720 The Role of Social Civil Competencies in Organizational Performance
Authors: I. Martins, A. Martins
Abstract:
The European Union supports social and civil competencies as being a core element to develop sustainability of organizations, people and regions. These competencies are fundamental for the well-being of the community because they include interpersonal, intrapersonal as well as their civil, active and democratic participation in organizations. The combination of these competencies reveals the organizational socio-emotional maturity and allows relevant levels of performance. It also allows the development of various capitals, namely, human, structural, relational and social, with direct influence on performance. But along this path, the emotional aspect has not been valued as a capital, given that contemporary society is based on knowledge capital and is flooded with information viewed as a capital. The present study, based on the importance of these socio-emotional capitals, aims to show that the competencies of cooperation, interpersonal understanding, empathy, kindness, ability to listen, and tolerance, to mention a few, are strategic in consolidating knowledge within organizations. This implies that the humanizing processes, both inside and outside the organizations, are revitalized. The question is how to go about doing this and its implementation; as well as, where to begin and which guidelines to take on. These are the foci that guide the present study, bearing in mind the directions of the knowledge economy.

Authors: Rajoo Balaji, Omar Yaakob
Abstract:
The Ballast Water Convention requires less than 5% of the world tonnage for ratification. Consequently, ships will have to comply with the requirements. Compliance evaluation and enforcement will become mandatory. Ship owners have to invest in treatment systems and shipboard personnel have to operate them and ensure compliance. The monitoring and enforcement will be the responsibilities of the Administrations. Herein, a review of the current status of the Ballast Water Management and the issues faced by these are projected. Issues range from efficacy and economics of the treatment systems to sampling and testing. Health issues of chemical systems, paucity of data for decision support etc., are other issues. It is emphasized that management of ballast water must be extended to ashore and sustainable solutions must be researched upon. An exemplar treatment system based on ship’s waste heat is also suggested.

Authors: Saqib Mahmood, Rolf Radespiel
Abstract:
This paper aims at numerically analysing the effect of an active flow control (AFC) by a vortex generator jet (VGJ) submerged in a boundary layer via Chimera Grids and Detached- Eddy Simulation (DES). The performance of DES results are judged against Reynolds-Averaged Navier-Stokes (RANS) and compared with the experiments that showed an unsteady vortex motion downstream of VGJ. Experimental results showed that the mechanism of embedding logitudinal vortex structure in the main stream flow is quite effective in increasing the near wall momentum of separated aircraft wing. In order to simulate such a flow configuration together with the VGJ, an efficient numerical approach is required. This requirement is fulfilled by performing the DES simulation over the flat plate using the DLR TAU Code. The DES predictions identify the vortex region via smooth hybrid length scale and predict the unsteady vortex motion observed in the experiments. The DES results also showed that the sufficient grid refinement in the vortex region resolves the turbulent scales downstream of the VGJ, the spatial vortex core postion and nondimensional momentum coefficient RVx .Keywords: VGJ, Chimera Grid, DES, RANS.

Authors: Rizwan Asghar, Dake Liu
Abstract:
A hardware efficient, multi mode, re-configurable architecture of interleaver/de-interleaver for multiple standards, like DVB, WiMAX and WLAN is presented. The interleavers consume a large part of silicon area when implemented by using conventional methods as they use memories to store permutation patterns. In addition, different types of interleavers in different standards cannot share the hardware due to different construction methodologies. The novelty of the work presented in this paper is threefold: 1) Mapping of vital types of interleavers including convolutional interleaver onto a single architecture with flexibility to change interleaver size; 2) Hardware complexity for channel interleaving in WiMAX is reduced by using 2-D realization of the interleaver functions; and 3) Silicon cost overheads reduced by avoiding the use of small memories. The proposed architecture consumes 0.18mm2 silicon area for 0.12μm process and can operate at a frequency of 140 MHz. The reduced complexity helps in minimizing the memory utilization, and at the same time provides strong support to on-the-fly computation of permutation patterns. Keywords: Hardware interleaver implementation, WiMAX, DVB, block interleaver, convolutional interleaver, hardwaremultiplexing.

Authors: D. Vijayakumar, R. K. Nema
Abstract:
Over Current Relays (OCRs) and Directional Over Current Relays (DOCRs) are widely used for the radial protection and ring sub transmission protection systems and for distribution systems. All previous work formulates the DOCR coordination problem either as a Non-Linear Programming (NLP) for TDS and Ip or as a Linear Programming (LP) for TDS using recently a social behavior (Particle Swarm Optimization techniques) introduced to the work. In this paper, a Modified Particle Swarm Optimization (MPSO) technique is discussed for the optimal settings of DOCRs in power systems as a Non-Linear Programming problem for finding Ip values of the relays and for finding the TDS setting as a linear programming problem. The calculation of the Time Dial Setting (TDS) and the pickup current (Ip) setting of the relays is the core of the coordination study. PSO technique is considered as realistic and powerful solution schemes to obtain the global or quasi global optimum in optimization problem.

Authors: Arafat A. A. Shabaneh
Abstract:
Harsh environments require developed detection by an optical communication system to ensure a high level of security and safety. Fiber Bragg gratings (FBGs) are emerging sensing instruments that respond to variations in strain and temperature by varying wavelengths. In this study, a cascaded uniform FBG is designed as a strain sensor for 6 km length at 1550 nm wavelength with 30 °C temperature by analyzing dynamic strain and wavelength shifts. The FBG is placed in a small segment of an optical fiber that reflects light with a specific wavelength and passes on the remaining wavelengths. Consequently, periodic alteration occurs in the refractive index in the fiber core. The alteration in the modal index of the fiber is produced by strain effects on a Bragg wavelength. When the developed sensor is exposed to the strain (0.01) of the cascaded uniform FBG, the wavelength shifts by 0.0000144383 μm. The sensing accuracy of the developed sensor is 0.0012. Simulation results show the reliability and effectiveness of the strain monitoring sensor for remote sensing application.

Abstract:
In this study, we investigated the buckling performance of basalt fiber reinforced polymer (BFRP) sandwich infill panels. Fiber Reinforced Polymer (FRP) is a major evolution for energy dissipation when used as infill material of frame structure, a basic Polymer Matrix Composite (PMC) infill wall system consists of two FRP laminates surrounding an infill of foam core. Furthermore, this type of component is for retrofitting and strengthening frame structure to withstand the seismic disaster. In-plane compression was considered in the numerical analysis with ABAQUS platform to determine the buckling failure load of BFRP infill panel system. The present result shows that the sandwich BFRP infill panel system has higher resistance to buckling failure than those of glass fiber reinforced polymer (GFRP) infill panel system, i.e. 16% increase in buckling resistance capacity.

Abstract:
For complete support of Quality of Service, it is better that environment itself predicts resource requirements of a job by using special methods in the Grid computing. The exact and correct prediction causes exact matching of required resources with available resources. After the execution of each job, the used resources will be saved in the active database named "History". At first some of the attributes will be exploit from the main job and according to a defined similarity algorithm the most similar executed job will be exploited from "History" using statistic terms such as linear regression or average, resource requirements will be predicted. The new idea in this research is based on active database and centralized history maintenance. Authors: Masoud Saeedi, Shirin Rahimi Kazerooni, Vahid Parvaresh
Abstract:
Validity is an overriding consideration in language testing. If a test score is intended for a particular purpose, this must be supported through empirical evidence. This article addresses the validity of a multiple-choice achievement test (MCT). The test is administered at the end of each semester to decide about students' mastery of a course in general English. To provide empirical evidence pertaining to the validity of this test, two criterion measures were used. In so doing, a Cloze test and a C-test which are reported to gauge general English proficiency were utilized. The results of analyses show that there is a statistically significant correlation among participants' scores on the MCT, Cloze, and Ctest. Drawing on the findings of the study, it can be cautiously deduced that these tests measure the same underlying trait. However, allowing for the limitations of using criterion measures to validate tests, we cannot make any absolute claim as to the validity of this MCT test.

Abstract:
The current study has investigated the ageing phenomena of silica optical fibres in relation to water activity which might be accelerated when exposed to a supplementary energy, such as microwaves. A controlled stress by winding fibres onto accurate diameter mandrel was applied. Taking into account that normally a decrease in fibre strength is induced in time by chemical action of water, the effects of cumulative reagents such as: water, applied stress and supplementary energy (microwave) in some cases acted in the opposite manner. The microwave effect as a structural relaxation catalyst appears unexpected, even if the overall gain in fibre strength is not high, but the stress corrosion factor revealed significant increase in certain simulation conditions. Keywords: optical fibres, mechanical testing, aging, microwave, structural relaxation.

Abstract:
This paper proposes a novel approach that combines statistical models and support vector machines. A hybrid scheme which appropriately incorporates the advantages of both the generative and discriminant model paradigms is described and evaluated. Support vector machines (SVMs) are trained to divide the whole speakers' space into small subsets of speakers within a hierarchical tree structure. During testing a speech token is assigned to its corresponding group and evaluation using gaussian mixture models (GMMs) is then processed. Experimental results show that the proposed method can significantly improve the performance of text independent speaker identification task. We report improvements of up to 50% reduction in identification error rate compared to the baseline statistical model. Keywords: Speaker identification, Gaussian mixture model (GMM), support vector machine (SVM), hybrid GMM/SVM.

Authors: Hmway Hmway Tar, Thi Thi Soe Nyaunt
Abstract:
Documents clustering become an essential technology with the popularity of the Internet. That also means that fast and high-quality document clustering technique play core topics. Text clustering or shortly clustering is about discovering semantically related groups in an unstructured collection of documents. Clustering has been very popular for a long time because it provides unique ways of digesting and generalizing large amounts of information. One of the issues of clustering is to extract proper feature (concept) of a problem domain. The existing clustering technology mainly focuses on term weight calculation. To achieve more accurate document clustering, more informative features including concept weight are important. Feature Selection is important for clustering process because some of the irrelevant or redundant feature may misguide the clustering results. To counteract this issue, the proposed system presents the concept weight for text clustering system developed based on a k-means algorithm in accordance with the principles of ontology so that the important of words of a cluster can be identified by the weight values. To a certain extent, it has resolved the semantic problem in specific areas. Keywords: Clustering, Concept Weight, Document clustering, Feature Selection, Ontology

We define the criteria for sentence intelligibility according to answers of testing subjects (deaf people). In our tests we use 30 sample videos coded by H.264 codec with various bit-rates and various speed of cued speech. Additionally, we define the criteria for consonant sign recognizability in single-handed finger alphabet (dactyl) analogically to acoustics. We use another 12 sample videos coded by H.264 codec with various bit-rates in four different video formats. To interpret the results we apply the standard scale for subjective video quality evaluation and the percentual evaluation of intelligibility as in acoustics. Authors: Karolína Vozková, Matěj Kuc
Abstract:
Net fee and commission income is one of the key elements of a bank’s core income. In the current low-interest rate environment, this type of income is gaining importance relative to net interest income. This paper analyses the effects of bank and country specific determinants of net fee and commission income on a set of cooperative banks from European countries in the 2007-2014 period. In order to do that, dynamic panel data methods (system Generalized Methods of Moments) were employed. Subsequently, alternative panel data methods were run as robustness checks of the analysis. Strong positive impact of bank concentration on the share of net fee and commission income was found, which proves that cooperative banks tend to display a higher share of fee income in less competitive markets. This is probably connected with the fact that they stick with their traditional deposit-taking and loan-providing model and fees on these services are driven down by the competitors. Moreover, compared to commercial banks, cooperatives do not expand heavily into non-traditional fee bearing services under competition and their overall fee income share is therefore decreasing with the increased competitiveness of the sector.

The heatshield consists of a pressurized core which is covered by different layers of thermal insulation and flexible ablative materials in order to protect against the thermal loads. In this paper, both aluminum and silicon-aluminum aerogels were prepared by freeze-drying method. The latter material has bigger specific surface area and nano-scale pores. Mullite fibers are used as the reinforcing fibers to prepare the aerogel matrix to improve composite flexibility. The flexible composite materials were performed as an insulation layer to an underlying aramid fabric by a thermal shock test at a heat flux density of 120 kW/m2 and uniaxial tensile test. These results show that the aramid fabric with untreated mullite fibers as the thermal protective layer is completely carbonized at the heat of about 60 s. Abstract:
Alternative Dispute Resolution denotes all forms of dispute resolution other than litigation or adjudication through the courts. This definition of Alternative Dispute Resolution, however, makes no mention of a vital consideration. ADR is the generally accepted acronym for alternative dispute resolution. Despite the choice not to proceed before a court or statutory tribunal, ADR will still be regulated by law and by the Constitution. Fairness is one of the core values of the South African constitutional order. Environmental disputes occur frequently, but due to delays and costs, ADR is a mechanism to resolve this kind of disputes which is a resolution of non-judicial mechanism. ADR can be used as a mechanism in environmental disputes that are less expensive and also more expeditious than formal litigation. ADR covers a broad range of mechanisms and processes designed to assist parties in resolving disputes creatively and effectively. In so far as this may involve the selection or design of mechanisms and processes other than formal litigation, these mechanisms and processes are not intended to supplant court adjudication, but rather to supplement it. A variety of ADR methods have been developed to deal with numerous problems encountered during environmental disputes. The research questions are: How can ADR facilitate environmental disputes in South Africa? Are they appropriate? And what improvements should be made? Keywords: Alternative dispute, environmental disputes, non-judicial, resolution and settlement.

A procedure to design a feedback controller which stabilizes the uncertain system has been proposed. A PD boundary control algorithm is used in order to control the desired position of the manipulator. This controller is easy to implement from the point of view of measuring techniques and actuation. Numerical simulations verify the effectiveness of the presented methods. In order to verify the suitability of the control algorithm, a platform with a 3D flexible manipulator has been employed for testing. In this paper, a new cognitive complexity metric called Cognitive Weighted Polymorphism Factor (CWPF) is proposed. Apart from the software structural complexity, it includes the cognitive complexity on the basis of type. The cognitive weights are calibrated based on 27 empirical studies with 120 persons. A case study and experimentation of the new software metric shows positive results. Further, a comparative study is made and the correlation test has proved that CWPF complexity metric is a better, more comprehensive, and more realistic indicator of the software complexity than Abreu’s Polymorphism Factor (PF) complexity metric. Keywords: Cognitive complexity metric, cognitive weighted polymorphism factor, object-oriented metrics, polymorphism factor, software metrics.
