1526 Supervisory Fuzzy Learning Control for Underwater Target Tracking

Abstract:
This paper presents recent work on the improvement of the robotics vision based control strategy for underwater pipeline tracking system. The study focuses on developing image processing algorithms and a fuzzy inference system for the analysis of the terrain. The main goal is to implement the supervisory fuzzy learning control technique to reduce the errors on navigation decision due to the pipeline occlusion problem. The system developed is capable of interpreting underwater images containing occluded pipeline, seabed and other unwanted noise. The algorithm proposed in previous work does not explore the cooperation between fuzzy controllers, knowledge and learnt data to improve the outputs for underwater pipeline tracking. Computer simulations and prototype simulations demonstrate the effectiveness of this approach. Abstract:
Software engineers apply different measures to quantify the quality of software design. These measures consider artifacts developed at low or high level software design phases. The results are used to point to design weaknesses and to indicate design points that have to be restructured. Understanding the relationship among the quality measures and among the design quality aspects considered by these measures is important to interpreting the impact of a measure for a quality aspect on other potentially related aspects. In addition, exploring the relationship between quality measures helps to explain the impact of different quality measures on external quality aspects, such as reliability and maintainability. In this paper, we report a replication study that empirically explores the correlation between six well known and commonly applied design quality measures. These measures consider several quality aspects, including complexity, cohesion, coupling, and inheritance. The results indicate that inheritance measures are weakly correlated to other measures, whereas complexity, coupling, and cohesion measures are mostly strongly correlated.

Abstract:
The fuzzy technique is an operator introduced in order to simulate at a mathematical level the compensatory behavior in process of decision making or subjective evaluation. The following paper introduces such operators on hand of computer vision application. In this paper a novel method based on fuzzy logic reasoning strategy is proposed for edge detection in digital images without determining the threshold value. The proposed approach begins by segmenting the images into regions using floating 3x3 binary matrix. The edge pixels are mapped to a range of values distinct from each other. The robustness of the proposed method results for different captured images are compared to those obtained with the linear Sobel operator. It is gave a permanent effect in the lines smoothness and straightness for the straight lines and good roundness for the curved lines. In developing countries located in monsoon areas like Thailand where rainwater is currently of no value for urban dwellers due to easily access to piped water supply at each household, studies in rainwater harvesting for domestic use are of low interest. However it is needed to undertake research to find out appropriate rainwater harvesting systems particularly for small urban communities that are recently developed from a full rural structure to urban context. As a matter of fact, in such transitional period, relying on only common water resources is risky. With some specific economic settings, land use patterns, and historical and cultural context that dominate perceptions of water users in the study area, the level of service in this study may certainly be different from megacities or cities located in industrial zone. The overviews of some available technologies and background of rainwater harvesting including alternate resource are included in this paper. Abstract:
This study explored the relationship between occupational stress and the perceived effectiveness of men and women managers in Ghanaian organizations. The exploration is underlined by attempt to understand the degree to which male and female managers in Ghanaian organizations experience occupational stress at the workplace. The purpose is to examine the sources and extents of occupational stress experienced by male and female managers in Ghana. Data was collected using questionnaires and analyzed using both descriptive statistics and correlation analysis. The results showed that female managers in Ghana are more likely to report of more stress experiences in the workplace than their male counterparts. The female managers are more likely to perceive role conflict and alienation as job stressors while the male managers perceived blocked career as a major source of workplace stress. It is concluded that despite the female managers experiencing enormous level of occupational stress, there was no significant differences between their managerial effectiveness and that of the male.Keywords: Gender, job stress, managerial effectiveness, organizational environment

Abstract:
It is suggested to evaluate environmental performance of energy sector using Data Envelopment Analysis with nondiscretionary factors (DEA-ND) with relative indicators as inputs and outputs. The latter allows for comparison of the objects essentially different in size. Inclusion of non-discretionary factors serves separation of the indicators that are beyond the control of the objects. A virtual perfect object comprised of maximal outputs and minimal inputs was added to the group of actual ones. In this setting, explicit solution of the DEA-ND problem was obtained. Energy sector of the United States was analyzed using suggested approach for the period of 1980 – 2006 with expected values of economic indicators for 2030 used for forming the perfect object. Abstract:
This paper presents design and characterization of a microaccelerometer designated for integration into cataract surgical probe to detect hardness of different eye tissues during cataract surgery. Soft posterior lens capsule of eye can be easily damaged in comparison with hard opaque lens since the surgeon can not see directly behind cutting needle during the surgery. Presence of microsensor helps the surgeon to avoid rupturing posterior lens capsule which if occurs leads to severe complications such as glaucoma, infection, or even blindness. The microsensor having overall dimensions of 480 μm x 395 μm is able to deliver significant capacitance variations during encountered vibration situations which makes it capable to distinguish between different types of tissue. Integration of electronic components on chip ensures high level of reliability and noise immunity while minimizes space and power requirements. Physical characteristics and results on performance testing, proves integration of microsensor as an effective tool to aid the surgeon during this procedure.Keywords: Cataract surgery, MEMS, Microsensor, Phacoemulsification.

Abstract:
A novel method of individual level adaptive mutation rate control called the rank-scaled mutation rate for genetic algorithms is introduced. The rank-scaled mutation rate controlled genetic algorithm varies the mutation parameters based on the rank of each individual within the population. Thereby the distribution of the fitness of the papulation is taken into consideration in forming the new mutation rates. The best fit mutate at the lowest rate and the least fit mutate at the highest rate. The complexity of the algorithm is of the order of an individual adaptation scheme and is lower than that of a self-adaptation scheme. The proposed algorithm is tested on two common problems, namely, numerical optimization of a function and the traveling salesman problem. The results show that the proposed algorithm outperforms both the fixed and deterministic mutation rate schemes. It is best suited for problems with several local optimum solutions without a high demand for excessive mutation rates.

Abstract:
A new conceptual architecture for low-level neural pattern recognition is presented. The key ideas are that the brain implements support vector machines and that support vectors are represented as memory patterns in competitive queuing memories. A binary classifier is built from two competitive queuing memories holding positive and negative valence training examples respectively. The support vector machine classification function is calculated in synchronized evaluation cycles. The kernel is computed by bisymmetric feed-forward networks feed by sensory input and by competitive queuing memories traversing the complete sequence of support vectors. Temporary summation generates the output classification. It is speculated that perception apparatus in the brain reuses structures that have evolved for enabling fluent execution of prepared action sequences so that pattern recognition is built on internalized motor programmes.Keywords: Competitive queuing model, Olfactory system, Pattern recognition, Support vector machine, Thalamus

Abstract:
The rapid growth of multimedia technology demands the secure and efficient access to information. This fast growing lose the confidence of unauthorized duplication. Henceforth the protection of multimedia content is becoming more important. Watermarking solves the issue of unlawful copy of advanced data. In this paper, blind video watermarking technique has been proposed. A luminance layer of selected frames is interlaced into two even and odd rows of an image, further it is deinterlaced and equalizes the coefficients of the two shares. Color watermark is split into different blocks, and the pieces of block are concealed in one of the share under the wavelet transform. Stack the two images into a single image by introducing interlaced even and odd rows in the two shares. Finally, chrominance bands are concatenated with the watermarked luminance band. The safeguard level of the secret information is high, and it is undetectable. Results show that the quality of the video is not changed also yields the better PSNR values.

Abstract:
A virtual collaborative classroom was created at East Carolina University, using videoconference technology via regular internet to bring students from 18 different countries, 2 at a time, to the ECU classroom in real time to learn about each other-s culture. Students from two countries are partnered one on one, they meet for 4-5 weeks, and submit a joint paper. Then the same process is repeated for two other countries. Lectures and student discussions are managed with pre-determined topics and questions. Classes are conducted in English and reading assignments are placed on the website. Administratively all partners are independent, students pay fees and get credits at their home institution. Familiarity with technology, knowledge in cultural understanding and attitude change were assessed, only attitude changes are reported in this paper. After taking this course, all students stated their comfort level in working with, and their desire to interact with, culturally different others grew stronger and their xenophobia and isolationist attitudes decreased.

Abstract:
One-way functions are functions that are easy to compute but hard to invert. Their existence is an open conjecture; it would imply the existence of intractable problems (i.e. NP-problems which are not in the P complexity class). If true, the existence of one-way functions would have an impact on the theoretical framework of physics, in particularly, quantum mechanics. Such aspect of one-way functions has never been shown before. In the present work, we put forward the following. We can calculate the microscopic state (say, the particle spin in the z direction) of a macroscopic system (a measuring apparatus registering the particle z-spin) by the system macroscopic state (the apparatus output); let us call this association the function F. The question is: can we compute the function F in the inverse direction? In other words, can we compute the macroscopic state of the system through its microscopic state (the preimage F -1)? In the paper, we assume that the function F is a one-way function. The assumption implies that at the macroscopic level the Schrödinger equation becomes unfeasible to compute. Organizations are living in a very competitive and dynamic environment which is constantly changing. In order to achieve a high level of service, the products and processes of these organizations need to be flexible and evolvable. If the supply chains are not modular and well designed, changes can bring combinatorial effects to most areas of a company from its management, financial, documentation, logistics and its information structure. Applying the normalized system’s concept to segments of the supply chain may help in reducing those ripple effects, but it may also increase lead times. Lead times are important and can become a decisive element in gaining customers. Industries are always under the pressure in providing good quality products, at competitive prices, when and how the customer wants them. Most of the time, the customers want their orders now, if not yesterday. The above concept will be proven by examining lead times in a manufacturing example before and after applying normalized systems concept to that segment of the chain. We will then show that although we can minimize the combinatorial effects when changes occur, the lead times will be increased.Keywords: Supply chain, lead time, normalization, modular.

The goal of the study is to provide results of a conducted study devoted to financial literacy in the Czech Republic and to introduce a project related to financial education in the Czech Republic. Financial education has become an important part of education in the country, yet it is still neglected on the lowest level of formal education–primary schools. The project is based on investigation of financial literacy on primary schools in the Czech Republic. Consequently, the authors aim to formulate possible amendments related to this type of education. The gained dataset is intended to be used for analysis concerning financial education in the Czech Republic. With regard to used methods, the most important one is regression analysis for disclosure of predictors causing different levels of financial literacy. Furthermore, comparison of different groups is planned, for which t-tests are intended to be used. OPEN_EmoRec_II is an open multimodal corpus with experimentally induced emotions. In the first half of the experiment, emotions were induced with standardized picture material and in the second half during a human-computer interaction (HCI), realized with a wizard-of-oz design. The induced emotions are based on the dimensional theory of emotions (valence, arousal and dominance). These emotional sequences - recorded with multimodal data (facial reactions, speech, audio and physiological reactions) during a naturalistic-like HCI-environment one can improve classification methods on a multimodal level. This database is the result of an HCI-experiment, for which 30 subjects in total agreed to a publication of their data including the video material for research purposes*. The now available open corpus contains sensory signal of: video, audio, physiology (SCL, respiration, BVP, EMG Corrugator supercilii, EMG Zygomaticus Major) and facial reactions annotations.Keywords: Open multimodal emotion corpus, annotated labels.

Abstract:
Renowned offshore organizations are drifting towards collaborative exertion to win and implement international projects for business gains. However, devoid of financial constraints, with the availability of skilled professionals, and despite improved project management practices through state-of-the-art tools and techniques, project delays have become a norm these days. This situation calls for exploring the factor(s) affecting the bonding between project management performance and project success. In the context of the well-known 3M’s of project management (that is, manpower, machinery, and materials), machinery and materials are dependent upon manpower. Because the body of knowledge inveterate on the influence of national culture on men, hence, the realization of the impact on the link between project management performance and project success need to be investigated in detail to arrive at the possible cause(s) of project delays. This research initiative was, therefore, undertaken to fill the research gap. The unit of analysis for the proposed research excretion was the individuals who had worked on skyscraper construction projects. In reverent studies, project management is best described using construction examples. It is due to this reason that the project oriented city of Dubai was chosen to reconnoiter on causes of project delays. A structured questionnaire survey was disseminated online with the courtesy of the Project Management Institute local chapter to carry out the cross-sectional study. The Construction Industry Institute, Austin, of the United States of America along with 23 high-rise builders in Dubai were also contacted by email requesting for their contribution to the study and providing them with the online link to the survey questionnaire. The reliability of the instrument was warranted using Cronbach’s alpha coefficient of 0.70. The appropriateness of sampling adequacy and homogeneity in variance was ensured by keeping Kaiser–Meyer–Olkin (KMO) and Bartlett’s test of sphericity in the range ≥ 0.60 and < 0.05, respectively. Factor analysis was used to verify construct validity. During exploratory factor analysis, all items were loaded using a threshold of 0.4. Four hundred and seventeen respondents, including members from top management, project managers, and project staff, contributed to the study. The link between project management performance and project success was significant at 0.01 level (2-tailed), and 0.05 level (2-tailed) for Pearson’s correlation. Before initiating the moderator analysis test for linearity, multicollinearity, outliers, leverage points and influential cases, test for homoscedasticity and normality were carried out which are prerequisites for conducting moderator review. The moderator analysis, using a macro named PROCESS, was performed to verify the hypothesis that national culture has an influence on the said link. The empirical findings, when compared with Hofstede's results, showed high power distance as the cause of construction project delays in Dubai. The research outcome calls for the project sponsors and top management to reshape their project management strategy and allow for low power distance between management and project personnel for timely completion of projects.Keywords: Causes of construction project delays, construction industry, construction management, power distance.

Abstract:
Obesity in childhood establishes a ground for adulthood obesity. Especially morbid obesity is an important problem for the children because of the associated diseases such as diabetes mellitus, cancer and cardiovascular diseases. In this study, body mass index (BMI), body fat ratios, anthropometric measurements and ratios were evaluated together with different laboratory indices upon evaluation of obesity in morbidly obese (MO) children. Children with nutritional problems participated in the study. Written informed consent was obtained from the parents. Study protocol was approved by the Ethics Committee. Sixty-two MO girls aged 129.5±35.8 months and 75 MO boys aged 120.1±26.6 months were included into the scope of the study. WHO-BMI percentiles for age-and-sex were used to assess the children with those higher than 99th as morbid obesity. Anthropometric measurements of the children were recorded after their physical examination. Bio-electrical impedance analysis was performed to measure fat distribution. Anthropometric ratios, body fat ratios, Index-I and Index-II as well as insulin sensitivity indices (ISIs) were calculated. Girls as well as boys were binary grouped according to homeostasis model assessment-insulin resistance (HOMA-IR) index of <2.5 and >2.5, fasting glucose to insulin ratio (FGIR) of <6 and >6 and quantitative insulin sensitivity check index (QUICKI) of <0.33 and >0.33 as the frequently used cut-off points. They were evaluated based upon their BMIs, arms, legs, trunk, whole body fat percentages, body fat ratios such as fat mass index (FMI), trunk-to-appendicular fat ratio (TAFR), whole body fat ratio (WBFR), anthropometric measures and ratios [waist-to-hip, head-to-neck, thigh-to-arm, thigh-to-ankle, height/2-to-waist, height/2-to-hip circumference (C)]. SPSS/PASW 18 program was used for statistical analyses. p≤0.05 was accepted as statistically significance level. All of the fat percentages showed differences between below and above the specified cut-off points in girls when evaluated with HOMA-IR and QUICKI. Differences were observed only in arms fat percent for HOMA-IR and legs fat percent for QUICKI in boys (p≤ 0.05). FGIR was unable to detect any differences for the fat percentages of boys. Head-to-neck C was the only anthropometric ratio recommended to be used for all ISIs (p≤0.001 for both girls and boys in HOMA-IR, p≤0.001 for girls and p≤0.05 for boys in FGIR and QUICKI). Indices which are recommended for use in both genders were Index-I, Index-II, HOMA/BMI and log HOMA (p≤0.001). FMI was also a valuable index when evaluated with HOMA-IR and QUICKI (p≤0.001). The important point was the detection of the severe significance for HOMA/BMI and log HOMA while they were evaluated also with the other indices, FGIR and QUICKI (p≤0.001). These parameters along with Index-I were unique at this level of significance for all children. In conclusion, well-accepted ratios or indices may not be valid for the evaluation of both genders. This study has emphasized the limiting properties for boys. This is particularly important for the selection process of some ratios and/or indices during the clinical studies. Gender difference should be taken into consideration for the evaluation of the ratios or indices, which will be recommended to be used particularly within the scope of obesity studies.Keywords: Anthropometry, childhood obesity, gender, insulin sensitivity index.

Abstract:
Clustering techniques have been used by many intelligent software agents to group similar access patterns of the Web users into high level themes which express users intentions and interests. However, such techniques have been mostly focusing on one salient feature of the Web document visited by the user, namely the extracted keywords. The major aim of these techniques is to come up with an optimal threshold for the number of keywords needed to produce more focused themes. In this paper we focus on both keyword and similarity thresholds to generate themes with concentrated themes, and hence build a more sound model of the user behavior. The purpose of this paper is two fold: use distance based clustering methods to recognize overall themes from the Proxy log file, and suggest an efficient cut off levels for the keyword and similarity thresholds which tend to produce more optimal clusters with better focus and efficient size.

A coplanar waveguide (CPW) feed is presented, and comprising a split ring resonator (SRR) loaded fractal with water lily shape is used for multi band applications. The impedance matching of the antenna is determined by the number of Koch curve fractal unit cells. The antenna is designed on a FR4 substrate with a permittivity of εr = 4.4 and size of 14 x 16 x 1.6 mm3 to generate multi resonant mode at 3.8 GHz covering S band, 8.68 GHz at X band, 13.96 GHz at Ku band, and 19.74 GHz at K band with reflection coefficient better than -10 dB. Simulation results show that the antenna exhibits the desired voltage standing wave ratio (VSWR) level and radiation patterns across the wide frequency range. The fundamental parameters of the antenna such as return loss, VSWR, good radiation pattern with reasonable gain across the operating bands are obtained.Keywords: Monopole antenna, fractal, metamaterial, waterlily shape, split ring resonator, multiband.

Abstract:
This study aimed to evaluated the surface water quality for agriculture and consumption in the Amphawa District. The surface water quality parameters in this study included water temperature, turbidity, conductivity, salinity, pH, dissolved oxygen, BOD, nitrate, suspended solids, phosphorus, total dissolved solids (TDS), iron (Fe), copper (Cu), zinc (Zn), manganese (Mn), lead (Pb) and cadmium (Cd). The water samples were collected from small excavation, Lychee, Pomelo and Coconut orchards for 3 seasons from January to December 2011.
The surface water quality from small excavation, Lychee, pomelo and coconut orchards were met the type III of surface water quality standard. The concentration of heavy metal and did not differ significantly at 0.05 level, except dissolved oxygen.
The surface water was suitable for consumption by the usual sterile and generally improving water quality through the process before and was suitable for agriculture.

Abstract:
In this paper, passenger ride comfort issues are studied taking active quarter car model with three degrees of freedom. A hybrid fuzzy – PID controller with coupled rules (HFPIDCR) is designed for vibration control of passenger seat. Three different control strategies are considered. In first case, main suspension is controlled. In second case, passenger seat suspension is controlled. In third case, both main suspension and passenger seat suspensions are controlled. Passenger seat acceleration and displacement results are obtained using bump and sinusoidal type road disturbances. Finally, obtained simulation results of designed uncontrolled and controlled quarter car models are compared and discussed to select best control strategy for achieving high level of passenger ride comfort.

Abstract:
Cement, the most widely used construction material is very brittle and characterized by low tensile strength and strain capacity. Macro to nano fibers are added to cement to provide tensile strength and ductility to it. Carbon Nanotube (CNT), one of the nanofibers, has proven to be a promising reinforcing material in the cement composites because of its outstanding mechanical properties and its ability to close cracks at the nano level. The experimental investigations for CNT reinforced cement is costly, time consuming and involves huge number of trials. Mathematical modeling of CNT reinforced cement can be done effectively and efficiently to arrive at the mechanical properties and to reduce the number of trials in the experiments. Hence, an attempt is made to numerically study the effective mechanical properties of CNT reinforced cement numerically using Representative Volume Element (RVE) method. To meet the demands of wireless sensor networks (WSNs) where data are usually aggregated at a single source prior to transmitting to any distant user, there is a need to establish a tree structure inside any given event region. In this paper , a novel technique to create one such tree is proposed .This tree preserves the energy and maximizes the lifetime of event sources while they are constantly transmitting for data aggregation. The term Decentralized Lifetime Maximizing Tree (DLMT) is used to denote this tree. DLMT features in nodes with higher energy tend to be chosen as data aggregating parents so that the time to detect the first broken tree link can be extended and less energy is involved in tree maintenance. By constructing the tree in such a way, the protocol is able to reduce the frequency of tree reconstruction, minimize the amount of data loss ,minimize the delay during data collection and preserves the energy.Keywords: branch energy, decentralized, energy level , lifetime, tree energy, wireless sensor networks.

The transition from conventional to sustainable approach consumes time as it requires changes from different facets in the industry ranging from individual, organisational to industry level. In Malaysia, there are various efforts to bring green into the industry but the progress is low-moderate. Will the current efforts bear larger fruits in the near future? This study examines the perceptions of the developers in Malaysia on the future of the green housing sector for the next 5 years. The introduction of GBI rating system, improvement of awareness and knowledge among the stakeholders, support from the government and local industry and the effect of competitive advantage would support brighter future. Abstract:
Ultrasound (US) is widely used in medical field for a variety diagnostic techniques but, in recent years, it has also been creating great interest for therapeutic aims. Regarding drug delivery, the use of US as an activation source provides better spatial delivery confinement and limits the undesired side effects. However, at present there is no complete characterization at a fundamental level of the different signals produced by sono-activated nanocarriers. Therefore, the aim of this study is to obtain a metrological characterization of the cavitation phenomena induced by US through three parallel investigation approaches. US was focused into a channel of a customized phantom in which a solution with oxygen-loaded nanodroplets (OLNDs) was led to flow and the cavitation activity was monitored. Both quantitative and qualitative real-time analysis were performed giving information about the dynamics of bubble formation, oscillation and final implosion with respect to the working acoustic pressure and the type of nanodroplets, compared with pure water. Abstract:
Target tracking and localization are important applications in wireless sensor networks. In these applications, sensor nodes collectively monitor and track the movement of a target. They have limited energy supplied by batteries, so energy efficiency is essential for sensor networks. Most existing target tracking protocols need to wake up sensors periodically to perform tracking. Some unnecessary energy waste is thus introduced. In this paper, an energy efficient protocol for target localization is proposed. In order to preserve energy, the protocol fixes the number of sensors for target tracking, but it retains the quality of target localization in an acceptable level. By selecting a set of sensors for target localization, the other sensors can sleep rather than periodically wake up to track the target. Simulation results show that the proposed protocol saves a significant amount of energy and also prolongs the network lifetime.Keywords: Coverage, energy efficiency, target localization, wireless sensor network.

Abstract:
There is a complex situation on the transport environment in the cities of the world. For the analysis and prevention of environmental problems an accurate calculation hazardous substances concentrations at each point of the investigated area is required. In the turbulent atmosphere of the city the wellknown methods of mathematical statistics for these tasks cannot be applied with a satisfactory level of accuracy. Therefore, to solve this class of problems apparatus of mathematical physics is more appropriate. In such models, because of the difficulty as a rule the influence of uneven land surface on streams of air masses in the turbulent atmosphere of the city are not taken into account. In this paper the influence of the surface roughness, which can be quite large, is mathematically shown. The analysis of this problem under certain conditions identified the possibility of areas appearing in the atmosphere with pressure tending to infinity, i.e. so-called "wall effect".

Abstract:
It is necessary to test to see if optical devices such as camera, night vision devices are working properly. Therefore, a precision biaxial rotary system (gimbal) is required for mounting Unit Under Test, UUT. The Gimbal systems can be utilized for precise positioning of the UUT; hence, optical test can be performed with high accuracy. The weight of UUT, which is placed outside the axis of rotation, causes an off-axis moment to the mounting armature. The off-axis moment can act against the direction of movement for some orientation, thus the electrical motor, which rotates the gimbal axis, has to apply higher level of torque to guide and stabilize the system. Moreover, UUT and its mounting fixture to the gimbal can be changed, which causes change in applied resistance moment to the gimbals electrical motor. In this study, a preloaded spring is added to the gimbal system for minimizing applied off axis moment with the help of four bar mechanism. Two different possible methods for preloading spring are introduced and system optimization is performed to eliminate all moment which is created by off axis weight.

Abstract:
This article proposes a hybrid algorithm for spectrum allocation in cognitive radio networks based on the algorithms Analytical Hierarchical Process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to improve the performance of the spectrum mobility of secondary users in cognitive radio networks. To calculate the level of performance of the proposed algorithm a comparative analysis between the proposed AHP-TOPSIS, Grey Relational Analysis (GRA) and Multiplicative Exponent Weighting (MEW) algorithm is performed. Four evaluation metrics are used. These metrics are accumulative average of failed handoffs, accumulative average of handoffs performed, accumulative average of transmission bandwidth, and accumulative average of the transmission delay. The results of the comparison show that AHP-TOPSIS Algorithm provides 2.4 times better performance compared to a GRA Algorithm and, 1.5 times better than the MEW Algorithm.Keywords: Cognitive radio, decision making, hybrid algorithm, spectrum handoff, wireless networks.
