764 A Hybrid Particle Swarm Optimization-Nelder- Mead Algorithm (PSO-NM) for Nelson-Siegel- Svensson Calibration
Authors: Sofia Ayouche, Rachid Ellaia, Rajae Aboulaich
Abstract:
Today, insurers may use the yield curve as an indicator evaluation of the profit or the performance of their portfolios; therefore, they modeled it by one class of model that has the ability to fit and forecast the future term structure of interest rates. This class of model is the Nelson-Siegel-Svensson model. Unfortunately, many authors have reported a lot of difficulties when they want to calibrate the model because the optimization problem is not convex and has multiple local optima. In this context, we implement a hybrid Particle Swarm optimization and Nelder Mead algorithm in order to minimize by least squares method, the difference between the zero-coupon curve and the NSS curve. Keywords: Optimization, zero-coupon curve, Nelson-Siegel- Svensson, Particle Swarm Optimization, Nelder-Mead Algorithm.

Authors: C. A. Gilkeson, C. J. Noakes, P. A. Sleigh, M. A. I. Khan, M. A. Camargo-Valero
Abstract:
Understanding how airborne pathogens are transported through hospital wards is essential for determining the infection risk to patients and healthcare workers. This study utilizes Computational Fluid Dynamics (CFD) simulations to explore possible pathogen transport within a six-bed partitioned Nightingalestyle hospital ward. Grid independence of a ward model was addressed using the Grid Convergence Index (GCI) from solutions obtained using three fullystructured grids. Pathogens were simulated using source terms in conjunction with a scalar transport equation and a RANS turbulence model. Errors were found to be less than 4% in the calculation of air velocities but an average of 13% was seen in the scalar field. A parametric study of variations in the pathogen release point illustrated that its distribution is strongly influenced by the local velocity field and the degree of air mixing present. Keywords: Natural, Ventilation, Pathogen, Transport

Abstract:
Sustainability in rural production system can only be achieved if it can suitably satisfy the local requirement as well as the outside demand with the changing time. With the increased pressure from the food sector in a globalised world, the agrarian economy needs to re-organise its cultivable land system to be compatible with new management practices as well as the multiple needs of various stakeholders and the changing resource scenario. An attempt has been made to transform this problem into a multi-objective decisionmaking problem considering various objectives, resource constraints and conditional constraints. An interactive fuzzy multi-objective programming approach has been used for such a purpose taking a case study in Indian context to demonstrate the validity of the method. Keywords: Land re-organisation, Crop planning, Multiobjective Decision-Making, Fuzzy Goal Programming.

Authors: Shekhar Parajulee
Abstract:
Nepal practiced a centralized unitary governing system for long and has gone through the federal system after the promulgation of the new constitution on 20 September 2015. There is a big paradigm shift in terms of governance after it. Now, there are three levels of governments, one federal government in the center, seven provincial governments and 753 local governments. Federalism refers to a political governing system with multiple tiers of government working together with coordination. It is preferred for self and shared rule. Though it has opened the door for rights of the people, political stability, state restructuring, and sustainable peace and development, there are many prospects and challenges for its proper implementation. This research analyzes the discourses of federalism implementation in Nepal with special reference to one of seven provinces, Gandaki. Federalism is a new phenomenon in Nepali politics and informed debates on it are required for its right evolution. This research will add value in this regard. Moreover, tracking its evolution and the exploration of the attitudes and behaviors of key actors and stakeholders in a new experiment of a new governing system is also important. The administrative and political system of Gandaki province in terms of service delivery and development will critically be examined. Besides demonstrating the performances of the provincial government and assembly, it will analyze the inter-governmental relation of Gandaki with the other two tiers of government. For this research, people from provincial and local governments (elected representatives and government employees), provincial assembly members, academicians, civil society leaders and journalists are being interviewed. The interview findings will be analyzed by supplementing with published documents. Just going into the federal structure is not the solution. As in the case of other provincial governments, Gandaki also had to start from scratch. It gradually took a shape of government and has been functioning sluggishly. The provincial government has many challenges ahead, which has badly hindered its plans and actions. Additionally, fundamental laws, infrastructures and human resources are found to be insufficient at the sub-national level. Lack of clarity in the jurisdiction is another main challenge. The Nepali Constitution assumes cooperation, coexistence and coordination as the fundamental principles of federalism which, unfortunately, appear to be lacking among the three tiers of government despite their efforts. Though the devolution of power to sub-national governments is essential for the successful implementation of federalism, it has apparently been delayed due to the centralized mentality of bureaucracy as well as a political leader. This research will highlight the reasons for the delay in the implementation of federalism. There might be multiple underlying reasons for the slow pace of implementation of federalism and identifying them is very tough. Moreover, the federal spirit is found to be absent in the main players of today's political system, which is a big irony. So, there are some doubts about whether the federal system in Nepal is just a keepsake or a substantive achievement.

Abstract:
The United Nations has defined the inclusive community as “…promoting growth with equity, a place where everyone, regardless of their economic means, gender, race, ethnicity or religion, is enabled and empowered to fully participate in the social, economic and political opportunities that cities have to offer”. In this paper, the concept of walkability is viewed as an important tool towards the planning and future development of more inclusive communities. Walking is the cheapest and cleanest mode of travel available to all providing large benefits to both health and local economic development. To demonstrate the validity of this strategy a set of parameters, selected from existing research, were measure, compared and discussed in the existing and proposed scenarios of a Portuguese small town using GIS software.

Authors: F. C. Calnegru
Abstract:
This article presents a computationally tractable probabilistic model for the relation between the complex wavelet coefficients of two images of the same scene. The two images are acquisitioned at distinct moments of times, or from distinct viewpoints, or by distinct sensors. By means of the introduced probabilistic model, we argue that the similarity between the two images is controlled not by the values of the wavelet coefficients, which can be altered by many factors, but by the nature of the wavelet coefficients, that we model with the help of hidden state variables. We integrate this probabilistic framework in the construction of a new image registration algorithm. This algorithm has sub-pixel accuracy and is robust to noise and to other variations like local illumination changes. We present the performance of our algorithm on various image types.

Authors: Arvind Kumar, Rajoo Pandey
Abstract:
For broadband wireless mobile communication systems the orthogonal frequency division multiplexing (OFDM) is a suitable modulation scheme. The frequency offset between transmitter and receiver local oscillator is main drawback of OFDM systems, which causes intercarrier interference (ICI) in the subcarriers of the OFDM system. This ICI degrades the bit error rate (BER) performance of the system. In this paper an improved self-ICI cancellation scheme is proposed to improve the system performance. The proposed scheme is based on discrete Fourier transform-inverse discrete Fourier transform (DFT-IDFT). The simulation results show that there is satisfactory improvement in the bit error rate (BER) performance of the present scheme. Keywords: OFDM, Intercarrier Interference, InterferenceCoefficients, DFT based Self-ICI Cancellation.

Abstract:
In this paper, we present a network configuration for a WDM LANs of passive star topology that assume that the set of data WDM channels is split into two separate sets of channels, with different access rights over them. Especially, a synchronous transmission WDMA access algorithm is adopted in order to increase the probability of successful transmission over the data channels and consequently to reduce the probability of data packets transmission cancellation in order to avoid the data channels collisions. Thus, a control pre-transmission access scheme is followed over a separate control channel. An analytical Markovian model is studied and the average throughput is mathematically derived. The performance is studied for several numbers of data channels and various values of control phase duration. Keywords: Access algorithm, channels division, collisions avoidance, wavelength division multiplexing.

Abstract:
This study investigated the void fraction characteristics under low superficial gas velocity (Jg) and low superficial fluid velocity (Jf) conditions in a 3x3 rod bundle geometry. Three arrangements of conductivity probes were set to measure the void fraction at various cross-sectional regions, including rod-gap, sub-channel and rod-wall regions. The experimental tests were performed under the flow conditions of Jg = 0-0.236 m/s and Jf = 0-0.142 m/s, and the time-averaged void fractions were recorded at each flow condition. It was observed that while the superficial gas velocity increases, the small bubbles started to cluster together and become big bubbles. As the superficial fluid velocity increases, the local void fractions of the three test regions will get closer and the bubble distribution will be more uniform across the cross section.

We combine the local projection stabilization method for the space discretization with two different time discretization schemes: the continuous Galerkin-Petrov (cGP) method and the discontinuous Galerkin (dG) method of polynomial of degree k. We establish the optimal error estimates and present numerical results which shows that the cGP(k) and dG(k)- methods are accurate of order k +1, respectively, in the whole time interval. Moreover, the cGP(k)-method is superconvergent of order 2k and dG(k)-method is of order 2k +1 at the discrete time points. Furthermore, the dependence of the results on the choice of the stabilization parameter are discussed and compared.

Abstract:
Cereals are considered as a strategic product in human life and their demand is increasing with the growth of world population. Increasing wheat production is important for the country. One of the ways to solve the problem is to develop and implement new, environmentally and economically acceptable technologies. Such technologies include pre-sowing treatment of seed with a laser and associative nitrogen-fixing bacteria - Azospirillum brasilense. In the region there are the wheat varieties - Dika and Lomtagora, which are among the most common in Georgia. Dika is a frost-resistant wheat, with a high ability to adapt to the environment, resistant to falling and it is sown in highlands. Lomtagora 126 differs with its winter and drought resistance, and it has a great ability to germinate. Lomtagora is characterized by a strong root system and a high budding capacity. It is an early variety, fall-resistant, easy to thresh and suitable for mechanized harvesting with large and red grains. This paper presents some preliminary experimental results where a continuous CO2 laser with a power of 25-40 W was used to radiate grains at a flow rate of 10 and 15 cm/sec. The treatment was carried out on grains of the Triticum aestivum L. var. Lutescens (local variety name - Lomtagora 126), and Triticum carthlicum Nevski (local variety name - Dika). Here the grains were treated with A. brasilense isolate (108-109 CFU/ml), which was isolated from the rhizosphere of wheat. It was observed that the germination of the wheat was not significantly influenced by either laser or bacteria treatment. The results of our research show that combined treatment with laser and A. brasilense significantly influenced the germination of wheat. In the case of the Lomtagora 126 variety, grains were exposed to the beam on a speed of 10 cm/sec, only slightly improved the growth for 38-day seedlings, in case of exposition of grains with a speed of 15 cm/sec - by 23%. Treatment of seeds with A. brasilense in both exposed and non-exposed variants led to an improvement in the growth of seedlings, with A. brasilense alone - by 22%, and with combined treatment of grains - by 29%. In the case of the Dika variety, only exposure led to growth by 8-9%, and the combined treatment - by 10-15%, in comparison with the control variant. Superior effect on growth of seedlings of different varieties was achieved with the combinations of laser treatment on grains in a beam of 15 cm/sec (radiation power 30-40 W) and in addition of A. brasilense - nitrogen fixing bacteria. Therefore, this is a promising application of A. brasilense as active agents of bacterial fertilizers due to their ability of molecular nitrogen fixation in cereals in combination with laser irradiation: choosing a proper strain gives a good ability to colonize roots of agricultural crops, providing a high nitrogen-fixing ability and the ability to mobilize soil phosphorus, and laser treatment stimulates natural processes occurring in plant cells, will increase the yield.

Frequently, authors calculate the entropy corresponding to the fragment. This approach can only give approximate estimation. In this paper, we propose to use a more direct measure of the importance of different fragments for face recognition. We propose to select a recognition method and a face database and experimentally investigate the recognition rate using different fragments of faces. We present two such experiments in the paper. Recently, the problem of cluster analysis is formulated as a problem of nonsmooth, nonconvex optimization, and an algorithm for solving the cluster analysis problem based on nonsmooth optimization techniques is developed. This optimization problem has a number of characteristics that make it challenging: it has many local minimum, the optimization variables can be either continuous or categorical, and there are no exact analytical derivatives. In this study we show how to apply a particular class of optimization methods known as pattern search methods to address these challenges. Abstract:
In this paper, a novel feature-based image watermarking scheme is proposed. Zernike moments which have invariance properties are adopted in the scheme. In the proposed scheme, feature points are first extracted from host image and several circular patches centered on these points are generated. The patches are used as carriers of watermark information because they can be regenerated to locate watermark embedding positions even when watermarked images are severely distorted. Zernike transform is then applied to the patches to calculate local Zernike moments. Dither modulation is adopted to quantize the magnitudes of the Zernike moments followed by false alarm analysis. Experimental results show that quality degradation of watermarked image is visually transparent. The need for thermal comfort of buildings, with the aim of saving energy, has always generated a big interest during the development of methods, to improve the mode of construction. In the present paper, which is concerned by the valorization of locally abundant materials, mixtures of plaster and dune sand have been studied. To point out the thermal performances of these mixtures, a comparative study has been established between this product and the two materials most commonly used in construction, the concrete and hollow brick. The results showed that optimal mixture is made with 1/3 plaster and 2/3 dune sand. This mortar achieved significant increases in the mechanical strengths, which allow it to be used as a carrier element for buildings, of up to two levels. The element obtained offers an acceptable thermal insulation, with a decrease the outer-wall construction thickness.
