Abstract:
Abu Dhabi is one of the fastest developed cities in the region. On top of all the current and future environmental challenges, Abu Dhabi aims to be among the top governments in the world in sustainable development. Abu Dhabi plans to create an attractive, livable and sustainable managed urban environment in which all necessary services and infrastructure are provided in a sustainable and timely manner. Abu Dhabi is engaged in a difficult challenge to develop credible environmental indicators that would assess the ambitious environmental targets. The aim of those indicators is to provide reliable guidance to decision makers and the public concerning key factors that determine the state of urban environment and identify major areas for policy intervention. In order to ensure sustainable development in UAE in general, and of Abu Dhabi City in particular, relevant and contextual environmental indicators need to be carefully considered. These indicators provide a gauge at a national government scale of how close countries are to establish environmental policy goals. The environment indicators assist city decision-making in such areas as identification of significant environmental aspects and observation of environmental performance trends. Those can help to find ways of reducing environmental pollution and in improving eco-efficiency. This paper outlines recent strategies implemented in Abu Dhabi that aims to improve the sustainable performance of the city-s built environment. The paper explores the variety of current and possible indicators at different levels and their roles in the development of the city.

Abstract:
We develop a new interface for Bus-Net which is optimized for a smartphone. We are continuing to develop the shortest path planning system of public transportation called "Bus-Net" in Tottori prefecture as web application to improve the usability of public transportation. Recent trend of computing platform, however has shifted to an advanced mobile device called a smartphone such as iPhone and Android in Japan. A smartphone has different characters with existing feature phone in terms of OS, large touche panel, and several other features. We derive a guideline to design the new interface for a smartphone to full use of the functionality. The guideline is about simplicity of user-s operation, location awareness and usability. We developed the new interface for “Bus-Net" on iPhone referring to the guideline. Due to the evaluation, the application interface we developed is better than the existing web-based interface in terms of the usability.Keywords: Path Planning, Public Transportation, Smartphone, User Interface

Abstract:
Undoubtedly one of the most far-reaching and controversial topics considered in the past few decades, has been globalization. Globalization lies in the essence of the modern culture. It is a complex and rapidly expanding network of links and mutual interdependence that is an aspect of modern life; though some argue that this link existed since the beginning of human history. If we consider globalization as a dynamic social process in which the geographical constraints governing the political, economic, social and cultural relationships have been undermined, it might not be possible to simply describe its impact on the urban fabric. But since in this phenomenon the increase in communications of societies (while preserving the main cultural - regional characteristics) with one another and the increase in the possibility of influencing other societies are discussed, the need for more studies will be felt. The main objective of this study is to grade based on some globalization factors on urban fabric applying the TOPSIS model. The research method is descriptive - analytical and survey. For data analysis, the TOPSIS model and SPSS software were used and the results of GIS software with fourteen cities are shown on the map. The results show that the process of being influenced by the globalization of the urban fabric of fourteen zones of Isfahan was not similar and there have been large differences in this respect between city zones; the most affected areas are zones 5, 6 and 9 of the municipality and the least impact has been on the zones 4 and 3 and 2.

Abstract:
This study is posed to explore the practice of Public Access Computers (PACs) in academic libraries in Kaduna State, Nigeria. The study aimed to determine the computers and other tools available, their services and challenges of the practices. Three questions were framed to identify number of public computers and tools available, their services and problems faced during the practice. The study used qualitative research design along with semi-constructed interview and observation as tools for data collection. Descriptive analysis was employed to analyze the data. The sample size of the study comprises 52 librarian and IT staff from the seven academic institutions in Kaduna State. The findings revealed that, PACs were provided for access to the Internet, digital resources, library catalogue and training services. The study further explored that, despite the limit number of the computers, users were not allowed to enjoy many services. The study recommends that libraries in Kaduna state should provide more public computers to be able to cover the population of their users; libraries should allow users to use the computers without limitations and restrictions.

Abstract:
As the new industrial revolution advances in the nanotechnology have been followed with interest throughout the world and also in Turkey. Media has an important role in conveying these advances to public, rising public awareness and creating attitudes related to nanotechnology. As well as representing how a subject is treated, media frames determine how public think about this subject. In literature definite frames related to nanoscience and nanotechnology such as process, regulation, conflict and risks were mentioned in studies focusing different countries. So how nanotechnology news is treated by which frames and in which news categories in Turkey as a one of developing countries? In this study examining different variables about nanotechnology that affect public attitudes such as category, frame, story tone, source in Turkish media via framing analysis developed in agenda setting studies was aimed. In the analysis data between 2005 and 2009 obtained from the first five national newspapers with wide circulation in Turkey will be used. In this study the direction of the media about nanotechnology, in which frames nanotechnologic advances brought to agenda were reported as news, and sectoral, legal, economic and social scenes reflected by these frames to public related to nanotechnology in Turkey were planned.Keywords: Agenda, frames, media, nanotechnology, Turkey.

Abstract:
The purpose of this study is to analyze the relationship between transaction fairness, social capital, supply chain integration and sustainability. Based on the previous studies, measurement items were determined by using SPSS 22 and exploratory factor analysis was performed, and again, using AMOS 21 for confirmatory factor analysis and path analysis was performed by using study items that satisfy reliability, validity, and appropriateness of measurement model. It has shown that transaction fairness has a (+) significant effect on social capital, social capital on supply chain integration, supply chain integration on economic sustainability and social sustainability, and has a (+), but not significant effect on environmental sustainability. It has shown that supply chain integration has been proven to play a role as a parameter between social capital and economic and social sustainability, but not as a parameter between environmental sustainability. Through this study, it is suggested that clearly examining the relationship between fairness of trade, social capital, supply chain integration and sustainability, maintaining fairness of the transaction make formation of social capital, and further integration of supply chain, and achieve sustainability of entire supply chain.

Abstract:
Short Message Service (SMS) has grown in popularity over the years and it has become a common way of communication, it is a service provided through General System for Mobile Communications (GSM) that allows users to send text messages to others. SMS is usually used to transport unclassified information, but with the rise of mobile commerce it has become a popular tool for transmitting sensitive information between the business and its clients. By default SMS does not guarantee confidentiality and integrity to the message content. In the mobile communication systems, security (encryption) offered by the network operator only applies on the wireless link. Data delivered through the mobile core network may not be protected. Existing end-to-end security mechanisms are provided at application level and typically based on public key cryptosystem. The main concern in a public-key setting is the authenticity of the public key; this issue can be resolved by identity-based (IDbased) cryptography where the public key of a user can be derived from public information that uniquely identifies the user. This paper presents an encryption mechanism based on the IDbased scheme using Elliptic curves to provide end-to-end security for SMS. This mechanism has been implemented over the standard SMS network architecture and the encryption overhead has been estimated and compared with RSA scheme. This study indicates that the ID-based mechanism has advantages over the RSA mechanism in key distribution and scalability of increasing security level for mobile service.Keywords: Elliptic Curve Cryptography (ECC), End-to-end Security, Identity-based Cryptography, Public Key, RSA, SMS Protocol.

Abstract:
The present research was focused to investigate the role of investment in the course of economic growth with reference to Pakistan. The study analyzed the role of the public and private investment and impact of the political and macroeconomic uncertainty on economic growth of Pakistan by using the vector autoregressive approach (VAR). In long-run both public and private investment showed a positive impact on economic growth but the growth was largely driven by private investment as compared to public investment. Government consumption expenditure, economic uncertainty and political instability hampered the economic growth of Pakistan. In short-run the private investment positively influences the growth but there was negative and insignificant effect of the public investment and government consumption expenditure on the growth. There was a positive relationship found between economic uncertainty (proxy for inflation) and GDP in short run.Keywords: Investment, Government Consumption, Growth, Co-integration, Pakistan.

Abstract:
The occurrence of high nocturnal surface ozone over a tropical urban area (23̊ 32′16.99″ N and 87̊ 17′ 38.95″ E) is analyzed in this paper. Five incidences of nocturnal ozone maxima are recorded during the observational span of two years (June, 2013 to May, 2015). The maximum and minimum values of the surface ozone during these five occasions are 337.630 μg/m3 and 13.034 μg/m3 respectively. HYSPLIT backward trajectory analyses and wind rose diagrams support the horizontal transport of ozone from distant polluted places. Planetary boundary layer characteristics, concentration of precursor (NO2) and meteorology are found to play important role in the horizontal and vertical transport of surface ozone during nighttime.

In this paper, we present the 2006 survey study origin destination and price that we carried out during 2006 fall in the area in the Moroccan region of Rabat-Salé-Zemmour-Zaer. The survey concerns the people-s characteristics, their displacements behavior and the price that they will be able to pay for a tramway ticket. The main objective is to study a set of relative features to the households and to their displacement's habits and to their choices among public and privet transport modes. A comparison between this survey results and that of the 1996's is made. A pricing scheme is also given according to the tram capacity. (The Rabat-Salé tramway is under construction right now and it will be operational beginning 2010).

The consolidation of the European Higher Education Area (EHEA) in universities has led to significant changes in student training. This paper, part of a Teaching Innovation Project, starts from new training requirements that are fit within Undergraduate Thesis Project, a subject that culminate student learning. Undergraduate Thesis Project is current assessment system that weigh the student acquired training in university education. Students should develop a range of cross curricular competences such as public presentation of ideas, problems and solutions both orally and writing in Undergraduate Thesis Project. Specifically, we intend with our innovation proposal to provide resources that enable university students from Teacher Degree in Education Faculty of University of Extremadura (Spain) to develop the cross curricular competence of public speaking.

National Biodiversity Database System (NBIDS) has been developed for collecting Thai biodiversity data. The goal of this project is to provide advanced tools for querying, analyzing, modeling, and visualizing patterns of species distribution for researchers and scientists. NBIDS data record two types of datasets: biodiversity data and environmental data. Biodiversity data are specie presence data and species status. The attributes of biodiversity data can be further classified into two groups: universal and projectspecific attributes. Universal attributes are attributes that are common to all of the records, e.g. X/Y coordinates, year, and collector name. Project-specific attributes are attributes that are unique to one or a few projects, e.g., flowering stage. Environmental data include atmospheric data, hydrology data, soil data, and land cover data collecting by using GLOBE protocols. We have developed webbased tools for data entry. Google Earth KML and ArcGIS were used as tools for map visualization. webMathematica was used for simple data visualization and also for advanced data analysis and visualization, e.g., spatial interpolation, and statistical analysis. Abstract:
Due to the liberalization of countless electricity markets, load forecasting has become crucial to all public utilities for which electricity is a strategic variable. With the goal of contributing to the forecasting process inside public utilities, this paper addresses the issue of applying the Holt-Winters exponential smoothing technique and the time series analysis for forecasting the hourly electricity load curve of the Italian railways. The results of the analysis confirm the accuracy of the two models and therefore the relevance of forecasting inside public utilities.

For controlling urban transportations, traffic lights show similar behavior for different kinds of vehicles at intersections. Emergency vehicles need special behavior at intersections, so traffic lights should behave in different manner when emergency vehicles approach them. At the present time, intelligent traffic lights control urban transportations intelligently. In this paper the ethical aspect of this topic is considered. A model is proposed for adding special component to emergency vehicles and traffic lights for controlling traffic in ethical manner. Atmospheric concentrations of some heavy metal compounds (Pb, Cd, Ni) and the metalloid As were identified and determined in airborne PM2.5 particles in urban sites of Győr, northwest area of Hungary. PM2.5 aerosol samples were collected in two different sampling sites and the trace metal(loid) (Pb, Ni, Cd and As) content were analyzed by atomic absorption spectroscopy. The concentration of PM2.5 fraction was varied between 12.22 and 36.92 μg/m3 at the two sampling sites. The trend of heavy metal mean concentrations regarding the mean value of the two urban sites of Győr was found in decreasing order of Pb > Ni > Cd. The mean values were 7.59 ng/m3 for Pb, 0.34 ng/m3 for Ni and 0.11 ng/m3 for Cd, respectively. The metalloid As could be detected only in 3.57% of the total collected samples. The levels of PM2.5 bounded heavy metals were determined and compared with other cities located in Hungary.

Abstract:
High density of high rise buildings in urban areas lead to a deteriorative Urban Heat Island Effect, gradually. This study focuses on discussing the relationship between urban layout and ventilation comfort in street canyons. This study takes Songjiang Nanjing Rd. area of Taipei, Taiwan as an example to evaluate the wind environment comfort index by field measurement and Computational Fluid Dynamics (CFD) to improve both the quality and quantity of the environment. In this study, different factors including street blocks size, the width of buildings, street width ratio and the direction of the wind were used to discuss the potential of ventilation. The environmental wind field was measured by the environmental testing equipment, Testo 480. Evaluation of blocks sizes, the width of buildings, street width ratio and the direction of the wind was made under the condition of constant floor area with the help of Stimulation CFD to adjust research methods for optimizing regional wind environment. The results of this study showed the width of buildings influences the efficiency of outdoor ventilation; improvement of the efficiency of ventilation with large street width was also shown. The study found that Block width and H/D value and PR value has a close relationship. Furthermore, this study showed a significant relationship between the alteration of street block geometry and outdoor comfortableness.

Abstract:
With rapid development of industrialization and urbanization, water environmental deterioration is widespread in majority of urban rivers, which seriously affects city image and life satisfaction of residents. As an emergency measure to improve water quality, clean water diversion is introduced for water environmental management. Lubao River and Southwest River, two urban rivers in typical plain tidal river network, are identified as technically and economically feasible for the application of clean water diversion. One-dimensional hydrodynamic-water quality model is developed to simulate temporal and spatial variations of water level and water quality, with satisfactory accuracy. The mathematical model after calibration is applied to investigate hydrodynamic and water quality variations in rivers as well as determine the optimum operation scheme of water diversion. Assessment system is developed for evaluation of positive and negative effects of water diversion, demonstrating the effectiveness of clean water diversion and the necessity of pollution reduction.

Abstract:
Today is widely understood that global energy consumption patterns are directly related to the urban expansion and development process. This expansion is based on the natural growth of human activities and has left most urban areas totally dependent on fossil fuel derived external energy inputs. This status-quo of production, transportation, storage and consumption of energy has become inefficient and is set to become even more so when the continuous increases in energy demand are factored in. The territorial management of land use and related activities is a central component in the search for more efficient models of energy use, models that can meet current and future regional, national and European goals.
In this paper a methodology is developed and discussed with the aim of improving energy efficiency at the municipal level. The development of this methodology is based on the monitoring of energy consumption and its use patterns resulting from the natural dynamism of human activities in the territory and can be utilized to assess sustainability at the local scale. A set of parameters and indicators are defined with the objective of constructing a systemic model based on the optimization, adaptation and innovation of the current energy framework and the associated energy consumption patterns. The use of the model will enable local governments to strike the necessary balance between human activities and economic development and the local and global environment while safeguarding fairness in the energy sector.

The purpose of study is to demonstrate how the characteristics of technology and the process required for development of technology affect technology transfer from public organisations to industry on the technology level. In addition, using the advantage of the analytic level and the novel means of measuring technology convergence, we examine the characteristics of converging technologies as compared to non-converging technologies in technology transfer process. In sum, our study finds that a technology from the public sector is likely to be transferred when its readiness level is closer to generation of profit, when its stage of life cycle is early and when its economic values is high. Our findings also show that converging technologies are less likely to be transferred.

In this paper, we describe a Mixed-Initiative Operational Model (MIOM) which directly intervenes on the state of the functionalities embedded into a robot for Urban Search&Rescue (USAR) domain applications. MIOM extends the reasoning capabilities of the vehicle, i.e. mapping, path planning, visual perception and trajectory tracking, with operator knowledge. Especially in USAR scenarios, this coupled initiative has the main advantage of enhancing the overall performance of a rescue mission. Water Sensitive Urban Design (WSUD) features are increasingly used to treat and manage polluted stormwater runoff in urbanised areas. It is important to monitor and evaluate the effectiveness of the infrastructure in achieving their intended performance targets after constructing and operating these features overtime. The paper presents the various methods of analysis used to assess the effectiveness of the in-situ WSUD features, such as: onsite visual inspections during operational and non operational periods, maintenance audits and periodic water quality testing. Sustainability is a very important and heavily discussed subject, expanding through tourism as well. The study proposition was to collect data and present it to the competent bodies so they can mold their public policies to improve the conditions of the site. It was hypothesized that the lack of data is currently affecting the quality of life and the sustainable development of the site and the tourism. The research was held in Mateiros, a city in the state of Tocantins (TO)/Brasil near Palmas, its capital city. Because of the concentration of tourists during the high season and several tourist attractions being around, the research took place in Mateiros. The methodological procedure had a script of theoretical construction and investigation of the deductive scientific method parameters through a case study in the Jalapão/TO/Brazil region, using it as a tool for a questionnaire given to the competent bodies in an interview system with the UN sustainability indexes as a base. In the three sustainable development scope: environmental, social and economic, the results indicated that the data presented by the interviewed were scarce or nonexistent. It shows that more research is necessary, providing the tools for the ones responsible to propose action plans to improve the site, strengthening the tourism and making it even more sustainable.Keywords: Jalapão/Brazil State Park, sustainable tourism, UN sustainability indexes.

Abstract:
Public health surveillance system focuses on outbreak detection and data sources used. Variation or aberration in the frequency distribution of health data, compared to historical data is often used to detect outbreaks. It is important that new techniques be developed to improve the detection rate, thereby reducing wastage of resources in public health. Thus, the objective is to developed technique by applying frequent mining and outlier mining techniques in outbreak detection. 14 datasets from the UCI were tested on the proposed technique. The performance of the effectiveness for each technique was measured by t-test. The overall performance shows that DTK can be used to detect outlier within frequent dataset. In conclusion the outbreak detection technique using anomaly-based on frequent-outlier technique can be used to identify the outlier within frequent dataset.

Abstract:
Big Data (BD) is associated with a new generation of technologies and architectures which can harness the value of extremely large volumes of very varied data through real time processing and analysis. It involves changes in (1) data types, (2) accumulation speed, and (3) data volume. This paper presents the main concepts related to the BD paradigm, and introduces architectures and technologies for BD and BD sets. The integration of BD with the Hadoop Framework is also underlined. BD has attracted a lot of attention in the public sector due to the newly emerging technologies that allow the availability of network access. The volume of different types of data has exponentially increased. Some applications of BD in the public sector in Romania are briefly presented.

Abstract:
The purpose of this study is comparing and analysing of the financial characteristics for development methods of the urban development project in the established area, focusing on the multi-level replotting. Analysis showed that the type of the lowest expenditure was 'combination type of group-land and multi-level replotting' and the type of the highest profitability was 'multi-level replotting type'. But 'multi-level replotting type' has still risk of amount of cost for the additional architecture. In addition, we subdivided standard amount for liquidation of replotting and analysed income-expenditure flow. Analysis showed that both of 'multi-level replotting type' and 'combination type of group-land and multi-level replotting' improved profitability of project and property change ratio. Nowadays the promotion of the public transportation system in the Bangkok Metropolitan Area is increased such as the “Free Bus for Thai Citizen” Campaign and the prospect of the several MRT routes to increase the convenient and comfortable to the Bangkok Metropolitan area citizens. But citizens do not make full use of them it because the citizens are lack of the data and information and also the confident to the public transportation system of Thailand especially in the time and safety aspects. This research is the Public Transport Planning System by Dijkstra Algorithm: Case Study Bangkok Metropolitan Area by focusing on buses, BTS and MRT schedules/routes to give the most information to passengers. They can choose the way and the routes easily by using Dijkstra STAR Algorithm of Graph Theory which also shows the fare of the trip. This Application was evaluated by 30 normal users to find the mean and standard deviation of the developed system. Results of the evaluation showed that system is at a good level of satisfaction (4.20 and 0.40). From these results we can conclude that the system can be used properly and effectively according to the objective.

Professions are concerned about the public image they have, and this public image is represented by stereotypes. Research is needed to understand how accountants are perceived by different actors in the society in different contexts, which would allow universities, professional bodies and employers to adjust their strategies to attract the right people to the profession and their organizations. We aim to develop in this paper a framework to be used in empirical testing in different environments to determine and analyze the accountant-s stereotype. This framework will be useful in analyzing the nuances associated to the accountant-s image and in understanding the factors that may lead to uniformity in the profession and of those leading to diversity from one context (country, type of countries, region) to another.Keywords: accounting profession, accounting stereotype, framework, public image

Abstract:
This paper examines the utilization of public-private partnerships for the building and operation of wastewater treatment plants. Our research focuses on risk allocation in this kind of projects. Our analysis builds on more than hundred wastewater treatment plants built and operated through PPP projects in Aragon (Spain). The paper illustrates the consequences of an inadequate management of construction risk and an unsuitable transfer of demand risk in wastewater treatment plants. It also shows that the involvement of many public bodies at local, regional and national level further increases the complexity of this kind of projects and make time delays more likely.Keywords: Wastewater, treatment plants, PPP, construction.

Abstract:
The paper reviews the insights gained in combating COVID-19 in the US, Japan, and China. After evaluation and investigation, we found that China’s and Japan’s experience of fighting COVID-19 is commendable. The Chinese government and the Japanese administration have implemented highly effective governance and public health course of action to fight COVID-19. Government-led epidemic control with a staunch belief in science can roll out effective pandemic control strategies. In contrast, the US failed to react to COVID-19 effectively. The relaxed public health measures of ending shutdowns prematurely were not working. When the US keeps business open after the spring shutdown, COVID-19 cases are soaring. Such experiences inform us effective governance and a mandatory and stricter approach can better curb a pandemic than milder measures in handling a public health emergency. And China and Japan, where collectivistic culture reins, can better maneuver a public health crisis with collective efforts.

Abstract:
Arising problems of countries’ public finances, social and demographic changes motivate scientific and policy debates on public spending size, structure and efficiency in order to meet the changing needs of society and business. The concept of sustainable development poses new challenges for scientists and policy-makers in the field of public finance. This paper focuses on the investigation of the relationship between government expenditure and country’s economic development in the context of sustainable development. Empirical analysis focuses on the data of the European Union (except Croatia and Luxemburg) countries. The study covers 2003 – 2012 years, using annual cross-sectional data. Summarizing the research results, it can be stated that governments should pay more attention to the needs that ensure sustainable development in the long-run when formulating public expenditure policy, particularly in the field of environment protection.
