Also it includes the possibilities of positive intervention of neighbor countries to solve the conflict or to mitigate its negative results. The main question of the article is: What will it take to award Georgians and South Ossetians with a peace dividend?

Abstract:
Temperature, relative humidity and overhygroscopic moisture fields in a sandstone wall provided with interior thermal insulation were calculated in order to assess the hygric performance of the retrofitted wall. Computational simulations showed that during the time period of 10 years which was subject of investigation no overhygroscopic moisture appeared in the analyzed building envelope so that it performed in a satisfactory way from the hygric point of view.Keywords: Sandstone wall, interior thermal insulation, moisture, computational modeling.

Abstract:
In this paper we present the algorithm which allows us to have an object tracking close to real time in Full HD videos. The frame rate (FR) of a video stream is considered to be between 5 and 30 frames per second. The real time track building will be achieved if the algorithm can follow 5 or more frames per second. The principle idea is to use fast algorithms when doing preprocessing to obtain the key points and track them after. The procedure of matching points during assignment is hardly dependent on the number of points. Abstract:
The element of justice or al-‘adl in the context of Islamic critical thinking deals with the notion of justice in a thinking process which critically rationalizes the truth in a fair and objective manner with no irrelevant interference that can jeopardize a sound judgment. This Islamic axiological element is vital in technological decision making as it addresses the issues of religious values and ethics that are primarily set to fulfill the purpose of human life on earth. The main objective of this study was to examine and analyze the perception of Muslim engineering students in Malaysian higher education institutions towards the concept of al-‘adl as an essential element of Islamic critical thinking. The study employed mixed methods approach that comprises data collection from the questionnaire survey and the interview responses. A total of 557 Muslim engineering undergraduates from six Malaysian universities participated in the study. The study generally indicated that Muslim engineering undergraduates in the higher institutions have rather good comprehension and consciousness for al-‘adl with a slight awareness on the importance of objective thinking. Nonetheless there were a few items on the concept that have implied a comparatively low perception on the rational justice in Islam as the means to grasp the ultimate truth.Keywords: Engineering education, Islamic critical thinking, rational justice, perception, tertiary education.

Abstract:
In nature, electromagnetic fields always appear like atmosphere static electric field, the earth's static magnetic field and the wide-rang frequency electromagnetic field caused by lightening. However, besides natural electromagnetic fields (EMF), today human beings are mostly exposed to artificial electromagnetic fields due to technology progress and outspread use of electrical devices. To evaluate nuisance of EMF, it is necessary to know field intensity for every frequency which appears and compare it with allowed values. Low frequency EMF-s around transmission and distribution lines are time-varying quasi-static electromagnetic fields which have conservative component of low frequency electrical field caused by charges and eddy component of low frequency magnetic field caused by currents. Displacement current or field delay are negligible, so energy flow in quasi-static EMF involves diffusion, analog like heat transfer. Electrical and magnetic field can be analyzed separately. This paper analysis the numerical calculations in ELF-400 software of EMF in distribution substation in shopping center. Analyzing the results it is possible to specify locations exposed to the fields and give useful suggestion to eliminate electromagnetic effect or reduce it on acceptable level within the non-ionizing radiation norms and norms of protection from EMF.Keywords: Electromagnetic Field, Density of Electromagnetic Flow, Place of Proffesional Exposure, Place of Increased Sensitivity

Abstract:
The paper examines the mechanism of pozzolan-soil reactions, using a recent study on the chemical stabilization of a Class A-2-7 (3) lateritic soil, with corn cob ash (CCA) as case study. The objectives are to establish a nexus between cation exchange capacity of the soil, the alkaline forming compounds in CCA and percentage CCA addition to soil beyond which no more improvement in strength properties can be achieved; and to propose feasible chemical reactions to explain the chemical stabilization of the lateritic soil with CCA alone. The lateritic soil, as well as CCA of pozzolanic quality Class C were separately analysed for their metallic oxide composition using the X-Ray Fluorescence technique. The cation exchange capacity (CEC) of the soil and the CCA were computed theoretically using the percentage composition of the base cations Ca2+, Mg2+ K+ and Na2+ as 1.48 meq/100 g and 61.67 meq/100 g respectively, thus indicating a ratio of 0.024 or 2.4%. This figure, taken as the theoretical amount required to just fill up the exchangeable sites of the clay molecules, compares well with the laboratory observation of 1.5% for the optimum level of CCA addition to lateritic soil. The paper went on to present chemical reaction equations between the alkaline earth metals in the CCA and the silica in the lateritic soil to form silicates, thereby proposing an extension of the theory of mechanism of soil stabilization to cover chemical stabilization with pozzolanic ash only. The paper concluded by recommending further research on the molecular structure of soils stabilized with pozzolanic waste ash alone, with a view to confirming the chemical equations advanced in the study.Keywords: Cation exchange capacity, corn cob ash, lateritic soil, soil stabilization.

Abstract:
The Earth's surface is constantly changing through forces of nature and human activities. Reliable, accurate, and timely change detection is critical to environmental monitoring, resource management, and planning activities. Recently, interest in deep learning algorithms, especially convolutional neural networks, has increased in the field of image change detection due to their powerful ability to extract multi-level image features automatically. However, these networks are prone to drawbacks that limit their applications, which reside in their inability to capture spatial relationships between image instances, as this necessitates a large amount of training data. As an alternative, Capsule Network has been proposed to overcome these shortcomings. Although its effectiveness in remote sensing image analysis has been experimentally verified, its application in change detection tasks remains very sparse. Motivated by its greater robustness towards improved hierarchical object representation, this study aims to apply a capsule network for PolSAR image Change Detection. The experimental results demonstrate that the proposed change detection method can yield a significantly higher detection rate compared to methods based on convolutional neural networks.

Abstract:
A model was constructed to predict the amount of solar radiation that will make contact with the surface of the earth in a given location an hour into the future. This project was supported by the Southern Company to determine at what specific times during a given day of the year solar panels could be relied upon to produce energy in sufficient quantities. Due to their ability as universal function approximators, an artificial neural network was used to estimate the nonlinear pattern of solar radiation, which utilized measurements of weather conditions collected at the Griffin, Georgia weather station as inputs. A number of network configurations and training strategies were utilized, though a multilayer perceptron with a variety of hidden nodes trained with the resilient propagation algorithm consistently yielded the most accurate predictions. In addition, a modeled direct normal irradiance field and adjacent weather station data were used to bolster prediction accuracy. In later trials, the solar radiation field was preprocessed with a discrete wavelet transform with the aim of removing noise from the measurements. The current model provides predictions of solar radiation with a mean square error of 0.0042, though ongoing efforts are being made to further improve the model’s accuracy.

Abstract:
In the article the remains of the base of the minaret, found in 2009 at the medieval fortress shakhristan Aktobe, which is located along the courses of the rivers Balta and Aksu. The minaret, which consists of two parts: the stylobate in the pit and base part refers to the XI-XII centuries. The preserved height of the building is 3.6 meters. Volume stylobat quadrangular minaret, the corners of which are aimed at the four corners of the world amounts to 8,65 x8, 5 m, height – 2.6 m. Diameter octagonal upper cap of 7.85 m and a height of preserved – 1 m. This minaret is of particular importance among the historical and architectural monuments of Kazakhstan, as it is so far the only minaret belonging to Karakhanid epoch in which Islam was the state religion.Keywords: Aktobe, medieval, minaret, stylobate.

High building constructions are increasing in south beaches of the Caspian Sea because of tourist attractions and limitation of residential areas. According to saturated alluvial fields transfer of load from high structures to the soil by piles is inevitable. In spite of most of these piles are under compression forces, tension piles are used in special conditions. Few studies have been conducted because of the limited use of these piles. Tension capacity of openended pipe piles in full scale was tested in this study. The length of the bored piles was 420 up to 480 cm and all were in 120 cm diameter. The paper concludes with a proposal of five strategies which incorporate timeless elements from the past as well as cutting-edge elements from today, in order to better prepare our students for the future.

Abstract:
Absorption spectra of infra-red (IR) radiation of the disperse water medium absorbing the most important greenhouse gases: CO2 , N2O , CH4 , C2H2 , C2H6 have been calculated by the molecular dynamics method. Loss of the absorbing ability at the formation of clusters due to a reduction of the number of centers interacting with IR radiation, results in an anti-greenhouse effect. Absorption of O3 molecules by the (H2O)50 cluster is investigated at its interaction with Cl- ions. The splitting of ozone molecule on atoms near to cluster surface was observed. Interaction of water cluster with Cl- ions causes the increase of integrated intensity of emission spectra of IR radiation, and also essential reduction of the similar characteristic of Raman spectrum. Relative integrated intensity of absorption of IR radiation for small water clusters was designed. Dependences of the quantity of weight on altitude for vapor of monomers, clusters, droplets, crystals and mass of all moisture were determined. The anti-greenhouse effect of clusters was defined as the difference of increases of average global temperature of the Earth, caused by absorption of IR radiation by free water molecules forming clusters, and absorption of clusters themselves. The greenhouse effect caused by clusters makes 0.53 K, and the antigreenhouse one is equal to 1.14 K. The increase of concentration of CO2 in the atmosphere does not always correlate with the amplification of greenhouse effect.Keywords: Greenhouse gases, infrared absorption and Raman spectra, molecular dynamics method, water clusters.

This paper proposes a novel algorithm for simultaneous multi-scalar multiplication, that is by employing addition chains. The previously known methods utilizes double-and-add algorithm with binary representations. The rapid growth of the human population and the environmental degradation associated with increased consumption of resources raises concerns on sustainability. Social sustainability constitutes one of the three dimensions of sustainability together with environmental and economic dimensions. Even though there is not an agreement on what social sustainability consists of, it is a well known fact that it necessitates user participation. The fore, this study aims to observe and analyze the role of user participation on social sustainability. In this paper, the links between user participation and indicators of social sustainability have been searched. In order to achieve this, first of all a literature review on social sustainability has been done; accordingly, the information obtained from researches has been used in the evaluation of the projects conducted in the developing countries considering user participation. These examples are taken as role models with pros and cons for the development of the checklist for the evaluation of the case studies. Furthermore, a case study over the post earthquake residential settlements in Turkey have been conducted. The case study projects are selected considering different building scales (differing number of residential units), scale of the problem (post-earthquake settlements, rehabilitation of shanty dwellings) and the variety of users (differing socio-economic dimensions). Decisionmaking, design, building and usage processes of the selected projects and actors of these processes have been investigated in the context of social sustainability. The cases include: New Gourna Village by Hassan Fathy, Quinta Monroy dwelling units conducted in Chile by Alejandro Aravena and Beyköy and Beriköy projects in Turkey aiming to solve the problem of housing which have appeared after the earthquake happened in 1999 have been investigated. Results of the study possible links between social sustainability indicators and user participation and links between user participation and the peculiarities of place. Results are compared and discussed in order to find possible solutions to form social sustainability through user participation. Results show that social sustainability issues depend on communities' characteristics, socio-economic conditions and user profile but user participation has positive effects on some social sustainability indicators like user satisfaction, a sense of belonging and social stability.Keywords: Housing projects, Residential areas, Social sustainability, User participation.

NASA, ESA, and NSSC space agencies have plans to put planetary rovers on Mars in 2020. For these future planetary rovers to succeed, they will heavily depend on sensors to detect obstacles. This will also become of vital importance in the future, if rovers become less dependent on commands received from earth-based control and more dependent on self-configuration and self-decision making. These planetary rovers will face harsh environments and the possibility of hardware failure is high, as seen in missions from the past. In this paper, we focus on using Autonomic principles where self-healing, self-optimization, and self-adaption are explored using the MAPE-K model and expanding this model to encapsulate the attributes such as Awareness, Analysis, and Adjustment (AAA-3). In the experimentation, a Pioneer P3-DX research robot is used to simulate a planetary rover. The sonar sensors on the P3-DX robot are used to simulate the sensors on a planetary rover (even though in reality, sonar sensors cannot operate in a vacuum). Experiments using the P3-DX robot focus on how our software system can be adapted with the loss of sonar sensor functionality. The autonomic manager system is responsible for the decision making on how to make use of remaining ‘enabled’ sonars sensors to compensate for those sonar sensors that are ‘disabled’. Abstract:
For precise geoid determination, we use a reference field to subtract long and medium wavelength of the gravity field from observations data when we use the remove-compute-restore technique. Therefore, a comparison study between considered models should be made in order to select the optimal reference gravity field to be used. In this context, two recent global geopotential models have been selected to perform this comparison study over Northern Algeria. The Earth Gravitational Model (EGM2008) and the Global Gravity Model (GECO) conceived with a combination of the first model with anomalous potential derived from a GOCE satellite-only global model. Free air gravity anomalies in the area under study have been used to compute residual data using both gravity field models and a Digital Terrain Model (DTM) to subtract the residual terrain effect from the gravity observations. Residual data were used to generate local empirical covariance functions and their fitting to the closed form in order to compare their statistical behaviors according to both cases. Finally, height anomalies were computed from both geopotential models and compared to a set of GPS levelled points on benchmarks using least squares adjustment. The result described in details in this paper regarding these two models has pointed out a slight advantage of GECO global model globally through error degree variances comparison and ground-truth evaluation.

In this paper, the development of manufacturing was anchored on two main factors; Infrastructural Capacity Development (ICD) and Human Capacity Development (HCD). However, a wider view was given to the HCD and the various contemporary human capacity issues militating against manufacturing in Nigeria. It went further to discuss various ways of acquiring and upgrading workers’ skills and finally, suggestions were made on how to tackle the onerous human capacity issues in manufacturing.

It is known that symmetric encryption algorithms are fast and easy to implement in hardware. Also elliptic curves have proved to be a good choice for building encryption system. Although most of the symmetric systems have been broken, we can create a hybrid system that has the same properties of the symmetric encryption systems and in the same time, it has the strength of elliptic curves in encryption. We study the biological effects induced by ionizing radiation in view of therapeutic exposure and the idea of space flights beyond Earth's magnetosphere. In particular, we examine the differences between base pair substitution induction by ionizing radiation in model haploid and diploid yeast Saccharomyces cerevisiae cells. Such mutations are difficult to study in higher eukaryotic systems. In our research, we have used a collection of six isogenic trp5-strains and 14 isogenic haploid and diploid cyc1-strains that are specific markers of all possible base-pair substitutions. These strains differ from each other only in single base substitutions within codon-50 of the trp5 gene or codon-22 of the cyc1 gene. Different mutation spectra for two different haploid genetic trp5- and cyc1-assays and different mutation spectra for the same genetic cyc1-system in cells with different ploidy — haploid and diploid — have been obtained. It was linear function for dose-dependence in haploid and exponential in diploid cells. We suggest that the differences between haploid yeast strains reflect the dependence on the sequence context, while the differences between haploid and diploid strains reflect the different molecular mechanisms of mutations.

Abstract:
Nowadays, illegal logging has been causing many effects including flash flood, avalanche, global warming, and etc. The purpose of this study was to maintain the earth ecosystem by keeping and regulate Malaysia’s treasurable rainforest by utilizing a new technology that will assist in real-time alert and give faster response to the authority to act on these illegal activities. The methodology of this research consisted of design stages that have been conducted as well as the system model and system architecture of the prototype in addition to the proposed hardware and software that have been mainly used such as microcontroller, sensor with the implementation of GSM, and GPS integrated system. This prototype was deployed at Royal Belum forest in December 2014 for phase 1 and April 2015 for phase 2 at 21 pinpoint locations. The findings of this research were the capture of data in real-time such as temperature, humidity, gaseous, fire, and rain detection which indicate the current natural state and habitat in the forest. Besides, this device location can be detected via GPS of its current location and then transmitted by SMS via GSM system. All of its readings were sent in real-time for further analysis. The data that were compared to meteorological department showed that the precision of this device was about 95% and these findings proved that the system is acceptable and suitable to be used in the field.Keywords: Remote monitoring system, forest data, GSM, GPS, wireless sensor.

Abstract:
Presently and in line with the United Nations (EPA), human thinking system has shifted towards clean fuels so as to maintain a cleaner environment and to save our planet earth. One of the most successful studies in order to achieve new energies includes the use of animal wastes and their organic residues, and the result of these researches has been represented in the form of very simple and cheap methods called biogas technology. Biogas technology has developed a lot in the recent decades; its reason is the high cost of fossil fuels and the greater attention of countries to the environmental pollutions due to the consumption of this kind of fuels. IRAN is ready for the optimized application of renewable energies, having much enriched resources of this kind of energies; so a special place could be considered for it when making programs. The purpose of biogas technology is the recovery of energy and finally the protection of the environment, which is much appropriate for the third world farmers with respect to their technical abilities and economic potentials. Studies show that the production and consumption of biogas is appropriate and economic in IRAN, because of the high amount of waste in the agriculture sector, the significant amount of animal and human excrement production, the great volume of garbage produced and the most important the specific social, climatic and agricultural conditions in IRAN, in order to proceed towards the reduction of pollution due to the use of fossil fuels.Keywords: Agriculture, Biogas, Energy, Environment.

Cross-industry innovations follow this way of thinking and bring together problems and solution ideas from different industries. Therefore analogies and search strategies have to be developed. Taking this path, the questions where to search, what to search and how to search have to be answered. Afterwards, the gathered information can be used within a planned search process. Abstract:
This paper presents a new configurable decimation filter for sigma-delta modulators. The filter employs the Pascal-s triangle-s theorem for building the coefficients of non-recursive decimation filters. The filter can be connected to the back-end of various modulators with different output accuracy. In this work two methods are shown and then compared from area occupation viewpoint. First method uses the memory and the second one employs Pascal-s triangle-s method, aiming to reduce required gates. Abstract:
In this work, we suggested a new approach for the control of a mobile robot capable of being a building block of an intelligent agent. This approach includes obstacle avoidance and goal tracking implemented as two different sliding mode controllers. A geometry based behavior arbitration is proposed for fusing the two outputs. Proposed structure is tested on simulations and real robot. Abstract:
Starting from a biologically inspired framework, Gabor filters were built up from retinal filters via LMSE algorithms. Asubset of retinal filter kernels was chosen to form a particular Gabor filter by using a weighted sum. One-dimensional optimization approaches were shown to be inappropriate for the problem. All model parameters were fixed with biological or image processing constraints. Detailed analysis of the optimization procedure led to the introduction of a minimization constraint. Finally, quantization of weighting factors was investigated. This resulted in an optimized cascaded structure of a Gabor filter bank implementation with lower computational cost.
