648 E-health in Rural Areas: Case of Developing Countries
Authors: Stella Ouma, M. E. Herselman
Abstract:
The Application of e-health solutions has brought superb advancements in the health care industry. E-health solutions have already been embraced in the industrialized countries. In an effort to catch up with the growth, the developing countries have strived to revolutionize the healthcare industry by use of Information technology in different ways. Based on a technology assessment carried out in Kenya – one of the developing countries – and using multiple case studies in Nyanza Province, this work focuses on an investigation on how five rural hospitals are adapting to the technology shift. The issues examined include the ICT infrastructure and e-health technologies in place, the knowledge of participants in terms of benefits gained through the use of ICT and the challenges posing barriers to the use of ICT technologies in these hospitals. The results reveal that the ICT infrastructure in place is inadequate for e-health implementations as a result to various challenges that exist. Consequently, suggestions on how to tackle the various challenges have been addressed in this paper.

Authors: Dení Stincer Gómez, Zuraya Monroy Nasr
Abstract:
Pedagogy of science historically has given priority to teaching strategies that mobilize the cognitive mechanisms leaving out emotional mechanisms. Modern epistemology, cognitive psychology and psychoanalysis begin to argue and prove that emotions are relevant epistemological functions. They are 1) the selection function: that allows the perception and reason choose, to multiple alternative explanation of a particular fact, those are relevant and discard those that are not, 2) heuristic function: that is related to the activation cognitive processes that are effective in the process of knowing; and 3) the so-called content-bearing function: it argues that emotions provide the material reasoning that is subsequently transformed into linguistic propositions. According to these hypotheses, scientific knowledge seems to come from emotions that meet these functions. This paper argues that science education must start from the presence of certain emotions in the learner if we want to form citizens with a scientific or cultural future.

Abstract:
This paper presents the research and application of model predictive scheduled charging of electric vehicles (EV) subject to limited available power resource. To focus on algorithm and operational characteristics, the EV interface to the source is modelled as a battery state equation during the charging operation. The researched methods allow for the priority scheduling of EV charging in a multi-vehicle regime and when subject to limited source power availability. Priority attribution for each connected EV is described. The validity of the developed methodology is shown through the simulation of different scenarios of charging operation of multiple connected EVs including non-scheduled and scheduled operation with various numbers of vehicles. Performance of the developed algorithms is also reported with the recommendation of the choice of suitable parameters.

Authors: Madina Hamiane, Amina Khunji
Abstract:
Detecting changes in multiple images of the same scene has recently seen increased interest due to the many contemporary applications including smart security systems, smart homes, remote sensing, surveillance, medical diagnosis, weather forecasting, speed and distance measurement, post-disaster forensics and much more. These applications differ in the scale, nature, and speed of change. This paper presents an application of image processing techniques to implement a real-time change detection system. Change is identified by comparing the RGB representation of two consecutive frames captured in real-time. The detection threshold can be controlled to account for various luminance levels. The comparison result is passed through a filter before decision making to reduce false positives, especially at lower luminance conditions. The system is implemented with a MATLAB Graphical User interface with several controls to manage its operation and performance. Keywords: Image change detection, Image processing, image filtering, thresholding, B/W quantization.

Authors: Yanhui Zhang, Wenyu Yang
Abstract:
One of the difficulties of the vibration-based damage identification methods is the nonuniqueness of the results of damage identification. The different damage locations and severity may cause the identical response signal, which is even more severe for detection of the multiple damage. This paper proposes a new strategy for damage detection to avoid this nonuniqueness. This strategy firstly determines the approximates damage area based on the statistical pattern recognition method using the dynamic strain signal measured by the distributed fiber Bragg grating, and then accurately evaluates the damage information based on the Bayesian model updating method using the experimental modal data. The stochastic simulation method is then used to compute the high-dimensional integral in the Bayesian problem. Finally, an experiment of the plate structure, simulating one part of mechanical structure, is used to verify the effectiveness of this approach.

Authors: Darren Zou
Abstract:
Forecasting the stock market is a very challenging task. Various economic indicators such as GDP, exchange rates, interest rates, and unemployment have a substantial impact on the stock market. Time series models are the traditional methods used to predict stock market changes. In this paper, a machine learning method, Bayesian Additive Regression Tree (BART) is used in predicting stock market indexes based on multiple economic indicators. BART can be used to model heterogeneous treatment effects, and thereby works well when models are misspecified. It also has the capability to handle non-linear main effects and multi-way interactions without much input from financial analysts. In this research, BART is proposed to provide a reliable prediction on day-to-day stock market activities. By comparing the analysis results from BART and with time series method, BART can perform well and has better prediction capability than the traditional methods.

Abstract:
Broccoli has been widely recognized as a wealthy vegetable which contains multiple nutrients with potent anti-cancer properties. Lamb’s lettuce has been used as food for many centuries but only recently became commercially available and literature is therefore exiguous concerning these vegetables. The aim of this work was to evaluate the influence of the extraction conditions on the yield of phenolic compounds and the corresponding antioxidant capacity of broccoli and lamb’s lettuce. The results indicate that lamb’s lettuce, compared to broccoli, contains simultaneously a large amount of total polyphenols as well as high antioxidant activity. It is clearly demonstrated that extraction solvent significantly influences the antioxidant activity. Methanol is the solvent that can globally maximize the antioxidant extraction yield. The results presented herein prove lamb’s lettuce as a very interesting source of polyphenols, and thus a potential health-promoting food.

Authors: Takayuki Shiina
Abstract:
Mathematical programming has been applied to various problems. For many actual problems, the assumption that the parameters involved are deterministic known data is often unjustified. In such cases, these data contain uncertainty and are thus represented as random variables, since they represent information about the future. Decision-making under uncertainty involves potential risk. Stochastic programming is a commonly used method for optimization under uncertainty. A stochastic programming problem with recourse is referred to as a two-stage stochastic problem. In this study, we consider a stochastic programming problem with simple integer recourse in which the value of the recourse variable is restricted to a multiple of a nonnegative integer. The algorithm of a dynamic slope scaling procedure for solving this problem is developed by using a property of the expected recourse function. Numerical experiments demonstrate that the proposed algorithm is quite efficient. The stochastic programming model defined in this paper is quite useful for a variety of design and operational problems. Keywords: stochastic programming problem with recourse, simple integer recourse, dynamic slope scaling procedure

In the core node, a set of tunable decoders are used to send a traffic data to multiple destinations based on the received code-word. The use of code-words, which correspond to the combination of an input port and a set of output ports, allows the implementation of an optical switching matrix. At the reception of a burst, it will be delayed in an optical memory. And, the received optical code-word is split to a set of tunable optical decoders. The exhaustive quality control is becoming more and more important when commercializing competitive products in the world's globalized market. Taken this affirmation as an undeniable truth, it becomes critical in certain sector markets that need to offer the highest restrictions in quality terms. One of these examples is the percussion cap mass production, a critical element assembled in firearm ammunition. These elements, built in great quantities at a very high speed, must achieve a minimum tolerance deviation in their fabrication, due to their vital importance in firing the piece of ammunition where they are built in. This paper outlines a machine vision development for the 100% inspection of percussion caps obtaining data from 2D and 3D simultaneous images. Abstract:
In the normal operation conditions of a pico satellite, conventional Unscented Kalman Filter (UKF) gives sufficiently good estimation results. However, if the measurements are not reliable because of any kind of malfunction in the estimation system, UKF gives inaccurate results and diverges by time. This study, introduces Robust Unscented Kalman Filter (RUKF) algorithms with the filter gain correction for the case of measurement malfunctions. By the use of defined variables named as measurement noise scale factor, the faulty measurements are taken into the consideration with a small weight and the estimations are corrected without affecting the characteristic of the accurate ones. Two different RUKF algorithms, one with single scale factor and one with multiple scale factors, are proposed and applied for the attitude estimation process of a pico satellite. The results of these algorithms are compared for different types of measurement faults in different estimation scenarios and recommendations about their applications are given. Keywords: attitude algorithms, Kalman filters, robustestimation.

Abstract:
Learning using labeled and unlabelled data has received considerable amount of attention in the machine learning community due its potential in reducing the need for expensive labeled data. In this work we present a new method for combining labeled and unlabeled data based on classifier ensembles. The model we propose assumes each classifier in the ensemble observes the input using different set of features. Classifiers are initially trained using some labeled samples. The trained classifiers learn further through labeling the unknown patterns using a teaching signals that is generated using the decision of the classifier ensemble, i.e. the classifiers self-supervise each other. Experiments on a set of object images are presented. Our experiments investigate different classifier models, different fusing techniques, different training sizes and different input features. Experimental results reveal that the proposed self-supervised ensemble learning approach reduces classification error over the single classifier and the traditional ensemble classifier approachs. Keywords: Multiple Classifier Systems, classifier ensembles, learning using labeled and unlabelled data, K-nearest neighbor classifier, Bayes classifier.

Abstract:
Server provisioning is one of the most attractive topics in virtualization systems. Virtualization is a method of running multiple independent virtual operating systems on a single physical computer. It is a way of maximizing physical resources to maximize the investment in hardware. Additionally, it can help to consolidate servers, improve hardware utilization and reduce the consumption of power and physical space in the data center. However, management of heterogeneous workloads, especially for resource utilization of the server, or so called provisioning becomes a challenge. In this paper, a new concept for managing workloads based on user behavior is presented. The experimental results show that user behaviors are different in each type of service workload and time. Understanding user behaviors may improve the efficiency of management in provisioning concept. Abstract:
The purpose of this study is to determine whether paper assessment especially in the subject mathematics will ever be completely replaced by online assessment using Learning Management System and Content Management System such as blackboard. Testing students has moved from the traditional scribbling and sketching on paper towards working online on a screen and keyboard. It is found that online assessment by using selective types of questions like multiple choices, true or false and final answer questions don’t reflect the actual understanding of students in solving the problems and teachers can’t determine the weakness points of students. In addition, it is showed that OBMCQs are a very good tool for self-assessment and when teachers are testing for knowledge and facts. But when it comes to the skills, OBMCQs are poor tools for measuring the ability to apply knowledge to complex math problem.

Abstract:
Cluster analysis divides data into groups that are meaningful, useful, or both. Analysis of biological data is creating a new generation of epidemiologic, prognostic, diagnostic and treatment modalities. Clustering of protein sequences is one of the current research topics in the field of computer science. Linear relation is valuable in rule discovery for a given data, such as if value X goes up 1, value Y will go down 3", etc. The classical linear regression models the linear relation of two sequences perfectly. However, if we need to cluster a large repository of protein sequences into groups where sequences have strong linear relationship with each other, it is prohibitively expensive to compare sequences one by one. In this paper, we propose a new technique named General Regression Model Technique Clustering Algorithm (GRMTCA) to benignly handle the problem of linear sequences clustering. GRMT gives a measure, GR*, to tell the degree of linearity of multiple sequences without having to compare each pair of them. Keywords: Clustering, General Regression Model, Protein Sequences, Similarity Measure.

Local communities are increasingly embracing the necessity for planning based on local risks, but are also significantly challenged to effectively plan and response to disasters. This research examines basic risk-based disaster planning model and compares it with advanced risk-based planning that introduces the identification and alignment of varieties of local capabilities within and out of the local community that can be pivotal to facilitate the management of local risks and cascading effects prior to a disaster. A critical review shows that the identification and alignment of capabilities can potentially enhance risk-based disaster planning. Abstract:
There are many issues that affect modeling and designing real-time databases. One of those issues is maintaining consistency between the actual state of the real-time object of the external environment and its images as reflected by all its replicas distributed over multiple nodes. The need to improve the scalability is another important issue. In this paper, we present a general framework to design a replicated real-time database for small to medium scale systems and maintain all timing constrains. In order to extend the idea for modeling a large scale database, we present a general outline that consider improving the scalability by using an existing static segmentation algorithm applied on the whole database, with the intent to lower the degree of replication, enables segments to have individual degrees of replication with the purpose of avoiding excessive resource usage, which all together contribute in solving the scalability problem for DRTDBS.

In this eye tracking based technology, three Proximity Infrared (IR) sensor modules are mounted on an eye frame to trace the movement of the iris. Since, IR sensors detect only white objects; a unique sequence of digital bits is generated corresponding to each eye movement. These signals are then processed via a micro controller IC (PIC18F452) to control the motors of the wheelchair. The potential and efficiency of previously developed rehabilitation systems that use head motion, chin control, sip-n-puff control, voice recognition, and EEG signals variedly have also been explored in detail. They were found to be inconvenient as they served either limited usability or non-affordability. After multiple regression analyses, the proposed design was developed as a cost-effective, flexible and stream-lined alternative for people who have trouble adopting conventional assistive technologies. Keywords: Eye tracking technology, Intelligent wheelchair, IR module, rehabilitation technology.

The water crisis, a major problem of the 21st century, occurs mainly due to poor management. The central issue that should govern the management is the integration of the various aspects that interfere with the use of water resources and their protection, supported by legal basis. A watershed is a unit of water interacting with the physical, biotic, social, economic and cultural variables. The Brazilian law recognized river basin as the territorial management unit. Based on the diagnosis of the current situation of the water resources of the Rio Grande Basin, a discussion informed in the Brazilian legal basis was made to propose measures to fight or mitigate damages and environmental degradation in the Basin. To manage water resources more efficiently, conserve water and optimize their multiple uses, the integration of acquired scientific knowledge and management is essential. The airfoil bound vortices are modeled using lumped vortex elements and the wake behind the airfoil is modeled by discrete vortices. This consists of solving a steady state flow problem at each time-step where unsteadiness is incorporated through the “zero normal flow on a solid surface" boundary condition at every time instant. Additionally, along with the “zero normal flow on a solid surface" boundary condition Kelvin-s condition is used to compute the strength of the latest wake vortex shed from the trailing edge of the airfoil. Location of the wake vortices is updated at each time-step to get the wake shape at each time instant. Neither did the pedagogues start looking for neuronal conditions for various processes. The publications began to show concepts such as ‘neuropedagogy’, ‘neuroeducation’, ‘neurodidactics’, ‘brain-friendly education’. They were and are still used interchangeably. In the offer of training for teachers, the topics of multiple intelligences or educational kinesiology began to be more and more popular. These and other ideas have been actively introduced into the curricula. To our best knowledge, the literature on the subject lacks articles organizing the new nomenclature and indicating the methodological framework for research that would confirm the effectiveness of the above-mentioned innovations.
