Abstract:
A numerical study based on the Lattice Boltzmann Method (LBM) is proposed to solve one, two and three dimensional heat and mass transfer for isothermal carbonization of thick wood particles. To check the validity of the proposed model, computational results have been compared with the published data and a good agreement is obtained. Then, the model is used to study the effect of reactor temperature and thermal boundary conditions, on the evolution of the local temperature and the mass distributions of the wood particle during carbonization

Abstract:
Political participation involves voluntary and deliberate efforts by the members of a political system to determine the kinds of political institution and individuals that will govern them and equally influence the mobilization and allocation of the available societal resources. Over the years, youths in Nigeria participate actively in political party rallies and voting to elect their leaders and representatives in governance. This paper examines categories and nature of participation in politics as well as factors that drive youths into politics in Sokoto State. A survey conducted, through focus group discussions, interviews and questionnaire, in the six sampled Local Government of Sokoto State identifies three category of political participation; namely, active, moderate and apathetic participation. The findings reveal that 63.57% of respondents are apathetic to politics in the State and unemployed youth constitutes 34.74% of the entire responses. The paper establishes that lack of attainment of need (63.22%) is one of the reasons that make youths engage into participatory activities that encourage political thuggery and manipulation of electoral outcomes. The paper recommends that youths should be engaged into positive rational participatory activities that ensure inclusiveness and promotion of good governance in Nigeria. It is hoped that this will enlighten youths and policy implementers on the constructive strategies in controlling youths’ negative participation in politics in Nigeria.Keywords: Democracy, Governance, Inclusiveness, Participation and Politics.

Abstract:
With the advent of three-dimension (3D) technology, there are lots of research in converting 2D images to 3D images. The main difference between 2D and 3D is the visual illusion of depth in 3D images. In the recent era, there are more depth estimation techniques. The objective of this paper is to convert 2D images to 3D images with less computation time. For this, the input image is divided into blocks from which the depth information is obtained. Having the depth information, a depth map is generated. Then the 3D image is warped using the original image and the depth map. The proposed method is tested on Make3D dataset and NYU-V2 dataset. The experimental results are compared with other recent methods. The proposed method proved to work with less computation time and good accuracy.

In this process of evolution environmental law has unleashed a number of novel principles such as; the participatory principle, the polluter pays principle, the precautionary principle, the intergenerational and intra-generational principles, the prevention principle, the sustainable development principle and so on.

Abstract:
This paper presents a new Quality-Controlled, wavelet based, compression method for electrocardiogram (ECG) signals. Initially, an ECG signal is decomposed using the wavelet transform. Then, the resulting coefficients are iteratively thresholded to guarantee that a predefined goal percent root mean square difference (GPRD) is matched within tolerable boundaries. The quantization strategy of extracted non-zero wavelet coefficients (NZWC), according to the combination of RLE, HUFFMAN and arithmetic encoding of the NZWC and a resulting look up table, allow the accomplishment of high compression ratios with good quality reconstructed signals.

Abstract:
Until recently it would have been unusual to consider classifying population movements and refugees as security problem. However, efforts at shaping our world to make ourselves secure have paradoxically led to ever greater insecurity. The feeling of uncertainty, pertinent throughout all discourses of security, has led to the creation of security production into seemingly benign routines of everyday life. Yet, the paper argues, neither of security discourses accounted for, disclosed and challenged the fundamental aporias embedded in Western security narratives. In turn, the paper aims to unpick the conventional security wisdom, which is haunted with strong ontologies, embedded in the politics of Orientalism, and (in)security nexus. The paper concludes that current security affair conceals the integral impossibility of fulfilling its very own promise of assured security. The paper also provides suggestions about alternative security discourse based on mutual dialogue.

Abstract:
This work deals with unsupervised image deblurring. We present a new deblurring procedure on images provided by lowresolution synthetic aperture radar (SAR) or simply by multimedia in presence of multiplicative (speckle) or additive noise, respectively. The method we propose is defined as a two-step process. First, we use an original technique for noise reduction in wavelet domain. Then, the learning of a Kohonen self-organizing map (SOM) is performed directly on the denoised image to take out it the blur. This technique has been successfully applied to real SAR images, and the simulation results are presented to demonstrate the effectiveness of the proposed algorithms.Keywords: Blur, Kohonen self-organizing map, noise, speckle, synthetic aperture radar.

Abstract:
Phosphorous is an important element for agriculture and industry and is a non-renewable resource. Especially, yellow phosphorus is an essential material in advanced industrial technology, but phosphorus resources were not produced in Japan at all, and all depend on imports. It has been suggested, however, that the remaining accessible reserves of phosphate ore will be depleted within 50 years. Therefore, alternative resources for phosphate ore must be found. In this research, we have developed a process that enables the production of high-purity yellow phosphorus from domestic unused phosphorus resources such as steelmaking slags. The process consists of two parts: (1) the production of crude phosphoric acid from wastes such as steelmaking slag; (2) producing high-purity yellow phosphorus by low-temperature carbothermic reduction of phosphoric acid (H3PO4). The details of the carbothermic reduction of phosphoric acid are presented in this paper. Yellow phosphorus is commercially produced by carbothermic reduction of phosphate ore in an electric arc furnace at more than 1673K. In the newly developed system, gaseous P4O10 evaporated from H3PO4 is successfully reduced to yellow phosphorus by using carbon packed bed at less than 1273K. To meet the depletion of phosphate ore, the proposed process in this study to produce yellow phosphorus by carbothermic reduction of H3PO4 that are extracted from dephosphorization slags will be one of the effective and economical solutions.

Abstract:
Clustering is a very well known technique in data mining. One of the most widely used clustering techniques is the kmeans algorithm. Solutions obtained from this technique depend on the initialization of cluster centers and the final solution converges to local minima. In order to overcome K-means algorithm shortcomings, this paper proposes a hybrid evolutionary algorithm based on the combination of PSO, SA and K-means algorithms, called PSO-SA-K, which can find better cluster partition. The performance is evaluated through several benchmark data sets. The simulation results show that the proposed algorithm outperforms previous approaches, such as PSO, SA and K-means for partitional clustering problem.

Abstract:
This paper argues that networks, such as the ECN and the American network, are affected by certain small events which are inherent to path dependence and preclude the full evolution towards efficiency. It is advocated that the American network is superior to the ECN in many respects due to its greater flexibility and longer history. This stems in particular from the creation of the American network, which was based on a small number of cases. Such a structure encourages further changes and modifications which are not necessarily radical. The ECN, by contrast, was established by legislative action, which explains its rigid structure and resistance to change. This paper is an attempt to transpose the superiority of the American network on to the ECN. It looks at concepts such as judicial cooperation, harmonisation of procedure, peer review and regulatory impact assessments (RIAs), and dispute resolution procedures.

Many fast motion estimation algorithms have been proposed to decrease the computational complexity by reducing the number of candidate motion vectors. However, these studies are for fast search algorithms themselves while almost image and video compressions are operated with software based. Therefore, the timing constraints for running these motion estimation algorithms not only challenge for the video codec but also overwhelm for some of processors. For lack of the visualization of the ultrasonic detection method of partial discharge (PD), the ultrasonic detection technology combined with the X-ray visual detection method (UXV) is proposed. The method can conduct qualitative analysis accurately and conduct reliable positioning diagnosis to the internal insulation defects of GIS, and while it could make up the blindness of the X-ray visual detection method and improve the detection rate. In this paper, an experimental model of GIS is used as the trial platform, a variety of insulation defects are set inside the GIS cavity. With the proposed method, the ultrasonic method is used to conduct the preliminary detection, and then the X-ray visual detection is used to locate and diagnose precisely. In this paper, we investigate a blind channel estimation method for Multi-carrier CDMA systems that use a subspace decomposition technique. This technique exploits the orthogonality property between the noise subspace and the received user codes to obtain channel of each user. In the past we used Singular Value Decomposition (SVD) technique but SVD have most computational complexity so in this paper use a new algorithm called URV Decomposition, which serve as an intermediary between the QR decomposition and SVD, replaced in SVD technique to track the noise space of the received data. Because of the URV decomposition has almost the same estimation performance as the SVD, but has less computational complexity.

Abstract:
This paper deals with automatic sentence modality recognition in French. In this work, only prosodic features are considered. The sentences are recognized according to the three following modalities: declarative, interrogative and exclamatory sentences. This information will be used to animate a talking head for deaf and hearing-impaired children. We first statistically study a real radio corpus in order to assess the feasibility of the automatic modeling of sentence types. Then, we test two sets of prosodic features as well as two different classifiers and their combination. Wireless channels are characterized by more serious bursty and location-dependent errors. Many packet scheduling algorithms have been proposed for wireless networks to guarantee fairness and delay bounds. However, most existing schemes do not consider the difference of traffic natures among packet flows. This will cause the delay-weight coupling problem. In particular, serious queuing delays may be incurred for real-time flows. In this paper, it is proposed a scheduling algorithm that takes traffic types of flows into consideration when scheduling packets and also it is provided scheduling flexibility by trading off video quality to meet the playback deadline.Keywords: Data communication, Real-time, Scheduling, Video transport.

All climate models agree that the temperature in Greece will increase in the range of 1° to 2°C by the year 2030 and mean sea level in Mediterranean is expected to rise at the rate of 5 cm/decade. The aim of the present paper is the estimation of the coastline displacement driven by the climate change and sea level rise. In order to achieve that, all known statistical and non-statistical computational methods are employed on some Greek coastal areas. Furthermore, Kalman filtering techniques are for the first time introduced, formulated and tested. Based on all the above, shoreline change signals and noises are computed and an inter-comparison between the different methods can be deduced to help evaluating which method is most promising as far as the retrieve of shoreline change rate is concerned.Keywords: Climate Change, Coastal Displacement, KalmanFilter

Nowadays over-consumption of fossil energy in buildings especially in residential buildings and also considering the increase in populations, the crisis of energy shortage in a near future is predictable. The recent performance of developed countries in construction with the aim of decreasing fossil energies shows that these countries have understood the incoming crisis and has taken reasonable and basic actions in this regard. However, Iranian architecture, with several thousands years of history, has acquired and executed invaluable experiences in designing, adapting and coordinating with the nature. Architectural studies during the recent decades show that imitating modern western architecture results in high energy wastage beside the fact that it not reasonably adaptable and corresponded with the habits and customs of people unlike the architecture in the past which was compatible and adaptable with the climatic conditions and this necessitates optimal using of renewable energies more than ever. We have devised a thermal carpet cloak theoretically and implemented in silicon using layered metamaterial. The layered metamaterial is composed of single crystalline silicon and its phononic crystal. The design is based on a coordinate transformation. We demonstrate the result with numerical simulation. Great cloaking performance is achieved as a thermal insulator is well hidden under the thermal carpet cloak. We also show that the thermal carpet cloak can even the temperature on irregular surface. Using thermal carpet cloak to manipulate the heat conduction is effective because of its low complexity.

Based on a sample of 985 respondents, confirmatory factor analysis was employed to test the factor structure and assess the reliability and validity of the list. The results support the list developed by Wang et al. Abstract:
In this paper we propose an enhanced equalization technique for multi-carrier code division multiple access (MC-CDMA). This method is based on the control of Equal Gain Combining (EGC) technique. Indeed, we introduce a new level changer to the EGC equalizer in order to adapt the equalization parameters to the channel coefficients. The optimal equalization level is, first, determined by channel training. The new approach reduces drastically the mutliuser interferences caused by interferes, without increasing the noise power. To compare the performances of the proposed equalizer, the theoretical analysis and numerical performances are given.

This research aims to study the level of democratic political culture and the factors that affect the democratic political culture of 5th and 6th graders under the authority of Dusit District Office, Bangkok by using stratified sampling for probability sampling and using purposive sampling for non-probability sampling to collect data toward the distribution of questionnaires to 300 respondents. This covers all of the schools under the authority of Dusit District Office. The researcher analyzed the data by using descriptive statistics which include arithmetic mean, standard deviation, and inferential statistics which are Independent Samples T-test (T-test) and One-Way ANOVA (F-test). The researcher also collected data by interviewing the target groups, and then analyzed the data by the use of descriptive analysis. The result shows that 5th and 6th graders under the authority of Dusit District Office, Bangkok have exposed to democratic political culture at high level in overall. When considering each part, it found out that the part that has highest mean is “the constitutional democratic governmental system is suitable for Thailand” statement. The part with the lowest mean is “corruption (cheat and defraud) is normal in Thai society” statement. The factor that affects democratic political culture is grade levels, occupations of mothers, and attention in news and political movements.

The continuity in the electric supply of the electric installations is becoming one of the main requirements of the electric supply network (generation, transmission, and distribution of the electric energy). The achievement of this requirement depends from one side on the structure of the electric network and on the other side on the avaibility of the reserve source provided to maintain the supply in case of failure of the principal one. The avaibility of supply does not only depends on the reliability parameters of the both sources (principal and reserve) but it also depends on the reliability of the circuit breaker which plays the role of interlocking the reserve source in case of failure of the principal one. In addition, the principal source being under operation, its control can be ideal and sure, however, for the reserve source being in stop, a preventive maintenances which proceed on time intervals (periodicity) and for well defined lengths of time are envisaged, so that this source will always available in case of the principal source failure. The choice of the periodicity of preventive maintenance of the source of reserve influences directly the reliability of the electric feeder system In this work and on the basis of the semi- markovian's processes, the influence of the time of interlocking the reserve source upon the reliability of an industrial electric network is studied and is given the optimal time of interlocking the reserve source in case of failure the principal one, also the influence of the periodicity of the preventive maintenance of the source of reserve is studied and is given the optimal periodicity.Keywords: Semi-Markovians processes, reliability, optimization, industrial electric network.

Abstract:
Innovational development of regions in Russia is generally faced with the essential influence from federal and local authorities. The organization of effective mechanism of innovation development (and self-development) is impossible without establishment of defined institutional conditions in the analyzed field. Creative utilization of scientific concepts and information should merge, giving rise to continuing innovation and advanced production. The paper presents an analysis of institutional conditions in the field of creation and development of innovation activity infrastructure and transferring of knowledge and skills between different economic agents in Russia. Knowledge is mainly privately owned, developed through R&D investments and incorporated into technology or a product. Innovation infrastructure is a strong concentration mechanism of advanced facilities, which are mainly located inside large agglomerations or city-regions in order to benefit from scale effects in both input markets (human capital, private financial capital) and output markets (higher education services, research services). The empirical results of the paper show that in the presence of more efficient innovation and knowledge transfer and transcoding system and of a more open attitude of economic agents towards innovation, the innovation and knowledge capacity of regional economy is much higher.

Abstract:
This study analyzes the effect of discretization on classification of datasets including continuous valued features. Six datasets from UCI which containing continuous valued features are discretized with entropy-based discretization method. The performance improvement between the dataset with original features and the dataset with discretized features is compared with k-nearest neighbors, Naive Bayes, C4.5 and CN2 data mining classification algorithms. As the result the classification accuracies of the six datasets are improved averagely by 1.71% to 12.31%.Keywords: Data mining classification algorithms, entropy-baseddiscretization method

Abstract:
In many countries, digital city or ubiquitous city (u-City) projects have been initiated to provide digitalized economic environments to cities. Recently in Korea, Kangwon Province has started the u-Kangwon project to boost local economy with digitalized tourism services. We analyze the limitations of the ubiquitous IT approach through the u-Kangwon case. We have found that travelers are more interested in quality over speed in access of information. For improved service quality, we are looking to develop an IT-convergence service design framework (ISDF). The ISDF is based on the service engineering technique and composed of three parts: Service Design, Service Simulation, and the Service Platform.Keywords: Service design, service simulation, service platform, service design framework.

Abstract:
In this paper, based on flume experimental data, the velocity distribution in open channel flows is re-investigated. From the analysis, it is proposed that the wake layer in outer region may be divided into two regions, the relatively weak outer region and the relatively strong outer region. Combining the log law for inner region and the parabolic law for relatively strong outer region, an explicit equation for mean velocity distribution of steady and uniform turbulent flow through straight open channels is proposed and verified with the experimental data. It is found that the sediment concentration has significant effect on velocity distribution in the relatively weak outer region.

Abstract:
This paper discusses the development of wireless structure control of an induction motor scalar drives. This was realised up on the wireless WiFi networks. This strategy of control is ensured by the use of Wireless ad hoc networks and a virtual network interface based on VNC which is used to make possible to take the remote control of a PC connected on a wireless Ethernet network. Verification of the proposed strategy of control is provided by experimental realistic tests on scalar controlled induction motor drives.
