7157 Indigenous Engagement: Towards a Culturally Sensitive Approach for Inclusive Economic Development

Abstract:
This paper suggests that cultural landscape management plans in an Indigenous context are more effective if designed by taking into consideration context-related social and cultural aspects, adopting people-centred and cultural-based approaches for instance. In relation to working in Indigenous and mining contexts, we draw upon and contribute to international policies on human rights that promote the development of management plans that are co-designed through genuine engagement processes. We suggest that the production of management plans that are built upon culturally relevant frameworks leads to more inclusive economic development, a greater sense of trust, and shared managerial responsibilities. In this paper, three issues related to Indigenous engagement and cultural landscape management plans will be addressed: (1) the need for effective communication channels between proponents and Traditional Owners (Australian original Aboriginal peoples who inhabited specific regions), (2) the use of a culturally sensitive approach to engage local representatives in the decision-making processes, and (3) how design of new management plans can help in establishing shared management.

Abstract:
The year 2021 marked a historic drought in Taiwan, posing unprecedented challenges due to record-low rainfall and inadequate reservoir storage. The central region experienced water scarcity, leading to the implementation of "Groundwater Utilization at Construction Sites" for drought-resilient livelihood water supply. This study focuses on the establishment process of temporary groundwater treatment plants at construction sites in Taichung City, serving as a reference for future emergency response and the utilization of construction site groundwater. To identify suitable sites for groundwater reuse projects, site selection operations were carried out based on relevant water quality regulations and assessment principles. Subsequently, the planning and design of temporary water treatment plants were conducted, considering the water quality, quantity, and on-site conditions of groundwater wells associated with construction projects. The study consolidates the major water treatment facilities at each site and addresses encountered challenges during the establishment process. Practical insights gained from operating temporary groundwater treatment plants are presented, including improvements related to stable water quality, water quantity, equipment operation, and hydraulic control. In light of possible future droughts, this study provides an outlook and recommendations to expedite and improve the setup of groundwater treatment plants at construction sites. This includes considering on-site water abstraction, treatment, and distribution conditions. The study aims to provide concise guidelines for setting up and managing temporary groundwater treatment plants at construction sites, drawing insights from Taichung City's establishment process. It offers recommendations for addressing challenges like water quality, quantity, equipment operation, and regulation compliance. By sharing these insights, it aims to aid regions facing similar emergencies, ensuring sustainable water supply and societal stability amidst water shortages and droughts.

Abstract:
The field of instrumentation electronics is undergoing an explosive growth, due to its wide range of applications. The proliferation of electrical devices in a close working proximity can negatively influence each other’s performance. The degradation in the performance is due to electromagnetic interference (EMI). This paper investigates the negative effects of electromagnetic interference originating in the General Purpose Interface Bus (GPIB) control-network of the AC-DC transfer measurement system. Remedial measures of reducing measurement errors and failure of range of industrial devices due to EMI have been explored. The ACDC transfer measurement system was analysed for the commonmode (CM) EMI effects. Further investigation of coupling path as well as much accurate identification of noise propagation mechanism has been outlined. To prevent the occurrence of common-mode (ground loops) which was identified between the GPIB system control circuit and the measurement circuit, a microcontroller-driven GPIB switching isolator device was designed, prototyped, programmed and validated. Abstract:
The aim of this investigation is to elaborate nearinfrared methods for testing and recognition of chemical components and quality in “Pannon wheat” allied (i.e. true to variety or variety identified) milling fractions as well as to develop spectroscopic methods following the milling processes and evaluate the stability of the milling technology by different types of milling products and according to sampling times, respectively. These wheat categories produced under industrial conditions where samples were collected versus sampling time and maximum or minimum yields. The changes of the main chemical components (such as starch, protein, lipid) and physical properties of fractions (particle size) were analysed by dispersive spectrophotometers using visible (VIS) and near-infrared (NIR) regions of the electromagnetic radiation. Close correlation were obtained between the data of spectroscopic measurement techniques processed by various chemometric methods (e.g. principal component analysis [PCA], cluster analysis [CA]) and operation condition of milling technology. It is obvious that NIR methods are able to detect the deviation of the yield parameters and differences of the sampling times by a wide variety of fractions, respectively. Induction machine models used for steady-state and transient analysis require machine parameters that are usually considered design parameters or data. The knowledge of induction machine parameters is very important for Indirect Field Oriented Control (IFOC). A mismatched set of parameters will degrade the response of speed and torque control. This paper presents an improvement approach on rotor time constant adaptation in IFOC for Induction Machines (IM). Our approach tends to improve the estimation accuracy of the fundamental model for flux estimation. Based on the reduced order of the IM model, the rotor fluxes and rotor time constant are estimated using only the stator currents and voltages. Abstract:
The pulp and paper mill effluent is one of the high polluting effluent amongst the effluents obtained from polluting industries. All the available methods for treatment of pulp and paper mill effluent have certain drawbacks. The coagulation is one of the cheapest process for treatment of various organic effluents. Thus, the removal of chemical oxygen demand (COD) and colour of paper mill effluent is studied using coagulation process. The batch coagulation process was performed using various coagulants like: aluminium chloride, poly aluminium chloride and copper sulphate. The initial pH of the effluent (Coagulation pH) has tremendous effect on COD and colour removal. Poly aluminium chloride (PAC) as coagulant reduced COD to 84 % and 92 % of colour was removed at an optimum pH 5 and coagulant dose of 8 ml l-1. With aluminium chloride at an optimum pH = 4 and coagulant dose of 5 g l-1, 74 % COD and 86 % colour removal were observed. The results using copper sulphate as coagulant (a less commercial coagulant) were encouraging. At an optimum pH 6 and mass loading of 5 g l-1, 76 % COD reduction and 78 % colour reduction were obtained. It was also observed that after addition of coagulant, the pH of the effluent decreases. The decrease in pH was highest for AlCl3, which was followed by PAC and CuSO4. Significant amount of COD reductions was obtained by coagulation process. Since the coagulation process is the first stage for treatment of effluent and some of the coagulant cations usually remain in the treated effluents. Thus, cation like copper may be one of the good catalyst for second stage of treatment process like wet oxidation. Agent-based systems exhibit high levels of flexibility and robustness in dynamic or unpredictable environments by virtue of their intrinsic autonomy. The presented framework enables integration of different types of expert agents, various kinds of learning objects and user modeling techniques. It creates possibilities for adaptive e-learning process. Abstract:
Identification of customer requirements and their preferences are the starting points in the process of product design. Most of design methodologies focus on traditional requirements. But in the previous decade, the green products and the environment requirements have increasingly attracted the attention with the constant increase in the level of consumer awareness towards environmental problems (such as green-house effect, global warming, pollution and energy crisis, and waste management). Determining the importance weights for the customer requirements is an essential and crucial process. This paper used the analytic hierarchy process (AHP) approach to evaluate and rate the customer requirements for green products. With respect to the ultimate goal of customer satisfaction, surveys are conducted using a five-point scale analysis. With the help of this scale, one can derive the weight vectors. This approach can improve the imprecise ranking of customer requirements inherited from studies based on the conventional AHP. Furthermore, the AHP with extent analysis is simple and easy to implement to prioritize customer requirements. The research is based on collected data through a questionnaire survey conducted over a sample of 160 people belonging to different age, marital status, education and income groups in order to identify the customer preferences for green product requirements.

Monitoring the tool flank wear without affecting the throughput is considered as the prudent method in production technology. The examination has to be done without affecting the machining process. In this paper we proposed a novel work that is used to determine tool flank wear by observing the sound signals emitted during the turning process. The work-piece material we used here is steel and aluminum and the cutting insert was carbide material. Two different cutting speeds were used in this work. The feed rate and the cutting depth were constant whereas the flank wear was a variable. The emitted sound signal of a fresh tool (0 mm flank wear) a slightly worn tool (0.2 -0.25 mm flank wear) and a severely worn tool (0.4mm and above flank wear) during turning process were recorded separately using a high sensitive microphone. Analysis using Singular Value Decomposition was done on these sound signals to extract the feature sound components. Observation of the results showed that an increase in tool flank wear correlates with an increase in the values of SVD features produced out of the sound signals for both the materials. Hence it can be concluded that wear monitoring of tool flank during turning process using SVD features with the Fuzzy C means classification on the emitted sound signal is a potential and relatively simple method.Keywords: Fuzzy c means, Microphone, Singular ValueDecomposition, Tool Flank Wear.

Abstract:
In this study the adsorption of Cu (II) ions from aqueous solutions on synthetic zeolite NaA was evaluated. The effect of solution temperature and the determination of the kinetic parameters of adsorption of Cu(II) from aqueous solution on zeolite NaA is important in understanding the adsorption mechanism. Variables of the system include adsorption time, temperature (293- 328K), initial solution concentration and pH for the system. The sorption kinetics of the copper ions were found to be strongly dependent on pH (the optimum pH 3-5), solute ion concentration and temperature (293 – 328 K). It was found, the pseudo-second-order model was the best choice among all the kinetic models to describe the adsorption behavior of Cu(II) onto ziolite NaA, suggesting that the adsorption mechanism might be a chemisorptions process The activation energy of adsorption (Ea) was determined as Cu(II) 13.5 kJ mol-1. The low value of Ea shows that Cu(II) adsorption process by zeolite NaA may be an activated chemical adsorption. The thermodynamic parameters (ΔG0, ΔH0, and ΔS0) were also determined from the temperature dependence. The results show that the process of adsorption Cu(II) is spontaneous and endothermic process and rise in temperature favors the adsorption.

Abstract:
Effects of bio-nitrogen fertilizer (bio-N), as a partial alternative to mineral-nitrogen fertilizer (mineral-N), on growth, yield and yield quality of broccoli plants were investigated. Bio-N was applied at 1, 2 or 3 doses in combination with 65% of the recommended dose of mineral-N (bio-N1, bio-N2 or bio-N3 + ⅔mineral-N). However, 100% of the recommended dose of mineral- N was applied as a control. Significant positive influences of the bio- N3 + ⅔mineral-N treatment were observed on growth traits, leaf contents of nitrogen, phosphorus, potassium, nitrate and nitrite, and yield quality when compared to the other two combined treatments. In contrast, there were no significant differences in these parameters between the bio-N3 + ⅔mineral-N and the control treatments, except for leaf contents of nitrate and nitrite. They showed lower contents in the bio-N3 + ⅔mineral-N treatment than the control. Therefore, we recommend using bio-N as a partial alternative to mineral-N for healthy nutrition.

This study is concerned with the optimization of fermentation parameters for the hyper production of mannanase from Fusarium oxysporum SS-25 employing two step statistical strategy and kinetic characterization of crude enzyme preparation. The Plackett-Burman design used to screen out the important factors in the culture medium revealed 20% (w/w) wheat bran, 2% (w/w) each of potato peels, soyabean meal and malt extract, 1% tryptone, 0.14% NH4SO4, 0.2% KH2PO4, 0.0002% ZnSO4, 0.0005% FeSO4, 0.01% MnSO4, 0.012% SDS, 0.03% NH4Cl, 0.1% NaNO3 in brewer’s spent grain based medium with 50% moisture content, inoculated with 2.8×107 spores and incubated at 30oC for 6 days to be the main parameters influencing the enzyme production. Of these factors, four variables including soyabean meal, FeSO4, MnSO4 and NaNO3 were chosen to study the interactive effects and their optimum levels in central composite design of response surface methodology with the final mannanase yield of 193 IU/gds. The kinetic characterization revealed the crude enzyme to be active over broader temperature and pH range. This could result in 26.6% reduction in kappa number with 4.93% higher tear index and 1% increase in brightness when used to treat the wheat straw based kraft pulp. The hydrolytic potential of enzyme was also demonstrated on both locust bean gum and guar gum.

Abstract:
The effect of statins dose intensity (SDI) on glycemic control in patients with existing diabetes is unclear. Also, there are many contradictory findings were reported in the literature; thus, it is limiting the possibility to draw conclusions. This project was designed to compare the effect of SDI on glycated hemoglobin (HbA1c%) control in outpatients with Type 2 diabetes in the endocrine clinic at Hospital Pulau Pinang, Malaysia, between July 2015 and August 2016. A prospective cohort study was conducted, where records of 345 patients with Type 2 diabetes (Moderate-SDI group 289 patients and high-SDI cohort 56 patients) were reviewed to identify demographics and laboratory tests. The target of glycemic control (HbA1c < 7% for patient < 65 years, and < 8% for patient ≥ 65 years) was estimated, and the results were presented as descriptive statistics. From 289 moderate-SDI cohorts with a mean age of 57.3 ± 12.4 years, only 86 (29.8%) cases were shown to have controlled glycemia, while there were 203 (70.2%) cases with uncontrolled glycemia with confidence interval (CI) of 95% (6.2–10.8). On the other hand, the high-SDI group of 56 patients with Type 2 diabetes with a mean age 57.7±12.4 years is distributed among 11 (19.6%) patients with controlled diabetes, and 45 (80.4%) of them had uncontrolled glycemia, CI: 95% (7.1–11.9). The study has demonstrated that the relative risk (RR) of uncontrolled glycemia in patients with Type 2 diabetes that used high-SDI is 1.15, and the excessive relative risk (ERR) is 15%. The absolute risk (AR) is 10.2%, and the number needed to harm (NNH) is 10. Outpatients with Type 2 diabetes who use high-SDI of statin have a higher risk of uncontrolled glycemia than outpatients who had been treated with a moderate-SDI.

Software Reliability is one of the key factors in the software development process. Software Reliability is estimated using reliability models based on Non Homogenous Poisson Process. In most of the literature the Software Reliability is predicted only in testing phase. So it leads to wrong decision-making concept. In this paper, two Software Reliability concepts, testing and operational phase are studied in detail. Using S-Shaped Software Reliability Growth Model (SRGM) and Exponential SRGM, the testing and operational reliability values are obtained. Two group of kids (“Safflower cake" and “Control") were fed ad libitum with pelleted total mixed rations. After a 7-days adaptation period, the diet of the “Safflower cake" group were supplemented with 20% of safflower cake. The kids were slaughtered at 96 days of age. Dietary safflower cake did not affect the growth traits of kids. In addition, kids fed experimental diet showed a lower feed intake and consequently a better feed conversion ratio in comparison to the “Control" group. The use of safflower decreased the level of SFA and increased the level of MUFA in kid meat. The level of PUFA was higher in lipid extracted from animals feeding “Control“ diet even if the UFA level was lower. Furthermore, lipid extracted from animals feeding control diet contained more ω6 fatty acids in comparison to kids feeding experimental diet while the opposite trend was observed for the level of ω3 fatty acids. The ω6 to ω3 ratio was significantly affected by diet and in particular this ratio decreased in meat of kids fed experimental diet. Our results indicate that intramuscular fatty acid composition of kid meat can be improved from a human health perspective by inclusion of safflower cake in the diet.

The application of stability theory has led to detailed studies of different types of vessels; however, the shortage of information relating to multihull vessels demanded further investigation. This study shows that the position of the hulls has a very influential effect on both the transverse and longitudinal stability of the tricore. HSC stability code is applied for the optimisation of the hull configurations. Such optimization criteria would undoubtedly aid the performance of the vessel for both commercial or leisure purposes

Abstract:
The importance of this study is to understand how Indonesian military court asserts its jurisdiction over military members who commit general crimes within the Indonesian military judiciary system in comparison to other countries. This research employs a normative-juridical approach in combination with historical and comparative-juridical approaches. The research specification is analytical-descriptive in nature, i.e. describing or outlining the principles, basic concepts, and norms related to military judiciary system, which are further analyzed within the context of implementation and as the inputs for military justice regulation under the Indonesian legal system. Main data used in this research are secondary data, including primary, secondary and tertiary legal sources. The research focuses on secondary data, while primary data are supplementary in nature. The validity of data is checked using multi-methods commonly known as triangulation, i.e. to reflect the efforts to gain an in-depth understanding of phenomena being studied. Here, the military element is kept intact in the judiciary process with due observance of the Military Criminal Justice System and the Military Command Development Principle. The Indonesian military judiciary jurisdiction over military members committing general crimes is based on national legal system and global development while taking into account the structure, composition and position of military forces within the state structure. Jurisdiction is formulated by setting forth the substantive norm of crimes that are military in nature. At the level of adjudication jurisdiction, the military court has a jurisdiction to adjudicate military personnel who commit general offences. At the level of execution jurisdiction, the military court has a jurisdiction to execute the sentence against military members who have been convicted with a final and binding judgement. Military court's jurisdiction needs to be expanded when the country is in the state of war.

Abstract:
MARS is a shared-key (symmetric) block cipher algorithm supporting 128-bit block size and a variable key size of between 128 and 448 bits. MARS has a several rounds of cryptographic core that is designed to take advantage of the powerful results for improving security/performance tradeoff over existing ciphers. In this work, a new function added to improve the ciphering process it is called, Meta-Morphic function. This function use XOR, Rotating, Inverting and No-Operation logical operations before and after encryption process. The aim of these operations is to improve MARS cipher process and makes a high confusion criterion for the Ciphertext.

Abstract:
The median problem is significantly applied to derive the most reasonable rearrangement phylogenetic tree for many species. More specifically, the problem is concerned with finding a permutation that minimizes the sum of distances between itself and a set of three signed permutations. Genomes with equal number of genes but different order can be represented as permutations. In this paper, an algorithm, namely BeamGA median, is proposed that combines a heuristic search approach (local beam) as an initialization step to generate a number of solutions, and then a Genetic Algorithm (GA) is applied in order to refine the solutions, aiming to achieve a better median with the smallest possible reversal distance from the three original permutations. In this approach, any genome rearrangement distance can be applied. In this paper, we use the reversal distance. To the best of our knowledge, the proposed approach was not applied before for solving the median problem. Our approach considers true biological evolution scenario by applying the concept of common intervals during the GA optimization process. This allows us to imitate a true biological behavior and enhance genetic approach time convergence. We were able to handle permutations with a large number of genes, within an acceptable time performance and with same or better accuracy as compared to existing algorithms.Keywords: Median problem, phylogenetic tree, permutation, genetic algorithm, beam search, genome rearrangement distance.

Abstract:
COMTES FHT has been active in a field of research and development of high-strength wires for quite some time. The main material was pure titanium. The primary goal of this effort is to develop a continuous production process for ultrafine and nanostructured materials with the aid of severe plastic deformation (SPD). This article outlines mechanical and microstructural properties of the materials and the options available for testing the components made of these materials. Ti Grade 2 and Grade 4 wires are the key products of interest. Ti Grade 2 with ultrafine to nano-sized grain shows ultimate strength of up to 1050 MPa. Ti Grade 4 reaches ultimate strengths of up to 1250 MPa. These values are twice or three times as higher as those found in the unprocessed material. For those fields of medicine where implantable metallic materials are used, bulk ultrafine to nanostructured titanium is available. It is manufactured by SPD techniques. These processes leave the chemical properties of the initial material unchanged but markedly improve its final mechanical properties, in particular, the strength. Ultrafine to nanostructured titanium retains all the significant and, from the biological viewpoint, desirable properties that are important for its use in medicine, i.e. those properties which made pure titanium the preferred material also for dental implants.Keywords: CONFORM SPD, ECAP, titanium, rotary swaging.

Sixteen female Holstein calves allocated in three treatments including: 1: control, 2: fed raw fiber concentrate (RFC) for 45 days and 3: fed RFC for 90 days. RFC supplement (Vitacel® 200) was added to milk immediately before feeding (10 g/L milk). Withers height and body weights of calves were measured monthly. Individual dry matter intake was recorded daily. Blood samples were taken monthly. The result showed that calves consumed RFC had significantly greater weaning and final body weight. Treatment effect on dry matter intake was not significant (p>0.05). Calves fed RFC had better feed efficiency. Withers height of calves fed RFC were taller than the control group (p<0.05). Plasma cholesterol and total proteins concentrations in calves fed RFC were less than control group. We conclude that feeding RFC for 45 or 90 days in suckling period caused to achieve better feed efficiency and higher growth performance in Holstein calves.Keywords: Holstein calves, raw fiber concentrate, growth, blood metabolites.

Abstract:
We introduce an extended resource leveling model that abstracts real life projects that consider specific work ranges for each resource. Contrary to traditional resource leveling problems this model considers scarce resources and multiple objectives: the minimization of the project makespan and the leveling of each resource usage over time. We formulate this model as a multiobjective optimization problem and we propose a multiobjective genetic algorithm-based solver to optimize it. This solver consists in a two-stage process: a main stage where we obtain non-dominated solutions for all the objectives, and a postprocessing stage where we seek to specifically improve the resource leveling of these solutions. We propose an intelligent encoding for the solver that allows including domain specific knowledge in the solving mechanism. The chosen encoding proves to be effective to solve leveling problems with scarce resources and multiple objectives. The outcome of the proposed solvers represent optimized trade-offs (alternatives) that can be later evaluated by a decision maker, this multi-solution approach represents an advantage over the traditional single solution approach. We compare the proposed solver with state-of-art resource leveling methods and we report competitive and performing results.

Abstract:
The paper presents a process to obtain glutathione-modified titanium oxide nanoparticles. The processes were carried out in a microwave radiation field. The influence of the molar ratio of glutathione to titanium oxide and the effect of the fold of NaOH vs. stoichiometric amount on the size of the formed TiO2 nanoparticles was determined. The physicochemical properties of the obtained products were evaluated using dynamic light scattering (DLS), transmission electron microscope- energy-dispersive X-ray spectroscopy (TEM-EDS), low-temperature nitrogen adsorption method (BET), X-Ray Diffraction (XRD) and Fourier-transform infrared spectroscopy (FTIR) microscopy methods. The size of TiO2 nanoparticles was characterized from 30 nm to 336 nm. The release of titanium ions from the prepared products was evaluated. These studies were carried out using different media in which the powders were incubated for a specific time. These were: water, SBF and Ringer's solution. The release of titanium ions from modified products is weaker compared to unmodified titanium oxide nanoparticles. The reduced release of titanium ions may allow the use of such modified materials as substances in drug delivery systems.

Abstract:
Numerical studies have been carried out using a validated two-dimensional standard k-omega turbulence model for the design optimization of a thrust vector control system using shock induced self-impinging supersonic secondary double jet. Parametric analytical studies have been carried out at different secondary injection locations to identifying the highest unsymmetrical distribution of the main gas flow due to shock waves, which produces a desirable side force more lucratively for vectoring. The results from the parametric studies of the case on hand reveal that the shock induced self-impinging supersonic secondary double jet is more efficient in certain locations at the divergent region of a CD nozzle than a case with supersonic single jet with same mass flow rate. We observed that the best axial location of the self-impinging supersonic secondary double jet nozzle with a given jet interaction angle, built-in to a CD nozzle having area ratio 1.797, is 0.991 times the primary nozzle throat diameter from the throat location. We also observed that the flexible steering is possible after invoking ON/OFF facility to the secondary nozzles for meeting the onboard mission requirements. Through our case studies we concluded that the supersonic self-impinging secondary double jet at predesigned jet interaction angle and location can provide more flexible steering options facilitating with 8.81% higher thrust vectoring efficiency than the conventional supersonic single secondary jet without compromising the payload capability of any supersonic aerospace vehicle.Keywords: Fluidic thrust vectoring, rocket steering, self-impinging secondary supersonic jet, TVC in aerospace vehicles.

This paper presents advanced time average digital holography by means of frequency shift and phase modulation. This technique can measure amplitudes of vibrations at ultimate dynamic range while the amplitude distribution evaluation is done independently in every pixel. The main focus of the paper is to gain insight into behavior of the method at low amplitudes of vibrations. In order to reach that, a set of experiments was performed. This paper presents a real time force sensing instrument that is designed for human gait analysis purposes. This instrument mainly consists of three main elements: the force sensing mat, signal conditioning and switching circuit and data acquisition device. In order to control and to process the incoming signals from the force sensing mat, Force-Logger and Force-Reloader program are developed using Labview 8.0. Standard processes, similar and limited production lines, the production of high direct costs will be more accurate than the use of parts of the traditional cost systems in the literature. However, direct costs, overhead expenses, in turn, decrease the burden of increasingly sophisticated production facilities, a situation that led the researchers to look for the cost of traditional systems of alternative techniques. Variety cost management approaches for example Total quality management (TQM), just-in-time (JIT), benchmarking, kaizen costing, targeting cost, life cycle costs (LLC), activity-based costing (ABC) value engineering have been introduced. Management and cost applications have changed over the past decade and will continue to change. Modern cost systems can provide relevant and accurate cost information. These methods provide the decisions about customer, product and process improvement. The aim of study is to describe and explain the adoption and application of costing systems in SME. This purpose reports on a survey conducted during 2014 small and medium sized enterprises (SME) in Ankara. The survey results were evaluated using SPSS18 package program.
