediction, and therefore associated uncertainty in predictions can be obtained. In contrast, MIKE URBAN just provides a point estimate. Based on the results of the analysis, it appears as though ABC the developed framework performs well for automatic calibration.

3530 Storage Method for Parts from End of Life Vehicles' Dismantling Process According to Sustainable Development Requirements: Polish Case Study

Abstract:

Vehicle is one of the most influential and complex product worldwide, which affects people’s life, state of the environment and condition of the economy (all aspects of sustainable development concept) during each stage of lifecycle. With the increase of vehicles’ number, there is growing potential for management of End of Life Vehicle (ELV), which is hazardous waste. From one point of view, the ELV should be managed to ensure risk elimination, but from another point, it should be treated as a source of valuable materials and spare parts. In order to obtain materials and spare parts, there are established recycling networks, which are an example of sustainable policy realization at the national level. The basic object in the polish recycling network is dismantling facility. The output material streams in dismantling stations include waste, which very often generate costs and spare parts, that have the biggest potential for revenues creation. Both outputs are stored into warehouses, according to the law. In accordance to the revenue creation and sustainability potential, it has been placed a strong emphasis on storage process. We present the concept of storage method, which takes into account the specific of the dismantling facility in order to support decision-making process with regard to the principles of sustainable development. The method was developed on the basis of case study of one of the greatest dismantling facility in Poland.

3529 Prediction of Coast Down Time for Mechanical Faults in Rotating Machinery Using Artificial Neural Networks

Abstract:

Misalignment and unbalance are the major concerns in rotating machinery. When the power supply to any rotating system is cutoff, the system begins to lose the momentum gained during sustained operation and finally comes to rest. The exact time period from when the power is cutoff until the rotor comes to rest is called Coast Down Time. The CDTs for different shaft cutoff speeds were recorded at various misalignment and unbalance conditions. The CDT reduction percentages were calculated for each fault and there is a specific correlation between the CDT reduction percentage and the severity of the fault. In this paper, radial basis network, a new generation of artificial neural networks, has been successfully incorporated for the prediction of CDT for misalignment and unbalance conditions. Radial basis network has been found to be successful in the prediction of CDT for mechanical faults in rotating machinery.

3528 Comparative Study of Bending Angle in Laser Forming Process Using Artificial Neural Network and Fuzzy Logic System

Abstract:

Laser Forming process as a non-contact thermal forming process is widely used to forming and bending of metallic and non-metallic sheets. In this process, according to laser irradiation along a specific path, sheet is bent. One of the most important output parameters in laser forming is bending angle that depends on process parameters such as physical and mechanical properties of materials, laser power, laser travel speed and the number of scan passes. In this paper, Artificial Neural Network and Fuzzy Logic System were used to predict of bending angle in laser forming process. Inputs to these models were laser travel speed and laser power. The comparison between artificial neural network and fuzzy logic models with experimental results has been shown both of these models have high ability to prediction of bending angles with minimum errors.

3527 Steady State Natural Convection in Vertical Heated Rectangular Channel between Two Vertical Parallel MTR-Type Fuel Plates

Abstract:

The aim of this paper is to perform an analytic solution of steady state natural convection in a narrow rectangular channel between two vertical parallel MTR-type fuel plates, imposed under a cosine shape heat flux to determine the margin of the nuclear core power at which the natural convection cooling mode can ensure a safe core cooling, where the cladding temperature should not be reach the specific safety limits (90 °C). For this purpose, a simple computer program is developed to determine the principal parameter related to the nuclear core safety such as the temperature distribution in the fuel plate and in the coolant (light water) as a function of the reactor power. Our results are validated throughout a comparison against the results of another published work, which is considered like a reference of this study.

3526 Numerical Analysis of the Performance of the DU91-W2-250 Airfoil for Straight-Bladed Vertical-Axis Wind Turbine Application

Abstract:

This paper presents a numerical analysis of the performance of a three-bladed Darrieus vertical-axis wind turbine based on the DU91-W2-250 airfoil. A complete campaign of 2-D simulations, performed for several values of tip speed ratio and based on RANS unsteady calculations, has been performed to obtain the rotor torque and power curves. Rotor performances have been compared with the results of a previous work based on the use of the NACA 0021 airfoil. Both the power coefficient and the torque coefficient have been determined as a function of the tip speed ratio. The flow field around rotor blades has also been analyzed. As a final result, the performance of the DU airfoil based rotor appears to be lower than the one based on the NACA 0021 blade section. This behavior could be due to the higher stall characteristics of the NACA profile, being the separation zone at the trailing edge more extended for the DU airfoil.

3525 Dynamic Performance Evaluation of Distributed Generation Units in the Micro Grid

Abstract:

This paper presents dynamic models of distributed generators (DG) and investigates dynamic behavior of the DG units in the micro grid system. The DG units include photovoltaic and fuel cell sources. The voltage source inverter is adopted since the electronic interface which can be equipped with its controller to keep stability of the micro grid during small signal dynamics. This paper also introduces power management strategies and implements the DG load sharing concept to keep the micro grid operation in gridconnected and islanding modes of operation. The results demonstrate the operation and performance of the photovoltaic and fuel cell as distributed generators in a micro grid. The entire control system in the micro grid is developed by combining the benefits of the power control and the voltage control strategies. Simulation results are all reported, confirming the validity of the proposed control technique.

3524 Improved Neutron Leakage Treatment on Nodal Expansion Method for PWR Reactors

Abstract:

For a quick and accurate calculation of spatial neutron distribution in nuclear power reactors 3D nodal codes are usually used aiming at solving the neutron diffusion equation for a given reactor core geometry and material composition. These codes use a second order polynomial to represent the transverse leakage term. In this work, a nodal method based on the well known nodal expansion method (NEM), developed at COPPE, making use of this polynomial expansion was modified to treat the transverse leakage term for the external surfaces of peripheral reflector nodes. The proposed method was implemented into a computational system which, besides solving the diffusion equation, also solves the burnup equations governing the gradual changes in material compositions of the core due to fuel depletion. Results confirm the effectiveness of this modified treatment of peripheral nodes for practical purposes in PWR reactors.

3523 Likelihood Estimation for Stochastic Epidemics with Heterogeneous Mixing Populations

We consider a heterogeneously mixing SIR stochastic epidemic process in populations described by a general graph. Likelihood theory is developed to facilitate statistic inference for the parameters of the model under complete observation. We show that these estimators are asymptotically Gaussian unbiased estimates by using a martingale central limit theorem.

3522 Dynamic State Estimation with Optimal PMU and Conventional Measurements for Complete Observability

Abstract:

This paper presents a Generalized Binary Integer Linear Programming (GBILP) method for optimal allocation of Phasor Measurement Units (PMUs) and to generate Dynamic State Estimation (DSE) solution with complete observability. The GBILP method is formulated with Zero Injection Bus (ZIB) constraints to reduce the number of locations for placement of PMUs in the case of normal and single line contingency. The integration of PMU and conventional measurements is modeled in DSE process to estimate accurate states of the system. To estimate the dynamic behavior of the power system with proposed method, load change up to 40% considered at a bus in the power system network. The proposed DSE method is compared with traditional Weighted Least Squares (WLS) state estimation method in presence of load changes to show the impact of PMU measurements. MATLAB simulations are carried out on IEEE 14, 30, 57, and 118 bus systems to prove the validity of the proposed approach.

3521 Sustainable Development in Iranian South Coastal and Islands Using Wind Energy

Abstract:

The development incompatible with environment cannot be sustainable. Using renewable energy sources such as solar energy, geothermal energy and wind energy can make sustainable development in a region. Iran has a lot of renewable and nonrenewable energy resources. Since Iran has a special geographic position, it has lot of solar and wind energy resources. Both solar and wind energy are free, renewable and adaptable with environment. The study of 10 year wind data in Iranian South coastal and Islands synoptic stations shows that the production of wind power electricity and water pumping is possible in this region. In this research, we studied the local and temporal distribution of wind using three – hour statistics of windspeed in Iranian South coastal and Islands synoptic stations. This research shows that the production of wind power electricity is possible in this region all the year.

3520 Assessing Storage of Stability and Mercury Reduction of Freeze-Dried Pseudomonas putida within Different Types of Lyoprotectant

Abstract:

Pseudomonas putida is a potential strain in biological treatment to remove mercury contained in the effluent of petrochemical industry due to its mercury reductase enzyme that able to reduce ionic mercury to elementary mercury. Freeze-dried P. putida allows easy, inexpensive shipping, handling and high stability of the product. This study was aimed to freeze dry P. putida cells with addition of lyoprotectant. Lyoprotectant was added into the cells suspension prior to freezing. Dried P. putida obtained was then mixed with synthetic mercury. Viability of recovery P. putida after freeze dry was significantly influenced by the type of lyoprotectant. Among the lyoprotectants, tween 80/ sucrose was found to be the best lyoprotectant. Sucrose able to recover more than 78% (6.2E+09 CFU/ml) of the original cells (7.90E+09CFU/ml) after freeze dry and able to retain 5.40E+05 viable cells after 4 weeks storage in 4oC without vacuum. Polyethylene glycol (PEG) pre-treated freeze dry cells and broth pre-treated freeze dry cells after freeze-dry recovered more than 64% (5.0 E+09CFU/ml) and >0.1% (5.60E+07CFU/ml). Freeze-dried P. putida cells in PEG and broth cannot survive after 4 weeks storage. Freeze dry also does not really change the pattern of growth P. putida but extension of lag time was found 1 hour after 3 weeks of storage. Additional time was required for freeze-dried P. putida cells to recover before introduce freeze-dried cells to more complicated condition such as mercury solution. The maximum mercury reduction of PEG pre-treated freeze-dried cells after freeze dry and after storage 3 weeks was 56.78% and 17.91%. The maximum of mercury reduction of tween 80/sucrose pre-treated freeze-dried cells after freeze dry and after storage 3 weeks were 26.35% and 25.03%. Freeze dried P. putida was found to have lower mercury reduction compare to the fresh P. putida that has been growth in agar. Result from this study may be beneficial and useful as initial reference before commercialize freeze-dried P. putida.

3519 SNR Classification Using Multiple CNNs

Abstract:

Noise estimation is essential in today wireless systems for power control, adaptive modulation, interference suppression and quality of service. Deep learning (DL) has already been applied in the physical layer for modulation and signal classifications. Unacceptably low accuracy of less than 50% is found to undermine traditional application of DL classification for SNR prediction. In this paper, we use divide-and-conquer algorithm and classifier fusion method to simplify SNR classification and therefore enhances DL learning and prediction. Specifically, multiple CNNs are used for classification rather than a single CNN. Each CNN performs a binary classification of a single SNR with two labels: less than, greater than or equal. Together, multiple CNNs are combined to effectively classify over a range of SNR values from −20 ≤ SNR ≤ 32 dB.We use pre-trained CNNs to predict SNR over a wide range of joint channel parameters including multiple Doppler shifts (0, 60, 120 Hz), power-delay profiles, and signal-modulation types (QPSK,16QAM,64-QAM). The approach achieves individual SNR prediction accuracy of 92%, composite accuracy of 70% and prediction convergence one order of magnitude faster than that of traditional estimation.

3518 Service Quality and Consumer Behavior on Metered Taxi Services

Abstract:

The purposes of this research are to make comparisons in respect of the behaviors on the use of the services of metered taxi classified by the demographic factor and to study the influence of the recognition on service quality having the effect on usage behaviors of metered taxi services of consumers in Bangkok Metropolitan Areas. The samples used in this research were 400 metered taxi service users in Bangkok Metropolitan Areas and questionnaire was used as the tool for collecting the data. Analysis statistics are mean and multiple regression analysis. Results of the research revealed that the consumers recognize the overall quality of services in each aspect include tangible aspects of the service, responses to customers, assurance on the confidence, understanding and knowing of customers which is rated at the moderate level except the aspect of the assurance on the confidence and trustworthiness which are rated at a high level. For the result of hypothetical test, it is found that the quality in providing the services on the aspect of the assurance given to the customers has the effect on the usage behaviors of metered taxi services and the aspect of the frequency on the use of the services per month which in this connection. Such variable can forecast at one point nine percent (1.9%). In addition, quality in providing the services and the aspect of the responses to customers have the effect on the behaviors on the use of metered taxi services on the aspect of the expenses on the use of services per month which in this connection, such variable can forecast at two point one percent (2.1%).

3517 Development of Mathematical Model for Overall Oxygen Transfer Coefficient of an Aerator and Comparison with CFD Modeling

Abstract:

The value of overall oxygen transfer Coefficient (KLa), which is the best measure of oxygen transfer in water through aeration, is obtained by a simple approach, which sufficiently explains the utility of the method to eliminate the discrepancies due to inaccurate assumption of saturation dissolved oxygen concentration. The rate of oxygen transfer depends on number of factors like intensity of turbulence, which in turns depends on the speed of rotation, size, and number of blades, diameter and immersion depth of the rotor, and size and shape of aeration tank, as well as on physical, chemical, and biological characteristic of water. An attempt is made in this paper to correlate the overall oxygen transfer Coefficient (KLa), as an independent parameter with other influencing parameters mentioned above. It has been estimated that the simulation equation developed predicts the values of KLa and power with an average standard error of estimation of 0.0164 and 7.66 respectively and with R2 values of 0.979 and 0.989 respectively, when compared with experimentally determined values. The comparison of this model is done with the model generated using Computational fluid dynamics (CFD) and both the models were found to be in good agreement with each other.

3516 Conceptualizing of Priorities in the Dynamics of Public Administration Contemporary Reforms

Abstract:

The article presents the results of the creative analysis and comparison of trends in the development of the theory of public administration during the period from the second half of the 20th to the beginning of the 21st century. The process of conceptualization of the priorities of public administration in the dynamics of reforming was held under the influence of such factors as globalization, integration, information and technological changes and human rights is examined. The priorities of the social state in the concepts of the second half of the 20th century are studied. Peculiar approaches to determining the priorities of public administration in the countries of "Soviet dictatorship" in Central and Eastern Europe in the same period are outlined. Particular attention is paid to the priorities of public administration regarding the interaction between public power and society and the development of conceptual foundations for the modern managerial process. There is a thought that the dynamics of the formation of concepts of the European governance is characterized by the sequence of priorities: from socio-economic and moral-ethical to organizational-procedural and non-hierarchical ones. The priorities of the "welfare state" were focused on the decent level of material wellbeing of population. At the same time, the conception of "minimal state" emphasized priorities of human responsibility for their own fate under the conditions of minimal state protection. Later on, the emphasis was placed on horizontal ties and redistribution of powers and competences of "effective state" with its developed procedures and limits of responsibility at all levels of government and in close cooperation with the civil society. The priorities of the contemporary period are concentrated on human rights in the concepts of "good governance" and all the following ones, which recognize the absolute priority of public administration with compliance, provision and protection of human rights. There is a proved point of view that civilizational changes taking place under the influence of information and technological imperatives also stipulate changes in priorities, redistribution of emphases and update principles of managerial concepts on the basis of publicity, transparency, departure from traditional forms of hierarchy and control in favor of interactivity and inter-sectoral interaction, decentralization and humanization of managerial processes. The necessity to permanently carry out the reorganization, by establishing the interaction between different participants of public power and social relations, to establish a balance between political forces and social interests on the basis of mutual trust and mutual understanding determines changes of social, political, economic and humanitarian paradigms of public administration and their theoretical comprehension. The further studies of theoretical foundations of modern public administration in interdisciplinary discourse in the context of ambiguous consequences of the globalizational and integrational processes of modern European state-building would be advisable. This is especially true during the period of political transformations and economic crises which are the characteristic of the contemporary Europe, especially for democratic transition countries.

3515 An Improved Quality Adaptive Rate Filtering Technique Based on the Level Crossing Sampling

Abstract:

Mostly the systems are dealing with time varying signals. The Power efficiency can be achieved by adapting the system activity according to the input signal variations. In this context an adaptive rate filtering technique, based on the level crossing sampling is devised. It adapts the sampling frequency and the filter order by following the input signal local variations. Thus, it correlates the processing activity with the signal variations. Interpolation is required in the proposed technique. A drastic reduction in the interpolation error is achieved by employing the symmetry during the interpolation process. Processing error of the proposed technique is calculated. The computational complexity of the proposed filtering technique is deduced and compared to the classical one. Results promise a significant gain of the computational efficiency and hence of the power consumption.

3514 Probabilistic Electrical Power Generation Modeling Using Decimal to Binary Conversion

Abstract:

Generation system reliability assessment is an important task which can be performed using deterministic or probabilistic techniques. The probabilistic approaches have significant advantages over the deterministic methods. However, more complicated modeling is required by the probabilistic approaches. Power generation model is a basic requirement for this assessment. One form of the generation models is the well known capacity outage probability table (COPT). Different analytical techniques have been used to construct the COPT. These approaches require considerable mathematical modeling of the generating units. The unit-s models are combined to build the COPT which will add more burdens on the process of creating the COPT. Decimal to Binary Conversion (DBC) technique is widely and commonly applied in electronic systems and computing This paper proposes a novel utilization of the DBC to create the COPT without engaging in analytical modeling or time consuming simulations. The simple binary representation , “0 " and “1 " is used to model the states o f generating units. The proposed technique is proven to be an effective approach to build the generation model.

3513 Design of Static Synchronous Series Compensator Based Damping Controller Employing Real Coded Genetic Algorithm

Abstract:

This paper presents a systematic approach for designing Static Synchronous Series Compensator (SSSC) based supplementary damping controllers for damping low frequency oscillations in a single-machine infinite-bus power system. The design problem of the proposed controller is formulated as an optimization problem and RCGA is employed to search for optimal controller parameters. By minimizing the time-domain based objective function, in which the deviation in the oscillatory rotor speed of the generator is involved; stability performance of the system is improved. Simulation results are presented and compared with a conventional method of tuning the damping controller parameters to show the effectiveness and robustness of the proposed design approach.

3512 Ageing and Partial Discharge Patterns in Oil-Impregnated Paper and Pressboard Insulation at High Temperature

Abstract:

The power transformer is the most expensive, indispensable and arguably the most important equipment item in a power system Insulation failure in transformers can cause long term interruption to supply and loss of revenue and the condition assessment of the insulation is thus an important maintenance procedure. Oil-impregnated transformer insulation consists of mainly organic materials including mineral oil and cellulose-base paper and pressboard. The operating life of cellulose-based insulation, as with most organic insulation, depends heavily on its operating temperature rise above ambient. This paper reports results of a laboratory-based experimental investigation of partial discharge (PD) activity at high temperature in oil-impregnated insulation. The experiments reported here are part an on-going programme aimed at investigating the way in which insulation deterioration can be monitored and quantified by use of partial discharge diagnostics. Partial discharge patterns were recorded and analysed during increasing and decreasing phases of the temperature. The effect of ageing of the insulation on the PD patterns in oil and oil-impregnated insulation are also considered.

3511 Improvement in Power Transformer Intelligent Dissolved Gas Analysis Method

Abstract:

Non-Destructive evaluation of in-service power transformer condition is necessary for avoiding catastrophic failures. Dissolved Gas Analysis (DGA) is one of the important methods. Traditional, statistical and intelligent DGA approaches have been adopted for accurate classification of incipient fault sources. Unfortunately, there are not often enough faulty patterns required for sufficient training of intelligent systems. By bootstrapping the shortcoming is expected to be alleviated and algorithms with better classification success rates to be obtained. In this paper the performance of an artificial neural network, K-Nearest Neighbour and support vector machine methods using bootstrapped data are detailed and shown that while the success rate of the ANN algorithms improves remarkably, the outcome of the others do not benefit so much from the provided enlarged data space. For assessment, two databases are employed: IEC TC10 and a dataset collected from reported data in papers. High average test success rate well exhibits the remarkable outcome.
