1204 The Situation in the Public Procurement Market in Post-Communist Countries: The Case of the Czech Republic

Abstract:
Public procurement is one of the most important areas in the public sector that introduces a possibility for a corruption. Due to the volume of the funds that are allocated through this institution (in the EU countries it is between 10 – 15% of GDP), it has very serious implications for the efficiency of public expenditures and the overall economic efficiency as well. Indicators that are usually used for the measurement of the corruption (such as Corruption Perceptions Index - CPI) show that the worst situation is in the post-communist countries and Mediterranean countries. The presented paper uses the Czech Republic as an example of a post-communist country and analyses the factors which influence the scope of corruption in public procurement. Moreover, the paper discusses indicators that could point at the public procurement market inefficiency. The presented results show that post-communist states use the institute of public contracts significantly more than the old member countries of the continental Europe. It has a very important implication because it gives more space for corruption. Furthermore, it appears that the inefficient functioning of public procurement market is clearly manifested in the low number of bids, low level of market transparency and an ineffective control system. Abstract:
Taguchi approach was applied to determine the most influential control factors which will yield better tensile strength of the joints of pulse TIG welded 70/30 Cu-Ni alloy. In order to evaluate the effect of process parameters such as pulse frequency, peak current, base current and welding speed on tensile strength of Pulsed current TIG welded 70/30 Cu-Ni alloy of 5 mm thickness, Taguchi parametric design and optimization approach was used. Through the Taguchi parametric design approach, the optimum levels of process parameters were determined at 95% confidence level. The results indicate that the Pulse frequency, peak current, welding speed and base current are the significant parameters in deciding the tensile strength of the joint. The predicted optimal values of tensile strength of Pulsed current Gas tungsten arc welding (PC GTAW) of 70/30 Cu-Ni alloy welds are 368.8MPa.

Abstract:
The use of IT equipment has become a part of every day. However, each device that is part of cyberspace should be secured against unauthorized use. It is very important to know the basics of these security devices, but also the basics of safe conduct their owners. This information should be part of every curriculum computer science education in primary and secondary schools. Therefore, the work focuses on the education of pupils in primary and secondary schools on the Internet. Analysis of the current state describes approaches to the education of pupils in security issues on the Internet. The paper presents a questionnaire-based survey which was carried out in the Czech Republic, whose task was to ascertain the level of opinion pupils in primary and secondary schools on the issue of communication in social networks. The research showed that awareness of socio-pathological phenomena on the Internet environment is very low. Based on the results it was proposed appropriate ways of teaching to this issue and its inclusion a proposal of curriculum for primary and secondary schools.

Dhaka, the capital city of Bangladesh, is one of the densely populated cities in the world. Due to rapid urbanization 60% of its population lives in slum and squatter settlements. The reason behind this poverty is low economic growth, inequitable distribution of income, unequal distribution of productive assets, unemployment and underemployment, high rate of population growth, low level of human resource development, natural disasters, and limited access to public services. Along with poverty, creating pressure on urban land, shelter, plots, open spaces this creates environmental and ecological degradation. These constraints are mostly resulted from the failures of the government policies and measures and only Government can solve this problem. Abstract:
The objectives of this research were to study the management of local towns and to develop a better model of town management according to the Philosophy of Sufficiency Economy. This study utilized qualitative research, field research, as well as documentary research at the same time. A total of 10 local towns or Tambons of Supanburi province, Thailand were selected for an in-depth interview. The findings revealed that the model of local town management according to Philosophy of Sufficient Economy was in a level of “good” and the model of management has the five basic guidelines: 1) ability to manage budget information and keep it up-to-date, 2) ability to decision making according to democracy rules, 3) ability to use check and balance system, 4) ability to control, follow, and evaluation, and 5) ability to allow the general public to participate. In addition, the findings also revealed that the human resource management according to Philosophy of Sufficient Economy includes obeying laws, using proper knowledge, and having integrity in five areas: plan, recruit, select, train, and maintain human resources.

Abstract:
Although human resources are recognized as the crucial companies’ resources and their positive influence on companies’ performances has been confirmed through different researches, scientists are still debating it. In order to contribute this debate, this paper firstly discusses the most important human resource management elements and practices and its influence on companies’ success. Afterwards it defines human resource “bundles” – interrelated and internally consistent human resource practices, complementary to each other, or the most important human resource practices and elements regarding Croatian companies and its human resource management activities. Finally, the paper provides empirical results; more precisely it reveals the relation of the level of development of human resource management function (“bundles”) and companies’ financial performances (using profitability ratios, liquidity ratios, solvency ratios and a group of additional ratios related to employees’ indicators).

Abstract:
The relation between taxation states and foreign direct investment has been studied for several perspectives and with states of different levels of development. Usually it's only considered the impact of tax level on the foreign direct investment volume. This paper enhances this view by assuming that multinationals companies (MNC) can use transfer prices systems and have got investment timing flexibility. Thus, it evaluates the impact of the use of international transfer pricing systems on the states- policy and on the investment timing of the multinational companies. In uncertain business environments (with periodical release of news), the investment can increase if MNC detain investment delay options. This paper shows how tax differentials can attract foreign direct investments (FDI) and influence MNC behavior. The equilibrium is set in a global environment where MNC can shift their profits between states depending on the corporate tax rates. Abstract:
The present study was done primarily to address two major research gaps: firstly, development of an empirical measure of life meaningfulness for substance users and secondly, to determine the psychosocial determinants of life meaningfulness among the substance users. The study is classified into two phases: the first phase which dealt with development of Life Meaningfulness Scale and the second phase which examined the relationship between life meaningfulness and social support, abstinence self efficacy and depression. Both qualitative and quantitative approaches were used for framing items. A Principal Component Analysis yielded three components: Overall Goal Directedness, Striving for healthy lifestyle and Concern for loved ones which collectively accounted for 42.06% of the total variance. The scale and its subscales were also found to be highly reliable. Multiple regression analyses in the second phase of the study revealed that social support and abstinence self efficacy significantly predicted life meaningfulness among 48 recovering inmates of a de-addiction center while level of depression failed to predict life meaningfulness.

Abstract:
Masonry infill walls are inevitable in the selfsupporting structures, but their contribution in the resistance to earthquake loads is generally neglected in the structural analyses. The principal aim of this work through a numerical study of masonry infill walls behavior in structures subjected to horizontal load is to propose by finite elements numerical modeling, a more reliable approach, faster and close to reality. In this study, 3D Finite Element Analysis was developed to study the behavior of masonry infill walls in structures subjected to horizontal load; the finite element software being used was ABAQUS, it is observed that more rigidity of the masonry filling is significant, more the structure is rigid, we can so conclude that the filling brings an additional rigidity to the structure not to be neglected; it is also observed that when the framework is subjected to horizontal loads, the framework separates from the filling on the level of the tended diagonal.Keywords: Finite element, Masonry infill walls, Rigidity of the masonry, Tended diagonal.

Abstract:
Recently, many existing partially blind signature scheme based on a single hard problem such as factoring, discrete logarithm, residuosity or elliptic curve discrete logarithm problems. However sooner or later these systems will become broken and vulnerable, if the factoring or discrete logarithms problems are cracked. This paper proposes a secured partially blind signature scheme based on factoring (FAC) problem and elliptic curve discrete logarithms (ECDL) problem. As the proposed scheme is focused on factoring and ECDLP hard problems, it has a solid structure and will totally leave the intruder bemused because it is very unlikely to solve the two hard problems simultaneously. In order to assess the security level of the proposed scheme a performance analysis has been conducted. Results have proved that the proposed scheme effectively deals with the partial blindness, randomization, unlinkability and unforgeability properties. Apart from this we have also investigated the computation cost of the proposed scheme. The new proposed scheme is robust and it is difficult for the malevolent attacks to break our scheme.

Abstract:
The antioxidant capability of beverage blends made from cocoa, zobo and ginger with standard antioxidant assay procedures was investigated. The DPPH (2,2-diphenyl-1- picrylhydrazyl) scavenging capacity ranged from 21.2-25.8% in comparison with GSH of 37.1%. The ferric reducing ability was highest in the zobo drink and lowest in ginger. The superoxide scavenging capacity was also highest in the zobo drink followed by the drink with alkalized cocoa. The metal chelating power decreased as the level of zobo in the blends decreases. The chelating power of zobo and ginger were significantly lower than the natural and alkalized cocoa. The 100% zobo drink inhibited linoleic acid till the fifth day while natural and alkalized cocoa as well as the blend with 50% alkalized cocoa inhibited linoleic acid greatly till the sixth day. The finding describes the potential health benefit of the phytochemical antioxidants of cocoa:zobo:ginger beverage blends.

Abstract:
Over the last two decades, externally bonded fiber reinforced polymer (FRP) composites bonded to concrete substrates has become a popular method for strengthening reinforced concrete (RC) highway and railway bridges. Such structures are exposed to severe cyclic loading throughout their lifetime often resulting in fatigue damage to structural components and a reduction in the service life of the structure. Since experimental and numerical results on the fatigue performance of FRP-to-concrete joints are still limited, the current research focuses on assessing the fatigue performance of externally bonded FRP-to-concrete joints using a direct shear test. Some early results indicate that the stress ratio and the applied cyclic stress level have a direct influence on the fatigue life of the externally bonded FRP. In addition, a calibrated finite element model is developed to provide further insight into the influence of certain parameters such as: concrete strength, FRP thickness, number of cycles, frequency, and stiffness on the fatigue life of the FRP-toconcrete joints.Keywords: FRP, concrete bond, control, fatigue, finite element model.

Understanding patient factors related to physical activity behavior is important in the management of Type 2 Diabetes. This study applied the Theory of Planned Behavior model to understand physical activity behavior among sampled Type 2 diabetics in Kenya. The study was conducted within the diabetic clinic at Kisii Level 5 Hospital and adopted sequential mixed methods design beginning with qualitative phase and ending with quantitative phase. Qualitative data was analyzed using grounded theory analysis method. Structural equation modeling using maximum likelihood was used to analyze quantitative data. The common fit indices revealed that the theory of planned behavior fitted the data acceptably well among the Type 2 diabetes and within physical activity behavior {¤ç2 = 213, df = 84, n=230, p = .061, ¤ç2/df = 2.53; TLI = .97; CFI =.96; RMSEA (90CI) = .073(.029, .08)}. This theory proved to be useful in understanding physical activity behavior among Type 2 diabetics.

Abstract:
There is an ongoing controversy in the literature related to the biological effects of weak, low frequency electromagnetic fields. The physical arguments and interpretation of the experimental evidence are inconsistent, where some physical arguments and experimental demonstrations tend to reject the likelihood of any effect of the fields at extremely low level. The problem arises of explaining, how the low-energy influences of weak magnetic fields can compete with the thermal and electrical noise of cells at normal temperature using the theoretical studies. The magnetoreception in animals involve radical pair mechanism. The same mechanism has been shown to be involved in the circadian rhythm synchronization in mammals. These reactions can be influenced by the weak magnetic fields. Hence, it is postulated the biological clock can be affected by weak magnetic fields and these disruptions to the rhythm can cause adverse biological effects. The purpose of this study was to investigate the effectiveness of a recreational workout program for adults with disabilities over two semesters. This investigation was an action study conducted in a naturalistic setting. Participants included equal numbers of adults with severe cognitive impairments (n = 35) and adults without disabilities (n = 35). Adults with disabilities severe cognitive impairments were trained 6 self-initiated workout activities over two semesters by adults without disabilities. The numbers of task-analyzed steps of each activity performed correctly by each participant at the first and last weeks of each semester were used for data analysis. Results of the paired t-tests indicate that across two semesters, significant differences between the first and last weeks were found on 4 out of the 6 task-analyzed workout activities at a statistical level of significance p < .05. The recreational workout program developed in this study was effective.

Abstract:
Three purified diets were formulated using fish meal, soya bean, wheat flour, palm oil, minerals and maltose. The carbohydrate in the diets was increased from 5 to 15% by changing the cellulose content to study the effect of dietary carbohydrate level on the growth parameters of Nile tilapia Oreochromis niloticus. The protein and the lipid contents were kept constant in all the diets. The results showed that, weight gain, protein efficiency ratio, net protein utilisation and hepatosomatic index of fish fed the diet containing 15% cellulose were the lowest among all groups. Addition, the fish fed the diet containing 5% cellulose had the best specific growth rate, and food conversion ratio. While, there was no effect of the dietary cellulose levels on condition factor and survival rate. These results indicate that Nile tilapia fingerlings are able to utilize dietary cellulose does not exceed 10% in their feed for optimum growth.Keywords: Dietary cellulose, growth parameters, Nile Tilapia Oreochromis niloticus, purified diets.

Abstract:
In this paper, an image adaptive, invisible digital watermarking algorithm with Orthogonal Polynomials based Transformation (OPT) is proposed, for copyright protection of digital images. The proposed algorithm utilizes a visual model to determine the watermarking strength necessary to invisibly embed the watermark in the mid frequency AC coefficients of the cover image, chosen with a secret key. The visual model is designed to generate a Just Noticeable Distortion mask (JND) by analyzing the low level image characteristics such as textures, edges and luminance of the cover image in the orthogonal polynomials based transformation domain. Since the secret key is required for both embedding and extraction of watermark, it is not possible for an unauthorized user to extract the embedded watermark. The proposed scheme is robust to common image processing distortions like filtering, JPEG compression and additive noise. Traditionally, Ghana is a marine fishing country. The fishing industry dominated by artisanal marine fishing helps Ghana to meet its fish and protein requirements. Also, it provides employment for most coastal dwellers that depend on fishing as their main economic enterprise. Nonetheless, the marine fishing industry is confronted with challenges that have contributed to a declining fish production in recent past decade. Bad fishing practices and the general limited knowledge on sustainable management of fisheries resources are the limiting factors that affect sustainable fish production and sustainable marine biodiversity management in Ghana. This paper discusses the challenges and strategies for attaining and maintaining sustainable marine fishing in Ghana as well as the state of marine fishing in Ghana. It concludes that an increase in the level of involvement of local fishers in the management of fisheries resources of the country could help local fishers to employ sustainable fisheries resources exploitation methods that could result in an improvement in the spatio-economic development and wellbeing of affected fishing communities in particular and Ghana in general.

One of the determinants of a firm-s prosperity is the customers- perceived service quality and satisfaction. While service quality is wide in scope, and consists of various dimensions, there may be differences in the relative importance of these dimensions in affecting customers- overall satisfaction of service quality. Identifying the relative rank of different dimensions of service quality is very important in that it can help managers to find out which service dimensions have a greater effect on customers- overall satisfaction. Such an insight will consequently lead to more effective resource allocation which will finally end in higher levels of customer satisfaction. This issue – despite its criticality- has not received enough attention so far. Therefore, using a sample of 240 bank customers in Iran, an artificial neural network is developed to address this gap in the literature. As customers- evaluation of service quality is a subjective process, artificial neural networks –as a brain metaphor- may appear to have a potentiality to model such a complicated process. Proposing a neural network which is able to predict the customers- overall satisfaction of service quality with a promising level of accuracy is the first contribution of this study. In addition, prioritizing the service quality dimensions in affecting customers- overall satisfaction –by using sensitivity analysis of neural network- is the second important finding of this paper.Keywords: service quality, customer satisfaction, relative importance, artificial neural network.

Nowadays, nanoparticles are being used in pharmacological studies for their exclusive properties such as small size, more surface area, biocompatibility and enhanced solubility. In view of this, the present study aimed to evaluate the antihyperglycemic potential of biologically synthesized silver nanoparticles (BSSNPs) and Gymnema sylvestre (GS) extract. The SEM and SEM analysis divulges that the BSSNPs were spherical in shape. EDAX spectrum exhibits peaks for the presence of silver, carbon, and oxygen atoms in the range of 1.0-3.1 keV. FT-IR reveals the binding properties of active bio-constituents responsible for capping and stabilizing BSSNPs. The results showed increased blood glucose, huge loss in body weight and downturn in plasma insulin. The GS extract (200 mg/kg, 400 mg/kg), BSSNPs (100 mg/kg, 200 mg/kg) and metformin 50 mg/kg were administered to the diabetic rats. BSSNPs at a dose level of 200 mg/kg (b.wt.p.o.) showed significant inhibition of (p<0.001) blood glucose levels as compared with GS extract treated group. Abstract:
The understanding of the system level of biological behavior and phenomenon variously needs some elements such as gene sequence, protein structure, gene functions and metabolic pathways. Challenging problems are representing, learning and reasoning about these biochemical reactions, gene and protein structure, genotype and relation between the phenotype, and expression system on those interactions. The goal of our work is to understand the behaviors of the interactions networks and to model their evolution in time and in space. We propose in this study an ontological meta-model for the knowledge representation of the genetic regulatory networks. Ontology in artificial intelligence means the fundamental categories and relations that provide a framework for knowledge models. Abstract:
A satured liquid is warmed until boiling in a parallelepipedic boiler. The heat is supplied in a liquid through the horizontal bottom of the boiler, the other walls being adiabatic. During the process of boiling, the liquid evaporates through its free surface by deforming it. This surface which subdivides the boiler into two regions occupied on both sides by the boiled liquid (broth) and its vapor which surmounts it. The broth occupying the region and its vapor the superior region. A two- fluids model is used to describe the dynamics of the broth, its vapor and their interface. In this model, the broth is treated as a monophasic fluid (homogeneous model) and form with its vapor adiphasic pseudo fluid (two-fluid model). Furthermore, the interface is treated as a zone of mixture characterized by superficial void fraction noted α* . The aim of this article is to describe the dynamics of the interface between the boiled fluid and its vapor within a boiler. Abstract:
In this work was developed and implemented a thermal fogging disinfection system to counteract pathogens from poultry feces in agribusiness farms, to reduce mortality rates and increase biosafety in them. The control system consists of two phases for the conditioning of the farm during the sanitary break. In the first phase, viral and bacterial inactivation was performed by treating the stool dry cleaning, along with the development of a specialized product that foster the generation of temperatures above 55 °C in less than 24 hr, for virus inactivation. In the second phase, a process for disinfection by fogging was implemented, along with the development of a specialized disinfectant that guarantee no risk for the operators’ health or birds. As a result of this process, it was possible to minimize the level of mortality of chickens on farms from 12% to 5.49%, representing a reduction of 6.51% in the death rate, through the formula applied to the treatment of poultry litter based on oxidising agents used as antiseptics, hydrogen peroxide solutions, glacial acetic acid and EDTA in order to act on bacteria, viruses, micro bacteria and spores.

Abstract:
In this paper, we present the recently implemented approach allowing dynamics systems to plan its actions, taking into account the environment perception changes, and to control their execution when uncertainty and incomplete knowledge are the major characteristics of the situated environment [1],[2],[3],[4]. The control distributed architecture has three modules and the approach is related to hierarchical planning: the plan produced by the planner is further refined at the control layer that in turn supervises its execution by a functional level. We propose a new intelligent distributed architecture constituted by: Multi-Agent subsystem of the sensor, of the interpretation and representation of environment [9], of the dynamic localization and of the action. We tested this distributed architecture with dynamic system in the known environment. The autonomous for Rotor Mini Rotorcraft task is described by the primitive actions. The distributed controlbased on multi-agent system is in charge of achieving each task in the best possible way taking into account the context and sensory feedback.

Abstract:
Even it has been recognized that Shape Memory Alloys (SMA) have a significant potential for deployment actuators, the number of applications of SMA-based actuators to the present day is still quite small, due to the need of deep understanding of the thermo-mechanical behavior of SMA, causing an important need for a mathematical model able to describe all thermo-mechanical properties of SMA by relatively simple final set of constitutive equations. SMAs offer attractive potentials such as: reversible strains of several percent, generation of high recovery stresses and high power / weight ratios. The paper tries to provide an overview of the shape memory functions and a presentation of the designed and developed temperature control system used for a gripper actuated by two pairs of differential SMA active springs. An experimental setup was established, using electrical energy for actuator-s springs heating process. As for holding the temperature of the SMA springs at certain level for a long time was developed a control system in order to avoid the active elements overheating.Keywords: active element, actuator, model, Nitinol, prehension

Abstract:
The objective of this project is to produce computer assisted instruction(CAI) for welding and brazing in order to determine the efficiency of the instruction package and the study accomplishment of learner by studying through computer assisted instruction for welding and brazing it was examined through the target group surveyed from the 30 students studying in the two year of 5-year-academic program, department of production technology education, faculty of industrial education and technology, king mongkut-s university of technology thonburi. The result of the research indicated that the media evaluated by experts and subject matter quality evaluation of computer assisted instruction for welding and brazing was in line for the good criterion. The mean of score evaluated before the study, during the study and after the study was 34.58, 83.33 and 83.43, respectively. The efficiency of the lesson was 83.33/83.43 which was higher than the expected value, 80/80. The study accomplishment of the learner, who utilizes computer assisted instruction for welding and brazing as a media, was higher and equal to the significance statistical level of 95%. The value was 1.669 which was equal to 35.36>1.669. In this paper, we develop a new approach based onthe technique of clustering and the graphical possibilistic fusionmodeling. So, the proposed model is elaborated in three phases. Thefirst one consists to decompose the environment into clusters,following by the fusion intra and inter clusters processes. Abstract:
This study aims to determine the natural radioactivity levels in some foodstuffs produced in Turkey. For this purpose, 48 different foods samples were collected from different land parcels throughout the country. All samples were analyzed to designate both gross alpha and gross beta radioactivities and the radionuclides’ concentrations. The gross alpha radioactivities were measured as below 1 Bq kg-1 in most of the samples, some of them being due to the detection limit of the counting system. The gross beta radioactivity levels ranged from 1.8 Bq kg-1 to 453 Bq kg-1, larger levels being observed in leguminous seeds while the highest level being in haricot bean. The concentrations of natural radionuclides in the foodstuffs were investigated by the method of gamma spectroscopy. High levels of 40K were measured in all the samples, the highest activities being again in leguminous seeds. Low concentrations of 238U and 226Ra were found in some of the samples, which are comparable to the reported results in the literature. Based on the activity concentrations obtained in this study, average annual effective dose equivalents for the radionuclides 226Ra, 238U, and 40K were calculated as 77.416 µSv y-1, 0.978 µSv y-1, and 140.55 µSv y-1, respectively.

Abstract:
Many of the engineering materials, such as behavioral metals, have at least a certain level of linear behavior. It means that if the stresses are doubled, the deformations would be also doubled. In fact, these materials have linear elastic properties. Soils do not follow this law, for example, when compressed, soils become gradually tighter. On the surface of the ground, the sand can be easily deformed with a finger, but in high compressive stresses, they gain considerable hardness and strength. This is mainly due to the increase in the forces among the separate particles. Creeps also deform the soils under a constant load over time. Clay and peat soils have creep behavior. As a result of this phenomenon, structures constructed on such soils will continue their collapse over time. In this paper, the researchers analyzed and modeled the stresses and creeps in the southern plains of Kerman province in Iran through library-documentary, quantitative and software techniques, and field survey. The results of the modeling showed that these plains experienced severe stresses and had a collapse of about 26 cm in the last 15 years and also creep evidence was discovered in an area with a gradient of 3-6 degrees.Keywords: Stress, creep, surface runoff.

Abstract:
Energy Efficiency Management is the heart of a worldwide problem. The capability of a multi-agent system as a technology to manage the micro-grid operation has already been proved. This paper deals with the implementation of a decisional pattern applied to a multi-agent system which provides intelligence to a distributed local energy network considered at local consumer level. Development of multi-agent application involves agent specifications, analysis, design, and realization. Furthermore, it can be implemented by following several decisional patterns. The purpose of present article is to suggest a new approach for a decisional pattern involving a multi-agent system to control a distributed local energy network in a decentralized competitive system. The proposed solution is the result of a dichotomous approach based on environment observation. It uses an iterative process to solve automatic learning problems and converges monotonically very fast to system attracting operation point.
