1691 The Future Regulatory Challenges of Liquidity Risk Management

Abstract:
Liquidity risk management ranks to key concepts applied in finance. Liquidity is defined as a capacity to obtain funding when needed, while liquidity risk means as a threat to this capacity to generate cash at fair costs. In the paper we present challenges of liquidity risk management resulting from the 2007- 2009 global financial upheaval. We see five main regulatory liquidity risk management issues requiring revision in coming years: liquidity measurement, intra-day and intra-group liquidity management, contingency planning and liquidity buffers, liquidity systems, controls and governance, and finally models testing the viability of business liquidity models.Keywords: liquidity, risk management, regulation, global crisis

Abstract:
This article aims to assess the level of basic knowledge of statutory employment rights at the workplace as prescribed by the Malaysian Employment Act 1955. The statutory employment rights comprises of a variety of individual employment rights such as protections of wages, statutory right to the general standard of working time, statutory right to rest day, public holidays, annual leave and sick leave as well as female employee’s statutory right to paid maternity leave. A field survey was carried out to collect data by using self-administered questionnaires from Human Resource (HR) practitioners in the small and medium-sized enterprises (SMEs). The results reveal that the level of basic knowledge of legislated employment rights varies between different types of statutory rights from high level to low level.

Abstract:
This paper presents a constrained valley detection algorithm. The intent is to find valleys in the map for the path planning that enables a robot or a vehicle to move safely. The constraint to the valley is a desired width and a desired depth to ensure the space for movement when a vehicle passes through the valley. We propose an algorithm to find valleys satisfying these 2 dimensional constraints. The merit of our algorithm is that the pre-processing and the post-processing are not necessary to eliminate undesired small valleys. The algorithm is validated through simulation using digitized elevation data.Keywords: valley, width, depth, path planning.

Abstract:
We present a new framework of the data-reusing (DR) adaptive algorithms by incorporating a constraint on noise, referred to as a noise constraint. The motivation behind this work is that the use of the statistical knowledge of the channel noise can contribute toward improving the convergence performance of an adaptive filter in identifying a noisy linear finite impulse response (FIR) channel. By incorporating the noise constraint into the cost function of the DR adaptive algorithms, the noise constrained DR (NC-DR) adaptive algorithms are derived. This paper provides an overview of risk management practices by market participants in electricity markets using financial derivatives.

Abstract:
The objective of this research is to investigate the advantages of using large-diameter 0.7 inch prestressing strands in pretention applications. The advantages of large-diameter strands are mainly beneficial in the heavy construction applications. Bridges and tunnels are subjected to a higher daily traffic with an exponential increase in trucks ultimate weight, which raise the demand for higher structural capacity of bridges and tunnels. In this research, precast prestressed I-girders were considered as a case study. Flexure capacities of girders fabricated using 0.7 inch strands and different concrete strengths were calculated and compared to capacities of 0.6 inch strands girders fabricated using equivalent concrete strength. The effect of bridge deck concrete strength on composite deck-girder section capacity was investigated due to its possible effect on final section capacity. Finally, a comparison was made to compare the bridge cross-section of girders designed using regular 0.6 inch strands and the large-diameter 0.7 inch. The research findings showed that structural advantages of 0.7 inch strands allow for using fewer bridge girders, reduced material quantity, and light-weight members. The structural advantages of 0.7 inch strands are maximized when high strength concrete (HSC) are used in girder fabrication, and concrete of minimum 5ksi compressive strength is used in pouring bridge decks. The use of 0.7 inch strands in bridge industry can partially contribute to the improvement of bridge conditions, minimize construction cost, and reduce the construction duration of the project.

Currently, resource sharing and system security are critical issues. This paper proposes a POL module composed of PRIV ILEGE attribute (PA), obligation and log which improves attribute based access control (ABAC) model in dynamically granting authorizations and revoking authorizations. The following describes the new model termed PABAC in terms of the POL module structure, attribute definitions, policy formulation and authorization architecture, which demonstrate the advantages of it. The POL module addresses the problems which are not predicted before and not described by access control policy. It can be one of the subject attributes or resource attributes according to the practical application, which enhances the flexibility of the model compared with ABAC. 98% of the energy needed in Taiwan has been imported. The prices of petroleum and electricity have been increasing. In addition, facility capacity, amount of electricity generation, amount of electricity consumption and number of Taiwan Power Company customers have continued to increase. For these reasons energy conservation has become an important topic. In the past linear regression was used to establish the power consumption models for chillers. In this study, grey prediction is used to evaluate the power consumption of a chiller so as to lower the total power consumption at peak-load (so that the relevant power providers do not need to keep on increasing their power generation capacity and facility capacity). In grey prediction, only several numerical values (at least four numerical values) are needed to establish the power consumption models for chillers. If PLR, the temperatures of supply chilled-water and return chilled-water, and the temperatures of supply cooling-water and return cooling-water are taken into consideration, quite accurate results (with the accuracy close to 99% for short-term predictions) may be obtained. Through such methods, we can predict whether the power consumption at peak-load will exceed the contract power capacity signed by the corresponding entity and Taiwan Power Company. If the power consumption at peak-load exceeds the power demand, the temperature of the supply chilled-water may be adjusted so as to reduce the PLR and hence lower the power consumption.Keywords: Gery system theory, grey prediction, chller.

Abstract:
This paper presents a methodology for probabilistic assessment of bearing capacity and prediction of failure mechanism of masonry vaults at the ultimate state with consideration of the natural variability of Young’s modulus of stones. First, the computation model is explained. The failure mode corresponds to the four-hinge mechanism. Based on this consideration, the study of a vault composed of 16 segments is presented. The Young’s modulus of the segments is considered as random variable defined by a mean value and a coefficient of variation. A relationship linking the vault bearing capacity to the voussoirs modulus variation is proposed. The most probable failure mechanisms, in addition to that observed in the deterministic case, are identified for each variability level as well as their probability of occurrence. The results show that the mechanism observed in the deterministic case has decreasing probability of occurrence in terms of variability, while the number of other mechanisms and their probability of occurrence increases with the coefficient of variation of Young’s modulus. This means that if a significant change in the Young’s modulus of the segments is proven, taking it into account in computations becomes mandatory, both for determining the vault bearing capacity and for predicting its failure mechanism.Keywords: Masonry, mechanism, probability, variability, vault.

Abstract:
This paper aims to provide a conceptual framework to examine competitive disadvantage of banks that suffer from poor performance. Banks generate revenues mainly from the interest rate spread on taking deposits and making loans while collecting fees in the process. To maximize firm value, banks seek loan growth and expense control while managing risk associated with loans with respect to non-performing borrowers or narrowing interest spread between assets and liabilities. Competitive disadvantage refers to the failure to access imitable resources and to build managing capabilities to gain sustainable return given appropriate risk management. This paper proposes a four-quadrant framework of organizational typology is subsequently proposed to examine the features of competitive disadvantage in the banking sector. A resource configuration model, which is extracted from CAMEL indicators to examine the underlying features of bank failures.

Abstract:
In this paper, supply policy and procurement of shared resources in some kinds of concurrent construction projects are investigated. This could be oriented to the problems of holding construction companies who involve in different projects concurrently and they have to supply limited resources to several projects as well as prevent delays to any project. Limits on transportation vehicles and storage facilities for potential construction materials and also the available resources (such as cash or manpower) are some of the examples which affect considerably on management of all projects over all. The research includes investigation of some real multi-storey buildings during their execution periods and surveying the history of the activities. It is shown that the common resource demand variation curve of the projects may be expanded or displaced to achieve an optimum distribution scheme. Of course, it may cause some delay to some projects, but it has minimum influence on whole execution period of all projects and its influence on procurement cost of the projects is considerable. Abstract:
Supply chains are the backbone of trade and commerce. Their logistics use different transport corridors on regular basis for operational purpose. The international supply chain transport corridors include different infrastructure elements (e.g. weighbridge, package handling equipments, border clearance authorities, and so on). This paper presents the use of multi-agent systems (MAS) to model and simulate some aspects of transportation corridors, and in particular the area of weighbridge resource optimization for operational profit. An underlying multi-agent model provides a means of modeling the relationships among stakeholders in order to enable coordination in a transport corridor environment. Simulations of the costs of container unloading, reloading, and waiting time for queuing up tracks have been carried out using data sets. Abstract:
A mathematical model for the hydrodynamic lubrication of parabolic slider bearings with couple stress lubricants is presented. A numerical solution for the mathematical model using finite element scheme is obtained using three nodes isoparametric quadratic elements. Stiffness integrals obtained from the weak form of the governing equations were solved using Gauss Quadrature to obtain a finite number of stiffness matrices. The global system of equations was obtained for the bearing and solved using Gauss Seidel iterative scheme. The converged pressure solution was used to obtain the load capacity of the bearing. Parametric studies were carried out and it was shown that the effect of couple stresses and profile parameter are to increase the load carrying capacity of the parabolic slider bearing. Numerical experiments reveal that the magnitude of the profile parameter at which maximum load is obtained increases with decrease in couple stress parameter. Abstract:
Climate change remains a challenging matter for the human and the built environment in the 21st century, where the need to consider adaptation to climate change in the development process is paramount. However, there remains a lack of information regarding how we should prepare responses to this issue, such as through developing organized and sophisticated tools enabling the adaptation process. This study aims to build a systematic framework approach to investigate the potentials that Neighborhood Sustainability Assessment tools (NSA) might offer in enabling both the analysis of the emerging adaptive capacity to climate change. The analysis of the framework presented in this paper aims to discuss this issue in three main phases. The first part attempts to link sustainability and climate change, in the context of adaptive capacity. It is argued that in deciding to promote sustainability in the context of climate change, both the resilience and vulnerability processes become central. However, there is still a gap in the current literature regarding how the sustainable development process can respond to climate change. As well as how the resilience of practical strategies might be evaluated. It is suggested that the integration of the sustainability assessment processes with both the resilience thinking process, and vulnerability might provide important components for addressing the adaptive capacity to climate change. A critical review of existing literature is presented illustrating the current lack of work in this field, integrating these three concepts in the context of addressing the adaptive capacity to climate change. The second part aims to identify the most appropriate scale at which to address the built environment for the climate change adaptation. It is suggested that the neighborhood scale can be considered as more suitable than either the building or urban scales. It then presents the example of NSAs, and discusses the need to explore their potential role in promoting the adaptive capacity to climate change. The third part of the framework presents a comparison among three example NSAs, BREEAM Communities, LEED-ND, and CASBEE-UD. These three tools have been selected as the most developed and comprehensive assessment tools that are currently available for the neighborhood scale. This study concludes that NSAs are likely to present the basis for an organized framework to address the practical process for analyzing and yet promoting Adaptive Capacity to Climate Change. It is further argued that vulnerability (exposure & sensitivity) and resilience (Interdependence & Recovery) form essential aspects to be addressed in the future assessment of NSA’s capability to adapt to both short and long term climate change impacts. Finally, it is acknowledged that further work is now required to understand impact assessment in terms of the range of physical sectors (Water, Energy, Transportation, Building, Land Use and Ecosystems), Actor and stakeholder engagement as well as a detailed evaluation of the NSA indicators, together with a barriers diagnosis process.Keywords: Adaptive capacity, climate change, NSA tools, resilience, vulnerability.

This paper presents a new spread-spectrum watermarking algorithm for digital images in discrete wavelet transform (DWT) domain. The algorithm is applied for embedding watermarks like patient identification /source identification or doctors signature in binary image format into host digital radiological image for potential telemedicine applications. Performance of the algorithm is analysed by varying the gain factor, subband decomposition levels, and size of watermark. Abstract:
When dealing with safety in structures, the connections between structural components play an important role. Robustness of a structure as a whole depends both on the load- bearing capacity of the structural component and on the structures capacity to resist total failure, even though a local failure occurs in a component or a connection between components. To avoid progressive collapse it is necessary to be able to carry out a design for connections. A connection may be executed with anchors to withstand local failure of the connection in structures built with prefabricated components. For the design of these anchors, a model is developed for connections in structures performed in prefabricated autoclaved aerated concrete components. The design model takes into account the effect of anchors placed close to the edge, which may result in splitting failure. Further the model is developed to consider the effect of reinforcement diameter and anchor depth. The model is analytical and theoretically derived assuming a static equilibrium stress distribution along the anchor. The theory is compared to laboratory test, including the relevant parameters and the model is refined and theoretically argued analyzing the observed test results. The human factor plays a major role in boosting the competitive capacity of logistic enterprises. This is of particular importance when it comes to logistic companies. On the one hand they should be strictly compliant with legislation; on the other hand, they should be competitive in terms of pricing and of delivery timelines. Moreover, their policies should allow them to be as flexible as possible. All these circumstances are reason for very serious challenges for the qualification, motivation and experience of the human resources, working in logistic companies or in logistic departments of trade and industrial enterprises. The geographic place of Bulgaria puts it in position of a country with some specific competitive advantages in the goods transport from Europe to Asia and back. Along with it, there is a number of logistic companies, that operate in this sphere in Bulgaria. In the current paper, the authors aim to establish the condition of the administrative capacity and human resources in the logistic companies and logistic departments of trade and industrial companies in Bulgaria in order to propose some guidelines for improving of their effectiveness. Due to independent empirical research, conducted in Bulgarian logistic, trade and industrial enterprises, the authors investigate both the impact degree and the interdependence of various factors that characterize the administrative capacity. The study is conducted with a prepared questionnaire, in format of direct interview with the respondents. The volume of the poll is 50 respondents, representatives of: general managers of industrial or trade enterprises; logistic managers of industrial or trade enterprises; general managers of forwarding companies – either with own or with hired transport; experts from Bulgarian association of logistics; logistic lobbyist and scientists of the relevant area. The data are gathered for 3 months, then arranged by a specialized software program and analyzed by preset criteria. Based on the results of this methodological toolbox, it can be claimed that there is a correlation between the individual criteria. Also, a commitment between the administrative capacity and other factors that determine the competitiveness of the studied companies is established. In this paper, the authors present results of the empirical research that concerns the number and the workload in the logistic departments of the enterprises. Also, what is commented is the experience, related to logistic processes management and human resources competence. Moreover, the overload level of the logistic specialists is analyzed as one of the main threats for making mistakes and losing clients. The paper stands behind the thesis that there is indispensability of forming an effective and efficient administrative capacity, based on the number, qualification, experience and motivation of the staff in the logistic companies. The paper ends with recommendations about the qualification and experience of the specialists in logistic departments; providing effective and efficient administrative capacity in the logistic departments; interdependence of the human factor and the other factors that influence the enterprise competitiveness.

Reinforced Concrete (RC) deep beams are special structural elements because of their geometry and behavior under loads. For example, assumption of strain- stress distribution is not linear in the cross section. These types of beams may have simple supports or fixed supports. A lot of research works have been conducted on simply supported deep beams, but little study has been done in the fixed-end RC deep beams behavior. Recently, using of fixed-ended deep beams has been widely increased in structures. In this study, the behavior of fixed-ended deep beams is investigated, and the important parameters in capacity of this type of beams are mentioned.

The mankind opened for itself and actively exploits a new resource – information. Information society puts forward on the arena new type of the power, at the heart of which activity – mastering by a new resource: information and knowledge. The password of the new power – intelligence as synthesis of knowledge, information and communications, the strength of mind, fundamental sociocultural values. In a postindustrial society, the power of knowledge and information is crucial in the management of the company, pushing into the background the influence of money and state coercion.

In developing countries located in monsoon areas like Thailand where rainwater is currently of no value for urban dwellers due to easily access to piped water supply at each household, studies in rainwater harvesting for domestic use are of low interest. However it is needed to undertake research to find out appropriate rainwater harvesting systems particularly for small urban communities that are recently developed from a full rural structure to urban context. As a matter of fact, in such transitional period, relying on only common water resources is risky. With some specific economic settings, land use patterns, and historical and cultural context that dominate perceptions of water users in the study area, the level of service in this study may certainly be different from megacities or cities located in industrial zone. The overviews of some available technologies and background of rainwater harvesting including alternate resource are included in this paper. Abstract:
In this paper, we investigate the strategic stochastic air traffic flow management problem which seeks to balance airspace capacity and demand under weather disruptions. The goal is to reduce the need for myopic tactical decisions that do not account for probabilistic knowledge about the NAS near-future states. We present and discuss a scenario-based modeling approach based on a time-space stochastic process to depict weather disruption occurrences in the NAS. A solution framework is also proposed along with a distributed implementation aimed at overcoming scalability problems. Issues related to this implementation are also discussed.

Abstract:
The soil profile at site of the bridge project includes soft fine grained soil layer located between 5.0 m to 11.0 m in depth, it has high water content, low SPT no., and low bearing capacity. The clay layer induces high settlement due to surcharge application of earth embankment at ramp T1, ramp T2, and ramp T3 especially at heights from 9m right 3m. Calculated settlement for embankment heights less than 3m may be accepted regarding Saudi Code for soil and foundation. The soil and groundwater at the project site comprise high contents of sulfates and chlorides of high aggressively on concrete and steel bars, respectively. Regarding results of the study, it has been recommended to use stone column piles or new technology named PCC piles as soil improvement to improve the bearing capacity of the weak layer. The new technology is cast in-situ thin wall concrete pipe piles (PCC piles), it has economically advantageous and high workability. The technology can save time of implementation and cost of application is almost 30% of other types of piles.Keywords: Soft foundation soil, bearing capacity, bridge ramps, soil improvement, PCC piles.

Abstract:
Soft soil is used in many of civil engineering projects like coastal, marine and road projects. Because of low shear strength and stiffness of soft soils, large settlement and low bearing capacity will occur under superstructure loads. This will make the civil engineering activities more difficult and costlier. In the case of soft soils, improvement is a suitable method to increase the shear strength and stiffness for engineering purposes. In recent years, the artificial cementation of soil by cement and lime has been extensively used for soft soil improvement. Cement stabilization is a well-established technique for improving soft soils. Artificial cementation increases the shear strength and hardness of the natural soils. On the other hand, in soft soils, the use of piles to transfer loads to the depths of ground is usual. By using cement treated soil around the piles, high bearing capacity and low settlement in piles can be achieved. In the present study, lateral bearing capacity of short piles in cemented soils is investigated by numerical approach. For this purpose, three dimensional (3D) finite difference software, FLAC 3D is used. Cement treated soil has a strain hardening-softening behavior, because of breaking of bonds between cement agent and soil particle. To simulate such behavior, strain hardening-softening soil constitutive model is used for cement treated soft soil. Additionally, conventional elastic-plastic Mohr Coulomb constitutive model and linear elastic model are used for stress-strain behavior of natural soils and pile. To determine the parameters of constitutive models and also for verification of numerical model, the results of available triaxial laboratory tests on and insitu loading of piles in cement treated soft soil are used. Different parameters are considered in parametric study to determine the effective parameters on the bearing of the piles on cemented treated soils. In the present paper, the effect of various length and height of the artificial cemented area, different diameter and length of the pile and the properties of the materials are studied. Also, the effect of choosing a constitutive model for cemented treated soils in the bearing capacity of the pile is investigated.

Abstract:
The main objective of this research was to investigate the biosorption capacity for biofilms of sulphate reducing bacteria (SRB) to remove heavy metals, such as Zn, Pb and Cd from rainwater using laboratory-scale reactors containing mixed support media. Evidence showed that biosorption had contributed to removal of heavy metals including Zn, Pb and Cd in presence of SRB and SRB were also found in the aqueous samples from reactors. However, the SRB and specific families (Desulfobacteriaceae and Desulfovibrionaceae) were found mainly in the biomass samples taken from all reactors at the end of the experiment. EDX-analysis of reactor solids at end of experiment showed that heavy metals Zn, Pb and Cd had also accumulated in these precipitates.Keywords: Sulphate reducing bacteria (SRB), biosorption capacity.

Abstract:
Grid networks provide the ability to perform higher throughput computing by taking advantage of many networked computer-s resources to solve large-scale computation problems. As the popularity of the Grid networks has increased, there is a need to efficiently distribute the load among the resources accessible on the network. In this paper, we present a stochastic network system that gives a distributed load-balancing scheme by generating almost regular networks. This network system is self-organized and depends only on local information for load distribution and resource discovery. The in-degree of each node is refers to its free resources, and job assignment and resource discovery processes required for load balancing is accomplished by using fitted random sampling. Simulation results show that the generated network system provides an effective, scalable, and reliable load-balancing scheme for the distributed resources accessible on Grid networks.

Abstract:
Scarcity of water resources and huge costs of establishing new hydraulic installations necessitate optimal exploitation from existing reservoirs. Sustainable management and efficient exploitation from existing finite water resources are important factors in water resource management, particularly in the periods of water insufficiency and in dry regions, and on account of competitive allocations in the view of exploitation management. This study aims to minimize reservoir water release from a determined rate of demand. A numerical model for water optimal exploitation has been developed using GAMS introduced by the World Bank and applied to the case of Meijaran dam, northern Iran. The results indicate that this model can optimize the function of reservoir exploitation while required water for lower parts of the region will be supplied. Further, allocating optimal water from reservoir, the optimal rate of water allocated to any group of the users were specified to increase benefits in curve dam exploitation.Keywords: Water resource management, water reservoirs, water allocation, GAMS, Meijaran dam

Previous studies have indicated that one of the most critical failure reasons of enterprise systems is the lack of knowledge sharing and utilization across organizations. As a consequence, many information systems researchers have paid attention to examining the effect of absorptive capacity closely associated with knowledge sharing and transferring on IS usage performance. A lack of communications and interactions due to a lack of organizational citizenship behavior might lead to weak absorptive capacity and thus negatively influence knowledge sharing across organizations. In this study, a theoretical model which delves into the relationship between usage performance of enterprise systems and its determinants was established.

Abstract:
Stone columns have been widely employed to improve the load-settlement characteristics of soft soils. The results of two small scale displacement control loading tests on stone columns were used in order to validate numerical finite element simulations. Additionally, a series of numerical calculations of static loading have been performed on strengthened raft footing to investigate the effects of using stone columns on bearing capacity of footings. The bearing capacity of single and group of stone columns under static loading compares with unimproved ground.Keywords: Circular raft footing, numerical analysis, validation, vertically encased stone column.

Abstract:
The presence of a vertical edge-crack within a web plate subjected to pure bending induces local compressive stresses about the crack which may cause tension buckling. Approximate theoretical expressions were derived for the critical far-field tensile stress and bending moment capacity of an edge-cracked web plate associated with tension buckling. These expressions were validated with finite element analyses and used to investigate the possibility of tension buckling in web-cracked trial girders. It was found that tension buckling is an unlikely occurrence unless the web is relatively thin or the crack is very long.Keywords: Fatigue crack, tension buckling, Rayleigh-Ritz, structural stability.
