2989 Measuring Strategic Management Maturity: An Empirical Study in Turkish Public and Private Sector Organizations

Abstract:
Strategic Management is highly critical for all types of organizations. This paper examines maturity level of strategic management practices of public and private sector organizations in Turkey, and presents a conceptual model for assessing the maturity of strategic management in any organization. This research focuses on R&D intensive organizations (RDO) because it is claimed that such organizations are more innovative and innovation is a critical part of the model. The Strategic management maturity model (S-3M) is basically composed of six maturity levels with five different dimensions. Based on 63 organizations, the findings reveal that the average maturity of all organizations in the sample group is three out of five. It corresponds to the stage of ‘performed’. Results simply show that the majority of organizations from various industries and sectors implement strategic management activities; however, they experience multiple challenges to optimize strategic management processes and integrate organizational components with business strategies. Briefly, they struggle to become an innovative organization.

Abstract:
This paper aims at overviewing the topics of a research project (CARDIOSENSOR) on the field of health sciences (biomaterials and biomedical engineering). The project has focused on the development of a nanosensor for the assessment of the risk of cardiovascular diseases by the monitoring of C-reactive protein (CRP), which has been currently considered as the best validated inflammatory biomarker associated to cardiovascular diseases. The project involves tasks such as: 1) the development of sensor devices based on field effect transistors (FET): assembly, optimization and validation; 2) application of sensors to the detection of CRP in standard solutions and comparison with enzyme-linked immunosorbent assay (ELISA); and 3) application of sensors to real samples such as blood and saliva and evaluation of their ability to predict the risk of cardiovascular disease.

Abstract:
In this paper we present an efficient approach for the prediction of two sunspot-related time series, namely the Yearly Sunspot Number and the IR5 Index, that are commonly used for monitoring solar activity. The method is based on exploiting partially recurrent Elman networks and it can be divided into three main steps: the first one consists in a “de-rectification" of the time series under study in order to obtain a new time series whose appearance, similar to a sum of sinusoids, can be modelled by our neural networks much better than the original dataset. After that, we normalize the derectified data so that they have zero mean and unity standard deviation and, finally, train an Elman network with only one input, a recurrent hidden layer and one output using a back-propagation algorithm with variable learning rate and momentum. The achieved results have shown the efficiency of this approach that, although very simple, can perform better than most of the existing solar activity forecasting methods.

Abstract:
This paper describes reactive neural control used to generate phototaxis and obstacle avoidance behavior of walking machines. It utilizes discrete-time neurodynamics and consists of two main neural modules: neural preprocessing and modular neural control. The neural preprocessing network acts as a sensory fusion unit. It filters sensory noise and shapes sensory data to drive the corresponding reactive behavior. On the other hand, modular neural control based on a central pattern generator is applied for locomotion of walking machines. It coordinates leg movements and can generate omnidirectional walking. As a result, through a sensorimotor loop this reactive neural controller enables the machines to explore a dynamic environment by avoiding obstacles, turn toward a light source, and then stop near to it.Keywords: Recurrent neural networks, Walking robots, Modular neural control, Phototaxis, Obstacle avoidance behavior.

Abstract:
Cross-docking includes receiving products supplied by a set of suppliers, unloading them from inbound trucks (ITs) at strip doors, consolidating and handling these products to stack doors based on their destinations, loading them into outbound trucks (OTs); then, delivering these products to customers. An effective assignment of the trucks to the doors would enhance the advantages of the cross-docking (e.g. reduction of the handling costs). This paper addresses the truck-to-door assignment problem in a cross-dock in which assignment of the ITs to the strip doors as well as assignment of the OTs to the stacks doors is determined so that total material handling cost in the cross-dock is minimized. Capacity constraints are applied for the ITs, OTs, strip doors, and stack doors. We develop a Quadratic Programming (QP) to formulate the problem. To solve it, the model is coded in LINGO software to specify the best assignment of the trucks to the doors.

Abstract:
Combustion of fuels in industrial and transport sector has lead to an alarming release of polluting gases to the atmosphere. Carbon monoxide is one such pollutant, which is formed as a result of incomplete oxidation of the fuel. In order to analyze the effect of catalyst on the reduction of CO emissions to the atmosphere, two catalysts Mn2O3 and Hopcalite are considered. A model was formed based on mass and energy balance equations. Results show that Hopcalite catalyst as compared to Mn2O3 catalyst helped in faster conversion of the polluting gas as the operating temperature of the hopcalite catalyst is much lower as compared to the operating temperature of Mn2O3 catalyst.

Abstract:
A shaped single feed microstrip antenna is realized for C-Band and X-Band applications. The frequency range of C-band and X-band varies from 4 to 8 Gigahertz and 8 to 12 Gigahertz. The antenna operates under three frequency bands, one under C band and two under X-band applications. Defect on the ground called DGS (Defected Ground Structure) is made to enhance the distinctiveness of the antenna parameters. The design consists of DGS provided to improve the antenna performance. The substrate material used is of the Flame Retardant grade-4 (FR4) epoxy having high mechanical and electrical strength. The design and analysis was done using the FEM (Finite Element Method) based Ansoft HFSS (High Frequency Structural Simulator) Version 12. For the resonant frequencies of 5.21, 9.17 and 10.45, a value of reflection coefficient obtained is of -39.0, -16.0 and -30.7 dB respectively. Other constraints of antenna such as bandwidth, gain, directivity and Voltage Standing Wave Ratio (VSWR) are also conferred.

Abstract:
A dynamic stall-corrected Blade Element-Momentum algorithm based on a hybrid polar is validated through the comparison with Sandia experimental measurements on a 5-m diameter wind turbine of Troposkien shape. Different dynamic stall models are evaluated. The numerical predictions obtained using the extended aerodynamic coefficients provided by both Sheldal and Klimas and Raciti Castelli et al. are compared to experimental data, determining the potential of the hybrid database for the numerical prediction of vertical-axis wind turbine performances.

Hazard rate estimation is one of the important topics in forecasting earthquake occurrence. Forecasting earthquake occurrence is a part of the statistical seismology where the main subject is the point process. Generally, earthquake hazard rate is estimated based on the point process likelihood equation called the Hazard Rate Likelihood of Point Process (HRLPP). In this research, we have developed estimation method, that is hazard rate single decrement HRSD. This method was adapted from estimation method in actuarial studies. Here, one individual associated with an earthquake with inter event time is exponentially distributed. The information of epicenter and time of earthquake occurrence are used to estimate hazard rate. At the end, a case study of earthquake hazard rate will be given. A numerical solution of the initial boundary value problem of the suspended string vibrating equation with the particular nonlinear damping term based on the finite difference scheme is presented in this paper. The investigation of how the second and third power terms of the nonlinear term affect the vibration characteristic. We compare the vibration amplitude as a result of the third power nonlinear damping with the second power obtained from previous report provided that the same initial shape and initial velocities are assumed. The comparison results show that the vibration amplitude is inversely proportional to the coefficient of the damping term for the third power nonlinear damping case, while the vibration amplitude is proportional to the coefficient of the damping term in the second power nonlinear damping case.Keywords: Finite-difference method, the nonlinear damped equation, the numerical simulation, the suspended string equation

Statements of facts have been made about Nollywood, a segment of the Nigerian film industry that has in recent times become phenomenal due largely to its quantity of production and specific production style. In the face of recent transformations reshaping the industry, matters have been arising which have not been given due academic attention from an industry player perspective. While re-addressing such issues like structure, policy and informality, this study benefits from a new perspective – that of a community member adopting participant observation to research into a familiar culture. With data drawn from an extensive ethnographic study of the industry, this paper examines these matters with an emphasis on structure and the industry’s overall political economy. Drawing from discourses on the new and old Nollywood labels and other current matters arising within the industry such as the MOPICON bill redraft, corporate financing and possibilities of regeneration, this paper examines structure and power struggle within Nollywood. These are championing regenerative processes that bring about formalization, professionalism and the quest for a transnational presence, which have only been superficially evaluated. Focused essentially on Nollywood’s political economy, this study critically analyses the transforming face of an informal industry, the consistent quest for structure, quality and standard, and issues of corporate sponsorship as possible trends of regeneration. It evaluates them as indicators of regeneration, questioning the possibilities of their sustenance in an industry experiencing increased interactions with the formal economy and an influx of young professionals. With findings that make sustained regeneration both certain (due to increased formal economy interaction) and uncertain (due to the dysfunctionality of the society and its political system), it concludes that the transforming face of the industry suggests impending gentrification of the industry.

Abstract:
This paper presents an economic game for sybil detection in a distributed computing environment. Cost parameters reflecting impacts of different sybil attacks are introduced in the sybil detection game. The optimal strategies for this game in which both sybil and non-sybil identities are expected to participate are devised. A cost sharing economic mechanism called Discriminatory Rewarding Mechanism for Sybil Detection is proposed based on this game. A detective accepts a security deposit from each active agent, negotiates with the agents and offers rewards to the sybils if the latter disclose their identity. The basic objective of the detective is to determine the optimum reward amount for each sybil which will encourage the maximum possible number of sybils to reveal themselves. Maintaining privacy is an important issue for the mechanism since the participants involved in the negotiation are generally reluctant to share their private information. Peer review is an activity where students review their classmates- writing and then evaluate the content, development, unity and organization. Studies have shown that peer review activities benefit both the reviewer and the writer in developing their reading and writing skills. Furthermore, peer review activities may also enhance students- soft skills. This study was conducted to find out the benefits of peer review activity in a technical writing class based on engineering students- perceptions. The study also highlights how these benefits could improve the students- soft skills. A set of questionnaire was given to 200 undergraduate students of a technical writing course. The results of the study indicate that the activity could help improve their critical thinking skills, written and oral communication skills, as well as team work. Abstract:
Diabetic Retinopathy (DR) is a severe retinal disease which is caused by diabetes mellitus. It leads to blindness when it progress to proliferative level. Early indications of DR are the appearance of microaneurysms, hemorrhages and hard exudates. In this paper, an automatic algorithm for detection of DR has been proposed. The algorithm is based on combination of several image processing techniques including Circular Hough Transform (CHT), Contrast Limited Adaptive Histogram Equalization (CLAHE), Gabor filter and thresholding. Also, Support Vector Machine (SVM) Classifier is used to classify retinal images to normal or abnormal cases including non-proliferative or proliferative DR. The proposed method has been tested on images selected from Structured Analysis of the Retinal (STARE) database using MATLAB code. The method is perfectly able to detect DR. The sensitivity specificity and accuracy of this approach are 90%, 87.5%, and 91.4% respectively.Keywords: Diabetic retinopathy, fundus images, STARE, Gabor filter, SVM.

This survey paper shows the recent state of model comparison as it’s applies to Model Driven engineering. In Model Driven Engineering to calculate the difference between the models is a very important and challenging task. There are number of tasks involved in model differencing that firstly starts with identifying and matching the elements of the model. In this paper, we discuss how model matching is accomplished, the strategies, techniques and the types of the model. We also discuss the future direction. We found out that many of the latest model comparison strategies are geared near enabling Meta model and similarity based matching. Therefore model versioning is the most dominant application of the model comparison. Recently to work on comparison for versioning has begun to deteriorate, giving way to different applications. The proximate composition, physical traits and sensory properties of beef and chicken patties incorporated with various level of dried cornsilk (Maydis stigma) were studied. The beef and chicken patties were formulated with either 2%, 4% or 6% of cornsilk. Both cooked beef and chicken patties incorporated with 6% cornsilk recorded the highest protein concentration at 23.3% and 28.42%, respectively. Both cooked beef and chicken patties containing 6% cornsilk significantly recorded the lowest concentration of fat at 11.4% and 14.60%, respectively. Beef and chicken patties formulated with 6% cornsilk recorded the highest cooking yield at 80.13% and 83.03% compared to other treatments. The inclusion of cornsilk did not change the sensory properties and consumer acceptability of cornsilk-based beef and chicken patties. Abstract:
Physical properties of uranium dinitride (UN2) were investigated in detail using first principle calculations based on density functional theory (DFT). To study the strong correlation effects due to 5f uranium valence electrons, the on-site coulomb interaction correction U via the Hubbard-like term (DFT+U) was employed. The UN2 structural, mechanical and thermodynamic properties were calculated within DFT and Various U of DFT+U approach. The Perdew–Burke–Ernzerhof (PBE.5.2) version of the generalized gradient approximation (GGA) is used to describe the exchange-correlation with the projector-augmented wave (PAW) pseudo potentials. A comparative study shows that results are improved by using the Hubbard formalism for a certain U value correction like the structural parameter. For some physical properties the variation versus Hubbard-U is strong like Young modulus but for others it is weakly noticeable such as bulk modulus. We noticed also that from U=7.5 eV, elastic results don’t agree with the cubic cell because of the C44 values which turn out to be negative.

The increase in air travel worldwide has resulted in a pilot shortage. To increase student pilot capacity and lower costs, flight schools have increased the use of recreational aircraft (RA) with technological advanced cockpits in flight schools. The impact of RA based training compared to general aviation (GA) aircraft training on student mental workload is not well understood. This research investigated student pilot (N = 17) awareness of mental workload between technologically advanced cockpit equipped RA training with analogue gauge equipped GA training. The results showed a significantly higher rating of mental workload across subscales of mental and physical demand on the NASA-TLX in recreational aviation aircraft training compared to GA aircraft. Similarly, thematic content analysis of follow-up questions identified that mental workload of the student pilots flying the RA was perceived to be more than the GA aircraft.

In textile industry, besides the conventional textile products, technical textile goods, that have been brought external functional properties into, are being developed for technical textile industry. Especially these products produced with weaving technology are widely preferred in areas such as sports, geology, medical, automotive, construction and marine sectors. These textile products are exposed to various stresses and large deformations under typical conditions of use. At this point, sufficient and reliable data could not be obtained with uniaxial tensile tests for determination of the mechanical properties of such products due to mainly biaxial stress state. Therefore, the most preferred method is a biaxial tensile test method and analysis. These tests and analysis is applied to fabrics with different functional features in order to establish the textile material with several characteristics and mechanical properties of the product. Planar biaxial tensile test, cylindrical inflation and bulge tests are generally required to apply for textile products that are used in automotive, sailing and sports areas and construction industry to minimize accidents as long as their service life. Airbags, seat belts and car tires in the automotive sector are also subject to the same biaxial stress states, and can be characterized by same types of experiments. In this study, in accordance with the research literature related to the various biaxial test methods are compared. Results with discussions are elaborated mainly focusing on the design of a biaxial test apparatus to obtain applicable experimental data for developing a finite element model. Well-designed composite steel and concrete structures highlight the good material properties and lower the deficiencies of steel and concrete, in particular they make use of high tensile strength of steel and high stiffness of concrete. The most common composite steel and concrete structure is a simply supported beam, which concrete slab transferring the slab load to a beam is connected to the steel cross-section. The aim of this paper is to find the most adequate numerical model of a simply supported composite beam with the cross-sectional and material parameters based on the results of a processed parametric study and numerical analysis. The paper also evaluates the suitability of using compact concrete with the lightweight aggregates for composite steel and concrete beams. The most adequate numerical model will be used in the resent future to compare the results of laboratory tests.

Imperial competitive algorithm (ICA) simulates a multi-agent algorithm. Each agent is like a kingdom has its country, and the strongest country in each agent is called imperialist, others are colony. Countries are competitive with imperialist which in the same kingdom by evolving. So this country will move in the search space to find better solutions with higher fitness to be a new imperialist. The main idea in this paper is using the peculiarity of ICA to explore the search space to solve the kinds of combinational problems. Otherwise, we also study to use the greed search to increase the local search ability. To verify the proposed algorithm in this paper, the experimental results of traveling salesman problem (TSP) is according to the traveling salesman problem library (TSPLIB). The results show that the proposed algorithm has higher performance than the other known methods.

Abstract:
A reduced-bit multiplication algorithm based on the ancient Vedic multiplication formulae is proposed in this paper. Both the Vedic multiplication formulae, Urdhva tiryakbhyam and Nikhilam, are first discussed in detail. Urdhva tiryakbhyam, being a general multiplication formula, is equally applicable to all cases of multiplication. It is applied to the digital arithmetic and is shown to yield a multiplier architecture which is very similar to the popular array multiplier. Due to its structure, it leads to a high carry propagation delay in case of multiplication of large numbers. Nikhilam Sutra, on the other hand, is more efficient in the multiplication of large numbers as it reduces the multiplication of two large numbers to that of two smaller numbers. The framework of the proposed algorithm is taken from this Sutra and is further optimized by use of some general arithmetic operations such as expansion and bit-shifting to take advantage of bit-reduction in multiplication. We illustrate the proposed algorithm by reducing a general 4x4-bit multiplication to a single 2 x 2-bit multiplication operation.

Abstract:
The knowledge of the relationship between characters can help readers to understand the overall story or plot of the literary fiction. In this paper, we present a method for extracting the specific relationship between characters from a Korean literary fiction. Generally, methods for extracting relationships between characters in text are statistical or computational methods based on the sentence distance between characters without considering Korean linguistic features. Furthermore, it is difficult to extract the relationship with direction from text, such as one-sided love, because they consider only the weight of relationship, without considering the direction of the relationship. Therefore, in order to identify specific relationships between characters, we propose a statistical method considering linguistic features, such as syntactic patterns and speech verbs in Korean. The result of our method is represented by a weighted directed graph of the relationship between the characters. Furthermore, we expect that proposed method could be applied to the relationship analysis between characters of other content like movie or TV drama.

Abstract:
Using logarithmic mean Divisia decomposition technique, this paper analyzes the change in industrial energy intensity of Fujian Province in China, based on data sets of added value and energy consumption for 35 selected industrial sub-sectors from 1999 to 2009. The change in industrial energy intensity is decomposed into intensity effect and structure effect. Results show that the industrial energy intensity of Fujian Province has achieved a reduction of 51% over the past ten years. The structural change, a shift in the mix of industrial sub-sectors, made overwhelming contribution to the reduction. The impact of energy efficiency’s improvement was relatively small. However, the aggregate industrial energy intensity was very sensitive to both the changes in energy intensity and in production share of energy-intensive sub-sectors, such as production and supply of electric power, steam and hot water. Pathway to reduce industrial energy intensity for energy conservation in Fujian Province is proposed in the end.

Abstract:
The storage of thermal energy as a latent heat of phase change material (PCM) has created considerable interest among researchers in recent times. Here, an attempt is made to carry out numerical investigations to analyze the performance of latent heat storage units (LHSU) employing phase change material. The mathematical model developed is based on an enthalpy formulation. Freezing time of PCM packed in three different shaped containers viz. rectangular, cylindrical and cylindrical shell is compared. The model is validated with the results available in the literature. Results show that for the same mass of PCM and surface area of heat transfer, cylindrical shell container takes the least time for freezing the PCM and this geometric effect is more pronounced with an increase in the thickness of the shell than that of length of the shell.Keywords: Enthalpy Formulation, Latent heat storage unit(LHSU), Numerical Model, Phase change material (PCM)

Abstract:
Kernelized Correlation Filter (KCF) based trackers have gained a lot of attention recently because of their accuracy and fast calculation speed. However, this algorithm is not robust in cases where the object is lost by a sudden change of direction, being obscured or going out of view. In order to improve KCF performance in long-term tracking, this paper proposes an anomaly detection method for target loss warning by analyzing the response map of each frame, and a classification algorithm for reliable target re-locating mechanism by using Random fern. Being tested with Visual Tracker Benchmark and Visual Object Tracking datasets, the experimental results indicated that the precision and success rate of the proposed algorithm were 2.92 and 2.61 times higher than that of the original KCF algorithm, respectively. Moreover, the proposed tracker handles occlusion better than many state-of-the-art long-term tracking methods while running at 60 frames per second.

Abstract:
Source apportionment using Dispersion model depends primarily on the quality of Emission Inventory. In the present study, a CMB receptor model has been used to identify the sources of PM2.5, while the AERMOD dispersion model has been used to account for missing sources of PM2.5 in the Emission Inventory. A statistical approach has been developed to quantify the missing sources not considered in the Emission Inventory. The inventory of each grid was improved by adjusting emissions based on road lengths and deficit in measured and modelled concentrations. The results showed that in CMB analyses, fugitive sources - soil and road dust - contribute significantly to ambient PM2.5 pollution. As a result, AERMOD significantly underestimated the ambient air concentration at most locations. The revised Emission Inventory showed a significant improvement in AERMOD performance which is evident through statistical tests.

Abstract:
This paper addresses the issues and technique for textile industry using data mining techniques. Data mining has been applied to the stitching of garments products that were obtained from a textile company. Data mining techniques were applied to the data obtained from the CHAID algorithm, CART algorithm, Regression Analysis and, Artificial Neural Networks. Classification technique based analyses were used while data mining and decision model about the production per person and variables affecting about production were found by this method. In the study, the results show that as the daily working time increases, the production per person also decreases. In addition, the relationship between total daily working and production per person shows a negative result and the production per person show the highest and negative relationship.Keywords: Data mining, textile production, decision trees, classification.

Today modern simulations solutions in the wind turbine industry have achieved a high degree of complexity and detail in result. Limitations exist when it is time to validate model results against measurements. Regarding Model validation it is of special interest to identify mode frequencies and to differentiate them from the different excitations. A wind turbine is a complex device and measurements regarding any part of the assembly show a lot of noise. Input excitations are difficult or even impossible to measure due to the stochastic nature of the environment. Traditional techniques for frequency analysis or features extraction are widely used to analyze wind turbine sensor signals, but have several limitations specially attending to non stationary signals (Events). A new technique based on autoregresive analysis techniques is introduced here for a specific application, a comparison and examples related to different events in the wind turbine operations are presented.

Abstract:
Thermal behavior of fuel channel under loss of coolant accident (LOCA) is a major concern for nuclear reactor safety. LOCA along with failure of emergency cooling water system (ECC) may leads to mechanical deformations like sagging and ballooning. In order to understand the phenomenon an experiment has been carried out using 19 pin fuel element simulator. Main purpose of the experiment was to trace temperature profiles over the pressure tube, calandria tube and clad tubes of Indian Pressurized Heavy Water Reactor (IPHWR) under symmetrical and asymmetrical heat-up conditions. For simulating the fully voided scenario, symmetrical heating of pressure was carried out by injecting 13.2 KW (2 % of nominal power) to all the 19 pins and the temperatures of pressure tube, calandria tube and clad tubes were measured. During symmetrical heating the sagging of fuel channel was initiated at 460 °C and the highest temperature attained by PT was 650 °C . The decay heat from clad tubes was dissipated to moderator mainly by radiation and natural convection. The highest temperature of 680 °C was observed over the outer ring of clad tubes of fuel simulator. Again, to simulate partially voided condition, asymmetrical heating of pressure was carried out by supplying 8.0 kW power to upper 8 pins of fuel simulator and temperature profiles were measured. Along the circumference of pressure tube (PT) the highest temperature difference of 320 °C was observed, which highlights the magnitude of thermal stresses under partially voided conditions.
