3540 Exploring the Challenges to Usage of Building and Construction Cost Indices in Ghana

Abstract:
Price fluctuation contract is imperative and of paramount essence in the construction industry as it provides adequate relief and cushioning for changes in the prices of input resources during construction. As a result, several methods have been devised to better help in arriving at fair recompense in the event of price changes. However, stakeholders often appear not to be satisfied with the existing methods of fluctuation evaluation, ostensibly because of the challenges associated with them. The aim of this study was to identify the challenges to usage of building construction cost indices in Ghana. Data were gathered from contractors and quantity surveying firms. The study utilized survey questionnaire approach to elicit responses from the contractors and the consultants. Data gathered were analyzed scientifically, using the Relative Importance Index (RII) to rank the problems associated with the existing methods. The findings revealed the following among others: late release of data; inadequate recovery of costs; and work items of interest not included in the published indices as the main challenges of the existing methods. Findings provided useful lessons for policy makers and practitioners in decision making towards the usage and improvement of available indices.

Abstract:
The ubiquitous payment problems within construction industry of China are notoriously hard to be resolved, thus lead to a series of impacts to the industry chain. Among of them, the most direct result is affecting the normal operation of contractors negatively. A wealth of research has already discussed reasons of the payment problems by introducing a number of possible improvement strategies. But the causalities of these problems are still far from harsh reality. In this paper, the authors propose a model for cash flow system of construction projects by introducing System Dynamics techniques to explore causal facets of the payment problem. The effects of payment arrears on both cash flow and profitability of project are simulated into four scenarios by using data from real projects. Simulating results show visible clues to help contractors quantitatively determining the consequences for the construction project that arise from payment delay.Keywords: payment problems, cash flow, profitability, system dynamics.

This paper aims at providing an understanding of the role and function of strategic management in creating and sustaining an effective maintenance management system in an organisation. The background provides an articulated concept and principles of strategic management. The theoretical concepts paved way for a conceptual framework for which strategic management can be integrated into the maintenance management system of an organisation to improve effectiveness in the maintenance of facilities.

Abstract:
Fugitive particulate matter (PM) is a major source of airborne pollution in the Middle East countries. The meteorological conditions and topography of the area makes it highly susceptible to wind-blown particles which raise many air quality concerns. Air quality tools such as field monitoring, emission factors and dispersion modeling have been used in previous research studies to analyze the release and impacts of fugitive PM in the region. However, these tools have been originally developed based on experiments made for European and North American regions. In this work, an experimental campaign was conducted on April-May 2014 in a construction site in Doha city, Qatar. The ultimate goal is to evaluate the applicability of the existing emission factors for construction sites in dry and arid areas like the Middle East.

The paper attempts a synthesis of problems relating to municipal waste management in Nigeria and proposes a conceptual knowledge management approach for tackling municipal waste problems in cities across Nigeria. The application of knowledge management approach and strategy is crucial for inculcating a change of attitude towards improving the management of waste. The paper is a review of existing literatures, information, policies and data on municipal waste management in Nigeria. The inefficient management of waste by individuals, households, consumers and waste management companies can be attributed to inadequate information on waste management benefits, lack of producers- involvement in waste management as well as poor implementation of government policies. This paper provides some thoughts about the lack of attentiveness of building commissioning in the construction industry and the lack of handling in project commissioning as an integral part of the project life-cycle. Many have perceived commissioning as the problem solving process of a project, rather than the start up of the equipment, or the handing over of the project to the client. Therefore, there is a lack of proper attention in the planning of commissioning as a vital part of the project life-cycle. This review paper aims to highlight the benefits of building commissioning and to propose the lacking of knowledge gap on building commissioning. In fact, constructing a dam the glen width is close and fishes don't migrate from upstream to downstream and ultimately it would led to their death. To resolve this, it seems necessity to create a passage for fishes during the construction of dam. It is provided establishing a set of stepped pools overlooking each other as a fish way or fish ladder a proper pathway for moving fishes. The problems include incomplete legal system, lack of guidance of higher-level laws, backward in some laws and regulations, unclear legal liability and poor law enforcement. Consider a mass production of HDD arms where hundreds of CNC machines are used to manufacturer the HDD arms. According to an overwhelming number of machines and models of arm, construction of separate control chart for monitoring each HDD arm model by each machine is not feasible. This research proposed a strategy to optimize the SPC management on shop floor. The procedure started from identifying the clusters of the machine with similar manufacturing performance using clustering technique. The three way control chart ( I - MR - R ) is then applied to each clustered group of machine. This proposed research has advantageous to the manufacturer in terms of not only better performance of the SPC but also the quality management paradigm.Keywords: Three way control chart. Abstract:
The time delay and the structural stability are major issues in big size projects due to several factors. Improper planning and poor coordination lead to delay in construction, which sometimes result in reworking or rebuilding. This definitely increases the cost and time of project. This situation stresses the structural engineers to plan out of the limits of contemporary technology utilizing non-chronological approach with creative ideas. One of the strategies to solve this issue is through structural integrity solutions in a cost-effective way. We have faced several problems in a project worth 470 million USD, and one such issue is crane girder installation with composite steel beams. We have applied structural integrity approach with the proper and revised planning schedule to solve the problem efficiently with minimal expenses.

An aspect of client expenditure management that requires attention is the level of accuracy achievable in design-stage elemental cost planning. This has been a major concern for construction clients and practitioners in New Zealand (NZ). Pre-tender estimating inaccuracies are significantly influenced by the level of risk information available to estimators. Proper cost planning activities should ensure the production of a project’s likely construction costs (initial and final), and subsequent cost control activities should prevent unpleasant consequences of cost overruns, disputes and project abandonment. If risks were properly identified and priced at the design stage, observed variance between design-stage elemental cost plans (ECPs) and final tender sums (FTS) (initial contract sums) could be reduced. This study investigates the variations between design-stage ECPs and FTS of construction projects, with a view to identifying risk factors that are responsible for the observed variance. Data were sourced through interviews, and risk factors were identified by using thematic analysis. Access was obtained to project files from the records of study participants (consultant quantity surveyors), and document analysis was employed in complementing the responses from the interviews. Study findings revealed the discrepancies between ECPs and FTS in the region of -14% and +16%. It is opined in this study that the identified risk factors were responsible for the variability observed. The values obtained from the analysis would enable greater accuracy in the forecast of FTS by Quantity Surveyors. Further, whilst inherent risks in construction project developments are observed globally, these findings have important ramifications for construction projects by expanding existing knowledge on what is needed for reasonable budgetary performance and successful delivery of construction projects. The findings contribute significantly to the study by providing quantitative confirmation to justify the theoretical conclusions generated in the literature from around the world. This therefore adds to and consolidates existing knowledge.

The economy of Botswana has increased extensively since its independence. In contrast to this increase, the construction industry which is one of the key indicators of a developing nation continues to be highly dependent on imported building material products from the neighbouring countries of South Africa, Namibia, Zimbabwe, and Zambia. Only two companies in the country currently blend cement. Even then, the overwhelming majority of raw materials used in the blends are imported. Furthermore, there are no glass manufacturers in Botswana. The ceramic industry is limited to the manufacture of clay bricks notwithstanding a few studios on crockery and sanitary ware which nonetheless use imported clay. This paper presents natural resources and industrial waste products in Botswana that can be used for the development of sustainable building materials. It also investigates at the distribution and cost of other widely used building materials in the country. Through interviews with industry professionals, this paper explores the domains of safety roles, daily safety practices, safety culture, and experts’ insights. This study underscores the pivotal significance of safety orientation programs, addressing their content, coordination, technology integration, and emergency procedures. Key findings emphasize the influential roles of leadership, language, and technology in the enhancement of these programs. Advocating for a paradigm shift, this paper calls for a multifaceted approach rooted in engagement, leadership commitment, clear communication, technological integration, simplicity, and a persistent pursuit of improvement in safety orientations. This study significantly contributes to the ongoing evolution and enhancement of safety practices, ensuring the safety and success of construction projects and, above all, the safeguarding of its workforce.

Abstract:
Problems exist in the present construction industry in China. Conflicts hinder the development of the whole society, such as contradictions between resource reservation and a huge population, living space needs and low building production efficiency, as well as environment protection and high pollution production pattern. In order to solve the problems and find a solution, research is needed to explore a building system. By investigating the whole architectural process and contrasting analysis of light structures and heavy structures, the paper raised the concepts to cope with the existing challenges, such as design conception based on product and real construction processes, design methods focusing on components, and maximum utilization of the temporary building by optimizing the construction speed and building performance. The project was not only designed in virtual reality, but was also physically constructed in the real world. A series of aluminum light structure housing systems were dictated at last, with the characteristics of high performance, extremely rapid construction speed and also flexible function. It can be used in lots of aspects ranging from a single building in a remote area to a large residential community.

Nowadays the construction industry is growing specially among developing counties. Iran also has a critical role in these industries in terms of workers disorders. Work-related musculoskeletal disorders (WMSDs) assign 7% of the whole diseases in the society, which make some limitations. One of the main factors, which are ended to WMSDs, is awkward posture. Steel bar bending is considered as one of the prominent performance among construction workers. In this case study we conducted to find the major tasks of bar benders and the most important related risk factors. This study was carried out among twenty workers (18-45 years) as our volunteer samples in some construction sites with less than 6 floors in two regions of Tehran municipality. The data was gathered through in depth observation, interview and questionnaire. Also postural analysis was done by OWAS. In another part of study we used NMQ for gathering some data about psychosocial effects of work related disorders. Our findings show that 64% of workers were not aware of work risks, also about 59% of workers had troubles in their wrists, hands, and especially among workers who worked in steel bar bending. In 46% cases low back pain were prevalence. Considering with gathered data and results, awkward postures and long term tasks and its duration are known as the main risk factors in WMSDs among construction workers, so work-rest schedule and also tools design should be considered to make an ergonomic condition for the mentioned workers.

Bridge is an architectural symbol in Iran as Badgir (wind catcher); fire temples and arch are vaults are such. Therefore, from the very old ages, construction of bridges in Iran has mixed with architecture, social customs, alms and charity and holiness. Since long ago, from Mad, Achaemenid, Parthian and Sassanid times which construction of bridges got an inseparable relation with social dependency and architecture, based on those dependency bridges and dams got holy names; as Dokhtar castle and Dokhtar bridges were constructed. This method continued even after Islam and whenever Iranians got free from political fights and the immunity of roads were established the bridge construction did also prospered. In ancient times bridge construction passes through it growing and completion process and in Sassanid time in some way it reached to the peak of art and glory; as after Islam especially during 4th. century (Arab calendar) it put behind a period of glory and in Safavid time it reached to an exceptional glory and magnificence by constructing glorious bridges on Zayandeh Roud River in Isfahan. Having a combined style and changeability into bridge barrier, some of these bridges develop into magnificent constructions. The sustainable structures, mentioned above, are constructed for various reasons as follows: connecting two sides of a river, storing water, controlling floods, using water energy to operate water windmills, making lanes of streams for farms- use, and building recreational places for people, etc. These studies carried in bridges reveals the fact that in construction and designing mentioned above, lots of technological factors have been taken into consideration such as exceeding floods in the rives, hydraulic and hydrology of the rivers and bridges, geology, foundation, structure, construction material, and adopting appropriate executing methods, all of which are being analyzed in this article.Keywords: Hydraulic-Architectural Bridge, Sustainability, Construction

Abstract:
The sub-task pattern in terms of deviations and defects should be identified and understood in order to improve the quality of practices in construction projects. Therefore, sub-task susceptibility to exposure to deviations and defects has been evaluated and classified via six classifications proposed in this study. Thirty-four case studies of specific sub-tasks (from compression members in constructed concrete structures) were collected from seven construction projects in order to examine the study’s proposed classifications. The study revealed that the sub-task has a high sensitivity to deviation, where 91% of the cases were recorded as deviations; however, only 19% of cases were recorded as defects. Other findings were that the actual work during the execution process is a high source of deviation for this sub-task (74%), while only 26% of the source of deviation was due to both design documentation and the actual work. These findings significantly imply that the study’s proposed classifications could be used to determine the pattern of each sub-task and develop proactive actions to overcome issues of sub-task deviations and defects.

Abstract:
Construction defects are major components that result in negative impacts on project performance including schedule delays and cost overruns. Since construction defects generally occur when a few associated causes combine, a thorough understanding of defect causality is required in order to more systematically prevent construction defects. To address this issue, this paper uses association rule mining (ARM) to quantify the causality between defect causes, and social network analysis (SNA) to find indirect causality among them. The suggested approach is validated with 350 defect instances from concrete works in 32 projects in Korea. The results show that the interrelationships revealed by the approach reflect the characteristics of the concrete task and the important causes that should be prevented.Keywords: Causality, defect causes, social network analysis, association rule mining.

In this study, an instrument was developed to measure the beliefs, attitudes and practices about waste management of school children as an indication of their waste management awareness. This instrument has showed that a positive awareness towards waste management refers mainly to attitudes. Based on the main entrance and garden area (ME&G) project of Shanghai Disneyland, this paper introduces the application of BIM technology in this kind of low-rise comprehensive building with complex facade system, electromechanical system and decoration system. BIM technology is applied to the whole process of design, construction and completion of the whole project. With the construction of BIM application framework of the whole project, the key points of BIM modeling methods of different systems and the integration and coordination of BIM models are elaborated in detail. The specific application methods of BIM technology in similar complex low-rise building projects are sorted out. Finally, the paper summarizes the benefits of BIM technology application, and puts forward some suggestions for BIM management mode and practical application of similar projects in the future.Keywords: BIM, complex low-rise building, BIM modeling, model integration and coordination, 3D scanning.

Abstract:
Copper being one of the major intrinsic residual impurities in steel possesses the tendency to induce severe microstructural distortions if not controlled within certain limits. Hence, this paper investigates the effect of this element on the mechanical properties of construction steel with a view to ascertain its safe limits for effective control. The experiment entails collection of statistically scheduled samples of hot rolled profiles with varied copper concentrations in the range of 0.12-0.39 wt. %. From these samples were prepared standard test specimens subjected to tensile, impact, hardness and microstructural analyses. Results show a rather huge compromise in mechanical properties as the specimens demonstrated 54.3%, 74.2% and 64.9% reduction in tensile strength, impact energy and hardness respectively as copper content increases from 0.12 wt. % to 0.39 wt. %. The steel’s abysmal performance is due to the severe distortion of the microstructure occasioned by the development of incoherent complex compounds which weaken the pearlite reinforcing phase. It is concluded that the presence of copper above 0.22 wt. % is deleterious to construction steel performance.

Abstract:
In order to prevent encountering unpredictable factors, geotechnical engineers always conduct numerical analysis for braced excavation design. Simulation work in advance can predict the response of subsequent excavation and thus will be designed to increase the security coefficient of construction. The parameters that are considered include geological conditions, soil properties, soil distributions, loading types, and the analysis and design methods. National Ilan University is located on the LanYang plain, mainly deposited by clayey soil and loose sand, and thus is vulnerable to external influence displacement. National Ilan University experienced a construction of braced excavation with a complete program of monitoring excavation. This study takes advantage of a one-dimensional finite element method RIDO to simulate the excavation process. The predicted results from numerical simulation analysis are compared with the monitored results of construction to explore the differences between them. Numerical simulation analysis of the excavation process can be used to analyze retaining structures for the purpose of understanding the relationship between the displacement and supporting system. The resulting deformation and stress distribution from the braced excavation cab then be understand in advance. The problems can be prevented prior to the construction process, and thus acquire all the affected important factors during design and construction.

Abstract:
Today Environmental Impact Assessment (EIA) is known as one of the most important tools for decision makers in the construction of civil and industrial projects towards sustainable development. In the past, projects were evaluated based on cost and benefit analysis regardless of the physical and biological environmental effects and its socio-economical impacts. According to the Department of Environment (DOE) of Iran's regulations, the construction of hydroelectric dams is an activity that requires an EIA report. In this paper the environmental impact assessment of the Gotvand hydro-electrical dam has been evaluated in the three environment elements, biological, Physical-chemical and cultural units. This dam is one of the largest dams in Iran with a volume of 4500 MCM and is going to be the last dam on the Karoon River in the south of Iran. In this paper the ICOLD (International Commission on Large Dams) technique was employed for the environmental impact assessment of the dam. The research includes all socio economical and environmental effects of the dam during the construction and operation of the hydro electric dam and Environmental management, monitoring and mitigation of negative impacts were analyzed. In this project the results led to using some techniques to protect the destructive impacts on biological aspects beside the effective long time period impacts on the biological aspects. The impacts on physical aspects are temporary and negative commonly that could be restored and rehabilitated in natural process in the long time in operation period.

Abstract:
In this paper, we try to address the topic of multiple change management by adopting an engineered research methodology, conducted within a Moroccan company during its implementation of several change projects that aim at improving its supply chain management performance. Firstly, we present the key concepts related to our research, namely change management, multiproject management and supply chain management. Then, we try to assess how the change management and multi-project management are applied in this company. Finally, we try to propose an approach that will help managers in dealing with multiple change projects. This approach proposes to integrate change management, project management and multi-project management for managing change projects according to three organizational levels: executive level, project portfolio level and change project level.Keywords: Change management, multi-project management, project management, change portfolio, supply chain management.

Abstract:
Firms have invested heavily in knowledge management (KM) with the aim to build a knowledge capability and use it to achieve a competitive advantage. Research has shown, however, that not all knowledge management projects succeed. Some studies report that about 84% of knowledge management projects fail. This paper has integrated studies on the impediments to knowledge management into a theoretical framework. Based on this framework, five cases documenting failed KM initiatives were analysed. The analysis gave us a clear picture about why certain KM projects fail. Abstract:
Unlike other metro cities of India, Bhubaneswar–the capital city of Odisha, is expected to reach 1-million-mark population by now. The demands of dwelling unit requirement mostly among urban poor belonging to Economically Weaker section (EWS) and Low Income groups (LIG) is becoming a challenge due to high housing cost and rents. As a matter of fact, it’s also noted that, with increase in population, the solid waste generation also increases subsequently affecting the environment due to inefficiency in collection of waste by local government bodies. Methods of utilizing Solid Waste - especially in form of Plastic bottles, Glass bottles and Metal cans (PGM) are now widely used as an alternative material for construction of low-cost building by Non-Government Organizations (NGOs) in developing countries like India to help the urban poor afford a shelter. The application of disposed plastic bottle used in construction of single dwelling significantly reduces the overall cost of construction to as much as 14% compared to traditional construction material. Therefore, considering its cost-benefit result, it’s possible to provide housing to EWS and LIGs at an affordable price. In this paper, we estimated the quantity of plastic bottles generated in Bhubaneswar which further helped to estimate the possible number of single dwelling unit that can be constructed on yearly basis so as to refrain from further housing shortage. The estimation results will be practically used for planning and managing low-cost housing business by local government and NGOs.Keywords: Construction, dwelling unit, plastic bottle, solid waste generation, groups.
