29553 The Role of the State Budget: An Evaluation of Public Expenditures and Taxes in Turkey
Authors: Erdal Eroğlu, Özhan Çetinkaya
Abstract:
The purpose of this paper is to show how state plays a regulatory role in the relations of distribution by analyzing tax and expenditure in Turkey. This paper has two main arguments. First, state intervenes in economic and social life via budget policies and steers the relations of distribution within the scope of the reproduction of the capital accumulation and legitimacy. Secondly, a great amount of public expenditure benefits capital owners while state gains its tax income mainly from low and middle income groups. Keywords: Distribution, public expenditure, state budget, taxes.

Abstract:
Retrieval image by shape similarity, given a template shape is particularly challenging, owning to the difficulty to derive a similarity measurement that closely conforms to the common perception of similarity by humans. In this paper, a new method for the representation and comparison of shapes is present which is based on the shape matrix and snake model. It is scaling, rotation, translation invariant. And it can retrieve the shape images with some missing or occluded parts. In the method, the deformation spent by the template to match the shape images and the matching degree is used to evaluate the similarity between them. Keywords: shape representation, shape matching, shape matrix, deformation

Abstract:
Scale Invariant Feature Transform (SIFT) has been widely applied, but extracting SIFT feature is complicated and time-consuming. In this paper, to meet the demand of the real-time applications, SIFT is parallelized and optimized on cluster system, which is named pSIFT. Redundancy storage and communication are used for boundary data to improve the performance, and before representation of feature descriptor, data reallocation is adopted to keep load balance in pSIFT. Experimental results show that pSIFT achieves good speedup and scalability. Keywords: cluster, image matching, parallelization and optimization, SIFT.

Authors: Reginald D. Smith
Abstract:
The dynamics of User Datagram Protocol (UDP) traffic over Ethernet between two computers are analyzed using nonlinear dynamics which shows that there are two clear regimes in the data flow: free flow and saturated. The two most important variables affecting this are the packet size and packet flow rate. However, this transition is due to a transcritical bifurcation rather than phase transition in models such as in vehicle traffic or theorized large-scale computer network congestion. It is hoped this model will help lay the groundwork for further research on the dynamics of networks, especially computer networks. Keywords: congestion, packet flow, Internet, traffic dynamics, transcritical bifurcation

Authors: Amar Partap Singh Pharwaha, Shweta Rani
Abstract:
To develop a reliable and cost effective communication platform for the telemedicine applications, novel antenna design has been presented using bacterial foraging optimization (BFO) technique. The proposed antenna geometry is achieved by etching a modified Koch curve fractal shape at the edges and a square shape slot at the center of the radiating element of a patch antenna. It has been found that the new antenna has achieved 43.79% size reduction and better resonating characteristic than the original patch. Representative results for both simulations and numerical validations are reported in order to assess the effectiveness of the developed methodology.

The aim of this study was to determine noise level of six different types of machines in printing companies in Novi Sad. The A-weighted levels on Leq, Lmax and Lmin Sound Pressure Level (SPL) in dBA were measured. It was found that the folders, offset printing presses and binding machines are the predominant noise sources. The knowledge in ontologies changes very rapidly that make the applications outdated if they continue to use old versions or unstable if they jump to new versions. Temporal frames using frame versioning and slot versioning are used to take care of dynamic nature of the ontologies. Abstract:
This paper deals with the current space-vector decomposition in three-phase, three-wire systems on the basis of some case studies. We propose four components of the current spacevector in terms of DC and AC components of the instantaneous active and reactive powers. The term of supplementary useless current vector is also pointed out. The analysis shows that the current decomposition which respects the definition of the instantaneous apparent power vector is useful for compensation reasons only if the supply voltages are sinusoidal. A modified definition of the components of the current is proposed for the operation under nonsinusoidal voltage conditions. Keywords: Active current, Active filtering, p–q theory, Reactive current.
