Abstract:
Power, responsibility sharing, and democratic decision-making are the central ethos to co-management. It is assumed that involving local community in the decision-making process can create a sense of ownership and responsibility of that community and motivate the community towards collective action. But this paper demonstrated that the process to involve local community is not simple and straightforward as it is influenced by structural aspects, power relations among the actors, and social embedded institutions. These factors shape the process in that way who will participate, how they will participate and how the local community maneuvers their agency in the decision-making process. To grasp the complexities that materialize in the process of participation and to understand the inclusionary and exclusionary nature of participation, this paper examines the subjective understanding of different stakeholders concerning participation and furthermore observes the enabling or constraining factors that affect the community to exercise their agency.

Abstract:
We present a method for the selection of students in interdisciplinary studies based on the hybrid averaging operator. We assume that the available information given in the problem is uncertain so it is necessary to use interval numbers. Therefore, we suggest a new type of hybrid aggregation called uncertain induced generalized hybrid averaging (UIGHA) operator. It is an aggregation operator that considers the weighted average (WA) and the ordered weighted averaging (OWA) operator in the same formulation. Therefore, we are able to consider the degree of optimism of the decision maker and grades of importance in the same approach. By using interval numbers, we are able to represent the information considering the best and worst possible results so the decision maker gets a more complete view of the decision problem. We develop an illustrative example of the proposed scheme in the selection of students in interdisciplinary studies. We see that with the use of the UIGHA operator we get a more complete representation of the selection problem. Then, the decision maker is able to consider a wide range of alternatives depending on his interests. We also show other potential applications that could be used by using the UIGHA operator in educational problems about selection of different types of resources such as students, professors, etc.Keywords: Decision making, Selection of students, Uncertainty, Aggregation operators.

The design of distributed systems involves the partitioning of the system into components or partitions and the allocation of these components to physical nodes. Techniques have been proposed for both the partitioning and allocation process. However these techniques suffer from a number of limitations. For instance object replication has the potential to greatly improve the performance of an object orientated distributed system but can be difficult to use effectively and there are few techniques that support the developer in harnessing object replication. This paper presents a methodological technique that helps developers decide how objects should be allocated in order to improve performance in a distributed system that supports replication. Recently, majors of doctors are divided into terribly lots of detailed areas. However, it is actually not a rare case that a doctor has a patient who is not in his/her major. He/She must judge an assessment and make a medical treatment plan for this patient. According to our investigation, conventional approaches such as image diagnosis cooperation are insufficient. This paper proposes an 'Assessment / Medical Treatment Plan Consulting System'. We have implemented a pilot system based on our proposition. Its effectiveness is clarified by an evaluation.

Abstract:
The goal of this research was to study the relationship between codependency, perceived social support and depression in mothers of children with intellectual disability (ID). The correlational method was used in this study. The research population is comprised of mothers of educable children with ID in the age range of 25 to 61 years. From among this, a sample of 251 individuals, in the multistage cluster sampling method, was selected from educational districts in Tehran, who responded to the Spann-Fischer Codependency Scale (SFCDS), the Social Support Questionnaire and the Beck Depression Inventory (BDI). The findings of this study indicate that among mothers of children with ID depression has a positive and significant correlation with codependency (P<0.01, r=0.4) and a negative and significant correlation with the total score of social support (P<0.01, r=-0.34). Moreover, the results of stepwise multiple regression analysis showed that codependency is allocated a higher variance than social support in explaining depression (R2=0.023).

Abstract:
Autism Spectrum Disorder (ASD) is a condition related to issues with brain development that affects how a person recognises and communicates with others which results in difficulties with interaction and communication socially and it is constantly growing. Early recognition of ASD allows children to lead safe and healthy lives and helps doctors with accurate diagnoses and management of conditions. Therefore, it is crucial to develop a method that will achieve good results and with high accuracy for the measurement of ASD in children. In this paper, ASD datasets of toddlers and children have been analyzed. We employed the following machine learning techniques to attempt to explore ASD: Random Forest (RF), Decision Tree (DT), Na¨ıve Bayes (NB) and Support Vector Machine (SVM). Then feature selection was used to provide fewer attributes from ASD datasets while preserving model performance. As a result, we found that the best result has been provided by SVM, achieving 0.98% in the toddler dataset and 0.99% in the children dataset.

Abstract:
In this research, a multidimensional compromise optimization method is proposed for multidimensional decision making analysis in the development ranking of the Gulf Cooperation Council Countries and Turkey. The proposed approach presents ranking solutions resulting from different multicriteria decision analyses, which yield different ranking orders for the same ranking problem, consisting of a set of alternatives in terms of numerous competing criteria when they are applied with the same numerical data. The multiobjective optimization decision making problem is considered in three sequential steps. In the first step, five different criteria related to the development ranking are gathered from the research field. In the second step, identified evaluation criteria are, objectively, weighted using standard deviation procedure. In the third step, a country selection problem is illustrated with a numerical example as an application of the proposed multidimensional compromise optimization model. Finally, multidimensional compromise optimization approach is applied to rank the Gulf Cooperation Council Countries and Turkey.

Abstract:
Because support interference corrections are not properly understood, engineers mostly rely on expensive dummy measurements or CFD calculations. This paper presents a method based on uncorrected wind tunnel measurements and fast calculation techniques (it is a hybrid method) to calculate wall interference, support interference and residual interference (when e.g. a support member closely approaches the wind tunnel walls) for any type of wind tunnel and support configuration. The method provides with a simple formula for the calculation of the interference gradient. This gradient is based on the uncorrected measurements and a successive calculation of the slopes of the interference-free aerodynamic coefficients. For the latter purpose a new vortex-lattice routine is developed that corrects the slopes for viscous effects. A test case of a measurement on a wing proves the value of this hybrid method as trends and orders of magnitudes of the interference are correctly determined.Keywords: Hybrid method, support interference, wall interference, wind tunnel corrections.

The efficient knowledge management system (KMS) is one of the important strategies to help firms to achieve sustainable competitive advantages, but little research has been conducted to understand what contributes to the KMS success. This study thus set to investigate the determinants of KMS success in the context of Thai banking industry. A questionnaire survey was conducted in four major Thai Banks to test the proposed KMS Success model. The result of this study shows that KMS use and user satisfaction relate significantly to the success of KMS, and knowledge quality, service quality and trust lead to system use, and knowledge quality, system quality and trust lead to user satisfaction. However, this research focuses only on system and user-related factors. The changing economic climate has made global manufacturing a growing reality over the last decade, forcing companies from east and west and all over the world to collaborate beyond geographic boundaries in the design, manufacture and assemble of products. The ISO10303 and ISO14649 Standards (STEP and STEP-NC) have been developed to introduce interoperability into manufacturing enterprises so as to meet the challenge of responding to production on demand. This paper describes and illustrates a STEP compliant CAD/CAPP/CAM System for the manufacture of rotational parts on CNC turning centers. The information models to support the proposed system together with the data models defined in the ISO14649 standard used to create the NC programs are also described. A structured view of a STEP compliant CAD/CAPP/CAM system framework supporting the next generation of intelligent CNC controllers for turn/mill component manufacture is provided. Finally a proposed computational environment for a STEP-NC compliant system for turning operations (SCSTO) is described. SCSTO is the experimental part of the research supported by the specification of information models and constructed using a structured methodology and object-oriented methods. SCSTO was developed to generate a Part 21 file based on machining features to support the interactive generation of process plans utilizing feature extraction. A case study component has been developed to prove the concept for using the milling and turning parts of ISO14649 to provide a turn-mill CAD/CAPP/CAM environment. Abstract:
Renewed interest in propeller propulsion on aircraft configurations combined with higher propeller loads lead to the question how the effects of the propulsion on model support disturbances should be accounted for. In this paper, the determination of engine power effects on support interference of sting-mounted models is demonstrated by a measurement on a four-engine turboprop aircraft. CFD results on a more generic model are presented in order to clarify the possible mechanism behind engine power effects on support interference. The engine slipstream induces a local change in angle of sideslip at the model sting thereby influencing the sting near-field and far-field effects. Whether or not the net result of these changes in the disturbance pattern leads to a significant engine power effect depends on the configuration of the wind tunnel model and the test setup.Keywords: CFD, engine power effects, measurements, support interference.

Abstract:
The present study was aimed to examine the structure of children’s adaptation during school transition and to identify a commonality and dissimilarity at the elementary and junior high school. 1,983 students in the 6th grade and 2,051 students in the 7th grade were extracted by stratified two-stage random sampling and completed the ASSESS that evaluated the school adaptation from the view point of ‘general satisfaction’, ‘teachers’ support’, ‘friends’ support’, ‘anti-bullying relationship’, ‘prosocial skills’, and ‘academic adaptation’. The 7th graders tend to be worse adaptation than the 6th graders. A structural equation modeling showed the goodness of fit for each grades. Both models were very similar but the 7th graders’ model showed a lower coefficient at the pass from ‘teachers’ support’ to ‘friends’ support’. The role of ‘teachers’ support’ was decreased to keep a good relation in junior high school. We also discussed how we provide a continuous assistance for prevention of the 7th graders’ gap.Keywords: School transition, social support, psychological adaptation, K-12.

Abstract:
Decision-makers tend to prefer the first alternative over subsequent alternatives which is called the primacy effect. To reliably measure this effect, we conducted an experiment with real consequences for preference statements. Therefore, we elicit preferences of subjects using a rating scale, i.e. hypothetical preferences, and willingness to pay, i.e. real preferences, for two sequences of pain. Within these sequences, both overall intensity and duration of pain are identical. Hence, a rational decision-maker should be indifferent, whereas the primacy effect predicts a stronger preference for the first sequence. What we see is a primacy effect only for hypothetical preferences. This effect vanishes for real preferences.

Nowadays, many manufacturing companies try to reinforce their competitiveness or find a breakthrough by considering collaboration. In Korea, more than 900 manufacturing companies are using web-based collaboration systems developed by the government-led project, referred to as i-Manufacturing. The system supports some similar functions of Product Data Management (PDM) as well as Project Management System (PMS). A web-based collaboration system provides many useful functions for collaborative works. This system, however, does not support new linking services between buyers and suppliers. Therefore, in order to find new collaborative partners, this paper proposes a framework which creates new connections between buyers and suppliers facilitating their collaboration, referred to as Excellent Manufacturer Scouting System (EMSS). EMSS plays a role as a bridge between overseas buyers and suppliers. As a part of study on EMSS, we also propose an evaluation method of manufacturability of potential partners with six main factors. The design of Reverse logistics Network has attracted growing attention with the stringent pressures from both environmental awareness and business sustainability. Reverse logistical activities include return, remanufacture, disassemble and dispose of products can be quite complex to manage. In addition, demand can be difficult to predict, and decision making is one of the challenges task in such network. This complexity has amplified the need to develop an integrated architecture for product return as an enterprise system. The main purpose of this paper is to design Multi Agent System (MAS) architecture using the Prometheus methodology to efficiently manage reverse logistics processes. Abstract:
The article presents an ongoing work in research projects such as SCAN4RECO or ARCH, both funded by the European Commission under Horizon 2020 program. The former one concerns multimodal and multispectral scanning of Cultural Heritage assets for their digitization and conservation via spatiotemporal reconstruction and 3D printing, while the latter one aims to better preserve areas of cultural heritage from hazards and risks. It co-creates tools that would help pilot cities to save cultural heritage from the effects of climate change. It develops a disaster risk management framework for assessing and improving the resilience of historic areas to climate change and natural hazards. Tools and methodologies are designed for local authorities and practitioners, urban population, as well as national and international expert communities, aiding authorities in knowledge-aware decision making. In this article we focus on 3D modelling of object geometry using primarily photogrammetric methods to achieve very high model accuracy using consumer types of devices, attractive both to professions and hobbyists alike.

In most study fields, a phenomenon may not be studied directly but it will be examined indirectly by phenomenon model. Making an accurate model of system, there is attained new information from modeled phenomenon without any charge, danger, etc... there have been developed more solutions for describing and analyzing the recent complicated systems but few of them have analyzed the performance in the range of system description. Petri nets are of limited solutions which may make such union. Petri nets are being applied in problems related to modeling and designing the systems. Theory of Petri nets allow a system to model mathematically by a Petri net and analyzing the Petri net can then determine main information of modeled system-s structure and dynamic. This information can be used for assessing the performance of systems and suggesting corrections in the system. In this paper, beside the introduction of Petri nets, a real case study will be studied in order to show the application of generalized stochastic Petri nets in modeling a resource sharing production system and evaluating the efficiency of its machines and robots. We present a genetic approach for finding efficient solutions to the problem of cell formation for products having multiple routings. Abstract:
This research aims to create mobile tools to analyze rice disease quickly and easily. The principle of object-oriented software engineering and objective-C language were used for software development methodology and the principle of decision tree technique was used for analysis method. Application users can select the features of rice disease or the color appears on the rice leaves for recognition analysis results on iOS mobile screen. After completing the software development, unit testing and integrating testing method were used to check for program validity. In addition, three plant experts and forty farmers have been assessed for usability and benefit of this system. The overall of users’ satisfaction was found in a good level, 57%. The plant experts give a comment on the addition of various disease symptoms in the database for more precise results of the analysis. For further research, it is suggested that image processing system should be developed as a tool that allows users search and analyze for rice diseases more convenient with great accuracy.

In this study, an approach to identify factors affecting on surface roughness in a machining process is presented. This study is based on 81 data about surface roughness over a wide range of cutting tools (conventional, cutting tool with holes, cutting tool with composite material), workpiece materials (AISI 1045 Steel, AA2024 aluminum alloy, A48-class30 gray cast iron), spindle speed (630-1000 rpm), feed rate (0.05-0.075 mm/rev), depth of cut (0.05-0.15 mm) and tool overhang (41-65 mm). A single decision tree (SDT) analysis was done to identify factors for predicting a model of surface roughness, and the CART algorithm was employed for building and evaluating regression tree. Results show that a single decision tree is better than traditional regression models with higher rate and forecast accuracy and strong value.

Abstract:
Continuation of an active call is one of the most important quality measurements in the cellular systems. Handoff process enables a cellular system to provide such a facility by transferring an active call from one cell to another. Different approaches are proposed and applied in order to achieve better handoff service. The principal parameters used to evaluate handoff techniques are: forced termination probability and call blocking probability. The mechanisms such as guard channels and queuing handoff calls decrease the forced termination probability while increasing the call blocking probability. In this paper we present an overview about the issues related to handoff initiation and decision and discuss about different types of handoff techniques available in the literature.

Abstract:
Decision feedback equalizers are commonly employed to reduce the error caused by intersymbol interference. Here, an adaptive decision feedback equalizer is presented with a new adaptation algorithm. The algorithm follows a block-based approach of normalized least mean square (NLMS) algorithm with set-membership filtering and achieves a significantly less computational complexity over its conventional NLMS counterpart with set-membership filtering. Abstract:
This paper proposes a meta-heuristic called Ant Colony Optimization to solve multi-objective production problems. The multi-objective function is to minimize lead time and work in process. The problem is related to the decision variables, i.e.; distance and process time. According to decision criteria, the mathematical model is formulated. In order to solve the model an ant colony optimization approach has been developed. The proposed algorithm is parameterized by the number of ant colonies and the number of pheromone trails. One example is given to illustrate the effectiveness of the proposed model. The proposed formulations; Max-Min Ant system are then used to solve the problem and the results evaluate the performance and efficiency of the proposed algorithm using simulation.

Human Immunodeficiency Virus is known to affect almost all organ systems in the body. In addition to central nervous system it also affects the autonomic nervous system. Autonomic nervous dysfunction has been known to severely affect the quality of life in human immunodeficiency virus positive patients. It is known to have caused fatal consequences in late stages of the disease in patients who go in for invasive diagnostic or therapeutic procedures. Abstract:
In recent years, in addition to face the external threats such as energy shortages and climate change, traffic congestion and environmental pollution have become anxious problems for many cities. Considering private automobile-oriented urban development had produced many negative environmental and social impacts, the transit-oriented development (TOD) has been considered as a sustainable urban model. TOD encourages public transport combined with friendly walking and cycling environment designs, however, non-motorized modes help improving human health, energy saving, and reducing carbon emissions. Due to environmental changes often affect the planners’ decision-making; this research applies dynamic network process (DNP) which includes the time dependent concept to promoting friendly walking and cycling environmental designs as an advanced planning support system for environment improvements.
This research aims to discuss what kinds of design strategies can improve a friendly walking and cycling environment under TOD. First of all, we collate and analyze environment designing factors by reviewing the relevant literatures as well as divide into three aspects of “safety”, “convenience”, and “amenity” from fifteen environment designing factors. Furthermore, we utilize fuzzy Delphi Technique (FDT) expert questionnaire to filter out the more important designing criteria for the study case. Finally, we utilized DNP expert questionnaire to obtain the weights changes at different time points for each design criterion. Based on the changing trends of each criterion weight, we are able to develop appropriate designing strategies as the reference for planners to allocate resources in a dynamic environment. In order to illustrate the approach we propose in this research, Taipei city as one example has been used as an empirical study, and the results are in depth analyzed to explain the application of our proposed approach.

In this paper as showed a non-invasive 3D eye tracker for optometry clinical applications. Measurements of biomechanical variables in clinical practice have many font of errors associated with traditional procedments such cover test (CT), near point of accommodation (NPC), eye ductions (ED), eye vergences (EG) and, eye versions (ES). Ocular motility should always be tested but all evaluations have a subjective interpretations by practitioners, the results is based in clinical experiences, repeatability and accuracy don-t exist. Optometric-lab is a tool with 3 (tree) analogical video cameras triggered and synchronized in one acquisition board AD. The variables globe rotation angle and velocity can be quantified. Data record frequency was performed with 27Hz, camera calibration was performed in a know volume and image radial distortion adjustments.Keywords: Eye Tracking, strabismus, eye movements, optometry.

Abstract:
Decision Feedback equalizers (DFEs) usually outperform linear equalizers for channels with intersymbol interference. However, the DFE performance is highly dependent on the availability of reliable past decisions. Hence, in coded systems, where reliable decisions are only available after decoding the full block, the performance of the DFE will be affected. A symbol based DFE is a DFE that only uses the decision after the block is decoded. In this paper we derive the optimal settings of both the feedforward and feedback taps of the symbol based equalizer. We present a novel symbol based DFE filterbank, and derive its taps optimal settings. We also show that it outperforms the classic DFE in terms of complexity and/or performance.Keywords: Coding, DFE, Equalization, Exponential Channelmodels.

Abstract:
Mammography is the most effective procedure for an early diagnosis of the breast cancer. Nowadays, people are trying to find a way or method to support as much as possible to the radiologists in diagnosis process. The most popular way is now being developed is using Computer-Aided Detection (CAD) system to process the digital mammograms and prompt the suspicious region to radiologist. In this paper, an automated CAD system for detection and classification of massive lesions in mammographic images is presented. The system consists of three processing steps: Regions-Of- Interest detection, feature extraction and classification. Our CAD system was evaluated on Mini-MIAS database consisting 322 digitalized mammograms. The CAD system-s performance is evaluated using Receiver Operating Characteristics (ROC) and Freeresponse ROC (FROC) curves. The archived results are 3.47 false positives per image (FPpI) and sensitivity of 85%.Keywords: classification, computer-aided detection, featureextraction, mass detection.
