3878 Simple Infrastructure in Measuring Countries e-Government

Abstract:
As alternative to existing e-government measuring models, here proposed a new customer centric, service oriented, simple approach for measuring countries e-Governments. If successfully implemented, built infrastructure will provide a single egovernment index number for countries. Main schema is as follows. Country CIO or equal position government official, at the beginning of each year will provide to United Nations dedicated web site 4 numbers on behalf of own country: 1) Ratio of available online public services, to total number of public services, 2) Ratio of interagency inter ministry online public services to total number of available online public services, 3) Ratio of total number of citizen and business entities served online annually to total number of citizen and business entities served annually online and physically on those services, 4) Simple index for geographical spread of online served citizen and business entities. 4 numbers then combined into one index number by mathematical Average function. In addition to 4 numbers 5th number can be introduced as service quality indicator of online public services. If in ordering of countries index number is equal, 5th criteria will be used. Notice: This approach is for country’s current e-government achievement assessment, not for e-government readiness assessment.

Abstract:
Cooperative spectrum sensing is a crucial challenge in cognitive radio networks. Cooperative sensing can increase the reliability of spectrum hole detection, optimize sensing time and reduce delay in cooperative networks. In this paper, an efficient central capacity optimization algorithm is proposed to minimize cooperative sensing time in a homogenous sensor network using OR decision rule subject to the detection and false alarm probabilities constraints. The evaluation results reveal significant improvement in the sensing time and normalized capacity of the cognitive sensors.Keywords: Cooperative networks, normalized capacity, sensing time.

Abstract:
Computer networks are essential part in computerbased information systems. The performance of these networks has a great influence on the whole information system. Measuring the usability criteria and customers satisfaction on small computer network is very important. In this article, an effective approach for measuring the usability of business network in an information system is introduced. The usability process for networking provides us with a flexible and a cost-effective way to assess the usability of a network and its products. In addition, the proposed approach can be used to certify network product usability late in the development cycle. Furthermore, it can be used to help in developing usable interfaces very early in the cycle and to give a way to measure, track, and improve usability. Moreover, a new approach for fast information processing over computer networks is presented. The entire data are collected together in a long vector and then tested as a one input pattern. Proposed fast time delay neural networks (FTDNNs) use cross correlation in the frequency domain between the tested data and the input weights of neural networks. It is proved mathematically and practically that the number of computation steps required for the presented time delay neural networks is less than that needed by conventional time delay neural networks (CTDNNs). Online auctions are not very popular in Croatia. The main reason for this is a very limited number of services which can be used by Croatian users. Until recent times, even selling through the most popular online auction site eBay wasn't possible because PayPal services could not make payment to bank or debit card accounts in Croatia. Furthermore, many foreign sellers do not offer delivery of their products to Croatia which means that large quantities of goods initially offered on such sites are not available. With that in mind, it is necessary to analyze the buying and selling habits of Croatian users and existing online auction sites, both Croatian and foreign, and create a model for new domestic site. This site will have to exploit every positive aspect of existing models and neutralize every negative perception indicated by users in the survey so that, hopefully, it would attract new users.Keywords: online auction, eBay, safe payment, product delivery

Abstract:
In this paper, a novel fuzzy approach is developed while solving the Dynamic Routing and Wavelength Assignment (DRWA) problem in optical networks with Wavelength Division Multiplexing (WDM). In this work, the effect of nonlinear and linear impairments such as Four Wave Mixing (FWM) and amplifier spontaneous emission (ASE) noise are incorporated respectively. The novel algorithm incorporates fuzzy logic controller (FLC) to reduce the effect of FWM noise and ASE noise on a requested lightpath referred in this work as FWM aware fuzzy dynamic routing and wavelength assignment algorithm. The FWM crosstalk products and the static FWM noise power per link are pre computed in order to reduce the set up time of a requested lightpath, and stored in an offline database. Abstract:
A new approach to promote the generalization ability of neural networks is presented. It is based on the point of view of fuzzy theory. This approach is implemented through shrinking or magnifying the input vector, thereby reducing the difference between training set and testing set. It is called “shrinking-magnifying approach" (SMA). At the same time, a new algorithm; α-algorithm is presented to find out the appropriate shrinking-magnifying-factor (SMF) α and obtain better generalization ability of neural networks. Quite a few simulation experiments serve to study the effect of SMA and α-algorithm. The experiment results are discussed in detail, and the function principle of SMA is analyzed in theory. The results of experiments and analyses show that the new approach is not only simpler and easier, but also is very effective to many neural networks and many classification problems. In our experiments, the proportions promoting the generalization ability of neural networks have even reached 90%.Keywords: Fuzzy theory, generalization, misclassification rate, neural network.

Abstract:
To support user mobility for a wireless network new mechanisms are needed and are fundamental, such as paging, location updating, routing, and handover. Also an important key feature is mobile QoS offered by the WATM. Several ATM network protocols should be updated to implement mobility management and to maintain the already ATM QoS over wireless ATM networks. A survey of the various schemes and types of handover is provided. Handover procedure allows guarantee the terminal connection reestablishment when it moves between areas covered by different base stations. It is useful to satisfy user radio link transfer without interrupting a connection. However, failure to offer efficient solutions will result in handover important packet loss, severe delays and degradation of QoS offered to the applications. This paper reviews the requirements, characteristics and open issues of wireless ATM, particularly with regard to handover. It introduces key aspects of WATM and mobility extensions, which are added in the fixed ATM network. We propose a flexible approach for handover management that will minimize the QoS deterioration. Functional entities of this flexible approach are discussed in order to achieve minimum impact on the connection quality when a MT crosses the BS.

Abstract:
Training neural networks to capture an intrinsic property of a large volume of high dimensional data is a difficult task, as the training process is computationally expensive. Input attributes should be carefully selected to keep the dimensionality of input vectors relatively small. Technical indexes commonly used for stock market prediction using neural networks are investigated to determine its effectiveness as inputs. Abstract:
This paper aims to develop a NOx emission model of an acid gas incinerator using Nelder-Mead least squares support vector regression (LS-SVR). Malaysia DOE is actively imposing the Clean Air Regulation to mandate the installation of analytical instrumentation known as Continuous Emission Monitoring System (CEMS) to report emission level online to DOE . As a hardware based analyzer, CEMS is expensive, maintenance intensive and often unreliable. Therefore, software predictive technique is often preferred and considered as a feasible alternative to replace the CEMS for regulatory compliance. The LS-SVR model is built based on the emissions from an acid gas incinerator that operates in a LNG Complex. Simulated Annealing (SA) is first used to determine the initial hyperparameters which are then further optimized based on the performance of the model using Nelder-Mead simplex algorithm. The LS-SVR model is shown to outperform a benchmark model based on backpropagation neural networks (BPNN) in both training and testing data.Keywords: artificial neural networks, industrial pollution, predictive algorithms, support vector machines

Abstract:
The goal of admission control is to support the Quality of Service demands of real-time applications via resource reservation in IP networks. In this paper we introduce a novel Dynamic Admission Control (DAC) mechanism for IP networks. The DAC dynamically allocates network resources using the previous network pattern for each path and uses the dynamic admission algorithm to improve bandwidth utilization using bandwidth brokers. A learning management system (commonly abbreviated as LMS) is a software application for the administration, documentation, tracking, and reporting of training programs, classroom and online events, e-learning programs, and training content (Ellis 2009). (Hall 2003) defines an LMS as \"software that automates the administration of training events. All Learning Management Systems manage the log-in of registered users, manage course catalogs, record data from learners, and provide reports to management\". Evidence of the worldwide spread of e-learning in recent years is easy to obtain. In April 2003, no fewer than 66,000 fully online courses and 1,200 complete online programs were listed on the TeleCampus portal from TeleEducation (Paulsen 2003). In the report \" The US market in the Self-paced eLearning Products and Services:2010-2015 Forecast and Analysis\" The number of student taken classes exclusively online will be nearly equal (1% less) to the number taken classes exclusively in physical campuses. Number of student taken online course will increase from 1.37 million in 2010 to 3.86 million in 2015 in USA. Abstract:
Linking social needs to social classes using different criteria may lead to social services misuse. The paper discusses using ML and Neural Networks (NNs) in linking public services in Scotland in the long term and advocates, this can result in a reduction of the services cost connecting resources needed in groups for similar services. The paper combines typical regression models with clustering and cross-correlation as complementary constituents to predict the demand. Insurance companies and public policymakers can pack linked services such as those offered to the elderly or to low-income people in the longer term. The work is based on public data from 22 services offered by Public Health Services (PHS) Scotland and from the Scottish Government (SG) from 1981 to 2019 that are broken into 110 years series called factors and uses Linear Regression (LR), Autoregression (ARMA) and 3 types of back-propagation (BP) Neural Networks (BPNN) to link them under specific conditions. Relationships found were between smoking related healthcare provision, mental health-related health services, and epidemiological weight in Primary 1(Education) Body Mass Index (BMI) in children. Primary component analysis (PCA) found 11 significant factors while C-Means (CM) clustering gave 5 major factors clusters.

Abstract:
One of the long standing challenging aspect in mobile robotics is the ability to navigate autonomously, avoiding modeled and unmodeled obstacles especially in crowded and unpredictably changing environment. A successful way of structuring the navigation task in order to deal with the problem is within behavior based navigation approaches. In this study, Issues of individual behavior design and action coordination of the behaviors will be addressed using fuzzy logic. A layered approach is employed in this work in which a supervision layer based on the context makes a decision as to which behavior(s) to process (activate) rather than processing all behavior(s) and then blending the appropriate ones, as a result time and computational resources are saved.

Abstract:
There has been discussion if the use of mobile phones causes accidents. We studied workers’ accidents and near accidents related to the use of phones. This study is part of a large cross-sectional study that was carried out on 15,000 working-age Finns. We noticed that there were 4–5 times more close call situations than accidents connected to mobile phones and also work related accidents were fewer than leisure related. There are confusing parameters like the use of mobile phones at work, differences in work content between women and men.

Abstract:
Smart Grids employ wireless sensor networks for their control and monitoring. Sensors are characterized by limitations in the processing power, energy supply and memory spaces, which require a particular attention on the design of routing and data management algorithms. Since most routing algorithms for sensor networks, focus on finding energy efficient paths to prolong the lifetime of sensor networks, the power of sensors on efficient paths depletes quickly, and consequently sensor networks become incapable of monitoring events from some parts of their target areas. In consequence, the design of routing protocols should consider not only energy efficiency paths, but also energy efficient algorithms in general. In this paper we propose an energy efficient routing protocol for wireless sensor networks without the support of any location information system. The reliability and the efficiency of this protocol have been demonstrated by simulation studies where we compare them to the legacy protocols. Abstract:
PH, temperature and time of extraction of each stage, agitation speed and delay time between stages effect on efficiency of zinc extraction from concentrate. In this research, efficiency of zinc extraction was predicted as a function of mentioned variable by artificial neural networks (ANN). ANN with different layer was employed and the result show that the networks with 8 neurons in hidden layer has good agreement with experimental data.

Abstract:
Labeling is a very costly and time consuming process which aims to generate datasets for training neural networks in several functionalities and projects. For driver monitoring system projects, the need of labeled images has a significant impact on the budget and distribution of effort. This paper presents the modifications done to a ground truth data generation algorithm for 2D eyes location on infrared images with drivers in order to improve the quality of the data and performance of the trained neural networks. The algorithm restrictions become tougher which makes it more accurate but also less constant. The resulting dataset becomes smaller and shall not be altered by any kind of manual labels adjustment before being used in the neural networks training process. These changes resulted in a much better performance of the trained neural networks.

Abstract:
Multi-Radio Multi-Channel Wireless Mesh Networks (MRMC-WMNs) operate at the backbone to access and route high volumes of traffic simultaneously. Such roles demand high network capacity, and long “online" time at the expense of accelerated transmission energy depletion and poor connectivity. This is the problem of transmission power control. Numerous power control methods for wireless networks are in literature. However, contributions towards MRMC configurations still face many challenges worth considering. In this paper, an energy-efficient power selection protocol called PMMUP is suggested at the Link-Layer. This protocol first divides the MRMC-WMN into a set of unified channel graphs (UCGs). A UCG consists of multiple radios interconnected to each other via a common wireless channel. In each UCG, a stochastic linear quadratic cost function is formulated. Each user minimizes this cost function consisting of trade-off between the size of unification states and the control action. Unification state variables come from independent UCGs and higher layers of the protocol stack. The PMMUP coordinates power optimizations at the network interface cards (NICs) of wireless mesh routers. The proposed PMMUP based algorithm converges fast analytically with a linear rate. Performance evaluations through simulations confirm the efficacy of the proposed dynamic power control.

Abstract:
In the last two decades, one can clearly observe a boom of interest for e-learning and web-supported programs. However, one can also notice that many of these programs focus on the accumulation and delivery of content generally as a business industry with no much concern for theoretical underpinnings. The existing research, at least in online English language teaching (ELT), has demonstrated a lack of an effective online teaching pedagogy anchored in a well-defined theoretical framework. Hence, this paper comes as an attempt to present constructivism as one of the theoretical bases for the design of an effective online language teaching pedagogy which is at the same time technologically intelligent and theoretically informed to help envision how education can best take advantage of the information and communication technology (ICT) tools. The present paper discusses the key principles underlying constructivism, its implications for online language teaching design, as well as its limitations that should be avoided in the e-learning instructional design. Although the paper is theoretical in nature, essentially based on an extensive literature survey on constructivism, it does have practical illustrations from an action research conducted by the author both as an e-tutor of English using Moodle online educational platform at the Virtual University of Tunis (VUT) from 2007 up to 2010 and as a face-to-face (F2F) English teaching practitioner in the Professional Certificate of English Language Teaching Training (PCELT) at AMIDEAST, Tunisia (April-May, 2013).

The IEEE802.16 standard which has emerged as Broadband Wireless Access (BWA) technology, promises to deliver high data rate over large areas to a large number of subscribers in the near future. This paper analyze the effect of overheads over capacity of downlink (DL) of orthogonal frequency division multiple access (OFDMA)–based on the IEEE802.16e mobile WiMAX system with and without overheads. The analysis focuses in particular on the impact of Adaptive Modulation and Coding (AMC) as well as deriving an algorithm to determine the maximum numbers of subscribers that each specific WiMAX sector may support. An analytical study of the WiMAX propagation channel by using Cost- 231 Hata Model is presented. The explosion of interest in online gaming and virtual worlds is leading many universities to investigate possible educational applications of the new environments. In this paper we explore the possibilities of 3D online worlds for teacher education, particularly the field experience component. Drawing upon two pedagogical examples, we suggest that virtual simulations may, with certain limitations, create safe spaces that allow preservice teachers to adopt alternate identities and interact safely with the “other." In so doing they may become aware of the constructed nature of social categories and gain the essential pedagogical skill of perspective-taking. We suggest that, ultimately, the ability to be the principal creators of themselves in virtual environments can increase their ability to do the same in the real world.Keywords: field experience, pedagogy, simulation, teacher education

This paper explores the issues that influence online retailing in Saudi Arabia. Retailers in Saudi Arabia have been reserved in their adoption of electronically delivered aspects of their business. Despite the fact that Saudi Arabia has the largest and fastest growth of ICT marketplaces in the Arab region, e-commerce activities are not progressing at the same speed. Only very few Saudi companies, mostly medium and large companies from the manufacturing sector, are involved in e-commerce implementation. Based on qualitative data collected by conducting interviews with 16 retailers and 16 potential customers in Saudi Arabia, several factors influencing online retailing diffusion in Saudi Arabia are identified. However, government support comes the highest and most influencing factor for online retailing growth as identified by both parties; retailers and potential customers in Saudi Arabia.

Deaths from cardiovascular diseases have decreased substantially over the past two decades, largely as a result of advances in acute care and cardiac surgery. These developments have produced a growing population of patients who have survived a myocardial infarction. These patients need to be continuously monitored so that the initiation of treatment can be given within the crucial golden hour. The available conventional methods of monitoring mostly perform offline analysis and restrict the mobility of these patients within a hospital or room. Hence the aim of this paper is to design a Portable Cardiac Telemedicine System to aid the patients to regain their independence and return to an active work schedule, there by improving the psychological well being. The portable telemedicine system consists of a Wearable ECG Transmitter (WET) and a slightly modified mobile phone, which has an inbuilt ECG analyzer. The WET is placed on the body of the patient that continuously acquires the ECG signals from the high-risk cardiac patients who can move around anywhere. This WET transmits the ECG to the patient-s Bluetooth enabled mobile phone using blue tooth technology. The ECG analyzer inbuilt in the mobile phone continuously analyzes the heartbeats derived from the received ECG signals. In case of any panic condition, the mobile phone alerts the patients care taker by an SMS and initiates the transmission of a sample ECG signal to the doctor, via the mobile network.

Abstract:
In IETF RFC 2002, Mobile-IP was developed to enable Laptobs to maintain Internet connectivity while moving between subnets. However, the packet loss that comes from switching subnets arises because network connectivity is lost while the mobile host registers with the foreign agent and this encounters large end-to-end packet delays. The criterion to initiate a simple and fast full-duplex connection between the home agent and foreign agent, to reduce the roaming duration, is a very important issue to be considered by a work in this paper. State-transition Petri-Nets of the modeling scenario-based CIA: communication inter-agents procedure as an extension to the basic Mobile-IP registration process was designed and manipulated to describe the system in discrete events. The heuristic of configuration file during practical Setup session for registration parameters, on Cisco platform Router-1760 using IOS 12.3 (15)T and TFTP server S/W is created. Finally, stand-alone performance simulations from Simulink Matlab, within each subnet and also between subnets, are illustrated for reporting better end-toend packet delays. Results verified the effectiveness of our Mathcad analytical manipulation and experimental implementation. It showed lower values of end-to-end packet delay for Mobile-IP using CIA procedure-based early registration. Ionic liquids are finding a wide range of applications from reaction media to separations and materials processing. In these applications, Vapor–Liquid equilibrium (VLE) is the most important one. VLE for six systems at 353 K and activity coefficients at infinite dilution [(γ)_i^∞] for various solutes (alkanes, alkenes, cycloalkanes, cycloalkenes, aromatics, alcohols, ketones, esters, ethers, and water) in the ionic liquids (1-ethyl-3-methylimidazolium bis (trifluoromethylsulfonyl)imide [EMIM][BTI], 1-hexyl-3-methyl imidazolium bis (trifluoromethylsulfonyl) imide [HMIM][BTI], 1-octyl-3-methylimidazolium bis(trifluoromethylsulfonyl) imide [OMIM][BTI], and 1-butyl-1-methylpyrrolidinium bis (trifluoromethylsulfonyl) imide [BMPYR][BTI]) have been used to train neural networks in the temperature range from (303 to 333) K. Densities of the ionic liquids, Hildebrant constant of substances, and temperature were selected as input of neural networks. The networks with different hidden layers were examined. Networks with seven neurons in one hidden layer have minimum error and good agreement with experimental data.

Abstract:
The research reported herein presents a conceptual model that explores the relationship between social media factors and entrepreneurial intention, with a focus on the Greek startup ecosystem. The significance of the study is that social media gained importance in explaining the entrepreneurial process, and through them, nascent and potential entrepreneurs seem to get inspired and motivated to initiate their businesses. The research methodology employed in this study included a qualitative research approach, utilizing in-depth interviews with a sample of 15 startup entrepreneurs providing valuable retrospective information. The data collected were analyzed using the content analysis method. The major findings of the study are that social media factors such as usefulness, influence, and credibility have a significant impact on entrepreneurial intention. We also found that social media can be a powerful tool for entrepreneurs to access resources, knowledge and networks that can help them in their venture creation. Overall, this research contributes to the entrepreneurship literature by uncovering the relationship between social media factors and entrepreneurial intention and has implications for entrepreneurial education, policymakers, and official partners, highlighting the potential of social media to enhance the startup ecosystem.

Abstract:
There has been a growing interest in implementing humanoid avatars in networked virtual environment. However, most existing avatar communication systems do not take avatars- social backgrounds into consideration. This paper proposes a novel humanoid avatar animation system to represent personalities and facial emotions of avatars based on culture, profession, mood, age, taste, and so forth. We extract semantic keywords from the input text through natural language processing, and then the animations of personalized avatars are retrieved and displayed according to the order of the keywords. Our primary work is focused on giving avatars runtime instruction from multiple natural languages. Experiments with Chinese, Japanese and English input based on the prototype show that interactive avatar animations can be displayed in real time and be made available online. This system provides a more natural and interesting means of human communication, and therefore is expected to be used for cross-cultural communication, multiuser online games, and other entertainment applications.

This paper discusses that good learning involves all academic groups in the school. Blended learning is learning outside the classroom. Google Classroom is a free service learning app for schools, non-profit organizations and anyone with a personal Google account. Facilities accessed through computers and mobile phones are very useful for school teachers and students. Blended learning classrooms using both traditional and technology-based methods for teaching have become the norm for many educators. Using Google Classroom gives students access to online learning. Even if the teacher is not in the classroom, the teacher can provide learning. This is the supervision of the form of the teacher when the student is outside the school.

Abstract:
This paper presents a prediction performance of feedforward Multilayer Perceptron (MLP) and Echo State Networks (ESN) trained with extended Kalman filter. Feedforward neural networks and ESN are powerful neural networks which can track and predict nonlinear signals. However, their tracking performance depends on the specific signals or data sets, having the risk of instability accompanied by large error. In this study we explore this process by applying different network size and leaking rate for prediction of nonlinear or chaotic signals in MLP neural networks. Major problems of ESN training such as the problem of initialization of the network and improvement in the prediction performance are tackled. The influence of coefficient of activation function in the hidden layer and other key parameters are investigated by simulation results. Extended Kalman filter is employed in order to improve the sequential and regulation learning rate of the feedforward neural networks. This training approach has vital features in the training of the network when signals have chaotic or non-stationary sequential pattern. Minimization of the variance in each step of the computation and hence smoothing of tracking were obtained by examining the results, indicating satisfactory tracking characteristics for certain conditions. In addition, simulation results confirmed satisfactory performance of both of the two neural networks with modified parameterization in tracking of the nonlinear signals.Keywords: Feedforward neural networks, nonlinear signal prediction, echo state neural networks approach, leaking rates, capacity of neural networks.

In this paper, a class of impulsive BAM fuzzy cellular neural networks with time delays in the leakage terms is formulated and investigated. By establishing a delay differential inequality and M-matrix theory, some sufficient conditions ensuring the existence, uniqueness and global exponential stability of equilibrium point for impulsive BAM fuzzy cellular neural networks with time delays in the leakage terms are obtained. In particular, a precise estimate of the exponential convergence rate is also provided, which depends on system parameters and impulsive perturbation intention. It is believed that these results are significant and useful for the design and applications of BAM fuzzy cellular neural networks. An example is given to show the effectiveness of the results obtained here.
