418 A Settlement Strategy for Health Facilities in Emerging Countries: A Case Study in Brazil

Abstract:
A settlement strategy is to anticipate and respond the needs of existing and future communities through the provision of primary health care facilities in marginalized areas. Access to a health care network is important to improving healthcare coverage, often lacking, in developing countries. The study explores that a good sanitary system strategy of rural contexts brings advantages to an existing settlement: improving transport, communication, water and social facilities. The objective of this paper is to define a possible methodology to implement primary health care facilities in disadvantaged areas of emerging countries. In this research, we analyze the case study of Lauro de Freitas, a municipality in the Brazilian state of Bahia, part of the Metropolitan Region of Salvador, with an area of 57,662 km² and 194.641 inhabitants. The health localization system in Lauro de Freitas is an integrated process that involves not only geographical aspects, but also a set of factors: population density, epidemiological data, allocation of services, road networks, and more. Data were collected also using semi-structured interviews and questionnaires to the local population. Synthesized data suggest that moving away from the coast where there is the greatest concentration of population and services, a network of primary health care facilities is able to improve the living conditions of small-dispersed communities. Based on the health service needs of populations, we have developed a methodological approach that is particularly useful in rural and remote contexts in emerging countries.Keywords: Primary health care, developing countries, policy health planning, settlement strategy.

Abstract:
Presents a concept for a multidisciplinary process supporting effective task transitions between different technical domains during the architectural design stage. A system configuration challenge is the multifunctional driven increased solution space. As a consequence, more iteration is needed to find a global optimum, i.e. a compromise between involved disciplines without negative impact on development time. Since state of the art standards like ISO 15288 and VDI 2206 do not provide a detailed methodology on multidisciplinary design process, higher uncertainties regarding final specifications arise. This leads to the need of more detailed and standardized concepts or processes which could mitigate risks. The performed work is based on analysis of multidisciplinary interaction, of modeling and simulation techniques. To demonstrate and prove the applicability of the presented concept, it is applied to the design of aircraft high lift systems, in the context of the engineering disciplines kinematics, actuation, monitoring, installation and structure design.Keywords: Systems engineering, multidisciplinary, architectural design, high lift system.

Abstract:
Underground tunnel face bolting and pipe umbrella reinforcement are one of the most challenging tasks in construction whether industrial or not, and infrastructures such as roads or pipelines. It is one of the first sectors of economic activity in the world. Through a variety of soil and rock, a cyclic Conventional Tunneling Method (CTM) remains the best one for projects with highly variable ground conditions or shapes. CTM is the only alternative for the renovation of existing tunnels and creating emergency exit. During the drilling process, a wide variety of non-desired vibrations may arise, and a method using a robot arm is proposed. The main kinds of drilling through vibration here is the bit-bouncing phenomenon (resonant axial vibration). Hence, assisting the task by a robot arm may play an important role on drilling performances and security. We propose to control the axial-vibration phenomenon along the drillstring at a practical resonant frequency, and embed a Resonant Sonic Drilling Head (RSDH) as a robot end effector for drilling. Abstract:
Surface metrology with image processing is a challenging task having wide applications in industry. Surface roughness can be evaluated using texture classification approach. Important aspect here is appropriate selection of features that characterize the surface. We propose an effective combination of features for multi-scale and multi-directional analysis of engineering surfaces. The features include standard deviation, kurtosis and the Canny edge detector. We apply the method by analyzing the surfaces with Discrete Wavelet Transform (DWT) and Dual-Tree Complex Wavelet Transform (DT-CWT). We used Canberra distance metric for similarity comparison between the surface classes. Our database includes the surface textures manufactured by three machining processes namely Milling, Casting and Shaping. The comparative study shows that DT-CWT outperforms DWT giving correct classification performance of 91.27% with Canberra distance metric.

One of the main biomedical problem lies in detecting dependencies in semi structured data. Solution includes biomedical portal and algorithms (integral rating health criteria, multidimensional data visualization methods). Biomedical portal allows to process diagnostic and research data in parallel mode using Microsoft System Center 2012, Windows HPC Server cloud technologies. Service does not allow user to see internal calculations instead it provides practical interface. When data is sent for processing user may track status of task and will achieve results as soon as computation is completed. Service includes own algorithms and allows diagnosing and predicating medical cases. Approved methods are based on complex system entropy methods, algorithms for determining the energy patterns of development and trajectory models of biological systems and logical–probabilistic approach with the blurring of images.

In the last few years, resting-state functional MRI (rs-fMRI) was widely used to investigate the architecture of brain networks by investigating the Blood Oxygenation Level Dependent response. This technique represented an interesting, robust and reliable approach to compare pathologic and healthy subjects in order to investigate neurodegenerative diseases evolution. On the other hand, the elaboration of rs-fMRI data resulted to be very prone to noise due to confounding factors especially the head motion. Head motion has long been known to be a source of artefacts in task-based functional MRI studies, but it has become a particularly challenging problem in recent studies using rs-fMRI. The aim of this work was to evaluate in MS patients a well-known motion correction algorithm from the FMRIB's Software Library - MCFLIRT - that could be applied to minimize the head motion distortions, allowing to correctly interpret rs-fMRI results.

Abstract:
Content-based music retrieval generally involves analyzing, searching and retrieving music based on low or high level features of a song which normally used to represent artists, songs or music genre. Identifying them would normally involve feature extraction and classification tasks. Theoretically the greater features analyzed, the better the classification accuracy can be achieved but with longer execution time. Technique to select significant features is important as it will reduce dimensions of feature used in classification and contributes to the accuracy. Artificial Immune System (AIS) approach will be investigated and applied in the classification task. Bio-inspired audio content-based retrieval framework (B-ACRF) is proposed at the end of this paper where it embraces issues that need further consideration in music retrieval performances.

Abstract:
Real-time hand tracking is a challenging task in many computer vision applications such as gesture recognition. This paper proposes a robust method for hand tracking in a complex environment using Mean-shift analysis and Kalman filter in conjunction with 3D depth map. The depth information solve the overlapping problem between hands and face, which is obtained by passive stereo measuring based on cross correlation and the known calibration data of the cameras. Mean-shift analysis uses the gradient of Bhattacharyya coefficient as a similarity function to derive the candidate of the hand that is most similar to a given hand target model. And then, Kalman filter is used to estimate the position of the hand target. The results of hand tracking, tested on various video sequences, are robust to changes in shape as well as partial occlusion.Keywords: Computer Vision and Image Analysis, Object Tracking, Gesture Recognition.

Abstract:
Sea level rise threatens to increase the impact of future storms and hurricanes on coastal communities. Accurate sea level change prediction and supplement is an important task in determining constructions and human activities in coastal and oceanic areas. In this study, support vector machines (SVM) is proposed to predict daily tidal levels along the Jeddah Coast, Saudi Arabia. The optimal parameter values of kernel function are determined using a genetic algorithm. The SVM results are compared with the field data and with back propagation (BP). Among the models, the SVM is superior to BPNN and has better generalization performance.

Abstract:
Islamic institutions in Malaysia play a variety of socioeconomic roles such as poverty alleviation. To perform this role, these institutions face a major task in identifying the poverty group. Most of these institutions measure and operationalize poverty from the monetary perspective using variables such as income, expenditure or consumption. In practice, most Islamic institutions in Malaysia use the monetary approach in measuring poverty through the conventional Poverty Line Income (PLI) method and recently, the had al kifayah (HAK) method using total necessities of a household from an Islamic perspective. The objective of this paper is to present the PLI and also the HAK method. This micro-data study would highlight the similarities and differences of both the methods.A survey aided by a structured questionnaire was carried out on 260 selected head of households in the state of Selangor. The paper highlights several demographic factors that are associated with the three monetary indicators in the study, namely income, PLI and HAK. A Data Warehouses is a repository of information integrated from source data. Information stored in data warehouse is the form of materialized in order to provide the better performance for answering the queries. Deciding which appropriated views to be materialized is one of important problem. In order to achieve this requirement, the constructing search space close to optimal is a necessary task. It will provide effective result for selecting view to be materialized. In this paper we have proposed an approach to reoptimize Multiple View Processing Plan (MVPP) by using global common subexpressions. The merged queries which have query processing cost not close to optimal would be rewritten. The experiment shows that our approach can help to improve the total query processing cost of MVPP and sum of query processing cost and materialized view maintenance cost is reduced as well after views are selected to be materialized.

Personal name matching system is the core of essential task in national citizen database, text and web mining, information retrieval, online library system, e-commerce and record linkage system. It has necessitated to the all embracing research in the vicinity of name matching. Traditional name matching methods are suitable for English and other Latin based language. Asian languages which have no word boundary such as Myanmar language still requires sounds alike matching system in Unicode based application. Hence we proposed matching algorithm to get analogous sounds alike (phonetic) pattern that is convenient for Myanmar character spelling. According to the nature of Myanmar character, we consider for word boundary fragmentation, collation of character. Thus we use pattern conversion algorithm which fabricates words in pattern with fragmented and collated. We create the Myanmar sounds alike phonetic group to help in the phonetic matching. The experimental results show that fragmentation accuracy in 99.32% and processing time in 1.72 ms.Keywords: natural language processing, name matching, phonetic matching

Abstract:
Texture classification is an important image processing task with a broad application range. Many different techniques for texture classification have been explored. Using sparse approximation as a feature extraction method for texture classification is a relatively new approach, and Skretting et al. recently presented the Frame Texture Classification Method (FTCM), showing very good results on classical texture images. As an extension of that work the FTCM is here tested on a real world application as detection of abnormalities in mammograms. Some extensions to the original FTCM that are useful in some applications are implemented; two different smoothing techniques and a vector augmentation technique. Both detection of microcalcifications (as a primary detection technique and as a last stage of a detection scheme), and soft tissue lesions in mammograms are explored. All the results are interesting, and especially the results using FTCM on regions of interest as the last stage in a detection scheme for microcalcifications are promising.Keywords: detection, mammogram, texture classification, dictionary learning, FTCM

The localization of software products is essential for reaching the users of the international market. An important task for this is the translation of the user interface into local national languages. As graphical interfaces are usually optimized for the size of the texts in the original language, after the translation certain user controls (e.g. text labels and buttons in dialogs) may grow in such a manner that they slip above each other. This not only causes an unpleasant appearance but also makes the use of the program more difficult (or even impossible) which implies that the arrangement of the controls must be corrected subsequently. The correction should preserve the original structure of the interface (e.g. the relation of logically coherent controls), furthermore, it is important to keep the nicely proportioned design: the formation of large empty areas should be avoided. This paper describes an algorithm that automatically rearranges the controls of a graphical user interface based on the principles above. The algorithm has been implemented and integrated into a translation support system and reached results pleasant for the human eye in most test cases.Keywords: Graphical user interface, GUI, natural languages, software localization, translation support systems.

The use of eXtensible Markup Language (XML) in web, business and scientific databases lead to the development of methods, techniques and systems to manage and analyze XML data. Semi-structured documents suffer due to its heterogeneity and dimensionality. XML structure and content mining represent convergence for research in semi-structured data and text mining. As the information available on the internet grows drastically, extracting knowledge from XML documents becomes a harder task. Certainly, documents are often so large that the data set returned as answer to a query may also be very big to convey the required information. To improve the query answering, a Semantic Tree Based Association Rule (STAR) mining method is proposed. This method provides intentional information by considering the structure, content and the semantics of the content. The method is applied on Reuter’s dataset and the results show that the proposed method outperforms well.

Documents retrieval in Information Retrieval Systems (IRS) is generally about understanding of information in the documents concern. The more the system able to understand the contents of documents the more effective will be the retrieval outcomes. But understanding of the contents is a very complex task. Conventional IRS apply algorithms that can only approximate the meaning of document contents through keywords approach using vector space model. Keywords may be unstemmed or stemmed. When keywords are stemmed and conflated in retrieving process, we are a step forwards in applying semantic technology in IRS. Word stemming is a process in morphological analysis under natural language processing, before syntactic and semantic analysis. We have developed algorithms for Malay and Arabic and incorporated stemming in our experimental systems in order to measure retrieval effectiveness. Work Breakdown Structure (WBS) is one of the most vital planning processes of the project management since it is considered to be the fundamental of other processes like scheduling, controlling, assigning responsibilities, etc. In fact WBS or activity list is the heart of a project and omission of a simple task can lead to an irrecoverable result. There are some tools in order to generate a project WBS. One of the most powerful tools is mind mapping which is the basis of this article. Mind map is a method for thinking together and helps a project manager to stimulate the mind of project team members to generate project WBS. Here we try to generate a WBS of a sample project involving with the building construction using the aid of mind map and the artificial intelligence (AI) programming language. Since mind map structure can not represent data in a computerized way, we convert it to a semantic network which can be used by the computer and then extract the final WBS from the semantic network by the prolog programming language. Devices in a pervasive computing system (PCS) are characterized by their context-awareness. It permits them to provide proactively adapted services to the user and applications. To do so, context must be well understood and modeled in an appropriate form which enhance its sharing between devices and provide a high level of abstraction. The most interesting methods for modeling context are those based on ontology however the majority of the proposed methods fail in proposing a generic ontology for context which limit their usability and keep them specific to a particular domain. The adaptation task must be done automatically and without an explicit intervention of the user. Devices of a PCS must acquire some intelligence which permits them to sense the current context and trigger the appropriate service or provide a service in a better suitable form. In this paper we will propose a generic service ontology for context modeling and a context-aware service adaptation based on a service oriented definition of context.

Numerical design optimization is a powerful tool that can be used by engineers during any stage of the design process. There are many different applications for structural optimization. A specific application that will be discussed in the following paper is experimental data matching. Data obtained through tests on a physical structure will be matched with data from a numerical model of that same structure. The data of interest will be the dynamic characteristics of an antenna structure focusing on the mode shapes and modal frequencies. The structure used was a scaled and simplified model of the Karoo Array Telescope-7 (KAT-7) antenna structure. This kind of data matching is a complex and difficult task. The automatic discrimination of seismic signals is an important practical goal for earth-science observatories due to the large amount of information that they receive continuously. An essential discrimination task is to allocate the incoming signal to a group associated with the kind of physical phenomena producing it. In this paper, two classes of seismic signals recorded routinely in geophysical laboratory of the National Center for Scientific and Technical Research in Morocco are considered. They correspond to signals associated to local earthquakes and chemical explosions. The approach adopted for the development of an automatic discrimination system is a modular system composed by three blocs: 1) Representation, 2) Dimensionality reduction and 3) Classification. The originality of our work consists in the use of a new wavelet called "modified Mexican hat wavelet" in the representation stage. In China, with the rapid urbanization and industrialization, and highly accelerated economic development have resulted in degradation of water resource. The water quality deterioration usual result from eutrophication in most cases, so how to dispose this type pollution water higher efficiently is an urgent task. Hower, different with traditional technology, constructed wetlands are effective treatment systems that can be very useful because they are simple technology and low operational cost. A pilot-scale treatment including constructed wetlands was constructed at XingYun Lake, Yuxi, China, and operated as primary treatment measure before eutrophic-lake water draining to riverine landscape. Water quality indices were determined during the experiment, the results indicated that treatment removal efficiencies were high for Nitrate nitrogen, Chlorophyll–a and Algae, the final removal efficiency reached to 95.20%, 93.33% and 99.87% respectively, but the removal efficiency of Total phosphorous and Total nitrogen only reach to 68.83% and 50.00% respectively.Keywords: Constructed wetland, Eutrophic-lake water, Nutrientremoval, Removal efficiency

Wireless Sensor Networks (WSNs) are an emerging technology that opens up a new field of research. The significant advance in WSN leads to an increasing prevalence of various monitoring applications and real-time assistance in labs and factories. Selective surface activation induced by laser (SSAIL) is a promising technology that adapts to the WSN design freedom of shape, dimensions, and material. This article proposes and implements a WSN-based temperature and humidity monitoring system, and its deployed architectures made for the monitoring task are discussed. Experimental results of developed sensor nodes implemented in university campus laboratories are shown. Then, the simulation and the implementation results obtained through monitoring scenarios are displayed. At last, a convenient solution to keep the WSN alive and functional as long as possible is proposed. Unlike other existing models, on success, the node is self-powered and can utilize minimal power consumption for sensing and data transmission to the base station.

Abstract:
Detection of player identity is challenging task in sport video content analysis. In case of soccer video player number recognition is effective and precise solution. Jersey numbers can be considered as scene text and difficulties in localization and recognition appear due to variations in orientation, size, illumination, motion etc. This paper proposed new method for player number localization and recognition. By observing hue, saturation and value for 50 different jersey examples we noticed that most often combination of low and high saturated pixels is used to separate number and jersey region. Image segmentation method based on this observation is introduced. Then, novel method for player number localization based on internal contours is proposed. False number candidates are filtered using area and aspect ratio. Before OCR processing extracted numbers are enhanced using image smoothing and rotation normalization.

Abstract:
Bengal has a long history (8th century A.D. onwards) of decorating the wall of brick-built temples with curved terracotta plaques on a diverse range of subjects. These could be considered as one of the most significant visual archives to understand the various facets of the then contemporary societies. The temples under focus include Char-bangla temple complex (circa 1755 A.D.), Bhavanishvara temple (circa 1755 A.D.) and the Gangeshvara Shiva Jor-bangla temple (circa 1753 A.D.), located within a part of the river Bhagirathi basin in Baranagar, Murshidabad, West Bengal, India. Though, a diverse range of subjects have been intricately carved mainly on the front façades of the Baranagar temple cluster, the study specifically concentrates on depictions related to religious and non-religious acts performed by practitioners of various religious sects of late medieval Bengal with the intention to acquire knowledge about the various facets of their life. Apart from this, the paper also mapped the spatial location of these religious performers on the temples’ façades to examine if any systematic plan or arrangement had been employed for connoting a particular idea. Further, an attempt is made to provide a commentary on the attire worn by followers of various religious sects of late medieval Bengal. The primary materials for the study comprise the depictions which denote religious activities carved on the terracotta plaques. The secondary material has been collected from published and unpublished theses, journals and books. These data have been further supplemented with photographic documentation, some useful line-drawings and descriptions in table format to get a clear understanding of the concerned issues.

Abstract:
Information is a critical asset and an important source for gaining competitive advantage in firms. The effective maintenance of IT becomes an important task. In order to better understand the determinants of IT effectiveness, this study employs the Industrial Organization (I/O) and Resource Based View (RBV) theories and investigates the industry effect and several major firmspecific factors in relation to their impact on firms- IT effectiveness. The data consist of a panel data of ten-year observations of firms whose IT excellence had been recognized by the CIO Magazine. The non-profit organizations were deliberately excluded, as explained later. The results showed that the effectiveness of IT management varied significantly across industries. Industry also moderated the effects of firm demographic factors such as size and age on IT effectiveness. Surprisingly, R & D investment intensity had negative correlation to IT effectiveness. For managers and practitioners, this study offers some insights for evaluation criteria and expectation for IT project success. Finally, the empirical results indicate that the sustainability of IT effectiveness appears to be short in duration.

Abstract:
Biometric authentication is an essential task for any kind of real-life applications. In this paper, we contribute two primary paradigms to Iris recognition such as Robust Eyelash Detection (RED) using pathway kernels and hair curve fitting synthesized model. Based on these two paradigms, rotation invariant iris recognition is enhanced. In addition, the presented framework is tested with real-life iris data to provide the authentication for LRC (Learning Resource Center) users. Recognition performance is significantly improved based on the contributed schemes by evaluating real-life irises. Furthermore, the framework has been implemented using Java programming language. Experiments are performed based on 1250 diverse subjects in different angles of variations on the authentication process. Abstract:
To provide reliable and valid findings when evaluating innovative in-car devices in the automotive context highly realistic driving environments are recommended. Nowadays, in-car devices are mostly evaluated due to driving simulator studies followed by real car driving experiments. Driving simulators are characterized by high internal validity, but weak regarding ecological validity. Real car driving experiments are ecologically valid, but difficult to standardize, more time-robbing and costly. One economizing suggestion is to implement more immersive driving environments when applying driving simulator studies. This paper presents research comparing non-immersive standard PC conditions with mobile and highly immersive Oculus Rift conditions while performing the Lane Change Task (LCT). Subjective data with twenty participants show advantages regarding presence and immersion experience when performing the LCT with the Oculus Rift, but affect adversely cognitive workload and simulator sickness, compared to non-immersive PC condition.

Abstract:
A multimedia presentation system refers to the integration of a multimedia database with a presentation manager which has the functionality of content selection, organization and playout of multimedia presentations. It requires high performance of involved system components. Starting from multimedia information capture until the presentation delivery, high performance tools are required for accessing, manipulating, storing and retrieving these segments, for transferring and delivering them in a presentation terminal according to a playout order. The organization of presentations is a complex task in that the display order of presentation contents (in time and space) must be specified. A multimedia presentation contains audio, video, images and text media types. The critical decisions for presentation construction include what the contents are, how the contents are organized, and once the decision is made on the organization of the contents of the presentation, it must be conveyed to the end user in the correct organizational order and in a timely fashion. This paper introduces a framework for specification of multimedia presentations and describes the design of sample presentations using this framework from a multimedia database.

Abstract:
The recent development of humanoid robots has led robot designers to imagine a great variety of anthropomorphic forms for human-like machine. Which form is the best ? We try to answer this question from a double meaning of the anthropomorphism : a positive anthropomorphism corresponing to the realization of an effective anthropomorphic form object and a negative one corresponding to our natural tendency in certain circumstances to give human attributes to non-human beings. We postulate that any humanoid robot is concerned by both these two anthropomorphism kinds. We propose to use gestalt theory and Heider-s balance theory in order to analyze how negative anthropomorphism can influence our perception of human-like robots. From our theoretical approach we conclude that an “even shape" as defined by gestalt theory is not a sufficient condition for a good integration of future humanoid robots into a human community. Aesthetic perception of the robot cannot be splitted from a social perception : a humanoid robot, any how the efforts made for improving its appearance, could be rejected if it is devoted to a task with too high affective implications.
