Abstract:
The importance of our country-s communication system is noticeable when a disaster occurs. The communication system in our country includes wired and wireless telephone networks, radio, satellite system and more increasingly internet. Even though our communication system is most extensive and dependable, extreme conditions can put a strain on them. Interoperability between heterogeneous wireless networks can be used to provide efficient communication for emergency first response. IEEE 802.21 specifies Media Independent Handover (MIH) services to enhance the mobile user experience by optimizing handovers between heterogeneous access networks. This paper presents an algorithm to improve congestion control in MIH framework. Abstract:
This article deals with the popularity of candidates for the president of the United States of America. The popularity is assessed according to public comments on the Web 2.0. Social networking, blogging and online forums (collectively Web 2.0) are for common Internet users the easiest way to share their personal opinions, thoughts, and ideas with the entire world. However, the web content diversity, variety of technologies and website structure differences, all of these make the Web 2.0 a network of heterogeneous data, where things are difficult to find for common users. The introductory part of the article describes methodology for gathering and processing data from Web 2.0. The next part of the article is focused on the evaluation and content analysis of obtained information, which write about presidential candidates.

Abstract:
This paper describes the smart energy monitoring system with a wireless sensor network for monitoring of electrical usage in smart house. Proposed system is composed of wireless plugs and energy control wallpad server. The wireless plug integrates an AC power socket, a relay to switch the socket ON/OFF, a Hall effect sensor to sense current of load appliance and a Kmote. The Kmote is a wireless communication interface based on TinyOS. We evaluated wireless plug in a laboratory, analyzed and presented energy consumption data from electrical appliances for 3 months in home.

Abstract:
We explore entanglement in composite quantum systems and how its peculiar properties are exploited in quantum information and communication protocols by means of Diagrams of States, a novel method to graphically represent and analyze how quantum information is elaborated during computations performed by quantum circuits. We present quantum diagrams of states for Bell states generation, measurements and projections, for dense coding and quantum teleportation, for probabilistic quantum machines designed to perform approximate quantum cloning and universal NOT and, finally, for quantum privacy amplification based on entanglement purification. Diagrams of states prove to be a useful approach to analyze quantum computations, by offering an intuitive graphic representation of the processing of quantum information. They also help in conceiving novel quantum computations, from describing the desired information processing to deriving the final implementation by quantum gate arrays.Keywords: Diagrams of states, entanglement, quantum circuits, quantum information.

This paper focuses on PSS/E modeling of wind farms of Doubly-fed Induction Generator (DFIG) type and their impact on issues of power system operation. Since Wind Turbine Generators (WTG) don-t have the same characteristics as synchronous generators, the appropriate modeling of wind farms is essential for transmission system operators to analyze the best options of transmission grid reinforcements as well as to evaluate the wind power impact on reliability and security of supply. With the high excepted penetration of wind power into the power system a simultaneous loss of Wind Farm generation will put at risk power system security and reliability. Therefore, the main wind grid code requirements concern the fault ride through capability and frequency operation range of wind turbines. Abstract:
A study of the obtainable watermark data rate for information hiding algorithms is presented in this paper. As the perceptual entropy for wideband monophonic audio signals is in the range of four to five bits per sample, a significant amount of additional information can be inserted into signal without causing any perceptual distortion. Experimental results showed that transform domain watermark embedding outperforms considerably watermark embedding in time domain and that signal decompositions with a high gain of transform coding, like the wavelet transform, are the most suitable for high data rate information hiding. Abstract:
This research is a very essential towards transportation planning of Kabul New City. In this research, the travel demand of Kabul metropolitan area (Existing and Kabul New City) are evaluated for three different target years (2015, current, 2025, mid-term, 2040, long-term). The outcome of this study indicates that, though currently the vehicle volume is less the capacity of existing road networks, Kabul city is suffering from daily traffic congestions. This is mainly due to lack of transportation management, the absence of proper policies, improper public transportation system and violation of traffic rules and regulations by inhabitants. On the other hand, the observed result indicates that the current vehicle to capacity ratio (VCR) which is the most used index to judge traffic status in the city is around 0.79. This indicates the inappropriate traffic condition of the city. Moreover, by the growth of population in mid-term (2025) and long-term (2040) and in the case of no development in the road network and transportation system, the VCR value will dramatically increase to 1.40 (2025) and 2.5 (2040). This can be a critical situation for an urban area from an urban transportation perspective. Thus, by introducing high-capacity public transportation system and the development of road network in Kabul New City and integrating these links with the existing city road network, significant improvements were observed in the value of VCR.

Abstract:
Microservices architecture has been widely embraced for rapid, frequent, and reliable delivery of complex applications. It enables organizations to evolve their technology stack in various domains. Today, the networking domain is flooded with plethora of devices and software solutions which address different functionalities ranging from elementary operations, viz., switching, routing, firewall etc., to complex analytics and insights based intelligent services. In this paper, we attempt to bring in the microservices based approach for agile and adaptive delivery of network services for any underlying networking technology. We discuss the life cycle management of each individual microservice and a distributed control approach with emphasis for dynamic provisioning, management, and orchestration in an automated fashion which can provide seamless operations in large scale networks. We have conducted validations of the system in lab testbed comprising of Traditional/Legacy and Software Defined Wireless Local Area networks.

This paper proposed classification models that would be used as a proxy for hard disk drive (HDD) functional test equitant which required approximately more than two weeks to perform the HDD status classification in either “Pass" or “Fail". These models were constructed by using committee network which consisted of a number of single neural networks. This paper also included the method to solve the problem of sparseness data in failed part, which was called “enforce learning method". Our results reveal that the constructed classification models with the proposed method could perform well in the sparse data conditions and thus the models, which used a few seconds for HDD classification, could be used to substitute the HDD functional tests.Keywords: Sparse data, Classifications, Committee network

Abstract:
In order to study the topic of cities crossing rivers, a Four-Dimensional Analysis Method consisting of timeline, X-axis, Y-axis, and Z-axis is proposed. Policies, plans, and their implications are summarized and researched along with the timeline. The X-axis is the direction which is parallel to the river. The research area was chosen because of its important connection function. It is proposed that more surface water network should be built because of the ecological orientation of the research area. And the analysis of groundwater makes it for sure that the proposal is feasible. After the blue water network is settled, the green landscape network which is surrounded by it could be planned. The direction which is transversal to the river (Y-axis) should run through the transportation axis so that the urban texture could stretch in an ecological way. Therefore, it is suggested that the work of the planning bureau and river bureau should be coordinated. The Z-axis research is on the section view of the river, especially on the Yellow River’s special feature of being a perched river. Based on water control safety demands, river parks could be constructed on the embankment buffer zone, whereas many kinds of ornamental trees could be used to build the buffer zone. City Crossing River is a typical case where we make use of landscaping to build a symbiotic relationship between the urban landscape architecture and the environment. The local environment should be respected in the process of city expansion. The planning order of "Benefit- Flood Control Safety" should be replaced by "Flood Control Safety - Landscape Architecture- People - Benefit".

Abstract:
This paper presented a MATLAB-based system named Smart Access Network Testing, Analyzing and Database (SANTAD), purposely for in-service transmission surveillance and self restoration against fiber fault in fiber-to-the-home (FTTH) access network. The developed program will be installed with optical line terminal (OLT) at central office (CO) to monitor the status and detect any fiber fault that occurs in FTTH downwardly from CO towards residential customer locations. SANTAD is interfaced with optical time domain reflectometer (OTDR) to accumulate every network testing result to be displayed on a single computer screen for further analysis. This program will identify and present the parameters of each optical fiber line such as the line's status either in working or nonworking condition, magnitude of decreasing at each point, failure location, and other details as shown in the OTDR's screen. The failure status will be delivered to field engineers for promptly actions, meanwhile the failure line will be diverted to protection line to ensure the traffic flow continuously. This approach has a bright prospect to improve the survivability and reliability as well as increase the efficiency and monitoring capabilities in FTTH.

Abstract:
Many optimization techniques available in the literature have been developed in order to solve the problem of voltage stability enhancement in power systems. However, there are a number of drawbacks in the use of previous techniques aimed at determining the optimal location and size of reactive compensators in a network. In this paper, an Improved Cuckoo Search algorithm is applied as an appropriate optimization algorithm to determine the optimum location and size of a Static Var Compensator (SVC) in a transmission network. The main objectives are voltage stability improvement and total cost minimization. The results of the presented technique are then compared with other available optimization techniques.

Abstract:
One of the United Nations Millennium Development targets is to 'achieve significant improvement in lives of at least 100 million slum dwellers, by 2020'. To monitor progress on this target a first step is to develop an operational definition to identify slum settlements. The indicators selected are: access to water and sanitation, sufficient living area, a house with durable material on a non-hazardous location and with tenure security. This paper describes the techniques of identifying slums and applied the techniques in identifying slum in Lafia town. The methodology used was selection of one district in Lafia town for this study and the district was zoned into four units. The total of 10% sample size out of 2,482 households of 250 questionnaires was administered using systematic sampling method based on proportion of houses at each zones as 90, 70, 40 and 50 respectively. The result shows that the area is a second order degeneration that needs a major improvement. Recommendations were made in this regard for urgent intervention in improving or upgrading of housing and infrastructural facilities

Abstract:
This paper discusses the potential benefits of an interactive multimedia information representation in enhancing students’ critical thinking aligned with history reasoning in learning history amongst Secondary School students in Malaysia. Two modes of multimedia information representation were implemented; chronologic and thematic information representations. A qualitative study of an unstructured interview was conducted among two history teachers, one history education lecturer, two i-think experts, and five students from Form Four secondary school. The interview was to elicit their opinions on the implementation of thinking maps and interactive multimedia information representation in history learning. The key elements of the interactive multimedia (e.g. multiple media, user control, interactivity and use of timelines and concept maps) were then considered to improve the learning process. Findings of the preliminary investigation reveal that the interactive multimedia information representations have the potential benefits to be implemented as an instructional resource in enhancing students’ higher order thinking skills (HOTs). This paper concludes by giving suggestions for future work.

Abstract:
To motivate users to adopt and use information systems effectively, the nature of motivation should be carefully investigated. People are usually motivated within ongoing processes which include a chain of states such as perception, stimulation, motivation, actions and reactions and finally, satisfaction. This study assumes that the relevant motivation processes should be executed in a proper and continuous manner to be able to persistently motivate and re-motivate people in organizational settings and towards information systems. On this basis, the study attempts to propose possible relationships between this process-nature view of motivation in terms of the common chain of states and the nearly unique properties of information systems as is perceived by users in the sense of a knowledgeable and authoritative entity. Abstract:
The case study presents the progression of a project management of Al-Shifa, a healthcare information system in Oman. The case study describes the evolution of the implementation of a healthcare information system tailored to meet the needs of the healthcare units under the supervision of the Ministry of Health (MOH) in Oman. A focus group methodology was used for collecting the relevant information from the main project's stakeholders. In addition reports about the project made available for the researchers. The case analysis is made based on the Project Management approach developed by the Project Management Institute (PMI). The main finding that there was no formal project management approach adopted by the MOH for the development and implementation of the herewith mentioned healthcare information system project. Furthermore, the project had suffered a scope creep in terms of features, cost and time-schedule. The recommendations of the authors, for the rescue of the project from its current dilemma, consist of technological, administrative and human resources development actions.

Abstract:
In order to study the impact of various factors on the housing price, we propose to build different prediction models based on deep learning to determine the existing data of the real estate in order to more accurately predict the housing price or its changing trend in the future. Considering that the factors which affect the housing price vary widely, the proposed prediction models include two categories. The first one is based on multiple characteristic factors of the real estate. We built Convolution Neural Network (CNN) prediction model and Long Short-Term Memory (LSTM) neural network prediction model based on deep learning, and logical regression model was implemented to make a comparison between these three models. Another prediction model is time series model. Based on deep learning, we proposed an LSTM-1 model purely regard to time series, then implementing and comparing the LSTM model and the Auto-Regressive and Moving Average (ARMA) model. In this paper, comprehensive study of the second-hand housing price in Beijing has been conducted from three aspects: crawling and analyzing, housing price predicting, and the result comparing. Ultimately the best model program was produced, which is of great significance to evaluation and prediction of the housing price in the real estate industry.

Abstract:
The persistent rise in farm theft in rural region of Nigeria is attributed to the lack of adequate and effective policing in the regions; thus, this brought about the inevitable introduction of native charms on farmlands as a means of fortification of harvests against theft in Ayetoro community. The use of charm by farmers as security on farmlands is a traditional crime control mechanism that is largely based on unwritten laws which greatly influenced the lives of people, and their attitudes toward the society. This research presents a qualitative sociological study on how native charms are deployed by farmers for protection against theft. The study investigated the various types of charms that are employed as security measures among farmers in Ayetoro community and the rationale behind the use of these mechanisms as farm security. The study utilized qualitative method to gather data in the research process. Under the qualitative method, in-depth interview method was adopted to generate a robust and detailed data from the respondents. Also the data generated were analysed qualitatively using thematic content analysis and simple description which was preceded by transcription of data from the recorder. It was revealed that amidst numerous charms known, two major charms are used on farmlands as a measure of social control in Ayetoro community, Ogun state South West Nigeria. Furthermore, the result of this study showed that, the desire for safekeeping of harvest from pilferers and the heavy punishments dispense on offenders by native charms are the reasons why farmers deploy charms on their farms. In addition, findings revealed that the adoption of these charms for protection has improved yields among farmers in the community because the safety of harvest has been made possible by virtue of the presence of various charms in the farm lands. Therefore, based on the findings of this study, it is recommended that such measures should be recognized in mainstream social control mechanisms in the fight against crime in Nigeria and the rest of the world. Abstract:
DeFi is a network that avoids reliance on financial intermediaries through its peer-to-peer financial network. DeFi operates outside of government control; hence, it is important for us to understand its impacts. This study employs a literature review to understand DeFi and its emergence, as well as its implications on transparency, social impact, and regulation. Further, three case studies are analysed within the context of these categories. DeFi’s provision of increased transparency poses environmental and storage costs and can lead to user privacy being endangered. DeFi allows for the provision of entrepreneurial incentives and protection against monetary censorship and capital control. Despite DeFi's transparency issues and volatility costs, it has huge potential to reduce poverty; however, regulation surrounding DeFi still requires further tightening by governments.

Abstract:
In this paper, we seek to determine one reasonable local hub port and optimal routes for a containership fleet, performing pick-ups and deliveries, between the hub and spoke ports in a same region. The relationship between a hub port, and traffic in feeder lines is analyzed. A new network planning method is proposed, an integrated hub port location and route design, a capacitated vehicle routing problem with pick-ups, deliveries and time deadlines are formulated and solved using an improved genetic algorithm for positioning the hub port and establishing routes for a containership fleet. Results on the performance of the algorithm and the feasibility of the approach show that a relatively small fleet of containerships could provide efficient services within deadlines.

In this paper, backup and recovery technique for Peer to Peer applications, such as a distributed asynchronous Web-Based Training system that we have previously proposed. In order to improve the scalability and robustness of this system, all contents and function are realized on mobile agents. These agents are distributed to computers, and they can obtain using a Peer to Peer network that modified Content-Addressable Network. In the proposed system, although entire services do not become impossible even if some computers break down, the problem that contents disappear occurs with an agent-s disappearance. As a solution for this issue, backups of agents are distributed to computers. Abstract:
This paper focuses on testing database of existing information system. At the beginning we describe the basic problems of implemented databases, such as data redundancy, poor design of database logical structure or inappropriate data types in columns of database tables. These problems are often the result of incorrect understanding of the primary requirements for a database of an information system. Then we propose an algorithm to compare the conceptual model created from vague requirements for a database with a conceptual model reconstructed from implemented database. An algorithm also suggests steps leading to optimization of implemented database. The proposed algorithm is verified by an implemented prototype. The KM paradigm as portrayed in the literature informs the processes that can increase intangible assets so that corporate knowledge is preserved. However, in some instances, knowledge management exists in a universe of dynamic tension among the conflicting needs to respect privacy and intellectual property (IP), to guard against data theft, to protect national security and to stay within the laws. While the Knowledge Management literature focuses on the bright side of the paradigm, there is also a different side in which knowledge is distorted, suppressed or misappropriated due to personal or organisational motives (the paradox). This paper describes the ethical paradoxes that occur within the taxonomy and deontology of knowledge management and suggests that recognising both the promises and pitfalls of KM requires wisdom.Keywords: business ethics, data, knowledge, knowledgemanagement, privacy, protection.

Abstract:
WiMAX is defined as Worldwide Interoperability for Microwave Access by the WiMAX Forum, formed in June 2001 to promote conformance and interoperability of the IEEE 802.16 standard, officially known as WirelessMAN. The attractive features of WiMAX technology are very high throughput and Broadband Wireless Access over a long distance. A detailed simulation environment is demonstrated with the UGS, nrtPS and ertPS service classes for throughput, delay and packet delivery ratio for a mixed environment of fixed and mobile WiMAX. A simple mobility aspect is considered for the mobile WiMAX and the PMP mode of transmission is considered in TDD mode. The Network Simulator 2 (NS-2) is the tool which is used to simulate the WiMAX network scenario. Abstract:
Information and Communication Technology (ICT) has opened up new and robust ways of sending and receiving information at global level. Any type of information including voice and video is sent to the diverse publics, who equally have variety of choices. Thus, the development of any nation is tied to efficient information dissemination. In Nigeria, television broadcasting started in 1959 with the establishment of the Western Nigeria Television (WNTV) by the opposition leader, Chief Obafemi Awolowo. Later on, the government took over the station and fully controlled it. Subsequently, regional stations were opened to propagate government policies and programs. The television industry in Nigeria continued to grow in terms of viewership and number with over fifty national television stations and twenty five private ones. Thus, existing documents on digitization of television broadcasting industry and related literature were used as the main source of information. Therefore, this paper analyses the efforts being made by the Nigerian government through its ICT policy towards digitization of its television broadcasting in order to cope with the global trend. Recommendations are proffered with a view to achieving the target goal.

Abstract:
In this paper, we extend the versatility and usefulness of GIS as a methodology for any river basin hydrologic characteristics analysis (HCA). The Gurara River basin located in North-Central Nigeria is presented in this study. It is an on-going research using spatial Digital Elevation Model (DEM) and Arc-Hydro tools to take inventory of the basin characteristics in order to predict water abstraction quantification on streamflow regime. One of the main concerns of hydrological modelling is the quantification of runoff from rainstorm events. In practice, the soil conservation service curve (SCS) method and the Conventional procedure called rational technique are still generally used these traditional hydrological lumped models convert statistical properties of rainfall in river basin to observed runoff and hydrograph. However, the models give little or no information about spatially dispersed information on rainfall and basin physical characteristics. Therefore, this paper synthesizes morphometric parameters in generating runoff. The expected results of the basin characteristics such as size, area, shape, slope of the watershed and stream distribution network analysis could be useful in estimating streamflow discharge. Water resources managers and irrigation farmers could utilize the tool for determining net return from available scarce water resources, where past data records are sparse for the aspect of land and climate.

Abstract:
In this paper, a new efficient method for load balancing in low voltage distribution systems is presented. The proposed method introduces an improved Leap-frog method for optimization. The proposed objective function includes the difference between three phase currents, as well as two other terms to provide the integer property of the variables; where the latter are the status of the connection of loads to different phases. Afterwards, a new algorithm is supplemented to undertake the integer values for the load connection status. Finally, the method is applied to different parts of Tabriz low voltage network, where the results have shown the good performance of the proposed method.

Abstract:
Artificial Neural Network (ANN)s are best suited for prediction and optimization problems. Trained ANNs have found wide spread acceptance in several antenna design systems. Four parameters namely antenna radiation resistance, loss resistance, efficiency, and inductance can be used to design an antenna layout though there are several other parameters available. An ANN can be trained to provide the best and worst case precisions of an antenna design problem defined by these four parameters. This work describes the use of an ANN to generate the four mentioned parameters for a loop antenna for the specified frequency range. It also provides insights to the prediction of best and worst-case design problems observed in applications and thereby formulate a model for physical layout design of a loop antenna.Keywords: MLP, ANN, parameter, prediction, optimization.

Abstract:
In this paper, an automatic system of diagnosis was developed to detect and locate in real time the defects of the wound rotor asynchronous machine associated to electronic converter. For this purpose, we have treated the signals of the measured parameters (current and speed) to use them firstly, as indicating variables of the machine defects under study and, secondly, as inputs to the Artificial Neuron Network (ANN) for their classification in order to detect the defect type in progress. Abstract:
In an original directed diffusion routing protocol, a sink requests sensing data from a source node by flooding interest messages to the network. Then, the source finds the sink by sending exploratory data messages to all nodes that generate incoming interest messages. This protocol signaling can cause heavy traffic in the network, an interference of the radio signal, collisions, great energy consumption of sensor nodes, etc. According to this research problem, this paper investigates the effect of sending interest and exploratory data messages on the performance of directed diffusion routing protocol. We demonstrate the research problem occurred from employing directed diffusion protocol in mobile wireless environments. For this purpose, we perform a set of experiments by using NS2 (network simulator 2). The radio propagation models; Two-ray ground reflection with and without shadow fading are included to investigate the effect of signaling. The simulation results show that the number of times of sent and received protocol signaling in the case of sending interest and exploratory data messages are larger than the case of sending other protocol signals, especially in the case of shadowing model. Additionally, the number of exploratory data message is largest in one round of the protocol procedure.
