In this paper, the smallest such integer k is called by the index (of nilpotence) of B such that Bk = 0. In this paper, we study sign patterns allowing nilpotence of index k and obtain four methods to construct sign patterns allowing nilpotence of index at most k, which generalizes some recent results.

Abstract:
The paper considers a single-server queue with fixedsize batch Poisson arrivals and exponential service times, a model that is useful for a buffer that accepts messages arriving as fixed size batches of packets and releases them one packet at time. Transient performance measures for queues have long been recognized as being complementary to the steady-state analysis. The focus of the paper is on the use of the functions that arise in the analysis of the transient behaviour of the queuing system. The paper exploits practical modelling to obtain a solution to the integral equation encountered in the analysis. Results obtained indicate that under heavy load conditions, there is significant disparity in the statistics between the transient and steady state values.Keywords: batch arrivals, modelling, single-server queue, time-varying probabilities, transient analysis.

Research leads to the development of science and technology and hence it leads to the betterment of humankind also. Journals and Conferences provide a platform to receive large number of research papers for publications and presentations before the expert and peer-level scientific community. In order to assure quality of such papers, they are also sent to reviewers for their comments. In order to maintain good ethical standards, the research papers are sent to reviewers in such a way authors and reviewers do not know each other’s identity. This technique is called Double-blind Review Process. It is called Single-blind Review Process, if identity of any one party, generally authors’, is disclosed to the other. This paper presents the techniques by which identity of author as well as reviewer could be found even through Double-blind Review process. It is proposed that the characteristics and techniques presented here will help journals and conferences in assuring intentional or un-intentional disclosure of identity revealing information by the either party.

Abstract:
This paper deals with the study of interest in the fields of Steganography and Steganalysis. Steganography involves hiding information in a cover media to obtain the stego media in such a way that the cover media is perceived not to have any embedded message for its unintended recipients. Steganalysis is the mechanism of detecting the presence of hidden information in the stego media and it can lead to the prevention of disastrous security incidents. In this paper, we provide a critical review of the steganalysis algorithms available to analyze the characteristics of an image stego media against the corresponding cover media and understand the process of embedding the information and its detection. Supported by an e-learning platform, collaborative education was practiced in a data structure e-learning course. Data collected shows that most of students accept collaborative education. This paper discusses the risk of glorification trap in combating human trafficking, as it is shown in the case of Indonesia. Based on a research on Indonesian combat against trafficking in 2017-2018, this paper shows the tendency of misinterpretation and misapplication of the Indonesian anti-trafficking law into misusing the law for glorification, to create an image of certain extent of achievement in combating human trafficking. The objective of this paper is to explain the persistent occurrence of human trafficking crimes despite the significant progress of anti-trafficking efforts of Indonesian government. The research was conducted in 2017-2018 by qualitative approach through observation, depth interviews, discourse analysis, and document study, applying the three-dimensional model for analyzing human trafficking in the source country. This paper argues that the drive for glorification of achievement in the combat against trafficking has trapped Indonesian government in the loop of misinterpretation, misapplication, and misuse of the anti-trafficking law. Abstract:
Education and practical training crisis management members are a topical issue nowadays. The paper deals with the perspectives and possibilities of "smart solutions" to education for crisis management staff. Currently, there is a large number of simulation tools, which notes that they are suitable for practical training of crisis management staff. The first part of the paper is focused on the introduction of the technology simulation tools. The simulators aim is to create a realistic environment for the practical training of extending units of crisis staff. The second part of the paper concerns the possibilities of using the simulation technology to the education process. The seemingly ambiguous title of this paper – use of the terms maturity and innovation in concord – signifies the imperative of every organisation within the competitive domain. Where organisational maturity and innovativeness were traditionally considered antonymous, the assimilation of these two seemingly contradictory notions is fundamental to the assurance of long-term organisational prosperity. Organisations are required, now more than ever, to grow and mature their innovation capability – rending consistent innovative outputs. This paper describes research conducted to consolidate the principles of innovation and identify the fundamental components that constitute organisational innovation capability. The process of developing an Innovation Capability Maturity Model is presented. A brief description is provided of the basic components of the model, followed by a description of the case studies that were conducted to evaluate the model. The paper concludes with a summary of the findings and potential future research.

The paper consults the relevant literature to explain many of the concepts and frameworks explained herein. The findings of the evaluation work that was primarily based on the ISO 9126 standard for system quality measurement highlighted many practical areas that if taken into account is argued to more likely increase the success chances of similar system implementation projects.

Abstract:
At present, the tendency to implement the conditionbased maintenance (CBM), which allows the optimization of the expenses for equipment monitoring, is more and more evident; also, the transformer substations with remote monitoring are increasingly used. This paper reviews all the advantages of the on-line monitoring and presents an equipment for on-line monitoring of bushings, which is the own contribution of specialists who are the authors of this paper. The paper presents a study of the temperature field, using the finite element method. For carrying out this study, the 3D modelling of the above mentioned bushing was performed. The analysis study is done taking into account the extreme thermal stresses, focusing at the level of the first cooling wing section of the ceramic insulator. This fact enables to justify the tanδ variation in time, depending on the transformer loading and the environmental conditions. With a view to reducing the variation of dielectric losses in bushing insulation, the use of ferrofuids instead of mineral oils is proposed.Keywords: Monitoring, dielectric losses, ferrofluids, bushing.

Transportation cost is the highest cost in logistics cost of Thailand, and truck transportation is counted as about 90% of the overall transportation cost. The main problem of truck transportation is backhauling. Backhauling has become an attractive cost-saving approach in logistics. To explore such opportunities, this paper investigated the current backhauling systems in Thailand. It was found that the backhauling problem is attracted to both governmental agencies and private sector. They gave attempts to build backhauling systems. This paper investigated two systems built by governmental agencies and one by private sector. Moreover, based on the interviews with the system representatives and users, pros and cons of the systems were found. The obstacles and challenges were obtained. Abstract:
Analyzing the old and bringing in the new is an ever-ongoing process in driving innovations in architecture. This paper looks at the excessive use of stone in apartment buildings in Amman and speculates on the existing possibilities of changing the cladding material. By looking at architectural exceptions present in Amman, the paper seeks to make the exception the rule, by adding new materials to the architectural library of Amman and in turn, project a series of possible new identities to the existing stone scape. Through distributing a survey, conducting a photographic study on exceptional buildings and shedding light on the historical narrative of stone, the paper highlights the ways in which new finishing materials such as plaster, paint and stone variations could be introduced in an attempt to project a new architectural identity to Amman.

Abstract:
The aim of this paper is to adopt a compromise ratio (CR) methodology for fuzzy multi-attribute single-expert decision making proble. In this paper, the rating of each alternative has been described by linguistic terms, which can be expressed as triangular fuzzy numbers. The compromise ratio method for fuzzy multi-attribute single expert decision making has been considered here by taking the ranking index based on the concept that the chosen alternative should be as close as possible to the ideal solution and as far away as possible from the negative-ideal solution simultaneously. From logical point of view, the distance between two triangular fuzzy numbers also is a fuzzy number, not a crisp value. Therefore a fuzzy distance measure, which is itself a fuzzy number, has been used here to calculate the difference between two triangular fuzzy numbers. Now in this paper, with the help of this fuzzy distance measure, it has been shown that the compromise ratio is a fuzzy number and this eases the problem of the decision maker to take the decision. The computation principle and the procedure of the compromise ratio method have been described in detail in this paper. A comparative analysis of the compromise ratio method previously proposed [1] and the newly adopted method have been illustrated with two numerical examples.

Abstract:
The behavior of three phase five leg transformer under voltage sag is studied in this paper. This paper proposes a simple, practical model of a three phase-five leg, saturated transformer with accurate performance. Transformer saturation is produced when the voltage sag is recovered and it causes inrush current in transformer. Effects of voltage sag depth, duration and initial point on wave have been analyzed in this paper. Initial point on wave can produce maximum inrush current in five leg transformers while comparing with three leg transformers. The magnetic circuit symmetry of five leg transformer produces the more symmetrical shape of inrush current curves versus initial point on wave and sag duration than three leg transformer. The simulations show that current peak has a periodical dependence on sag duration and linear dependence on sag depth. Inrush current that is produced in three phase five leg transformer is higher than three phase three leg transformer.Keywords: Inrush current, three phase five leg transformer, saturation, voltage sag.

Relational databases are often used as a basis for persistent storage of ontologies to facilitate rapid operations such as search and retrieval, and to utilize the benefits of relational databases management systems such as transaction management, security and integrity control. On the other hand, there appear more and more OWL files that contain ontologies. Therefore, this paper proposes to extract ontologies from OWL files and then store them in relational databases. Abstract:
The main focus of this research will be on analyzing correlative links between terrorism as an asymmetrical threat and the consequences it leaves on conventional security forces. The methodology behind the research will include qualitative research methods focusing on comparative analysis of books, scientific papers, documents and other sources, in order to deduce, explore and formulate the results of the research. With the coming of the 21st century and the rising multi-polar, new world threats quickly emerged. The realistic approach in international relations deems that relations among nations are in a constant state of anarchy since there are no definitive rules and the distribution of power varies widely. International relations are further characterized by egoistic and self-orientated human nature, anarchy or absence of a higher government, security and lack of morality. The asymmetry of power is also reflected on countries' security capabilities and its abilities to project power. With the coming of the new millennia and the rising multi-polar world order, the asymmetry of power can be also added as an important trait of the global society which consequently brought new threats. Among various others, terrorism is probably the most well-known, well-based and well-spread asymmetric threat. In today's global political arena, terrorism is used by state and non-state actors to fulfill their political agendas. Terrorism is used as an all-inclusive tool for regime change, subversion or a revolution. Although the nature of terrorist groups is somewhat inconsistent, terrorism as a security and social phenomenon has a one constant which is reflected in its political dimension. The state's security apparatus, which was embodied in the form of conventional armed forces, is now becoming fragile, unable to tackle new threats and to a certain extent outdated. Conventional security forces were designed to defend or engage an exterior threat which is more or less symmetric and visible. On the other hand, terrorism as an asymmetrical threat is a part of hybrid, special or asymmetric warfare in which specialized units, institutions or facilities represent the primary pillars of security. In today's global society, terrorism is probably the most acute problem which can paralyze entire countries and their political systems. This problem, however, cannot be engaged on an open field of battle, but rather it requires a different approach in which conventional armed forces cannot be used traditionally and their role must be adjusted. The research will try to shed light on the phenomena of modern day terrorism and to prove its correlation with the state conventional armed forces. States are obliged to adjust their security apparatus to the new realism of global society and terrorism as an asymmetrical threat which is a side-product of the unbalanced world.

This paper aims to describe the arrangement of data management and data management in Indonesia. This paper is a descriptive research with qualitative approach and collecting data from literature study. Results of this paper are comprehensive arrangement of data that have been set up as a technical requirement of data protection by encryption methods. Arrangements on encryption and protection of personal data are mutually reinforcing arrangements in the protection of personal data. Indonesia has two important and immediately enacted laws that provide protection for the privacy of information that is part of human rights.

The paper discusses European Lifelong Learning policy in the European enlargement to the Balkan. The European Lifelong Learning policy with Human Capital approach is researched in the country case of Macedonia. The paper argues that Human Capital approach focusing on instrumental and economic importance of learning for employability and economic growth needs to be complemented with Capability Approach for intrinsic and noneconomic needs of learning among the ethnic minorities. The paper identifies two dimensions of importance – minority languages and civic education – that the Capability Approach may develop to guarantee equal opportunities to all to benefit from European educational and lifelong learning development and to build an inclusive and socially just democracy in Macedonia.

Abstract:
This Paper proposes a new facial feature extraction approach, Wash-Hadamard Transform (WHT). This approach is based on correlation between local pixels of the face image. Its primary advantage is the simplicity of its computation. The paper compares the proposed approach, WHT, which was traditionally used in data compression with two other known approaches: the Principal Component Analysis (PCA) and the Discrete Cosine Transform (DCT) using the face database of Olivetti Research Laboratory (ORL). In spite of its simple computation, the proposed algorithm (WHT) gave very close results to those obtained by the PCA and DCT. This paper initiates the research into WHT and the family of frequency transforms and examines their suitability for feature extraction in face recognition applications.

Abstract:
The pulp and paper mill effluent is one of the high polluting effluent amongst the effluents obtained from polluting industries. All the available methods for treatment of pulp and paper mill effluent have certain drawbacks. The coagulation is one of the cheapest process for treatment of various organic effluents. Thus, the removal of chemical oxygen demand (COD) and colour of paper mill effluent is studied using coagulation process. The batch coagulation process was performed using various coagulants like: aluminium chloride, poly aluminium chloride and copper sulphate. The initial pH of the effluent (Coagulation pH) has tremendous effect on COD and colour removal. Poly aluminium chloride (PAC) as coagulant reduced COD to 84 % and 92 % of colour was removed at an optimum pH 5 and coagulant dose of 8 ml l-1. With aluminium chloride at an optimum pH = 4 and coagulant dose of 5 g l-1, 74 % COD and 86 % colour removal were observed. The results using copper sulphate as coagulant (a less commercial coagulant) were encouraging. At an optimum pH 6 and mass loading of 5 g l-1, 76 % COD reduction and 78 % colour reduction were obtained. It was also observed that after addition of coagulant, the pH of the effluent decreases. The decrease in pH was highest for AlCl3, which was followed by PAC and CuSO4. Significant amount of COD reductions was obtained by coagulation process. Since the coagulation process is the first stage for treatment of effluent and some of the coagulant cations usually remain in the treated effluents. Thus, cation like copper may be one of the good catalyst for second stage of treatment process like wet oxidation. Some institutions are still willing to transform their educational system on to e-learning, but due to limited resources, they are still compromising on the old traditional system. The cloud computing could be one of the best solutions to overcome this problem by providing hardware, software, and infrastructure resources with cost efficient manner. The adoption of cloud computing in education will bring revolution in this paradigm. This paper introduces various positive features of e-learning and presents a way how cloud computing technology can be provisioned e-learning model. This paper also investigates the numerous challenges and opportunities that would be observed in cloud computing adoption in e-learning domain. The concept and knowledge present in this paper may create a new direction of research in the domain of cloud-based e-learning.

Abstract:
Some theoretical and experimental aspects related to the conceptual analyses concerning the direct correspondence identification between the shape, area and orientation of plantar pressure and obtaining adequate corrective insoles by rapid prototyping are presented in this paper. In the first part of the paper there is the theoretical-correlative concept, which is the fundament of correspondence deduction between plantar surface characteristics and respectively corrective insoles. In the second part of the paper the experimental equipment used to analyze and perform the correspondence stages and then the integral ones between the analyzed foot shapes and the ones with corrective insoles is presented. In the final parte the results used to adapt the insoles obtained by rapid prototyping but also some specific aspects and conclusions of the conceptual analysis of direct and rapid correspondence are shown.Keywords: Insoles, plantar surface, rapid prototyping, correspondence concept

Abstract:
In the present paper, we propose numerical methods for solving the Stein equation AXC - X - D = 0 where the matrix A is large and sparse. Such problems appear in discrete-time control problems, filtering and image restoration. We consider the case where the matrix D is of full rank and the case where D is factored as a product of two matrices. The proposed methods are Krylov subspace methods based on the block Arnoldi algorithm. We give theoretical results and we report some numerical experiments.

Abstract:
This paper presents a multi-objective framework for sustainable urban development. The proposed framework aims to address different aspects of sustainability in urban development planning. These aspects include, but are not limited to education, health, job opportunities, architecture, culture, environment, mobility, energy, water, waste, and so on. Then, the proposed framework is applied to the Brackenridge Tract (an area in downtown Austin, Texas), to redevelop that area in a sustainable way. The detail of the implementation process is presented in this paper. The ultimate goal of this paper is to develop a sustainable area in downtown Austin with ensuring that it locally meets the needs of present and future generations with respect to economic, social, environmental, health as well as cultural aspects. Moreover, it helps the city with the population growth problem by accommodating more people in that area.

Abstract:
Globally, issues of sustainable development have become the fulcrum around which current international discourse revolves. Many governments in both the developed and the developing countries are focusing on strategies to achieve sustainable growth. Tourism has been identified as a major sector in safeguarding a sustainable future. However, research has shown that tourism if not properly managed can be detrimental. This paper posits tourism in the sustainable development discourse, exploring how the historical evolution of tourism and issues of sustainability have informed the state of tourism activities in the developing countries. Using secondary data analysis, the paper reveals that current conceptual explanations of tourism are linked to sustainable development. However, tourism activities in developing countries are usually driven by profit without adequate consideration for environmental and social factors. The paper raises two questions and further recommends that tourism activities should be informed by sustainable development principles.

Abstract:
This paper compares the findings of two studies conducted to determine the effectiveness of simulation-based, hands-on and feedback mechanism on students learning by answering the following questions: 1). Does the use of simulation improve students’ learning outcomes? 2). How do students perceive the instructional design features embedded in the simulation program such as exploration and scaffolding support in learning new concepts? 3.) What is the effect of feedback mechanisms on students’ learning in the use of simulation-based labs? The paper also discusses the other aspects of findings which reveal that simulation by itself is not very effective in promoting student learning. Simulation becomes effective when it is followed by hands-on activity and feedback mechanisms. Furthermore, the paper presents recommendations for improving student learning through the use of simulation-based, hands-on, and feedback-based teaching methodologies.
