29762 Decision-Making Criteria of PPP Projects: Stakeholder Theoretic Perspective

Abstract:

Any decision-making is based on certain theory. Taking the public rental housing in Chongqing municipality as an example, this essay states that the stakeholder theory can provide innovative criteria and evaluation methods for Public Private Partnership (PPP) projects. It gives an analysis of how to choose decision-making criteria for different stakeholders in the PPP model and what measures to take to meet the criteria to form “symbiotic" decision-making mode through contracts and to boost the application of PPP model in large-scale public programs in China.

29761 Durability Properties of Foamed Concrete with Fiber Inclusion

Abstract:

An experimental study was conducted on foamed concrete with synthetic and natural fibres consisting of AR-glas, polypropylene, steel, kenaf and oil palm fibre. The foamed concrete mixtures produced had a target density of 1000kg/m3 and a mix ratio of (1:1.5:0.45). The fibres were used as additives. The inclusion of fibre was maintained at a volumetric fraction of 0.25 and 0.4%. The water absorption, thermal and shrinkage were determined to study the effect of the fibre on the durability properties of foamed concrete. The results showed that AR-glass fibre has the lowest percentage value of drying shrinkage compared to others.

29760 Case Study: Linking Career Education to University Education in Japan

Abstract:

Japanese society is experiencing an aging population and declining birth rate along with the popularization of higher education, spread of economic globalization, rapid progress in technical innovation, changes in employment conditions, and emergence of a knowledge-based society. Against this background, interest in career education at Japanese universities has increased in recent years. This paper describes how the government has implemented career education policies in Japan, and introduces the cases of two universities that have successfully linked career education to university education in Japan.

29759 Instability of Electron Plasma Waves in an Electron-Hole Bounded Quantum Dusty Plasma

Abstract:

Using quantum hydrodynamical (QHD) model the linear dispersion relation for the electron plasma waves propagating in a cylindrical waveguide filled with a dense plasma containing streaming electron, hole and stationary charged dust particles has been derived. It is shown that the effect of finite boundary and stream velocity of electrons and holes make some of the possible modes of propagation linearly unstable. The growth rate of this instability is shown to depend significantly on different plasma parameters.

The vibration solutions when the various external forces are taken into account are obtained and compared with the solutions without external force. In addition, we also investigate how the external forces and their powers and coefficients affect the amplitude of vibration.

29757 Applications of Entropy Measures in Field of Queuing Theory

Abstract:

In the present communication, we have studied different variations in the entropy measures in the different states of queueing processes. In case of steady state queuing process, it has been shown that as the arrival rate increases, the uncertainty increases whereas in the case of non-steady birth-death process, it is shown that the uncertainty varies differently. In this pattern, it first increases and attains its maximum value and then with the passage of time, it decreases and attains its minimum value.

This paper present lease agreement regulations in selected European countries. The lease agreement has a long history and now is one of the main ways to manage agricultural lands in Europe. The analysis of individual regulations, which has been done, indicates that this agreement is very important to build social relations in agriculture and society. This article provides an analysis of the legal regulations concerning the lease in France, Spain, Switzerland, Ukraine and Italy. Article is example of study of the legal regulations and can be used for legal changes in individual countries.

Co-channel interference is one of the major problems in wireless systems. The effects of co-channel interference in a Nakagami fading channel on the ABER (Average Bit Error Rate) with static nodes are well analyzed. In this paper, we derive the ABER with the presence of mobile nodes. ABER is also derived for mobile systems in the presence of co-channel interference.

Web intelligence, if made personal, can fuel the process of building communications around the interests and preferences of each individual customer or prospect, by providing specific behavioral insights about each individual. To become fully efficient, Web intelligence must reach a stage of a high-level maturity, passing throughout a process that involves five steps: (1) Web site analysis; (2) Web site and advertising optimization; (3) Segment targeting; (4) Interactive marketing (online only); and (5) Interactive marketing (online and offline). Discussing these steps in detail, the paper uncovers the real gold mine that is personal-level Web intelligence.

29753 Classification of Radio Communication Signals using Fuzzy Logic

Abstract:

Characterization of radio communication signals aims at automatic recognition of different characteristics of radio signals in order to detect their modulation type, the central frequency, and the level. Our purpose is to apply techniques used in image processing in order to extract pertinent characteristics. To the single analysis, we add several rules for checking the consistency of hypotheses using fuzzy logic. This allows taking into account ambiguity and uncertainty that may remain after the extraction of individual characteristics. The aim is to improve the process of radio communications characterization.

29752 A 1.2-ns16×16-Bit Binary Multiplier Using High Speed Compressors

Abstract:

For higher order multiplications, a huge number of adders or compressors are to be used to perform the partial product addition. We have reduced the number of adders by introducing special kind of adders that are capable to add five/six/seven bits per decade. These adders are called compressors. Binary counter property has been merged with the compressor property to develop high order compressors. Uses of these compressors permit the reduction of the vertical critical paths. A 16×16 bit multiplier has been developed using these compressors. These compressors make the multipliers faster as compared to the conventional design that have been used 4-2 compressors and 3-2 compressors.

29750 Open Source Algorithms for 3D Geo-Representation of Subsurface Formations Properties in the Oil and Gas Industry

Abstract:

This paper presents the result of the implementation of a series of algorithms intended to be used for representing in most of the 3D geographic software, even Google Earth, the subsurface formations properties combining 2D charts or 3D plots over a 3D background, allowing everyone to use them, no matter the economic size of the company for which they work. Besides the existence of complex and expensive specialized software for modeling subsurface formations based on the same information provided to this one, the use of this open source development shows a higher and easier usability and good results, limiting the rendered properties and polygons to a basic set of charts and tubes.

The intention of this paper is, to help the user of evolutionary algorithms to adapt them easier to their problem at hand. For a lot of problems in the technical field it is not necessary to reach an optimum solution, but to reach a good solution in time. In many cases the solution is undetermined or there doesn-t exist a method to determine the solution. For these cases an evolutionary algorithm can be useful. This paper intents to give the user rules of thumb with which it is easier to decide if the problem is suitable for an evolutionary algorithm and how to design them.

29748 On Maneuvering Target Tracking with Online Observed Colored Glint Noise Parameter Estimation

Abstract:

In this paper a comprehensive algorithm is presented to alleviate the undesired simultaneous effects of target maneuvering, observed glint noise distribution, and colored noise spectrum using online colored glint noise parameter estimation. The simulation results illustrate a significant reduction in the root mean square error (RMSE) produced by the proposed algorithm compared to the algorithms that do not compensate all the above effects simultaneously.

Abstract:

This paper presents an idea to improve the efficiency of security checks in airports through the active tracking and monitoring of passengers and staff using OFDM modulation technique and Finger print authentication. The details of the passenger are multiplexed using OFDM .To authenticate the passenger, the fingerprint along with important identification information is collected. The details of the passenger can be transmitted after necessary modulation, and received using various transceivers placed within the premises of the airport, and checked at the appropriate check points, thereby increasing the efficiency of checking. OFDM has been employed for spectral efficiency.

Abstract:

The effect of reliability on life-cycle cost, including initial and maintenance cost of a system is studied. The failure probability of a component is used to calculate the average maintenance cost during the operation cycle of the component. The standard deviation of the life-cycle cost is also calculated as an error measure for the average life-cycle cost. As a numerical example, the model is used to study the average life-cycle cost of an electric motor.

The majority of Special Educational Needs checklists are intended for preliminary screening in the special education disability process. The aim of the present paper is to present their potential usefulness as in-class observation tools for teachers working with students who have already been diagnosed with a disorder. A checklist may complement and organize information about a given child, which is indispensable to improve his or her condition. The case of a Polish boy with autism will serve as an example. Last but not least, alternative uses of checklists are suggested in the article.

29743 A Study on Stochastic Integral Associated with Catastrophes

Abstract:

We analyze stochastic integrals associated with a mutation process. To be specific, we describe the cell population process and derive the differential equations for the joint generating functions for the number of mutants and their integrals in generating functions and their applications. We obtain first-order moments of the processes of the two-way mutation process in first-order moment structure of X (t) and Y (t) and the second-order moments of a one-way mutation process. In this paper, we obtain the limiting behaviour of the integrals in limiting distributions of X (t) and Y (t).

The performance of a type of fuzzy sliding mode control is researched by considering the nonlinear characteristic of a missile-target interception problem to obtain a robust interception process. The variable boundary layer by using fuzzy logic is proposed to reduce the chattering around the switching surface then is applied to the interception model which was derived. The performances of the sliding mode control with constant and fuzzy boundary layer are compared at the end of the study and the results are evaluated.

29741 Quadrature Formula for Sampled Functions

Abstract:

This paper deals with efficient quadrature formulas involving functions that are observed only at fixed sampling points. The approach that we develop is derived from efficient continuous quadrature formulas, such as Gauss-Legendre or Clenshaw-Curtis quadrature. We select nodes at sampling positions that are as close as possible to those of the associated classical quadrature and we update quadrature weights accordingly. We supply the theoretical quadrature error formula for this new approach. We show on examples the potential gain of this approach.

29740 Key Exchange Protocol over Insecure Channel

Abstract:

Key management represents a major and the most sensitive part of cryptographic systems. It includes key generation, key distribution, key storage, and key deletion. It is also considered the hardest part of cryptography. Designing secure cryptographic algorithms is hard, and keeping the keys secret is much harder. Cryptanalysts usually attack both symmetric and public key cryptosystems through their key management. We introduce a protocol to exchange cipher keys over insecure communication channel. This protocol is based on public key cryptosystem, especially elliptic curve cryptosystem. Meanwhile, it tests the cipher keys and selects only the good keys and rejects the weak one.

Adapting wireless devices to communicate within grid networks empowers us by providing range of possibilities.. These devices create a mechanism for consumers and publishers to create modern networks with or without peer device utilization. Emerging mobile networks creates new challenges in the areas of reliability, security, and adaptability. In this paper, we propose a system encompassing mobility management using AAA context transfer for mobile grid networks. This system ultimately results in seamless task processing and reduced packet loss, communication delays, bandwidth, and errors.

An unrecorded experiment of use of the smartphone as a tool for practical classes of histology is presented in this paper. Behavior and learning of students of science courses at the University were analyzed and compared as well as the mode of teaching of this discipline and the appreciation of the students, using either digital photographs taken by phone or drawings for record microscopic observations, analyze and interpret histological sections of human or animal tissues.

We first propose definition of complex fuzzy strongly continuous semigroups. We then give existence and uniqueness result relevant to the complex fuzzy evolution equation.
