2003 Best Option for Countercyclical Capital Buffer Implementation - Scenarios for Baltic States
Authors: Ģirts Brasliņš, Ilja Arefjevs, Nadežda Tarakanova
Abstract:
The objective of countercyclical capital buffer is to encourage banks to build up buffers in good times that can be drawn down in bad times. The aim of the report is to assess such decisions by banks derived from three approaches. The approaches are the aggregate credit-to-GDP ratio, credit growth as well as banking sector profits. The approaches are implemented for Estonia, Latvia and Lithuania for the time period 2000-2012. The report compares three approaches and analyses their relevance to the Baltic States by testing the correlation between a growth in studied variables and a growth of corresponding gaps. Methods used in the empirical part of the report are econometric analysis as well as economic analysis, development indicators, relative and absolute indicators and other methods. The research outcome is a cross-Baltic comparison of two alternative approaches to establish or release a countercyclical capital buffer by banks and their implications for each Baltic country.

Authors: Yu-Chen Lin, Tzong-Yeang Lee
Abstract:
This study aims to assess the vulnerability and risk of the coastal areas of Taijiang to abnormal oceanographic phenomena. In addition, this study aims to investigate and collect data regarding the disaster losses, land utilization, and other social, economic, and environmental issues in these coastal areas to construct a coastal vulnerability and risk map based on the obtained climate-change risk assessment results. Considering the indexes of the three coastal vulnerability dimensions, namely, man-made facilities, environmental geography, and social economy, this study adopted the equal weighting process and Analytic Hierarchy Process to analyze the vulnerability of these coastal areas to disasters caused by climatic changes. Among the areas with high coastal vulnerability to climatic changes, three towns had the highest coastal vulnerability and four had the highest relative vulnerability. Areas with lower disaster risks were found to be increasingly vulnerable to disasters caused by climatic changes as time progresses. Keywords: Climate change, coastal disaster, risk, vulnerability

Authors: R. W. Brown, P. J. Blignaut
Abstract:
An online performance management system was evaluated, and recommendations were made to improve the system. The study shows the effects of not adhering to the established web design principles and conventions. Furthermore, the study indicates that if the online performance management system is not well designed, it may have negative effects on the overall usability of the system and these negative effects will have consequences for both the employer and employees. The evaluation was done in terms of the usability metrics of effectiveness, efficiency and user satisfaction. Effectiveness was measured in terms of the success rate with which users could execute prescribed tasks in a sandbox system. Efficiency was expressed in terms of the time it took participants to understand what is expected of them and to execute the tasks. Post-test questionnaires were used in order to determine the satisfaction of the participants. Recommendations were made to improve the usability of the online performance management system.

Authors: Jürgen Roßmann, Gerrit Alves
Abstract:
In today-s world, the efficient utilization of wood resources comes more and more to the mind of forest owners. It is a very complex challenge to ensure an efficient harvest of the wood resources. This is one of the scopes the project “Virtual Forest II" addresses. Its core is a database with data about forests containing approximately 260 million trees located in North Rhine-Westphalia (NRW). Based on this data, tree growth simulations and wood mobilization simulations can be conducted. This paper focuses on the latter. It describes a discrete-event-simulation with an attached 3-D real time visualization which simulates timber harvest using trees from the database with different crop resources. This simulation can be displayed in 3-D to show the progress of the wood crop. All the data gathered during the simulation is presented as a detailed summary afterwards. This summary includes cost-benefit calculations and can be compared to those of previous runs to optimize the financial outcome of the timber harvest by exchanging crop resources or modifying their parameters. Keywords: Timber harvest, simulation, 3-D, optimization.

Authors: Aymen Laadhari, Gábor Székely
Abstract:
This paper is concerned with the development of a fully implicit and purely Eulerian fluid-structure interaction method tailored for the modeling of the large deformations of elastic membranes in a surrounding Newtonian fluid. We consider a simplified model for the mechanical properties of the membrane, in which the surface strain energy depends on the membrane stretching. The fully Eulerian description is based on the advection of a modified surface tension tensor, and the deformations of the membrane are tracked using a level set strategy. The resulting nonlinear problem is solved by a Newton-Raphson method, featuring a quadratic convergence behavior. A monolithic solver is implemented, and we report several numerical experiments aimed at model validation and illustrating the accuracy of the presented method. We show that stability is maintained for significantly larger time steps. Keywords: Fluid-membrane interaction, stretching, Eulerian, finite element method, Newton, implicit.

Authors: Mehdi Amoui, Mohammad Zarafshan, Caro Lucas
Abstract:
In spite of all advancement in software testing, debugging remains a labor-intensive, manual, time consuming, and error prone process. A candidate solution to enhance debugging process is to fuse it with testing process. To achieve this integration, a possible solution may be categorizing common software tests and errors followed by the effort on fixing the errors through general solutions for each test/error pair. Our approach to address this issue is based on Christopher Alexander-s pattern and pattern language concepts. The patterns in this language are grouped into three major sections and connect the three concepts of test, error, and debug. These patterns and their hierarchical relationship shape a pattern language that introduces a solution to solve software errors in a known testing context. Finally, we will introduce our developed framework ADE as a sample implementation to support a pattern of proposed language, which aims to automate the whole process of evolving software design via evolutionary methods. Keywords: Coding Errors, Software debugging, Testing, Patterns, Pattern Language

Abstract:
Useful information has been extracted from the road accident data in United Kingdom (UK), using data analytics method, for avoiding possible accidents in rural and urban areas. This analysis make use of several methodologies such as data integration, support vector machines (SVM), correlation machines and multinomial goodness. The entire datasets have been imported from the traffic department of UK with due permission. The information extracted from these huge datasets forms a basis for several predictions, which in turn avoid unnecessary memory lapses. Since data is expected to grow continuously over a period of time, this work primarily proposes a new framework model which can be trained and adapt itself to new data and make accurate predictions. This work also throws some light on use of SVM’s methodology for text classifiers from the obtained traffic data. Finally, it emphasizes the uniqueness and adaptability of SVMs methodology appropriate for this kind of research work. Keywords: Road accident, machine learning, support vector machines.

Authors: Elizabeth Stojanovski
Abstract:
Associations between life events and various forms of cancers have been identified. The purpose of a recent random-effects meta-analysis was to identify studies that examined the association between adverse events associated with changes to financial status including decreased income and breast cancer risk. The same association was studied in four separate studies which displayed traits that were not consistent between studies such as the study design, location, and time frame. It was of interest to pool information from various studies to help identify characteristics that differentiated study results. Two random-effects Bayesian meta-analysis models are proposed to combine the reported estimates of the described studies. The proposed models allow major sources of variation to be taken into account, including study level characteristics, between study variance and within study variance, and illustrate the ease with which uncertainty can be incorporated using a hierarchical Bayesian modelling approach.

Abstract:
The abundant availability of the local clay/plantain fiber coupled with the various renewable and sustainability advantages has led to their choice as co-fillers in the development of a hybrid polystyrene composite. The prime objective of this study is to evaluate the morphological and dynamic mechanical properties using Scanning Electron Microscopy and Dynamic Mechanical Analysis. The hybrid polystyrene composite development was developed via the hand-lay-up method. All processing including the constituent mixing and curing were achieved at room temperature (25 ± 2 ℃). The mechanical characteristics of the developed composites via Dynamic Mechanical Analysis (DMA) confirm an indirect relationship between time and storage modulus, this pattern becomes more evident at higher frequencies. It is clearly portrayed that the addition of clay and plantain fiber in the polystyrene matrix increases the stiffness of the developed composite.

Authors: Renzo Carta, Francesco Desogus
Abstract:
Variations in the growth rate constant of the Listeria monocytogenes bacterial species were determined at 37°C in irradiated environments and compared to the situation of a nonirradiated environment. The bacteria cells, contained in a suspension made of a nutrient solution of Brain Heart Infusion, were made to grow at different frequency (2.30e2.60 GHz) and power (0e400 mW) values, in a plug flow reactor positioned in the irradiated environment. Then the reacting suspension was made to pass into a cylindrical cuvette where its optical density was read every 2.5 minutes at a wavelength of 600 nm. The obtained experimental data of optical density vs. time allowed the bacterial growth rate constant to be derived; this was found to be slightly influenced by microwave power, but not by microwave frequency; in particular, a minimum value was found for powers in the 50e150 mW field. Keywords: Growth rate constant, irradiated environment, Listeria monocytogenes, microwaves, plug flow reactor.

Authors: M. H. Kazemi, D. Salac
Abstract:
A semi-implicit phase field method for droplet evolution is proposed. Using the phase field Cahn-Hilliard equation, we are able to track the interface in multiphase flow. The idea of a semi-implicit finite difference scheme is reviewed and employed to solve two nonlinear equations, including the Navier-Stokes and the Cahn-Hilliard equations. The use of a semi-implicit method allows us to have larger time steps compared to explicit schemes. The governing equations are coupled and then solved by a GMRES solver (generalized minimal residual method) using modified Gram-Schmidt orthogonalization. To show the validity of the method, we apply the method to the simulation of a rising droplet, a leaky dielectric drop and the coalescence of drops. The numerical solutions to the phase field model match well with existing solutions over a defined range of variables.

Abstract:
This paper gives an intuition regarding glowworm swarm optimization (GSO) technique to solve dynamic economic dispatch (DED) problems of thermal generating units. The objective of the problem is to schedule optimal power generation of dedicated thermal units over a specific time band. In this study, Glowworm swarm optimization technique enables a swarm of agents to split into subgroup, exhibit simultaneous taxis towards each other and rendezvous at multiple optima (not necessarily equal) of a given multimodal function. The feasibility of the GSO method has been tested on ten-unit-test systems where the power balance constraints, operating limits, valve point effects, and ramp rate limits are taken into account. The results obtained by the proposed technique are compared with other heuristic techniques. The results show that GSO technique is capable of producing better results.

Other factors that prevent the use of lab devices directly by students are inaccessible or dangerous phenomena, or polluting chemical reactions. The technology brings additional strategies of learning and teaching, there are two types of online labs, virtual and remote labs RL. We present an example of a successful development and deployment of a remote lab in the field of engineering education, integrated in the Moodle platform, using very low-coast, high documented devices and free software. Abstract:
The electrochemical coagulation of a kaolin suspension was investigated at the currents of 0.06, 0.12, 0.22, 0.44, 0.85 A (corresponding to 0.68, 1.36, 2.50, 5.00, 9.66 mA·cm-2, respectively) for the contact time of 5, 10, 20, 30, and 50 min. The TSS removal efficiency at currents of 0.06 A, 0.12 A and 0.22 A increased with the amount of iron generated by the sacrificial anode, while the removal efficiencies did not increase proportionally with the amount of iron generated at the currents of 0.44 and 0.85 A, where electroflotation was clearly observed. Zeta potential measurement illustrated the presence of the highly positive charged particles created by sorption of highly charged polymeric metal hydroxyl species onto the negative surface charged kaolin particles at both low and high applied currents. The disappearance of the individual peaks after certain contact times indicated the attraction between these positive and negative charged particles causing agglomeration. It was concluded that charge neutralization of the individual species was not the only mechanism operating in the electrocoagulation process at any current level, but electrostatic attraction was likely to co-operate or mainly operate. Keywords: Coagulation, Electrocoagulation, Electrostatics, Suspended solids, Zeta potential

Abstract:
The need to save time and cost of soil testing at the planning stage of road work has necessitated developing predictive models. This study proposes a model for predicting the dry density of lateritic soils stabilized with corn cob ash (CCA) and blended cement - CCA. Lateritic soil was first stabilized with CCA at 1.5, 3.0, 4.5 and 6% of the weight of soil and then stabilized with the same proportions as replacement for cement. Dry density, specific gravity, maximum degree of saturation and moisture content were determined for each stabilized soil specimen, following standard procedure. Polynomial equations containing alpha and beta parameters for CCA and blended CCA-cement were developed. Experimental values were correlated with the values predicted from the Matlab curve fitting tool, and the Solver function of Microsoft Excel 2010. The correlation coefficient (R2) of 0.86 was obtained indicating that the model could be accepted in predicting the maximum dry density of CCA stabilized soils to facilitate quick decision making in roadworks. Keywords: Corn cob ash, lateritic soil, stabilization, maximum dry density, moisture content.

There are many techniques proposed by various researchers, but with the increasing complexity of the software lifecycle model, it is crucial to develop a flexible system which can cater for the factors which in result have an impact on the quality of the end product. These factors include properties of the software development process and the product along with its operation conditions. In this paper, a neural network (perceptron) based software quality prediction technique is proposed. Abstract:
Acreage response function are modeled taking account of expected harvest prices, weather related variables and other non-price variables allowing for partial adjustment possibility. At the outset, based on the literature on price expectation formation, we explored suitable formulations for estimating the farmer’s expected prices. Assuming that farmers form expectations rationally, the prices of food and biofuel crops are modeled using time-series methods for possible ARCH/GARCH effects to account for volatility. The prices projected on the basis of the models are then inserted to proxy for the expected prices in the acreage response functions. Food crop acreages in different growing states are found sensitive to their prices relative to those of one or more of the biofuel crops considered. The required percentage improvement in food crop yields is worked to offset the acreage loss.

Abstract:
As computer network technology becomes increasingly complex, it becomes necessary to place greater requirements on the validity of developing standards and the resulting technology. Communication networks are based on large amounts of protocols. The validity of these protocols have to be proved either individually or in an integral fashion. One strategy for achieving this is to apply the growing field of formal methods. Formal methods research defines systems in high order logic so that automated reasoning can be applied for verification. In this research we represent and implement a formerly announced multicast protocol in Prolog language so that certain properties of the protocol can be verified. It is shown that by using this approach some minor faults in the protocol were found and repaired. Describing the protocol as facts and rules also have other benefits i.e. leads to a process-able knowledge. This knowledge can be transferred as ontology between systems in KQML format. Since the Prolog language can increase its knowledge base every time, this method can also be used to learn an intelligent network. Keywords: Formal methods, MobiCast, Mobile Network, Multicast.

Upconversion fluorescence imaging technique with excitation in the near-infrared (NIR) region has been used for imaging of biological cells and tissues. However, improving the detection sensitivity and decreasing the absorption and scattering in biological tissues are as yet unresolved problems. In this present study, a novel NIR-reflected multispectral imaging system was developed for upconversion fluorescent imaging in small animals. Based on this system, we have obtained the high contrast images without the autofluorescence when biocompatible UCPs were injected near the body surface or deeply into the tissue. Low-income households earning less than 3,500 ZAR (about 175 GBP) per month can apply to the South African government, through the National Housing Subsidy, for fully subsidised houses. An objective of this subsidy is to enable low-income households’ participation in the formal housing market; however, the beneficiaries received houses without title deeds. As such, if the beneficiaries did not have a secured tenure at the time of their death then surviving family may face possible eviction. Therefore, an aim of this research was to determine how these beneficiaries interpret tenure security. Manipulation of digital images in different fields like court of law and medical imaging create a serious problem nowadays. Copy-move forgery is one of the most common types of forgery which copies some part of the image and pastes it to another part of the same image to cover an important scene. In this paper, a copy-move forgery detection method proposed based on Fourier transform to detect forgeries. Firstly, image is divided to same size blocks and Fourier transform is performed on each block. Similarity in the Fourier transform between different blocks provides an indication of the copy-move operation. The experimental results prove that the proposed method works on reasonable time and works well for gray scale and colour images. Where they are made available to the end users of the mobile application is achievable only to a limited degree using software engineering static verification techniques. The more sensitive the information, such as credit card data, personal medical information or personal emails being processed by mobile application, the more important it is to ensure the confidentiality of this information. Monitoring untrusted mobile application during execution in an environment where sensitive information is present is difficult and unnerving. The paper addresses the issue of monitoring and controlling the flow of confidential information during untrusted mobile application execution. The approach concentrates on providing a dynamic and usable information security solution by interacting with the mobile users during the runtime of mobile application in response to information flow events.

Abstract:
This study was conducted to evaluate the effect of Echinacea purpurea on the expression of cyclooxygenase-2 (COX-2), interleukin-17F (IL-17F) in seven-day-old broiler chickens. Four groups were fed with concentration of 0 g/kg, 5 g/kg, 10 g/kg and 20 g/kg from the root of E. purpurea in the basal diet and two other groups were only fed with the basal diet for 21 days. At the 28th day, lipopolysaccharide (LPS, 2 mg/kg diet) was injected in four groups and the basal diet group was injected by saline as control. The chickens’ spleen RNA expression was measured for the COX-2 and IL-17F genes by Real-Time PCR. The results have shown that chickens which were fed E. purpurea had a lower COX-2 and IL-17F mRNA expression. The chickens who have received LPS only, lymphocyte was lower than other treatments. Vital organ weights were not significantly different, but body weight loss was recovered by dietary herbs inclusion. The results of this study have shown the positive effect of an anti-inflammatory herb to prevent the undesirable effect of inflammation.
