1175 Cost of Governance in Nigeria: In Whose Interest?

Abstract:
Cost of governance in Nigeria has become a challenge to development and concern to practitioners and scholars alike in the field of business and social science research. In the 2010 national budget of NGN4.6 trillion or USD28.75billion for instance, only a pantry sum of NGN1.8trillion or USD11.15billion was earmarked for capital expenditure. Similarly, in 2013, out of a total national budget of NGN4.92trillion or USD30.75billion, only the sum of NGN1.50trllion or USD9.38billion was voted for capital expenditure. Therefore, based on the data sourced from the Nigerian Office of Statistics, Central bank of Nigeria Statistical Bulletin as well as from the United Nations Development Programme, this study examined the causes of high cost of governance in Nigeria. It found out that the high cost of governance in the country is in the interest of the ruling class, arising from their unethical behaviour – corrupt practices and the poor management of public resources. As a result, the study recommends the need to intensify the war against corruption and mismanagement of public resources by government officials as possible solution to overcome the high cost of governance in Nigeria. This could be achieved by strengthening the constitutional powers of the various anti-corruption agencies in the area of arrest, investigation and prosecution of offenders without the interference of the executive arm of government either at the local, state or federal level.

Abstract:
Deregulation in the power system industry and the invention of new technologies for producing electrical energy has led to innovations in power system planning. Distributed generation (DG) is one of the most attractive technologies that bring different kinds of advantages to a lot of entities, engaged in power systems. In this paper, a model for considering DGs in the power system planning problem is presented. Dynamic power system planning for reduction of maintenance and operational cost is presented in this paper. In addition to that, a modified particle swarm optimization (PSO) is used to find the optimal topology solution. Voltage Profile Improvement Index (VPII) and Line Loss Reduction Index (LLRI) are taken as benefit index of employing DG. The effectiveness of this method is demonstrated through examination of IEEE 30 bus test system.

Abstract:
In this paper air quality conditions in Makkah and Leeds are compared. These two cities have totally different climatic conditions. Makkah climate is characterised as hot and dry (arid) whereas that of Leeds is characterised as cold and wet (temperate). This study uses air quality data from 2012 collected in Makkah, Saudi Arabia and Leeds, UK. The concentrations of all pollutants, except NO are higher in Makkah. Most notable, the concentrations of PM10 are much higher in Makkah than in Leeds. This is probably due to the arid nature of climatic conditions in Makkah and not solely due to anthropogenic emission sources, otherwise like PM10 some of the other pollutants, such as CO, NO, and SO2 would have shown much greater difference between Leeds and Makkah. Correlation analysis is performed between different pollutants at the same site and the same pollutants at different sites. In Leeds the correlation between PM10 and other pollutants is significantly stronger than in Makkah. Weaker correlation in Makkah is probably due to the fact that in Makkah most of the gaseous pollutants are emitted by combustion processes, whereas most of the PM10 is generated by other sources, such as windblown dust, re-suspension, and construction activities. This is in contrast to Leeds where all pollutants including PM10 are predominantly emitted by combustions, such as road traffic. Furthermore, in Leeds frequent rains wash out most of the atmospheric particulate matter and suppress re-suspension of dust. Temporal trends of various pollutants are compared and discussed. This study emphasises the role of climatic conditions in managing air quality, and hence the need for region-specific controlling strategies according to the local climatic and meteorological conditions.Keywords: Air pollution, climatic conditions, particulate matter, Makkah, Leeds.

Abstract:
In this study, an analysis has been performed for conjugate heat and mass transfer of a steady laminar boundary-layer mixed convection of magnetic hydrodynamic (MHD) flow with radiation effect of second grade subject to suction past a stretching sheet. Parameters E Nr, Gr, Gc, Ec and Sc represent the dominance of the viscoelastic fluid heat and mass transfer effect which have presented in governing equations, respectively. The similar transformation and the finite-difference method have been used to analyze the present problem. The conjugate heat and mass transfer results show that the non-Newtonian viscoelastic fluid has a better heat transfer effect than the Newtonian fluid. Abstract:
This paper presents the results of the development of asphalt nanocomposites containing carbon nanotubes (CNTs) with high resistance to permanent deformation, aiming to increase the performance of asphalt surfaces in relation to the rutting problem. Asphalt nanocomposites were prepared with the addition of different proportions of CNTs (1%, 2% and 3%) in relation to the weight of asphalt binder. The base binder used was a conventional binder (50-70 penetration) classified as PG 58-22. The optimum percentage of CNT addition in the asphalt binder (base) was determined through the evaluation of the rheological and empirical characteristics of the nanocomposites produced. In order to evaluate the contribution and the effects of the nanocomposite (optimized) in relation to the rutting, the conventional and nanomodified asphalt mixtures were tested in a French traffic simulator (Orniéreur). The results obtained demonstrate the efficient contribution of the asphalt nanocomposite containing CNTs to the resistance to permanent deformation of the asphalt mixture.

with increasing circuits- complexity and demand to use portable devices, power consumption is one of the most important parameters these days. Full adders are the basic block of many circuits. Therefore reducing power consumption in full adders is very important in low power circuits. One of the most powerconsuming modules in full adders is XOR/XNOR circuit. This paper presents two new full adders based on two new logic approaches. The proposed logic approaches use one XOR or XNOR gate to implement a full adder cell. Therefore, delay and power will be decreased. Using two new approaches and two XOR and XNOR gates, two new full adders have been implemented in this paper. Simulations are carried out by HSPICE in 0.18μm bulk technology with 1.8V supply voltage. The results show that the ten-transistors proposed full adder has 12% less power consumption and is 5% faster in comparison to MB12T full adder. 9T is more efficient in area and is 24% better than similar 10T full adder in term of power consumption. Sustainability is no longer a choice for firms. To achieve sustainable supply chain, all three dimensions of sustainability should be considered. Unlike the economic and environmental aspects, social sustainability has been rarely given attention. The problem surrounding social sustainability and employees’ welfare in Egypt is complex and remains unsolved. The aim of this study is to qualitatively assess the current level of application of social sustainability in the retailing sector in Egypt through using the social sustainability indicators identified in the literature. The purpose of this investigation is to gain knowledge about the complexity of the system involved. A case study is conducted on one of the largest retailers in Egypt. Data were collected through semi-structured interviews with managers and employees to determine the level of application and identify the major obstacles affecting the social sustainability in the retailing context. The work developed gives insights about the details and complexities of the application of social sustainability in developing countries, from the retailing perspective. Abstract:
Single phase transmission lines are used to transfer data or energy between two users. Transient conditions such as switching operations and short circuit faults cause the generation of the fluctuation on the waveform to be transmitted. Spatial voltage distribution on the single phase transmission line may change owing to the position and duration of the short circuit fault in the system. In this paper, the state space representation of the single phase transmission line for short circuit fault and for various types of terminations is given. Since the transmission line is modeled in time domain using distributed parametric elements, the mathematical representation of the event is given in state space (time domain) differential equation form. It also makes easy to solve the problem because of the time and space dependent characteristics of the voltage variations on the distributed parametrically modeled transmission line.

Abstract:
Among the chemicals used for ammunition production, TNT (Trinitrotoluene) play a significant role since World War I and II. Various types of military weapon utilize TNT in casting process. However, the TNT casting process for warhead is difficult to control the cooling rate of the liquid TNT. This problem occurs because the casting process lacks the equipment to detect the temperature during the casting procedure This study presents the temperature detected by infrared camera to illustrate the cooling rate and cooling zone of curing, and demonstrates the optimization of TNT condition to reduce the risk of air gap occurred in the warhead which can result in the destruction afterward. Premature initiation of explosive-filled projectiles in response to set-back forces during gunfiring cause by casting defects. Finally the study can help improving the process of the TNT casting. The operators can control the curing of TNT inside the case by rising up the heating rod at the proper time. Consequently this can reduce tremendous time of rework if the air gaps occur and increase strength to lower elastic modulus. Therefore, it can be clearly concluded that the use of Infrared Cameras in this process is another method to improve the casting procedure.

Abstract:
A new analytical method to predict the torsional capacity and behavior of R.C multi-cell box girders strengthened with carbon fiber reinforced polymer (CFRP) sheets is presented. Modification was done on the Softened Truss Model (STM) in the proposed method; the concrete torsional problem is solved by combining the equilibrium conditions, compatibility conditions and constitutive laws of materials by taking into account the confinement of concrete with CFRP sheets. A specific algorithm is developed to predict the torsional behavior of reinforced concrete multi-cell box girders with or without strengthening by CFRP sheets. Abstract:
Spatial-explicit and up-to-date land use/land cover information is fundamental for spatial planning, land management, sustainable development, and sound decision-making. In the last decade, many satellite-derived land cover products at different spatial, spectral, and temporal resolutions have been developed, such as the European Copernicus Land Cover product. However, more efficient and detailed information for land use/land cover is required at the regional or local scale. A typical Mediterranean basin with a complex landscape comprised of various forest types, crops, artificial surfaces, and wetlands was selected to test and develop our approach. In this study, we investigate the improvement of Copernicus Land Cover product (CLC2018) using Landsat 8 and Sentinel-2 pixel-based classification based on all available existing geospatial data (Forest Maps, LPIS, Natura2000 habitats, cadastral parcels, etc.). We examined and compared the performance of the Random Forest classifier for land use/land cover mapping. In total, 10 land use/land cover categories were recognized in Landsat 8 and 11 in Sentinel-2A. A comparison of the overall classification accuracies for 2018 shows that Landsat 8 classification accuracy was slightly higher than Sentinel-2A (82,99% vs. 80,30%). We concluded that the main land use/land cover types of CLC2018, even within a heterogeneous area, can be successfully mapped and updated according to CLC nomenclature. Future research should be oriented toward integrating spatiotemporal information from seasonal bands and spectral indexes in the classification process.

Abstract:
The number of features required to represent an image can be very huge. Using all available features to recognize objects can suffer from curse dimensionality. Feature selection and extraction is the pre-processing step of image mining. Main issues in analyzing images is the effective identification of features and another one is extracting them. The mining problem that has been focused is the grouping of features for different shapes. Experiments have been conducted by using shape outline as the features. Shape outline readings are put through normalization and dimensionality reduction process using an eigenvector based method to produce a new set of readings. After this pre-processing step data will be grouped through their shapes. Through statistical analysis, these readings together with peak measures a robust classification and recognition process is achieved. Tests showed that the suggested methods are able to automatically recognize objects through their shapes. Finally, experiments also demonstrate the system invariance to rotation, translation, scale, reflection and to a small degree of distortion.Keywords: Image mining, feature selection, shape recognition, peak measures.

Abstract:
This paper describes a segmentation algorithm based on the cooperation of an optical flow estimation method with edge detection and region growing procedures. The proposed method has been developed as a pre-processing stage to be used in methodologies and tools for video/image indexing and retrieval by content. The addressed problem consists in extracting whole objects from background for producing images of single complete objects from videos or photos. The extracted images are used for calculating the object visual features necessary for both indexing and retrieval processes. The first task of the algorithm exploits the cues from motion analysis for moving area detection. Objects and background are then refined using respectively edge detection and region growing procedures. These tasks are iteratively performed until objects and background are completely resolved. The developed method has been applied to a variety of indoor and outdoor scenes where objects of different type and shape are represented on variously textured background.Keywords: Motion Detection, Object Extraction, Optical Flow, Segmentation.

Abstract:
In this paper we propose a segmentation system for unconstrained Arabic online handwriting. An essential problem addressed by analytical-based word recognition system. The system is composed of two-stages the first is a newly special designed hidden Markov model (HMM) and the second is a rules based stage. In our system, handwritten words are broken up into characters by simultaneous segmentation-recognition using HMMs of unique design trained using online features most of which are novel. The HMM output characters boundaries represent the proposed segmentation points (PSP) which are then validated by rules-based post stage without any contextual information help to solve different segmentation errors. The HMM has been designed and tested using a self collected dataset (OHASD) [1]. Most errors cases are cured and remarkable segmentation enhancement is achieved. Very promising word and character segmentation rates are obtained regarding the unconstrained Arabic handwriting difficulty and not using context help.

Like mostly Filipinos, Mangyans have to face various ecological conundrums and sicknesses in order to survive. In these challenging times, it is the fear of life that grasps so alarmingly that even indigenous communities are not excused. Given this reality, this paper deals with the local cultural knowledge and customs of Mangyans, the indigenous people in the island of Mindoro, Philippines, that let them face calamities and crises with great resolve. For the Mangyans, their collective wisdom and tradition of resilience make them survive the stiffest challenges that come in their lives. The Mangyans believe in the existence of one Supreme Being, Ambuwaw, who created them and the world and who is continually sustaining their existence. The presence of the divine is experienced in terms of his omnipotence, pervading their everyday life, and manifesting himself in physically observable phenomena such as deliverance from calamities or sicknesses, blessing of the harvest, and other forms. They believe that there are bad spirits roaming the land called Bukaw in the spirit-world. Ecological catastrophes are regarded as being caused by these bad spirits. To drive away these, Mangyans perform a ritual called Tawtaw. Knowing how Mangyans steadfastly confront challenges in life and how they prosper despite having meager means and being significantly less equipped for and dependent on contemporary technologies is enlightening. Their worldview (pananaw) which shapes and informs their customs and traditions (kaugalian) is what they refer to as their indigenous survival wisdom and it is actualized through unique communal behaviors (kinagawian).

In recent years, new techniques for solving complex problems in engineering are proposed. One of these techniques is JPSO algorithm. With innovative changes in the nature of the jump algorithm JPSO, it is possible to construct a graph-based solution with a new algorithm called G-JPSO. In this paper, a new algorithm to solve the optimal control problem Fletcher-Powell and optimal control of pumps in water distribution network was evaluated. Optimal control of pumps comprise of optimum timetable operation (status on and off) for each of the pumps at the desired time interval. Maximum number of status on and off for each pumps imposed to the objective function as another constraint. To determine the optimal operation of pumps, a model-based optimization-simulation algorithm was developed based on G-JPSO and JPSO algorithms. The proposed algorithm results were compared well with the ant colony algorithm, genetic and JPSO results. This shows the robustness of proposed algorithm in finding near optimum solutions with reasonable computational cost.Keywords: G-JPSO, operation, optimization, pumping station, water distribution networks.

Stock investment decisions are often made based on current events of the global economy and the analysis of historical data. Conversely, visual representation could assist investors’ gain deeper understanding and better insight on stock market trends more efficiently. The trend analysis is based on long-term data collection. The study adopts a hybrid method that combines the Clustering algorithm and Force-directed algorithm to overcome the scalability problem when visualizing large data. This method exemplifies the potential relationships between each stock, as well as determining the degree of strength and connectivity, which will provide investors another understanding of the stock relationship for reference. Information derived from visualization will also help them make an informed decision. A real time distributed computing has heterogeneously networked computers to solve a single problem. So coordination of activities among computers is a complex task and deadlines make more complex. The performances depend on many factors such as traffic workloads, database system architecture, underlying processors, disks speeds, etc. Simulation study have been performed to analyze the performance under different transaction scheduling: different workloads, arrival rate, priority policies, altering slack factors and Preemptive Policy. The performance metric of the experiments is missed percent that is the percentage of transaction that the system is unable to complete. The throughput of the system is depends on the arrival rate of transaction. The performance can be enhanced with altering the slack factor value. Working on slack value for the transaction can helps to avoid some of transactions from killing or aborts. Nowadays, due to the growing problems of energy supply and the drastic reduction of natural non-renewable resources, the development of new applications in the energy sector and steps towards greater efficiency in energy consumption are required. Since buildings account for a large share of energy consumption, increasing the structural density of buildings causes an increase in energy consumption. This increase in energy consumption means that energy efficiency approaches to building design and the integration of new systems using emerging technologies become necessary in order to curb this consumption. As new systems for productive usage of generated energy are developed, buildings that require less energy to operate, with rational use of resources, need to be developed. One solution for reducing the energy requirements of buildings is through landscape planning, design and application. Requirements such as heating, cooling and lighting can be met with lower energy consumption through planting design, which can help to achieve more efficient and rational use of resources. Within this context, rather than a planting design which considers only the ecological and aesthetic features of plants, these considerations should also extend to spatial organization whereby the relationship between the site and open spaces in the context of climatic elements and planting designs are taken into account. In this way, the planting design can serve an additional purpose. Recently, advanced geotechnical engineering problems related to soil movement, particle loss, and modeling of local failure (i.e. discontinua) as well as modeling the in-contact structures (i.e. continua) are of the great interest among researchers. The aim of this research is to meet the requirements with respect to the modeling of the above-mentioned two different domains simultaneously. To this end, a coupled numerical method is introduced based on Discrete Element Method (DEM) and eXtended-Finite Element Method (X-FEM). In the coupled procedure, DEM is employed to capture the interactions and relative movements of soil particles as discontinua, while X-FEM is utilized to model in-contact structures as continua, which may consist of different types of discontinuities. For verification purposes, the new coupled approach is utilized to examine benchmark problems including different contacts between/within continua and discontinua. Results are validated by comparison with those of existing analytical and numerical solutions. This study proves that extended-finite-discrete element method can be used to robustly analyze not only contact problems, but also other types of discontinuities in continua such as (i) crack formations and propagations, (ii) voids and bimaterial interfaces, and (iii) combination of previous cases. In essence, the proposed method can be used vastly in advanced soil-structure interaction problems to investigate the micro and macro behaviour of the surrounding soil and the response of the embedded structure that contains discontinuities.Keywords: Contact problems, discrete element method, extended-finite element method, soil-structure interaction.

Abstract:
Combustion, emission and performance characterization of a single cylinder diesel engine using methanol diesel blends was carried out. The blends were 5% (v/v) methanol in diesel (MD05) and 10% (v/v) methanol in diesel (MD10). The problem of solubility of methanol and diesel was addressed by an agitator placed inside the fuel tank to prevent phase separation. The results indicated that total combustion duration was reduced by15.8% for MD05 and 31.27% for MD10compared to the baseline data. Ignition delay was increased with increasing methanol volume fraction in the test fuel. Total cyclic heat release was reduced by 1.5% for MD05 and 6.7% for MD10 as compared to diesel baseline. Emissions of carbon monoxide, hydrocarbons along with smoke were reduced and that of nitrogen oxides were increased with rising methanol contents in the test fuel. Full load brake thermal efficiency was marginally reduced with increased methanol composition in the blend.Keywords: Combustion, diesel engine, emission, methanol, performance.

Abstract:
The problem of nonlinear oscillations of a two-layer liquid completely filling a limited volume is considered. Using two basic asymmetric harmonics excited in two mutually perpendicular planes, ordinary differential equations of nonlinear oscillations of the interface of a two-layer liquid are investigated. In this paper, hydrodynamic coefficients of linear and nonlinear problems in integral relations were determined. As a result, the instability regions of forced oscillations of a two-layered liquid in a cylindrical tank occurring in the plane of action of the disturbing force are constructed, as well as the dynamic instability regions of the parametric resonance for different ratios of densities of the upper and lower liquids depending on the amplitudes of liquids from the excitations frequencies. Steady-state regimes of fluid motion were found in the regions of dynamic instability of the initial oscillation form. The Bubnov-Galerkin method is used to construct instability regions for approximate solution of nonlinear differential equations.

Abstract:
Software development for complex systems requires efficient and automatic tools that can be used to verify the satisfiability of some critical properties such as security ones. With the emergence of Aspect-Oriented Programming (AOP), considerable work has been done in order to better modularize the separation of concerns in the software design and implementation. The goal is to prevent the cross-cutting concerns to be scattered across the multiple modules of the program and tangled with other modules. One of the key challenges in the aspect-oriented programs is to be sure that all the pieces put together at the weaving time ensure the satisfiability of the overall system requirements. Our paper focuses on this problem and proposes a formal property verification approach for a given property from the woven program. The approach is based on the control flow graph (CFG) of the woven program, and the use of a satisfiability modulo theories (SMT) solver to check whether each property (represented par one aspect) is satisfied or not once the weaving is done.Keywords: Aspect-oriented programming, control flow graph, satisfiability modulo theories, property verification.

Abstract:
The convergence rate of the least-mean-square (LMS) algorithm deteriorates if the input signal to the filter is correlated. In a system identification problem, this convergence rate can be improved if the signal is white and/or if the system is sparse. We recently proposed a sparse transform domain LMS-type algorithm that uses a variable step-size for a sparse system identification. The proposed algorithm provided high performance even if the input signal is highly correlated. In this work, we investigate the performance of the proposed TD-LMS algorithm for a large number of filter tap which is also a critical issue for standard LMS algorithm. Additionally, the optimum value of the most important parameter is calculated for all experiments. Moreover, the convergence analysis of the proposed algorithm is provided. The performance of the proposed algorithm has been compared to different algorithms in a sparse system identification setting of different sparsity levels and different number of filter taps. Simulations have shown that the proposed algorithm has prominent performance compared to the other algorithms.Keywords: Adaptive filtering, sparse system identification, VSSLMS algorithm, TD-LMS algorithm.

Abstract:
A two-dimensional thin-walled capsule of a flexible semi-permeable membrane is adhered onto a rigid planar substrate under adhesive forces (derived from a potential function) in the presence of osmosis across the membrane. The capsule is immersed in a hypotonic and diluted binary solution of a non-electrolyte solute. The Stokes flow problem is solved by the immersed interface method (IIM) with equal viscosities for the enclosed and surrounding fluid of the capsule. The numerical results obtained are verified against two simplified theoretical solutions and the agreements are good. The osmotic inflation of the adhered capsule is studied as a function of the solute concentration field, hydraulic conductivity, and the initial capsule shape. Our findings indicate that the contact length shrinks in dimension as capsule inflates in the hypotonic medium, and the equilibrium contact length does not depend on the hydraulic conductivity of the membrane and the initial shape of the capsule.Keywords: Capsule-substrate adhesion, Fluid mechanics, Immersed interface method, Osmosis, Mass transfer.

Abstract:
The paper presents the results of a detailed assessment of several modern Reynolds Averaged Navier-Stokes (RANS) turbulence models for prediction of C3X vane film cooling at various injection regimes. Three models are considered, namely the Shear Stress Transport (SST) model, the modification of the SST model accounting for the streamlines curvature (SST-CC), and the Explicit Algebraic Reynolds Stress Model (EARSM). It is shown that all the considered models face with a problem in prediction of the adiabatic effectiveness in the vicinity of the cooling holes; however, accounting for the Reynolds stress anisotropy within the EARSM model noticeably increases the solution accuracy. On the other hand, further downstream all the models provide a reasonable agreement with the experimental data for the adiabatic effectiveness and among the considered models the most accurate results are obtained with the use EARMS.

Due to the resultant leachate from waste decomposition in landfills has polluter potential hundred times greater than domestic sewage, this is considered a problem related to the depreciation of environment requiring pre-disposal treatment.In seeking to improve this situation, this project proposes the treatment of landfill leachate using natural fibers intercropped with advanced oxidation processes. The selected natural fibers were palm, coconut and banana fiber.These materials give sustainability to the project because, besides having adsorbent capacity, are often part of waste discarded. The study was conducted in laboratory scale.In trials, the effluents were characterized as Chemical Oxygen Demand (COD), Turbidity and Color. The results indicate that is technically promising since that there were extremely oxidative conditions, the use of certain natural fibers in the reduction of pollutants in leachate have been obtained results of COD removals between 67.9% and 90.9%, Turbidity between 88.0% and 99.7% and Color between 67.4% and 90.4%.The expectation generated is to continue evaluating the association of efficiency of other natural fibers with other landfill leachate treatment processes.Keywords: Landfill leachate, chemical treatment, natural Fibers, advanced oxidation processes.

This paper deals with the problem of two-dimensional (2-D) recursive doubly complementary (DC) digital filter design. We present a structure of 2-D recursive DC filters by using 2-D symmetric half-plane (SHP) recursive digital all-pass lattice filters (DALFs). The novelty of using 2-D SHP recursive DALFs to construct a 2-D recursive DC digital lattice filter is that the resulting 2-D SHP recursive DC digital lattice filter provides better performance than the existing 2-D SHP recursive DC digital filter. Moreover, the proposed structure possesses a favorable 2-D DC half-band (DC-HB) property that allows about half of the 2-D SHP recursive DALF’s coefficients to be zero. This leads to considerable savings in computational burden for implementation. To ensure the stability of a designed 2-D SHP recursive DC digital lattice filter, some necessary constraints on the phase of the 2-D SHP recursive DALF during the design process are presented. Design of a 2-D diamond-shape decimation/interpolation filter is presented for illustration and comparison.

Abstract:
This paper proposes a new technique based on nonlinear Minmax Detector Based (MDB) filter for image restoration. The aim of image enhancement is to reconstruct the true image from the corrupted image. The process of image acquisition frequently leads to degradation and the quality of the digitized image becomes inferior to the original image. Image degradation can be due to the addition of different types of noise in the original image. Image noise can be modeled of many types and impulse noise is one of them. Impulse noise generates pixels with gray value not consistent with their local neighborhood. It appears as a sprinkle of both light and dark or only light spots in the image. Filtering is a technique for enhancing the image. Linear filter is the filtering in which the value of an output pixel is a linear combination of neighborhood values, which can produce blur in the image. Thus a variety of smoothing techniques have been developed that are non linear. Median filter is the one of the most popular non-linear filter. When considering a small neighborhood it is highly efficient but for large window and in case of high noise it gives rise to more blurring to image. The Centre Weighted Mean (CWM) filter has got a better average performance over the median filter. However the original pixel corrupted and noise reduction is substantial under high noise condition. Hence this technique has also blurring affect on the image. To illustrate the superiority of the proposed approach, the proposed new scheme has been simulated along with the standard ones and various restored performance measures have been compared.

Indonesian higher education has experienced significant changes over the last decade. In 1999, the government published an overall strategy for decentralisation and enhancement of local autonomy in many sectors, including (higher) education. Indonesian higher education reforms have forced universities to restructure their internal university governance to become more entrepreneurial. These new types of internal university governance are likely to affect the institutions’ leadership and management. This paper discusses the approach and findings of a study on the managerial leadership styles of deans in Indonesian universities. The study aims to get a better understanding of styles exhibited by deans manifested in their behaviours. Using the theories of reasoned action and planned behaviour, in combination with the competing values framework, a large-scale survey was conducted to gather information on the deans’ behaviours, attitudes, subjective norms, and perceived behavioural control. Based on the responses of a sample of 218 deans, the study identifies a number of leadership styles: the Master, the Competitive Consultant, the Consensual Goal-Setter, the Focused Team Captain, and the Informed Trust-Builder style. The study demonstrates that attitudes are the primary determinant of the styles that were found. Perceived behavioural control is a factor that explains some managerial leadership styles. By understanding the attitudes of deans in Indonesian universities, and their leadership styles, universities can strengthen their management and governance, and thus improve their effectiveness.Keywords: Deans, Indonesian higher education, leadership and management, style.
