1721 Climate Change Policies in Australia: Gender Equality, Power and Knowledge
Authors: Thomas K. Wanner
Abstract:
This paper examines the link between gender equality and climate change policies in Australia. It critically analyses the extent to which gender mainstreaming and gender dimensions have been taken into account in the national policy processes for climate change in Australia. The paper argues that climate change adaptation and mitigation policies in Australia neglect gender dimensions. This endangers the advances made in gender equality and works against socially equitable and effective climate change strategies. Keywords: Climate change, gender equality, gendermainstreaming, sustainable development.

Authors: Ravi Shah, V. L. Manekar, R. A. Christian, N. J. Mistry
Abstract:
There are two types of drought as conceptual drought and operational drought. The three parameters as the beginning, the end and the degree of severity of the drought can be identifying in operational drought by average precipitation in the whole region. One of the methods classified to measure drought is Reconnaissance Drought Index (RDI). Evapotranspiration is calculated using Penman-Monteith method by analyzing thirty nine years prolong climatic data. The evapotranspiration is then utilized in RDI to classify normalized and standardized RDI. These RDI classifications led to what kind of drought faced in Bhavnagar region on 12 month time scale basis. The comparison between actual drought conditions and RDI method used to find out drought are also illustrated. It can be concluded that the index results of drought in a particular year are same in both methods but having different index values where as severity remain same.

Authors: Gouri Prakash
Abstract:
One of the common problems encountered in software engineering is addressing and responding to the changing nature of requirements. While several approaches have been devised to address this issue, ranging from instilling resistance to changing requirements in order to mitigate impact to project schedules, to developing an agile mindset towards requirements, the approach discussed in this paper is one of conceptualizing the delta in requirement and modeling it, in order to plan a response to it. To provide some context here, change is first formally identified and categorized as either formal change or informal change. While agile methodology facilitates informal change, the approach discussed in this paper seeks to develop the idea of facilitating formal change. To collect, document meta-requirements that represent the phenomena of change would be a pro-active measure towards building a realistic cognition of the requirements entity that can further be harnessed in the software engineering process. Keywords: Change Management, Agile methodology, Metarequirements

Abstract:
Change point detection is an important part of data analysis. The presence of a change point refers to a significant change in the behavior of a time series. In this article, we examine the detection of multiple change points of parameters of the exponential Lomax distribution, which is broad and flexible compared with other distributions while fitting data. We used the Schwarz information criterion and binary segmentation to detect multiple change points in publicly available data on the average temperature in the ozone layer. The change points were successfully located.

Authors: Márcia Afonso, Cristina Fael, Marisa Dinis-Almeida
Abstract:
Population growth in cities has led to an increase in the infrastructures construction, including buildings and roadways. This aspect leads directly to the soils waterproofing. In turn, changes in precipitation patterns are developing into higher and more frequent intensities. Thus, these two conjugated aspects decrease the rainwater infiltration into soils and increase the volume of surface runoff. The practice of green and sustainable urban solutions has encouraged research in these areas. The porous asphalt pavement, as a green infrastructure, is part of practical solutions set to address urban challenges related to land use and adaptation to climate change. In this field, permeable pavements with porous asphalt mixtures (PA) have several advantages in terms of reducing the runoff generated by the floods. The porous structure of these pavements, compared to a conventional asphalt pavement, allows the rainwater infiltration in the subsoil, and consequently, the water quality improvement. This green infrastructure solution can be applied in cities, particularly in streets or parking lots to mitigate the floods effects. Over the years, the pores of these pavements can be filled by sediment, reducing their function in the rainwater infiltration. Thus, double layer porous asphalt (DLPA) was developed to mitigate the clogging effect and facilitate the water infiltration into the lower layers. This study intends to deepen the knowledge of the performance of DLPA when subjected to clogging. The experimental methodology consisted on four evaluation phases of the DLPA infiltration capacity submitted to three precipitation events (100, 200 and 300 mm/h) in each phase. The evaluation first phase determined the behavior after DLPA construction. In phases two and three, two 500 g/m2 clogging cycles were performed, totaling a 1000 g/m2 final simulation. Sand with gradation accented in fine particles was used as clogging material. In the last phase, the DLPA was subjected to simple sweeping and vacuuming maintenance. A precipitation simulator, type sprinkler, capable of simulating the real precipitation was developed for this purpose. The main conclusions show that the DLPA has the capacity to drain the water, even after two clogging cycles. The infiltration results of flows lead to an efficient performance of the DPLA in the surface runoff attenuation, since this was not observed in any of the evaluation phases, even at intensities of 200 and 300 mm/h, simulating intense precipitation events. The infiltration capacity under clogging conditions decreased about 7% on average in the three intensities relative to the initial performance that is after construction. However, this was restored when subjected to simple maintenance, recovering the DLPA hydraulic functionality. In summary, the study proved the efficacy of using a DLPA when it retains thicker surface sediments and limits the fine sediments entry to the remaining layers. At the same time, it is guaranteed the rainwater infiltration and the surface runoff reduction and is therefore a viable solution to put into practice in permeable pavements.

Abstract:
The article uses reflexivity as a research method to investigate and propose an architectural theory plan for climate change. It hypothecates that to discuss or formulate discourse on "architectural paradigm and climate change," firstly, we need to understand the modes of integration that enable architectural thinking with climate change. The research intends to study the various integration modes that have evolved historically and situate them in time. Subsequently, it analyzes the integration pattern, challenges the existing model, and finds a way towards climate change as central to architectural thinking. The study is fundamental on-premises that ecology and climate change scholarship has consistently out lashed the asymmetrical and nonlinear knowledge and needs approaches for architecture that are less burden to climate change to people and minimize its impact on ecology.

Abstract:
Decision fusion is one of hot research topics in classification area, which aims to achieve the best possible performance for the task at hand. In this paper, we investigate the usefulness of this concept to improve change detection accuracy in remote sensing. Thereby, outputs of two fuzzy change detectors based respectively on simultaneous and comparative analysis of multitemporal data are fused by using fuzzy integral operators. This method fuses the objective evidences produced by the change detectors with respect to fuzzy measures that express the difference of performance between them. The proposed fusion framework is evaluated in comparison with some ordinary fuzzy aggregation operators. Experiments carried out on two SPOT images showed that the fuzzy integral was the best performing. It improves the change detection accuracy while attempting to equalize the accuracy rate in both change and no change classes. Keywords: change detection, decision fusion, fuzzy logic, remote sensing.

Abstract:
Based on the field investigation and long term remote sensing data, the dynamics of the alpine wetland in the river basin and their response to climate change were studied. Results showed the alpine wetlands accounted for 3.73% of total basin in 2010. Lake and river appeared an increasing trend in the past 30 years, with an increase of 34.36 % and 24.57%. However, swamp exhibited a tendency of decreasing with 233.74 km2. Annual average temperature, maximum temperature, minimum temperature and precipitation in the river basin all exhibited an increasing trend, whereas relative humidity exhibited a decreasing trend. Ice and snow melting are main reasons of lake and river area enhancement and swamp area descend. There existed 91.78%-97.86% of reduced swamp converted into lakes on the basis of remote sensing image interpretation. China-s government policy of implementing development in the river basin is the major driving force of artificial wetland growth. Keywords: alpine wetland dynamics, climate change, Yarlung Zangbo River basin

Abstract:
The Northeast China (NEC) was the most important agriculture areas and known as the Golden-Maize-Belt. Based on observed crop data and crop model, we design four simulating experiments and separate relative impacts and contribution under climate change, planting date shift, and varieties change as well change of varieties and planting date. Without planting date and varieties change, maize yields had no significant change trend at Hailun station located in the north of NEC, and presented significant decrease by 0.2 - 0.4 t/10a at two stations, which located in the middle and the south of NEC. With planting date change, yields showed a significant increase by 0.09 - 0.47 t/10a. With varieties change, maize yields had significant increase by 1.8~ 1.9 t/10a at Hailun and Huadian stations, but a non-significant and low increase by 0.2t /10a at Benxi located in the south of NEC. With change of varieties and planting date, yields presented a significant increasing by 0.53- 2.0 t/10a. Their contribution to yields was -25% ~ -55% for climate change, 15% ~ 35% for planting date change, and 20% ~110% for varieties change as well 30% ~135% for varieties with planting date shift. It found that change in varieties and planting date were highest yields and were responsible for significant increases in maize yields, varieties was secondly, and planting date was thirdly. It found that adaptation in varieties and planting date greatly improved maize yields, and increased yields annual variability. The increase of contribution with planting date and varieties change in 2000s was lower than in 1990s. Yields with the varieties change and yields with planting date and varieties change all showed a decreasing trend at Huadian and Benxi since 2002 or so. It indicated that maize yields increasing trend stagnated in the middle and south of NEC, and continued in the north of NEC.Keywords: Climate change, maize yields, varieties, planting date, impacts.

Abstract:
The gel-supported precipitation (GSP) process can be used to make spherical particles (spherules) of nuclear fuel, particularly for very high temperature reactors (VHTR) and even for implementing the process called SPHEREPAC. In these different cases, the main characteristics are the sphericity of the particles to be manufactured and the control over their grain size. Nonetheless, depending on the specifications defined for these spherical particles, the GSP process has intrinsic limits, particularly when fabricating very small particles. This paper describes the use of secondary fragmentation (water, water/PVA and uranyl nitrate) on solid surfaces under varying temperature and vibration conditions to assess the relevance of using this new technique to manufacture very small spherical particles by means of a modified GSP process. The fragmentation mechanisms are monitored and analysed, before the trends for its subsequent optimised application are described. Keywords: Microsphere elaboration, nuclear fuel, droplet impact , gel-supported precipitation process.

Abstract:
The use of radar in Quantitative Precipitation Estimation (QPE) for radar-rainfall measurement is significantly beneficial. Radar has advantages in terms of high spatial and temporal condition in rainfall measurement and also forecasting. In Malaysia, radar application in QPE is still new and needs to be explored. This paper focuses on the Z/R derivation works of radarrainfall estimation based on rainfall classification. The works developed new Z/R relationships for Klang River Basin in Selangor area for three different general classes of rain events, namely low (<10mm/hr), moderate (>10mm/hr, <30mm/hr) and heavy (>30mm/hr) and also on more specific rain types during monsoon seasons. Looking at the high potential of Doppler radar in QPE, the newly formulated Z/R equations will be useful in improving the measurement of rainfall for any hydrological application, especially for flood forecasting.

To investigate the loaded gait, walking experiments are performed for five subjects and, the ground reaction forces and kinematic data are measured. Based on these information, we compute the impulse, momentum and mechanical works done on the center of body mass, through the trunk flexion change. As a result, it is shown that the trunk flexion change does not affect the impulses and momentums during the step-to-step transition as well. The influence of Al substitution on the microstructure and electrochemical performances of the prepared materials was investigated by X-Ray diffraction (XRD), scanning electron microscopy (SEM), and galvanostatic charge/discharge test. The results show that the LiNi1/3Co1/3Mn1/3-xAlxO2 has a well-ordered hexagonal α-NaFeO2 structure. Although the discharge capacity of Al-doped samples decreases as x increases, LiNi1/3Co1/3Mn1/3-0.02Al0.02O2 exhibits superior capacity retention at high voltage (4.6 V). Abstract:
The geographical location of Bangladesh makes it one of the most vulnerable countries to climate change. Climate-induced phenomena mainly affect the south-central region of Bangladesh (Laxmipur district) where they have begun to occur more frequently. The aim of the study was to identify the hydro-climatic factors that lead to weather-related disasters in the coastal areas and analyse the consequences of these factors on coastal livelihoods, with possible adaptation options using participatory rural appraisal (PRA) tools. The present study showed several disasters such as land erosion, depressions and cyclones, coastal flooding, storm surge, and precipitation. The frequency of these disasters is of a noticeable rate. Surveys have also discovered that land erosion is ongoing. Tidal water is being introduced directly into the mainland, and as a result of the salt intrusion, production capacity is declining. The coastal belt is an important area for fishing activities, but due to changed fishing times and a lack of Alternative Income Generating Activities (AIGAs), people have been forced to search for alternative livelihood options by taking both short-term and long-term adaptation options. Therefore, in order to increase awareness and minimize the losses, vulnerable communities must be fully incorporated into disaster response strategies. The government as well as national and international donor organizations should come forward and resolve the present situation of these vulnerable groups since otherwise, they will have to endure endless and miserable suffering due to the effects of climate change ahead in their lives.

Abstract:
The landslide of Ain El Hammam (AEH) is characterized by a complex geology and a high hydrogeology hazard. AEH's perpetual reactivation compels us to look closely at its triggers and to better understand the mechanisms of its evolution in mass and in depth. This study builds a numerical model to simulate the influencing factors such as precipitation, non-saturation, and pore pressure fluctuations, using Plaxis software. For a finer analysis of instabilities, we use Hill's criterion, based on the sign of the second order work, which is the most appropriate material stability criterion for non-associated elastoplastic materials. The results of this type of calculation allow us, in theory, to predict the shape and position of the slip surface(s) which are liable to ground movements of the slope, before reaching the rupture given by the plastic limit of Mohr Coulomb. To validate the numerical model, an analysis of inclinometer measures is performed to confirm the direction of movement and kinematic of the sliding mechanism of AEH’s slope. Keywords: Landslide, second order work, precipitation, inclinometers.

Then, the purpose of this study is to determine the impact of the climate change on surface runoff using land use map on 2008 and daily weather data during January 1, 1979 to September 30, 2010 for SWAT model. SWAT continuously simulate time model and operates on a daily time step at basin scale. The results present that the effect of temperature change cannot be clearly presented on the change of runoff while the rainfall, relative humidity and evaporation are the parameters for the considering of runoff change. If there are the increasing of rainfall and relative humidity, there is also the increasing of runoff. On the other hand, if there is the increasing of evaporation, there is the decreasing of runoff.

Chevreul’s salt, Cu2SO3.CuSO3.2H2O, being a mixed valence copper sulphite compound, has been obtained by using different methods and reagents. Chevreul’s salt has an intense brick-red color. It is highly stable and expensive. The production of Chevreul’s salt plays a key role in hydrometallurgy. Thermodynamic tendency on precipitation of Chevreul’s salt is related to pH and temperature. Besides, SO2 gaseous is a versatile reagent for precipitating of copper sulphites, Using of SO2 for selective precipitation can be made by appropriate adjustments of pH and temperature. Chevreul’s salt does not form in acidic solutions if those solutions contains considerable amount of sulfurous acid. It is necessary to maintain between pH 2–4.5, because, solubility of Chevreul’s salt increases with decreasing of pH values. Also, the region which Chevreul’s salt is stable can be seen from the potentialpH diagram.

It discusses the various processes that have created spatial and climatic structures that have facilitated observable vegetation and land cover changes in the Arctic. Also, it indicates that the drivers of both climatic and ecological changes in the Arctic are multi-faceted and operate in a system with both positive and negative feedbacks that largely results in further increases or decreases of the initial drivers of climatic and vegetation change mainly at the local and regional scales. It demonstrates that the impact of arctic warming on land cover change and the Arctic ecosystems is not unidirectional and one dimensional in nature but it represents a multi-directional and multi-dimensional forces operating in a feedback system. Keywords: Arctic Vegetation Change, Climate Change, Feedback System, Spatial Process and Structure.

Authors: S. S. Sharma, Jagannath K, P. R. Prabhu
Abstract:
Metal matrix composites consists of a metallic matrix combined with dispersed particulate phase as reinforcement. Aluminum alloys have been the primary material of choice for structural components of aircraft since about 1930. Well known performance characteristics, known fabrication costs, design experience, and established manufacturing methods and facilities, are just a few of the reasons for the continued confidence in 7XXX Al alloys that will ensure their use in significant quantities for the time to come. Particulate MMCs are of special interest owing to the low cost of their raw materials (primarily natural river sand here) and their ease of fabrication, making them suitable for applications requiring relatively high volume production. 7XXX Al alloys are precipitation hardenable and therefore amenable for thermomechanical treatment. Al–Zn alloys reinforced with particulate materials are used in aerospace industries in spite of the drawbacks of susceptibility to stress corrosion, poor wettability, poor weldability and poor fatigue resistance. The resistance offered by these particulates for the moving dislocations impart secondary hardening in turn contributes strain hardening. Cold deformation increases lattice defects, which in turn improves the properties of solution treated alloy. In view of this, six different Al–Zn–Mg alloy composites reinforced with silica (3 wt. % and 5 wt. %) are prepared by conventional semisolid synthesizing process. The cast alloys are solution treated and aged. The solution treated alloys are further severely cold rolled to enhance the properties. The hardness and strength values are analyzed and compared with silica free Al – Zn-Mg alloys. Precipitation hardening phenomena is accelerated due to the increased number of potential sites for precipitation. Higher peak hardness and lesser aging time are the characteristics of thermo mechanically treated samples. For obtaining maximum hardness, optimum number and volume of precipitate particles are required. The Al-5Zn-1Mg with 5% SiO2 alloy composite shows better result.

Abstract:
The occurrences of precipitation, also commonly referred as rain, in the form of "convective" and "stratiform" have been identified to exist worldwide. In this study, the radar return echoes or known as reflectivity values acquired from radar scans have been exploited in the process of classifying the type of rain endured. The investigation use radar data from Malaysian Meteorology Department (MMD). It is possible to discriminate the types of rain experienced in tropical region by observing the vertical characteristics of the rain structure. .Heavy rain in tropical region profoundly affects radiowave signals, causing transmission interference and signal fading. Required wireless system fade margin depends on the type of rain. Information relating to the two mentioned types of rain is critical for the system engineers and researchers in their endeavour to improve the reliability of communication links. This paper highlights the quantification of percentage occurrences over one year period in 2009.Keywords: Stratiform, convective, tropical region, attenuation radar reflectivity.

Authors: Jane O. Munonye
Abstract:
Climate change has both negative and positive effects in agricultural production. For agriculture to be sustainable in adverse climate change condition, some natural measures are needed. The issue is to produce more food with available natural resources and reduce the contribution of agriculture to climate change. The study reviewed climate change and sustainable agriculture in southeast Nigeria. Data from the study were from secondary sources. Ten scientific papers were consulted and data for the review were collected from three. The objectives of the paper were as follows: to review the effect of climate change on one major arable crop in southeast Nigeria (yam; Dioscorea rotundata); evident of climate change impact and methods for sustainable agricultural production in adverse weather condition. Some climatic parameter as sunshine, relative humidity and rainfall have negative relationship with yam production and significant at 10% probability. Crop production was predicted to decline by 25% per hectare by 2060 while livestock production has increased the incidence of diseases and pathogens as the major effect to agriculture. Methods for sustainable agriculture and damage of natural resources by climate change were highlighted. Agriculture needs to be transformed as climate changes to enable the sector to be sustainable. There should be a policy in place to facilitate the integration of sustainability in Nigeria agriculture.

Authors: Dennis Gossmann, Habil Peter Nyhuis
Abstract:
Amongst the consistently fluctuating conditions prevailing today, changeability represents a strategic key factor for a manufacturing company to achieve success on the international markets. In order to cope with turbulences and the increasing level of incalculability, not only the flexible design of production systems but in particular the employee as enabler of change provide the focus here. It is important to enable employees from manufacturing companies to participate actively in change events and in change decisions. To this end, the learning factory has been created, which is intended to serve the development of change-promoting competences and the sensitization of employees for the necessity of changes. Keywords: Changeability, human resources, learning factory.
