Abstract:
This article examines the emergence and development of the Kazakhstan species of humanism. The biggest challenge for Kazakhstan in terms of humanism is connected with advocating human values in parallel to promoting national interests; preserving the continuity of traditions in various spheres of life, business and culture. This should be a common goal for the entire society, the main direction for a national intelligence, and a platform for the state policy. An idea worth considering is a formation of national humanist tradition model; the challenges are adapting people to live in the context of new industrial and innovative economic conditions, keeping the balance during intensive economic development of the country, and ensuring social harmony in the society.Keywords: Kazakh humanism, humanist tradition, national culture, spiritual and moral priority, national interest.

Abstract:
Named Entity Recognition (NER) aims to classify each word of a document into predefined target named entity classes and is now-a-days considered to be fundamental for many Natural Language Processing (NLP) tasks such as information retrieval, machine translation, information extraction, question answering systems and others. This paper reports about the development of a NER system for Bengali and Hindi using Support Vector Machine (SVM). Though this state of the art machine learning technique has been widely applied to NER in several well-studied languages, the use of this technique to Indian languages (ILs) is very new. The system makes use of the different contextual information of the words along with the variety of features that are helpful in predicting the four different named (NE) classes, such as Person name, Location name, Organization name and Miscellaneous name. We have used the annotated corpora of 122,467 tokens of Bengali and 502,974 tokens of Hindi tagged with the twelve different NE classes 1, defined as part of the IJCNLP-08 NER Shared Task for South and South East Asian Languages (SSEAL) 2. In addition, we have manually annotated 150K wordforms of the Bengali news corpus, developed from the web-archive of a leading Bengali newspaper. We have also developed an unsupervised algorithm in order to generate the lexical context patterns from a part of the unlabeled Bengali news corpus. Lexical patterns have been used as the features of SVM in order to improve the system performance. The NER system has been tested with the gold standard test sets of 35K, and 60K tokens for Bengali, and Hindi, respectively. Evaluation results have demonstrated the recall, precision, and f-score values of 88.61%, 80.12%, and 84.15%, respectively, for Bengali and 80.23%, 74.34%, and 77.17%, respectively, for Hindi. Results show the improvement in the f-score by 5.13% with the use of context patterns. Statistical analysis, ANOVA is also performed to compare the performance of the proposed NER system with that of the existing HMM based system for both the languages.

Abstract:
The success of an e-learning system is highly dependent on the quality of its educational content and how effective, complete, and simple the design tool can be for teachers. Educational modeling languages (EMLs) are proposed as design languages intended to teachers for modeling diverse teaching-learning experiences, independently of the pedagogical approach and in different contexts. However, most existing EMLs are criticized for being too abstract and too complex to be understood and manipulated by teachers. In this paper, we present a visual EML that simplifies the process of designing learning scenarios for teachers with no programming background. Based on the conceptual framework of the activity theory, our resulting visual EML focuses on using Domainspecific modeling techniques to provide a pedagogical level of abstraction in the design process.Keywords: Educational modeling language, Domain Specific Modeling, authoring systems, learning scenario.

Abstract:
Research in quantum computation is looking for the consequences of having information encoding, processing and communication exploit the laws of quantum physics, i.e. the laws which govern the ultimate knowledge that we have, today, of the foreign world of elementary particles, as described by quantum mechanics. This paper starts with a short survey of the principles which underlie quantum computing, and of some of the major breakthroughs brought by the first ten to fifteen years of research in this domain; quantum algorithms and quantum teleportation are very biefly presented. The next sections are devoted to one among the many directions of current research in the quantum computation paradigm, namely quantum programming languages and their semantics. A few other hot topics and open problems in quantum information processing and communication are mentionned in few words in the concluding remarks, the most difficult of them being the physical implementation of a quantum computer. The interested reader will find a list of useful references at the end of the paper.

Abstract:
This article presents a simple way to perform programmed voice commands for the interface with commercial Digital and Analogue Input/Output PCI cards, used in Robotics and Automation applications. Robots and Automation equipment can "listen" to voice commands and perform several different tasks, approaching to the human behavior, and improving the human- machine interfaces for the Automation Industry. Since most PCI Digital and Analogue Input/Output cards are sold with several DLLs included (for use with different programming languages), it is possible to add speech recognition capability, using a standard speech recognition engine, compatible with the programming languages used. It was created in this work a Visual Basic 6 (the world's most popular language) application, that listens to several voice commands, and is capable to communicate directly with several standard 128 Digital I/O PCI Cards, used to control complete Automation Systems, with up to (number of boards used) x 128 Sensors and/or Actuators.

Abstract:
This study examines the phenomenon of code switching among teenagers in the Maldives while they carry out conversations through Facebook in the form of “Facebook Chatting”. The current study aims at evaluating the frequency of code-switching and it investigates between what languages code-switching occurs. Besides the study identifies the types of words that are often codeswitched and the triggers for code switching. The methodology used in this study is mixed method of qualitative and quantitative approach. In this regard, the chat log of a group conversation between 10 teenagers was collected and analyzed. A questionnaire was also administered through online to 24 different teenagers from different corners of the Maldives. The age of teenagers ranged between 16 and 19 years. The findings of the current study revealed that while Maldivian teenagers chat in Facebook they very often code switch and these switches are most commonly between Dhivehi and English, but some other languages are also used to some extent. It also identified the different types of words that are being often code switched among the teenagers. Most importantly it explored different reasons behind code switching among the Maldivian teenagers in Facebook chatting.

Abstract:
Frequent patterns are patterns such as sets of features or items that appear in data frequently. Finding such frequent patterns has become an important data mining task because it reveals associations, correlations, and many other interesting relationships hidden in a dataset. Most of the proposed frequent pattern mining algorithms have been implemented with imperative programming languages such as C, Cµ, Java. The imperative paradigm is significantly inefficient when itemset is large and the frequent pattern is long. We suggest a high-level declarative style of programming using a functional language. Our supposition is that the problem of frequent pattern discovery can be efficiently and concisely implemented via a functional paradigm since pattern matching is a fundamental feature supported by most functional languages. Our frequent pattern mining implementation using the Haskell language confirms our hypothesis about conciseness of the program. Market institutions extension within transit societies contributes to constituting the new type of middle class and households livelihood strategies. The middle class households as an example of prosperity in many cases encourage the ordinary ones to do the same economic actions. Therefore, practices of using market institutions by middle class households in transit societies, which are mostly characterized by huge influence of traditional attitudes, can carry habitual features for the whole society. Market institutions consumption habit of the middle class households makes them trendsetters of economic habits of other households while adapting to the market economy. Moreover different social-economic positions of households lead them to different consuming results such as worsening or improving household economy due to indebtedness.

Abstract:
Arabic is one of the most ancient and critical languages in the world. It has over than 250 million Arabic native speakers and more than twenty countries having Arabic as one of its official languages. In the past decade, we have witnessed a rapid evolution in smart devices, social network and technology sector which led to the need to provide tools and libraries that properly tackle the Arabic language in different domains. Stemming is one of the most crucial linguistic fundamentals. It is used in many applications especially in information extraction and text mining fields. The motivation behind this work is to enhance the Arabic light stemmer to serve the data mining industry and leverage it in an open source community. The presented implementation works on enhancing the Arabic light stemmer by utilizing and enhancing an algorithm that provides an extension for a new set of rules and patterns accompanied by adjusted procedure. Computers are being integrated in the various aspects of human every day life in different shapes and abilities. This fact has intensified a requirement for the software development technologies which is ability to be: 1) portable, 2) adaptable, and 3) simple to develop. This problem is also known as the Pervasive Computing Problem (PCP) which can be implemented in different ways, each has its own pros and cons and Context Oriented Programming (COP) is one of the methods to address the PCP. In this paper a design for a COP framework, a context aware framework, is presented which has eliminated weak points of a previous design based on interpreter languages, while introducing the compiler languages power in implementing these frameworks. The key point of this improvement is combining COP and Dependency Injection (DI) techniques. Both old and new frameworks are analyzed to show advantages and disadvantages. Abstract:
Databases have become ubiquitous. Almost all IT applications are storing into and retrieving information from databases. Retrieving information from the database requires knowledge of technical languages such as Structured Query Language (SQL). However majority of the users who interact with the databases do not have a technical background and are intimidated by the idea of using languages such as SQL. This has led to the development of a few Natural Language Database Interfaces (NLDBIs). A NLDBI allows the user to query the database in a natural language. This paper highlights on architecture of new NLDBI system, its implementation and discusses on results obtained. In most of the typical NLDBI systems the natural language statement is converted into an internal representation based on the syntactic and semantic knowledge of the natural language. This representation is then converted into queries using a representation converter. A natural language query is translated to an equivalent SQL query after processing through various stages. The work has been experimented on primitive database queries with certain constraints.

Advances in processors architecture, such as multicore, increase the size of complexity of parallel computer systems. With multi-core architecture there are different parallel languages that can be used to run parallel programs. One of these languages is OpenMP which embedded in C/Cµ or FORTRAN. Because of this new architecture and the complexity, it is very important to evaluate the performance of OpenMP constructs, kernels, and application program on multi-core systems. Performance is the activity of collecting the information about the execution characteristics of a program. Performance tools consists of at least three interfacing software layers, including instrumentation, measurement, and analysis. The instrumentation layer defines the measured performance events. The measurement layer determines what performance event is actually captured and how it is measured by the tool. The analysis layer processes the performance data and summarizes it into a form that can be displayed in performance tools. This paper intends to identify the ethnic Kazakhstani Koreans- political process of identity formation by exploring their narrative and practice about the state language represented in the course of their becoming the new citizens of a new independent state. The Russophone Kazakhstani Koreans- inability to speak the official language of their affiliated state is considered there as dissatisfying the basic requirement of citizens of the independent state, so that they are becoming marginalized from the public sphere. Their contradictory attitude that at once demonstrates nominal reception and practical rejection of the obligatory state language unveils a high barrier inside between their self-language and other-language. Abstract:
The localization of software products is essential for reaching the users of the international market. An important task for this is the translation of the user interface into local national languages. As graphical interfaces are usually optimized for the size of the texts in the original language, after the translation certain user controls (e.g. text labels and buttons in dialogs) may grow in such a manner that they slip above each other. This not only causes an unpleasant appearance but also makes the use of the program more difficult (or even impossible) which implies that the arrangement of the controls must be corrected subsequently. The correction should preserve the original structure of the interface (e.g. the relation of logically coherent controls), furthermore, it is important to keep the nicely proportioned design: the formation of large empty areas should be avoided. This paper describes an algorithm that automatically rearranges the controls of a graphical user interface based on the principles above. The algorithm has been implemented and integrated into a translation support system and reached results pleasant for the human eye in most test cases.Keywords: Graphical user interface, GUI, natural languages, software localization, translation support systems.

Abstract:
Quality Function Deployment (QFD) is an expounded, multi-step planning method for delivering commodity, services, and processes to customers, both external and internal to an organization. It is a way to convert between the diverse customer languages expressing demands (Voice of the Customer), and the organization-s languages expressing results that sate those demands. The policy is to establish one or more matrices that inter-relate producer and consumer reciprocal expectations. Due to its visual presence is called the “House of Quality" (HOQ). In this paper, we assumed HOQ in multi attribute decision making (MADM) pattern and through a proposed MADM method, rank technical specifications. Thereafter compute satisfaction degree of customer requirements and for it, we apply vagueness and uncertainty conditions in decision making by fuzzy set theory. This approach would propound supervised neural network (perceptron) for MADM problem solving.

This study integrates a larger research empirical project that examines second language (SL) learners’ profiles and valid procedures to perform complete and diagnostic assessment in schools. 102 learners of Portuguese as a SL aged 7 and 17 years speakers of distinct home languages were assessed in several linguistic tasks. In this article, we focused on writing performance in the specific task of narrative essay composition. The written outputs were measured using the score in six components adapted from an English SL assessment context (Alberta Education): linguistic vocabulary, grammar, syntax, strategy, socio-linguistic, and discourse. The writing processes and strategies in Portuguese language used by different immigrant students were analysed to determine features and diversity of deficits on authentic texts performed by SL writers. Differentiated performance was based on the diversity of the following variables: grades, previous schooling, home language, instruction in first language, and exposure to Portuguese as Second Language. Indo-Aryan languages speakers showed low writing scores compared to their peers and the type of language and respective cognitive mapping (such as Mandarin and Arabic) was the predictor, not linguistic distance. Home language instruction should also be prominently considered in further research to understand specificities of cognitive academic profile in a Romance languages learning context. Additionally, this study also examined the teachers’ representations that will be here addressed to understand educational implications of second language teaching in psychological distress of different minorities in schools of specific host countries.Keywords: Second language, writing assessment, home language, immigrant students, Portuguese language.

In this article, some methods are mentioned for developing the theatrical language by giving information of “theatrical language" since the arising of the language in obsolete terms, and today, and also by examining the problems. Being able to talk meaningfully in the theater stage is a skillful art. Maybe, to be able to convey the idea of the poet, his/her world outlook and his/her feelings from the bottom of the heart as such, also conveying the speech norms without breaking them to the ear of audience in a fascinating way in adverse of a repellent way is the most difficult one. Because of this, “the word is the mirror of the idea". The importance of the theatrical language should not be perceived as only a post, it is “as the yarn that the culture carpet is weaved from". Thereby, it is a tool which transposes our culture and our life style from generation to generation. At the time of creativeness, the “word" comes out from the poet, “the word and feeling" art comes out from the actor. If it was not so, the audience could read the texts of the work himself/herself instead of going to the theater in order to see the performance. The fundamental works by the Turkish, Kazakh and English scientists have been taken as a basis for the research done.

Abstract:
Near-infrared spectroscopy (NIRS) has been widely used as a non-invasive method to measure brain activity, but it is corrupted by baseline drift noise. Here we present a method to measure regional cerebral blood flow as a derivative of NIRS output. We investigate whether, when listening to languages, blood flow can reasonably localize and represent regional brain activity or not. The prefrontal blood flow distribution pattern when advanced second-language listeners listened to a second language (L2) was most similar to that when listening to their first language (L1) among the patterns of mean and standard deviation. In experiments with 25 healthy subjects, the maximum blood flow was localized to the left BA46 of advanced listeners. The blood flow presented is robust to baseline drift and stably localizes regional brain activity.

The Partitioned Global Address Space (PGAS) programming paradigm offers ease-of-use in expressing parallelism through a global shared address space while emphasizing performance by providing locality awareness through the partitioning of this address space. Therefore, the interest in PGAS programming languages is growing and many new languages have emerged and are becoming ubiquitously available on nearly all modern parallel architectures. Recently, new parallel machines with multiple cores are designed for targeting high performance applications. Most of the efforts have gone into benchmarking but there are a few examples of real high performance applications running on multicore machines. Source code retrieval is of immense importance in the software engineering field. The complex tasks of retrieving and extracting information from source code documents is vital in the development cycle of the large software systems. The two main subtasks which result from these activities are code duplication prevention and plagiarism detection. In this paper, we propose a Mohamed Amine Ouddan, and Hassane Essafi source code retrieval system based on two-level fingerprint representation, respectively the structural and the semantic information within a source code. A sequence alignment technique is applied on these fingerprints in order to quantify the similarity between source code portions. The specific purpose of the system is to detect plagiarism and duplicated code between programs written in different programming languages belonging to the same class, such as C, Cµ, Java and CSharp. Despite the fact that Arabic language is currently one of the most common languages worldwide, there has been only a little research on Arabic speech recognition relative to other languages such as English and Japanese. Generally, digital speech processing and voice recognition algorithms are of special importance for designing efficient, accurate, as well as fast automatic speech recognition systems. However, the speech recognition process carried out in this paper is divided into three stages as follows: firstly, the signal is preprocessed to reduce noise effects. After that, the signal is digitized and hearingized. Consequently, the voice activity regions are segmented using voice activity detection (VAD) algorithm. Secondly, features are extracted from the speech signal using Mel-frequency cepstral coefficients (MFCC) algorithm. Moreover, delta and acceleration (delta-delta) coefficients have been added for the reason of improving the recognition accuracy. Finally, each test word-s features are compared to the training database using dynamic time warping (DTW) algorithm. Utilizing the best set up made for all affected parameters to the aforementioned techniques, the proposed system achieved a recognition rate of about 98.5% which outperformed other HMM and ANN-based approaches available in the literature.Keywords: Arabic speech recognition, MFCC, DTW, VAD.

In this paper we propose a novel approach for searching eCommerce products using a mobile phone, illustrated by a prototype eCoMobile. This approach aims to globalize the mobile search by integrating the concept of user multilinguism into it. To show that, we particularly deal with English and Arabic languages. Indeed the mobile user can formulate his query on a commercial product in either language (English/Arabic). The description of his information need on commercial products relies on the ontology that represents the conceptualization of the product catalogue knowledge domain defined in both English and Arabic languages. A query expressed on a mobile device client defines the concept that corresponds to the name of the product followed by a set of pairs (property, value) specifying the characteristics of the product. Once a query is submitted it is then communicated to the server side which analyses it and in its turn performs an http request to an eCommerce application server (like Amazon). This latter responds by returning an XML file representing a set of elements where each element defines an item of the searched product with its specific characteristics. The XML file is analyzed on the server side and then items are displayed on the mobile device client along with its relevant characteristics in the chosen language.Keywords: Mobile computing, search engine, multilingualglobal eCommerce, ontology, XML.

Abstract:
Unlike Christianity and Buddhism, Islam, being one of the three universal world religions, actively penetrates into people-s everyday life. The main reason for this is that in Islam the religion and ideology, philosophy, religious organizations and state bodies are closely interrelated. In order to analyze the state of being of interrelations of religion and civil society in Kazakhstan, it is necessary to study Islam and its relations with spiritual culture of the society. According to the Constitution of the Republic of Kazakhstan the religion is separated from the state, i.e. each performs its own function without interfering into each other-s affairs. The right of the citizens of our republic to freedom of thinking and faith is based on the Constitution of the RK, Civil Code, Law “On freedom of faith and religious unions in the Republic of Kazakhstan". Legislatively secured separation of the mosque and church from the state does not mean that religion has no influence on the latter. The state, consisting of citizens with their own beliefs, including religious ones, cannot be isolated from the influence of religion. Abstract:
The first language (L1) could be used in foreign language teaching and learning as a pedagogical tool to scaffold new knowledge in the target language (TL) upon linguistic knowledge that the learner already has. In a bilingual context, code-switching between the two languages usually occurs in classrooms. One of the reasons for code-switching is because both languages are used for scaffolding new knowledge. This research paper aims to find out why both the L1 (Maltese) and the L2 (English) are used in the classroom of Mandarin Chinese as a foreign language (CFL) in the bilingual context of Malta. This research paper also aims to find out the learners’ perceptions of the use of a bilingual medium of instruction. Two research methods were used to collect qualitative data; semi-structured interviews with adult learners of Mandarin Chinese and lesson observations. These two research methods were used so that the data collected in the interviews would be triangulated with data collected in lesson observations. The L1 (Maltese) is the language of instruction mostly used. The teacher and the learners switch to the L2 (English) or to any other foreign language according to the need at a particular instance during the lesson.

Abstract:
Machine translation has witnessed significant advancements in recent years, but the translation of languages with distinct linguistic characteristics, such as English and Sanskrit, remains a challenging task. This research presents the development of a dedicated English to Sanskrit machine translation model, aiming to bridge the linguistic and cultural gap between these two languages. Using a variety of natural language processing (NLP) approaches including FastText embeddings, this research proposes a thorough method to improve word meaning retrieval. Data preparation, part-of-speech tagging, dictionary searches, and transliteration are all included in the methodology. The study also addresses the implementation of an interpreter pattern and uses a word similarity task to assess the quality of word embeddings. The experimental outcomes show how the suggested approach may be used to enhance word meaning retrieval tasks with greater efficacy, accuracy, and adaptability. Evaluation of the model's performance is conducted through rigorous testing, comparing its output against existing machine translation systems. The assessment includes quantitative metrics such as BLEU scores, METEOR scores, Jaccard Similarity etc.

Abstract:
Intensifier is the linguistic term and device that is generally found in different languages in order to enhance and give additional quantity, quality or emotion to the words of each language. In fact, each language in the world has both of the similar and dissimilar intensifying device. More specially, the wide variety of intensifying device is used for Thai language and one of those is usage of the impolite word or the word that used to mean something negative as intensifier. The data collection in this study was done throughout the spoken language style by collecting from intensifiers regarded as impolite words because these words as employed in the other contexts will be held as the rude, swear words or the words with negative meaning. Then, backward study to the past was done in order to consider the historical change. Explanation of the original meaning and the contexts of words use from the past till the present time were done by use of both textual documents and dictionaries available in different periods. It was found that regarding the semantics and pragmatic aspects, subjectification also is the significant motivation that changed the impolite words to intensifiers. At last, it can explain pathway of the semantic change of these very words undoubtedly. Moreover, it is found that use tendency in the impolite word or the word that used to mean something negative will more be increased and this phenomenon is commonly found in many languages in the world and results of this research may support to the belief that human language in the world is universal and the same still reflected that human has the fundamental thought as the same to each other basically.

Abstract:
The focus of this research is in the area of the soviet period and the mission of the Russian Orthodox Church in Kazakhstan in the XIX century. There was close connection of national customs and traditions with religious practices, outlooks and attitudes. In particular, such an approach has alleged estimation by Kazakh historians of the process of Christianization of the local population. Some of them are inclined to consider the small number of Christening Kazakhs as evidence that the Russian Orthodox Church didn’t achieve its mission. The number of historians who think that the church didn’t achieve its mission has thousand over the last centuries, however our calculations of the number of Kazakhs who became Orthodox Christian is much more than other historians think. Such Christians can be divided into 3 groups: Some remained Christian until their deaths, others had two faiths and the third hid their true religions, having returned to their former belief. Therefore, to define the exact amount of Christening Kazakhs represented a challenge. Some data does not create a clear picture of the level of Christianization, constant and accurate was not collected. The data appearing in reports of spiritual attendants and civil authorities is not always authentic. Article purpose is illumination and the analysis missionary activity of Russian Orthodox Church in Kazakhstan.

Design Patterns have gained more and more acceptances since their emerging in software development world last decade and become another de facto standard of essential knowledge for Object-Oriented Programming developers nowadays. Their target usage, from the beginning, was for regular computers, so, minimizing power consumption had never been a concern. However, in this decade, demands of more complicated software for running on mobile devices has grown rapidly as the much higher performance portable gadgets have been supplied to the market continuously. To get along with time to market that is business reason, the section of software development for power conscious, battery, devices has shifted itself from using specific low-level languages to higher level ones. Currently, complicated software running on mobile devices are often developed by high level languages those support OOP concepts. These cause the trend of embracing Design Patterns to mobile world. However, using Design Patterns directly in software development for power conscious systems is not recommended because they were not originally designed for such environment. This paper demonstrates the adapted Design Pattern for power limitation system. Because there are numerous original design patterns, it is not possible to mention the whole at once. Abstract:
The ancient Greeks were forerunners in many fields than other societies. So, the Greeks were well connected with all the countries which were well developed during that time through trade route. In this connection, trading of goods from the ancient Greece to Tamil Nadu which is presently in India, though they are geographically far away, played an important role. In that way, the word and the goods related with kos and kare got exchanged between these two societies. So, it is necessary to compare the phonology and the morphological occurrences of these words that are found common both in the ancient Greek and Tamil literatures of the contemporary period. The results show that there were many words derived from the root kos with the basic meaning of ‘arrange’ in the ancient Greek language, but this is not the case in the usage of the word kare. In the ancient Tamil literature, the word ‘kos’ does not have any root and also had rare occurrences. But it was just the opposite in the case of the word ‘kare’. One of all the meanings of the word, which was derived from the root ‘kos’ in ancient Greek literature, is related with costly ornaments. This meaning seems to have close resemblance with the usage of word ‘kos’ in ancient Tamil literature. Also, the meaning of the word ‘kare’ in ancient Tamil literature is related with spices whereas, in the ancient Greek literature, its meaning is related to that of the cooking of meat using spices. Hence, the similarity seen in the meanings of these words ‘kos’ and ‘kare’ in both these languages provides lead for further study. More than that, the ancient literary resources which are available in both these languages ensure the export and import of gold and spices from the ancient Greek land to Tamil land.

Current research on semantic web aims at making intelligent web pages meaningful for machines. In this way, ontology plays a primary role. We believe that logic can help ontology languages (such as OWL) to be more fluent and efficient. In this paper we try to combine logic with OWL to reduce some disadvantages of this language. Therefore we extend OWL by logic and also show how logic can satisfy our future expectations of an ontology language.
