4074 Italian Central Guarantee Fund: An Analysis of the Guaranteed SMEs’ Default Risk

Abstract:
Italian Central Guarantee Fund (CGF) has the purpose to facilitate Small and Medium-sized Enterprises (SMEs)’ access to credit. The aim of the paper is to study the evaluation method adopted by the CGF with regard to SMEs requiring its intervention. This is even more important in the light of the recent CGF reform. We analyse an initial sample of more than 500.000 guarantees from 2012 to 2018. We distinguish between a counter-guarantee delivered to a mutual guarantee institution and a guarantee directly delivered to a bank. We investigate the impact of variables related to the operations and the SMEs on Altman Z’’-score and the score consistent with CGF methodology. We verify that the type of intervention affects the scores and the initial condition changes with the new assessment criterions.

Abstract:
In this study tree types of multilayer gas barrier plastic packaging films were compared using life cycle assessment as a tool for resource efficient and environmentally low-impact materials selection. The first type of multilayer packaging film (PET-AlOx/LDPE) consists of polyethylene terephthalate with barrier layer AlOx (PET-AlOx) and low density polyethylene (LDPE). The second type of polymer film (PET/PE-EVOH-PE) is made of polyethylene terephthalate (PET) and co-extrusion film PE-EVOH-PE as barrier layer. And the third one type of multilayer packaging film (PET-PVOH/LDPE) is formed from polyethylene terephthalate with barrier layer PVOH (PET-PVOH) and low density polyethylene (LDPE).
All of analyzed packaging has significant impact to resource depletion, because of raw materials extraction and energy use and production of different kind of plastics. Nevertheless the impact generated during life cycle of functional unit of II type of packaging (PET/PE-EVOH-PE) was about 25% lower than impact generated by I type (PET-AlOx/LDPE) and III type (PET-PVOH/LDPE) of packaging.
Result revealed that the contribution of different gas barrier type to the overall environmental problem of packaging is not significant. The impact are mostly generated by using energy and materials during raw material extraction and production of different plastic materials as plastic polymers material as PE, LDPE and PET, but not gas barrier materials as AlOx, PVOH and EVOH.
The LCA results could be useful in different decision-making processes, for selecting resource efficient and environmentally low-impact materials.

Abstract:
Computer languages are usually lumped together into broad -paradigms-, leaving us in want of a finer classification of kinds of language. Theories distinguishing between -genuine differences- in language has been called for, and we propose that such differences can be observed through a notion of expressive mode. We outline this concept, propose how it could be operationalized and indicate a possible context for the development of a corresponding theory. Finally we consider a possible application in connection with evaluation of language revision. The research on the effectiveness of environmental assessment (EA) is a milestone effort to evaluate the state of the field, including many contributors related with a lot of countries since more than two decades. In the 1960s, there was a surge of interest between modern industrialized countries over unexpected opposite effects of technical invention. The interest led to choice of approaches for assessing and prediction the impressions of technology and advancement for social and economic, state health and safety, solidity and the circumstances. These are consisting of risk assessment, technology assessment, environmental impact assessment and costbenefit analysis. In this research contribution, the authors have described the research status for environmental assessment in cumulative environmental system. This article discusses the methods for cumulative effect assessment (CEA).

Abstract:
The need to use high volumes of data and the high competition are only two reasons which make necessary the use of information technologies. The objective of our research is to establish the impact of information technologies on the accounting department of the Romanian companies. In order to achieve it, starting from the literature review we made an empirical research based on a questionnaire. We investigated the types of technologies used, the reasons which led to the implementation of certain technologies, the benefits brought by the use of the information technologies, the difficulties brought by the implementation and the future effects of the applications. The conclusions show that there is an evolution in the degree of implementation of the information technologies in the Romanian companies, compared with the results of other studies conducted a few years before.Keywords: Information technologies, impact, company, Romania, empirical study.

Abstract:
During the process of the industrialization of steel structure housing, a composite structural system with separated gravity and lateral resistant systems has been applied in engineering practices, which consists of composite frame with hinged beam-column joints, steel brace and RC shear wall. As an attempt in steel structural system area, seismic performance evaluation of the separated composite structure is important for further application in steel housing. This paper focuses on the seismic performance comparison of the separated composite structural system and traditional steel frame-shear wall system under the same inter-story drift ratio (IDR) provision limit. The same architectural layout of a high-rise building is designed as two different structural systems at the same IDR level, and finite element analysis using pushover method is carried out. Static pushover analysis implies that the separated structural system exhibits different lateral deformation mode and failure mechanism with traditional steel frame-shear wall system. Different indexes are adopted and discussed in seismic performance evaluation, including IDR, safe factor (SF), shear wall damage, etc. The performance under maximum considered earthquake (MCE) demand spectrum shows that the shear wall damage of two structural systems are similar; the separated composite structural system exhibits less plastic hinges; and the SF index value of the separated composite structural system is higher than the steel frame shear wall structural system.

Abstract:
The aim of the study is evaluation of absorbed doses for thyroids by using neck phantoms. For this purpose, it was arranged the irradiation set with different phantoms. Three different materials were used for phantom materials as, water, parafine and wood. The phantoms were three different dimensions for simulation of different ages and human race for each material. Co-60 gammao source was used for irradiation and the experimental procedure applied rigorously with narrow beam geometry. As the results of the experiments the relative radiation doses are evaluated for therapic applications for thyroids and backscattering factors were calculated and shown that water, parafine and wood can appropriate for phantom material with the converge values of backscattering factors.

The paper deals with acoustic-spectrographic voice identification method in terms of its performance in non-native language speech. Performance evaluation is conducted by comparing the result of the analysis of recordings containing native language speech with recordings that contain foreign language speech. Our research is based on Tajik and Russian speech of Tajik native speakers due to the character of the criminal situation with drug trafficking. Abstract:
Multiple criteria decision making analysis (MCDMA) methods are applied to many real - life problems in different fields of engineering science and technology. The "preference analysis for reference ideal solution (PARIS)" method is proposed for an efficient MCDMA evaluation of decision problems. The multiple criteria aircraft evaluation approach is based on the integrated the mean weight, entropy weight, PARIS, and TOPSIS method, which eliminates the subjective importance weight assignment process. The evaluation criteria were identified from an extensive literature review of aircraft selection process. The aim of this study is to propose an efficient methodology for handling the aircraft selection process in which the proposed method solves effectively the MCDMA problem. A numerical example is presented to demonstrate the applicability and validity of the proposed MCDMA approach.

To enhance the properties of conventional adhesive materials, additives have been introduced to the mix in order to enhance their mechanical and physical properties by creating a hybrid adhesive material. The evaluation of the mechanical properties of such hybrid adhesive materials is thus of an essential requirement for the purpose of properly modeling their behavior accurately. This paper presents an approach/tool to simulate the behavior such hybrid adhesives in a way that will allow researchers to better understand their behavior while in service.

Development of motor car safety devices has reduced fatality rates in car accidents. Yet despite this increase in car safety, neck injuries resulting from rear impact collisions, particularly at low speed, remain a primary concern. In this study, FEA(Finite Element Analysis) of seat was performed to evaluate neck injuries in rear impact. And the FEA result was verified by comparison with the actual test results. The dummy used in FE model and actual test is BioRID II which is regarded suitable for rear impact collision analysis. A threshold of the BioRID II neck injury indicators was also proposed to upgrade seat performance in order to reduce whiplash injury. In the context of financial globalization, China has put forward the policy goal of high-quality development, and the digital economy, with its advantage of information resources, is driving China's export trade to achieve high-quality development. Due to the long-standing financing constraints of small and medium-sized export enterprises, how to expand the export scale of small and medium-sized enterprises has become a major threshold for the development of China's export trade. This paper firstly adopts the hierarchical analysis method to establish the evaluation system of high-quality development of China's export trade; secondly, the panel data of 30 provinces in China from 2011 to 2018 are selected for empirical analysis to establish the impact model of digital inclusive finance on the high-quality development of China's export trade; based on the analysis of the heterogeneous enterprise trade model, a mediating effect model is established to verify the mediating role of credit constraint in the development of high-quality export trade in China. Based on the above analysis, this paper concludes that inclusive digital finance, with its unique digital and inclusive nature, alleviates the credit constraint problem among SMEs, enhances the binary marginal effect of SMEs' exports, optimizes their export scale and structure, and promotes the high-quality development of regional and even national export trade. Finally, based on the findings of this paper, we propose insights and suggestions for inclusive digital finance to promote the high-quality development of export trade.

Abstract:
This paper presents the impact of persuasive communication implemented by fertility clinics websites, and how this information influences women at their decision-making for undertaking this procedure. The influential factors for women decisions to do social egg freezing (SEF) are analyzed from a framing theory perspective, with a specific focus on the impact of persuasive information on women’s decision making. This study follows a quantitative approach. A two-phase survey has been conducted to examine the interest rate to undertake SEF. In the first phase, a questionnaire was available during a month (May 2015) to women to answer whether or not they knew enough information of this process, with a total of 230 answers. The second phase took place in the two last weeks of July 2015. All the respondents were invited to a seminars called ‘All about egg freezing’ and afretwards they were requested to answer the second questionnaire. After the seminar, in which they were given an extensive amount of information about egg freezing, a total of 115 women replied the questionnaire. The collected data during this process were analyzed using descriptive statistics. Most of the respondents changed their opinion in the second questionaire which was after receiving information. Although in the first questionnaire their self-evaluation of having knowledge about this process and the implemented technologies was very high, they realized that they still need to access more information from different sources in order to be able to make a decision. The study reached the conclusion that persuasive and framed information by clinics would affect the decisions of these women. Despite the reasons women have to do egg freezing and their motivations behind it, providing people necessary information and unprejudiced data about this process (such as its positive and negative aspects, requirements, suppositions, possibilities and consequences) would help them to make a more precise and reasonable decision about what they are buying.

Abstract:
In this paper, a pipelined version of genetic algorithm, called PLGA, and a corresponding hardware platform are described. The basic operations of conventional GA (CGA) are made pipelined using an appropriate selection scheme. The selection operator, used here, is stochastic in nature and is called SA-selection. This helps maintaining the basic generational nature of the proposed pipelined GA (PLGA). A number of benchmark problems are used to compare the performances of conventional roulette-wheel selection and the SA-selection. These include unimodal and multimodal functions with dimensionality varying from very small to very large. It is seen that the SA-selection scheme is giving comparable performances with respect to the classical roulette-wheel selection scheme, for all the instances, when quality of solutions and rate of convergence are considered. The speedups obtained by PLGA for different benchmarks are found to be significant. It is shown that a complete hardware pipeline can be developed using the proposed scheme, if parallel evaluation of the fitness expression is possible. In this connection a low-cost but very fast hardware evaluation unit is described. Results of simulation experiments show that in a pipelined hardware environment, PLGA will be much faster than CGA. Introducing wireless technologies in Nigeria have improved the quality of lives of Nigerians, however, not everyone sees it in that light. The paper on the environmental impact of wireless technologies in Nigeria summarizes the scholarly views on the impact of wireless technologies on the environment, beaming its searchlight on 5G and internet of things in Nigeria while also exploring the theory of the Technology Acceptance Model (TAM). The study used a qualitative research method to gather important data from relevant sources and contextually draws inference from the derived data. This study adopted previous fault patterns, results of detection analysis, historical records and data, and experts- experiences to establish fuzzy principles and estimate the failure probability index of components of a power transformer. Considering that actual parameters and limiting conditions of parameters may differ, this study used the standard data of IEC, IEEE, and CIGRE as condition parameters. According to the characteristics of each condition parameter, relative degradation was introduced to reflect the degree of influence of the factors on the transformer condition. The method of fuzzy mathematics was adopted to determine the subordinate function of the transformer condition. The calculation used the Matlab Fuzzy Tool Box to select the condition parameters of coil winding, iron core, bushing, OLTC, insulating oil and other auxiliary components and factors (e.g., load records, performance history, and maintenance records) of the transformer to establish the fuzzy principles. The understanding of generation and collapse of acoustic cavitation bubbles are prerequisites for application of cavitation erosion. Microbubbles generated due to rapid fluctuation of pressure induced by propagation of ultrasonic wave lead to formation of high velocity microjets and or shock waves upon collapse. Due to vast application of ultrasonic, it is important to characterize and understand cavitation collapse pressure under the radiating surface at different conditions. A comparative investigation is carried out to determine impact load and dynamic pressure distribution exerted upon bubble collapse using thin film pressure sensors. Measurements were recorded at different input conditions such as amplitude, stand-off distance, insertion depth of the horn inside the liquid and pulse on-off time of acoustic vibrations. Impact force of 2.97 N is recorded at amplitude of 108 μm and stand-off distance of 1 mm from the sensor film, whereas impulsive force as low as 0.4 N is recorded at amplitude of 12 μm and stand-off distance of 5 mm from the sensor film. The results drawn from the investigation indicated that variety of impact loads can be achieved by controlling generation and collapse of bubbles, making it suitable to use for numerous application.

Handling life-critical systems complexity requires to be equipped with appropriate technology and the right human agents’ functions such as knowledge, experience, and competence in problem’s prevention and solving. Human agents are involved in the management and control of human-machine system’s performance. Documenting human agent’s situation awareness is crucial to support human-machine designers’ decision-making. Knowledge about risks, critical parameters and factors that can impact and threaten automation system’s performance should be collected using preventive and retrospective approaches. This paper aims to document operators’ situation awareness through the analysis of automated organizations’ feedback. The analysis of automated hospital pharmacies feedback helps identify and control critical parameters influencing human machine interaction in order to enhance system’s performance and security. Our human machine system evaluation approach has been deployed in Macon hospital center’s pharmacy which is equipped with automated drug dispensing systems since 2015. Automation’s specifications are related to technical aspects, human-machine interaction, and human aspects. The evaluation of drug delivery automation performance in Macon hospital center has shown that the performance of the automated activity depends on the performance of the automated solution chosen, and also on the control of systemic factors. In fact, 80.95% of automation specification related to the chosen Sinteco’s automated solution is met. The performance of the chosen automated solution is involved in 28.38% of automation specifications performance in Macon hospital center. The remaining systemic parameters involved in automation specifications performance need to be controlled.

This paper investigates the suitability of Latin Hypercube sampling (LHS) for composite electric power system reliability analysis. Each sample generated in LHS is mapped into an equivalent system state and used for evaluating the annualized system and load point indices. DC loadflow based state evaluation model is solved for each sampled contingency state. The indices evaluated are loss of load probability, loss of load expectation, expected demand not served and expected energy not supplied. The application of the LHS is illustrated through case studies carried out using RBTS and IEEE-RTS test systems. Results obtained are compared with non-sequential Monte Carlo simulation and state enumeration analytical approaches. An error analysis is also carried out to check the LHS method’s ability to capture the distributions of the reliability indices. It is found that LHS approach estimates indices nearer to actual value and gives tighter bounds of indices than non-sequential Monte Carlo simulation.

Abstract:
Distance learning systems offer useful methods of learning and usually contain a final course test or another form of test. The paper proposes a web application for evaluating tests using an expert system in distance learning systems. The proposed web application is appropriate for didactic tests or tests with results for subsequent studying follow-up courses. The web application works with test questions and uses an expert system and LFLC tool for test evaluation. Abstract:
The challenge for everyone involved in preserving the ecosystem is to find creative ways to protect and restore the remaining ecosystems while accommodating and enhancing the country social and economic well-being. Frequent fires of anthropogenic origin have been affecting the ecosystems in many countries adversely. Hence adopting ways of decision making such as Multicriteria Decision Making (MCDM) is appropriate since it will enhance the evaluation and analysis of fire risk and hazard of the ecosystem. In this paper, fire risk and hazard data from the West Gonja area of Ghana were used in some of the methods (Analytical Hierarchy Process, Compromise Programming, and Grey Relational Analysis (GRA) for MCDM evaluation and analysis to determine the optimal weight method for fire risk and hazard. Ranking of the land cover types was carried out using; Fire Hazard, Fire Fighting Capacity and Response Risk Criteria. Pairwise comparison under Analytic Hierarchy Process (AHP) was used to determine the weight of the various criteria. Weights for sub-criteria were also obtained by the pairwise comparison method. The results were optimised using GRA and Compromise Programming (CP). The results from each method, hybrid GRA and CP, were compared and it was established that all methods were satisfactory in terms of optimisation of weight. The most optimal method for spatial multicriteria evaluation was the hybrid GRA method. Thus, a hybrid AHP and GRA method is more effective method for ranking alternatives in MCDM than the hybrid AHP and CP method.

Abstract:
In this paper, a new approach for quality assessment tasks in lossy compressed digital video is proposed. The research activity is based on the visual fixation data recorded by an eye tracker. The method involved both a new paradigm for subjective quality evaluation and the subsequent statistical analysis to match subjective scores provided by the observer to the data obtained from the eye tracker experiments. The study brings improvements to the state of the art, as it solves some problems highlighted in literature. The experiments prove that data obtained from an eye tracker can be used to classify videos according to the level of impairment due to compression. The paper presents the methodology, the experimental results and their interpretation. Conclusions suggest that the eye tracker can be useful in quality assessment, if data are collected and analyzed in a proper way.Keywords: eye tracker, video compression, video qualityassessment, visual attention

Abstract:
Power systems and transformer are intrinsic apparatus, therefore its reliability and safe operation is important to determine their operation conditions, and the industry uses quality control tests in the insulation design of oil filled transformers. Hence the service period effect on AC dielectric strength is significant. The effect of aging on transformer oil physical, chemical and electrical properties was studied using the international testing methods for the evaluation of transformer oil quality. The study was carried out on six transformers operate in the field and for monitoring periods over twenty years. The properties which are strongly time dependent were specified and those which have a great impact on the transformer oil acidity, breakdown voltage and dissolved gas analysis were defined. Several tests on the transformers oil were studied to know the time of purifying or changing it, moreover prediction of the characteristics of it under different operation conditions.

The decision of information technology (IT) outsourcing requires close attention to the evaluation of supplier selection process because the selection decision involves conflicting multiple criteria and is replete with complex decision making problems. Selecting the most appropriate suppliers is considered an important strategic decision that may impact the performance of outsourcing engagements. The objective of this paper is to aid decision makers to evaluate and assess possible IT outsourcing suppliers. An axiomatic design based fuzzy group decision making is adopted to evaluate supplier alternatives. Finally, a case study is given to demonstrate the potential of the methodology. In this paper, we present an integrated framework that governs the introduction of social media into enterprises and its evaluation. It is argued that the framework should address the following issues: (1) the contribution of social media for increasing efficiency and improving the quality of working life; (2) the level on which this contribution happens (i.e., individual, team, or organisation); (3) a description of the processes for implementing and evaluating social media; and the role of (4) organisational culture and (5) management. We also report the results of a case study where the framework has been employed to introduce a social networking platform at a German enterprise. Abstract:
This investigation presents preparation of sample and analysis of results of ballistic impact test as per EN 1063 on the size, thickness, number, position, and type of the bonding interlayer Polyvinyl Butyral, Poly Carbonate and Poly Urethane on bullet proof glass. It was observed that impact energy absorbed by bullet proof glass increases with the increase of the total thickness from 33mm to 42mm to 51mm for all the three samples respectively. Absorption impact energy is greater for samples with more number of bonding interlayers than with the number of glass layers for uniform increase in total sample thickness. There is no effect on the absorption impact energy with the change in position of the bonding interlayer.

Abstract:
The article explores the impact of normative institutional factors on the development of sustainability reporting. The vast majority of research in the scientific literature focuses on mandatory institutional factors, i.e. how public institutions and market regulators affect sustainability reporting. Meanwhile, there is lack of empirical data for the impact of normative institutional factors. The effect of normative factors in this paper is based on the role of non-governmental organizations (NGO) and institutional theory. The case of Global Compact Local Network in the developing country was examined. The research results revealed that in the absence of regulated factors, companies were not active with regard to social disclosures; they presented non-systemized social information of a descriptive nature. Only 10% of sustainability reports were prepared using the GRI methodology. None of the reports were assured by third parties.
